Australia is tightening its rules governing mineral processing and the purchase of rural land by foreign investors" Rural land purchasers in the future will have to demonstrate to the Foreign Investment Review Board, the applicable governing body, that they will introduce new techniques or developments that will benefit Australia. In mineral processing, the criterion will be the availability of maximum opportunities for Australian equity capital. The changes are designed to discourage absentee landlords and speculators from abroad. A diamond field discovered several years ago in the northern section of Western Australia, known as the Kimberley region, is now thought to be one of the largest in the world, according to Conzinc Riotinto of Australia Ltd. (CRA). Figures released late in 1981 by CRA indicate that the main orebody of at least 100 million metric tons contains possibly 500 million carats of diamonds with a conservative market value of $8 billion. The diamond stones in the 100-acre deposit are about 10% gem-quality, 30% near gem, and 60% industrial. Initial production is expected to be about 17 million carats annually, which could be expanded to 25 million carats annually. World production of natural diamonds has been about 40 million carats per year from a reserve base of about 700 million carats.

An upsurge in demand for Australian coal has seen a much needed programme for a new generation of coal ports. This paper discusses design concepts in planning a large modern terminal, with the 25 Nt/a Port Kembla and the 50 Mt/a Newcastle facilities as practical examples. The need is emphasised for a studied Master Plan, in-built materials handling flexibility and staged development. Trends in bulk ship design and loading methods are noted. Features of these Australian designs include methods of dealing with poor ground conditions, functional civil engineering for environmental protection and optimal marine structure designs.

The solving of complex metallurgical flowsheet calculations by hand is, at best, a tedious job which often proves that engineers, too, make mistakes. The high cost and long lead time associated with manual flowsheet solutions have led several organizations involved in research, development and construction of extractive metallurgical processes to search for computerized systems which will solve flowsheet calculations. Although design flowsheet programs have been developed by the chemical industry, the ability to solve flowsheets involving particulate solids is usually overlooked. A new computer applications system has been developed at Fluor Mining and Metals which has been designed to accommodate the type of design flowsheets required by the minerals industry. By employing the sequential modular computation technique, a library of metallurgical pro- cessing routines may' be accumulated which are used by a universal executive system. This technique enables rapid solution of new process) .flow- sheets with only a minimum of additional programming effort. The implementation of the FLEXMET flowsheet solution system is the subject of this paper. Some of the major features of the system which are examined include interactive input data handling, automated flowsheet calculation order arrangement, flexible accomodation of unit operations models and advanced management of recycle and specification control calculations.

Plate loading tests which use surficial loading of a rock mass are employed quite extensively for the determination of in situ deformability characteristics of rock masses. The cable jacking method is essentially a surficial plate load test in which the test load is provided by reaction against a cable anchored at some depth below the rock surface. The results of the test are usually evaluated within the framework of the classical theory of elasticity to generate estimates for the bulk deformability properties of the rock mass. In the conventional evaluation of this test it is assumed that the test plate is rigid and that the embedded anchor load has no influence on the test plate settlement. The purpose of this paper is to examine the possible influences of the plate flexibility and the anchor load location on the effective settlement of the test plate. The variational estimates presented in the paper are valid for moderately flexible test plates which are characterized by a relative rigidity parameter Numerical results are developed in the form of correction factors that should be applied to the cable jacking results to arrive at the deformability characteristics of the tested rock mass.

I am very pleased to be here at this seminar on carbon-in-pulp (CIP) technology for the extraction of gold as I am always interested to hear about any new development in any aspect of gold ore processing. We can expect to learn a great deal from the papers to be presented over the next few days. It is not my purpose to give a detailed description of the CIP process nor to give a complete historical review. However, in this opening address it was thought appropriate that I should mention some historical features and some technical factors to set the scene for subsequent papers. INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.' The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. The Bureau of Mines conducted research to evaluate superplastic behavior in commercial magnesium-base alloys AZ6IA, ZK60A, ZW3, AZ3IB, ZWI, and an experimental Mg-12 pct Al alloy. Strain-rate sensitivity indices (m-values), maximum elongations, and effects of superplastic elongation on tensile properties were determined on fine-grained sheet. Inert-gas-pressure hemisphere-forming tests were conducted on selected sheet stock of the five alloys. Formability trials on AZ31B alloy sheet were conducted on industrial equipment for comparison with commercial superplastic forming of Zn-AI alloy. Closed-die-forming tests were performed on extruded ZK60A rod. All alloys exhibited well over 100-pct elongation, indicating superplasticity, at temperatures and strain rates near the maximum m-values. Tensile properties were generally reduced following 100-pct superplastic elongation, but not to an extent that would preclude use of the commercial alloys in the superplastically deformed condition. The potential for industrial superplastic forming of AZ31B sheet was indicated by hemisphere forming in the laboratory and substantiated in industrial forming trials.

