"Over the years, mathematical modeling has been established as a viable tool for design and analysis of melting and solidification processes. Modeling of electromagnetic casting and melting systems involves three coupled problems -- determination of the containment field, the shape of the meniscus, and the temperature field -- which have to be solved simultaneously. One of the difficulties in numerical simulation of these systems is in defining and gridding the solution domain as the meniscus shape of the liquid region is not known a priori. This paper describes a methodology for solving these coupled problems in a two-dimensional electromagnetic containment field. This method is based on the solution of the electromagnetic, free surface dynamic, and heat transfer equations in a fixed domain in computational space by mapping the physical space into an invariant computational space during the search for the equilibrium shape using a variable non-orthogonal coordinate transformation. This approach, also, eliminates the need for regridding the liquid and solid regions during phase change. This methodology is demonstrated for two electromagnetic confinement systems -- the Magnetic Suspension Melting process and the electromagnetic casting of aluminum. The model predictions are in good agreement with available data for these systems. It is suggested that the methodology presented here is likely to provide a useful tool in the design, analysis, and optimization of electromagnetic confinement systems. IntroductionDuring the past decade, mathematical modeling has emerged as a viable tool for the design, analysis, and optimization of casting and melting processes /1-2/. It is generally recognized that the usefulness of modeling to study the interplay between the various process parameters without resorting to extensive experimentation relies heavily on accurate representation of the physical phenomena in these systems. In modeling electromagnetic confinement casting and melting systems, it is important that the model address all aspects of electromagnetic field interaction with the metal, if accurate predictions are to be obtained /3/. The electromagnetic field affects the heat transfer phenomena primarily through joule heating. In addition, the electromagnetic forces play a key role in heat redistribution in the molten pool via melt stirring, and, in confinement systems, support the molten metal pool."

Geophysical methods are useful non-invasive means of collecting subsurface information on the environmental impacts of resource developments. Techniques such as seismic refraction, ground probing radar and magnetics are well established tools for environmental studies of waste disposal sites. Repeat resistivity surveys, gravity surveys, and infrared or multispectral remote sensing hold great promise for monitoring environmental changes. Examples from New Zealand include geothermal field monitoring, which may involve the use of geophysics for .detecting changes of surface thermal activity, hydrothermal eruptions, induced earthquakes, contamination or depletion of shallow groundwater, and subsurface fluid recharge. Other examples include resistivity monitoring of contained effluent disposal ponds, tailings dams and landfills. Experience has shown that care is necessary to identify the natural variability of the parameter measured before drawing conclusions regarding an observed change.

This report presents results from an ongoing U.S. Bureau of Mines study defining domestic coal reserves. Examinations of five 7 ½ -minute central Appalachian quadrangles have been completed to date. Only 26.4%, 5.0%, 6.5%, 8.2%, and 4.2% at the coal resources remaining in the Matewan, Boltsfork, and Hoskinston, KY; Vansant, VA; and Beckley, WV quadrangles, respectively, constitute economically recoverable reserves. An evaluation of the coal mining industry's impact on the economy of Pike County, KY, wherein the Matewan quadrangle is located, was also completed in order to provide a basic understanding of the influence of coal mining on the local economy. Results show that coal mining is the only major income producing industry in Pike County, accounting for about 46% of the county's income, and 21% of the total available employment, in the base year 1990. If similar results are found in subsequent investigations, a strong argument can be made that traditional coal producing regions may soon be experiencing resource depletion problems far greater and much sooner than previously thought. This will affect not only the coal industry but, given the obvious dependence of Pike County's economy on its coal mining industry, the entire social and economic infrastructure of large areas.

