INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. WHEN the pipe lines from the Middle East to the Mediterranean are completed, the Middle East supplies will relieve the strain on Western Hemisphere petroleum resources, part of which are now shipped for Eastern Hemisphere use. A sketch of the world petroleum situation as it appears today and in the immediate future will help in understanding the future place of Middle East oil supplies. Anticipated 1951 world demand is slightly under four billion barrels. To meet this requirement, crude output and refinery runs throughout the world (including Russia) must be increased about two million barrels per day above the average of 1947. This increment, together with pipe lines, tankers, and other facilities, will require in excess of ten billion dollars of new capital in the next four years. We are, therefore, looking forward to the greatest expansion program in the history of the industry.

THE United States Smelting Refining and Mining Company maintains an ore-purchasing department for procurement of custom tonnages of milling and smelting ores and concentrates for treatment at its Midvale plant. Arrangements with other companies provide for treatment of Company and custom zinc concentrates. Location of the Midvale plant in the heart of the Western mining country makes it possible to serve shippers from these nine producing states: Arizona, California, Colorado, Idaho, Montana, Nevada, Oregon, Utah, and Washington. Shipments from most of these states travel over main-line railroads, delivery being made at Midvale within a short time after billing of the shipment. THE Midvale mill of the United States Smelting Refining and Mining Company is situated on a flat site whose elevation is 50 ft above that of the Jordan River. Tailings are impounded in the area between the river and the flat upon which the mill and railroad switchyard are located. The water supply is pumped from the Galena canal which leads from the river at a point some ten miles to the south. The mill has a present capacity of approximately 1700 tons daily. It started out originally in 1926 as a 750 ton three-unit plant. The tonnage was gradually increased to 1200 tons by 1934, and in late 1935 a fourth unit was added. The accompanying flowsheet shows the principal equipment and how it is utilized. The ore is principally sulphide with varying degrees of oxidation, with individual lots ranging widely in both precious and base metal content. THE Metal Sales Department, with offices in New York, is responsible for the sale of the Company's products, with the exception of gold and coal. At present the department handles the sales of lead, zinc, silver, antimonial lead, , cadmium, bismuth, arsenic trioxide, and tellurium; gold is shipped direct to the United States Mint and coal is marketed by United States Fuel Company's own sales organization. The department keeps in close touch with the metal markets and collects information on marketing conditions, which it makes available to other departments of the Company. The electrolytic lead produced at the U. S. S. Lead Refinery, Inc., is a high-uality product marketed as corroding grade under the "U. S. S.-ELECTRO" brand. It is largely sold to manufacturers of paints, pigments, lead oxides, and storage batteries.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

LUMINESCENT materials have been used in an increasing variety of ways in recent years. Such uses range from the screens on which the picture or image is presented in television and other cathode ray tubes to fluorescent lamps, fluorescent effects in decorative, theatrical, and display lighting, and the many applications of phosphorescence in paints, textiles, paper, and plastics. During the war the screens for a radar set or the "night-seeing" devices were not fundamentally different from those in other cathode ray tubes, but nevertheless they presented special problems for the phosphor manufacturer. It was essential that the "pips" on a radar screen continue to glow after the exciting beam had swept on, but this afterglow would be ruinous to a television screen. In the image tube used for seeing at night with infrared instead of visible light, electrons emitted by an infrared-sensitive receiving surface were amplified and converted to visible light after striking a fluorescent screen. The small size of the screen caused special problems in reducing the grain size of the phosphor to obtain adequate resolution. Other devices used phosphor surfaces which could be stimulated directly by infrared radiation to emit visible light. Energy was stored in the phosphors by prior excitation with short-wave-length radiation, and the stored energy released on subsequent exposure to infrared radiation. Maps, navigational charts, bombing manuals, and computers of various sorts were printed on fluorescent paper or lettered with fluorescent inks. Fluorescent markings excited by small ultraviolet lamps were used on airplane instrument dials. A large amount of research was done to determine the best color for the emitted light and other properties for the fluorescent materials, and on the best methods for their fabrication into the items listed above. Phosphorescent materials found wide use during blackout restrictions to mark safe passageways, to delineate traffic hazards, to identify packages, and to mark tools and other items of equipment.

