Provide the U.S. mining industry with the means to measure and control exhaust emissions of diesel engines used in underground mines. Approach Diesel research is divided into four primary areas: exhaust aerosol measurement, particulate control, gaseous emission control, and chemical and biological characterizition of particulate matter. Diesel research is frequently cosponsored by industry; collaborative research ventures between industry, academia, other government agencies, and the Bureau arc common. Diesel research at the Bureau is conducted in the diesel engine research facility at the Bureau?s Twin Cities Research Center (TCRC). This facility is a state-of-the-art laboratory capable of performing emissions testing, exhaust control evaluations, and safety tests. Background Exposure of mine workers to airborne contaminants from diesel engine exhaust is potentially harmful. The National Institute for Occupational Safety and Health has recommended that whole diesel exhaust be regarded as "a potential occupational carcinogen" and that ?reductions in exposure to diesel exhaust in the workplace would reduce the risk." The U.S. Mine Safely and Health Administration (MSHA) convened an Advisory Committee on Standards and Regulations for Diesel-Powered Equipment and is beginning to implement its recommendations, which cover health, safety, and certification and approval issues surrounding the use of diesels underground. In January 1992, MSHA published an advance notice of proposed rulemaking to regulate diesel particulate matter in underground mines.

Any defect activity resulting from an applied stimulus on a structure will generate a stress wave which travels in the medium under the laws of acoustics, thus the name of acoustic emission (AE). AE techniques can therefore provide information on the deformation of both surface and below ground structures, Two operating coal mines were monitored from the surface, and both mining activity and post mining microseismic activity were detected. The nature of the detected AE signals demonstrated that there were a range of deformation mechanisms in operation and that some predictive capabilities were possible with the technique.

The U.S. Bureau of Mines has developed an intrinsically safe carbon monoxide (CO) monitoring system for mines by coupling a fiber-optic data telemetry (FODT) system with a prototype electro- chemical CO monitor. The CO monitoring system can be used in a coal mine as one component of an early fire warning system. This system may be used in belt haulage entries when the entries are used for supplying ventilation air to working places. The FODT accepts a 0.1- to 1.1-V analog signal from the monitor and converts it to pulses (0 to 5 V) at frequencies from 1.1 to 11 kHz that drive a light- emitting diode (LED). An electrically nonconducting fiber-optic cable carries the LED signal to a remote receiver. The receiver analyzes the incoming light signal and displays the measured CO concentration in parts per million. This report discusses the performance of the FODT system and characteristics of the CO monitor such as response times, linearity, and temperature and pressure effects.

"This paper focusses on what seem to be the leading indicators of prosperity in the minerals industry during this decade: the geographical distribution of deposits, environmental impact, capital allocation and acid consumption. There is a potential for meeting environmental criteria at a reasonable profit margin, but those with limited acid demand within economic range will face hard times to meet growing environmental concerns, resulting in additional mine closures. At the other end, those with old waste dumps who are thinking about smelting capacity additions will need capital influx at a much larger rate than ever before. All things considered, a change should be made in the way the world's copper reserves are computed, because there is a growing need to internalize these effects back to the ore blocks before a meaningful estimate of reserves becomes available.IntroductionThe copper industry has undergone several changes during the past decade, many of which were expected to take place because they rel1ect the economics of ageing mines. However, many others took place that shocked the industry because they were not completely under control. The focus of this paper is to rel1ect on those changes, and on market expectations for this decade that somehow depend on their impact.To review the prospects for new mine developments and expansions from an industry perspective to a full extent, it would be necessary to consider not only the deposits themselves, but also geographical constraints, environmental constraints, labour composition, technology development and use, the availability of capital, ownership issues, and integration within the industry. In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

Many gold producing states are requiring rinsing of spent heaps to render the leached ore compatible with the environment and are placing restrictions on effluent pa, cyanide, and metals concentrations. Parameters which may affect efficient rinsing of heaps have been investigated by the U.S. Bureau of Mines in laboratory column studies. Rinse profiles for cyanide, metals, and pH as a function of the volume of water passed through the spent ore are presented. Fresh water rinsing of spent ore in columns showed that rinsing of cyanide was not affected by the rinse solution application rate. Interrupted rinsing with a rest period between applications reduced the volume of water required to meet effluent cyanide concentrations. chemical oxidation of the effluent with recycle of the rinse solutions reduced effluent cyanide concentrations and the volume of waste solution generated. Water rinsing was not successful in reducing the alkalinity of the cement agglomerated ore. A dilute acid solution had to be applied after cyanide removal to reduce effluent pa levels to specified limits.

