Introduction By far the largest part of the money raised for mining is raised by honest and legitimate means; but a not inconsiderable amount is raised by fraudulent sales methods. It will be conceded without argument that the greatest menace to the mining business is the fraudulent promoter. The sale of worthless mining stocks to the public by high-pressure. salesmen, house to house canvassers, telephone campaigns, fraudulent use of the mails, fraudulent statements, and reloading, has seriously prejudiced the public against even legitimate mining. A very small percentage of the funds raised by such fraudulent means is ever spent on the property, but instead is absorbed by the promoter in illegitimate' profits, enormous commissions, high office rents, and other expenditures, and is just so much subtracted from the fund which the legitimate developer needs to bring new mines to the point of production. The mining fraternity has been at fault in that, while they recognized this situation, they made no adequate attempt to rectify it. They knew that these fraudulent practises were conducted by parasites who attached themselves to the mining business in boom times and claimed to be part and parcel of it, but who were merely professional salesmen and promoters who, when there was not a mining boom, were selling sky-line real-estate, worthless oil stocks, or fraudulent securities which happened to be popular with the public. While mining people had this distinction well in mind, the public did not differentiate between the crooked promoter temporarily selling fraudulent mining stock and the honest promoter who made mining finance his life work; and we did little to make this distinction clear to the public or to sweep these money grabbers out of our house. The historic boom of 1927-8 and '29 brought with it the usual crop of crooked mining promoters, and the scandals resulting from their operations forced the Governments into the enactment of laws to attempt to protect the gullible public against the operations of these meanest of thieves and to appease public clamour.

The ever changing conditions in the coal-mining industry and the increasing competition of other fuels such as oil, natural gas, wood refuse, etc., have made it imperative that the coal operator be in a position to supply a constantly uniform and clean product. The old idea of putting on the market "anything so long as it's black" no longer holds good. Today's users of fuel have to consider the amount of heat per dollar they obtain from the fuel they buy. Burning of coal has become largely mechanical, at least so far as industrial coal is concerned, and industrial coal is the kind the bituminous operator is for the most part called upon to supply. When we get into things mechanical, the matter of precision has a mighty bearing on efficiency. Precision in coal means standardization of quality, or uniformity of preparation in size and also in ash and moisture content. The trend of coal mining is ever towards more and more mechanization. Mechanization means coal-cutting machinery, loading machinery, conveying machinery, etc. Although such methods cut the cost, the cleanliness of coal so mined and loaded is not controllable to the same extent as when each operation is by hand labour. The operator has therefore the problem of mining his coal as cheaply as possible, but at the same time preparing a product which will to the utmost satisfy his customer. The answer is a mechanical cleaning plant. Before installing a cleaning plant, however, the operator must take into consideration the cleansability of the coal from his particular mine. This is accomplished by taking representative samples of the seam or seams to be treated, and subjecting these to screen tests, followed by float and sink tests on each size product. From these tests, it can be readily found to what degree of cleanliness the several sizes can be prepared advantageously, and also what will be the percentage recovery of cleaned coal. The accompanying tables give the results of representative tests on Michel coals of minus-2-inch size. All coal over 2-inc.h was intended to be hand cleaned. The coal-cleaning plants in general use at the present time come under two broad classifications, namely, wet and dry.

Although blister copper has been produced at the Mount Lyell Mining and Railway Company's works since 1896, it is only during the past five years that electrolytic refining has been undertaken locally, this having been done previously at customs refineries, at first in the United States, and afterwards at Port Kembla, New South Wales. Possessing a hydroelectric power plant capable of generating power considerably in excess of the requirements of its mines and works at the time, the company was in a favorable position to undertake its own refining work, provided this advantage was not offset by the high cost of coal, which would have to be imported from the mainland, and provided also that the capital cost of the plant would not be unduly large in regard to the relatively small amount of copper to be treated. The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

Introduction The subject matter of this paper will be treated under two heads: (1) experimental work and the development of the purification system, and (2) the operation of the commercial plant. During 1927-28, a two-ton slag-retreating plant was in operation at the smelter for experimental purposes. Details of this operation and of the commercial plant are presented in a paper by G. E. Murray, read before the Annual General Meeting of the Institute in April, 1933 (1). A point which has considerable bearing on the subject of the present paper, and which was not emphasized by Mr. Murray, is the concentration of volatile impurities in the zinc oxide fume produced. The result of the operation of the slag fuming furnace is largely to confine in a closed circuit all the minor constituents of the Sullivan concentrates, both lead and zinc. They pass into the feed of the zinc fuming furnace, with the result that all impurities which volatilize-such as arsenic, antimony, tin, fluorine, etc.-report in the zinc oxide product. The accompanying condensed flow-sheet (Figure 1) will illustrate this. The only outlet for impurities which is not shown is the small tonnage which passes the Cottrell plants. The flow-sheet would indicate the possibility of building up a prohibitive concentration of cathodic impurities in the oxide leaching plant feed. However, after three years' continuous operation this has not occurred. Should this condition arise at some future date, discard of some tonnage of blast furnace slag is indicated. In Mr. Murray's paper, the much greater flexibility of blast furnace operation, due to the slag fuming furnace, is stressed, particularly as to the lead content of the slag. The requirements of our lead refinery call for a bullion containing about 0.70 percent antimony.

The Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalkrock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I.

This interpretation of the mining laws of British Guiana has been prepared from the best available sources in Washington and is, released subject to amplification and correction, if necessary, by United States foreign-service officials. The purposes of this paper are to describe the use of adjustable cut and draw tools as a control test of drawing properties and to point out that no other well-known test or combination of tests determines this quality in zinc and zinc alloys. Rolled zinc has been used for making drawn articles, particularly battery cans, for many years. The development of rolling treatments satisfactory for these purposes followed the usual course of trial and error experimentation depending upon cooperation with customers to determine what type of material was suitable. A quick test of drawing quality was highly desirable, of course. Scleroscope hardness and temperll having no apparent relation to drawing quality, were used simply to check the duplication of rolling treatment and grade of metal. The dynamic ductility1 test, on the other hand, was believed to be so like the drawing operation as to provide a reliable index and came to be taken as the criterion of good drawing properties. Faith in this test was strengthened by the fact that metal having the highest ductility was more satisfactory for operations, such as the manufacture of battery cups, that required several redraws. No distinction was made at that time in specifying metal as to whether it was to be subjected to simple cut and draw, redrawing or forming operations. It developed, however, that in some grades of metal the highest ductility did not coincide with the most satisfactory quality when the material was used for a single draw. When zinc-base alloys, with their wider ranges of effective rolling treatments, came into increased use, their dynamic ductility and drawing quality appeared to have no connection whatever. Furthermore, comparisons of known drawing quality with other physical properties of the metal, including tensile strength, elongation and dynamic cold bends, were fruitless in yielding any clear relationship. Almost any test value produced in one piece of metal could be duplicated by another rolling or annealing treatment with attendant different drawing characteristics.

An account of the operation of the Noranda smelter covering the period from December, 1927, when the smelter started, until December, 1929, was given in a paper published by the Canadian Institute of Mining and Metallurgy early in 1930.' The object of the present paper is to review matters of interest in the original paper and to describe the present construction and operation of the smelter, with particular reference to the reverberatory-furnace practice. The Noranda smelter was built by Noranda Mines, Ltd., from the designs of A. E. Wheeler, consulting metallurgist of New York, for the reduction of ores and concentrates from the Horne mine and to treat, on a custom basis, ores and concentrates from other mines in the Rouyn district. The smelter is at Noranda, about 330 miles directly north of Toronto. Construction work was started in June, 1926, and copper was first produced in December, 1927. The smelter was built throughout as two duplicate units, each with a rated capacity of 500 tons of ore per day. Operations were started with one unit and after several months it was found that one unit alone could smelt 1000 tons of ore a day. At that time there was only one hoisting shaft, No. 3, and its hoisting capacity and the capacity of the original crushing plant were insufficient to supply ore for the two units at the increased tonnage. Accordingly No. 4 shaft was sunk and a new crushing plant provided to handle the ore hoisted there. Operating two units at capacity also required the installation of two more converters to treat the additional quantity of matte produced. This work was completed in the latter part of November, 1929, and since then both smelter units have been operating continuously. In 1928, a mill to treat 500 tons a day of concentrating ore was completed. Since then the concentrator capacity has been increased twice, and at present 2000 tons a day of ore are being concentrated. The layout of the surface plant of the mine, concentrator and smelter is shown in Fig. 1 and the general plan in Fig. 2. The smelter is shown in more detail in Fig. 3. The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests. Each ore is an individual problem until the association of the gold has been determined. Knowing the problem through the interfering minerals or elements, the solution often is only the application of part of a former known practice as an auxiliary or additional feature. In the treatment plan for most gold ores, it has been the custom to try each of the usual recovery methods or combinations thereof, accepting the best results on a basis of the lowest cost. A better plan includes knowledge of the association of the gold and the various minerals from which it is to be recovered. This presents reasonable foresight into the problems that should be expected and permits some provision for avoiding probable difficulties. The preliminary work should include: Determination of the percentage of free gold with classification showing size of gold particles to be expected; determination of the percentage of gold associated with each mineral and whether it be freed from the mineral by crushing; and an analysis of representative samples of the ore to include other valuable minerals and the form in which they occur.

