ISSUES IN MINING LABOR The examination of mining labor issues is often confined to health, and safety. There are other issues, including the present state of mining manpower availability and utilization, and the nature of mineral industries' industrial relations, which are worthy of consideration. The state of the labor market for mining skills, the availability and utilization of mining engineers and related disciplines, the state of research and its employment of scientists and engineers, and the condition of mining industrial relations with all these groups, all have an important effect on the viability and economic health of the minerals production sector. PRODUCTION LABOR Why examine an industry's production labor market? People involved in an industry should be aware of what labor supplies will be relative to industry requirements. This advance information allows industry and government to plan ahead to alleviate problems by moving to affect labor supplies or to accommodate production to expected labor supplies. This is less costly and less painful than responding after the fact to labor market changes. Any industry requires some form of labor. Labor is especially important to the mining industry. Mining labor is well paid. Average annual earnings are higher than in manufacturing. Average hourly wages are also higher. Payroll costs form a high percentage of total cost in coal mining and nonmetallic minerals mining. In metal mining the percentage is comparable to the average for manufacturing. Payroll cost in oil and gas extraction is quite low, but a major proportion of cost is in the form of income to proprietors, i.e., unincorporated businesses. Mining labor is worthy of specific attention. The minerals extraction labor is unique in many ways. Mining labor and especially underground miners are differentiated from other "unskilled" labor. Miners cannot be considered as part of a larger labor pool. The mining labor market has exhibited a unique combination of characteristics. Mining is the only large sector of United States employment in which hourly wages are high and continuing to rise, yet employment declines. Although industry has introduced new labor-saving investments, and labor requirements continue to decline, there is evidence of a mining labor shortage. Specific problems have arisen in the mining labor market such as a present labor shortage in nonfuels mining. Understanding the causes and remedies for these specific problems is also important. These various problems and questions may be handled in a unified manner by examining the relationships of certain economic variables. The relationship that exists between changes in output, employment, labor productivity, and hours worked per week may be stated explicitly:

This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

It was estimated in Chemical Week1 that the uranium fuel requirements for the U.S. Electric Utility Industry by the mid 1980's would be about four times that-of what it is today. This corresponds to approximately 45,000 tons per year of 'yellow cake' - of which a good portion is represented by ammonium diuranate - vs. the 11,700 ton total estimated for 1975. Perhaps just as significant is the 40-fold increase in thirty years projected for the entire world since 1970. Thus by the year 2000. 'yellow cake' production could be in the order of [3]50.000 short tons annually.2 'Yellow cake', so named because of its inherently bright yellow color, is a finely divided precipitate that can be formed after the leaching step when refining uranium ores. Feed solids enhancement then occurs to at least 50% by weight using filters or centrifuges This is followed normally by drying and then calcining with the conversion of ammonium diuranate to triuranium octoxide represented by the following equation: [9 (NH4)2 U2 07 heat 14 NH3 7 + 15 H2O7 + 2N2/ + 6 U308 4] Theoretically, assuming 100% conversion every 100 kgs. or 100 lbs. of ammonium diuranate will result in 90 kgs. or 90 lbs. of triuranium octoxide.

The two questions considered in this study are: (1) what similarity is there in the liberation of magnetite from various iron formations, and (2) how is this liberation affected by the size reduction technique employed. Twelve sample suites were obtained from commercial concentrators processing magnetite iron formation in the United States, Canada, and Australia. These samples have grades in the range 15 to 45% magnetite iron and approximate mineral grain sizes o f 50 to 2000 microns. Efforts were directed at measuring the liberation characteristics of the samples obtained from the concentrators primary grinding mills. The Davis tube, a laboratory magnetic separator, was used to concentrate individual size fractions of the size reduction product to determine liberation data. These liberation data were compared with relationships calculated from a highly idealized mathematical model of liberation in a binary mineral system. The results of these comparisons have been encouraging for nine or ten of the twelve samples tested. This leads to the conclusion that for most commercial iron formations, at least with conventional rod mill size reduction, it is possible to quantitatively characterize liberation with two parameters: an effective mineral grain size and ore grade. Limited laboratory size reduction tests as well as one of two sets of liberation data from commercial primary autogenous grinding lend some support to the contention that autogenous grinding can affect mineral liberation.

