The growth in the supply and use of energy over the past years has been tremendous, but our very closeness and familiarity have somewhat distorted the viewpoint, particularly of the younger generation. To many of us who remember the wonderful satisfaction of our first responsibility for directing two horsepower hitched to a farm cart or hay wagon, there still arises a feeling of some awe at the casual flick of the switch with which our sons and daughters summon to their convenience the service of some one hundred or more horsepower.Energy is the vital component of our existence and, no matter what contempt our day-to-day familiarity may •breed, it is wise to .pause from time to time and consider our national energy standing. Have we still capital in the bank? Are our expenditures wisely •conceived and well directed? Is provision being made for the years •ahead for the needs of our children and our children's children?"

"IntroductionTHE LEAD SMELTING Department of The Consolidated Mining •and Smelting Company of Canada, Limited (Cominco), at Trail, B.C. treats materials from numerous sources for the recovery of lead, •and, of secondary importance, for the .recovery of sulphur as S02• The Department's sintering section has a .capacity of 1,500 tons daily. This section is being replaced by •a new charge-•handling and sintering plant with a daily capacity of 2,000 tons of finished sinter. Materials handled in the sintering section comprise concentrates, ores, and fluxes from Company mines and from 'custom' (independent) producers, together with intermediate products from various plants of Cominco'•s Metallurgical Division, all of which must be treated to, make up a chemically balanced charge of a predetermined lead content for the sintering plant.As received, 80 •per .cent of these materials are finer than 200 mesh, and one-quarter of the tonnage (dry basis) is a slurry .at 30 to 40 per cent moisture. This slurry, a -residue from the electrolytic zinc operation, was, for many years, partially dried before being mixed with other dry materials to make up the sinterplant charge.Some experimental work carried out in 1937 indicated that the metallurgy of the sintering operation could be improved by adopting a technique of 'wet-mixing' followed by controlled drying and nodulizing."

"Location and Transportation FacilitiesTHE BEAVERLODGE area of North Saskatchewan is on the north side of lake Athabasca, 500 air miles northeast of Edmonton.The main Eldorado operation and townsite are on the north •side of Beaverlodge lake, which is immediately north of lake Athabasca and is separated from it by only a mile long portage at Lodge bay. The once famous town of Goldfields. Saskatchewan, and the Box property of the Consolidated Mining and Smelting Company of Canada, Limited, are located on lake Athabasca nine mines from Beaverlodge townsite.Previously, all Eldorado freight was delivered by barge at the Lodge Bay portage, hauled across the portage, and across Beaverlodge lake by small Northern Transportation Company barges, which involved many handlings.In 1952 the port of 'Bushell' was established at Black bay. This is a particularly snug harbour, well protected from the main body of the lake and with good foundations for docking facilities. A Butler building, 300 ft. by 60 ft., and tank farms provide storage at the port. A •road from Bushell to the main Beaverlodge operation, a distance of twelve miles through rugged terrain, was built by the Saskatchewan Government. The cost was shared by the Saskatchewan Government, the Federal Government, and Eldorado and other mining companies.Along this road are located the properties of several enterprising mining companies and near the midpoint lies the ambitious budding town of Uranium. This road has made portaging unnecessary and palletized freight loaded at Waterways, Alta., is now loaded directly on trucks at Bushell and delivered to the point of consumption."

