(communication to the Secretary) : I wish to thank Mr. Webster for the copious quotations he has made from my writings, as he has given nearly all the arguments I wish to advance. It is necessary to note, however, his statement that most of his experiments were made on universal-mill plates, and that these were not subject to my condemnation of irregularity. I think this is a mistake. It is well known that universal-mill plates are finished under very different conditions of temperature, with the express purpose of regulating the tensile strength. This is a perfectly legitimate practice; but it renders almost worthless any calculations on the relations of the chemical and physical equations when the influence of such finishing is omitted. Another important point Mr. Webster has not answered at all. I have shown by an excerpt from his own table that two entirely different formulæ may be constructed; and it is undeniable that one is as valid as the other, since Mr. Webster started with no premise at all save an assumption that the effect of carbon was constant. This was an assumption pure and simple, and hence has no special virtue. The whole result of Mr. Webster's investigation is not that the effect of carbon is a constant, and that those of phosphorus and manganese are variables. On the contrary, there are two answers, with nothing to show which is right. We learn that if carbon is a constant, then phosphorus and manganese are variables; but that if phosphorus and manganese are constants, then carbon is a variable. This is a distinct advance over complete ignorance, but it is not final and satisfactory from either a mathematical or metallurgical standpoint. The development in the perfection of mine-surveying instruments has been by no means rapid, as it has depended somewhat on the details of construction borrowed from astronomical and geodetic theodolites, largely on the restrictions laid down by mining companies and the prejudices of mine managers themselves, but more than all on the methods used in conducting surveys and the importance attached thereto. Mine-surveying, in some form or other, has been practiced from the very earliest times; but it has never kept pace with the other branches of surveying, or even with the art of mining itself, and cannot be recognized as an exact science until shortly before the beginning of this century. The works of Hero of Alexandria, who lived in the second century B.C., are still extant, and contain descriptions of a rectangular sighting-instrument, which he invented and called a diopter. His improvement upon this simple construction, which possibly he devised for use in the Greek mines for rough leveling-purposes and for laying out any angle, must be considered, says Hübner," as the origin of the highly perfected theodolite of to-day. Whether this instrument came into general use during the first centuries of the Christian era, is not recorded; in fact, no writer undertakes to tell how mine-surveying was conducted until 1556, in which year Agricola expounds the principles of mining and metallurgy in his De Re Metallica, devoting the entire fifth chapter to the practice of mine-surveying (see Fig. 1). In mediæval times those who possessed any knowledge of engineering skill made strenuous effort to keep their art a secret, partly on account of the miners' proverbial conservatism and partly for their own personal aggrandizement, and were, in

L. D. GODSHALL, Everett, Washington: This very interesting paper cannot fail to command the attention of every one who has ever had experience in the amalgamation of gold-ores. I wish to call attention to three very important facts brought out very prominently by the paper, namely: 1. The extent of accumulation of amalgam on copper plates in the form of scale, not removable in the ordinary manner; 2. The change in the relative quantity of the two metals in the amalgam as we. recede from the battery-discharge; 3. The difference in fineness of the bullion obtained from the above-mentioned scale as compared with the bullion from the daily clean-ups. From Mr. Bayliss's figures we find that during the life of the plate in question 14,942 tons of ore were crushed, yielding amalgam of the value of $5.03 per ton, or a total value of $75,158.26. The amalgam accumulating on the plate during this time as scale, we find to have had a value of $8340.54, or $0.558 per ton of ore treated, representing 11.09 per cent. of the total amount of amalgam saved in the ordinary clean-up; or, taking the amalgam saved by daily clean-up plus the amalgam-scale as representing the total saved on this plate, or 100 per cent., we find that the daily clean-up saved 90.01 per cent., while the scale represented 9.99 per cent. The above figures do not include some additional amalgam still adhering to the plate after scale had been removed. We are told that this was not an exceptional case at the Drum Lummon, but that other plates have even yielded a third more than the one in question. The interesting query now comes up, whether this experience at the Drum Lummon is exceptional or universal at all mills; and another question arises, as to how long such an accumulation might continue,

