Develop personal computer (PC) based software for analyzing and/or filtering time- and frequency-domain attributes of seismic and electromagnetic signals from geophysical surveys for the enhanced interpretation of rock masses and subsurface geologic structure. The Problem Both mining and petroleum geophysicists utilize seismic signals to characterize rock masses for delineating subsurface stratigraphy and structural conditions. However, a vast amount of information available in seismic project evaluation data often is unavailable for interpretation unless these data are enhanced. New processing technology increases the quality of these signals for analysis and interpretation. Comprehensive signal processing software is mostly written for petroleum exploration companies. Commercially available signal processing programs are often limited to a single application or are restricted for use with specific hardware, e.g., a digital oscilloscope or a mainframe computer. The programs may use computer codes that are proprietary, restrict user modification to expand capabilities, or may be hard to interface. They may have insufficient documentation for easy use and be support dependent.

Acid rain legislation as proposed by President Bush [1], if enacted, will immediately refocus current thinking on the economic decision-making as related to coal preparation facilities. Unit operations currently ignored because of their costs, will become mandatory to coal plant designers and operators to ensure maximum energy recovery and sulfur reduction in the entire coal stream. In anticipation of this need, the U.S. Department of Energy, The Ohio Coal Development Office, EPRI and others are sponsoring research in several areas of coal preparation, and coal plant designers are beginning to consider more innovative techniques as they configure their flowsheets for plants of the future. The gray, dark gray and black colors of the sediments and the presence of pyrite in the Carlin, Jerritt Canyon, Horse Canyon, Betze, and Gold Acres sediment-hosted disseminated gold (SHDG) deposits indicate that these rocks are not oxidized with respect to carbon and iron sulfide. Both ore and non-ore host rocks generally are dark colored. Analyses for noncarbonate carbon (usually called organic carbon) in samples from SHDG deposits and related unmineralized rocks indicate that these rocks contain from a few tenths to a few percent carbon. We use the term noncarbonate carbon because, strictly speaking, organic carbon denotes carbon that is bound to hydrogen. However, the carbon present in SHDG deposits and related rocks has very little hydrogen chemically bound to it. Rocks with less than 2% organic carbon are usually gray in color. The dark colors in our samples are due to the relatively high temperatures that these rocks have experienced relative to organic matter maturation. We confirm the results of Nelson et al. (1982) that previous reports (for example, Radtke and Scheiner, 1970) were incorrect in reporting significant amounts of humic acids, extractable hydrocarbons (bitumen) or "carbonaceous" material. We believe these reports had problems with contamination or misdirected emphasis. Our samples consisted of unweathered rocks, collected mainly from mine cuts (benches, trenches, cores) and put into glass containers or wrapped in aluminum foil to avoid contamination. Only a few samples were collected from natural outcrops. We were careful to avoid samples in proximity to blast holes that were packed with ammonium nitrate and diesel fuel ("ANFO"). Contamination by ANFO may explain some of the previous reports of hydrocarbons, pyrobitumens, humic acids and anomalous nitrogen. When we were collecting samples, it was apparent that in addition to lithologic and color differences, the surface appearance of the rocks was distinguishable: "preg robbing" material that had a sooty surface; "graphitic" rock with a shiny surface; and more ordinary rocks that had a flat gray or black appearance. [Preg robbing is a term for ores that adsorb gold from the milling circuit; the graphitic material had not been x-rayed to actually identify graphite.] We hoped that laboratory study of these samples would show some fundamental differences that we could relate to ore genesis. Even though these sample types appeared different in the field, we could not distinguish any differences in thermal maturity (see below). Normal petroleum/organic geochemical laboratory procedures (solvent extraction, Rock-eval, pyrolysis-gas chromatography) failed to yield much information because the carbon was over-mature relative to oil and gas generation. Rock-eval results show less than 20 (± 20) mg of pyrolizable hydrocarbons per gram organic carbon (and an indeterminate Tmax) indicating that the organic matter in these deposits is burned-out relative to petroleum generation [with an H/C (atomic) ratio of less than 0.41. Because of the non-definitive results from standard organic geochemical methods, x-ray diffraction (XRD) and Raman spectroscopy were used to characterize the carbon. Prior to XRD, samples were treated with HCl and HF acids (1) to remove quartz that has a peak near 26° [20] at the position of the 002 peak of graphite and (2) to concentrate the carbon to a level detectable by XRD. The residue was put on a colodion mount and analyzed by XRD. The XRD analyses yielded a broad peak at 26° [20]. The shape of this peak indicates that the carbon is more thermally mature than anthracite rank coal but less mature than crystallized graphite. Based on XRD results from the literature (Landis, 1971) that are calibrated to metamorphic facies, results from our samples correspond to pumpellyite-actinolite to lowermost greenschist facies conditions, probably