INTRODUCTION Published laboratory procedures used by the major crusher manufacturers for estimating crusher size are based upon techniques developed in the mid 1940's. Specifically, the two largest U.S. crusher manufacturers are using the Bond impact procedure. Although the procedure is still in use, there is little confidence in the results. Unless the laboratory results fall within a preconceived range, personal experience is used for selecting the number of crushers and connected horsepower (Coleman, 1978). There have been numerous theoretical studies of the communition of particles. However, no procedure has been widely acclaimed for predicting crusher power requirements. Experimental studies have included breakage by slow compression, slow speed impact and high speed impact. Theoretical results have increased our knowledge of the comminution process, but the procedures have not been capable of analyzing the complex mechanism of industrial crushing machines. The purpose of this chapter is to review the empirical crushing procedures that have been used, including advantages and disadvantages. A new procedure which has been in development at Allis-Chalmers Corp. from 1977 to 1982 is detailed. Actual results of the new procedure on a concentrator feasibility study are included. EXPERIMENTAL GOALS The goals of a laboratory crushability procedure are accurate predictions of: (1) Rock crushability, measured as energy per unit mass. (2) Crusher product size analysis. A procedure capable of predicting these parameters should be inexpensive and require a minimum amount of sample. CRUSHABILITY TESTS Bond Impact Procedure F. C. Bond (1946) detailed the development of the pendulum impact device that is still used by the leading crusher manufacturers (Bond; Rexnord, 1976). In 1961 Lerchs and Grossman presented a method, based on graph theory, to determine the optimum ultimate pit limits for an open-cast mine. At the same time they demonstrated a dynamic programming algorithm for the optimum pit limits for a two-dimensional open-cast mine. Since then many methods for determining optimum limits for three-dimensional mines have been programed, and even more have been reported in the literature. The methods include computer "simulation" of the manual methods used by engineers, the development of sets of conic sections and fitting to exclude overlap, integer linear programming (and its equivalent network flow model), and dynamic programming. Many of the methods do not guarantee optimal solutions but seem to satisfy the user. Other reported methods have never been applied, partly because they did not yield optimal solutions. We have developed a three-dimensional dynamic programming algorithm which requires a single pass through the data. Large problems can be solved on a small computer because only a small part of the data is required at any time. In this paper we will review the state of the art and to demonstrate the connection between linear programming (and network flow) models and the dynamic programming method.

Geotechnical site investigation for new mine shafts can reduce the level of design uncertainty for shaft linings. The parameters which determine the lining strength required include rock strength and hydrologic properties, the in situ stress conditions, and the concrete strength. These parameters are applied to analytical methods of shaft lining design using the plastic and clastic assumptions of rock response to determine the required lining thickness to maintain the stability of the shaft excavation.

Subsidence measurement methods, applied over the thick and steep seam mining in the Rocky Mountains Region of Western Canada are described. The studies to date indicate that two new subsidence monitoring techniques appear to be the most suited methods for our conditions. The computerized telemetry and aerial photogrammetry systems are being tested for the reliability of the systems during the winter months within the network of laser surveying over the workings of the new hydraulic mine. The site particulars and the mining method of the concerned area have been described briefly. The observation over the old hydraulic mine indicate that panels adjacent to each other do not obey identical subsidence phenomenon.

The paper describes the physical aspects of the compression and impact crusher types along with the information needed to apply, install and operate them to best achieve designed performance levels. It reviews key performance parameters such as energy size relationships for crushing processes and how automation devices can optimize machine productivity. Weaknesses of existing application engineering methods are discussed. The use of pilot plant information and appropriate laboratory testing procedures are reviewed from the point of view of the application design engineer so that the best type of machine can be selected for a proposed installation.

The Bureau of Mines conducted this research to determine the feasibility of using soil redox measurements, a relatively new method in mining geophysics, to locate or define a variety of conditions that are hazardous or otherwise of interest to the mining industry. The method was used in three widely separated areas in an attempt to de- fine subsurface concentrations of methane, the edges of coal-burn areas, and a hydrothermal vein set. Both a description of the method used and test cases are given in this report.

The Province of Ontario covers an area of some 400 thousand square miles, however the subject I will be talking about today, the licencing of pits and quarries in southern Ontario, refers to about one quarter of this total area but contains better than 93% of the total population of the province or about 8 million people. Southern Ontario had and still has many inviting features to industry. The Great Lakes almost surround us, hydro power has been relatively inexpensive and abundant, but more in line with our topic today are the ample deposits of sand, gravel and limestone, all of which are used directly or indirectly throughout and are the mainstay of our construction industry. I say we are fortunate to have these non-renewable resources in abundance in close proximity to our industrial and metropolitan areas, but like so many of our resources we have taken them for granted for too long. What has happened in our case, as I am sure is common in many of your own similar situations, because of the recent, current popular trend by naturalists and environ- mentalists to preserve our natural heritage at the expense of all else, through parklands and indiscriminate zoning policies, these once abundant reserves have been tremendously eroded.