In December, 1894, the Cambria Iron Company made a number of heats of Bessemer steel to be used in structures by one of its customers, subject to inspection and tests by a firm of consulting engineers, one of the requirements being that the material should riot exceed .08 per cent. of phosphorus. In other respects the requirements were such that they could only be met by material of good quality; but the general spe cification is not introduced here, as it is not the purpose of this paper to deal with anything except certain difficulties encoun tered in determining the phosphorus-content of the material in a manner satisfactory to both seller and buyer. Preliminary determinations of phosphorus were made in sample-ingots from each of the heats from which material was rolled for the order in question, and these preliminary chemical tests, made in the laboratory of the Cambria Iron Company, showed that, with very few exceptions, every heat was within the prescribed limit of phosphorus. After the material had been rolled, sample-drilling8 of finished material were taken from the various heats in the regular manner in use at the works, these samples being thoroughly mixed and divided into two parts, one of which was analyzed at the works' laboratory and the other sent to the inspecting engineer. Several hundred determinations were made from this mate rial without reaching an agreement between the work of the inspector's chemist and that of the works' chemist; but as it is not the object of this memorandum to treat of this part of the subject at length, it is considered sufficient to present herewith only a few of these first determinations. The analyses given in Table I. are those of the original series made on the heats which were afterwards resampled for final determination by an arbitrator; and they are selected for this reason, as the entire " comparison is thus rendered more complete.

Gentlemen of the American Institute of Mining Engineers : I desire to thank you sincerely for the distinguished honor you have conferred upon me by electing me to the presidency of this society, a position which in the past has been filled by some of our most distinguished and ablest members, men eminently qualified by education, practical training and a business ability which has enabled them not only to fill the position with credit to themselves, but as well with honor to the society. In deference to a custom long established, by which the presidentelect is expected to read a paper on some subject with which he is more or less familiar, I have thought that a brief review of the methods employed in the manufacture of iron, as witnessed by myself, and reaching back to 1838, would interest some of our older members and give our younger ones a glimpse into the trials and difficulties encountered in those early days by the pioneers in this great industry. In Great Britain all analytical chemists are styled assayers, but in the United states a slight distinction is made, assayers being considered those analytical chemists who have chiefly to do with the determination of the precious metals. There have grown up around the assayers of precious metals a number of customs and traditions which, as a rule, do not fetter American chemists when called upon to determine the composition or constituents of any samples submitted to them for analysis. In Great Britain, on the other hand, trade-customs even go to the extent of enforcing the employment of an admittedly erroneous atomic weight in certain alkali-determinations. If the American chemist is asked to determine the amount of lime in a water, potash in an alkali, or silica in an ore, the owner of the sample does not presume to suggest what method he shall employ, nor does he question his report on the ground that he should employ another method. But even in America it is different with the assayer. Unfortunately for the guild, as well as for those who have to base business operations on the reports of assayers, customs and traditions as well as divergent interests seek to circumscribe him in his choice of method and sometimes dictate how he shall perform his operations. This was true at one time of copper, which to-day in England is still determined by the so-called Cornish fire-assay, an attempt to imitate in the laboratory the various metallurgical operations in the smelting-works; but nowhere in this country is the assayer forced to employ any particular method for determining copper so long as his certificate indicates the true total percentage of copper in the sample. It is true that both buyers and sellers demand use of the electrolytic method, but only because it is the most accurate. In America the trade accepts the assayer's statement as final, and makes

The purpose of this paper is to convince the managers of silvermills that their customary reports in regard to the percentage of silver saved are far from the truth. It may be unpleasant for them to have the proofs of this fact brought before the public, and for this rezson the author refrains from giving the names of the mines and mills from which the statistics here recorded were obtained. It may be asked: What is gained by informing the stockholders of our silver-mines that they receive incorrect reports? Will this increase their dividends or lessen their assessments? In the first place, it is always better to publish honest facts than fiction. In the second place, many superintendents believe in the correctness of their reports, and have no idea how much they deceive themselves. Finally, the knowledge that hitherto unexpected losses of silver take place may lead to the adoption of methods by which these losses are greatly reduced. These remarks refer also to smelting-works. The present paper, however, is concerned exclusively with amalgamation and lixiviation. The first and most important error is found in the inaccuracy of the commercial assay; the second in the incorrect sampling of tailings in amalgamation. Further, mills not doing custom-work, but reducing exclusively ores from mines to which the mills belong, are in the habit of weighing the ore only approximately and without making moisture-tests. Thus, a correct basis for calculating the actual percentage of silver extracted is lacking. The superintendent, then, finds it convenient to report the apparent extraction, i.e., the extraction indicated by comparing the value of the roasted ore, minus soluble salts, with the value of the tailings. How many errors are thereby committed it is not necessary to point out.

