Reference information and user instructions for Version 3.0 of the Accident Cost Indicator Model (ACIM) software package are presented. ACIM estimates the tangible costs of occupational injuries, illnesses, and fatalities in the United States mining industry.

The Menominee Range of northern Michigan was a major producer of direct shipping iron ore for nearly a century. When the last underground mine on the Range ceased operation in 1978, it marked the end of an era. For since the start of mining in the early 1880's the district has gone through a Lull cycle from the start-up of mining through close-down. During this period over 200 million long tons of iron ore were produced and shipped from nearly 100 mining operations. This development and production spanned the time from when the United States advanced from an essentially rural-agriculatural society through the industrial revolution and into the beginnings of the computer and space age. There are many lessons that can be learned from such a rich history. This report attempts to provide ouch a lesson. Through the use of case histories, deficiencies in past mining practices and mine closure procedures that have resulted in current mine related problems are documented. These problems -an be grouped into three areas; 1) subsidence 2) hydrological or drainage problems and 3) problems related to inadequate mine shaft sealing and capping practices.

The work presented in this report represents the background activity which led to the fabrication and testing of a greenhorn and crowd limit switch system for electric shovels. The program began With a literature search and manufacturers product review to gather material as a basis for concept generation. Visits to three open pit mines provided information from operation and maintenance managers which was useful in preparing design concepts. These concepts were evaluated through laboratory tests and engineering analysis to select a final design concept. The resultant greenhorn is four separate shock absorbing pads each enclosed in a housing which bolts to the end of a dipper handle adaptor. The plungers impact against stops mounted to the saddle block. The crowd limit control is a nonmechanical device which senses the location of the dipper and makes appropriate commands to the crowd motor to insure against impacting the greenhorns. The electronic crowd limit control is redundant and indicates malfunction modes. The greenhorn prevents shovel damage in the unlikely event of impact.

The Bureau of Mines conducted a brief laboratory study on the 10-mm diam Dorr-Oliver nylon cyclone to investigate (1) whether high wind speed (>300 ft/min), or sampler inlet orientation with respect to wind direction, can introduce errors when sampling respirable dust, and (2) whether any such errors can be reduced by using an inlet shield. Being preliminary in nature, the study was not structured to produce definitive results, but rather to discern likely trends and to indicate whether or not a more in-depth study of the problem is warranted. Photometric mass sensing measurements suggested that as the wind velocity increased, the cyclone sampling directly into the high-velocity airstream tended to oversample, relative to the cyclone sampling in a low-velocity airstream. Orientation of the sampler introduced measurable differences in sampling efficiency at higher wind velocities. A shield placed around the cyclone diminished the effects of wind velocity and sampler orientation on sampler performance. Results of this work offer sufficient evidence to substantiate the need for a more in-depth study.

Smelters operating under pollution control orders have become increasingly dependent upon the reliable operation of sulphuric acid plants and no factor affects the long term reliability of those plants more than efficient gas cleaning. The sources and characteristics of contaminants in smelter of fgases and the conventional approaches to removing these contaminants to accepted levels are discussed. New technology is described which offers advantages of lower capital cost, lower operating cost and reduced space requirements over the conventional approaches. This new technology has been developed by LAB s.a. and is licensed for metallurgical gas applications by Chemetics International Company.

Underground mine ventilation is now com monly simulated on a digital computer. Such a programme, incorporating natural ventilation has been modified by others to account for methane emission and elevated local tempera- tures. At Wollongong University, the pro- gramme was further developed and extensive interactive graphics incorporated such that any view of the three dimensional mine could be viewed, and superimposed upon that view are areas where a nominated parameter has exceeded a particular value - generally at a nominated time after a particular event and usually a fire/explosion of one type or another. A further programme was developed such that up to 20 'times' could be examined at a particu- lar location after say, a fuel rich fire at some other place in the mine. The output from this programme includes a plot of methane 1, smoke 1, temperature, pressure and air flow versus time - a most useful graphic to observe the limits of safe attendance in a particular Airway.

INTRODUCTION Coal is forecast to be an increasingly important and economical source of energy for the future as the supply of oil and gas declines relative to overall energy demand and perhaps in absolute quantities produced. With the decline in productivity, especially in underground mining, in the early seventies coinciding with the need to produce greater quantities of coal for market, a gradual change from room-and-pillar mining to longwall mining has been taking place in the United States. Consolidation Coal Company (Consul) produces about 50 million tons of coal per year with approximately 66% being from underground mines. Most of the mines are located in the Appalachian Region in the States of Pennsylvania, West Virginia and Virginia, and in Ohio and Illinois. Coal is produced by the room-and-pillar mining method with continuous mining machines in addition to an increasing number of longwall mining faces. Continuous mining machines will continue to be used for driving longwall development entries as well as in areas where partial extraction must be practiced in order to support the overburden rock because of surface structures or in areas that cannot be subsided, or where unfavorable geologic conditions limit the application of the longwall mining methods. ROOM-AND-PILLAR MINING METHOD Some background in the room-and-pillar mining method may be helpful to provide perspective. This method has been widely practiced since the beginning of coal mining in the region. It is a flexible system because it can provide either partial or nearly complete extraction, and coal pillars can be left where needed to support surface structures or oil or gas wells or because of unfavorable geologic conditions (Choi, Dahl and McCain, 1980).

