Ironstone outcrops on the Savage River were discovered by State Government Surveyor C. P. Sprent in 1877. The limonitic outcrops were initially regarded as the surface expressions of pos- sible tin-bearing lodes, the tin deposits at Mt. Bischoff to the east having been found in 1871. By the turn of the century, shafts, adits and trenches had been developed on the deposits in the unsuccessful quest for gold, silver and base metals. The deposits were first reported as a possible source of iron ore by Tasmania Department of Mines (TDM) geologists in 1919. Modern exploration began in 1956 with the area registering the best magnetic response during an aeromagnetic survey of North- western Tasmania by the Bureau of Mineral Resources (BMR). The area had previously been reserved by TDM in anticipation of the lifting of the iron ore embargo. Reconnaissance Geologi- cal mapping (TDM) and grid-based magnetometer surveys (BMR) indicated that resources of iron-bearing material could approach hundreds of millions of tons. Semi-confined, trachy-andesite sills which overlie the German Creek Seam, within the critical tensile strain zone, form major groundwater hazards to longwall mining at the German Creek underground mines. The water contained in these aquifers is normally neutral, but highly saline. Techniques used to detect aquifers include routine air-lift pumping in exploratory drill holes, downhole geophysical and geological logging and upstage packer testing. Hydraulic constants are calculated from pump-out and pump-in test results. Hydraulic parameters for the calculation of mine inflow rates are determined from pump-out test results because these tests appear to be more representative of aquifer drainage during goat dewatering than pump- in testing. During mining of the first longwall block at Central Colliery, caving fractures intersected overlying aquifers after the longwall had retreated 40m, and mine water inflow rate rapidly increased from less than one litre/sec to 25 litres/sec. The amount of water pumped out of the mine during first panel extraction was 140 megalitres with drawdown occurring over an area of 168 hectares. In the Southern Colliery area approximately 324 megalitres of highly saline water which is actively stored in the Aquila Sill area will be pre-drained from six well points prior to longwall mining. With effective pre-drainage from surface drill holes, maximum inflow rate into the mine during initial goafing can be reduced from 165 litres/sec to about 45 litres/sec.

Arbitration is a legally recognized alternate litigation for the resolution of civil disputes. The parties agree, either before or after a dispute arises, to submit that dispute to an independent third party for resolution. The decision of that third party is binding on the parties. A decision of an arbitral tribunal, typically referred to as an "award," cannot be reviewed by a court except on very limited grounds, such as fraud. See, e.g., Va. Code 8.01-581.010. Indeed, an arbitral award is typically less subject to judicial review than the decision of a trial court, whose decisions are almost always subject to appellate review as a matter of right. Arbitration is typically the result of a contractual agreement between the parties to submit disputes to arbitration. On occasion, arbitration can be required by statute. For example, the California Department of Transportation requires the arbitration of all disputes arising under its contracts. Public Contract Code, Article 7.1 (§§10240-10240.13). There may be a question whether statutorily required arbitration is truly arbitration or an administrative law disputes resolution procedure. The significance of the difference is that the decisions of administrative law bodies are typically reviewable by a court of law as a matter of right while, as set forth above, arbitral awards are almost never reviewable.

The purpose of this research is to examine the post-failure behavior of coal as a mass and examine the relationship between the results of this study and prior laboratory investigations of the post-failure behavior of coal as a material. Instrumentation to measure changes in stress and deformation was placed in a headgate yield pillar and will be monitored as the face passes the area. A battery powered, automated data acquisition system, capable of recording up to 9,000 data points, is currently used to remotely monitor changes in vertical and horizontal pillar stress.

The interaction of man with the environment has a double character. From one side, mankind can not exist without co- nsuming the natural resources and, from the other side, we actively alter and exert influence upon nature. Analysis reveals that the ecological problem is, to a great extent, a geological one. The paper deals with the application of grouting techniques to construct impermeable barriers for the protection of ground water and soils from depletion and industrial wastes pollution. A number of case histories in the field of mine construction is given to illustrate the solution of geotechnical problems in concert with environ- mental protection measures.

A significant resource of uranium has been discovered within a buried palaeochannel located in the south western corner of the Officer Basin of Western Australia by PNC Exploration (Australia) Pty. Ltd. The mineral- isation is redox controlled and is hosted by Eocene organic rich paludal sediments. Prob- able insitu reserves are 13,000 t of contained uranium with an average ore grade of 0.12% at a cutoff grade of 0.03% U. The Mulga Rock palaeochannel has been traced for at least 100 km beneath the Quaternary surficial cover. The main channel is horseshoe shaped with the channel arms vary- ing from 5 to 15 km in width. The western arm connects to the Lake Raeside-Ponton Creek drainage system, whilst the eastern arm'is open to the south. The headwaters of the palaeo- channel are thought to have been the Lake Minigwal drainage system, prior to its capture by the Lake Rason system. Differential.erosion of the basement rocks during the Late Cretac- eous to Early Tertiary strongly influenced channel shape and resulted in the main channel being confined to a Permian,mudstone filled valley. Upwards of 100 m of fluviatile sediments accumulated within the palaeovalley during a period of subsidence in the Early Tertiary. Three broad stratigraphic units have been re- cognised within the channel: 1. An upper unit of fluviatile sands with interbedded lacustrine sediments, which have subsequently been wholly oxidised and variably silicified and ferruginised. 2. A middle unit of lacustrine to paludal sediments, which host the main mineral- isation. 3. A basal unit of fluviatile gravels and sand. The presence of excellently preserved Nothofagidites in organic rich paludal sediments from the middle unit, suggest that unit was laid down in a non-marine, fluviatile, humid environ- ment during the Middle Eocene.

