Risk management is concerned with the whole spectrum of financial, geological, engineering, legal, governmental, social and occasionally ethnic issues, concerned with mining projects. The inherent risks in mining operations are well publicised, but new issues and hazards arrive on the scene and lake precedence, but the older risks still remain, while insurance cover may not he ‘full cover’ in the future. It has long been recognised that quantitative approaches to risk analysis can play a major role, but although these methods are capable of considerable theoretical precision, the lack of sound risk input data and experienced personnel limits the usefulness of theoretical analysis. It can, however, greatly assist in comparing cases, in identifying areas of risk and help in the investment decision process. Its major contribution to a mining project is that it imposes an investigative discipline that also assists in improving the quantitative approach to risk analysis and hence risk management. Risk analysis and risk management also requires sound common sense and major inputs from experienced geologists, mining, mechanical, electrical and mineral processing engineers. The Engineering Council, in 1992, issued a ten point code of professional practice entitled ‘Engineers and Risk Issues’ (The Engineering Council. 1992), covering our professional responsibilities, the law, our conduct, the need for a systematic approach to risk issues, the use of professional judgement, communications, risk management, evaluation of risk, our professional development in this field and the encouragement of public awareness of risk issues. This is a specific area of training perhaps long neglected by our industry and academic institutions (Atkinson. 1983).

A joint effort by the Pittsburgh Research Center (PRC) and the Mine Safety and Health Administration (MSHA)3was undertaken to determine how well self-contained self-rescuers (SCSR's), deployed in accordance with Federal regulations (30 CFR 75.1714), held up in the underground environment with regard to both physical damage and aging. This report presents findings regarding laboratory-tested SCSR's in the fifth phase of testing from mid-1993to early 1996. The SCSR's were tested on human subjects and on a breathing and metabolic simulator (BMS) at PRC. These results indicate that most of the apparatus, if they pass their inspection criteria, perform satisfactorily.

he Pittsburgh Research Center (PRC)~ and the Mine Safety and Health Administration (MSHA) are participating in a research program to evaluate the strength characteristics and air leakage resistance of seals and water trap designs for use in underground coal mines. This program is being conducted at PRC's Lake Lynn Laboratory near Fairchance, Fayette County, PA. Seals designed with a 40-cm-thick polymer (polyurethane) and aggregate core between two dry-stacked (no mortar) concrete block walls (coated on out by sides) withstood a 138-kPa pressure pulse while maintaining acceptable air leakage rates. Similar seal designs utilizing a 97-cm-thick, 91-kg/m7-density, polymer-only core did not survive; however, a 5 1 -cm-thick, 203-kg/mi-density, polymer-only core seal successfully withstood the explosion pressures. Evaluations of cellular concrete seal designs have shown that a two-pour slurry injection technique did not adversely affect the strength of the 1.2-m-thick seals when subjected to a 138-kPa pressure pulse. Two seal designs utilizing low-density cementitious block have also been evaluated with successful results. In addition to seal strength tests, various 15- and 30-cm-diam U-shaped water trap pipes and a water trough design were evaluated under explosion conditions and were shown to be inadequate when evaluated under worst-case conditions. Simple modifications to the various water trap designs were successfu1 in preventing the passage of explosion flame through the trap.

The technique of reclaiming disturbed land by use of a hydraulic dredge pump (HDP) (which is a set of hydraulic machines for earthwork), termed 'digging deep to fill shallow has been used in the reclamation of subsidence areas in Chinese coal mines. This paper discusses the operational principle of the technique and summarises its reclamation procedures, which are being used in current reclamation practice. The soil condition reclaimed by the HDP was studied. The results showed that the pioneer crops to be planted in the reclaimed soil should be the ‘pulse’ family crops, and that improvements to the reclaimed soil and the HDP technique itself are needed. Bused on the analysis of the previous technical processes, a new rational technical model for the HDP reclamation method is presented in this paper.

Diversity is a key strength for Western Mining Corporation. An international corporation with assets of about $A10 billion, WMC is engaged in both mining and downstream processing of minerals including nickel, gold, alumina, copper and talc, as well as having interests in oil and gas production and agricultural fertiliser. The company is focusing on several core commodities that will maintain its strength in the years ahead. Although most current mineral assets are within Australia, it plans to have 25 per cent of its operations off-shore by the turn of the century, and be a major producer in at least six core commodities. WMC's strategic and management focus has shifted from a regional approach to a commodity focus so that it can more readily cater for different markets with differing sensitivities. The presence of misplaced ultra-fine particles has been shown to decrease the separation efficiency of unit operations used in coal preparation. Although the classification of fine coal was considered to be adequate for the needs of the coal industry during the 1970's and 1980's, it has become apparent that further improvements in the yield/ash/moisture relationship achieved by coal preparation plants will require increased efficiency in this size separation step. This paper describes the issues which are evolving in this area, and the capability of current and developing techniques to address the problems which need to be overcome.