This paper describes three programs, currently in use within MSHA, for graphic analysis of accident frequency data. The first program, TREND, plots confidence bands for curved trends in data compiled over a period of time. In addition to detecting statistically significant upward or downward trends, the program can be used to determine whether an observation at a particular time deviates significantly from the historical pattern. The second program, POIPORP, plots interval estimates for the risk of accident in each of several environments, given an observed number of incidents and exposure time at each environment. POIPORP is designed to quantify the uncertainty implicit in incidence rates based on limited information and to facilitate statistically valid comparisons among the rates. The third program, CINDY, plots dynamically adaptive control charts for accident or injury experience at a given location. These charts are used to detect statistically significant departures from a changing standard or a previously established trend. All three programs are written in FORTRAN IV, utilizing DISSPLA and IMSL. They exemplify forms of statistical analysis that would not be practical without a computer. Use of the programs is illustrated with applications to coal mine fatality and injury experience.

Greensand, greensand marl, and green earth are names given to sediments rich in the bluish green to greenish black mineral known as glauconite by the mineralogist. The word glauconite is from the Greek word glaukos, meaning bluish green. The term "greensand" as a rock name for a glauconite-bearing sediment is more appropriate than "greensand marl," a term that has been doggedly perpetuated in the literature. Because of its potash and phosphate content, greensand was dug and marketed as a fertilizer and soil conditioner for more than 100 years. The advent of prepared fertilizers with adjustable nutrient ratios led to the decline of greensand for agricultural application. The material has since been recognized for use in water treatment. Unfortunately, in spite of large reserves and worldwide distribution, the mineral has not been utilized to any significant commercial extent because no major application has been found for a substance with its chemical composition and properties. This lack is probably due to a paucity of research on its potential commercial application. Extraction of potash received considerable attention during and just after World War I. Because of relatively high extraction costs and generally low potash content (up to 8% ), glauconite lost its appeal as a source of this commodity. Historical Background Greensand was used as a fertilizer in New Jersey in the latter part of the 1700s. During the early 1800s its use became more common; applications of up to 100 tons per acre were sometimes made, although recommendations for agricultural use suggested 20 to 50 tons per acre (Tedrow, 1957). Many crops, especially the forage type, were said to improve with greensand application; however, because of, slow release of potash, large quantities were required. Certain greensands that contain sulfur and sulfide minerals are harmful to plant growth, and these were classified as "poison," "burning," or "black marls." The availability of higher-grade potash salts from other mineral sources, and the manufacture of prepared fertilizers, displaced the agricultural use of greensand during the later 1800s. During the mid-1800s the domestic greensand industry, centered in a small section of the eastern United States, grossed more than $500,000 per year. Toward the end of the century, annual production had dwindled to less than $100,000. By 1910 there were only six or eight greensand producers, grossing less than $5000 (Tyler, 1934). There was a small revival in the industry during World War I because of the curtailment of foreign potash, especially from Germany. During the later 1940s and early 1950s greensand was again recommended as a food nutrient for plants and farm crops. Agronomic studies discussed its potential as a soil additive that gradually releases potash and many trace-element nutrients essential for plant growth (Tedrow, 1957). Greensand was sold with the idea that it would condition soil and absorb and hold water while its base-exchange properties would release trace elements. For a short time glauconite was utilized in certain parts of New Jersey as a binding additive in the brick industry, and in the 1800s for making green glass (Cook, 1868). In the early 1900s the base-exchange property of glauconite was recognized for water treatment, and the mineral gained acceptance as a water softener. "The paper identifies functional areas which frequently can yield significant productivity improvement. Emphasis is placed on the repair and maintenance, material supply and training functions. Successful approaches are discussed in some detail, and typical results which have been achieved are reviewed.IntroductionA challenge which at all times confronts the manager o f any mineral operation is the potential to improve his operation no matter how effective it might be a t the present time. The challenge has been present through my entire lifetime and I suspect a good many years prior to that and, I expect, will continue many year s and decades in the future. The competitive and economic situation in which we in the minerals industry find ourselves today makes the challenge eve n more important during the 1980s. In many cases it’s a question of survival, not simply pr of it improvement.There are, of course, many avenues to improving profitability; technological changes, new equipment and facilities, improved products, improved mine plans, etc. All of these are important and must be addressed by each manager. This paper focusses on just one avenue to improvement and that is ""improved management"", not so much of management at the boardroom level but of improved management o f the facilities and workforce as the y currently exist. Management implies control. There are three areas where control is often found lacking:1, Repair and maintenance of equipment and facilities;2. Material supply including procurement, inventory control and warehousing; and3. Training.These three areas are all complex and difficult to manage and they are all but ignored in the formal education which our industry's manager s normally receive. They are areas which can be improved with relatively small investments and therefore, they represent especially attractive improvement targets during the 80s when, for most of us, investment dollars are very difficult to come by."

