In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. Where raw coal from a mine is treated in dense medium separators ash in the washed product is generally very consistent, provided control of the medium suspension is maintained at a given specific gravity. When, however, the washing process is a Baum jig or other similar apparatus, making a separation at rather arbitrary gravities, the control of the product ash is less accurate, particularly in those cases where the design capacity of the washbox is exceeded by the load of high ash fines. In either of these cases an instantaneous measurement of ash while not essential would be desirable, to check the quality of the washed product and provide operator or management with instantaneous warning of changes in ash. Nearly 60% of all British coal mined goes for electricity generation, to burn at 17% ash, and since the overall average ash content of raw coal as mined is about 30% and varies within a range of 18 ? 40%, incombustible material has to be removed. The ash specification could be met either by total washing, or by washing part and blending the clean coal produced with the remaining untreated coal. Some plants use a straight tonnage split, but generally speaking in Britain it has been found more economical to screen and wash the oversize only. In either case for effective quality control in blending an instantaneous determination of the ash content of the product as it is made has been found essential, since standard ash determination by pyrolysis methods is lengthy and provides information too late to be used in the control of plants blending at the rate of 1000 ton/h.

The Bureau of Mines has improved a mine dust incombustibles analyzer originally developed at the Bartlesville Energy Research Center (BERC). This analyzer provides quick, accurate analysis of the percentage of incombustible material present in dust samples taken from mine ribs, roof, and floor so that costly overdusting may be eliminated while still maintaining a proper level of incombustibles. The changes being effected on the present design of the BERC model IV rock dust analyzer should simplify its operation and calibration procedures, resulting in increased accuracy.

The purpose of the work covered by this contract is to develop a means of designing splice connectors which will significantly improve mine trailing cable splice performance. A brief discussion on splice problems is presented as an introductory means and substantiates the need for the development and test programs outlined in this report. Because of the empirical nature of this effort, time has been devoted to explaining the derivations of the test procedures used. Special attention is given to the splice flexing machine which served as the backbone of the test program. In order to familiarize persons with connector terminology, a section is devoted to a glossary of pertinent terms. Various types of cable joints are also defined. The major effort is a connector design parameter study. Utilizing the optimum parameters developed along with the suggested design procedure outlined in Appendix I should result in significantly improved splice performance and thus meet the objectives of this contract. A field test program was instituted for the purpose of insuring adaptability of connector design and associated installation tooling along with a field performance study. During the course of work, other significant factors affecting splice performance were uncovered. Although not covered by the scope of this contract, a brief discussion is presented for the purpose of stimulating interest in what is considered other fruitful areas for improved splice performance.

The normal practice for processing complex sulphide ore has been to grind with steel balls and/or rods in steel mills before flotation. Little thought had been given to the effect of grinding media on flotation selectivity of copper-lead -zinc ore until 1960 when Rey and Formanek(1) published their experiments on sphalerite floatability after grinding in a porcelain mill with ceramic pebbles. The studies by Rey and Formanek had a pronounced effect on the milling of copper-lead-zinc ores in Canada and possibly throughout the world at a time when autogenous grinding was creating a great deal of interest. The impression was created, and possibly still exists with some mill men, that grinding an ore in the absence of steel will result in a loss of selectivity between copper, lead and zinc minerals. This is in spite of the fact Rey and Formanek's experiments showed that the "naturall floatability" of sphalerite was not apparent after grinding in a porcelain pebble mill in an alkaline pulp.

This chapter will deal with the policy issues relating to mineral land disposal. The first portion of the chapter will discuss in general terms the legal systems utilized in disposing of mineral rights and the major problems encountered; the second section will comprise an analysis of the policy alternatives with emphasis on the pricing aspects. In this section, we are not attempting to provide a legal text, but simply to outline very briefly and sketchily the details of the systems. More detailed information can be obtained by contacting the appropriate governmental agency for specific information. Mining laws throughout the world are based on two major legal groupings: English Common Law and the Civil Law. These basic systems are often modified by Islamic Law and by negotiated -mixtures of these. Under English Common Law, which is embraced by the United States, Canada, and many of the members of the British Commonwealth of Nations, individuals can hold property and can extract minerals from it. The owner can dispose of minerals as he sees fit, either through contract, deed, or whatever other system is appropriate. CIVIL LAW Under Civil Law (also known as Regalian Law), mineral ownership is normally placed in the state, regardless of who owns the surface. This legal system applies in most European countries and their former colonies. It is derived from Roman law. The mineral deposits, thus, are worked under concessions. Most countries use a negotiated concession system and sometimes a combination of negotiation and competitive leasing. The negotiated system has advantages as well as disadvantages for both government and industry. In a system where the government administratively determines who is to get what, the concessions are normally large. Frequently they range up to several millions of acres and involve a considerable investment on the part of the concessionaire. There is no duplication of effort on the part of producers to obtain information, since a single concessionaire controls a given area. Consequently, less money is spent in toto because several prospective operators are not required to seek the same information. The system also has the advantage to the industry of permitting the concessionaire to select and retain the best producting area. Thus, major developmental expenditures are made on the production unit only, with a resulting reduction in the risk factor. The large initial size of the concession also minimizes the possibility of expending a large bonus payment for a barren property. The major governmental advantage of a concession is its flexibility in accomplishing other national objectives. The extensive use of rubber-tired support vehicles as a complement to a fleet of load-haul-dump and drill jumbo units has proved invaluable in maintaining scheduled multilevel/multiheading development drifting advances at the Henderson Mine. Support equipment, whether self-powered or towed, releases primary drill-blast-muck equipment from the supportive functions of ground control, utilities installation, steel and concrete construction and supply handling, thus providing both balance and increased flexibility to an underground, rubber-tired mining system. Experience has indicated that increases in man productivity and improved safety and working conditions coupled with decreases in overall costs and mining cycle times are realized with the inclusion of support vehicles in the mining fleet.

