INTRODUCTION Soft ground tunnels may be above the ground water table or they may be subaqueous. The ground may be clays, silts, sands, gravels, glacial deposits, boulder tills, and any of these in any combination. Because of the relatively low strength and deformability of soils, difficulties often arise in soft ground tunnelling. These soil characteristics and resultant tunnelling difficulties, have had a direct influence on the development of "Lovat" Tunnel Boring Machines. We have been required to recognize and adapt to unusual ground conditions and to follow through with design, fabrication, and field maintenance to ensure dependable, trouble-free operation. The basic "Lovat" machine is a fully shielded, wheel-type with the cuttinghead driven by a monorace type bearing with gear drive incorporated in the bearing. Mechanical innovations have been added to the basic machine which complement the resources of manpower, equipment, and materials available to the contractor for a specific operation. FULL FACE SUPPORT The installation of hydraulically operated closure doors or flood control doors, at the cuttinghead, is one of the early "Lovat" technical innovations. OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

As a part of a research program designed to help minimize national requirements for new mineral commodities by maximizing recovery of metals from domestic secondary resources, the Bureau of Mines investigated the development of economic methods for recovering copper and associated metals from complex electronic scrap. Three types were selected for research: (1) multiple-pin plugs and connectors, (2) obsolete aircraft radio assemblies, and (3) the magnetic fraction of shredded electronic scrap furnished by the Bureau's Avondale Research Center. The plugs and connectors, after incineration to remove plastic components and melting, yielded a brittle ingot, as did the internal portion of the radio assemblies. The brittle ingots were ground to minus 35-mesh for processing, and the magnetic material was used in the as-received condition. A process using pretreated or raw scrap as a copper precipitant in various concentrations of acidulated copper sulfate solution was developed as a means of effecting an initial separation and upgrading in the form of high-grade cement copper containing all or most of the precious metals.

The Bureau of Mines conducted bench-scale leaching tests with recycled spent copper electrolytes and copper-nickel mattes produced from the Minnesota Duluth Complex concentrates. This report describes the first stage of an overall two-stage leach operation. The objective of this research was to determine the matte-leach technology required to convert spent copper electrolyte into an enriched nickel liquor suitable for a nickel refinery and there-fore essentially free of copper, iron, and sulfuric acid. The experimental variables investigated were matte composition, particle size, spent electrolyte content, pulp concentration, oxygenation, temperature, and time. The time required to produce an enriched purified nickel liquor decreased with increasing pulp concentration, temperature, and oxygenation, but increased with increasing particle size and electrolyte copper and acid content. Nickel-rich (about 50 g/l) liquors at a pH of about 4 and containing less than 1 g/l of copper and iron were produced at 70° C by leaching minus 325-mesh low-iron (less than 5 pct) matte for 8 hours with spent electrolyte containing 22.4 g/l Cu, 28.9 g/l Ni, less than 0.1 g/l Fe, and 50 g/l H2S04 at a pulp concentration of 1 kg of matte per liter of spent electrolyteo Varying the nickel content of the spent electrolyte from 11 to 101 g/l appeared to have no appreciable influence on the matte leaching characteristics.

The United States aims to achieve some modicum of energy self-sufficiency through means such as conservation, increased domestic oil and gas production, substitution by the electric utilities of coal or coaloil mixtures for oil and gas, and development of a viable synthetic liquid fuels industry. Coal's role in attaining this goal will necessitate doubling coal production by the end of the 1980's. And if the United States does in fact become the World's Saudi Arabia of coal, the total annual production to meet these domestic needs and export markets could double again by the year 2,000. As only a small portion of our Nation's reserves are recoverable by state-of-the-art surface mining methods, most of the coal produced in the future will have to be mined underground (Averitt, 1975). But this projected increase in coal demand is occurring in the face of a decade of radically decreasing productivity. Specifically, average worker productivity in underground coal mines has decreased from 14.2 tonnes (metric tons) per workershift in 1969 to 7.2 tonnes per worker-shift in 1979; and 95 percent of coal produced underground during this period was produced by room-and-pillar methods (U.S. Dept. of Energy, 1980). Although there is no complete agreement on the impact of recent Federal legislation, there is strong correlation between the dramatic decrease in productivity in underground coal mining and the implementation of the recent Federal mine health and safety regulations (U.S. Congress, 1969). A review of the wide range of coal mining research, development, and demonstration projects currently being funded by the federal government and by industry gives little encouragement for increasing worker productivity on room-and-pillar sections underground in the immediate future (Palowitch, 1978). Conversely, the opportunities for increasing production/productivity underground with longwall methods appear somewhat more encouraging. Although at least one longwall face in the U.S. did produce more than one million tonnes of coal in a single year, the national two-shift average production from one hundred or so longwall faces is about 1,000 tonnes per day (Huwood-Irwin Co., 1978 and Consolidation Coal Company, 1976). Clearly, there exists some real opportunities for improvement. One of these opportunities is to automate the cutter-loader.

