This title introduces the subject I wish to describe to my fellow members, very few of whom, I 'hope, have ever had as much trouble with the smelting of ore containing much zinc, either in the lead blast furnace or the matting furnace, as circumstances have forced upon me: First, for several years in Leadville, Colo., after the sulphide ores containing zinc had been developed with greater depth and were sold to the intereats with which I was connected for smelt-ing in the blast furnace for the recovery of the lead, silver, and gold; then, in New Mexico and Arizona, where the principal source of ore supply for our custom smelter was from miners who sent most of their product in the form of concentrates, which we briquetted and smelted in the blast furnace, producing a matte containing copper, silver, and gold, for which we were paid; together with some zinc and lead, which was penalized if in excess of a maximum base set by the refinery to which we sold our copper matte; last, but not least, my experience in Shasta county, Gal., where for the sake of recovering $13 per ton value in copper, silver, and gold, I have smelted ore containing as high as 40 per cent. zinc (the last 18,951 tons smelted averaged 15 3/10 per cent. zinc) which we not only lost, but which it cost us money to lose. After such an experience, and knowing that, instead of being worth only $13 per ton, such 15 per cent. zinc ore should be worth about $30, including zinc at the present market value, the question of recovering the zinc in a profitable manner from such ore became very interesting to me. During several years' time I sent samples, of from 5 to 1,200 lb. each, to be tested by the different best-known zinc-recovery plants, and experimented with several processes proposed by others for the treatment of such ore, with but little encouragement, until I

§ 1 Introduction.—This paper gives the results of our micro-graphic determinations of the position of Ae3 in a series of 14 hypo-eutectoid steels of varying carbon content, one of them very rich in phosphorus, and of SEe for one hyper-eutectoid steel. We have proceeded chiefly by noting the temperature at which the reabsorption of the pro-eutectoid element is found to be complete after a 30-min. holding, but in part also by noting the temperature at which its precipitation begins. Observations on these same steels by Messrs. Burgess, Crowe, and Rawdon, of the United States Bureau of Standards, are given in a paper1 issued simultaneously with this, while in a third paper2 one of us compares these data with those of earlier observers. These three papers are treated as one whole by numbering their sections, tables, and illustrations continuously, and by setting the folding plates of micrographs at the end of the last paper. The Composition of the Steels Experimented On is given in Table I. § 2. Notalion and Definitions.—Following Osmond's development of Tschernoff's notation, in which " Ac3 " is the upper limit of the hypo-eutectoid part of the transformation range as observed in heating up, and " Ar3 " is that same limit as observed in cooling down, and following the usual custom of calling the upper limit of the hyper-eutectoid part of that range " SE," we may go farther and call this latter limit " SEc" when observed in heating up and " SEr " when observed in cooling down. The little stamp-mill in the mining laboratory of the Massachusetts Institute of Technology and the work done by it have been well described by Prof. R. H. Richards and E. E. Bugbee in a paper read at the Albany meeting of the American Institute of Mining Engineers, February, 1903.' As run for student class-work the mill contains a feeder, stamps, plate, and vanner. Results in the past indicate that the work of these machines is just as efficient as that of a regular mill handling the same class of ore. It has been the custom to obtain ore principally from Nova Scotia, mainly because it is the nearest source of supply, and also because there is a considerable saving in freight-cost as compared with other districts. The gold in Nova Scotia ores is notoriously coarse, and for this reason it is almost impossible to obtain satisfactory results by sampling and fire-assay, unless an extremely large lot of ore is crushed and all of the contained gold pellets are saved. A very interesting and most extraordinary example of this fact has been presented by a recent run in the Technology stamp-mill. Since the capacity of the mill is about 60 kg. per hr., and since in about 5-hr. run the students in any one section have an opportunity to make the necessary study of machines, it usually happens that several runs are made from one lot of ore. When the shipment is received it is first dried and weighed, put through the Blake breaker, set at 1 or 1.5 in., and the crushed product is piled in a cone on the sampling-floor. In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