During the post-war period, and particularly during the past few years, coal production has been maintained at a reasonably constant level. This is in contrast to the greatly expanded demand for oil and natural gas. Certain markets for coal, such as the railroad and for home heating, have tended to decrease, but this decline has been offset by an increase in demand for other uses, particularly for electric power. Since the United States has very large reserves of coal and relatively limited reserves of natural gas and oil, from the conservation viewpoint, it would be better if the increased demand were to fall more heavily on coal. Where coal has lost certain markets, the decision has not always been made on the basis of price, and, in fact, in many instances, the markets have been lost where coal could show a price advantage. There are various reasons for this situation but it can be attributed in the main to the preference of certain consumers for the convenience offered by liquid and gaseous fuels. In the production of chemicals such as benzene, phenol, or ammonia, coal still plays an important role. As co-products from coke-oven operations, a wide variety of aromatic chemicals are available. In recent years, however, the production has not been sufficient to supply the demand, and it is not profitable to build coke ovens to make chemicals unless there is a market for the coke as well. As a result, the petroleum industry is beginning to take a stronger part in the production of aromatic chemicals. Natural gas has almost displaced the coke-oven water-gas machine for the production of hydrogen for the synthesis of ammonia, as well as for the synthesis of methyl alcohol and other oxygenated compounds. This information is not new and is given here only as a basis for the discussion of the broad significance of the development of the gasification process. It is clear that if coal is to regain some of its old fuel markets, as well as to maintain a position in the field of chemical synthesis, processes must be available for converting coal to the type of fuel the customer wants, and for a cheap method of furnishing gaseous raw material to the chemical industry. The operation of coke ovens and water-gas machines is not the answer to this problem for at least two important reasons: (1) the limited supply and relatively high price of good coking coals, and (2) the relatively high costs of the combined operations of coking and manufacture of water gas.

"Demonstrations of Automatic Coal Burning EquipmentAT THE 1951 and 1952 Annual Coal Research Conferences sponsored by the Dominion Coal Board and attended by delegates from the Dominion and Provincial governments as well as industry, the importance ,of encouraging the co-operative interest of Canadian coal and equipment industries in •promoting the use of equipment types best suited to burn given Canadian coals was emphasized. It. was suggested that this idea •be enlarged upon at forthcoming C.I.M. meetings that would be .attended largely by coal mining engineers.With this in view, a Domestic Heating Forum (1) was featured in the Coal Division programme at the 1951 Annual Western Meeting of the Institute in Calgary, and a much more ambitious programme, highlighted by live demonstrations, was •staged at the combined Annual Western Meeting and Fourth Meeting of District 4 held in Winnipeg in October 1952.With the excellent co-operation of a number of equipment manufacturers and coal companies, and with facilities kindly provided •by the University •of Manitoba authorities, burning demonstrations were• arranged in the Agricultural Engineering Building, on October l 7th. These demonstrations were a fitting sequel to the Coal Division sessions held in the Royal Alexandra Hotel on October 16th, at which the combustion of coal was specially featured in a series of papers by prominent Canadian and United States specialists.The primary purpose of the demonstrations was to •show that all coal, regardless •of rank, can be satisfactorily used provided that proper application is made with equipment suited to its purpose."

The human race has been exposed to copper for thousands of years, as copper and gold were the metals first used by man (1). if According to Ramazzini (2), "of all the metals that man's ingenuity has contrived to dig out of the bowels of the earth, iron and copper are the most useful, far more so than silver and gold." Workings of copper in the oldest known copper mine associated with the smelting of this metal have been traced back to 4300 B. C. Facts revealed by archeological research in India, Austria, Hungary, France, Italy, and Spain indicate that the use of copper probably began about 5000 B.C. (3), and that about 4000 B.C. a copper age came intermediate between the stone and bronze ages (4). Copper ores are rather widely distributed and are found in nearly every country. Many of the copper minas of Europe have been worked since before the Roman Empire. The must important mines in Europe occur in the district around Huelva, extending into Spain and Portugal. The German deposits are located mainly about Mansfeld (Rhenish Prussia); they have been worked continuously for 1,000 years. Some of the mines in Africa have been worked by the natives for centuries, and China has produced copper from shallow pits for thousands of years. India also has many ancient mines worked in the early centuries (2).