Certain bituminous coals are known to contain appreciable quantities of natural fossil or subfossil resin. Such resinous coals are found in the western US, particularly the Wasatch Plateau coalfield of UT. Some of the seams in this field contain an average of 5% resin. This fossil resin has been recovered by gravity and/or flotation processes since 1929. Resin concentrates thus produced are of low quality and are usually refined by solvent extraction. The purified resins are of commercial importance in the adhesive, coating, rubber. and ink industries, etc. An improved flotation technique has been developed which involves ozone conditioning to selectively float resin from high-volatile bituminous coal. In 1989-90, the Bureau of Mines appraised selected high resource potential areas containing gold, rare-earth-element, or pegmatite deposits in or near the Black Hills National Forest. Available mineral resource data were used to construct mine and mill models and to compute discounted cash-flow rate-of-return analyses. Using this information, the economic feasibility of possible operations and probability (in the nonmathematical sense) of exploration and development within the next decade were assessed. High exploration and development probabilities are forecast for gold deposits around existing and permitted mine areas near Lead-Deadwood and west of Galena. The area east of Galena has low to moderate exploration and development probability; the Rochford area has low to high exploration probability and low to moderate development probability; the Keystone area has low to moderate exploration probability and low development probability; the Medicine Mountain area has moderate to high exploration and low to moderate development probabilities. Exploration probability in the Bear Lodge Mountains area is high for rare-earth elements and gold; development probability is low. Exploration probability for gold in the Mineral Hill area is low to moderate; development probability is low. The current level of activity associated with pegmatite mining in the Black Hills would probably not change significantly in the next decade; both exploration and development probabilities are low to moderate.

The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

For its Hellyer project, Aberfoyle sought to establish a high degree of confidence in all aspects of the feasibility study. Accurate capital and operating cost estimates were an integral and essential part of the study. They were crucial to the evaluation of investment returns and competitive cost position. Both the capital and operating cost estimates were based on the comprehensive data available from exploratory mine development, pilot plant operation, detailed engineering design, and Aberfoyle's experience in the area. One of the principal project objectives was to maximise operating productivity and efficiencies and this created capital cost alternatives which needed thorough cost-benefit assessment. The estimated capital cost for construction and development was $90 million, and the project was completed virtually on time for $80 million. The first year's experience indicated that operating costs would settle to well within 10% of the estimates.

The standard charge weight scaling laws imply that only one particular delay (that possessing the maximum instantaneous charge) contributes to the ppv. However, the present analysis clearly demonstrates that a varying number of blastholes contributes to the ppv. This number also increases with distance, x, between the blast source and the detector, and is caused by waveform broadening due to attenuation. Thus the operative charge weight, itself, is also a function of the distance, and so makes the standard charge weight laws difficult to implement. If the delay time scatter is neglected, then, under certain conditions, relatively simple expressions can be derived for the ppv magnification, FN, as a function of the number, N, of blastholes. When the influence of delay scatter and random fluctuations in each blasthole vibration is included using Monte Carlo simulations, then, to a first approximation, the condition FN=KNx applies, where KN is a constant dependent upon N. Unfortunately, however, for any particular blast this condition cannot be distinguished from the standard charge weight scaling law. The dependence of ppv on N would only be apparent if blasts of differing N were to be compared in an otherwise identical environment. Since this situation is very difficult (if not impossible) to realise, then the influence due to N, although significant, goes largely undetected. Another problem associated with standard charge weight scaling laws is the difficulty of accurately assessing the appropriate charge weight, even if attenuation broadening is neglected. For example, if a number of blastholes are very close, then they experience a vibration interaction which is non-linear. However, if the same blastholes were to be widely spaced, then the separate vibration signatures add linearly. The standard charge weight scaling law fails to distinguish between such linear and non-linear regimes. Unfortunately, in many production blasts, both regimes exist throughout various portions of the blast spatial pattern and so makes it difficult to determine the operative charge weight. The solution to the combined influence of waveform broadening and linear/non-linear interactions will obviously require substantial future research. A possible solution may be found in the use of numerical dynamic codes.

