Miners and explorers in New Zealand are expected to consult with stakeholders, keep out of core conservation areas, and operate a high standard of environmental management and rehabilitation. These requirements are not difficult to meet, but many of the industry's own actions have brought it to a low level of general public esteem in New Zealand. Reasons for this are discussed, drawing examples from the Maruia Society's experiences with the industry since the mid-1980s. The boundary between core conservation areas and other land is not easily drawn, and the Maruia Society has sought to work with the mining industry to promote legislation for net conservation benefit trade-offs. However this initiative was not successful. Today the industry, unlike most other major industry sectors in New Zealand, has no accord with the country's conservation movement.

"ABSTRACTCoal Mountain Operations is the newest of Fording Coal’s operations although it is the oldest in terms of its historical production. In October, 1994, Fording purchased the former Corbin Creek/Byron Creek Mine. The mine is located in southeastern British Columbia, approximately 150 air kilometers from Calgary, Alberta. It was first developed in 1905 and has gone through a variety of owners in its 90-year history.This paper will deal with the remobilization strategy and the mining plans for the operation which are being implemented to make this operation competitive in the world export coal market. IntroductionIn October 1994, following a due diligence process, Fording Coal Limited purchased Coal Mountain Operations from Corbin Creek Resources, an employee group which had previously owned the mine. The purchase awarded Fording Coal Limited with 100% of the assets, and control of all the coal leases at Coal Mountain.The mine is located in southeastern British Columbia, southeast of Sparwood at the hamlet of Corbin, (Fig. 1).Rehiring of laid-off employees started in November 1994, with mining activities also recommencing in November. The coal preparation plant was restarted in December with one shift, went to two shifts in January 1995, and had four-shift, full-time operation in April 1996."

INTRODUCTION One of the main problems in tunneling without the use of explosives lies in the development of tools which, at an economically acceptable level, are capable of continuous breakage of the rock, resulting in a fragmentation suitable for a smooth, uninterrupted transportation of the muck away from the tunnel face. Tools employed on tunneling machines have, so far, always been of the mechanical kind which break up the rock by a crushing and shearing action. Other methods of rock breaking are possible but, even if some of them have reached the laboratory testing stage, nearly all of them are still too "exotic" to be of any practical use in the immediate future. One must admit, however, that some highly interesting results are beginning to be reported from the USA on the use of high pressure water jets for the destruction of rock through erosion, a field pioneered in Europe(USSR and Great Britain). Mechanical breakage of the rock is effected by inducing stresses exceeding its compressive/shear strength, by loading it with a wedge of cone shaped tool, until cracks are formed and chips loosened. In order to allow the tools to act upon the rock face continuously, they are commonly shaped as rotating bodies, "roller bits" or "disc cutters", spinning freely and mounted on a revolving boring head of tunnel diameter. The thrust of the tools against the face is generally exerted in a direction which is parallel to the tunnel axis.

In 1994 Newmont Gold Company commissioned a 2.5 Mt/a refractory gold ore roasting plant near Carlin Nevada. Many unique characteristics of this facility required use of specialized materials of construction in the areas of dry grinding, roasting, gas cleaning, and sulfuric acid production. Process conditions and design criteria that necessitated the use of special materials include; siliceous and abrasive ore, low roasting temperatures, gas streams with high concentrations of oxygen and sulfur, and stringent environmental regulations. Materials selected for use were ceramics, corrosion resistant steels, high temperature steels, and high temperature polymers, lead, polypropylene and low flammability PVC.

