Prospectivity, the relative value of gold, investor confidence, general economic stability and legislation driven by public attitudes are seen as the major influences on the gold mining industry in New Zealand. Since the 1860s the gold mining industry in New Zealand has been subject to the complex interaction of these influences resulting in three successive boom and bust periods. The booms are related to periods of greatest potential economic growth. The busts are more strongly related to downturns in the economy and falling gold price. The influences may be expressed as trends over time. The role of gold has changed from being a currency base to that of a traded commodity. This change has caused price instability and rapid fluctuations in its value. Increased competing land uses, shifting public attitudes and legislative changes have added to the instability of the industry. Reaction against change is to be expected from the companies until new legislation is seen to be functioning efficiently. Other trends show that there has been a tendency towards reduced exploration and consolidation of active gold mining projects. The future consequences of this are likely to be felt both regionally and nationally as there will be no new discoveries to fill production voids which will develop as currently producing mines close. The review of New Zealand's resource use statutes is nearly complete. A period of legislative stability can now be expected. There are some positive signs that consents will be obtained much more quickly than under previous legislation, particularly by those companies which develop the skills to work with the system. The new regime is about consideration of impacts rather than specific activities. This, together with excellent prospectivity, bodes well for the identification of mineral resources in New Zealand.

The DEAREX knowledge acquisition and engineering system is a teaching and exploration tool designed to facilitate the under- standing and development of expert systems by explorationists without the aid of a knowledge engineer and without recourse to expert system languages. To fulfill its objective, the DEAREX system considers the selection of exploration methods in desert areas. The system consists of three parts: 1. A tutorial which introduces the basic and selected advanced concepts of expert systems, 2. A sample program illustrating how an expert system works and can be used, and, most importantly, 3. A knowledge acqusition and engineering program which enables users to develop their own expert systems. The tutorial provides a brief and concise introduction to expert systems, a 10 rule exploration example which defines, explains and illustrates the basic concepts and design of expert systems, and a glossary of expert system terms including cross references. The sample program is a larger, self contained example of an expert system with some commentary illustrating addition- al expert system concepts and the role of the knowledge engineer in particularizing rules and ascertaining the knowledge base. Restricting itself to the selection of exploration methods in desert areas, the knowledge acquisition and engineering program questions the user and converts the answers into an expert system. Questions pertain to geology, infrastructure, availability of instrumentation, personnel, etc. Additional information may also included. In conclusion, some salient points concerning knowledge engineering toolkits, shells and knowledge acquisition capabilities such as contained in DEAREX are discussed.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Comprehensive world mineral industry investment data do not exist, but limited material published on aggregates of in vestment in some elements of the world mineral industry suggest a continued up-turn in the investment level, at least in market economy countries in 1989. Steel industry investments in Organization for Economic Cooperation and Development (OECD) countries are not yet available for 1989 but, as shown in table 6, increased by 22.1% in 1988, after showing a decrease of 5.2% (revised) in 1987. The pattern of investment ups and downs varied during 1988 within country blocs and economic alliances showing no particular trends. Investment in the steel industry by the United States increased by 58.3% between 1987 and 1988 and was 1 1.9% higher than the previous highest amount invested during the 1984-88 period but was still 41.5% less than the amount invested in 1983. Investment in the steel industries of the European Coal and Steel Community (ECSC) dropped again in 1988 from the revised amount for 1987, which became the first drop after several years of steady growth in what became the expanded ECSC in 1986. This drop in 1988 was the result of lower investments by Denmark, France, the Federal Republic of Germany, Ireland, Italy, Luxembourg, the Nether- lands, and Spain, investments grew or remained level in Belgium, Portugal, and the United Kingdom in 1987 and 1988. A decrease in investment in the Canadian (-26.6%) steel industry was offset by in- creases registered by the members of the European Free Trade Association (EFTA) of 31.7%, by Japan of 19.8% by Turkey of 22.4%, and a slight increase by the nations of Latin America. If data for the world steel industry as a whole, including those of the centrally planned economy countries, were available, the same pattern presumably would be shown as that reported; that is, it would remain fairly stable, with increases in some countries being offset by decreases in others. However, the lack of comprehensive information on the centrally planned economy countries makes it impossible to determine whether the overall trend was up or down despite recorded increases or decreases in production of the materials involved. Background The mine is located in Ebensburg, Cambria County, PA. Cambria County is located within the Allegheny Mountain section of the Appalachian Plateau Province. The geologic structures in the mine area included folds, faults, joints and cleats in the coal. These geologic structures seem to have genetic relationships with the Allegheny Front (lannacchione and Puglio, 1979). The mine's geologic structures have been influenced mainly by Ebensburg Anticline and Wilmore Syncline (Watson, 1979). Current longwall panels lay along the western limb of the Wilmore Syncline oriented south 30° west. Surface topographic relief in the area is less than 152 m (500 ft) and overburden thickness varies from 183 to 244 m (600 ft to 800 ft). The coal seam in the mine is part of the Lower Kittanning Formation. The thickness of the B-seam is the subject of discussion. It varies from 1.2 to 1.5 m (48 to 60 in.) and consists of two parts. The lower part is 1.1 to 1.2 m (44 to 48 in.) of soft coal and the remainder is bony coal. The coal seam dips slightly from 0° to 6° to the east-south direction. Panel entries are driven 61 m (200 ft) wide, consisting of three 5.5 m (18 ft) wide entries and two pillars 24.4 x 30.5 m (80 x 100 ft) centers. The mine has a history of cutter roof problems in the entries (Fig. 1) that has delayed the advance rate of entry development considerably and the cost of maintaining those entries is very high due to the requirement of very heavy artificial supports (Fig. 2). Due to excessive convergence in the headgate, installation of additional support and often resetting of steel beam, to provide enough clearance, in these entries imposed additional delay during the retreat of the longwall face, as the shearer cuts coal adjacent to the headgate and shield support at the headgate needs to advance under the steel beams (Fig. 3). "IntroductionCopper has been recycled ever since its discovery. Even in Graeco-Roman times recycling of this resistant, and thus valuable material was carried out as a matter of course. Just take, as an early example, the Colossus of Rhodes: after the figure collapsed during an earthquake, the bronze parts were melted down into ingots and sold.Copper is a material which can be recycled again and again because copper produced from recycling is not different from copper originating from primary materials. This is mainly due to electrolytical copper refining whereby not only the base metals but also the precious metals can be removed. In contrast, with aluminum and iron only the more electropositive elements can be removed by refining, and the resultant scrap must, therefore, be sorted mechanically into various alloys for subsequent smelting.The recycling rate for different base metals is given in Table 1. Despite this ideal prerequisite, the generally quoted recycling rate of copper of about 40070 appears rather low. However, it must not be forgotten that the recycling rate is defined as the ratio of the annually utilized quantities of copper scrap and the annual production figures (Table 2). Moreover due to the economic growth over the last 30 years the availability of copper from scrap materials is lower than its consumption because copper is principally employed in very long-life consumer durables and only returns to the recycling circuit after many years. The average time for the copper of some goods to be recycled is detailed in Figure 1."