Nepheline syenite is a light-colored feldspathic rock that is used primarily as an addition to the glass batch. It is also used in ceramics and as an industrial filler. Composed essentially of the soda and potash feldspars and nepheline, nepheline syenite contributes needed alkalis and alumina to the glass composition. And because it contains a higher proportion of these oxides per unit weight, it is a formidable competitor for feldspar in northeastern North America and parts of western Europe. Nepheline-bearing rocks are not uncommon on a world scale, but few are able to be beneficiated to a composition sufficiently low in iron to be used in the making of glass. Nepheline can only form in an environment deficient in silica. Hence free silica, as quartz, is always absent in the primary mineral assemblage. Biotite, hornblende and magnetite are usually present as minor accessory minerals, and zircon, garnet, muscovite, and apatite may be present as trace minerals. Nepheline syenite is produced for glass, ceramics, and filler markets by Unimin Canada Limited at Blue Mountain, in south- eastern Ontario. Unimin acquired the former Indusmin and IMC properties from Falconbridge Ltd. in 1990. Elkem Nefelin AIS commenced production of similar products from Stjernoy Island in northern Norway in 1961. Unimin acquired this company in 1992. Nepheline has also been a byproduct of apatite mining on the Kola Peninsula for many years, and in 1951 the production of alumina from nepheline was commenced in a plant near St. Petersburg (Leningrad). There are now four plants in the Russian Republic, two smaller ones based on nepheline tailings from apatite mining and two larger and more recent plants in central Siberia using other nepheline resources. All four of these plants are integrated complexes that produce alumina for the subsequent production of aluminum metal, sodium and potassium carbonates, and portland cement. Roofing granules are produced by the 3M Company from a nepheline rock in Arkansas. In 1980 and 1989, trial shipments of nepheline syenite were recorded from new sources in Brazil and western Turkey respectively. Recent interest is also recorded for deposits in China, Saudi Arabia, and British Columbia.

The term bentonite was first proposed in 1898 by Knight, a year after he had named this clay taylorite, because taylorite had been previously used for another mineral. The name taylorite was after the Taylor ranch, the site of the first mine, near Rock River, WY, and the name bentonite is from the Benton Shale in which the clay was thought at that time to occur. The Benton Shale was, in turn, named after Fort Benton, MT, located more than 640 km miles north of Rock River. Early in the 20th century, several geologists recognized that bentonite, mainly in beds in Cretaceous and Tertiary rocks, originated from transported volcanic materials. This recognition led to definitions based on origin, the one most widely quoted and generally accepted by geologists is the following definition by Ross and Shannon (1926): "Bentonite is a rock composed essentially of a crystalline clay-like mineral formed by devitrification and the accompanying chemical alteration of a glassy igneous material, usually a tuff or volcanic ash; and it often contains variable proportions of accessory crystal grains that were originally phenocrysts in the volcanic glass. These are feldspar (commonly orthoclase and oligoclase), biotite, quartz, pyroxenes, zircon, and various other minerals typical of volcanic rocks. The characteristic clay-like mineral has a micaceous habit and facile cleavage, high birefringence and a texture inherited from volcanic tuff or ash, and it is usually the mineral montmorillonite, but less often beidellite." The difficulty in applying the foregoing definition to bentonite as an industrial mineral commodity is that it is based on origin and is restricted to an ash, tuff, or volcanic glass parent material. Therefore, deposits consisting of the clay minerals required by this definition, but having uncertain origin or parent materials, cannot properly be called bentonite. Furthermore, many deposits in the western United States and in other countries that have formed from rocks other than the types required by the definition are being mined and sold as bentonite. Perhaps the best definition of bentonite as an industrial mineral is one given by R.E. Grim in a plenary lecture at the International Clay Conference (AIPEA) at Madrid, Spain, June 27, 1972. According to this redefinition, which will be used in this chapter, bentonite is a clay consisting essentially of smectite minerals (montmorillonite group of some usages), regardless of origin or occurrence. This definition solves the problem of the difference between the geologic and industrial usages of the term and overcomes the difficulty in assigning a name to smectite clay that formed from igneous rock other than ash, tuff, or glass, or those of sedimentary or uncertain origin. However, bentonite, when used with this meaning is still a rock term (consisting of more than one mineral), and it will not be possible to distinguish it from fuller's earth in many instances. One way of classifying bentonite is based on its swelling capacities when wet or added to water. Bentonite having sodium (Na+) as either the dominant or as an abundant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium (Ca++) is more abundant than other ions has much lower swelling capacities than sodium varieties. Some calcium types swell little more than common clay, and most crumble into granular masses in water. Intermediate calcium-sodium bentonites, the so called mixed types, tend to swell moderately and to form gels of lesser volumes than equal masses of the sodium type bentonite. Because of the general relationship of swelling and exchangeable ion characteristics bentonite is commonly divided into the high swelling or sodium, low swelling or calcium, and moderate swelling or intermediate types. The term sub-bentonite (Davis et a]., 1940) is used inconsistently in industry for the low or moderate swelling varieties. The authors believe the use of this term should be discouraged because of its implication of low quality or low value and the lack of a mineralogical or use basis for it. In the United States bentonite is also classified by geographic location and the uses for which it is sold. Inasmuch as most of the low swelling calcium type occurs in states bordering the Gulf of Mexico, this variety is commonly called Southern bentonite. The largest high swelling sodium bentonite deposits and the major producing districts are in Wyoming and adjacent states. Therefore, this bentonite is commonly called the Wyoming or Western type. Such terms as drilling mud bentonite, foundry bond bentonite, and taconite bond bentonite relating directly to use are applied in marketing. Other terms including high and low yield bentonite, high and low gel bentonite, and high and low strength bentonite are also used to distinguish different grades. The varied classifications notwithstanding, bentonite occurs in so many different varieties that some cannot logically be classified according to any of the foregoing groupings. One of these types is hectorite, which is a high swelling lithium-bearing variety of smectite occurring mainly in California and adjacent states. It is, therefore, not a Wyoming type, and it occurs even farther west than the so called western bentonites. Others are bentonites having magnesium (Mg++) or hydrogen (H+) as the most abundant or dominant exchangeable ion. These types are neither sodium nor calcium varieties, and apparently some are low swelling, whereas others have rather high swelling capacities. The approach of using the Coward Triangle for the analysis of flammable mine gas mixtures has been examined for its application, to the flammability of coal dust/gas/air mixtures. Explosible lean limit and rich limit concentration data for dust/methane/air mixtures are examined and illustrated using co-ordinate geometry. It is concluded that a three-dimensional envelope representing hybrid explosible mixtures can be drawn. The dimensions of this explosive zone will vary with the characteristics of the coal dust and the gaseous composition of the mine atmosphere. Further research is needed to establish these dimensions for important mined seams.