An attempt has been mace in this publication to present annotated references to all articles pertaining, to ore dressing that were published during 1931 and 1932; in a few instances reference is made to articles published prior to 1931 where the articles have not been included in previous bibliography appended to the annual statistical discussions of ore concentration published by the Bureau of Mines. Articles have been taken from more than 75 periodicals, journals, serials, etc., and 423 articles are abstracted herewith. A number of these abstracts, particularly those appearing in foreign publications, have been taken from Chemical Abstracts (published by the American Chemical Society, Easton, Pa.), the general use of which the authors wish to acknowledge. Other annotations were taken directly from the original publications. The entire field of ore dressing has been included in the bibliography and articles dealing with crushing, grinding classification, concentration, thickening, and filtration have been included, as well as on amalgamation, cyanidation, leaching, magnetic concentration, washing, etc., and on theory and laboratory operation. The articles are arranged in alphabetical order by authors. Lack of printing funds prohibited the inclusion of a subject index.

This paper is the second of a series of three on placer mining in the western United States. The first paper4 discusses the history of placer mining in the Western States and the production of placer gold, geology of placer deposits, location of placer claims on public lands, sampling and estimation of gold placers, and classification of placer-mining methods, together with hand-shoveling and ground-sluicing. This paper deals with hydraulicking, sluice boxes and riffles, recovery of gold and platinum from placer concentrates, treatment of amalgam, and marketing of placer gold. The discussion of sluice boxes and subsequent subjects in this paper applies to all forms of placer mining. The third paper deals with dredging and other forms of mechanical handling of placer gravels, and drift mining.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . "Steel manufacturers have noticed a decided tendency on the part of many of their customers to become more exacting in their steel specifications. Under these conditions, the steel must not only meet the specifications of physical properties (tensile strength, reduction of area, elongation, impact strength, grain size, normality, etc.) and the chemical analyses, but must also pass the inspection test of ""cleanliness.""By cleanliness is commonly meant the absence of oxide and sulphide inclusions. Other foreign particles such as furnace or ladle slag, ladle and runner brick, etc., must also be absent. The determination of cleanliness at present is usually made by microscopic inspection or macroetching.The rejection of steel for lack of cleanliness is increasing, out cleanliness is one of the most difficult requirements for the manufacturer to fill. The reason for this is that every steel inspector has a different conception of a. clean steel. A material which does not pass the examination of one inspector way be regarded as entirely satisfactory by the metallurgist of an¬other company. The cause of this confusion and disagreement concerning the definition of a clean or a dirty steel is simply that as yet no standardized procedure for the determination of impurities has been proposed and generally accepted, since many variables are encountered which interfere with the development of a satisfactory method. An idea of the complexity of this situation will be obtained from the following pages.A Survey of Proposed Analytical MethodsAlthough no analytical method has been accepted, many procedures have been proposed, as may be seen in Table 1. Therein are listed 16 of the better-known processes, pith references to the work of their originators, their mechanisms of determination, and their applicabilities. Among these is included the electrolytic method developed by one of the present authors, and some comparison between this and previously proposed procedures may be obtained by a study of the table. It appears that this new method Las many advantages over the others, and this paper presents a critical Study of its value."

The Siamese mining lew, which is cited as "The Sian Mining Act, 2461 (1919)," was enacted February 14, B. E. 2461 (A. D. 1919), corresponding to the ninth year of His Majesty's reign. This act replaces the Sian Mining Act of 1901 and repeals all edicts, decrees, laws, rules, and local customs relating to mining the terms of which are inconsistent with the new law. It shall in- clude all subsequent alterations or additions, as well as all rules issued by the Minister (of Land and Agriculture) already in force or to be brought into force publication in the Government Gazette to be deemed sufficient notice of any modifications or alterations. (Art. 1, 2, 5, 83, and 85.) Legislation passed recently amending certain provisions of the mining law for the purpose of controlling the sale of minerals is the mining amendment act, B. E. 2474, given August 21, 1931 (7th year of the present reign), which repeals provisions of the mining act, B. 3. 2461, and also all rules and regula- tions relating to mining that are inconsistent with the amending ect. Under article 25 of the mining amendment act, B. E. 2474, ministeriel regulations (of the Minister of Agriculture) were issued August 21, 1931. Further recent legislation, brought about by the agreement of the Siamese Government to become a party to the international tin restriction scheme (inter- national tin pool), is the tin and tin ore restriction act (Siam), B. E. 2474, which came into force on September 1, 1921, its purpose being to suspend the

The mine and treatment plant of the Teziutlan, unit of the Mexican Corporation, S. A., are located at Aire Libre, in the District of Teziutlan, near the northwest edge of the State of Pueblo, Republic of Mexico. The property is leased from the Teziutlan Copper Co. The town of Teziutlan is the terminus of a branch railroad starting from Oriental Junction or the Mexico-Jalapa-Veracruz narrow-gage system of the National Railways of Mexico. A branch line 18 km in length from Teziutlan to Aire Libre belongs to the Teziutlan Copper Co. and is leased and operated in conjunction with the mine.

This interpretation of the mining legislation of Madagascar was prepared from the best information (in French) available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it dill be referred through the courtesy of the Department of State. INTRODUCTION The basic mining law of Madagascar is the decree of 1923, signed at Rambouillet by the President of France on July 19, and published in the Journal Official de Madagascar et Dependances. It has been modified by a number of subsequent laves and regulations, generally of minor importance.