In Hong Kong the design of excavated piles in weathered granite has conventionally been based on a rule-of-thumb which relates the allowable base bearing capacity to the SPT N value, with no allowance for skin friction. This rule-of-thumb has been shown to generally lead to conservative designs. To improve the overall understanding of load-transfer mechanism of excavated piles in weathered granite, instrumented pile load tests have been conducted. This paper summarises a selection of instrumented pile load test data in Hong Kong and the observations made of the results, which indicate that there was considerable scatter in the back-calculated skin friction values. However, the mobilized skin friction was shown to be significant which can lead to substantial savings in design.

"The Rabbit Lake Operation is located in Northern Saskatchewan on the western shore of Wollaston Lake approximately 800 km north of Saskatoon, Saskatchewan.The Operation is owned by a joint venture of Cameco Corporation and Uranerz Exploration and Mining Limited. Cameco is the operator.The Mill started production in June 1975 under the ownership of Gulf Minerals Canada Limited and over the past twenty years has increased the rated production capacity to over twice the original design.The Mill was originally designed to process 485,000 tonnes per year of ore with an annual production of 2.0 million kg of U308 (yellowcake). During the past ten years changes in ore sources and process modifications have led to increased milling capacity and production targets. The Mill has treated a total of 8.6 million tonnes of ore and produced over 40 million kg of U308 in the twenty year period, despite the shutdown and cutbacks in operating time since 1989.The 1995 tonnage throughput was 206,000 tonnes per year. Annual production though has risen to 3.6 million kg of yellowcake despite the departure from full-time to half-time operation in 1991 (7 up-7 down). The forecast for the coming years will see tonnage rising from 300,000 to 570,000 tonnes, production of 4.5 to 5.4 million kg of yellowcake and an anticipated return in the year 1998 to full time operation.This paper will give a brief history of the Mill and focus on the present flowsheet and recent improvements to the process."

Current scrubber capacities vary from 1.89 to 4.72 m3/s (4,000 to 10,000 cfm), and there is interest in using scrubbers with capacities up to 6.61 m3/s (14,000 cfm). This paper describes research to compare the effectiveness of blowing and exhausting face ventilation systems using high-capacity scrubbers with flows up to 6.61 m3/s. Tests were conducted in a surface ventilation gallery with exhaust and blowing systems operating under similar conditions. The mining machine was equipped with a machine-mounted scrubber. Methane gas was released at constant flow at the mining face and measured at several face locations. Effectiveness of exhausting and blowing systems was compared by determining average face methane concentrations. For each operating condition tested, blowing ventilation was more effective than exhausting for controlling face methane levels. Raising scrubber flow to 6.61 m3/s reduced methane levels for both blowing and exhausting systems.

Subsidence due to coal mining is poorly understood by non-specialists. This has led to numerous misconceptions and myths based on limited observations and lack of knowledge. The three most common are: 1. Mine maps are inaccurate. 2. Deep mines are not a problem. 3. If no subsidence has occurred for many years after mining, there is no risk of future subsidence. Maps are important during mining and most are carefully prepared. Future use to evaluate conditions at mine level often includes drilling to confirm what the map shows. Usually, little or no effort is made to tie the surface survey of the property to the mine survey, to conduct a well designed drilling program to confirm the mine map, or to drill test borings vertically. When a mine entry is encountered rather than a coal pillar, or vice versa, and conditions at mine level appear different than anticipated, the first reaction is the mine map is inaccurate. The idea of a safe depth from subsidence is often based on the false premise that mining results in sufficient breakup of the overlying rock strata that bulking compensates for the coal extracted. The safe depth idea first appeared in the literature about 1880 and remained prevalent well into this century. Sadly, it is still encountered. The modern understanding of fragmentation of the immediate mine roof with the overlying beds sagging down on the broken roof rock was first described in 1900. With full extraction mining, either longwall or retreat room and pillar, surface subsidence occurs regardless of the depth of the mine. Subsidence over longwall mines at depths of 2000 feet can be 90 percent of the mined seam thickness. Numerous studies of undermined sites conclude that mining occurred many years ago and since no subsidence has occurred, there is no risk of future movement. This is true if sufficient coal pillars have been left to support the overlying strata. However, every year subsidence occurs over mines that have been closed for 100 years or more. In a study of subsidence incidents over the Pittsburgh Coal, the senior authors found that 50 percent of the incidents occurred above mines that had been closed for at least 50 years and 10 percent over mines closed for at least 80 years.