"DURING the past five years, production of asbestos fibers has increased in all countries that list asbestos as one of their mineral resources. Despite the many small mines that have been opened in Canada, United States, Mexico, South America, Italy, South Africa, Australia, Yugoslavia, and Rhodesia, the supply still does not meet the demand. It is estimated that total 1952 world production of asbestos fibers of all varieties approximated 1,600,000 tons, with Canada supplying 966,382 tons (I), or 60 per cent of all fiber mined.Asbestos fiber brokers continually are offering odd-lot samples of chrysotile, amosite, crocidolite, tremolite, and anthophyllite fibers to manufacturers, •quoting fantastic prices for tonnages •varying from just a few to 50 or more in a month. In many cases, the samples are not properly graded and contain quantities of rock impurities and finely ground dust.When vendors submit samples of asbestos fibers, the manufacturer should consider• them in terms of price, quality, quantity, and as possible substitutes for fibers currently used in his products.Grading of these odd-lot fibers in most cases has been poorly done, with resultant non-uniform fiber lengths. In some instances, a number of miscellaneous lots of fibers have been .blended for sale. This blending produces a fiber that is difficult for the manufacturer to accept as a substitute for the well-standardized Canadian fibers."

"IntroductionTHE SMALLER industrial and commercial steam generating plants in the United States are suffering from an ‘engineering deficiency' which, if allowed to continue, will probably result in the extinction of the species• that now burn •approximately 75 million tons of coal. We will classify as 'small' those plants which should require not more than one operating man per shift, including those in which as little .as thirty minutes per day should be adequate for .all service attention. These are the small steam plants that need the most, and get the least, expert attention for fuel :planning, equipment selection, design layout, .and proper operating technique. Dissatisfaction with bituminous coal is usually caused by one or more preventable weaknesses such as excessive or burdensome labour •for firing, .coal or ash handling and manual operation, smoke and fly ash emission above nuisance levels:, high maintenance and premium coal application for acceptable operation, and .finally, overall steam costs which are not .competitive. These 'deficiencies', so .common in the small coal-fired steam plants, can be readily eliminated by competent engineering and modern equipment with automatic controls."

This paper sets forth the hazards of accumulations of explosive mixtures of methane and air due to inadequate ventilation, the causes of which are discussed as follows: 1. Lack of well-maintained air courses. 2. Air losses due to leaky stoppings, trap doors, and overcasts. 3. Faulty mining methods. 4. Poor supervision. A modified plan of room-and-pillar panel mine development is suggested, which, it is believed, will eliminate many off the hazards of gas accumulations inherent in the present method of mine development. It is also suggested that some water-proofing agent be used on the roof of permanent air-course entries in conjunction with roof bolting to eliminate the detrimental effect of the moisture-laden atmosphere during summer and thus prevent serious roof falls.

Gentlemen: I'm glad to see the crowd that's here this morning, glad to renew acquaintances with many old friends, and if you'll look at the program you'll see a heading there which states that as President I have the honor and pleasure to be here to address the membership of this meeting of the Rocky Mountain Coal Mining Institute, this being the 49th regular meeting. The tentative schedule of this gathering lists on the program the "President's Address," and I want to assure you that this will not be an address or a lengthy speech. It's said that a good speaker is one who arises to the occasion and then promptly sits clown, so please be at ease for I intend to sit clown very soon. There are other men here who have spent time writing and preparing papers on subjects that are to come up for discussion at this meeting, which will be, I'm sure, more interesting than what I have to say this morning; so again I'll say, we'll get this part of the program under way promptly.

THERE has been a running discussion over the past several years with respect to the life and adequacy of our natural gas reserves. Some of the experts agree on one phase of the subject at least-that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for addi¬tional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipe¬line-gas project, developed on economic lines, could be completed, even if initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great -that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situa¬tion, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that sup¬plies the general Philadelphia area. 3. Transcontinental Gas Pipe Line Corporation as it enters the state of New Jersey. The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