Twelve properties in the Riverside Mountains have moderate to high potential, for silver, gold, copper, and molybdenum. Six properties in the Big Maria Mountains have moderate potential for zinc, lead, copper, silver, iron ore, and limestone. The Big Maria Mountains also have occurrences of building stone. Four properties in or near the study area have low-grade gold-silver-copper resources totalling more than 300 thousand tons (270,000 t). An estimated 29 million tons (26 million t) of limestone and dolomite, and 620,000 long tons (630,000 t) of iron ore are in the Big Maria Mountains section of the study area. INTRODUCTION The Big Maria Mountains Wilderness Study Area covers about 50,538 acres (20,453 ha) near the Colorado River in eastern Riverside County, California (fig. 1). The study includes portions of both the Big Maria and Riverside Mountains. It lies north of Blythe, California and south of California Highway 62 in the Mojave Desert province of the California Desert Conservation Area. The study area consists of two mountain ranges surrounded mostly by broad alluvial slopes or bajadas. It extends for 25 mi (40 km) from the Riverside Mountains on the north, to the south end of the elongate Big Maria Mountains.

I feel sure that the apparent anomolies between his findings and ours arise as a result of the different experimental methods used. The modem oxygen electrode method he used is sensitive to nano moles of oxygen uptake whereas the method we used was only sensitive to micro moles at best. Furthermore, our experimental method did not permit measurements to be made in the first ten to fifteen minutes of reaction, the very time he is observing. Direct comparison of his data to ours is made difficult because of not knowing the specific area of the samples he used. However, we found that precipitation of PbS using sodium sulphide gave rise to samples of area approximately 30 m2 g - 1. Noticing the rapid decline in oxidation rate over ten minutes, as reported in Table 1, one can conclude that we could not measure the rate after ten minutes using our method. Taking the above area I estimate that at these rates only a small fraction of surface would be oxidised in a period of hours. I can only conclude that at some point a change in oxidation mechanisms occurs giving rise to a much faster rate such as we observed. Finally, I would like to comment on the apparent inertness of the homogeneously precipitated lead sulphide sample 11. This method of preparation we found to give specific areas of 20 to 30 times less than other methods and this would account for the very low oxidation rate.

Recovery of uranium from wet-process phosphoric acid is a newly developed source of uranium. Many processes have been developed but the OPAP (octylphenyl acid phosphate) process is still the valuable one because the OPAP reagent compound has the high extraction ,power and cheap cost. The OPAP process was already studied by murthy(1) in 1970 and its complete process flow sheet was first fulfilled by F.T. Hurst(2) in 1974. WCFC(3) (western Co-op Fertilizer Ltd.) in cooperation with ESI (Earth Science Inc.) set up the OPAP uranium recovery pilot plant in Canada in 1978. We have studied the OPAP process since 1974 and first improved the OPAP extractant by proper adjustment of the DOPAP/MOPAP mole ratio with CH3OH-H20 method, resulting in shortening the phase separation time and avoiding the precipitation occurrence in our process. Second, we utilize the reduction and oxidation occurring by DC power supply on either side of the membrane to achieve the extraction and stripping at the same time. An improved OPAP process in which high recovery yield of uranium and acid uncontaminated by iron has been developed in our laboratory.

This section of Minerals and Materials analyzes the following three factors affecting the recent performance of the U.S. and world mineral industries: 1) the health of the U.S. and world economies, 2) the level of interest rates and 3) the performance of productivity in both the U.S. mineral industry and the general economy. While these indicators do not exhaust the possible critical factors, they represent an initial attempt to probe some of the considerations underlying the performance of the U.S. minerals and materials industry. The U.S. and World Economies It is essential to analyze the state of the U.S. and world economy because the demand for minerals and materials is a derived demand; that is, since minerals and materials are used in the productive process, the demand for them is a direct function of the demand for the finished products of which they are a basic input. Thus, the demand for minerals and materials is directly affected by changes in present and planned consumption and investment expenditures. The past two issues of this publication have highlighted the generally discouraging performance of the national and inter-national economies. Briefly, the world economy is in the third year of the first long recession in recent history where inflation rates have remained above 5 percent. With many countries either unable or unwilling to support domestic spending while inflation continues, there has been a growing tendency to institute trade-restrictive policies to support domestic demand. The resulting weakened demand conditions in exporting nations have had a direct effect on the mineral industry.