1991 saw the completion of a three-year $1.1 million research and development program in mineral sands beneficiation, funded in two associated projects by the Australian mineral sands industry through AMIRA, and carried out by the Julius Kruttschnitt Mineral Research Centre. It is believed to be the largest R&D project in mineral sands ever conducted by a university research group. It covered dry plant operation, and delivered several products to the industrial sponsors, including: ò A detailed characterisation of the radiation properties, mineralogy and size distribution of inhaleable dust arising in dry plants. ò New process models of magnetic and electrostatic separators. ò New on-line instruments for elemental assay (in association with AMDEL) and bulk conductivity measurements of dry process streams. ò Demonstration and evaluation of the Magstream magnetohydrostatic separation technology.

The material-balance smoothing technique is applied directly to the problems associated with the evaluation of the performance of backfill-preparation plants. A computer package specially designed to assist the process engineer in such evaluations has been developed. The usefulness of the technique as compared with other methods for the extraction of meaningful information from backfill-plant data is demonstrated.

As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.

Abstract -The Murray Brook massive sulfide deposit, which was the first geochemical discovery in the Bathurst camp, is one of the largest sulfide deposits in the area. The massive sulfides are hosted by quartzose metasedimentary rocks in the lower part of the Ordovician Tetagouche Group. This thick succession of sedimentary rocks is overlain conformably by felsic volcanic rocks, and is structurally overlain by mafic volcanic rocks. The massive-sulfide body is polydeformed, but primary metal zoning is still discernable and may permit future exploitation of discrete lead-zinc and copper zones. Although it was discovered in 1956, the deposit was not developed unti11989, when Murray Brook Resources commenced processing of gossan containing precious metals. Recovery of gold, silver, and mercury is accomplished by indoor vat leaching on a year-round basis.

The A J Parker Cooperative Research Centre for Hydrometallurgy has recently been established by a major grant from the Australian Commonwealth Government. The participating institutions in this centre are the CSIRO Division of Mineral Products, Curtin University of Technology, Murdoch University and the Chemistry Centre (WA). The Australian Mineral Industries Research Association is also a partner. Information is presented about the research activities of the Parker Centre, which are focussed on the solid/solution interface. Three research programs have been established in the areas of leaching, precipitation and surface processes (adsorption). The initial projects within these three programs are described. Details are also given of the Centre's education program which include honours degree training, masters and doctoral degrees by research, a masters degree by course work and workshops. The importance of collaboration with industry to the successful operation of the centre is stressed.