THIS paper will be confined to the treatment of methods as applied in the laboratory of the Boston and Montana Reduction Department of the Anaconda Copper Mining Co. at Great Falls, Mont. As the electrolytic plant of this company operates at a current density of approximately 35 to 40 amperes per square foot when running up to capacity, the arsenic and antimony content of the anodes delivered to the, plant is of considerable importance as bearing on the purity of the refined cathodes turned out. Owing to the rather high relative percentage of antimony, it has always been the custom to determine antimony as well as arsenic in all forms of copper. Thus, anodes have been analyzed in which the antimony was about equal to the arsenic although the average shows about 2 parts of arsenic to 1 of antimony. In the refined copper the relative proportions of the two impurities vary considerably, but probably in the average are about equal. In this latter case, the percentage of the two is so small that ordinarily no attempt is made to separate them, the report of analysis showing percentage of As and Sb combined. Although rapid and exceedingly accurate determinations of arsenic may be made by means of various distillation schemes, the determination of antimony, either by itself or together with arsenic, has always been more or less cumbersome and has required a considerable amount of time. By the methods, details of which follow, the determination of arsenic and antimony, either separated as in the case of anodes or together in case of refined copper, is accomplished in 24 hr. from the time the sample is received by the chemist.

"Butte originated as a placer mining camp. The first gold discovery was made in the year 1864, near what is now Main Street. Placer mining was vigorously prosecuted along Silver Bow Creek and in Missoula, Buffalo, Town and Parrot gulches for a period of five years, at the end of which time, in 1870, the camp was practically deserted. In the meantime, the quartz veins so prominently traceable over the hillsides were located, the first location being made by W. L. Farlin and called the Black Chief claim, and later restaked as the Travona. Reasoning from the presence of the gold placers, free-milling gold ores were eagerly looked for by the early prospectors. Claims covering the great Rainbow and other silver lodes were located in the sixties. The presence of valuable silver ores in these veins caused the staking out of many claims, believed to be valuable only for silver, but which later proved to be enormous copper producers.Treatment of these early discovered rich ores was first attempted in arrastres. Later, stamp mills were built. The Centennial dropping 10 stamps, was the first, and in 1875 Mr. Farlin built the Dexter 10-stamp mill, intro¬ducing chloridizing-roasting. More successful processes were soon introduced and several large mills built, among which were the Alice, Lexington, Silver Bow, Moulton and Bluebird, in all representing a total of 290 stamps. The silver mining industry reached its zenith in 1887 and declined rapidly in the early nineties, following the sudden drop in the price of silver in 1892.During this period of silver mining activity the business of copper mining was making rapid strides. Development of the veins, located as silver veins, had uncovered copper ore in many instances. There was great activity in ""claim staking'' in the years from 1871 to 1879, during which period most of the claims covering the present productive copper area were located."

Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. The proposal of such improvements is often met by the argument that any mine is but a temporary affair, yielding such profits as to make efficiency-work of no consequence; but any business which is profitable and worth doing at all is worth doing on a basis which gives the greatest return on the investment.

The American water-jacket furnace is the outgrowth of lead-smelting at Eureka, Nev., subsequently developed in Utah and Colorado. Early smelting in Virginia, New England, or the Missouri-Kansas-Illinois district seems to have had no direct influence in the development of this furnace. First Decade, 1870 to 1880. In 1870, the draft-furnace was used in Nevada, coincidentally with the first crude sandstone blast furnaces, which were 2 or 3 ft. sq., with Sturtevant fans or small Roots blowers, and sheet-iron or water-cooled tuyeres. Stetefeldt, Liebenau, Albert Arents, and 0. H. Hahn mere the early metallurgical leaders. Arents's siphon-tap and the re-establishment of the furnace-bosh mere the most important improvements of the decade. Second Decade, 1880 to 1890. At first there were ,many small local plants; but by the time Eureka had reached its maximum production of lead-ore, two custom works (the Eureka and the Richmond) were treating all the ore, the miners having learned the economy of smelting at larger and well-constructed plants. In the early eighties, most of the features of modern practice were already discernible at Salt Lake, Leadville, Denver, and Pueblo. The small square sandstone furnaces had been replaced by rectangular water-jacket furnaces, mostly 36 in. wide, and from 60 to 80 in. long at the tuyeres, which entered between cast-iron water-jackets. Subsequently, Franz Casin, at the Holden works, Denver, put the tuyeres in the middle of the jackets, and many other improvements were made by him and others, so that the cast-iron jacket became the favorite, until the possibility of