"Abstract -Mineral deposits and prospects of the Pan African Saldanian orogenic belt in the south­ western Cape Province South Africa, are reviewed. Despite the entire absence of operating base or precious metal mines in the area, this study has established at !east four metal associations that offer enticing exploration potential .The poly-phase deformed, low-grade metamorphosed volcano-sedimentary Malmesbury Group constitutes a complex, poorly understood supracrustal sequence that has been loosely subdivided into the Tygerberg, Swartland and Boland tectono-stratigraphic terranes by northwesterly trending fault zones. Syn- and post-tectonic granitoids of the Cape Granite Suite selectively intruded these terranes. Early S-types preferred the Tygerberg terrane whereas the later I-types dominate the remaining areas. Anorogenic A-type granites, however, occur in all three domains. Known metallization is directly or indirectly related to the intrusives, yet syngenetic deposits are conspicuously absent from the supracrustals. Four metal associations have been identified.•,Cassiterite-wolfrarnite (± Au, Cu, Mo, Fe-sultides) in quartz and quartz/aplite veins hosted by tourmalinized and locally greissenized S-type granite. Similar exo-granitic veins occur in proximal metamorphites.•,Juxtaposed disseminated, stockwork, breccia and vein style Cu-Mo-Fe-(Au)-sultide mineralization hosted by matie to intermediate intrusives of high K calc-alkaline, 1-type affinity.•,Cu-Mo-Au-sultides hosted by hydraulic breccia pipes, stocks and veins occurring in anorogenic A-type alkali feldspar granites and amphibole quartz syenites.•,Scheelite with minor Cu-Mo-sulfides and Au-associated with endo- and exo-skarns spatially related to I-type monzogranite, granite and alkali feldspar granite .The first three associations occur along the Yzerfontein-Helderberg-Zone, a 180 km lineament in the Tygerberg terrane, a zone exploited by syn-, late- and post-tectonic intrusives and their related mineralization. The fourth association is typical of the Boland terrane. The spatial and temporal relationships between the various metal associations is interpreted as the result of sequential intrusion of relative early high level S-type, followed by intermediate level I-type and finally anorogenic A-type granitoids during the evolution of a contracting continental margin arc and its inner arc. This plate tectonic setting suggests subduction in an easterly direction underneath the Kalahari craton. The spatial configuration of the various terranes at the present erosional levels is the result of rifting and significant differential vertical displacement following cessation of subduction, a terminal tectonic event possibly synchronous with intrusion of the A-type granitoids.Near surface preserved roof zones and cupolas of both S- and I-type granitoids in the Tygerberg and Boland terranes, respectively, render these areas extremely prospective for Sn, W, Mo and Au mineralization. The presence of intermediate to mafic volcanics, a diversity of calcareous lithotypes and favorable plate tectonic setting of the Malmesbury Group suggest potential for the thus far elusive VMS, MVT and Sedex base metal and minor precious metal deposits."