The design and development of slurry sampling equipment for the Mount Isa Mines Limited on stream analysis installations is discussed in detail. Emphasis is given to the critical areas of slurry transport, screen design, pump selection, elimination of fast wearing components and maintenance reduction. Sample point design to fulfil the specific accuracy requirements for On Stream Analysis (3% to 10% relative) is discussed.

Ammonia leaching of copper sulfide concentrates, matte, scrap or other sources of copper yields copper amnine sulfate solutions which are converted to metal in a two-stage process involving precipitation of inter- mediate sulfites and their thermal decomposition to copper powder of high purity. Processing details and results are given. Considerable simplification in circuitry and cost savings are indicated. Energy requirements are reduced by substitution of copper powder precipitation and ammonium sulfate crystallization for solvent extraction, electrowinning and lime boil.

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. The tunnel will be approximately 14.0 m (46 ft) in diameter when excavated. Early in 1972, Rocky Mountain Energy Company approached MARCONAFLO with a unique request for assistance. They controlled a series of scattered ore deposits in a remote section of Wyoming which had become increasingly valuable despite their relatively small size, great depth and low grade. At the time, MARCONAFLO was in the process of developing a tailings reclaim system which was based on the use of submersible capsules. It appeared that this basic concept might be adapted to slurry uranium ores and pump them to the surface through a bored hole. This presentation will review for you the development of this unique and potentially very important application of MARCONAFLO technology. This first slide (SLIDE 1) depicts the total mining concept envisioned by MARCONAFLO and Rocky Mountain Energy Company. A series of six self-contained mining units would be positioned through boreholes into the ore strata. An oscillating MARCONAJET would direct a high pressure jet stream into the orebody and put it into a slurry which would flow back to a slurry pump. The slurry would then be pumped to the surface and to a collection tank from which it would be transferred to processing. Both the MARCONAJET and the slurry pump would be actuated and controlled by means of a hydraulic power console mounted on the trailer behind the service tower. By means of a high pressure water pump also mounted on the trailer, return water from processing would be delivered to the MARCONAJET to slurry the ore. Tailings would be returned to a backfill unit for redepositing in the mined-out cavities. A drill rig would precede the mining, and it was estimated that this configuration would represent an optimum system for most effective equipment utilization.

One hundred and eleven pyrite samples from 3 porphyry-type deposits in the Canadian cordillera were analyzed (many in duplicate) by AA spectrophotometry for Co, Ni, Cu, Pb, Zn and Mn. All elements have density distributions that are lognormal or combinations of lognormal populations. Co and Ni in pyrites show zonal patterns that relate generally to mineralogical zones in the porphyry systems, particularly if contoured as the Co/Ni ratio. High Cu values in pyrites also correlate with Cu-rich mineralogical zones. Other elements studied appear less regular in their distribution patterns, although Zn highs in pyrite seem to occur sporadically near the margins of porphyry systems. In particular cases, pyrite geochemistry shows potential as an exploration tool to aid in target definition for detailed exploration.

Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes. The principle oxide minerals of molybdenum are wulfenite (PbMoO4), ferrimolybdite (Fe2(MOO 4)3.nH2O), powellite (CaMoO4), and ilsemannite (Mo304). Wulfenite is found in Arizona, New Mexico, Nevada, Utah, California, and Montana. It is also found in the states of Sonora and Chihuahua, Mexico. Prior to 1915 wulfenite ores were the primary source of molybdenum. The solubility of wulfenite in hot sodium sulfide was first noted by Bonardi(1) during attempts to sulfidize wulfenite material prior to flotation. He identified lead sulfide and soluble sodium molybdate as reaction products. Bacon (2) sulfidized wulfenite in preparation for flotation and by X-ray analysis found the reaction product to be lead sulfide. Holmes(3) made an extensive investigation of the extraction of molybdenum from wulfenite concentrates by leaching. Nearly 100% molybdenum extraction was possible from -100 mesh samples leached for 15 min with 10% sodium sulfide solution at room temperature. Molybdenum extraction from -100 mesh samples after leaching 30 min at a temperature of 45°C using 2, 4, and 6% sodium sulfide was about 32, 79, and 98% respectively. The extraction showed little sensitivity to time, temperature, or particle size using 10" sodium sulfide solution.