The behavior of the rock mass during block caving affects the production of the mine and dictates the loads and deformations placed on required drifts. Traditionally, the drifts used are massively reinforced and buttressed against very high and erratic mining- induced abutment loads or swell muck loads, resulting from undercut- ting. Extensive field investigations in numerous block caving mines in the porphyry intrusive environment, coupled with models developed for tunneling and longwall coal mining, have allowed the development of a unified hypothesis for ore bodies of various degrees of competence. In general, the hypothesis incorporates several sequential steps in the driftlrock mass deformation history, each with characteristic magnitudes, duration, and areal extents depending on ore body competence. 1. Prior to initiating caving, but subsequent to drift development, the rock mass and drift are in a state of near-equilibrium. Zones of stress concentration have stabilized, as for a tunnel. 2. For a newly undercut panel, the rock mass and drifts directly beneath the undercut respond by dilating towards the void created, and undergo a release of compressive strain that manifests itself as tensile failures. 3. For adjacent areas, the rock mass is compressed as the load is shed from the undercut level.

The Crandon deposit, located in northern Wisconsin, is a 65.8 million ton Precambrian volcanogenic massive sulfide deposit which averages 1.4% copper and 5.8% zinc. The deposit is classic in origin, mineralogy and shape. Comprehensive understanding of the geology of both the deposit and the project site has been fundamental to the credibility and success of Project feasibility studies and regulatory permit preparation. Mine development in the current investment and regulatory climate requires thorough and timely application of geologic tools. From 1977-1980 geologic activities were focused on the typical objectives of orebody delineation, reserve estimation, depositional geology, and general site investigation. Results from these programs formed the basis for the Project's preliminary feasibility studies. Since 1981 further geologic investigations have provided criteria for project design, site management, and operational permitting. Activities have included mine entry position definition drilling, developing geostatistical reserve modeling, large diameter (150 mm) core drilling for mill pilot samples, rock mecha¬nics testing, and evaluation of the glacial overburden/deposit geohydrology for computer simulation.

The objective of this program was the development, design, fabrication, and laboratory testing of a mine-worthy continuous respirable dust monitoring system (CRDMS). The operation of the sensor unit of this system is based on the light scattering intensity of the respirable fraction of airborne dust. The CRDMS is compatible with the typical environmental rigors that characterize coal mines and, in particular, the shock, vibration, impact, moisture and dust conditions prevailing at active training machines. The sampled area must be within the breathing zone of the mining machine's operator, whose dust exposure is to be monitored by the CRDMS sensor unit. Instantaneous, as well as shift-averaged dust concentrations, are displayed and recorded for later retrieval, Alarm indications and other diagnostic information are provided. The project was completed with the delivery of three sensor/display units (SDU), one data retrieval unit (DRU), two mining-machine-compatible power supplies, and two [auxilliary] battery packs.

The Resource Conservation and Recovery Act. of 1976 (RCRA) requires testing of waste materials as part of the determination of whether these materials are classified and managed as hazardous wastes. The adoption of one standard testing procedure and its application to all types of waste materials has stirred much controversy. In the center of this controversy is the appropriateness of this testing procedure in characterizing non-ferrous metal intermediates and slags. The authors have evaluated the relative availability of metals in several types of copper and lead slags as defined by various testing protocols. Also discussed is the relationship between the chemical character of the slag and the availability of metals to leaching and certain metallurgical practices that can influence metals availability.

Power requirements for a piece of mobile mining equipment are largely dependent on the set of conditions in which they must operate. These conditions are isolated and key parameters are identified. The effect of operating conditions on power determination is investigated. A simulation technique is developed to predict ranges of power demands for off-highway haul units as an archetype, permitting the analysis of changeable operating conditions. This program uses given data, conditions, and probabilities and ranges to solve for individual components of power, which can then be summed. By adopting such a technique, a systematic and rational determination of power is made possible. The usefulness of this basic approach in the determination of power requirements for other mobile mining equipment is emphasized.