"Carbides and nitrides of iron are being considered as magnetic materials for high-density recording due to their chemical stability and high-saturation magnetization values (> 100 emu/g). Iron carbides and iron nitrides with magnetic properties suitable for magnetic media were synthesized by employing a novel synthesis procedure based on fluidization of powders in reactive atmospheres. Fluidized-bed reactors of laboratory, bench, and pilot scale were employed for the synthesis of iron carbide, FeSC2, by reducing and carburizing U-Fe203 in the temperature range of 300 to 550 ºC. A temperature of 400· ºC and a reaction time of 2 to 3 h are found to be optimal for the synthesis of iron carbide. When the carburization was carried out in a reducing and carburizing atmosphere such as carbon monoxide, nucleation and growth of FeSC2 occurred directly from Fe304 with no intermediate phases such as FeO or Fe. Longer carburization times resulted in the deposition of carbon on the surfaces of FeSC2 particles due to Boudouard reaction, and higher temperatures favored the formation of a mixture of carbides such as FesC2 and Fe3C. Iron nitrides were synthesized by reducing u-Fe203 in the temperature range of 350 to 550 ºC, followed by nitriding in the temperature range of 350 to 550·ºC. The powders were characterized using X-ray diffraction, scanning electron microscopy, thermogravimetric analyzer, and a vibrating sample magnetometer.IntroductionRecent demand for high-quality recording of optical, electrical, and audio signals generated interest in magnetic tapes with high-recording densities as compared to the conventional magnetic tapes based on U-Fe203. At present, commercially available magnetic tapes contain maghematite, U-Fe203, as a magnetic material with a saturation magnetization of90 emu/g and a coercive force of 400 Oe. Recording of signals at a higher density per unit volume of magnetic material demands magnetic materials with high-saturation magnetization and a reasonable coercive force. Although metallic iron particles possess a saturation magnetization of 130 to 150 emu/g and a high coercive force of 1000 Oe, the gradual oxidation of iron-to-iron oxides (of lower saturation magnetization) prevents the use of iron particles for high-density recording. In contrast, iron carbides such as FesC2, Fe7C3 and iron nitrides such as Fe4N and Fe3N possess excellent magnetic properties coupled with good electrical conductivities and high hardness. The carbides and nitrides of iron have generated significant interest as magnetic materials for the next generation of magnetic tapes due to their unique magnetic properties and relatively greater oxidation resistance as compared to metallic iron particles [1-4]."

Emulsions explosives, like slurries or water gels, are water based explosives. Emulsions were first introduced as a packaged blasting agent in the late sixties. Since then, many new variations have been developed, from small diameter detonator sensitive products to bulk loaded anfo/emulsion blends. Explosive detonation characteristics such as velocity of detonation, density/sensitivity relationship, strength, and water resistance along with how they relate to the type of rock and type of application will be presented. Various methods of sensitizing such as glass microspheres and chemical gassing along with product limitations and safety recommendations for bulk loading emulsions will also be presented.