A most renewing and promissing soil displacement screw pile is called the O-pile. The O-screw pile is a soil displacement auger pile based on a screwing in - screwing out procedure. The displacement auger head consists of a discontinuously diameter - increasing steel tip, on top of which the continuous screw flange with variable pitch is mounted. The soil displacement is kinematically ensured by downwardly oriented slots mounted on the auger head at different well chosen locations on the flanges. This leads to a very efficient lower energy screwing-in sequence of the pile and consequently to a high penetration rate. A test loading program of instrumented O-piles has been carried out in order to evaluate the load settlement behaviour, the shaft and tip capacity of the O-pile, including its specific installation parameters.

A number of standard tests are conventionally carried out to characterise strength properties of rock. The values of the parameters obtained are often affected by planes of weakness or defects in rock structure. For the purpose of mine design, the range in values or the class of the strength (obtained from a number of tests) is generally more important than a precise value (obtained from a single or limited number of tests). Research has been conducted to establish a relationship between an indentation index and the strength of the intact rock material from the Eastern Goldfields of Western Australia. The Tamrock Raise Boring Index (RB-i) test, which is quick and easy to perform, was selected as the indentation test. The results show that, for heterogeneous, strong to very strong rock, there is a good correlation between the indentation index and the uniaxial compressive strength and tensile strength.

"Gold cyanidation kinetics which are often limited in commercial operations by the rate of oxygen dissolution from gas bubbles into the slurry, are discussed. Emerging technologies for improving the rate of oxygen dissolution are compared and the gas efficiency, energy use and operating performance of inverted cones and a device based on a jet diffuser are examined. The effect of solids loading is also reviewed and a relationship between operating parameters and the kilograms oxygen dissolved per kilowatt-hour is presented.Inverted cones are shown to create slurry settling problems at high gas flow rates and surface tension lowering agents are shown not to greatly improve the overall rates of oxygen dissolution.The novel jet diffuser technology operates at a range of gas to liquid ratios that improves its energy use over conventional technology and the performance of a number of designs are discussed.Gas efficiencies as high as 35% were observed with the novel diffusers at 40 cm diffuser immersion and are expected to increase at greater immersions. Energy use of 1.8 kg 02 I kWh were estimated for prototype full size diffusers operating at 100 cm immersion. "Cable bolts are an important support component in modern underground mines. If an optimized cable bolt system is to be achieved, it is insufficient to focus on cable bolt layout design or on cable bolt installation in isolation. Cable bolt support, like all engineered systems, requires a holistic approach, encompassing integrated elements of design, implementation and verification. The “Cable bolting Cycle” described in this paper incorporates these components along with related tools and procedures which should be used together to ensure effective and efficient cable bolt support.Design involves the consideration of demand, capacity and constraints as outlined in this paper. The demands imposed on the sup-port system by the rock mass response to excavation under the combined action of stress and gravity must be matched to the capacity of the cable bolt array. The cable bolt system capacity is a function of the component strengths of the steel strand and the bond (load transfer) and by the deformation response and retention characteristics of the system. The design is bounded by operational and economic constraints.Implementation of the cable bolt array can then proceed and must include appropriate protocols of communication, training and quality control, in addition to both general and site specific installation procedures. The Goodyear nickel prospect is located 45 km southeast of Kalgoorlie (31.04¦S, 121.80¦E) near the eastern boundary of Hampton Area - East Location 45 (Figure 1). Nickel mineralisation was discovered on the Goodyear prospect in March 1996 when a reverse circulation drillhole (GYC5), initially drilled in December 1995, was deepened to meet a minimum footwall penetration requirement of 20 in that had been set for the drill program. Approximately 3 in of sulphides averaging 4.9 per cent nickel was intersected from 296 metres down-hole, this being within 2 in of the first end-of-hole. Hole GYC5 was part of an eight hole drilling program undertaken by Titan Resources in late-1995. This program was designed to test whether nickel mineralisation in the Dunlop prospect, discovered by the Western Mining Corporation - BHP Camylia Joint Venture immediately east of the East Location 45 boundary, continued across the tenement boundary. The area targeted by the initial drill program had been explored by Western Mining Corporation in the mid-1980s using extensive surface sampling and a drilling program that included 17 RAB and percussion drillholes. None of these holes intersected nickel Mineralisation.\