The Morenci Open Pit Mine, located in south-eastern Arizona, is owned and operated by Phelps Dodge Morenci, Inc. The Mine has been predominantly a rail mine since its origin in 1937. However, beginning in early 1986, a program was initiated to phase out the rail mining operation and replace it with a more flexible and productive truck haulage scheme. This transformation from rail to truck haulage will be accomplished when the current in-pit crushing and conveying project is completed in late 1988.

The adsorption of ethoxylated sulfonates and nonionics of the same ethoxylation number?on a low-ash coal has been studied. The surfactant adsorption has been investigated as a function of concentration, pH, temperature and ionic strength for three homologues. Zeta potential of coal particles and surface tension of supernatants has been concurrently determined to eludicate the orientation of sudactant molecules on the coal surface as well as the mechanism of adsorption process. The adsorption data are utilized to calculate thermodynamic parameters such as the free energy of adsorption and isoteric heats of adsorption.

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

"In recent years, computer based ""expert systems"" have been taking on large complex tasks for which no exact algorithmic solutions are feasible; tasks previously reserved for human experts requiring empirical knowledge, judgment, experience, developing a ""best solution "" by the use of plausible reasoning. Mining method selection is an appropriate area for the application of an expert system because extensive and detailed knowledge is required to make a ""best"" interpretaion of frequently ambiguous geological information. The expert system model presented here would enable users to apply expert knowledge to the evaluation of methods for coal deposits mineable by underground methods. IntroductionIn an increasingly complex and specialized world, human expertise spanning scientific, economic, social and political issues plays an increasingly important role in all branches of engineering. This is especially true of mining engineering. The number of scientific and professional disciplines involved in mine planning and evaluation, illustrates the problem. A conservative list includes geology, geophysics, geotechnics, hydrology, mining, environment, and economics.Engineers are almost obliged to be experts in at least one of the above disciplines if they are to handle the volume of information required in the planning process. Although computers have become indispensable tools in many endeavours, there is continued reliance on the human expert's ability to identify and synthesize these diverse factors, to form judgments, evaluate alternatives , and make decisions . This is especially true with regard to problems that are not easily amenable to precise formulations.The precious resource of human expert is also fragile and transient. The departure of a crucial expert from an organization ma y cause serious dislocations. Senior experienced people impart their knowledge of younger colleagues, but the demand for their talent may not leave sufficient time for such educational efforts. Pit slope designs at Nickel Plate Mine have used relatively steep interim and final wall slopes of 60 degrees overall. The rock is unusually strong and tough with most discontinuity sets being steeply dipping. An integrated program of monitoring and drainage has been used. Stopes of large extent which are generally unsupported occur on the property. For the most part, no deterioration of the stability of the stopes has occurred over the last 30 or more years. Mining methods through these areas have used a combination of fill s placed via VCR drop raises and crater blasting of the backs. One of the major challenges in mining through the stope areas is to maintain slope stability conditions and to reduce dilution of the higher value ore zones occurring immediately around the stope areas. The history of the discovery. and successful development of the offshore Gippsland Basin oil and gas fields has been well docu- mented in contemporarary and more recent industry and profes- sional literature. The various articles, papers and books record fairly balanced views and comments as to the nature and results of the explora- tion effort, and factual data concerning the subsequent develop- ment of the fields and facilities concerned with petroleum production in the Bass Strait and Gippsland environment. Arizona leads all other states in the value of gemstones produced with an annual production which exceeds $3,000,000. Gemstones are an important component of the mineral wealth of the State. Turquoise, peridot, chrysocoll a, petrified wood, fire agate and crystallized mineral specimens are among the gemstones commercially mined. Numerous additional deposits are operated by hobbyists. The State's reputation as a source of gemstones and specimens for the collector and lapidary adds to the economy of the State by attracting tourists. Production of gemstones further adds to the State's economy through employment in the value added gemstone processing industries and by employment of Native American craftsmen.

The Olympic Dam copper-uranium-gold-silver deposit, located 520 km NNW of Adelaide, S.A. was discovered by Western Mining Corporation Ltd in 1975, and is now being developed as a joint venture between WMC (5107o) and the BP Group (4907o). The discovery of this deposit resulted from the application of a conceptual model for the formation of sediment-hosted copper deposits. This model postulated that the oxidation of basaltic rocks could release significant amounts of copper into solution and that, under favourable conditions, these solutions might pass upwards along faults, and the copper be precipitated in reduced- facies sediments higher in the sequence. The Stuart Shelf province was chosen for exploration because geological interpretation suggested the presence of suitable basal- tic source rocks at depth, and favourable host sedimentary rocks in the overlying sequence. The Olympic Dam site was selected for drill-testing because of the presence of coincident gravity and aeromagnetic anomalies suggesting the presence of basalts and/or mineralisation at depth. This site also had a favourable tectonic signature, indicating the presence of deep crustal structures which might have allowed fluid migration.

