JUDGE GRANT, in a delightful satire of his, says: "Boston is a state of mind." I think that this same statement might well be made of the metallurgy of lead. I was particularly impressed with this when about thirteen or fourteen years ago I prepared a paper on "Development of the American Water- jacket Lead Blast Furnace." Dividing the time, as I did into ten-year periods, from the commencement of lead smelting at Eureka, Nev. (1870), and showing the tendency for each of the five decades it was evident that the progress had been through a succession of states of mind from the rule of thumb through the ultra scientific, or from what I might call the slag type period up to the present highly developed art. Conservatism has been characteristic of the metallurgist. This may have been most natural, especially with the lead metallurgist, the development of whose art was so entirely in the custom smelting plant, where the metal contents of his ores were paid for in cash and therefore excessive metallurgical losses could mean nothing short of financial bankruptcy. The metallurgist himself was held to a personal account, in these smelting plants. It was the metallurgist who was accountable. In the concentrating plants, if undue losses occurred remodelling of the plant was discussed, but if there were excessive metallurgical losses in the custom smelting plant, a new metallurgist was considered as the remedy. For this reason the tendency was to adhere to recognized practice and to be wary of unusual methods, using the word unusual in the sense in which it is used in Article VIII of the Constitution of the United States, as to punishments and modes of death. This conservatism of the metallurgist was reflected as other branches of metallurgy were developed. We have heard of the wonderful development of flotation, but it had to be introduced over the dead metallurgical bodies of its opponents.

THE best estimate on reserves of iron ore in the Lake Superior district is that made, in 1920, by Mr. R. C. Allen, amounting to 2,947,225,000 tons of assured and probable ore. This includes direct- shipping or so-called merchantable ores, and those capable of beneficiation by demonstrated processes. De- ducting from this the 287,000,000 tons shipped since 1920, leaves a present reserve of approximately 2,500,- 000,000 tons, or; about 50 years' supply. The assured ore in this estimate is given as 1,560,500,000 tons, which checks Mr. Lake's estimate of 1,528,948,000 tons, or about 30 years' supply. This is not a long time in the life of the steel industry, and it can be readily appreciated that the matter is important enough to war- rant the attention it is beginning to receive. The first question that engages our attention is, What is merchantable ore? In 1902 the average of all Mesabi shipments was 56.07 per cent iron and 4.35 per cent silica. Twenty-five years later it had dropped to 51.99 per cent iron, with silica up to 7.92 per cent. It has remained around these figures for' ten or twelve years and, except for a probable rise in silica, can stay there for an indefinite period. Most of these figures I am giving cover the Mesabi Range. Including the other ranges does not change the figures greatly, and the Mesabi Range commands the situation, since it produces about 65 per cent of the total annual tonnage and, according to Mr. Allen, contains 81 per cent of the assured reserves, 50 per cent of the probable reserves, and 66 per cent of both the assured and the probable reserves.

AS the pioneer operation treating the mixed lead- zinc-iron ores from the district tributary to the Salt Lake Valley, the International Smelting Co.'s plant has offered an extremely interesting and instructive opportunity to study some phases of this problem. Basically, there were two main reason for our attempting to work out a successful operation for the separation and concentration of the values contained in the rather widespread deposits of these so- called lead-zinc ores. In the first place, the time was ripe and demanded some method of curtailing the economic waste resulting from the costs of past and present practice of smelting ores of this character, or rather, those ores which could stand the charges inherent with smelting them. Secondly, but rather primarily with us, we believe that such a solution would greatly in- crease in general the production of lead in the district tributary to the Salt Lake Valley. It is generally known that there were and are three relatively large lead smelting plants in the Salt Lake Valley and the decreasing production of correspondingly clean lead ores was not efficient to justify the existence of all three. We could not hope for better lead smelting metallurgy nor more efficient business management than was being practised, so the only prospect was to at- tempt to work out some way to increase the primary production and thus widen the scope of operations.