[ ] TUNNELS TO BINS. Originally designed for tunnel work, the strong lightweight liner plates used to construct this 30-ft diameter, 31-ft high, aggregate storage bin have several advantages. Bins and conveyor to tunnels can be quickly erected in any season, for permanent service, or to be salvaged and reused. Armco Steel Corp. Detailed engineering information covers installation, maintenance and lubrication of chains for drives, conveyors, and sprocket wheels. The book covers selection of drives to meet both standard and special installations. (17) LABORATORIES: The Fisher Scientific Co's. line of 21 basic units of standardized steel laboratory furniture is described in catalog no. 25. The Unitized line was designed to combine the advantages of custom installation with the convenience of selection, delivery and continued flexibility that goes with ready-made units. (18) PUMPS: Two similar, but functionally different types of vertical centrifugal wet-pit pumps; a heavy duty bilge pump for handling solids-free liquids and drainage; and a screenless sewage ejector, constructed to handle sewage and solids carrying liquid; are illustrated in a bulletin from Yeomans Bros. Co.

The history of this refinery has been one of expansion. It now has the capacity to produce 240,000 tons of cathodes annually. A general flowsheet and descriptions of the plant layout, operations involved, and equipment used at one of the world's largest and most modern electrolytic copper refineries are presented. THE El Paso copper refinery of Phelps Dodge Refining Corp. was originally constructed by the Nichols Copper Co., in association with Phelps Dodge Corp. and the Calumet & Arizona Mining Co., in order to refine anode copper produced at the smelters of the two latter companies. Initial production was obtained from the plant in January 1930 and its annual refining capacity was 100,000 tons of anodes. In order to keep pace with Phelps Dodge Corp.'s increasing copper production in the Southwest, it became necessary in 1937 to increase the El Paso plant's refining capacity to 160,000 tons of cathodes annually. This was accomplished by adding two sections to the electrolytic tank house, increasing the number of anodes placed in each commercial electrolytic tank from 33 to 37, and making changes in the dc circuits which made it possible to put three generators on each of the two circuits instead of two, thus increasing the amperage on each circuit from 10,000 to 14,800 amp. The capacity of the two furnaces from which refined shapes were cast was increased by raising the sidedoor bays on the furnaces 6 in. An increase of 70 pct in the productive capacity of Phelps Dodge Corp.s Morenci Branch in 1942 again made it necessary to expand refining capacity. In order to accomplish this, Defense Plant Corp. set up a project to increase the capacity of the El Paso plant to 240,000 tons of cathodes annually. This project consisted of enlarging the tank house approximately 50 pct, the construction of another wire- bar furnace, and corresponding increases in other departments where necessary. The engineering work on this expansion was begun in March 1942. Actual construction was under way by August 1942, and the work was completed by March 1944. These additional facilities were purchased from Defense Plant Corp. by Phelps Dodge Refining Corp. in August 1949. The plant is in El Paso about eight miies east of the center of the city and near Highway 80 and the main lines of the Southern Pacific and Texas & New Orleans railroads. The plant site covers approximately 494 acres of company-owned land that is ideally adapted for its use, being well-drained sandy soil and having enough slope so that a minimum amount of excavation was required when the plant was constructed. There is still ample room on the plant site for any future plant expansion. The plant is constructed on four different ground levels and so arranged that the unrefined copper is unloaded on the highest level at the north side of the plant and the refined copper is shipped out from the lowest level on the south side of the plant. The receiving or unloading platform, weighing and sampling rooms, main floor of the tank house, acid and condensate storage tanks, and the slimes and copper sulphate plants are on the first or highest level. The tank house basement, yard scales, charging and furnace bays, balloon flue and stack, brick-storage building, substation and power house, boiler feedwater treating plant and pump house, water storage tanks, and change houses are on the second level. This second level also contains ample yard area for setting-up furnace charges, and for storage of custom scrap, cathodes, scrap anodes, blister, coke, and poles. Rougher Cells The photo shows one of three carloads of new Denver Equipment Co. rougher flotation machines destined for a single customer. [ ] Low level froth overflow on both sides, and double impeller mechanisms in an open-flow type tank, were designed to enable control of variable conditions in the rougher circuit for better metallurgy. Intense agitation and aeration are claimed, for effective recovery of low-grade mineral particles. Standard parts are used, interchangeable with regular Denver Sub-A units. The Super Rougher is now in production and a 2-cell No. 24 machine will be displayed at the Mining Show. Circle No. 1 Fans A line of industrial fans built for air or materials handling is available in eleven sizes from 670 to 44,000 cfm capacity from Westinghouse Electric Corp. The air hand¬ling wheel has backwardly-inclined blades. Circle No. 2 Trolleyphones The Femco Trolleyphone, plug-in model, 2550 series, is offered as a simple mine or mill communications system by Farmers Engineering & Mfg. Co. During the investigation of the occurrence of manganese deposits in the western United States, examining engineers of the Bureau of Mines collected samples from four properties in Siskiyou and Mendocino Counties northern California. As the ores were too low-grade to be acceptable to manufacturers of ferromanganese, beneficiation studies were made between 1941 and 1945 to determine the amenability of the ores to concentration. The Johnson and Reynolds properties are near Fort Jones Siskiyou County. The ore occurs in a number of small lenses in that area. Samples were taken for testing for amenability to treatment in a small custom-gravity plant, tentatively planned. by the Waiter Johnson interests of San Francisco. A 2-ton representative sample was obtained from numerous exposed portions of an outcrop on the property of the Mayland Mining Co. The Mayland mine is about 8 miles from Sawyers Bar in Siskiyou County. The ore body consists of stringers and irregular masses of oxide, and. silicate ore scattered through quartz, which these minerals have replaced.