"Economics of wear in mining industry and methods by which wear cost may be reduced will be discussed.IntroductionCanada loses more than $5 billion annually due to friction and wear (Table 1). It is estimated that about $1.3 billion, or about 25% of the losses, could be saved through better application of existing technology (Table 2). It should be noted that the costs given in Table 1 and 2 refer to 1986. The losses due to friction and wear and the savings would be much higher in 1996. Tribology combines the many branches and specialties in science and technology concerned with understanding and combatting friction and wear. Specifically, tribology is concerned with the design and manufacture of sliding and rolling bearings, piston rings, gears, cutting tools and other devices in which surfaces interact, in sliding or other relative motion. Tribology is concerned with the correct use of materials for interacting solid surfaces, with the interaction of the surfaces with the lubricants, with the chemistry, physics and use of lubricants. It is concerned with the reduction of friction and wear and the avoidance of associated failures in machinery. Similar tribological components such as bearings are used in different technologies and similar tribological problems such as abrasive wear occur in different industries. Thus, tribology is in itself a generic science and technology, concerned with the generation and dissemination of knowledge on friction, wear and lubrication, and the application of the knowledge, to a wide range of industrial products and equipment, from ploughs to space equipment, from prosthesis to engines, from washing machines to railways, from computers to power stations, from paper mills to mines. INTRODUCTION This paper describes one of several research projects funded by the Advanced Research Projects Agency to extend the technology of rapid underground excavation. This study and field research effort are to investigate alternative means to determine rock and geological conditions in advance of a tunnel boring machine (TBM). Approximately 1 year of a planned 3-year program has resulted in the definition of three candidate drill systems. Hardware has been assembled to field test these candidates and testing has begun. The 3-year objective is to develop a single optimum prototype drill and test it in an active TBM operation. A study of the feasibility of using acoustic signals to detect discontinuities ahead of excavation has shown that reflecting interfaces in a homogeneous rock can be easily identified. Moreover, discontinuity interfaces in a very complex field site (where the rock face was weathered, was full of jointed rocks, and had a destressed zone running along the mine walls) could be identified with a reasonable level of confidence, using a cross-correlation technique for signal processing. The results of this study go a long way toward proving the feasibility of the technique. However, further development work is needed to optimize an operating system in a hard rock environment where boring machines are used for excavation.

INTRODUCTION The U. S. Army Corps of Engineers is developing chemical explosive excavation as a construction technique for use on Civil Works projects. Large chemical charges are being used in multiple charge arrays in a variety of media and topographic situations to achieve actual construction projects. The target is the development of chemical and nuclear explosive excavation as an accepted cost-competitive construction technique. Military research using explosive excavation is also being conducted to apply this technique to military engineering for combat purposes and to military construction. The information gained from both the civil and military research is integrated into the overall development of explosive excavation. This research and development work is being conducted under the auspices of the U. S. Army Engineer Waterways Experiment Station Explosive Excavation Research Laboratory (EERL) located at Livermore, California. This organization was formed in 1962 as the Nuclear Cratering Group (NCG) to carry out the Corps of Engineers (OCE) portion of a joint agreement with the Atomic Energy Commission (AEC) to develop nuclear explosives for construction purposes. The AEC, through the Plowshare Division of the Lawrence Livermore Laboratory at Livermore, California, has been responsible for developing nuclear explosives, conducting nuclear cratering experiments, developing nuclear safety information, and developing methods for predicting the shape of the craters. Traditional methods for the production of transition metals from their ores usually include the electric arc smelting of the ore or concentrate to produce a ferroalloy. This is subsequently refined to produce either a ferroalloy or to produce the metal or metallic carbide. Recent trends in the treatment of iron ores have seen the development of many processes for solid state carbothermic reduction followed by melting of the prereduced iron to produce steel and similar types of processes are under consideration for the production of ferroalloys. There are clear potential savings in energy and control of emissions from such processes. This paper discusses some research which is currently underway at La Trobe University into the solid state carbothermic reduction of chromium and tungsten ores to produce the metallic ferroalloy or the carbide for subsequent further processing. The kinetics of the carbothermic reduction of both chromite and scheelite were found to be dominated by gaseous CO rather than by direct carbon reduction. However the diffusion of carbon into the ore is certainly an important feature of the process. The production of tungsten carbide from the metal is the slow step in tungsten reduction. The development of phases during reduction were studied using a scanning electron microscope and an electron probe and knowledge of the phases produced allows analysis of the reduction process.

Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels at Cyprus Sierrita. The predictive program was initiated by Cyprus Sierrita and P&H Mining Equipment at the Cyprus Sierrita Mine in Tucson, Arizona during August of 1996 on the P&H model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