"The 100,000 volt sub-station at Butte is located near the center of the district in which the power is distributed. The sub-station building is 150 feet by 50 feet in plan and 50 feet high. It is a brick walled, steel framed structure with concrete floors and roof.There are installed at present four banks of single-phase transformers, rated at 3,600 k-w. per bank and connected in delta on both high and low tension sides. They step the voltage down from 102,000 to 2,500, at which voltage it is distributed to customers. The transformers are installed in fireproof compartments, entirely shut off from the rest of the building by brick walls and opening only out of doors. The transformers are mounted on wheels and can readily be run out onto a flat car, which stands on a track running parallel with the building in front of the row of transformer compartments. This arrangement furnishes a convenient method of handling the transformers, both at the time of installation and afterward, in case it is necessary to make repairs."

The early development of the reverberatory furnace for smelting copper-ores was the work of the Welsh smelters, particularly those of Swansea. The first record of a reverberatory furnace is made by Jars, who states that in 1755 copper-smelting was effected .in reverberatory furnaces at Middleton-Tyas, in Yorkshire, England. The first patent, of any importance, for improvements in reverberatory furnaces was granted to Thomas Williams in 1778 for the granulation of the regulus. The next was that of William Evetts, in Sheffield, in 1812, for the cooling of the fire-bridge by the admission of air. Charge-hoppers above the furnaces were in common use in 1848. The size of the hearth of the furnaces about the beginning of the 19th century was commonly 11 by 8 feet. No material development was made until the Welsh process mas brought to Colorado, where Richard Pearce, as manager of the Argo works, near Denver, developed the furnace to meet the requirements of a custom plant, under keen competition with lead-silver smelting-plants, using blast-furnaces. His improvements are outlined in Fig. 1, elaborated by permission from E. D. Peters's excellent work,' to which the reader is referred for further details. This figure shows that the furiiaces were in 1878, 9 ft. 8 in. by 15 ft. in hearth; and in 1894, 16 by 35 ft., while the capacity of the furnace had been increased from 12 tons per 24 hr. to 50 tons in the same period.

This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. ACKNOWLEDGMENTS. In the preparation of this bulletin a number of persons rendered assistance by furnishing information and by making it possible for us to visit the carnotite deposits in western Colorado and eastern Utah at a time of the year when without this assistance it would have been difficult to obtain satisfactory results. In mining coal in the anthracite region of Pennsylvania the general custom has been to leave a large percentage of the coal in place as pillars to support the roof. Evidently any practice that involves partial waste of an important mineral resource is bound to be discarded. It is well recognized that one method of obviating probable waste is to fill the workings with cheap or worthless materials, a process extensively employed in the anthracite and some European mines. At present many of the collieries in the anthracite region of Pennsylvania are utilizing refuse from the old culm banks, which formerly were prominent features in the landscape, and are flushing the fine waste underground so that pillars may be reduced in size or removed. As a result the banks are now disappearing and soon will be gone. The fine culm from the breakers and rock from the mines will continue to be available, but the volume of these materials is insufficient to replace any considerable proportion of the coal removed. The next stage of progress suggested is the use of sand. Fortunately there are available large deposits of this material, much of which can be handled by dredges and pumps. This report is issued by the Bureau of Mines in the interest of safer and more efficient mining methods. I ts purpose is to describe the sand deposits in the northern anthracite coal field in Luzerne and Lackawanna Counties, Pa, Much of the information available is presented in the map, Plate I. Field studies, mostly preliminary, were made in the summer of 1911 to determine the distribution, amount, and character of the larger deposits. It was not thought desirable to make a detailed examination of the region because when the coal companies decide to utilize the sand their engineers will make precise surveys and drill test holes. In preparing the map the various coal companies were consulted; they contributed a large number of facts, especially as to the deposits in the buried valley of the Susquehanna between Pittston and Nan- ticoke, where nearly 1,000 test holes have been bored. The results of these borings were placed at the author's disposal, and have been utilized in drawing the boundaries given in the wide valley area and its extensions up Lackawanna River and NewportCreek. Wyoming Valley contains deposits of sand that are 100 feet thick over a wide area, 200 feet thick in places, and over 300 feet thick in the deep old channel south of Plymouth.