A UTILITY that has a large consumption of coal must insure an adequate and sound supply of fuel. The Detroit Edison Co., which has an annual coal consumption of about four million tons and spends approximately $32 million a year for coal, including freight charges, has developed a program for fuel procurement and for evaluation and selection of fuel for reliable and efficient plant operation. Fuel Procurement Coal Purchasing Division: The Fuel Supply Div. of the Purchasing Dept. combines all of the procurement functions in one group, which must maintain adequate stocks of fuel. In addition to its usual purchasing duties, the division also governs transportation, follow-up, invoice and freight bill, in cooperation with the Accounting Dept. The Fuel Div. is comprised of the fuel agent, an assistant fuel agent, a coal buyer and five coal clerks, who follow the movement of each car, initially approve freight bills and invoices, and file claims whenever there is a shortage of one ton or more. The fuel agent reports directly to the purchasing agent of the Company, and all major programs are planned jointly with the chief purchasing officer. The apparent individuality of the fuel section is necessary because of the tremendous volume of coal cars handled each day, sometimes as many as 500, which must be handled promptly to complete the fastest possible move from the mines to the plants. Determining Annual Coal Volume: Through the combined studies of a Production Dept. Load Committee and the Controller's office, accurate predictions of coal requirements for any given year are provided the Fuel Dept. from 12 to 15 months in advance. This is divided into the requirements of all individual power plants and central heating plants. This in turn determines the quantity and quality for plants whose specific fuels vary with the type of equipment installed. In the Detroit area, which has a high industrial load, early estimates of annual coal consumption usually are resolved at the end of the year within 4 or 5 pct of the original plan. Operating in a highly developed industrial area eases the task of estimating primary output; and, with the residential demands increasing in a steady and fairly well-defined pattern, the overall coal schedules are not subject to radical changes during any given year. Selecting Suppliers: At any time, but especially during or before an emergency, the coal supply factor must be made secure. This is particularly true in the procurement of utility fuel. There are always extreme quantities of so-called "bargain" coal available during the buyers' markets, such as recently prevailed. These opportunistic offerings may be considered a means of averaging down overall price, rather than as a steady and dependable supply source. Coal is purchased on contract from mine operators and sales agents who have proved reliable. They are not opportunists who desert for higher dollars in times of duress; they do not fail to fulfill contracts when markets rise or overship when markets dip. The progressive operator today who is willing to expend capital to improve quality and service deserves much more consideration than a matching of short-term pennies. When a company has a high volume of annual needs, all phases of the mine supply must be considered. The mine must be able to produce the quality required at a fair price and be able to sell oversizes of coal in enough volume to screen sufficient nut and slack. It must crush coal and sell mine run at prices in line with competitive nut and slack and be willing to do so when there is no demand for prepared sizes. Determining Price: The public utility is in direct competition with any of its customers who can, if savings are guaranteed, generate their own power. Today, to a greater extent than ever before, private industry must do a better overall job than Government-controlled operations. The price of coal must be realistically balanced with the price paid by almost all industries and the railroads as well. The supply-demand ratio in coal is not difficult to discern. AT the present time, the coal industry is greatly interested in any method or machine that will cut the cost of producing a ton of coal, while at the same time producing a product of quality and grade suitable to the customer. Comparatively new and, as yet, little known, auger mining is proving a profitable method of coal recovery. It may be used for the production of low-cost, high-quality coal with equal success from both the hard-to-mine seams, those with banded impurities and bad roof conditions, and the more easily mined seams as classified according to conventional mining methods. A number of units are now in operation and production information is available that should be of particular interest to coal operators and of general interest to