The first test pile for the carrier pier and south wharf at NAVSTA Puget Sound was driven on December 27, 1989, and the final pile was tested on February 26, 1990. Implementation and modification of the test pile program were done by the owners (WESTDIV and ROICC-Everett), the engineers (ABAM and Hart Crowser), and the contractor and his subcontractor (General Manson Joint Venture and GRL). The site is located as shown on Figure 1. SUMMARY OF THE SOIL CONDITIONS A soil profile along the pier is shown as Figure 2. The soil units can be generalized as follows: ? Upper Silts - Fill, sandy silt, and clayey silt extending from the mudline to an elevation of about -80 feet; ? Intermediate Sand - A medium dense to very dense silty sand unit which is about 30 feet thick near the shore, but thins and disappears offshore; ? Lower Silts - Sandy silts and clayey silts in a medium stiff to stiff condition; ? Deep Sand - A very dense overconsolidated sandy soil encountered at an elevation of about -145 feet.

The rapid industrialisation of the world was driven by an improved ability to utilise chemical energy. Unfortunately harnessing explosive energy did not come cheaply given the hundreds of lost lives. However, the modem explosives industry has made significant technological achievements, for explosives are now considered to be both safe and extremely effective. Upon closer inspection, it would appear the key to this achievement has been the development of initiation systems. While the focus may have been originally on safety, modem developments have concentrated upon harnessing the benefits of initiation control. Before attempting to gaze into the future, it is worth reviewing some of the significant advances that have occurred.

The Bureau of Mines conducted a series of field tests to improve the understanding of the support interaction mechanics between fully grouted bolts and coal mine roofs and to help lay the foundation for improved design and evaluation techniques. Strain gauges were installed on 14 fully grouted bolts placed in shale roof rock at four mines in Colorado, Illinois, and Pennsylvania to determine how load was transferred between the bolts and the rock. The results of field tests on elastic bolt behavior compared well with previous laboratory work and numerical models. The field tests showed that the anchorage length of grouted bolts installed in shale was slightly longer than the anchorage length determined in laboratory tests conducted in concrete blocks. The field results produced more variability because of geological variations. Tests run past the yield point of the steel bolt indicate that the yield zone varies significantly and translates down the length of the bolt anywhere from 4 to 22 in.

A new analytical approach for characterizing and improving the performance of ball milling is presented. Individual ball mill circuit design and operating variables can be related to overall circuit performance through two distinct parameters for classification and breakage. The ball mill circuit functional performance equation is presented. Applications in the industrial plant and in the research field are discussed.

Sixty percent of the mines responding to the sixth annual Mining Cost Service labor survey reported increases in wages averaging 3.4% over the preceding 12 months. Only one mine reported a decrease in wages and this was accompanied by initiation of a substantial profit-sharing plan. Thirty-nine percent reported no change in wages. Thirty-seven percent reported using some form of incentive bonus plan. Mining Cost Service annually surveys coal, metal, and industrial mineral mines throughout the United States. Information about wages, benefits, and incentive bonus plans is part of an extensive data collection program to monitor cost areas of significance to the mining industry. This year, 131 mines responded to the survey. The data is collected by sending questionnaires to personnel managers at active mining operations. The information included in this article was taken from the returned forms, from labor contracts provided by some of the mines, and from followup telephone calls. This year's data was collected between November 1988 and February 1989.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

"In recent years the recovery of copper from low grade oxide ores has received widespread attention. The cost of treating such ores using conventional technology, such as milling and flotation, is frequently prohibitively high and copper recovery is generally low. The introduction of heap leaching, solvent extraction (SX) and electrowinning (EW) has resulted in high recoveries, good copper cathode quality and low production costs. This technology has now been successfully applied on a worldwide basis.This paper reviews the various process and design options and gives approximate capital and operating costs for a 1.0% copper ore.INTRODUCTIONAs a result of the low copper prices that prevailed for much of the last two decades, aggressive attempts were made by the industry to cut operating costs. Under such circumstances heap leaching, solvent extraction and electrowinning, to recover low cost copper from oxide ores, has received particular attention and ultimately widespread acceptance.Low grade copper ore (typically containing less than 1.0% Cu), which could not be economically treated by other methods, is placed on heaps and leached with dilute solutions of sulphuric acid. The copper rich, pregnant solution, drains from the heap into a collecting pond and is pumped to a solvent extraction plant where it is purified and upgraded. The resulting solution, termed the pregnant electrolyte, passes to the electrowinning section where the copper is recovered as high grade cathodes and sulphuric acid is regenerated, (Figure 1).This paper specifically describes the processing of copper oxides. Other copper minerals such as chalcocite and chrysocolla are also leached by dilute solutions of sulphuric acid. In practice the oxide minerals are frequently associated to varying degrees with less easily leached sulphides, such as chalcopyrite. In some cases, once the oxidized capping of the ore body is removed, the oxides are totally replaced by more refractory sulphides. Under these circumstances the leaching recovery is significantly reduced. However the principles described here for solvent extraction and electrowinning are also applicable to solutions received from heaps containing sulphide minerals, which are leached more slowly and involve bacterially induced reactions."