POTASH is an essential. It is necessary as an ingredient in fertilizers or as a plant food, and certainly one of the great problems, and one of increasing gravity, is the maintenance of agricultural fertility that we may have adequate food supplies. When one thinks of potash one thinks of Germany. The first and most important deposits of soluble potash salts were found in Germany, and it was through Ger- man research and the application of a highly developed knowledge of chemistry that the value of these deposits was recognized and appreciated in the field of agricultural fertilization. The Germans knew that they had something of great value in their potash resources, not only because of the advantage derived from the extensive use of it in their own intensive farming operations at home, but also because of the pressing need for it on the part of other countries. Appreciating the economic value of this in international trade, they fostered the industry to the fullest extent and devoted much attention to well organized propaganda designed to bring out the essential need for potash of German origin throughout the world. Thus every one came to believe that potash was an essential commodity of only German origin and as such it held an extraordinary position in world trade prior to 1914.

THE adoption of rock dusting, as a safety measure, has made notable progress in the West Virginia coal mines since May, 1925. At that time there were but two mines in the State that were thoroughly rock dusted, mines No. 2 and No. 12 of the Boone County Coal Corp., at Sharpless. Since then it is probable that 75 per cent of the coal operators in the State have given consideration at one time or another to rock dusting. This growth of interest followed the meetings of the various mining institutes all over the country, during the summer of 1925, at which papers were presented, drawing the attention of the coal mining operators to the merits of this safety measure. Yet outside of the experience with rock dusting at the Old Ben Coal Corp., of Southern Illinois, and the Carbon Fuel Co., of Rains, Utah, there had been no actual occurrence in the coal mines of the United States, which could be taken as positive evidence of the efficacy of rock dusting in the prevention of the propagation of coal dust explosions. The U. S. Bureau of Mines, however, had run innumerable tests under conditions which closely approximated actual coal mining conditions and had clearly shown that rock dusting was effective.

IN making a comparison of mine inspection methods in Europe and the United States, it is necessary to have some basis to start from, which makes this subject rather difficult, as such methods are governed largely by the authority given the inspector by the mining laws. In the United States there are 31 coal producing states and territories and 32 different mining laws under which inspectors operate, as one state-Pennsylvania-has both a bituminous and an anthracite code. Some of these codes are distinctly coal mining codes; others are essentially coal mining but apply also to other mines; several codes are sub-divided referring partly to coal mines and partly to other mines, and a few codes are mainly metal mining but apply in part to coal mining. Having all these different codes in the United States and the departments organized in a variety of different ways, there is of necessity a great difference in inspection methods in this country.

D R. CHARLES W. ELIOT, the great educator and philosopher-he of the five-foot book shelf-recently gave expression to a thought I had long been cherishing as a private opinion, when he said: "It is obvious that standardization has become a dangerous adversary of progress in both education and industry." This idea must have been more widespread than either of us knew, for some five years ago a writer of verse for one of the comic papers dealt with it at great length. I will quote only a few of his stanzas to illustrate his understanding of "A Standardized Existence" : A visitor at large, I stand Beneath a standard sky- Where everything is standardized To please the standard eye. Each tree is of a standard height, Each building is the same; Each man is uniform in height, And has a standard name. Above there is a standard star Beside a standard cloud, And a standard weather here prevails To please a standard crowd. THE gains of society from the state of primitive conditions in the past to the standard of living which prevails in the advanced countries today have been accomplished mainly by the increasing productive capacity of the population under the leadership and services of the engineer. Without improvements in the arts and industries the growth of population tends to place succeeding generations always at a disadvantage. In this country we have been exploiting with reckless prodigality a wealth of soil and minerals and timber that has been in preparation for thousands of years. We know that the prices of all national products have been advancing, and were on a rising scale even before the phenomenal increases resulting from the war. Over against this depletion of natural wealth we have the influence of improvements made in the methods of production and distribution-and the accumulation of wealth in the form of productive equipment. The net result of these opposing influences determines whether society moves forward or backward.

AT this time of the year, engineering schools are releasing a group of young men who probably are, on the average, in much the same attitude of mind as a person arriving at the terminal station of a railway journey; namely, of having a general idea of his objective, but having to make a decision as to just where he is going and how best to get there. The man leaving the train can at first follow the crowd, but it soon breaks up, as one goes one way and one another, until he has to choose his own course. The recent graduate may do the equivalent of following the crowd by accepting the first position offered, but this only postpones a decision as to where he is going and how best to get there. So many young engineers ask for advice as to what to do that the following statement has been prepared as an attempt to make a general answer to such queries. The engineer taking his first job should realize two fundamental relations. The first is that in electing to be an engineer he has elected to be a hired man. A consulting engineer has more freedom than a man on a regular pay roll, but he is also a hired man; hired for briefer periods at a relatively high rate, but under the necessity of simultaneously doing his consulting work and developing new retainers. There is nothing derogatory in being a hired man (all doctors, lawyers and clergymen are hired men), but the tardy realization that he is one seems to give many an engineer a mental jolt that can be avoided if he accepts it from the beginning.