The two calcium sulfate minerals, gypsum and anhydrite, occur in many parts of the world, and gypsum has long been of economic importance in the family of industrial minerals. Gypsum, the dihydrate form of calcium sulfate (CaSO, . 2H20) and anhydrite, the anhydrous form (CaSO,) are frequently found in close association, and it is seldom that a calcium sulfate deposit will consist exclusively of one mineral or the other. Although known gypsum deposits are extensive, anhydrite makes up the larger part of total calcium sulfate resources. Although it has very minor economic use, it is important to the understanding of gypsum deposits and is referred to frequently in the following discussion. Calcium sulfate is one of the principal constituents of evaporite deposits, and when pure, has the following composition: [ ] Deposits of pure gypsum or of pure anhydrite which are large enough to be considered commercial have not yet been found because of both the metastable relationship between the two minerals, and the presence of impurities such as calcium or magnesium carbonates, chlorides, other sulfate minerals, clay minerals, or silica. Most gypsum produced ranges from 80 to 95% pure and beneficiation is normally limited to selective mining or quarrying or upgrading by crushing and screening during mill processing. END USES The largest use for gypsum is based upon the unique property which calcium sulfate has of readily giving up, or taking on, water of crystallization. With the application of a moderate amount of heat in a process known as calcining, gypsum is converted to plaster of paris, the hemihydrate of calcium sulfate (CaSO4 ½ H2O), which when mixed with water will set or harden as the calcium sulfate returns to the stable dihydrate form. This semifinished product, usually called stucco, is then manufactured into a large variety of plasters, wallboard, and block for construction use, or into plasters for industrial applications. About 75% of the gypsum used in the United States is calcined for these purposes. Uses of uncalcined gypsum are principally as a retarder for portland cement, as a soil conditioner, as a mineral filler, and other minor industrial applications. About 25% of the gypsum mined in the United States goes into these markets; however, in other countries with building practices different from those in the United States and Canada, relative usage varies widely. Calcium sulfate deposits are the world's largest sulfur resources; minor quantities of gypsum and anhydrite have been used to produce sulfur or sulfur compounds. This use is accompanied by a unique site-specific set of economics because sulfur is generally available from non-gypsum sources at lower cost.

Metal ions associated with effluent streams pose an increasing environmental problem for the mineral industry. Various techniques currently in use to combat this problem including bioremediation, chemical precipitation, and ion exchange are reviewed, and their relative advantages and disadvantages discussed. An alternative technique for metal ion removal, adsorption on surface modified alumina substrates is presented. Alumina surfaces were modified by adsorption of organofunctional silanes, and metal ion removal occurs by chelation of the ion by the adsorbed silane molecules. Experimental data is presented for the removal of cupric ions by this method and is compared to cupric ion removal by adsorption on alumina without prior surface modification.

An experimental study of ground motion from explosions designed to remove overburden in an open pit coal mine is reported. The purpose of this study is a characterization of these ground motions in the distance range of several tens of meters to several kilometers. The investigation has focused upon both single cylindrical sources with different explosive configurations as well as arrays of charges in the production mode. Critical to this study of source configuration and coupling is experimental control of the individual explosions, the timing of the explosions and the geological properties. The height of the explosive charges, their depth and charge distribution were monitored in the field. High speed photography as well as velocity of detonation measurements were made on the multiple explosion source so that detonation of individual charges could be documented.

"Résumé - Cette étude porte sur l'altération de la matière organique et des argiles dans les boues carbonatés dévoniennes du facies ""F' de la Formation de Pine Point et ses équivalents stratigraphiques la Formation d'Evie et l'unité bitumineuse de la base de la Fonnation de Hom River. La matière organique se compose principalement de bituré solide et de quelques fragments de fossiles (organaclastes). La majorité des échantillons ne renfement que de l'illite et des inter-stratifiées illite/smectite.Si on compare les températures d'homogénéisation (Th = 100°C) des inclusions fluides de la sphalérite et des dolomites associées a la minéralisation aux températures estimées à partir de la réflectance de la collinite (84°C à 117°C), l'on ne peut pas conclure à la présence d'une anomalie thermique dans le district minier de Pine Point. De plus, la réflectance des organoclastes n'est pas plus élevée dans le district minier de Pine Point que dans les localités plus éloignées des gites. L'analyse des minéraux argileux conduit à la même conclusion: aucune anomalie thermique n'est décelable dans les unités échantillonnées à l'intérieur du district minier de Pine Point quelque soit l'indicateur utilisé.La kaolinite et la matière organique altérée, affichant des valeurs anomales de sa réflectance, se trouve essentiellement en présence de soufre et de sulfures. Cela suggère une origine authigène de la kaolinite et une altération de la matière organique reliées au phénomènes de minéralisation.Abstract - The alteration of organic matter and clays is studied in the Devonian Pine Point Formation carbonate muds, ""F"" facies, and its lateral equivalents the Evie Formation and the bituminous unit at the base of the Hom River Formation. The organic matter is mainly composed of solid bitumen with few fossil fragments (organoclasts). Most samples contain only illite and mixed layer illite/smectite.If we compare the Th (100°C) from fluid inclusions of sphalerite and dolomites associated with mineralization to the temperatures calculated from the reflectance (Ro) of the collinite (84°C to 117°C), we cannot detect a thermal anomaly in the Pine Point mining district. This result is based on the reflectance values of organoclasts from the mining district that are not higher than those reflectance values measured on organic matter (OM) away from the ore deposit. A similar conclusion is reached from the clay study: none of the parameters used allow us to identify a thermal anomaly in the samples from the mining district.The kaolinite and the altered OM showing anomalous Ro values mainly occur with sulfides and sulfur. This association suggests an authigenic origin for the kaolinite and an alteration of the OM due to the mineralization events."