Among the more important factors involved in the use of high explosives in blasting operations is the means employed to bring about the detonation of the charge. When flame is applied to high explosives many of them may burn if not confined; but all of them when burning under certain conditions of confinement may detonate. Detonation may also be effected by mechanical means, such as frictional impact caused by a blow or by rubbing between surfaces. By this means, however, the full effect of the explosive charge may not be developed, so that a partial detonation, often accompanied by the burning of the explosive, results. When nitroglycerin was first used it was fired by the application of flame, but considerable difficulty was experienced in exploding it with certainty and in obtaining uniform resl'llts. In 1864 Allred Noble, a Swedish engineer, discovered that nitroglycerin could be surely and completely detonated by exploding in contact with it a small quantity of an initiatory explosive. Mercury fulminate was the substance then found capable of producing the best results There are many other fulminates and other substances that will produce complete detonation of commercial" high" explosives, but detonators or electric detonators containing mercury fulminate as the characteristic ingredient are still almost exclusively used in this country. The term" detonator" is used in the publications of the Bureau of Mines to designate what the miner calls a "blasting cap "-a copper capsule containing a small quantity of some detonating compound that is ignited by a fuse. The term" electric detonator" is applied to a blasting cap that is similar except for being ignited by means of a small wire which is heated to incandescence or fused by the passage of an electric current. One of the conditions prescribed by the Bureau of Mines for a permissible explosive a is that it shall be :fired by a detonator, or preferably an electric detonator, having a charge equivalent to that of the standard detonator used at the Pittsburgh testing station. A further requirement is that this charge shall consist by weight of 90 parts of mercury fulminate and 10 parts of potassium chlorate (or their equivalents). At the request of a manufacturer of permissible explosives, an investigation was undertaken by the bureau to determine the relative strength of detonators and electric detonators having different compositions. The tests of electric detonators herein reported were conducted by H. F. Braddock, junior chemist; J. W. Koster, J. E. Tiffany, junior mining engineers; and A. S. Crossfield, junior explosives chemist, at the Pittsburgh testing station of the bureau. Similar tests of detonators were not conducted because it was believed that the results would not show sufficient variation to warrant such tests. It is hoped that the conclusions drawn from the tests made will be of service to those using explosives by enabling them to select the grade of detonator or electric detonator that will insure the most effective results. The conclusions are given in this bulletin, which is published by the Bureau of Mines as one of a series of publications dealing with the testing of explosives and the precautions that should be taken to increase safety and efficiency in the use of explosives in mining operations. The results of tho experiments described in this bulletin show that the average percentage of failures of explosives to detonate was increased more than 20 per cent when the lower grades of electric detonators were used instead of No. 6 electric detonators, and was increased more than 50 per cent when these lower grades were used instead of No. 8 electric detonators. It is noteworthy, however, that when sensitive explosives, such as 40 per cent strength ammonia dynamite (p. 33), were tested under conditions ideal for detonation, the same energy was developed irrespective of the electric detonator used. When tests were made with a less sensitive explosive, such as a 40 per cent strength ammonia dynamite containing nitrosubstitution compounds (p. 32), the energy developed increased with the grade of the electric detonator used. For example, the average efficiency of four different explosives was increased 10.4 per cent when a No.6 electric detonator was used instead of a No.4 electric detonator, and 14.9 per cent when aN 0.8 electric detonator was used (see tabulation onp.45). The results of the tests emphasize the importance of using explosives in a fresh condition, but as fresh explosives can not always be had in mining work, strong detonators should be used in order to offset any deterioration of explosives from age.

(Presented at a Meeting of the Spokane Local Section of the Institute, Feb. 17, 1912, and accepted for publication in the Bulletin. ) WHILE I am not at the present time engaged in active mine-management, my duties permit of extensive study and examination of many mines, mills, and reduction-works in various places throughout the United States. Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. [SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged.