A model was developed to facilitate secondary tailgate support selection based on analysis of over 100 case studies, compiled from two different surveys of operating longwall coal mines in the United States. The ALPS (Analysis of Longwall Pillar Stability) program was used to determine adequacy of pillar design for the successful longwall case histories. A relationship was developed between the secondary support density necessary to maintain a stable tailgate entry during mining and the CMRR (Coal Mine Roof Rating). This relationship defines the lower bound of secondary support density currently used in longwall mines. The model used only successful tailgate case history data, with adequate ALPS SF according to the CMRR for each case. This model facilitates mine design by predicting secondary support density required for a tailgate entry depending on the ALPS SF and CMRR, which can result in significant economic benefits.

"The subsolidus phase relations in the Sm2O3-CeO2-CuO ternary system sintered at 1000°C in air have been investigated by X-ray powder diffraction. The system can be divided into two ternary phase regions and three binary phase regions. Solid solution Sm2-xCexCuO4-y is the only ternary phase in the system. The maximum solid solubility was confirmed to be x = 0.2. The crystal structure, oxygen content and superconductivity of the solid solution Sm2-xCexCuO4-y have been investigated.I. INTRODUCTIONAfter the first discovery of the superconducting ceramic system La-Ba -Cu-O[l] with Tc = 30 to 40K, other families of cuprate-based ceramics have been synthesized with higher critical temperature. These oxides include the R-Ba-Cu-O (R: rare earth) systems (Tc=90K or so)[2,3], the Pb-Sr-(R,Ca)-Cu-O systems (T c = 50 to 100K), the Bi-Sr-Ca-Cu-O systems (Tc=80 to 105K)[4], the T1-Ba-Ca-Cu-O systems (Tc=85 to 125K)[5], the Hg-Ba-Ca-Cu-O systems (Tc=90 to 150K)[6,7], and some others. The improvement of Tc is very rapid. The measurement of the Hall and Seebeck coefficients shows that they all are p-type superconductors. In 1989, Tokura et al.[8] discovered the superconductors R2_XCexCU04_y(R = Nd, Pr, Sm) with Tc=20 to 24K (onset) and found that the charge carrier is electron in contrast to their hole doped counterparts. This discovery increases the fundamental understanding of the cuprate-based superconductors by comparing their characteristics and mechanisms to those of the p-type superconductors.One of the outstanding features of these n-type superconductors is the difficulty in obtaining samples in good charactors, such as the difficulty in obtaining zero resistivity state in single crystal or bulk samples; the semi-conductivity of bulk samples in ordinary state (opposite to the superconducting state) and a reducing reaction involved before the superconductivity has been found[9]. Therefore, it is necessary to optimize the sample preparation of the n-type superconductors. All the n-type superconductors have been found· considerable solid solubility. The compositional variations play a governing role in the carrier doping of the superconducting phases. Also, it is vital to the ceramic processing of superconductors to identify the compatible phases in the phase diagram. Finally, there is always the possibility of finding additional compounds, both superconducting and non-superconducting, in an unexplored system."

As the U.S. Environmental Protection Agency (USEPA) and state regulators increase the stringency and enforcement of regulations concerning emissions produced by open-air detonation of energetic materials, research must provide the means of obtaining emissions data. The BangBox emissions testing program established the technical foundations for emissions characterization which have been accepted by the USEPA and other regulatory agencies; the technical issues remaining are nettlesome and require new approaches in test procedures.

Spent nuclear fuel (SNF) can be treated in a molten salt electro refiner for conversion into metal and mineral waste fonns for geologic disposal. The fuel is dissolved in molten chloride salt. Non-transuranic fission products in the molten salt are ion-exchanged into zeolite A, which is subsequently mixed with glass and consolidated. Zeolite was found to be effective in removing fission product cations from the molten salt. Breakthrough of cesium and the alkaline earths occurred more rapidly than was observed for the rare earths. The effluent composition as a function of time is presented, as well as results for the distribution of fission products along the length of the column. Effects of temperature and salt flow rate are also discussed.