When, in 1879,I examined the mines of the Tombstone Mill and Mining Company, at Tombstone, Arizona, I found a bed of tailings containing 12,000 tons, which had a value of 9 to 12 ounces of silver per ton and some gold. The ore had been amalgamated in pans, in which each charge had been ground for four hours, having been pre viously stamped through rough-punched screens, which gave a pro duct varying from 1-100th to 1-20th of an inch, according to the state of wear of the screen. It was certain that a large proportion of the tailings must be in fine slimes, and the question of recovering their value was difficult. Even now the concentration of slimes is . an unwelcome task, and at that day very little was known about it. Nevertheless, after considering the results of a test by repanning the tailings, I advised the company to concentrate and smelt, although they had to face the difficulty of making a smelting-product from slimes containing only 3 per cent. of lead. Limestone was abundant enough, but no iron suitable for flux was to be had for hundreds of miles. One of the company's claims con tained an argeutiferous manganese-ore, which gave but poor results by amalgamation. This was one reason for recommending smelt ing ; for if manganese would play the part of a precipitant, as iron does, the company could smelt by combining two of its silver ores, without other flux than the small amount of lime that might be needed. At that time no smelter had ventured to trust manga nese as a precipitant, though large quantities of this ore containing silver were bought and used by custom-smelters, who looked upon the manganese solely as a basic flux for silica. I believe that no other furnace has been obliged to trust this metal, and that the man ganese practice of Tombstone remains unique among the records of smelting lead-ores in the shaft-furnace. The bright side of the problem was given by the fact that the mines were shallow and that the enterprise would at least begin with oxidized ores. The tailings contained about 85 per cent. of silica,

In another paper I have described in general the close association of zinc-blende and iron pyrites in the ore-deposits of southwest Wis consin. These two minerals generally occur together at the same horizon, a sheet of one being overlain by a sheet of the other; and also the pyrites is disseminated through the blende to such a degree that the latter is rendered comparatively worthless for the produc tion of spelter. Ordinarily the pyrites, which is mostly the trimetric marcasite variety, occurs in about equal quantity with the blende and is separated by hand-culliug and chipping; but there are large de posits where the ores are so closely mixed that they can neither be separated by culling nor by any mechanical method. The specific gravity of the two minerals is so nearly the same that attempts often made to effect even a partial separation by jigging have proved un. successful. The smelters of zinc-ores in the Mississippi valley will not take ores which carry more than 7 per cent. of iron; and it is therefore necessary to cull the massive ('jack" with great care and at consid erable expense, in order to bring it up to the market-standard of purity. The results of trials to effect a separation of blende and pyrites in other regions have been equally unsatisfactory. The literature of this branch of metallurgy abounds in examples. In Wisconsin efforts have been made in the past to " burn " the mixed ores in heaps, in order to soften or destroy the pyrites, and facilitate its separation from the massive blende. The same method has also been resorted to when galenite is mixed through the substance of the blende, for the purpose of disintegrating the ore, so that it could be separated by jigging. The custom was to pile the ore and the fuel together. As might have been expected, the results were far from satisfactory. In order to render my descriptions more intelligible, I have compiled a general map of this section of Alaska, showing accurately the relative positions of the most important districts where valuable deposits of minerals have been discovered (page 819). Upon inspection of this map, it will be observed that the chief metalliferous belt in this mineral field is in close proximity to the mainland shore, the trend of which it follows for more than a hundred miles in a northwest and southeast course, while the mineral croppings on the adjoining islands are much shorter in extent, and more irregular with respect to their strike and continuity. This principal metalliferous zone, which I will call the main-land system of lodes, contains gold, silver and lead, besides traces of copper, zinc and iron, gold being found extensively in a free state and also associated with sulphur, and with many of the sulphides of iron, lead and other substances. On the line of this belt, as shown on the map, there are a number of distinct mineral districts. Beginning at the southerly extremity, they are named as follows: Sumdum, Snettishham, Grindstone Creek, Sheep Creek, Gold Creek, Lemon Creek, Montana Creek and Berners Bay districts, each deriving its name from the hay or creek on which it is situated. Harris mining district, as legally organized under the local customs, rules and regulations adopted by the miners of Juneau, embraces, within its exterior boundaries, Grindstone, Sheep, Gold and Lemon Creeks, and all of Douglas Island. The limits of this immense metalliferous horizon are becoming definitely known through the exposures made by prospectors. The belt, as now recognized, varies in width from one to several miles, the lateral measurement being greatest at Juneau in Harris district, where the famous Treadwell mine, with its slate foot-wall, marks the westerly boundary of the zone, while the eastern side of Silver Bow Basin, with a granite hanging-wall, defines its easterly border.