PRIOR to 1912 the only rail outlets for a large part of the coal regions of Carbon and Emery Counties. Utah, were over single-track lines of the Southern Utah R.R. and Castle Valley Ry. Companies, forming a route extending from Mohrland and Hiawatha, Utah, to a point of connection at Price, Utah, with what is now The Denver and Rio Grande Western R.R. Co. These two tap lines were poorly and inadequately constructed, with impracticable grades, lacking in equipment, and incapable of being put into condition to serve this region and handle the output of the mines, to say nothing of making possible increased production and new development. Any plans for the new development and increased output necessarily involved new and adequate railroad service. It was essential, not only that additional facilities be provided but that these facilities be in the form of an efficient and up-to-date railroad providing an independent through operation from the coal mines to a point of direct connection with the lines over which the product would be distributed to consumers. A WIDE variety of lead ore is treated by the Midvale Smelter, for it is a custom plant not only treating Company lead concentrate and direct-smelting ores but also custom ores and concentrates, principally from Utah, Idaho, and Nevada, with lesser amounts from Arizona, California, Colorado, Montana, Oregon, and Washington. The principal operating departments of the plant are weighing and sampling, Wedge roaster, D&L sintering, blast furnace and drossing, and baghouse. The lead bullion produced is shipped to a subsidiary, the U.S.S. Lead Refinery, Inc., at East Chicago, while the by-products, such as matte and speiss, are shipped to other smelters or re-treated at the plant.

Since the U. S. Metals Refining Co. works was established, around the turn of the century, near the town which is now called Carteret, N. J., it has grown to be a major producer of refined copper and the main source of that special brand known as "oxygen-free high-conductivity copper." Owing to the complex metallurgical problems arising from handling a variety of raw materials such as copper concentrate from Matahambre, Cuba, copper and brass scrap from the New York area, and domestic blister copper, the organization is geared from top management down through its 2000 employes to maintain a high degree of flexibility in plant operation. The Company is a subsidiary of The American Metal Co. Charges for the smelter furnaces, one reverberatory furnace and one blast furnace, are made up in. bedding bins so that they may be tailored to the production of a constant grade of blister copper. The reverberatory furnace smelts the .sulphide charge, which may be a blend of ten different materials but principally the Cuban concentrate, and the matte from the process is poured into a converter. This reverberatory is 80 by 20 ft, silica lined with a slag bottom, fired by pulverized coal, and continuously side-charged from the top by bottom-dump cars which keep the side walls covered. It produces a 40 to 50 per cent copper matte. The fuel-charge ratio is 4.35 tons of solid charge per ton of coal. The furnace has a capacity of 10,000 tons of charge per month and produces from 5000 to 6000 tons of slag per month which must be disposed of. About 5000 tons of converter slag is produced monthly and returned molten to the reverberatory furnace. FOR the first time other than on occasion of war the people of the United States are experiencing full-scale participation in world affairs. Public concern has seldom been so involved with conditions and events beyond our own continental limits. Our interest is not wholly of recent origin. Over the years the activity of the United States as a world power and an important trading nation brought about the widening of our political interests and the progressive interrelation of our economy with that of the rest of the world. Some may see in our present phase of world-wide activity the natural consequence of our continued growth. Such observers must also be aware that within recent years our importance in world affairs has been considerably increased. For within the space of an extremely short period events have occurred that have literally jet-propelled the United States into the role of a leading participant in the conduct of world affairs. Little of the choice of this role was left to us. The decline of power in western Europe, the ascendancy between the Elbe and the Pacific shore of an obviously antagonistic force, our earnest endeavor to secure international control of atomic energy, the necessity of providing relief and rehabilitation to war-ravaged areas, and the police work that must be done in occupied territories are problems which have risen in great measure without our help-but they cannot be solved without it.

THE Midvale plant of the United States Smelting Refining and Mining Company consists of a flotation mill for concentrating sulphide ores of lead and zinc by differential flotation to produce three separate concentrates, one of lead, one of zinc, and one of iron pyrite; and a lead smelter for smelting ores and concentrates to produce base lead bullion, The plant, including its shops, laboratories, office, railroad yards which serve both mill and smelter, and areas reserved for tailing ponds and slag dumps, covers 646 acres on the right bank of the Jordan River at Midvale, Utah. It is twelve miles south of Salt Lake City and sixteen miles east of the West Mountain mining district at Bingham Canyon from which is drawn a large part of its ore supply. Custom ores are treated as well as the product of Company mines.

IN reality, the Butte district is the birthplace of the Anaconda Copper Mining Co., for it was here that strength was gathered and means provided for later expansions of the Company. The Butte district was organized at a miners' meeting on Aug. 20, 1866, primarily for gold placer-mining operations. Substantial amounts of placer gold were recovered from gulch gravels during the period 1862 to 1868. The earliest lode claim locations in the district were recorded in July and August 1864. IN 1912 the United States Smelting Refining and Mining Company made a large investment in a number of coal properties in Utah and in 1915 a subsidiary, the United States Fuel Co., was organized to take over these properties. Operations started in 1916 and the Company soon became, and remains, one of the major coal producers of the State. It now produces approximately one million tons of coal annually, which is about 22 per cent of Utah's output. The U. S. Fuel Co. owns large reserves of good coal and is in a position to expand operations with the industrial growth now taking place in the West. Traveling through the Western States, one is struck by numerous advertising signs portraying the picture of jovial Old King Cole of nursery rhyme fame. His rotund figure and beaming countenance are the symbols of Utah King Coal, the product of the King mine of U. S. Fuel Co. King Coal is a by-word of quality coal throughout all the Western States.