This report describes the results of laboratory studies on leaching of copper ores.tlf These studies are the first step of a program for the investigation of in situ leaching of tabular, metalliferous ore bodies.(2) The basic steps required in the development of an in situ process are: 1. Leachability - the ability to dissolve the metal values from the ore under in situ conditions must be demonstrated. 2. Ore Preparation - the ore must be prepared so that sufficient contact with the solution can be attained. 3. System Design - integrated in situ systems must be designed and studied for engineering feasibility. 4. Economic Feasibility - the economics of the system must be shown to be economically feasible and competitive. 5. Environmental Feasibility - the loss of reagents into the environment must be investigated. 6. Pilot Scale Testing - the feasibility of the system must be demonstrated on a sufficiently large scale. The studies described in this report were concerned only with the first step of the program, viz., leachability. Native and sulfide copper ores from the Michigan copper district were selected as model ores for these studies. Aqueous amnonia solutions were chosen as the solvents to be investigated. In this study carbonate (CO3, HCO3, H2CO3) was used exclusively as the anion. In keeping with custom it is referred to as carbon dioxide and concentrations are ex- pressed in terms of CO2. "The concentrator of Mattagami Lake Mines Limited commenced operation in 1963. It had been designed with instrumentation proven at that time. New control techniques were added in subsequent years.An on-stream X-ray analyser was installed in 1968. It provided circuit analyses for six years without the aid of a computer. In late 1974, control of the flotation circuit by computer was incorporated into the system. Flotation efficiency improved considerably, zinc"" recovery increased by one percentage point and concentrate grade by four-tenths of a percentage point. Reagent costs decreased modestly through reduction of copper sulphate consumption."

Technological changes in Portland cement manufacturing during past years have reflected changes in the economics and availability of various types of fuel such as coal, fuel oil and natural gas. The industry consumes a sig- nificant quantity of both thermal and electric- al energy. The nature of the process and its chemical constraints does however permit the use of comparatively low grade fuels such as high ash coal and high sulphur oil. In striving for increased daily kiln outputs and conservation of energy, there is a worldwide trend towards the use of dry process plants. Wet process kilns of about 2 500 tonnes per day assume massive component sizes which present difficulties in manufacture, and transport to plant sites. Large capacity dry process units in excess of 8 000 tonnes per day are now in operation using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. This technique has virtually doubled the potential output of any given single kiln.

The use of the walking dragline as a stripping tool has increased dramatically in the past two decades. The reasons for its increased popularity and some historical background on its introduction into the mines are given in a recent paper by Learmont. (l)* The history need not be recounted here except to show the trend to longer booms which has accompanied the growth in machine size. Figure 1 shows the change in maximum operating radius on Bucyrus-Erie machines which has occurred over the years and Figure 2 shows the corresponding change in maximum boom lengths. Reference 1 also presents some of the reasons for expecting this trend to longer booms to continue. There are many design parameters affected by the increase in boom lengths; swing power, hoist and drag rope lengths, and drum capacity, to list just a few. The purpose of this paper is to discuss only the structural implications of using longer booms. As in the design of any structure, the various facets of boom design are interrelated and a process of optimization between them must be worked out either by evolution or by conscious iterative effort. The decisions we have reached about such things as material selection, structural arrangement, and applicable criteria, have not come into being overnight but represent instead many years of design experience and a fair amount of recent concentrated analytical effort. In the following pages an attempt will be made to first, state those decisions, second, explain how we arrived at that particular result; and third, describe what we expect future developments to be which might influence us to change those decisions.

The day after I reached New York, on January 30th, John Ryan of Anaconda told me where they wanted me to go. Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. He had gone on ahead to arrange for our reception Finally a graduate student from Ann Arbor named Steinberg was to go along as Interpreter. We soon found out that if his Russian was no better than his English his interpretlng couldn't be trusted too much I knew nothing about the millions of square miles In Russia and Siberia, and even less about what mineral deposits might be found, but I was delighted at the prospect. INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. DR iron') is a generic term for metallized product that results from the direct or solid state reduction of iron ore. In direct reduction, iron oxides are reduced to metallic iron in the solid state without an intermediate melting step. MIDREX ® Iron is the DR iron material produced in the MIDREX ® Direct Reduction Process. Except for some thermal and mechanical degradation, the external physical form of as-reduced DR iron is the same as the feed material. Chemically, oxygen associated with iron is removed leaving a very porous structure. Figure 1 is the scanning electron micrograph (SEM) of the internal surface of a MIDREX Iron pellet obtained from a Swedish oxide pellet during reduction at 760 °C. Figure 2 is the SEM of a polished and etched cross-section through the same pellet showing the amount of intraparticle porosity. As a result of this high porosity, apparent density of DR iron is relatively low, typically a¬round 2 g/cm3, and specific surface is extremely high, typically around 1.0 m2/g or more. Both density and specific surface depend on the raw materi¬al and the operating conditions of the direct reduction plant. Normally, more than 97% of the available iron is reduced into metallic iron with the rest mainly in the form of wustite (FeO). During direct reduction, the gangue in the iron remains essentially unchanged. Removal of oxygen and the corre¬sponding reduction in weight result in a slightly higher percentage gangue in the product than in the raw material.