The technique of installing small diameter caissons (drilled piers) through soft clays and water bearing ganular soil is well established for constructing building foundations. Over the past few years, the method has been utilized for constructing a large number of shafts extending into rock for the Chicago's Deep Tunnel Project. This paper will discuss design considerations for obtaining the most economic ground support system, the impact of construction procedures on the support and lateral pressures for design. Construction procedures will be described along with performance of the shafts.

Microscopic point-counting of polished sections, in combination with x-ray diffraction analyses of representative whole rock samples, provides an efficient means to compare the modal mineralogic composition of different rock types. Major gangue minerals, e.g., quartz, feldspars, micas, amphiboles, chlorite, clays, etc., are estimated semiquantitatively by x-ray diffraction techniques, utilizing optimum grind, gridded sample surfaces and a sample spinner during scanning. Opaque to semi-opaque oxide and .sulfide phases are estimated by microscopic "point-count" and "gross-count" scanning. Total mineralogic compositions are calculated and normalized to 100 percent from XRD and microscopic data by computer programming. Comparative mineral analyses for different rock types, as well as quantitative microscopic data for various parameters, including particle and crystal sizes, textures, degree of alteration, paragenesis, etc., provide useful guides in mineral exploration, both in early stages of geologic mapping and later stages of economic evaluation. Several case histories are described.

To clean coal mine air by developing a low-cost scrubber suitable for belt transfer and similar applications. Approach Design a scrubber operated by water only, with no moving parts. Use conventional water spray nozzles located within a duct to both move and clean the air. Use a droplet eliminator to get the water droplets and mist back out of the airstream. How It Works Conventional scrubbers require a mechanical fan driven by either an electric or a hydraulic motor. They also require water sprays and some type of scrubbing mechanism. The water powered scrubber, however, offers higher reliability over conventional scrubbers since it utilizes the water sprays to both move the air and scrub the particulate from the air. Conventional water spray nozzles are placed near one end of a rectangular duct open at both ends. The sprays are directed towards the far end of the duct where a stationary wave blade water droplet eliminator is located. Movement of the water spray droplets coming from the nozzles generates (by momentum transfer) an air movement In the same direction as the sprays. The volume of air moved Is primarily a function of the duct cross-section size, water pressure and water

As part of its mission to reduce pollution associated with mineral production, the Bureau of Mines is developing a dewatering technique for phosphatic clay waste that uses a flocculant, polyethylene oxide (PEO). This flocculant forms strong, stable flocs, which can be partially dewatered on a static screen and dewatered further on a rotary screen. Using this technique, a field test unit (FTU) was operated at a nominal 100 gal/min. Consolidated phosphatic clay material containing 20 percent solids was produced when feed slurries of 3 percent solids were treated with 0.69 pound of PEO per ton of feed solids. Pit and column tests indicated that the PEO-treated material continued to dewater; compacted products containing 40 percent solids were obtained after 45 days.

As part of the Bureau of Mines effort to establish a comprehensive subsidence data base for subsidence technology development, subsidence and related data are being compiled for various mining, geological, and environmental situations. This publication presents data for a longwall mining operation in the Northern Appalachian Coal Region. Vertical displacements and relative face positions are tabulated for 110 subsidence monuments. Measurements were taken twelve times during the eight months it took to mine the panel. Brief physiographic and geological descriptions of the mining site are presented along with a general account of the mining and subsidence monitoring methods.