anyone associated with the coal-mining industry. Auger mining refers to coal extraction with large size augers capable of drilling to great depths and having a high capacity. Consideration of the equipment and methods used in drilling an ordinary shot-hole will give a picture of auger mining on a smaller scale. At present, auger mining is used largely for recovery of coal from the highwall after strip mining becomes uneconomical because of the type and the thickness of the overburden which must be moved. Coal augers have many of the advantages of present continuous mining machines, along with many more. The four distinct operations of conventional mining-—cutting, drilling, shooting, and loading— are eliminated and replaced by the combined operation of boring and conveying of the coal. The coal recovery auger is an adaptation of the horizontal rock drill used for drilling shot-holes to shatter and loosen overburden in strip mining operations. During the war the Becker County Sand and Gravel Co. of Summersville, W. Va., experimented with drilling coal with 6 and 9-in. rock augers. The results led to the successive development of the 20, 24, 30 and the 36-in. machines, the latter having appeared in the coal fields within the past six months. THE Company maintains a port agency at Antofagasta for dispatching copper and also for receiving from ocean vessels the vast variety of materials and supplies required at the plant. Copper shipments from the oxide plant refinery to Antofagasta amounted to 162,000 metric tons during 1951, while incoming freight totalled 175,000 metric tons. Electrolytic market copper in various shapes is currently loaded at the plant upon 20 or 30-ton cars of the meter-gage Antofagasta-Bolivia Railroad, to be transported a distance of 165 miles to the company's yard at Antofagasta. Here it is unloaded by cranes at the rate of about 175 tons per hr. Copper not scheduled for immediate shipment is stocked in tiers within the yard, but most of it is reloaded and sent to port works or a wharf serving lighters. Some of the vessels entering Antofagasta tie up at the port works, while others anchor inside the breakwater. In the latter case, all of the loading into the hatches is from 50-ton lighters towed to the vessel. When the vessel is at the dock, about half of the copper is loaded by port works cranes and the other half is loaded by ship's tackle from lighters. Fuel Oil Requirement Expands One of the innovations caused by the construction of the sulphide plant has been the necessity to provide facilities at Antofagasta for receiving and storing greater quantities of fuel oil than in recent years. From here it is loaded into tank cars for transportation to Chuquicamata. The older installation consisted of a 10-in. submarine pipe line, heating, and pumping facilities, a 67,500-bbl storage tank, and railroad loading rack, located at Antofagasta's northern limits. Two new tanks, of 80,000 and 30,000-bbl capacity respectively, have now been added and a second submarine pipe line will shortly be installed. Fuel oil requirements for the sulphide plant are estimated at 39,000 bbl per month, in addition to which 9000 bbl per month are required for the operation of the oxide plant. The company has a special lighter which is used by its diver for connecting the oil line with the oil tanker when disembarking oil, this lighter also being used for inspecting and overhauling buoys, as well as for recovery of bars of copper which are sometimes dropped into the bay when loading vessels during periods of rough weather. Transport of oil to Chuquicamata is by 76 tank cars of, 20-ton capacity and 20 of 30-ton capacity, all assigned to the company's fuel oil shipments excepting six for Diesel oil and one for gasoline. Incoming Freight Other freight received by the port agency has been averaging about 4800 metric tons per month of operating supplies for the oxide plant (renewals of equipment, spare parts, lubricating oils, and greases, etc.), some 1900 metric tons per month for the company stores, and about 6000 metric tons per month of materials and equipment for the construction of the sulphide plant. The greater part of these shipments (particularly the operating and construction supplies) originate from abroad, and must be handled through the Chilean Customs. Hence the company maintains a Customs storage warehouse (goods pending appraisal of Customs duties) in addition to its other storage facilities at Antofagasta. Not the least of the Port Agency's duties is to meet air and steamer passengers en route to Chuquicamata and to arrange for their trips up the hill. Landing in a strange country with a strange language, the first impressions of a new employee might otherwise be indeed confusing when facing Antofagasta's unique setting of brown barren hills.