For over 30 years the JKMRC has been conducting research aimed at improving the understanding of comminution and classification processes. The result of this research has been the development of a range of comminution and classification models which has been successfully applied in numerous optimization and design studies throughout the Australian Minerals Processing Industry. This paper reviews the current status of our understanding of the mechanisms which govern comminution and classification processes. Outlines of mathematical models of these processes are described together with examples of their application in design and optimization studies.

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990's, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency's (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990's.

Macraes Mining Company Limited operates a 2.1 million tonnes per annum gold processing plant at Macraes Flat, Otago. This uses a conventional CIL route to treat oxide ore, and a flotation, grind, CIL route for sulfide ore. This paper describes the design and operation of this process plant.

A simple and rapid method for delennining gold and silver in carbon samples is described. The method involves dissolution of carbon ash in a strong oxidising medium of aqua regia and hydrofluoric acid. Gold and silver are determined in the resultant solution using atomic absorption speetrometry (AAS). The method is efficient and reproducible. Gold results are comparable to the standard fire assay results, with agreement of results within ± 5 per cent. The co-efficients of variation for gold and silver are 0.37 and 0.39 per cent respectively for six replicate analyses. The analysis of gold and silver in a batch of ten carbon samples can be completed in approximately four hours.

The very large quantities of energy used for size reduction in the minerals processing industry necessitate the accurate prediction of comminution machine power draw for optimum plant design. The JKMRC has developed effective models for predicting ball mill, autogenous mill, semi- autogenous mill and crusher power draw. When combined with comminution models they provide a powerful tool for evaluating not only the size reduction performance of a plant design, but its power utilization efficiency as well. This paper describes the structure of the mill and crusher power models. Data from a wide range of equipment types are presented which illustrate the accuracy of these models.

Open pit mines require substantial capital investment at the beginning of the operation and replacement investment at later years. The objective of obtaining the highest possible return on investment in a mining project can only be achieved with an efficient long term production plan. This plan consists of optimally determining four principal elements: 1) the amount of ore and waste to be mined each year, 2) the specific blocks to be mined each year, 3) the optimum mine life, and 4) the ultimate pit limits, which delineate the total reserve to be mined. The existing methodologies only provide solutions to one or two elements, by assuming the others known. Furthermore, the cost of mining each block in the deposit is assumed to be known and independent of the production schedule. The four elements of production planning are interrelated and the cost of mining any block is a function of the production schedule. The ultimate goal of this study, ,whose first steps are' discussed in this paper, is to develop a solution methodology that can simultaneously optimize all four elements of the production planning problem in open pit mines without making a priori assumption on any of the four elements.

"Environmental concerns have recently been growing over the disposal of reactive desulphurizing slag. Consequently, increased pressure has been placed on the foundry industry to reduce the reactivity of this slag.To address this problem, Cyanamid has developed a new product which significantly reduces the calcium carbide content of the desulphurizing slag. Testing equipment and procedures have also been developed to evaluate both the existing levels of carbide in the slag and the decreased levels which are achieved with this new material.The development and use of this engineered carbide desulphurizer has made possible significant environmental and efficiency improvements in the field of calcium carbide desulphurizing. Consequently, the lifespan of calcium carbide in ductile iron desulphurization has been increased, as have the benefits of its use in the foundry industry. IntroductionIn the production of ductile iron, calcium carbide has long been used for hot metal desulphurization external to the cupola. Its cost effectiveness, reliability and ease of use have traditionally made it the desulphurizer of choice for a great majority of ductile operations. Recently however, environmental concerns have been raised regarding the quantity of calcium carbide remaining in the slag after desulphurizing. Analysis has shown that as much as 25070 of the weight of the slag may contain active carbide. Sands are utilized to make molds for metal castings in the foundry industry. Approximately a half ton of sand is disposed of for each ton of metal cast in this country. In Michigan, annual sand disposal amounts to about one million tons. A process has been developed in this study to reclaim sands from a steel foundry. Physical separations are utilized in conjunction with other operations (such as the removal of binder, metal, spruce, washes, etc.) to yield silica and chromite sands with desirable molding properties. Several different separation methods, including electrostatic, magnetic, and various gravitational approaches have been examined. Experimental results are presented. The applicabilities of these separation methods are discussed.