The processing strategy for the effective separation of bitumen from low grade (<l0 weight percent bitumen) Utah tar sands by a hot water process differs significantly from that used for the processing of high grade (> 10 weight percent bitumen) Utah tar sands. Excellent separations (coefficient of separation = 0.9) can be achieved for high grade Utah tar sands by intense hot water digestion followed by a modified froth flotation step. Such a technique is ineffective for low grade tar sands. In order to change the characteristics of the low grade tar sand an attempt was made to enrich the bitumen content of the feed to greater than 10 weight percent by recycle of bitumen concentrate to the digestion stage. However, the quality of the separation was not improved under these circumstances. Similarly feed enrichment by heat treating the low grade feed with recycled concentrate prior to digestion did not improve the separation. More successful separations of low grade Utah tar sands were finally achieved by modification of the viscosity of the low grade bitumen with controlled addition of diluent. These results of the hot water separation tests and variations in the quality of separation are interpreted in terms of the physical properties of the bitumen and the surface bonding forces operative at the bitumen-sand interface.

Suddenly, mining has been thrust into the limelight. It has a large image that casts its shadow over New Zealand. Is it any wonder that resistance has heightened and that an almost unprepared populous is currently struggling to protect the very land they hold dear. Next to the atomic bomb, mining has the demonstrated power to massively change the land and its side effects can pollute many miles beyond the operation. During the past year, New Zealand concern over the possible effects of the mining proposals has become acute. This was specially so in the areas of special environmental quality, such as the Coromandel, and here a very unhappy situation has arisen.

As a result of the Three Mile Accident and because of evidence indicating radiation protection problems, the U.S Nuclear Regulatory Commission (USNRC) undertook a major effort, with the assistance of the Pacific Northwest Laboratory (PNL), to analyze radiation protection programs at 47 commercially operated nuclear power plants. This effort, the health physics appraisal program (HPAP), using a modified management oversite and risk tree analytical logic methodology (MORT) which consisted of analytical trees with applicable questions for each tree, was subsequently extended to include USNRC licensed uranium mills. In the uranium mill appraisal, a team of four senior radiation safety professionals spent a week at each mill evaluating the total health physics program. Prior to the HPAP, the USNRC inspection efforts were designed to determine if the licensees were fulfilling the requirements of the code of federal regulations and the mills source material license. The HPAP, however, was designed and structured to facilitate an integrated look at the total program. It is also directed into areas for which explicit NRC regulatory requirements may not currently exist. The latitude of the HPAP was designed to allow professional judgement in the evaluation of program adequacy, because merely meeting the explicit regulatory requirements does not necessarily ensure an adequate and effective health physics program. The results of the first eight site visits and the generic health physics problems identified within the uranium milling industry will be identified in this paper.

PREFACE Debris disposal can very often be a severe problem and major restriction on tunnel boring projects, especially for small diameter tunnels and in underground mines. Hydraulic transport could provide a suitable solution. Investigations have therefore been made in connection with a full-scale project of 4.8 km length and 2,3 m diameter, to obtain the required technical and economical data for planning an optimized transport system, e.g. for a tunnel boring drivage of 6 - 7 m diameter in underground coal mines. INTRODUCTION The Radau-Tunnel, chosen for the investigations, has been designed for transferring flood peaks between the rivers Radau and Grosse Romke in the Harz-Mountain of Lower Saxony. A DEMAG TVM 20/23 H tunnel boring machine was used to drive the tunnel on a rising gradient of 0,53 %. The rock consisted of shale and hornblende (55 %), granite (15 %), diabase (15 %), chert (8 %) and gabbro (7 %). The project has been sponsored by the Federal Ministry of Research and Technology.

Included are heap leaching by cyanidation, upgrading of solutions by adsorption of values on activated carbon and desorption (stripping) for electrowinning and subsequent refining steps to produce dore metal.