"IntroductionTHE PURPOSE of this paper is to present .a summary of the evidence given before the Petroleum and Natural Gas Conservation Board in support of applications to it for permits to export natural gas from Alberta.I will attempt to be objective in my statements, despite the fact that my main interest in the hearings before the Board was to advance the interests of my own clients, the Westcoast Transmission Company, Limited.The hearing of the export applications •commenced before the Board in January, 1950, with the .application of the Westcoast Transmission Company. Joint hearings were commenced in September, 1950, and completed on December 14th, 1951. The Board heard evidence in support of six applications for export, one application to build a gathering system in Alberta, and three interveners, the .latter being the City of Calgary, the local gas companies, .and the coal interests, including both operators of coal mines and the Unions.The evidence comprised better than 8,400 pages, over two million words, and occupied 92 days before the Board.The Interest in Natural GasThe natural gas industry is one of the newer industries. It is not yet twenty years •old. In the United States, the expansion •of pipeline facilities has been phenomenal in the last fifteen years, and particularly in the last three years, when a total of over two billion dollars was invested in pipeline facilities. There are approximately 250,000 miles of gas transmission pipelines in the United States at this time, with additional lines constantly being pressed."

The rapid rise of industrial Los Angeles to international prominence has been accompanied by the natural corollary - a record influx of population - together with greatly increased production and fabrication of steel and nonferrous and light metals; industrial mineral processing; and high consumption of fuel oil, gasoline, and chemicals. These have resulted in the release of hundreds of tons of metallurgical and mineral dusts, fumes, and gases into the atmosphere daily. Los Angeles County, intrinsically, is no worse than other industrial centers in respect to the generation of atmospheric contamination. It is, in fact, more fortunate in that no coal is used, and it has no great primary metallurgical industries comparable to those of Chicago and Pittsburgh. Meteorologic and topographic peculiarities of the area, however, which result in poor drainage of the polluted air away from the Los Angeles Basin, serve periodically to greatly increase the intensity and frequency of industrial smog visitations. This combination of intense industrialization, population influx, climate, and topography has made mandatory control of air pollution necessary. The nonferrous pyrometallurgical industry of Los Angeles has three rather unusual characteristics that contribute to its difficulties in developing suitable fume control: It consists of a multiplicity of relatively small establishments subject to wide Variations in products and operating schedules; operations are largely of the secondary or reclaiming nature and, therefore, often work dirty scrap metals; and, unfortunately, much of the industry is concentrated, to a considerable extent, near the center of the city. A difficulty inherent in most nonferrous foundries, including the many brass-works melting alloys containing zinc, is the high volatility of zinc and the extremely small mean particle size of the resulting zinc oxide fume.