The properties of coal or rock containing gas are very important both for studying coal and methane outburst mechanism and for controlling underground rock in mining. The theological fracture properties of coal containing gas were studied to obtain its rheological fracture principle both in microscopic scale and in macroscopic scale. The application of this principle is successful in explaining coal and methane outburst mechanism and for putting forward a rheological hypothesis of coal and methane outburst.

The final 26 tables of this chapter, tables 14-39, extend and expand the statistical series on production that was started in the 1963 edition of the "Area Reports: International" volume of the "Minerals Yearbook" and that was subsequently updated and expanded in the 1965 and 1967-88 editions. In this year's edition, for the first time, a column has been added to each of these tables providing a 5 year average for 1985-89, inclusive. This should provide a clearer picture more rapidly of the role of each major producer over the 5-year period. The listing order of major producers, however, continues to be, as in past years, in descending order of rank in the year of review, 1989. With the inclusion of silver and uranium oxide in the 1988 edition of this chapter, this group of tables now includes each of the crude minerals that ranked from 1st to 19th in 1983 in terms of value of their output (as well as four others of lesser rank). These 23 crude mineral commodities accounted for 93% of the estimated value of world crude mineral of world crude mineral production in 1983. In addition, world output of five key down-stream products-aluminum, steel, cement, nitrogen in ammonia, and refined oil are included because of their significance as products.

Introduction The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter (L/D) ratio. This is in spite of the fact that practice varies substantially: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia, and historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills, on the occurrence of the overload phenomenon, and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape factor is of major importance in this area and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type. Dimensionality in mill design Ball mill shape factors in the period prior to 1927 (Taggart, 1927) averaged 1.1/1 for 29 center discharge mills and 1.0/1 for 30 peripheral discharge mills. With the resumption of new plant construction after the 1930s depression, the Morenci concentrator continued the 1/1 ratio with its 3.1 x 3.1 m (10 x 10 ft) mills. The ratio was increased progressively from then on, reaching 1.6 and 1.8/1 for the largest overflow mills currently. As shown recently (Arbiter, 1989), this is in sharp contrast to autogenous and SAG mill shapes, for which the ratio averages 0.4 in North America. On the other hand, South African practice, starting at the turn of the century with autogenous mills having 4/1 ratios, moved toward 1/1 until recently, when a 2.5/ 1 ratio mill was installed. The reasons given for such divergent practice for mill shape factors are in some respects contradictory and generally inconclusive. The most complete discussion from a practical viewpoint (Dor and Bassarear, 1982) is limited to primary SAG and autogenous mills. Considerations of ball mill dimensionality have had a twofold direction. On the one hand, it has been argued that ball mill efficiencies should increase with increasing diameter and that the specific energy for a particular grind should be reduced accordingly. An inadvertent test of this idea at the Bougainville operation (Burns and Erskine, 1983) resulted in drastic underpowering, which led to failure to reach design capacity until additional mills were installed. This can be taken as strong evidence against any increase in efficiency with diameter. In another direction, it has been argued (Arbiter and Harris, 1982, 1983) that there is a limit to ball mill diameters because of the demonstrable limit to axial flow velocities evident in the overload phenomenon, which as a fact is incontrovertible. But that it places a limit on mill diameters overlooks the evidence given below that appropriate variation in the L/D ratio will permit major increases in diameter, limited only by constructional or economic factors. The present study was directed toward quantifying the overload phenomenon through examination of the influence of mill dimensionality variation and mill operating variables on its occurrence. It is shown that varying the operating conditions, specifically the load fraction and the fraction critical speed, can reduce the risk of overload for existing operations; while appropriate decreases in the L/D ratio can minimize the risk in the design of new circuits. Ball mill overload Ball mill overload is a consequence of the approach to a critical velocity with increasing feed rates or circulating loads. Although the effect has been known for over 50 years, there have been no previous attempts to quantify it. The following description of the ball mill as a flow system is the preliminary to a quantitative analysis: 1) In the absence of a ball load, axial flow of pulp through a mill resembles open channel flow, except for disturbances near the shell due to shell/lifter rotation. 2) For a given ball load (Lf), the void fraction available for pulp hold-up (H) for the ascending portion of the load is approximately 0.4 Lf. In the descending portion, it is greater than this and increases with fraction critical speed (Fc) because of load expansion. 3) Increasing the feed rate increases pulp hold-up and progressively fills the available void space. At a critical flow rate, which depends on system geometry, hydraulic head and pulp rheology, void filling reaches its limit; a pool forms rapidly and fills available space outside the ball load and up to the overflow level. Prior to this, pulp discharges mainly along the ascending rim of the overflow. 4) For a small mill (Lo et al., 1990), it has been shown that with increasing feed rates the critical filling is at or near 50% of the mill volume. Power drops rapidly when this level is reached, as required by the torque formula. 5) The transition to overload is associated with the following phenomena: a) The decrease in power draw. b) Damping of mill sound. c) Reduced comminution of coarser feed sizes, probably due to reduced direct impact in the presence of a pool. d) Increased circulating loads, which further intensify the overload, and increased density of cyclone underflows, which can lead to roping. e) Conditions beyond overload are not known because feed rates are not delibelrately increased beyond this point. f) The existence of the phenomenon limits the capacity of a mill with a fixed set of operating conditions and can prevent the balancing of hard ore feed rate decreases by increases in soft ore rates.