A construction material based on plasticized sulfur and mineral aggregate, that is superior in corrosion resistance and strength to portland cement concrete. The material can be used in the chemical, metallurgical, and fertilizer industries, and will also provide an attractive market for by-product sulfur resulting from compliance with pollution regulations. How It Is Made Sulfur concrete is thermoplastic material. Plasticized sulfur is mixed with sand and gravel aggregate heated to 375-400° F. The sulfur melts and acts as the binder or cement. The sulfur concrete is poured hot and sets at a temperature of 200° F. Full strength is attained in a few hours, compared to several days for portland cement concretes. Sulfur concrete even pours and sets in freezing weather. Although unmodified sulfur with aggregate will produce a sulfur concrete with good initial properties, it undergoes crystallographic modifications, and deteriorates with time, particularly when exposed to moisture or freeze-thaw conditions. The Bureau of Mines has developed plasticizers which, when reacted with the sulfur, give sulfur concretes with excellent moisture and freeze-thaw resistance. The plasticizers are based on mixtures of dicyclopentadlene (DCPD) and ollgomers of cyclopentadiene. About 5 percent by weight of the plasticizers is reacted with molten sui fur for several hours. The sulfur cement can be used directly or allowed to solidify for easier handling and storage.

As you know most of the gold and silver is produced by one of the following processes: (1) Agitated Leaching - Carbon adsorption or Merrill-Crowe (2) Heap Leaching - Carbon adsorption or Merrill-Crowe The figure 1 shows a typical flowsheet for recovery of gold and silver using Agitated or Pachuca Leaching Operation. The ore is crushed and ground and then leached in cyanide tanks solution using either Pachucas with air agitation or tanks with mechanical agitation. The soluble metal values are separated from the pulp by counter-current washing. The precious metals from cyanide solution are either recovered by zinc dust (Merrill-Crowe Process) or by loading on carbon and stripping with hot caustic cyanide solution. Gold and silver are electrowon on steel wool cathodes.

"A lest apparatus has been developed for obtaining the relations among confining stress, porosity and percolation rate for hydraulic sand backfills. The apparatus can also be used to evaluate internal drainage characteristics and the effects of partial saturation on percolation rates. The test apparatus, test procedures and typical test data are presented in this paper.IntroductionAlthough the standard percolation test has become an accepted method of evaluating the drainage characteristics of hydraulically placed tailings backfill, it is recognized that the test results require considerable interpretation due to the following factors: (I) The results can be markedly influenced by varying sample preparation procedures, which vary the amount of material segregation in the sample . In particular, a thin layer of slimes on the top of a sample can control the flow of water into the sample. Wall edge effects can also affect the test results. (2) The in-place porosity of the backfill is not duplicated in the test sample and empirical formulae must be used to estimate the variation of percolation rate with porosity. (3) Internal drainage characteristics and the percolation rate of partly saturated fill cannot be evaluated in the standard percolation test.In addition to eliminating these problems, the compression percolation test apparatus also provides additional data on the mechanical properties of the backfill. Compressibility (or bulk modulus) is measured at different stress levels during the course of a test and this information can be used in evaluating the usefulness of the fill in providing ground control and in limiting ground subsidence. The engineering design of mine backfill is becoming an important part of the over all design of underground mine operations. The design problems are sufficently different from conventional civil engineering soil mechanics problems that new test methods and design procedures are required."