THE ores now milled at the Midvale concentrator of the United States Smelting, Refining & Mining Co. come mostly from ;the company's mine in the Bingham district, about 18 miles west of Midvale. Custom ores from this same district and from other western mining districts are also milled at times. The Bingham ores consist of galena, pyrite, chalcopyrite, and sphalerite in a gangue of quartz, quartzite, limestone, and porphyry. The percentage of chalcopyrite is small, usually about 0.5 per cent., while the galena, pyrite, and sphalerite combined constitute about 60 per cent. of the total ore. These three minerals vary considerably' in amount and, at times, all three are somewhat oxidized. The ores also contain gold and silver, the former being mostly in the pyrite while the latter is generally with the galena. The crystallization of the economic minerals varies from fairly coarse to extremely fine. The ores are carried to Midvale by the Bingham & Garfield and the Los Angeles & Salt Lake railroads or by the Denver h Rio Grande Western railroad, in 50-ton, steel, full dump cars. The milling problem is to recover the silver-bearing galena, the gold-bearing pyrite, and the chalcopyrite in a product suitable for the lead smelter and containing the least possible amount of gangue and sphalerite and then recover the sphalerite in a product suitable for a zinc smelter. The minerals are recovered partly by water concentration and partly by water concentration combined with electrostatic treatment.

Report of the Secretary TO THE BOARD OF DIRECTORS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS Gentlemen:-To a Board of Directors keeping in as close touch with all of the affairs under their care as do the Board of Directors of the A. I. M. E., through their monthly meetings, a report of the year's progress is almost superfluous. To the members who read the monthly reports of. the Board Meetings and of the various activities of the Institute as published each month, a yearly report cannot carry much fresh information; yet for both it may be well, as is the custom, to glance over the field of our activities during the past year, and to make an estimate for the year to come. The beginning of 1924 was not propitious for the members of the mining profession, though tonnage production for 1923 had been high and the gross value higher than for several years. The margin of profit had been narrow, prospecting and development were limited, and many of our members were unemployed, or were working in other industries. Toward the end of the year, higher metal, prices were in sight. Old-time optimism began to grow, and it now brightens the outlook for 1925. An excellent barometer of the prosperity of the industry, and that of the Institute, for they go hand in hand, is the work of our Employment Bureau. During the past few months, the percentage of our members for whom openings have been found has been increasing to a marked extent, and many members who had fallen in arrears are placing themselves in good standing. The number of new members joining has remained about as it was in 1922 and 1923. The Directors have reason to congratulate themselves on the interest maintained during a dull period, for it is not humanly possible to take a keen interest in the technology of an industry when our hands and minds are not actively engaged in it Now, with a much brighter outlook, we can look forward to a year of increasing prosperity for the industry and for the Institute.

The grades of spelter demanded by the consuming industries were not definitely established until the American Society for Testing Materials undertook to fix specifications, based on the varying percentages of the common impurities (lead, iron, and cadmium) as follows: Total, Not Leap, Iron, Cadmium, Over. Prime western............... 1.50 0.08 The question which grade was the best for certain purposes and why was left unanswered. The conservatism of the zinc-smelting industry and the unwillingness of the spelter-consuming industries to engage in research work prevented the full benefits being obtained that such standardization promised. The custom smelters, producing spelter in pigs or plates, found it impossible to adhere closely to the established limits on account of the variety of ores treated; and the smelters with long-established and known brands, or those manufacturing their metal into marketable products, like sheet zinc, did not have to abide by the newly established grades based on chemical percentages. Smelters engaged in the smelting of custom ores had occasional complaints about the quality of their metal, as some of the consumers, especially brassmakers and some galvanizers, used the rigid standards of the A. S. T. M. as a basis for obtaining redress from zinc smelters whenever some of their work was faulty. Indirectly, much good resulted from such complaints; for while the brassmakers and galvanizers, on the whole, did not know what was wrong, the metallurgists in charge of zinc smelters were induced to abandon their conservatism and study the influence of impurities in spelter from the point of view of the consumer. Introduction The study of the ore deposits of British Columbia is one of fascinating interest not only from a scientific but also from a commercial standpoint and certain wide problems in connection therewith have interested me for some years. Several of these problems have been set forth in papers presented before this Institute on previous occasions. In 1918 it was pointed out that the commercial ore deposits of British Columbia, with one exception, were associated with the granodiorite batholiths of upper Jurassic age. This was followed, in 1922, by a discussion of the ore deposits of British Columbia in which the mineral belts of the province were defined and named, showing a zonal arrangement of ores in which the Pacific coast deposits are characterized by the presence of copper, while the interior belt is marked by the presence of silver, lead, and gold. Methods Of Investigation In reading various reports on the economic geology of British Columbia one is struck with the fact that the mineral veins may be arranged as a system and further examination will show that such a system follows two main directions, one northeasterly and the other northwesterly, both related in origin to the same force.