Introduction Although, in general, the openings created in domes or diapiric type salt deposits during mining operations are larger than those created in bedded deposits, the openings in bedded salts are of significant lateral extent. Thus, this paper will deal primarily with the dome deposits of the Gulf Coast and more specifically with the Avery Island dome operated by the International Salt Company where recent development activities have materially increased the sizes of previously standard openings. Geology The geology of salt deposits is the governing factor in the rock mechanics associated with the opening which is being created in the salt. Bedded salts are customarily characterized by having experienced solution along the interface between the top of the salt and the overlying bed. Thus, as the salt slowly dissolves there has been left behind a layer of laminated insolubles which is often incompetent. In most cases, this incompetent rock must be supported by a thickness of bedded salt which is left in the roof as support. Where this salt is of secondary deposition (recrystallized halite) with included moisture, additional thicknesses of roof salt are necessary to achieve stability. The salt which forms the domes of the Gulf Coast regions is from the Louann formation of the Jurassic period. These formations are dipping toward the Gulf of Mexico so that the upper tier of domes which have formed across northern Louisiana in an east-west direction into Mississippi and Texas have a salt source some 10 to 15,000 feet

"Auriferous quartz veins occupy zones of dilation. Foldgenerated dilation zones are systematically distributed and are dependent upon the folding mechanism. Comparison of natural and theoretical folds indicates that different mechanisms operated in the Halifax and Goldenville formations.In the slates of the Halifax Formation, the folds are of similar type and internal strain is most intense in the limbs. This internal strain is probably accommodated with little or no dilation.In the meta-sandstone and slates of the Goldenville Formation, a combined flexural and tangential longitudinal strain mechanism, modified by pure strain, produced the folds. Tension fissures produced by this mechanism are: (a) saddle 1'eef veins in slate horizons, (b) veins normal to bedding in meta-sandstone layers in the fold hinges,(c) veins along faults in the cores of tight fold hinges and (d) zones of en- échelon veins in slate honzons in the limbs of folds. Because veins in fold hinges (a, b and c above) account for most of the gold production in the Meguma Group, other factors controlling the distribution and size of these veins are summarized below.1. The size of saddle reef veins is controlled by the curvature of the fold hinge. Thus, a Curvature Index greater than 600 degrees indicates a promising prospect, where"

APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. MARTIN) IN PRESENTING THE CERTIFICATE TO SIR MAURICE MAWBY, C.B.E.Members of The Institute, distinguished guests of which there are many, ladies and gentlemen, you are welcome. And might I add a special welcome to Lady Mawby and Lady Fisher and to Sir George's only son, Peter, who with his wife, Betty and one of Sir George's three daughters, Helen, are present this evening, and also to Sir Maurice's son, Colin, and Colin's wife, Jay, also in our company.The family presence must surely be a great source of pleasure and satisfaction to all those so intimately concerned.It is hardly necessary for me to state the sole and only reason for our presence here tonight, which is to confer on Sir George Fisher and Sir Maurice Mawby Honorary Membership of The Australasian Institute of Mining and Metallurgy, and at the same time to acknowledge two people who have rendered great service to the mining industry, albeit tinged with sadness to all of us in the knowledge that from now on their influence may diminish. It is now my pleasure to introduce, although that is hardly necessary, Sir Maurice Mawby, the second member of the duo we honour here this evening, and whose contribution to the mining industry is also beyond assessment.

Coalbeds exhibit a directional permeability, with the maximum permeability oriented parallel to the face cleat. Thus, the most efficient pattern of vertical degasification holes for a coalbed is dependent upon cleat orientation. Surface joints, infrared photolinears, and Ronchi grating photolinears were investigated as potential estimators of subsurface cleat orientation. Cleat orientations were masured in 18 mines, in the Pittsburgh coalbed in southwestern Pennsylvania and northern West Virginia to be used as a standard against which prediction techniques would be evaluated. Two cleat systems with a strong geographic segregation were measured in the study area: N 67° W - N 28° E (95° separation) for the north, and N 76° W - N 17° E (93° separation) for the south. Directional data obtained from the three techniques investigated yielded satisfactory regional predictions of cleat orientation. Analysis of surface joints was the only technique considered sufficiently reliable on a local basis. Prediction of cleat orientation is based on the pairing of the principal directional sets into all reasonable combinations of fundamental systems. The system or systems composed of the most dominant sets nearest to 90° separation are likely to be a reliable prediction of cleat orientation. The most dominant set of the system selected is likely to be the face cleat.