The thermodynamics of cyclone smelting of sulphidic copper ores is described using as example the production of copper matte with 75 wt % Cu. Equilibrium calcualtions and material and energy balances show that an increase in process temperature from 1600 K to 1900 K results in the extensive transfer of minor elements such as As, Sb, Bi, Pb, Zn,.... to the gas phase. A pilot plant for carrying out the cyclone smelting process is described. Calculations of material and heat transfer for the reaction of ZnS show that the smelting reactions of sulphides in the cyclone take place very rapidly at high temperatures. The dissociation of the sulphides with subsequent oxidation reactions in the gas phase plays an important part in. the process and is mainly controlled by heat transfer.

A technical and economic study was made of the feasibility of establishing an underground hydraulic coal mine in the Wilkeson-Carbonado coal field approximately 25 miles southeast of Tacoma, Washington. The deposit contains reserves of more than 200 million tons of generally high quality metallurgical coal. It is located in nine seams of minable thickness in a complex, folded and tectonically disturbed set of anticlines and synclines. Typical dip angles are up to 60°, with minable seam thicknesses of 6 to 17 feet. A mine plan was made for a 2 million TPY mine (clean) using two shafts to access the deposit to a depth of 2500 ft. The mining method uses monitor jets to break coal by sublevel retreat mining, fluming to a sump and pumping the minus 0.25 inch coal to the surface and to a preparation plant. The plus 0.25 inch coal is hoisted by skip. Cleaned met coal would be shipped by rail for export. A middlings product would be sold as thermal coal. Assuming a coal price of $48 per short ton (FOB the mine) for the met coal and $35 for the middlings, the return on investment is estimated at 20% after taxes. The many uncertainties about the geological conditions and the specific mine design parameters make the economic analysis and conclusions somewhat tentative. A second mine could also be developed in the eastern section of the reserves to produce 1 million TPY of clean coal and is expected to have similar economics. Recommendations are made for a Test Mine and a Pilot Mine leading to a production mine.

A comminution circuit is an important integral part of a mineral processing plant. Nearly 40% of the capital cost and 30 to 40% of the operating cost are taken up by the crushing and grinding circuit. Therefore, considerable care should be given to the design and selection of this circuit. Several factors affect the selection of a comminution circuit--energy consumption, avail- ability of the equipment, the remoteness of location, and availability of trained personnel, to mention a few. Each of these factors influences the choice. Selecting a comminution circuit strictly on lower capital cost may not be optimal. Crushing and grinding circuits are usually site specific and should be selected - only after careful analysis of all the factors involved. The objective of this paper is to show the effect of these factors, which are extranious to capital cost. Usually, the capital cost of a semiautogenous grinding circuit is lower than that of an equivalent conventional circuit. However, due to lower equipment availability and high power costs in certain locations, the economic advantage of lower capital cost is lost. Analysis indicates that a break even point occurs at a power cost of 5¢/kWh. This paper describes the procedure utilized for selecting the most economic comminution circuit and states the conditions applicable for each cominution circuit.

Gold was first discovered on the Shotover by Thomas Arthur in 1862, and soon there were over 3000 miners working on the river. It has often been called the richest river in the world. Most countries probably have one of these, but it was certainly the richest in New Zealand. In the early days some miners collected as much as 200 oz/d from a sluice box, and the early river gravels must have been extremely rich before the gold bearing terrace gravels were sluiced into the river. Otago produced about 10 Moz out of the NZ total of over 30 Moz. Most of this was alluvial and possibly one third or more came from the Shotover. The extremely cold winter and danger of flooding made it a dangerous river to work. During 1863 when heavy rain melted snow in the high country, the river rose 35 ft overnight and drowned many miners camped on the banks. These hazards still exist and dominate the method of working. The early hand miners cleaned out much of the riverbed, and the advent of the hydraulic elevator enabled deeper parts of the river to be worked over. Extensive sluicing of high terraces also took place particularly around Skippers. Several companies have attempted operations on the Shotover. Many of these were distinctly unsuccessful, such as the suction dredge at Maori Point about 1930 and the Skippers Limited fluming in about 1934. At least two attempts were made to divert the river with the Sandhills cut above Skippers and the Oxenbridge Tunnel down near Arthur's Point.

The investigation summarized in this report addressed two primary issues: the determination and use of correction factors, and the development of guidelines for velocity measurement site selection. Other ancillary issues which were addressed include a comparison of measurement methods and devices, aircourse cross-sectional area measurement, and characteristics of mine airways. An exhaustive literature search and analysis was performed; extensive in-mine experiments were conducted; a quantitative analysis of the data was used to develop correction factor tables and site selection guidelines. The reported results of other researchers who have examined the correction factors and site selection criteria, were analyzed in light of the results of this study. The measurement devices included in the experimental phase were: vane anemometer, vortex shedding anemometer, a prototype thermoanemometer, smoke tube, and, oil of wintergreen. The measurement methods include single-point centerline, timed¬-point traverse, continuous traverse for the anemometers, and various distances and cloud positions for the smoke tube and oil of wintergreen devices.