During the past decade (1937 to 1947), including the war years of heavy demand for metals, the United States realized about one-eighth of its antimony requirements from domestic production, chiefly in Alaska. In World War II, our foreign supply sources became endangered; and uncertainty in our Far Eastern supply made this nation focus on Alaska’s mineral resources with a Production Gear that centered in the Bureau of Mines experimental station at College (Alaska). The development work known as District or central deposits. The strategic mining districts included that of central Alaska was reorganized at Ketchikan Mining Districts. Mines were located here had produced considerable quantities since 1901; but methods for exploration had come from 1936 to spring 1942, some $4 million produced in gold alone. Statistics relating to available ores are those selected by type and exploitation periods with wide variety applied. During the summer of 1941, as part of an extensive Geological Survey program continuing through funds provided by U.S., geological surveys spent six weeks mapping an area approximately two square miles surrounding mines. The mines working both surface & underground work employed these men in mapping exercises.

This circular describes the methods and costs of deepening the Silver Summit three-compartment shaft in the Coeur d'Alene mining region of Idaho. A noteworthy rate of advance was achieved at this operation by the successful use of a mechanical shaft-mucking machine. The Silver Summit mine is 1 mile west from the town of Osburn, Idaho, via U. S. Highway 10. The adit-level portal of the mine is on the south slope of the Coeur d'Alene River Valley at an altitude of 2,700 feet. The Silver Summit shaft is 6,000 feet from the portal. In past years this shaft had been sunk from the adit level to a depth of 1,500 feet. During 1946 the Polaris Mining Co, deepened it to 3,095 feet. The work was done under a co- operative development agreement between the Silver Summit Mining Co. and the Polaris Mining Co.

"INTRODUCTION Mining at its best is not a clean occupation for either surface or underground employees; and this applies alike to coal, metal, and non-metallic mines. The employees are handling minerals that have been blasted, or broken by some means and are subjected to mineral dust, whether it is coal, quartz, or talc. The employees usually wear clothes specifically adapted to the work in which they are engaged, and frequently these clothes are not suitable for use away from the mine. Many mines are wet, and employees must wear rubber boots to remain at least partly dry, and even on relatively dry mines, some parts of the mines usually have water falling from overhead, there are accumulations of water, or the floor or other surfaces are wet or muddy, Some mines are dusty, and the air-borne dust quickly settles on the clothes and body of the miner, especially, when he is working in confined areas, or in places that are hot, humid, or poorly ventilated. Most occupations around a coal tipple, anthracite breaker, or a mill at a metal or nonmetallic mine have their own problems of cleanliness as to skin or clothes or both. Mining in any of its phases is inherently dirty work, and the employees dress accordingly while at work.In the early stages of mining it was the custom or workers to wear their dirty clothes home and change there. This necessitated their going home after work in dirty clothes which were usually damp from perspiration or from contact with wet or muddy matelials or surfaces, and, in addition to being inconvenient this was a frequent cause of colds, pneumonia, other pulmonary diseases or, possible skin ailments. Men working in very wet mines found that it was more satisfactory to change into dry clothes in the boiler room at the mine after work and allow their wet clothes to dry overnight. The mining companies later provided the first of the so-called ""dry-houses"" which were heated but had, few, if any, conveniences, such as showers, lockers, or latrines. The miners changed into dry clothes after work, but would not bathe or ""clean up"" until they reached their homes. Later, progressive mining companies provided bathing facilities for the employees, and eventually the present modern wash and change houses were evolved. Unfortunately, many mines, still have no bathing accommodations, and many have only makeshift accommodations."

This report discusses the construction and use of an all-pressure psychrometric chart in which the requirements of simplicity of appearance and absolute accuracy have been waived, to a certain extent, to provide for the rapid determination of psychrometric data and for the rapid solution of air-conditioning problems of major interest to the mining industry. Many mines in which air-conditioning problems are important are situated at elevations far above sea level and embrace great differences in elevation - in excess of 8,000 feet in certain mines - throughout their airflow circuits. Under these conditions, the effects of variations in the pressure of the atmosphere upon the physical properties of the mixture of air and water vapor of which it is composed are considerable and should be taken into account in the solution of problems. The simple types of psychrometric charts in common use, such as the Carrier, Bulkeley, Hill, and Goff (American Society of Heating and Ventilating Engineers Guide), are not generally suitable, in that they are drawn for a single barometric pressure - 29.92 inches mercury.