"Low cost processing of metal matrix composites is an essential requirement for this class of materials to be acceptable in commercial application. In an effort to reduce the cost of processing of metal matrix composites, an infrared pressureless liquid infiltration technique has been developed. The salient features of infrared infiltration are that it is rapid, simple and a low cost process. The rapid processing capability causes very little oxide formation on the alloy resulting in both improved wetting and flow characteristics and reduced oxygen contamination in the composite. Thus, vacuum is normally not required. Using infrared inflltration, aluminum and titanium matrix composites have been prepared under an ambient argon atmosphere. Reinforcements in these composites include carbon fibers, silicon carbide Nicalon fibers and Textron's SCS fibers. Microstructural and mechanical test results indicate that completely consolidated composites with good fiber distribution, limited interfacial reaction and high mechanical properties can be manufactured by this process. IntroductionAluminum and titanium matrix composites reinforced with ceramic reinforcements are strong candidates for numerous applications in the aerospace and automotive industries. Aluminum matrix composites are commonly fabricated by either solid state vacuum hot pressing, liquid state pressure infiltration or squeeze casting [1]. Although liquid state pressure infiltration and squeeze casting has significant advantages over solid state processes, the requirement for pressure makes these composites uneconomical for large scale industrial application. Titanium matrix composites are primarily fabricated by solid state diffusion bonding [2]. Pressureless liquid infiltration can significantly reduce the cost of fabrication in both the composite systems. Design details of a 100 kVA DC electric-arc reduction furnace are described. The furnace is equipped with a 610 mm (24 inch) diameter graphite crucible hearth. A 76 mm (3 inch) diameter top graphite electrode is used as a cathode. The current passes through the bottom of the crucible and is carried to a bottom plate (the anode) by conductive magnesia carbon bricks. The furnace can be operated up to a maximum of 120 V, 1800 A, and presently 100 kW. The start-up operating experiences and metallurgical results of one reduction test with a Montana chromite containing 38% Cr2O3 are discussed.

A process has been developed for detoxifying spent potliner (SPL) in which the SPL is blended with limestone and an anti-agglomeration agent and thermally treated in a rotary kiln. The process has been proven and a commercial plant is in operation at Gum Springs, Arkansas. The treated by-product material has been delisted by the U.S. EPA and is now a potential raw material for many commercial applications. Finding uses for a non-hazardous material has many advantages over finding uses for a hazardous material like SPL. Complete usage of the by-product will complete the life cycle and eliminate any landfilling of non-hazardous SPL by-products or residues. Being non-hazardous and containing compounds used in the ceramic and numerous other industries assures many potential uses for the spent potliner by-product.

Mining in Mexico has an immensely long tradition. In his first letter reporting to his sovereigns from Mexico in July 1519, Hernan Cortes wrote, "To our mind it is probable that this land contains as many riches as that from which Solomon is said to have obtained the gold for the temple ... " 1 But not only precious metals drew his attention; in 1524, short of tin needed for casting guns, he found it in Taxco. As an added bonus, those who went to find it "came upon a vein of iron which according to experts is of exceeding richness." 2 Since then, the mines of Mexico have yielded up enormous amounts of mineral and continue to do so. Mexico is one of the ten principal producers of minerals world-wide both in production volume and diversity. 3 Tens of thousands of tons of iron, sulphur, and coal come from its earth annually; it is the world's second largest producer of barite; third of antimony, fluorite, and graphite. 4 Copper, zinc, silver, molybdenum, arsenic and cadmium and others are wrested from its mines. The wealth is there; but maximizing its potential requires investment, technology, and markets that the government cannot itself provide. Thus mining, since the Mexican Revolution severely restricted by both law and policy, today looks to private investment to develop its potential. Beginning in 1989, Mexico's government cautiously moved to liberalize private sector involvement in mining; 5 using the experience gained from these initial regulatory changes, the current new Mining Law was adopted in 1992 6 and new Regulations were promulgated in 1993. 7
