Active placer mining in Alaska began near Juneau in 1880, but the first gold rush did not start until 1896; then the discovery of the Klondike brought gold seekers from all parts of the world. A few of the newcomers were experienced miners, but the majority knew nothing whatever of placer mining. Even those who were placer miners of much experience found entirely new conditions, notably frozen ground, that presented many difficult problems. As a result, numerous methods of mining and of thawing frozen ground were tried. From these trials the practice described in this bulletin has been developed. All known placer fields in Alaska have been mined to some extent, and some have been virtually exhausted. In most districts, however, there remain large quantities of low-grade gravel and also some small isolated areas of comparatively rich gravels which could not be successfully mined because of adverse physical conditions. These districts are now the scene of most placer mining, including dredging, hydraulicking, drifting, mechanical methods of open-cut mining, and ground sluicing (or booming) followed by " shoveling-in."

S. Bureau of Mines. THE first mention of the mining and use of coal in the Pittsburgh district refers to the mine under Duquesne Heights that furnished coal for the garrison at the fort at Pittsburgh in 1760. Coal had been dug and used as fuel just outside of Brownsville, Fayette county, in 1759, but this was not a regular mine as the opening was in an outcropping. Maps of Ohio in 1770 showed "Cole Mines" at various points. The Penns purchased all the coal south of Kittanning in southwestern Pennsylvania from the Chiefs of the Six Nations for a reported price of $10,000. During the Revolution, coal from Herron Hill, Minersville, and Coal Hill, all within the present city limits, was used in Pittsburgh. There is today one custom pit opened in Coal Hill (Duquesne Heights). The first steam engine was set up in Pittsburgh in 1794 and used coal as fuel. The first mine in the Youghiogheny gas district was opened in 1796. In 1803, the first shipment of coal by water was made from Pittsburgh down the Ohio river and landed at Philadelphia, where it sold for approximately $9.50 per ton. The mines along the Monongahela were naturally the first to be opened. With the completion of locks and dams in 1844, permitting slack-water navigation, the industry began to thrive. The No. 8 field of Ohio and the Fairmont region of northern West Virginia were opened in the period 1840 to 1855. From that time on there has been a continuous development of the coal resources of this district, until at present-productive capacity is enough to supply 30 per cent. of the country's needs of bituminous coal. IN the inevitable conquest of the blast furnace by metallurgical science in the solution of the problem of how to make more and better iron or to burn less coke, or both, it is highly desirable first to find out why the efficiency of the furnace generally is no better than it is. The immediate need would seem to be a theory to account for the existing facts. Explanation for the quantitative results obtained in current practice has been strangely lacking. One reason for this may be found perhaps in the custom of think-ing of efficiency in terms of coke consumption. Before efficiency can be explained there should be a fairly exact knowledge of what it is. A statement of the pounds of coke used per ton of iron made may have value in indicating comparative results in smelting similar ores with similar cokes, but it tells very little of the efficiency of the operation. When the materials are different, one practice burning 1800 lb. may be less efficient than another using 2000 lb. A better measure is the pig and slag per unit of coke. What is needed is a specific description of efficiency as a' definite quantity having an exact meaning. Such description is afforded by expressing efficiencies in terms of the respective proportions of the fuel energy absorbed in and chargeable to the various actions known to be -taking place in the furnace. Concretely, the energy value of a pound of coke having 85 per cent carbon blown with air heated to 1200° F. is about 7650 lb.-cal. (13,770 B.t.u.). THE design of mine airways receives, in general, very little engineering treatment. To a large extent this is, of course, due to the fact that information upon which to base calculations is seldom available in definite form. In many mines the extent of the workable deposits may not be known at the time an air course is planned, and the length of service is indeterminable. Volume of air required for ventilation may also increase with extension of the life of a property, and natural obstacles, such as heavy ground, often place limitations upon the size of opening that can be maintained. Perhaps a majority of the shafts used in ventilation of metal mines were originally intended as hoisting shafts, and many of the tunnels and cross-cuts similarly used, were also designed as haulage ways or for other operating purposes. Even when a shaft is sunk solely for ventilation, custom usually dictates a size and shape consistent with the type commonly used for ordinary operations, because experience has demonstrated it can be excavated and maintained. In fact it may not be very far wrong to say most ventilation openings were never made with any consideration as to economic design for such use. When an air course is required to pass air between different parts of mine workings under a fixed pressure, the size of opening required for a given volume of flow, is, of course, determined by the resistance factor of the air course. It is then impossible to proportion the opening with reference to economics of power consumption, and this paper is limited to the design of openings where ventilation pressure or power consumption may be varied for economic advantage.