Although the title of this paper focuses attention to the Winnipeg coal market the following remarks should be considered applicable not only to conditions in Winnipeg but to the whole western coal industry. Technical descriptions of coal and coal-burning have been omitted. These details are already covered in other numerous publications. In discussing a market the first consideration must be the product which is required to be sold. The class, quality and price at the point of origin must be taken into account and therefore this feature will be discussed before proceeding to outline conditions in the Winnipeg local market. The writer thinks of coal as a manufactured article, not, as it is generally considered, a fuel to be dug from the ground and dumped into the consumer's bin. The work of manufacturing must be considered in detail:- 1. Consider first the coal as it is in the ground: (a) What is its fuel value? (b) Where is its market? © With what will it be in competition? 2. Consider secondly: (a) What it will cost to mine the coal. (b) What has to be done to prepare the coal for market after it is mined. This must be considered in conjunction with the answer to question 1 ©. 3. Thirdly, consider the method of business to be adopted by the producer:- (a) Is it proposed to build a market on price? Or (b) On quality?

FoR a number of years an intensive study has been made to improve the blast-furnace practice at Copperhill not only as to cost% but to provide a good grade of gas for the acid plants. This study took us back to the fundamentals of successful pyrite smelting; namely, a blast furnace working on a clean sulfide ore, free from fines, and the use of quartz high in silica as a flux. In 1919, the quality of the flux was improved and its effect on the metallurgy was very marked. To improve the practice further, it was necessary to work out some method of treatment for the sulfide fines and the siliceous and refractory ores, other than in the blast furnace. A series of milling tests indicated that these products could be successfully treated by differential flotation, and in 1922 plans were made and a flotation plant built. It was estimated that the flotation plant would deliver to the smelter 40 to 50 tons of concentrates per day; the problem was what to do with these concentrates. It was out of the question to attempt to smelt them in a blast furnace because of the dust losses and because our practice demands a charge free from fines for satisfactory operation. There is no custom smelter in the vicinity to which concentrates may be sold, pending the time when the tonnage will be sufficient to warrant roasters and a reverbatory furnace. Sintering and nodulizing were investigated but neither method fitted into our scheme of metallurgy. A close study of the converter practice was then made to see if some method could not be evolved to smelt this tonnage of concentrates in a converter without preliminary treatment. At that time, the converter installation consisted of two 12-ft. Great Falls converters, which were handling 12 to 14 per cent. matte. The heat balance of the converters working with 12 to 14 per cent. matte was more than sufficient to smelt the contemplated tonnage of concentrates but the mechanical difficulties of feeding fines into the Great Falls converter made the use of this type of converter impractical. While there was no opportunity to experiment with the Pierce-Smith converter, equipped with a Garr gun, theoretically it seemed practical