The Mining Division of Iscor, an integrated minerals and metals company, has recently completed a feasibility study for the establishment of a new heavy minerals mine and smelter in the Richards Bay area of KwaZulu-Natal, South Africa. The mine will produce a heavy mineral concentrate containing ilmenite, zircon, rutile and leucoxene which will be beneficiated at a central processing complex close to Empangeni. The ilmenite will be smelted to produce high-grade titania slag and pig iron for export. The ancient dune containing the mineral deposit is located some distance inland of the coastal dunes, and the sands contain a high proportion of extremely fine material which must be extracted ahead of the gravity separation process. Of the 56 million tonnes to be mined annually over the ten-year life of the mine approximately 23,4%?a total of 13,1 million tonnes of minus 45 micron residue fines?will have to be disposed of in a containment facility. The origin of the fine material is from the weathering of amphibole minerals. The remaining coarse sands will be returned to the mined area to re-create the original dune configuration. A number of options for the disposal of the residue fines have been examined and specialised laboratory tests undertaken to determine the deposition behaviour of the fines. The final solution involved the use of a ?sub-aerial? technique for deposition of fine material in a disposal facility. The resulting arrangement will adequately meet technical and environmental criteria. Upon closure after 10 years of operation, the surface of the disposal facility will be returned to sugar cane cultivation The paper refers to the various options considered and describes the problems associated with competent disposal of the residue fines and the development details of the final disposal facility.

Use of this method has been limited, however, because of the difficulty of working with metal in the semi-solid state, which has strong shear rate, temperature and time-dependent properties. Process development is one of the principal tasks required in the course of turning an exploration discovery into a mine. Exploration geologists should have an understanding of the more important metallurgical processes and the test work required for each process. The paper discusses the important metallurgical processes, the test work and sample requirements for each, and the costs and time requirements to accomplish the testing. The limitations of reverse circulation drill samples for metallurgical testing are discussed. The level of process definition required to support engineering studies: scoping, pre-feasibility and feasibility studies are also described.

"Percussion drills are the source of the most serious noise problems in mining activities, due to their extremely high noise levels(114-122 dB(A)) and widespread use(Bartholomae and Stein, 1988). Percussion drills will continue to be widely used to drill small diameter holes in hard rock because no other method seems to be economically avail-able to replace them (Boillat et al., 1993).Many studies (Danière, 1991; Hawkes etal., 1977a; Jensen and Visnapuu, 1972;Leblond et al., 1976; Milette, 1989) were con-ducted to determine the major noise sources of percussion drills. The exhaust air of pneumatic drills, the hammer, the bit in contact with the rock and the drill rod have been identified as the major noise sources. A muffer can be used to reduce the exhaust noise and the hammer can be enclosed. The bit noise is considered to be of concern only at the beginning of holes. When all the available methods are used to reduce the noise of a percussion drill, the drill rod vibrations become the dominant noise source (Hawkes and Burks, 1979). However, the noise levels generated by this source remain high and future efforts should concentrate on reducing its radiation.Works by Hawkes and Burks (1979) and Hawkes et al. (1977b) for the U.S. Bureau of Mines provide the most complete description on the noise and vibration of percussion drill rods.The longitudinal and bending waves are the two most important types of elastic waves generated in drill rods. Among these, only the longitudinal waves contribute to the drilling rate. The bending waves are caused by non-centralized impacts, drill rod curvature and non-uniform bit/rock interface. Drill rod noise is generated by Poisson’s ratio expansions and contractions of the rod as the longitudinal waves travel up and down it and by transverse rod motions induced by bending waves. The radiation efficiency is much higher for bending waves than for longitudinal waves. Most of the impact energy is transformed into longitudinal waves, as expected for axial impacts. The evaluation of the relative contribution of longitudinal and bending waves to noise generation poses a very difficult problem for experimental, analytical and numerical approaches. It is, however, an important issue because the relative contribution of these two waves will guide future noise reduction efforts. It seems that very little can be done to reduce the noise radiation of the axial waves without affecting the drilling rate. The main difficulty that analytical and numerical approach-es face, in the evaluation of the relative contribution of the two waves, is that there is no adequate theory for predicting the bending vibrations from the factors that cause them. The experimental approach has, thus, been limited to test fixtures that do not adequately represent the boundary conditions, as well as by measurements obtained under real operating conditions from which it is difficult to establish the relative contribution of the two types of waves. For example, Hawkes and Burks (1979) and Hawkes et al. (1977b) used a test fixture with free-free boundary conditions and made no clear link with measurement under real operating conditions. Rather, they have based their discussion on a simple model. Many authors assume that fexural waves are the main noise source on drill rods. However, measurements have been somewhat contradictory and researchers are still unable to state with certainty that this is indeed the case (Lednik et al., 1988)."