The opencast lignite mines in the Rhinel and Di strict/Germany are equipped with the continuously operating bucket-wheel excavator - conveyor - spreader system. High productivity requires large capital expenditure on main mine equipment as a precondition for efficient mining. In operation, the technology employed leads to a particular cost pattern which is quite different from that of other industries. Labour, auxiliary equipment and mobile vehicles are the most important cost factors which can be controlled by the management. In this respect information processing computer systems are used for systematical and interpretable representation of operational tasks and jobs both in planning and work preparation and in recording the operational data describing the work result and the use of resources. Another aim of the project is to relieve the middle management of major part of its administrative routine work. Job-related work planning and data recording open up various possibilities of analyzing the operational procedures. This analysis shows, for example, what auxiliary machines are particularly suitable for specific tasks, and working groups can be organized so as to take account of the different skills of individual employees for the sake of an optimal work product. Computerized information processing provides the decision makers with topical information related to their respective responsibilities. The mining department of the Hambach opencast mine is the first user of the PERMAD system. Due to the favorable evaluation it has been decided to introduce PERMAD in three other mines in the course of 1992/93.

The Elkhorn mining district is located 35 kilometers southeast of Helena, Montana, on the southeast edge of the Boulder Batholith. Geologically the district consists of a folded sequence of Paleozoic limestones and shales which have been thermally metamorphosed and altered by monzonite to diorite intrusives related to the Cretaceous Boulder Batholith. For the most part, the skarns are associated with metasomatic: replacement of calc-silicate hornfels, diorite and marble by iron rich, dark green pyroxene, garnet, sulfides, the district contains excess of 30,000 Kg.

A structure based model has been developed for the prediction of viscosities of K20-B20, melts. These melts exhibit an anomalous behavior of viscosity with continuous variation in B203 content. A maximum and a minimum are observed at low temperatures, which disappear on raising the temperature above the softening range. The addition of K20 to the borate melts causes two opposing phenomena: (1) depolymerization effects and the related breakdown of network structure resulting in the formation of singly bonded oxygens, which weakens the structure and hence causes a decreases in viscosity, and (2) the formation of four coordinated borons (BO4 tetrahedra) which strengthen the structure leading to an increase in the viscosity. The structural changes taking place in these melts on varying the temperature and the alkali content have been reviewed and are incorporated in developing this model. The predicted values are in excellent agreement with the experimental values over the whole temperature and composition range.

Neutron scattering has played a crucial role in advancing our understanding of rare-earth materials. It has provided a detailed description of the rich array of exotic magnetic structures; it has confirmed the accuracy of theoretical wave functions for the 4f electrons; and it has provided fundamental data on the collective magnetic excitations in these materials. The fundamental property of the neutron which has been exploited in this work is the magnetic interaction which exists between the magnetic moment of the neutron and atomic magnetic moments on individual rare-earth atoms. This interaction produces scattering of neutrons in a manner closely analogous to the scattering of X rays by atomic charge distributions. In a material exhibiting long-range magnetic order, Bragg diffraction peaks will appear at scattering angles determined by the periodicity of the magnetic structure. The Bragg intensities are determined by the magnitude and relative directions of the atomic moments. The rare-earth metals and alloys are characterized by sinusoidal modulation of magnetic moment components which can be combined in various ways to produce a variety of magnetic structures. The periodicity of these modulations is frequently not related simply to the underlying periodicity of the chemical structure. The major features of these structures are explained by the combined, and sometimes competing, exchange and crystal-field interactions. At a more fundamental level, neutron diffraction also gives information on the spatial distribution of a magnetic moment in a rare-earth atom. This moment comes from the 4f electron shell, and accurate measurements of the neutron scattering amplitudes have been used to check the accuracy of atomic wave function calculations for the 4f electrons. It was found that relativistic Dirac-Fock calculations are in excellent agreement with the experimental results. Collective excitations of ordered magnetic systems are described in terms of spin waves, which are sinusoidal modulations in space and time of the direction of the ordered moments. Inelastic neutron scattering is used to measure the energy and wave length of these collective excitations. Analysis of these data gives direct information on the interatomic interactions responsible for the magnetib properties of these materials.

Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

A two-step approach has been developed for surface mine short term planning by the authors. The first step is mid term control and planning by the use of Goal Programming. This step gives optimal results for mid term planning (i. e. yearly or quarterly mine plan) as well as a macro control for short term planning (i. e. monthly or weekly plan.) The second step of the approach deals with short term production scheduling by the application of CAD technique and Systems Simulation. An interactive color character graphic design system has been developed with a software package. The menu-driven and module- structured package provides sufficient functions for surface mine short term planning and makes the model very flexible and user-friendly. This model has been applied to a large surface coal mine for short term planning optimization. Satisfactory results have been obtained. It is concluded that for complicated mining conditions this two-step combined approach gives an optimal control of mid term planning, makes the short term planning easier to avoid blindness; it has been proven that the Goal Programming is a powerful tool for solving multi-objective decision-making problems; guided by GP mid term planning, the CAD technique and simulation software package for short term planning are able to be concentrated on their practicality and flexibility.