The making of contracts for the purchase of ores is a business which the metallurgist usually understands better than the miner. Companies in the custom ore business often employ an ore buyer who is aware of the class of ore which the smelter needs, and is thoroughly conversant with the business. The miner on the other hand makes ore contracts but seldom, and it is often only after a settlement has been made that he realizes the meaning of the terms of the contract under which he has sold his ores. He has expectations usually greatly in excess of the amount 'net proceeds' shown at the bottom of the settlement sheet. Seldom does the occasional shipper really know his contract. A somewhat similar parallel is to be found in insurance policies. We all have insurance policies; we never know the conditions contained in them until after the fire. The clauses in the policy are for the protection of the Insurance Company. An Insurance Company has no friends.

The Island of Ceylon, which is one of the most beautiful possessions of the British Empire, has been an abode of man from the very earliest times. The Veddhas, a wild tribe of some 4500 people still living in the fastnesses of the jungle in east central portion of the island, are believed to represent a remnant of the oldest inhabitants of which we have any actual knowledge, but in the caves in which they live there are found the stone axes and other implements of Palaeolithic people who represent the first race of men who inhabited our globe, and of whom they may be, for all that is known, the direct descendants. About the fifth century before Christ there came the Aryan invaders, apparently from the north of India, who drove the Veddhas into the remote fastnesses of the jungle and developed the remarkable Singhalese civilization whose high character is demonstrated by the remarkable and very extensive system of irrigation works which they built up, and through which they made the island wonderfully productive. Great cities arose, some of which are believed to have had a population of over a million souls and whose temples and public buildings show that the people were accomplished architects and sculptors.

Introductory: In dealing with a topic so large, one that involves such a multiplicity of details, and that also has certain controversial aspects, it is quite impracticable within the limits of this article to touch upon many most interesting phases and incidents. Also, to bring out the actual truth, it is necessary to make certain categorical statements. The writer believes that all such statements made here-under are supported by facts. Again, however, it is out of the question to cite all the proof. The writer, therefore, will gladly answer any pertinent criticisms or questions and thus supplement the unavoidable brevity of this paper. Controversial points will take care of themselves. Historical: For present purposes the history of gold mining in Nova Scotia may best be summed up in a very few paragraphs, in some of which the writer quotes freely from recent reports compiled by himself. The first material discovery of gold was made in the year 1860. As this and rapidly succeeding discoveries were looked upon as bonanzas, the claims were fixed at a size of 20 by 50 feet, and a yearly rental of $20 was charged. Later the claims (areas) were increased in size to 50 by 150 feet. In the year 1866 a temporarily successful company, so we are informed by a contemporary writer, owned a mill and mining plant worth $6,000. As this fact is cited with admiration, it is apparent that most of the mining and milling must have been done in a very primitive manner indeed.

The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

This year of 1926 marks the 40th. anniversary of nickel mining in Canada. Although the first nickel mine of the Sudbury basin was discovered in 1883, it was not until 1886 that the Canadian Copper Company was organized and actually began to mine copper-nickel ore from the Lady McDonald, Stobie and Evans mines. The intervening years have witnessed some exceedingly interesting nickel history, particularly interesting and gratifying as well to Canadians. Forty years ago, at the inception of Canadian nickel mining, the world's consumption of that metal was about 1000 tons per annum and this was supplied largely from New Caledonia ores refined in France. This nickel was used principally for the production of nickel-silver, coinage alloys, and for nickel-plating. No processes were then known for refining the Sudbury ores nor for the separation of copper from nickel. Consequently, the pioneers in Canadian nickel mining faced the double problem of finding a method of treating their ores, and of finding a market for the nickel when and if they could extract it.

The establishment of a central steam-heating system in Winnipeg and its inauguration in October, 1924, has attracted a considerable amount of attention. Not only does it excite the curiosity of the engineer, but it has stirred financial and civic bodies throughout Canada to such a degree that there is now a much keener general interest in this particular type of public utility than has been shown heretofore. This does not mean that we may expect a mushroom growth of central-heating systems in all our larger Canadian cities in the near future, but it does mean that the pioneer work which Winnipeg is now doing will undoubtedly be used to guide others in their judgment as to the feasibility of similar projects elsewhere. The success of the municipal hydro-electric system in Winnipeg, and the low rates for electricity resulting therefrom, was without a doubt the most important factor influencing the citizens of Winnipeg to venture into this new field. The events which led up to the central steam-heating proposal in Winnipeg are interesting.