This program employsexplicit time integration and uses spherical or cylindrical elements that are represented as circles in2-D. Because the nickel contained in lateritic nickel ores does not occur in an identifiable mineral, it is generally accepted that these ores are not amenable to beneficiation. For this reason, such ores are either directly smelted or leached to extract the nickel. In this paper, a process for enriching the nickel content of the lateritic nickel-bearing chromite overburden, normally a waste material generated during chromite mining, is described. In this flotation process, a nickel preconcentrate containing >1.1% Ni was obtained from material containing as little as 0.36% nickel. An empirical relationship was developed to predict the grade of nickel that can be obtained.

INTRODUCTION The Tokyo metropolitan region, inclusive of the three neighboring prefectures (Kanagawa, Chiba and Saitama), has the highest concentration of population and industry in Japan; with an area of 13,500 km2 or only 3.6 percent of the national land, but a population of 31.8 million or 26 percent of the national total, and a Gross Regional Product (GRP) of146 trillion yen (US$1.33 trillion) or 36 percent of the overall GDP of Japan as of 1990. Tokyo Bay, embraced by the metropolitan region as shown in Figure 1 (a), (b), is open to the Pacific Ocean as a marine gateway and is ringed by large cities and coastal industrial zones together with port facilities, all constituting a concentration of prime importance for socio-economic activities. The Trans-Tokyo Bay Highway (TTB highway), which crosses Tokyo Bay and provides a direct transportation link between the west and east sides of the bay, has long been a sort of “dream-come-true” project in Japan. As shown in Figure 2, linked to the Tokyo Bay Shore Highway, Metropolitan Inter-city Expressway, Tokyo Outer Ring Road, Tateyama Express-way, and others, it will play an important role as an integral part of the regional highway network to help promote spatial redistribution and multi polarization of urban functions, thus strengthening cooperation between cities and restructuring the metropolitan region. The TTB Highway is a project of 15.1 km in length designed as a toll highway to cross the bay by tunnel and bridge, and will require ten years to complete at a total cost of more than 1,438 billion yen (US$13.077 billion). Following more than 20 years of feasibility and environmental assessment studies, construction of this giant offshore highway project commenced in May 1989 as the first large-scale highway project with private-sector participation under the prevailing Road Law in Japan, and is now steadily proceeding toward the goal of completion in fiscal1997. This report outlines the entire TTB Highway project, including the waterproofing measures against high water pressure and the rapid construction method applied in the construction of shield tunnel sections.

This paper presents the results of a recent study on the development of an in situ testing method for determining coal strength in mine pillars. The strength testing is performed in the horizontal holes drilled into the coal rib using a penetrometer, which is an hydraulically powered device that uses an indenter to press on the surface of the borehole until the load reaches the failure point of the coal. The pressure and the penetration of the loading pin are recorded by a data-acquisition unit. The results collected from several coal mines indicate that this testing method is ideally suited for the realistic coal strength measurements. The new testing system not only improves the accuracy of the pillar-strength determination, but it is more cost efficient than the conventional method.

In the last 40 years nuclear energy has taken its place as a major source of electricity worldwide. It now produces 17 per cent of the world's electricity and could conceivably produce a higher proportion, to displace some six billion tonnes of carbon dioxide emissions per year. Concerns about global warming and environmental quality now underline the virtues of nuclear electricity among alternative sources of energy. Global electricity demand is rapidly increasing as a proportion of total energy usage. The proportion has doubled since 1960 and the demand is expected to increase at least 75 per cent between now and 2020. The source of this extra capacity, and the replacement of present capacity, raise questions with major resource and environmental implications. Today nuclear energy is a mature technology. Over 1200 nuclear reactors have been built and operated, some of these have been decommissioned, and among the 440 reactors in commercial operation the first advanced reactors are now entering service. Some 8000 reactor-years of operation have, with the sole exception of Chernobyl, shown nuclear energy to be extremely safe and reliable. High-level wastes are being managed properly and in different parts of the world two strategies are applied to this. Australia has a major role as a long-term supplier of uranium, since it holds almost 30 per cent of the world's reserves. This, along with an impending sellers' market for uranium, is making it an opportune time to develop new mines here. However, after several decades of concern about civil nuclear energy contributing to the arms race, we now have uranium liberated from nuclear weapons stockpiles being diluted for use in civil reactors, which will supplement ex-mine supply. The public acceptability of nuclear energy remains the critical factor in its future and hence in ours.