"It is quite likely that more than a handful of junior exploration companies will receive some startling news from their accountants this spring when 1989s tax returns are being prepared. These companies could find that, for the first time ever, they will have to write a cheque to the federal government on account of a new federal capital tax which became effective July I, 1989IntroductionMany mining companies which have never had to pay a federal income tax are finding that they indeed have a tax liability for 1989. Non-producing companies, such as junior exploration companies, almost automatically assume that they don't have to pay any income tax. But, a new tax imposed under the Income Tax Act catches especially the company that has no income.Effective July 1, 1989, a federal capital tax (some call it a corporation minimum tax) is payable by any corporate carrying on business in Canada where the corporation has ""taxable capital"" exceeding $10 million. As a result of the popular use of flow-through shares in recent years, many junior exploration companies are finding that their balance sheets show capital stock over $10 million, and that they are consequently caught by the new tax. Further, some of these companies are finding, to their chagrin, that the tax for 1989 was due on February 28, 1990, and that non-deductible interest is ticking away on unpaid taxes."

The majority of zinc strip produced in the world today is cast on the Hazelett twiri-belt continuous casting machine. Ten of these machines are currently operating worldwide, and one machine is under construction for the People's Republic of China. The caster, which was first patented in 1947, was originally developed for aluminum and copper alloy casting. In the early 1960s, the design was expanded into zinc casting and within ten years the industry had essentially converted from casting and rolling ingots to twin-belt continuous casting with in-line rolling. The casting process employs two parallel, moving. water-cooled belts as the major mold surfaces. Together with two strings of side dam blocks, the design offers a four-sided moving mold which produces a continuous strip or bar. This paper will cover a bit of, the history, as well as the current technology surrounding this high production process for zinc strip production.

The existence of resins in some coal deposits in various parts of the world has been known for many years. These resins vary considerably in chemical structure and properties. The resin that is found in Utah coal, however, is rather unique, and has properties particularly attractive for the manufacture of printing ink mastics and adhesives. This resin is a rather dark, very high melting point, low molecular weight hydrocarbon resin. Its typical properties are shown in Table I. Its largest use by far, has been in the printing ink industry. The history of Utah coal resin is interesting, but unfortunately one of disappointment and failure.

The measurement of the fragmentation size distribution of a blast muckpile can be achieved directly by screening the entire muckpile. Screening of muckpiles in a production operation is generally not practical due to the logistics and time involved moving large volumes of rock through a screening plant. An indirect technique to assess blast fragmentation size distributions has been developed. This technique uses photographs of the blast muckpile taken at intervals during the excavation cycle. The images from the photographs are input to desktop computer software via a digitiser tablet. The software compilates the rock fragment sizes and calculates a size distribution. This paper discusses the technique and subsequent data analysis. Examples of the application of this technique for the assessment of comparative blast performance are given.

The removal of phosphorus from steelmaking slags is essential for recycling such slags to blast furnaces for recovery of their manganese, iron, and lime contents. Phosphorus is mainly concentrated in the dicalcium silicate phase of the slags (Fujita and Iwasaki, 1988, 1989; Suito, et al., 1977). Slow-cooling of steelmaking slags in an air atmosphere increased the grain sizes of constituent minerals; however satisfactory magnetic separation results could not be attained because of the close association of a strongly magnetic ferrite phase with dicalcium silicate (Fujita and Iwasaki, 1988). Curie point of the strongly magnetic ferrite phase in the slow- cooled steelmaking slags was investigated and an attempt was made to separate the phosphorus-bearing dicalcium silicate phase in ground slag pulps heated to a temperature exceeding the Curie point. Materials and methods Slag samples, heated to its fusion temperature of 1370°C and slow-cooled in an air atmosphere, were ground dry to -90 µm (about 170mesh) in a ring grinder. The ground sample was pulped to 1% solids in distilled water using 1 kg/t sodium hexametaphosphate as a dispersant and separated in a Sala high gradient magnetic separator, Laboratory Model 10-15- 20B, using a 100-mesh expanded metal matrix and 300 m/h flow rate.