INTRODUCTION Pyrite responds to the flotation reagents normally used in sulfide flotation systems. For example, it is well known that xanthates are good collectors for pyrite, and cyanide, sulfide and hydroxides are depressants. The particular response of pyrite to these and other reagents is used to advantage in several areas. By careful control of depressant and collector additions, pyrite can be separated from other sulfides by flotation. This is of obvious importance in base metal sulfide flotation where pyrite depression is often required to produce a marketable grade concentrate. Flotation of pyrite has long been employed in gold ore processing, and it appears that pyrite flotation from coal may become important in the future (1). It is probably a direct consequence of this relative ease of separation, plus the low economic value of pyrite, that detailed investigations on the chemistry of its flotation and depression are relatively limited. Gaudin (2, 3, 4) and others, in the mid-1950's published data on the flotation of pyrite, but detailed or consistent mechanisms were lacking. In 1955, Sutherland and Wark's book (5) was published, in which a large , amount of empirical information, especially earlier work of Wark and Cox, was presented. More recently, in 1968, significant contributions have been made by Fuerstenau et al. (6, 7) and Majima and Takeda (8). These papers introduced electrochemical explanations of the effects observed with xanthate and cyanide ions.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

Current mineral industry trends toward handling the high tonnages of lower grade ore and tailings retreat lead to a continuing need for large volume flotation cells. The benefits which accompany the larger cell flotation circuit include reduced capital cost, less mill floor space, reduced operational complexity, and less maintenance, provided the metallurgical performance and solids suspension capability of the cell are not compromised. This study reviews development considerations pertinent to large mechanical air induction type flotation cells from the standpoint of cell internal hydrodynamic characteristics and metallurgical performance. While the importance of process related factors such as chemical usage, pH control, solids size and loading, and circuit arrangement cannot be denied, this study will emphasize the relationship of cell size (volume), mechanism geometry (impeller diameter), and mechanism operating conditions (rotor speed and submergence), to air transfer, liquid circulation, liquid "rise velocity" and mechanism power draw. Specific hydraulic performance maps for large capacity 300 and 500 cu ft flotation cells will be reviewed in terms of the relationship between the operational variables and the air and liquid flow conditions within the cell. Metallurgical results, obtained under plant operating conditions for 300 and 500 cu ft cells, are included to illustrate the metallurgical performance similarity of flotation cells which follow hydrodynamic scale-up criteria set forth in this investigation.

"In the 1960’s, when large flotation machines appeared on the market, this was a part of a world-wide trend towards the use of ever larger machine units.One factor that has played a decisive part in this development is the increased of the amounts of ore that have to be handled as the exploitation of successively poorer ores becomes necessary. The advancing application of instrumentation and automation has worked in the same direction.In 1970, a working group was set up within Outokumpu Oy, for the purpose of flotation machine development. The principal task of this group was to be the design and development of- a new type of rotor of increased efficiency, especially for the dispersion of large amounts of air- a mechanical-pneumatic flotation machine of substantially larger size that existing plant.This development project required an extensive program of theoretical investigation and experimental studies at several concentration plants of the company.The commonest flotation machine presently used in the concentration plants of Outokumpu Oy is the VK-3. It is of the mechanical-pneumatic type, and the volume of its cell tanks is 2.5 m3 per shaft. This machine was developed within the company, and its first development phase i s represented by the OKKO 3, built for the Kotalahti concentrator in 1959. It was, in its time, comparable in volume to the largest machines that were then in use anywhere in the world."

Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.