INTRODUCTION Though the use of continuous mining machines consolidated the operations of cutting, drilling, blasting, and loading in one machine that would theoretically provide uninterrupted production, it was soon realized that the face haulage and roof support operations remained as major impediments to continuous production. The ability to provide not only continuous cutting and loading, but also continuous haulage and roof support (see Fig. I), was the basis for the introduction of mechanized longwall systems in this country from Europe in 1951. The early systems employed friction props for roof support, but were to become obsolete shortly after introduction of the first hydraulically powered, self-advancing supports in 1960. Since then, use of the longwall technique has grown to the point where it is currently providing more than 5% of the annual output of underground coal mines in the United States. The shortwall system had its origin in Australia, but was first introduced into this country in 1962 following the development of powered roof supports. It, too, provides for continuous cutting, loading, and roof support (see Fig. 2), but has not experienced the widespread popularity of longwall due to its inherent inability to easily provide for continuous haulage. While there are in the neighborhood of 100 longwall systems currently in operation in this country, there are only a handful of short- wall operations providing production of slightly more than 907 184.7 t/a (1,000,000 stpy) Both of these systems provide uninterrupted roof support for face operations by means of hydraulically powered steel roof supports. In each case, the coal removal consists of open-end cuts made from the narrow end of a large rectangular pillar (panel) which has been blocked out by continuous miners developing entries around its perimeter. [Introduction] Since excess lung cancer mortality was first noted in the late 1800&apos;s among Joachimsthal-Schneeberg miners, there have been a number of studies of the long term health effects among various types of miners exposed to elevated levels of radon and its radioactive decay daughters. Substantial excesses of lung cancer have been noted among miners in the Joachimsthal mines (Sevc, 1976) , lead-zinc miners in Sweden (Axelson, 1979) , fluorspar miners in Canada (DeVilliers, 1971) , iron miners in Sweden (Renard, 1974) , uranium miners in Canada (Hewitt, 1976), and metal (Wagoner, 1963) and uranium miners in the United States (Lundin, 1971; Archer, 1976). The latter prospective cohort has also been shown to be at an excess risk of death due to tuberculosis, nonmalignant respiratory disease, and accidents when followed through September 30, 1974 (Archer, 1976). This report extends the followup of this cohort of miners through December 31, 1977 and expands the mortality analysis to investigate more cause-specific categories. [Methods] During the decade beginning with July, 1950, medical teams from the United States Public Health Service (USPHS) examined 3362 white and approximately 780 nonwhite males who had worked underground in uranium mines in the Colorado Plateau at least one month by January 1, 1964. Occupational, medical, and smoking histories were obtained during the examinations and often updated/confirmed during subsequent annual censuses of the miners conducted by the USPHS. The white miners now have been followed-up through December 31, 1977 using the Social Security Administration, Internal Revenue Service, direct telephoning and various other sources. Death certificates were obtained for the deceased and coded directly into the Seventh Revision of the International Classification of Diseases, Adapted, using the rules in effect at the time of death. Deceased miners for whom no certificate has yet been located were assumed dead on the date specified by the reporting agency, cause of death unknown. The uranium miners cohort was analyzed using a modified life-table system developed by the National Institute for Occupational Safety and Health (NIOSH). Person-years at risk of dying (PYAR) were calculated for each miner from his first USPHS medical examination date or date upon completion of one month of underground uranium mining if that was later. PYAR were calculated specific for five-year age groups, calendar periods, and periods after first underground uranium mining. The numbers of cause-specific observed deaths among the cohort occurring by December 31, 1977 were compared to the numbers of expected deaths. The expected deaths were calculated by multiplying the appropriate PYAR by the United States death rates for white males specific for five-year age groups, five-year calendar periods, and cause. The results were summed over the age and calendar period specific categories to obtain the total expected deaths for each cause. Standardized Mortality Ratios (SMR&apos;s) were calculated for each cause by dividing the observed number of deaths by the expected number of deaths and multiplying by 100. In some tables, two-sided 95% confidence intervals for the SMR&apos;s were computed using either Fisher exact confidence limits, if the observed frequency was less than eight, or approximate confidence limits, if the observed frequency was eight or greater, to indicate statistical significance. Because a priori hypotheses had been well established, one-sided lower confidence limits were used for tuberculosis, lung cancer, other nonmalignant respiratory disease (ONMRD), accidents, and total mortality. [Results] The cohort included 589 miners first examined in either 1950, 1951 or 1953; 753 first examined in 1954; 1235 first examined in 1957; 5 first examined in 1958; and 782 first examined in 1960. In Figure 1 the distribution of the cohort by first year of underground uranium mining indicates that 13.7% started before 1947 and would have thus had an opportunity to be followed beyond 30 years