"The first study of this subject has been made in Illinois, but as opportunity affords, similar studies will be made in other States. It is hoped that the data obtained will assist the coal—mining industry to standardise the forms of leases, and so avoid some of the abstruse and ambiguous clauses which may be found in many of then and the consequent liability of costly litigation.In some of the publications of the Illinois Mining Investigations prepared under a cooperative agreement with the U. This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

Data on the consumption of reagents used in .flotation during the year 1925, in metallurgical plants in the United States, are presented in this paper. Previous reports have covered the same subject for the years 1916, 1919, 1923 and 1924. The data contained herein show departures most radical from even the 1924 practice. Flotation has developed rapidly and on a more scientific basis than ever before. Perhaps more fundamental and useful data have been uncovered during the past two years than in all the years the art has been practiced.

THE first and most important thing that affects the majority of lead producers in the Rocky Mountains and the western mining regions is that zinc in an ever-increasing degree is inseparably associated with the lead. The Sullivan mine in British Columbia is not only a great lead mine, but also a great zinc producer. This mine could not reach its full measure of productiveness, nor was its great value established, until a reasonably good physical method was developed for separating the lead from the zinc prior to the recovery of each metal by an appropriate process. The western metallurgists and also metallurgists in other parts of the world have long faced the lead-zinc problem. This for many years stimulated a great deal of experimental work looking toward the development of a physical or chemical method of separating lead and zinc in concentrated form from complex ores. Space will not permit of going into this work in detail, but it is sufficient to say that with but few exceptions the western lead smelter continued smelting charges many times too high in zinc for the most efficient operation of lead furnaces. The zinc was not only lost, as the zinc content of many a western slag dump bears mute testimony, but the cost of lead smelting was increased by reason of the presence of the zinc. The owner of the ore under these circumstances could be paid nothing for the zinc and, indeed, he was penalized for it

The ores now milled at the Midvale concentrator of the United States Smelting, Refining & Mining Co. come mostly from the company's mine in the Bingham district, about 18 miles west of Midvale. Custom ores from this same district and from other western mining districts are also milled at times. The Bingham ores consist of galena, pyrite, chalcopyrite, and sphalerite in a gangue of quartz, quartzite, limestone, and porphyry. The percentage of chalcopyrite is small, usually about 0.5 per cent., while the galena, pyrite, and sphalerite combined constitute about 60 per cent, of the total ore. These three minerals vary considerably in amount and, at times, all three are somewhat oxidized. The ores also contain gold and silver, the former being mostly in the pyrite while the latter is generally with the galena. The crystallization of the economic minerals varies from fairly coarse to extremely fine. The ores are carried to Midvale by the Bingham & Garfield and the Los Angeles & Salt Lake railroads or by the Denver & Rio Grande Western railroad, in 50-ton, steel, full dump cars. The milling problem is to recover the silver-bearing galena, the gold-bearing pyrite, and the chalcopyrite in a product suitable for the lead smelter and containing the least possible amount of gangue and sphalerite and then recover the sphalerite in a product suitable for a zinc smelter. The minerals are recovered partly by water concentration and partly by water concentration combined with electrostatic treatment. Gravity Concentrator The gravity concentrator has a capacity of about 465 tons in 24 hr. The mill buildings are of wood. The mill was built in 1905 to handle approximately 90 tons in 24 hr.; since that time several additions have been built and various changes have been made in the flow sheet. THE annual meeting of the A.I.M.E. was fittingly closed with a joint meeting of the Metropolitan sections of the four National societies on Feb. 18, at which this subject was adequately discussed by leading engineers before an audience that completely filled the Engineering Auditorium. The large amount of publicity that has been given the Diesel electric loco- motive, and the often garbled reports of its performance and possibilities that have been circulated, makes it particularly fitting that the facts should be given the profession as determined by those who have aided in developing and operating this latest form of prime- mover in railroad operation. C. A. Stein, general manager of the Central R. R. of New Jersey, opened the meeting with a discussion of the problem of electrification, and the relation of the short haul, switching, and terminal service to heavy electrification. Referring directly to the problem of the Central R. R. of New Jersey, some subtitution for the steam locomotive is necessary within the city limits of New York because of local ordinances against the smoke nuisance. While the improvement in the design of the steam locomotive has been marked-the efiiency today is over fifty times that of the locomotive of 100 years ago-it has now probably reached the point of maximum perfection. THE raw material men in all industries, and copper is no exception, are accustomed to think of them- selves as the whole show, and not without justice, for if there were no copper mines the world would have no copper. Nevertheless, many different things costing money and resulting in profits must be done to their product before it is ready for the world's use. In other words, they are making the frequent mistake of Chinking in terms of partial costs. Nobody really uses electrolytic copper. Possibly that is why nobody seems willing to pay anything for it. The manufacturers, being canny, do not buy any more electrolytic than they feel that they can work up and sell profitably, although they like to make the raw material men Chink that they will take all that can be produced. This is a state of affairs that has aroused my sympathy and curiosity, and has induced me to study the financial history of the copper wire and brass industry of the country or such portion of it as publishes any records readily available to the curious minded.