INTRODUCTION With the introduction of large diameter hole drilling to underground mining, a need for the development and utilization of new blasting technology has arisen. This new technology has resulted in more efficient blasting and in easier and cheaper mining. The application of spherical charges to the crater blasting method is an im¬portant part of this technology. Spherical charges, or their geometric equivalent, make for highly efficient use of explosives in the cratering application. Their geo¬metrical configuration, normally a length :diameter ra¬tio of <6:1, limits their charge weight size. For exam¬ple in a 165-mm (61/2-in.) hole a spherical charge weighs approximately 34 kg (75 lb). These dimensional and weight restrictions require careful engineering design and control in the production application. Strathcona mine, a large tonnage mechanized cut¬and-fill and blasthole stoping operation located on the north rim of the Sudbury Basin, has successfully em¬ployed the crater blasting method in production blasting for the past two and a half years (as of 1979). As a result, this method, using spherical charges, has made possible the development and implementation of a verti¬cal retreat blasthole mining method which is being used for rib pillar recovery. The crater method used at Strathcona essentially in¬volves blasting off horizontal slices of ore into an under¬cut while retreating vertically to the pillar overcut elevation. Loading and priming of the holes is achieved from the overcut and the blasted muck is recovered by load¬haul-dump (LHD) units through a drawpoint system. Valuable experience on the behavior and performance of explosives in large diameter holes has been gained in both the operating and engineering fields from the appli¬cation of this blasting method. It has been used in drop raising and is currently being evaluated for use in pri¬mary stoping operations. Also, serious consideration is being given to its use for the recovery of post pillars in mined-out and backfilled cut and fill stopes. The method has significant advantages over conven¬tional methods of pillar recovery from economic, ground control, and safety points of view. These include cost benefits due to a minimum stoping development, less ground support, reduced labor requirements, and faster mining rate. Research on the blasting mechanism indi¬cated the method should result in less damage to fill walls than would be normally expected with conven¬tional longhole or large diameter hole cylindrical blast¬ing (benching). This is primarily due to the limited charge weight per delay because of the size dimensions of a spherical as compared with a cylindrical charge and also because the large diameter holes experience less de¬viation than standard-sized longholes. Experience has shown that wall damage has been minimized with the use of this method. The safety aspects of the working environment are also improved as there is no require¬ment for manpower to go under exposed backs after blasting, which is a significant improvement over the cut-and-fill method. CRATERING THEORY General The term cratering, in blasting, is applied to the for¬mation of a surface cavity in a material as the result of detonating an explosive charge in that material. This blasting concept was initially used as a tool in the eval¬uation of explosives performance; however, it has been utilized more recently on surface and to a lesser extent in underground blasting operations. Explosive charges used in crater method are nor¬mally spherical or the geometric equivalent, as research into the application of this breakage mechanism to rock indicates that spherical charges or their equivalent pro¬duce optimum results. In blasting practice, spherical charges have been defined as having a length to diameter (L: D) ratio of 4:1 or less, and up to, but not exceeding a L: D = 6:1. Thus, for holes 165 mm (61/2 in.) diam, a charge 165 mm (61/2 in.) diam, and 990 mm (39 in.) in length would constitute a spherical charge. Crater Testing Crater testing for underground application is nor¬mally accomplished by drilling smaller than production sized horizontal holes into drift walls, placing relatively small charges of explosives in the holes at various depths of burial, firing the charges, and measuring the results. The results are scaled to develop charge weight size and depth of burial parameters for production hole sizes. In theory, this procedure is valid and is appli¬cable for surface blasting; however, in underground applications where the craters are inverted, there is some question as to whether extrapolation of the test results is appropriate. As well as the fact that craters are in¬verted with resultant gravity stresses, testing is often done in a waste rock drift where the properties differ from those in ore rock. There is also some question as to whether a 51 or 76-mm (2 or 3-in.) diam charge behaves similarly to a 165-mm (61/2-in.) charge in a confined borehole. Crater testing at Strathcona involved drilling 76-mm (3-in.) diam holes at various depths ranging from 1 to 3 m (3 to 10 ft). The test holes were drilled in the wall of a predominately waste drift as well as in a stope wall. Charges were placed at various depths of burial, were confined, fired, and the results measured. Although the results were somewhat erratic, possibly because of the aforementioned reasons, they did provide guidelines for basic design for production application. MINING METHOD APPLICATION FOR PILLAR RECOVERY Following initial crater testing, assessment, and tech¬nical evaluation, it was decided to use this blasting tech¬nique in a production application, and to incorporate

The Bureau of Mines conducted a study to determine the relation-ship between geologic features and linears. Cleats, kettlebottoms, and roof rolls were mapped and superimposed on the linear plots for a coal mine in West Virginia. No clear relationships were evident. This may be due, in part, to the mining practice of leaving head coal, which obscures geologic features that may exist in the roof. Future studies should concentrate on mines where roof is extensively exposed.