"ForewordPart I of this paper, published in the March 1992 issue of the CIM Bulletin, surveyed the probable consequences of a limitation on the emissions of carbon dioxide to the atmosphere for the steel industry. What might be termed the conventional responses to this restriction open to the industry were also surveyed in that section. This section, Part II of the paper, explores a new option - the possibility for the joint production of iron and liquid fuels useful for transportation purposes. In this case, it is shown that it is important to minimize the production of carbon dioxide during the reduction stage to maximize the proportion of the reductant carbon embodied in the fuel. It is also advantageous to conserve hydrogen in the reduction step. In essence, the same carbon fulfills two purposes: it serves as a reductant and fuel for ironmaking and then as a constituent of a liquid fuel. If recovered plastics could be used in ironmaking, the same carbon could serve three useful purposes in turn. The conditions and limitations for the joint use of carbon in such 'cascading' processes are explored below. ABSTRACTIt is becoming increasingly probable that emissions of carbon dioxide from the fossil fuels will have to be reduced to deal with the threat of global warming. This issue is likely to be resolved one way or the other in the period 1995 to 2000 which does not leave much time to develop responsive options. In the intervening period, the policy of the Government of Canada is to stabilize emissions of greenhouse gases at their 1990 level by 2000, by encouraging greater efficiency in the use of energy. Should further reductions prove necessary, economic instruments would probably be employed but these would not be applied before a comprehensive international agreement is reached.There are three main themes in this paper: it is assumed that measures to control carbon dioxide emissions will in fact be necessary by the turn of the century; that there will be a rising need for liquid fuels to supply the world's steadily growing fleet of motor vehicles for many years to come, and that the future niche for Canada's industry in such a carbon-constrained world will be the operation of the energy-intensive industries with efficiency and environmental sensitivity.The steel industry, as a large user of both coal and energy in other forms, would be significantly affected by a need to reduce carbon dioxide emissions. This paper first examines what might be called the conventional responses open to the industry in such a situation and then explores a new possibility for making better use of carbon by the co-production of iron and liquid fuels."

Gold assays from production blastholes in the Mercur Hill Pit were used to delineate known ore zones and to determine how well previous exploration drilling defined these zones. The most important factors causing inadequate ore zone definition were: 1) inappropriate location of drill holes relative to the ore zones, 2) presence of stopes from previous mining, 3) sampling and assaying errors, and 4) smoothing of the ore zone boundaries during ore reserve estimation. Infill drilling strategies were evaluated to determine the efficiency with which a given drill pattern defined the known ore zones. A drilling strategy was developed which improved ore zone delineation when compared to techniques which maintained uniform drill spacing.