In China all minerals are, theoretically at least, the property of the Emperor, and the Imperial permission must be got from him for the privilege of working them. A direct tax is levied on this privilege, and by simple command, the Emperor can close a mine at any time. Occult geomantic influences are a large factor in determining the opening or the arbitrary closing of a mine. The location with reference to points of the compass, graves and natural objects, may be really or professedly considered as indicating that those influences are favorable or unfavorable. The consequence, is, of course, that for the authorization and encouragement of any considerable enterprise, friends' at court, practical politics, and more or less bribery, are required. As a result, most Chinese mining is illicit, and is carried on in a small way only. Often along a single vein, or over a small section of mining country, a few individuals obtain rights over all the openings, most probably by loaning money to the head-men of the operators and holding the mines as security for the debt. In such cases, perhaps, for better security, all the ore is reduced in the works established by the creditors, who also handle all silver produced..As the head-men are, for the most part, improvident, and the laws and customs for the collection of' debts are stringent and peculiar, the " officemen" or creditors acquire in time what is practically an ownership of

The coal-fields of the United States have been variously classified as to their geographical positions. In 1887 I proposed slight changes to the classification generally used, for more convenient description of our coal-fields in my report on the statistical history of coal in the States during 1886 for the United States Geological Survey. It is a time-honored custom in this, as in other kindred bodies, for the retiring President on giving place to his successor, after a year of official duties which have been the means of directing his attention in a more than usual degree to the work and interests of the Association, to report the results of his observations from this outlook, and the thoughts that may be suggested by the view. In looking out over the many fields of activity within the range of this Institute, the attention may be arrested by special features marking recent progress and development, or such as by their meager outline or lack of important detail stand in less pleasing contrast, or. even form unsightly objects in the view. It may be that the special field and particular work in which one is engaged will, when observed from the more distant standpoint, or in the light of the whole outlook of the profession, assume a different aspect or develop features of new interest and importance. In this way some special object may suggest to the observer a, fitting theme for the occasion. To others, again, an outline of the whole view may seem a more useful subject for study and review. All fields are examined and the wide horizon of the whole profession scanned to note and report whatever is new in knowledge and practice—the new permanent bench-marks that appear near the horizon designating ground definitely located; the stakes which mark reconnoissance into new territory, and even the prominent objects that faintly appear through the mist of the distant atmosphere, and which may serve later on as points of attachment for the advancing lines of survey into the unknown. I desire, very briefly, to call the attention of the Institute to the iron trade of the Dominion of Canada. A wonderful development is now going on in Canada. The completion of the Canadian Pacific Railway, and the numerous extensions of the various railways all over the country, combined with the progress made in nearly every kind of manufacture, is drawing attention to the field offered in Canada for the profitable employment of capital, and specially to the opportunity there is for the manufacture of iron. In a paper presented to the Institute at the Halifax meeting,* the writer gave a review of the varions attempts to manufacture iron in Canada. The facts then presented were not such as to offer much encouragement to any one to embark in similar enterprises under the conditions then existing, but, happily, these conditions are now changed, and an early development may be anticipated. There are two reasons which make the present time an appropriate one to direct attention to the field offered for enterprise in this direction, the first being the very favorable reports of the experts who examined and reported on the exhibit of minerals at the Colonial and Indian exhibition, held in London, England, last year. The exhibits there of coal and iron attracted so much attention that at the request of the Iron and Steel Institute a paper on the " Ironmaking resources of our Colonies as illustrated by the Colonial and Indian Exhibition," was prepared and read at the last meeting of the Institute.? This report of 135 pages is very exhaustive, and the conclusion arrived at, so far as Canada is concerned, is, that she has in many parts of the country every natural facility for the manufacture of iron. The second and more important reason is the recent change in the Canadian customs tariff inaugurated in May last. The tariff is now generally two-thirds of the American tariff, in addition to which the Government, in order to encourage the manufacture of iron, grants a bounty upon pig-iron made in Canada out of Canadian ore.

In the first paper on the Russell process presented by Mr. Stetefeldt, in May, 1884 (Transactions, xiii.), the process was treated from a purely theoretical standpoint.. 111 his second paper of October, 1886 (Transactions, xv,), the details of the plant, the chemicals used, and the manipulation in both mill and laboratory were treated. The aim of the present paper is to present economical results recently attained, new data affecting the preparation and manipulation of ore in the mill, and a more complete and systematic scheme of laboratory work. This paper is compiled mainly from Mr. Russell's notes of his own experience. Many of these notes, particularly those relating to work at Cusihuiriachic,* Mexico, have been upon work directly under the personal observation of the compiler, who takes pleasure in thus presenting to the Institute, data and considerations of much interest and value pot only to users of the Russell process, but to mill men generally. The description of the chemicals used and of the preparation of the mill-solutions being' in part the same now as when Mr. Stetefeldt's second paper was published, some use is here made of portions of that paper. No theoretical matter is here given. For a treatise containing also the theory of the process the reader is referred to Mr. Stetefeldt's complete work on " Lixiviation of Silver Ores by Hyposulphite Solutions," now in preparation. To facilitate the consultation of this paper, the following synopsis and index is prefixed. The figures in parenthesis indicate the page of this paper on which the subject is treated.