We are indebted to the Consolidated Mining and Smelting Company of Canada Limited for the several pictures in this issue showing the progress made in new construction at Tadanac and at Bonnington Falls, B.C. Plate No. 1 shows the down-stream side of the No. 1 hydro-electric station of the West Kootenay Power and Light Co. Limited at Bonnington Falls, on the Kootenay river, at which 17,500 k.v.a. will be developed to meet the requirements of the enlarged zinc and lead refineries at Tadanac. The generators, exciters and switch apparatus were supplied by the Canadian General Electric Company and the step-up transformers by the Canadian Westinghouse Company Limited. The plant throughout was designed, manufactured and erected by Canadians. Plate No. 2 shows the casting room of the new lead-plant and plate No. 3 the new tank-room of the electrolytic lead refinery at Tadanac. These additions will increase the capacity of the lead refinery by some 150 tons daily. The extensions also include practically doubling the zinc plant, and the gold and silver refineries. With the exception of the new stack, all designing construction and installation of the various plants is being done by the Company's own employees at Tadanac. Plate No. 4 shows the progress made in the construction of the new reinforced concrete stack at Tadanac. This stack, of 21 feet inside diameter at the top, will be brick lined and when completed will rise 400 feet above its foundations: the tallest of its kind in the world. The construction is in charge of the Rust Engineering Company of Pittsburgh, Pa. Plate No. 5 is a panorama of the Tadanac smelters and refineries. The photograph was taken from the roof of the lead smelter and gives an excellent idea of the size of the plant and its surroundings. Tadanac produces electrolytic lead, zinc and copper and fine gold and silver. During 1924 the company treated 1,333,523 tons of ore and produced: 161,400,- 769 pounds of lead; 92,197,824 pounds of zinc; l,382,750pounds of copper; 4,074,044 ounces of silver, and 26,976 ounces of gold.

Alberta is labouring, and has laboured, under serious difficulties in the marketing of ?her coals, due to a number of conditions which now obtain, but all of which appear capable of solution, and their elimination would insure a very largely increased market for the vast coal resources of that province. It is perhaps necessary to again mention the fact that 15 per cent of the world's coal resources are to be found in Alberta; 21 per cent of that of North America; 72 per cent of that of the British Empire, and 87 per cent of that of all Canada. While we talk largely of the great wealth of Canada, the immensity of her vast natural resources, it is axiomatic that the mere presence of any natural product in a country does not in itself constitute wealth for that country, unless these raw materials can find a market, either in their raw state, or by the process of manufacture. There are many factors, however, which enter into the marketing of any commodity. The chief of these, in my opinion, is price competition. High costs of production materially reduce the radius in which any product can be marketed, and this applies particularly to coal. Mining costs in the province of Alberta are necessarily high at the present time, due in a large measure to the ease with which the 'gopher hole' mine can be opened with small capital.

This paper describes the progresses used in the manufacture of steel wheel-centres, tyres and axles at the works of the Commonwealth Steel Products Co., Newcastle, N.S.W., Australia. The plant is adjacent to the Northern railway and consists of three main buildings, namely: the foundry, the forging and rolling shop, and the machine shop. The foundry contains a 6-ton Heroult electric furnace, together with all necessary mechanical appliances for moulding. Reheating furnaces, steam hammers and tyre rolling mill are installed in the forging shop. The machine shop contains lathes, boring machines, and hydraulic presses. Until this plant commenced operations all wheels used in Australia were imported, previ.ous to the war, from England and Germany, and latterly from England only. Besides being of great benefit to the country in that there is now a domestic source of supply of these articles, there is also the advantage of retaining the home market; and in addition, a small portion of the population are now engaged in highly technical occupations requiring a great degree of skill. The plant began to operate in October 1919, and by 1921 was in a fair way to meet the domestic demand for those articles of railroad equipment which it manufactures.

The milling department includes a 475-ton gravity mill for ores from the United States Mines at Bingham, a 100-ton Huff electrostatic zinc plant and a 60-ton pilot flotation mill for differential separation of lead and zinc. The gravity mill and electro- static plant are being replaced by a 600-ton differential flotation plant, now under construction, for differential separation of lead, zinc and iron. This new mill will have capacity for treating custom ores in addition to ores from the company's mines at Bingham.

All gases from both blast furnaces and roasters are filtered through baghouses, which remove the dust from the gases so effectively that even when the plant is running at full capacity no smoke can be seen coming out of the 450-foot brick stack handling rca2ter gases, nor out of the two shorter steel stacks which take the blast furnace gases. On this account the Midvale plant has come to be known as the ""smokeless smelter.""The blast furnace gases are filtered through 832 woolen bags, 33 feet 6 inches by 18 inches in diameter, and 1200 woolen bags, 28 feet by 12 inches in diameter."