Unnamed early prospectors panned gold from creeks drain- ing the Great Dividing Range in the early part of 1851. The first publicised discovery was credited to Edward Hargraves near Bathurst in New South Wales later in 1851 and during the ensu- ing gold rush, prospectors rapidly made discoveries elsewhere in New South Wales and later across the border in Victoria. Reference to the attached graphs of gold production indicates that for much of the first 100 years, gold production came from the easily worked and readily discovered shallow alluvial deposits, many of which were located in the creeks draining mountainous regions of Victoria, New South Wales and Queensland (Fig. 1 and 2). As these deposits were exhausted, prospectors turned their attention to outcrop lode deposits which led to the development of underground mining techniques and a significant boost in over- all gold production. With the discovery of the rich Golden Mile lodes in Kalgoorlie in 1893, gold production increased signifi- cantly and peaked around the turn of the century. At that time, the enormous potential of the great Witwatersrand deposits in South Africa had only just been appreciated and for a few years, Australia led the world in gold production (1855-1863 and again in 1903). Underground mining continued in the Eastern Goldfields area of Western Australia, the Bendigo-Ballarat region of Victoria and in northeast Queensland. Very few of these operations continued beyond the Second World War, except the larger producers in the Kalgoorlie region where recovered grade had dropped to about 6 g/t Au. By the early 1970s with the gold price fixed at US$35 per ounce, most of the operations were shut down as labour costs escalated, with only the low cost bulk mining operation at Mt. Charlotte and the high grade reefs at Norseman continuing in Production.

Since the advent of resin-in-pulp (RIP) technology for treatment of uranium-bearing ores in the 1950?s to current carbon-in-pulp (CIP) processing of gold values, metallurgies and operators alike have wrestled with the problem of interstage screening. Early gold CIP plants such as at Homestake utilized externally mounted vibrating screens in conjunction with air lifts to effect carbon-pulp disengagement. Other operations world-wide have likewise adopted this technique with varying degrees of success. Over the past fifteen years, horizontal drilling in coal seams for advance degasification has become an established practice in the United States of America. Consolidation Coal Company pioneered the development of the horizontal drilling system and licensed the technology in the U.S. A. and to Du Pont (Australia) for commercial production. This paper discusses the most recent developments in the equipment design, especially the borehole telemetry system, known as the Downhole Drill Monitor (DDM).

"Prior to discussing future trends of non-ferrous metals smelting and refining, the past developments are looked back. Social and economic environments in Japan over the past two decades are reviewed. Technological developments to comply with these environments are explained, taking for examples the cases of the Mitsubishi continuous smelting and converting process and Onahama's jumbo tank system for copper tankhouse. After considering the factors which will influence the improvements in non-ferrous processing, future trends are forecasted generally for copper, zinc, lead, aluminum and rare earth metals. Recent development works in Japan for the future are also introduced. In the discussed area, it appears that the emergence of new innovative processes would be difficult. The progress will be made rather toward the sophistication of the existing technologies, utilizing the advancement of the related technologies such as computers, electronics, etc. IntroductionThis paper discusses the future trends of non-ferrous metals smelting and refining on the occasion of the international symposium, ""The Metallurgical Processes for the Year 2000 and Beyond"".It is considered that the improvement of technology is greatly influenced by the social and economic environments which surround it. From this standpoint, review was made of Japanese case over the past two decades. Various new technologies were developed also in the non-ferrous metal world to comply with the requirements under the above environments. The examples are described in the cases of the Mitsubishi continuous smelting and converting process and Onahama's jumbo tank system for copper electro-refining.After foreseeing the major factors which will affect the technological developments in the future, the trends are forecasted for copper, zinc, lead, aluminum and rare earth metals generally. The intent of this address is to look forward into the 21st Century and present certain thoughts as to how underground coal mining might be conducted. The views in this talk are based principally on the author's experience with mining practices in the United States. It may be difficult to accept, but the 21st Century is a mere 12 years away. What new techniques will be available? To develop an understanding of the way in which technology has been and could be changing, a two- stage analysis is made of mining technology for U.S. Coal. The first phase covers the period 1975 to the present, while the second includes 1960 to 1975. This historical perspective includes a view of underground production by mining methods, considerations of labour productivity, and a review of accident and fatality rates. Several topics are important features of this historical analysis. Among the most significant are: (1) the introduction of Ion-wall mining technology into U.S. underground coal mines, (2) the use of computers to assist in mine planning and design activities, (3) major efforts to improve health and safety performance, with emphasis on underground dust control, and (4) improvements in mining equipment with an eye towards increased reliability and up-time performance. Based on that historical perspective, projections are made in three increments. The first being immediately at the turn of the century, the second being a dozen or so years beyond that, and the third being at the quarter point of the 21st Century.
