The decision to proceed on a "fast track" construction project is not" without risks as well as rewards. An understanding of some of the risks prior to start of the project will maximize the rewards. This paper describes the research, development, procurement, engineering and construction of the Asamera Minerals cannon Mine concentrator. This fast track project was accomplished in 20 months. Special attention is paid to the risks encountered and the steps taken to ameliorate them.

GOLD, the most important and highly coveted valuable metal, is being sought and exploited in almost all the geological environ- ments by the developed, developing and underdeveloped coun- tries of the world. Brazil, one of the five largest countries of the world, has similar geological and lithological environments as of Africa, Australia and Canada and also produces this noble metal. With the recent gold rush in Serra Pelada Hill in Para State of Brazil and the consequent migration of a large number of enter- prises to the Amazon region in search of geological conditions similar to that of Serra Pelada, the status of Brazil in gold produc- tion has been considerably elevated to be among the first five of the world. The principal geological environments or the lithologies where gold can be explored are the greenstone belts, banded iron for- mations, quartz lodes and placers; and the tectonic controls like shear zones in these horizons, or the tectonic relics or the annular- structures that limit the quartz vein systems in felsic as well as volcanogenic systems and epithermal models. Soil Nail walls, like any other structure, must meet high standards of design to be acceptable to the public and owners. On the other hand, the concept of soil nailing trails behind other structures in terms of defined design criteria that are commonly acknowledged. This is not to say that soil nail walls need to be less safe or less conservative than alternative more conventional concepts. Instead, the lack of established design criteria and design methodology entails that rules of thumb from past experience, overly simplified calculation assumptions, and the engineers' common sense judgement must substitute for a complex analysis of true stability and wall performance. Those "design approaches" must be conservative to ensure an adequate structure. Also, soil nailing may not be perceived prudent where site conditions are considered beyond past experience. For instance, site conditions may be perceived out-side the scope of soil nailing applicability where walls are very high, soil parameters variable or low, or nearby buildings close to the wall edge. About 75% of the market economy countries's supply of cobalt is produced in Central Africa by Zafre and Zambia. Zafre alone accounts for more than 55% and has the resources and capacity to increase output significantly at any time so its dominant position is unlikely to be challenged in the foreseeable future. Other producers from domestic resources are Canada, Australia and South Africa; and Cuba, probably the most important producer outside of the Market Economy countries. Belgium, Norway, France, Japan and Finland produce cobalt from imported materials. While there are "cobalt ores", inMorocco, USA, Canada and the USSR, the mineralisation is complex and cobalt extraction is costly. In ZaPre and Zambia cobalt is a by-product of copper; in Canada, Australia, France, and Cuba it is a by-product of nickel; and in South Africa it is a by-product from the production of Platinum Group Metals. Thus the levels of cobalt production are inevitably related to the production of other primary metals. While some cobalt is produced by predominantly pyrometallurgical methods most of the world's cobalt is produced hydrometallurgically. The existence of large hydro-electric power plants and the mineralogy of the copper and cobalt concentrates encouraged research and development in Zafre of the recovery of copper and cobalt by electrowinning from sulfate solutions; much pioneering work was carried out, which lead to construction of the two largest copperlcobalt hydrometallurgical plants in the world, at Shituru and Luilu. Similar systems were adopted in Zambia. In Canada high pressure hydrometallurgical processes based on the sulfate system were developed and adopted in Australia, the Philippines, Finland and South Africa. Meanwhile developments in chloride hydrometallurgical extraction of nickel and cobalt lead to its use in the extraction of cobalt in Norway, France and Japan.

Critical to successful dump and heap leaching of copper is an adequate evaluation of applicable parameters. This paper deals with methods to establish optimum conditions for dump and heap leaching copper so that commercial operations can proceed. Discussion is also offered of ore occurrences and preparations for dump or heap leaching.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 6,022-acre Spring Basin Wilderness Study Area (OR-005-009) in order to evaluate its mineral resources. The study area is in Wheeler County about 13 miles southwest of Fossil, Oregon. No mineral resources were identified. The area is underlain by volcanic flows, domes and sediments ranging in composition from olivine basalt to rhyolite of the Clarno and John Day Formations. There are three mining claims in the study area, all apparently located for lapidary material. Samples of agate were of poor quality. Four of 13 alluvial samples, two inside and two adjacent to the area, contained gold; content ranged from 0.0000097 to 0.00416 troy ounce per cubic yard. About 23 percent of the Wilderness Study Area is covered by oil and gas lease applications.

The industrial coal processing trend toward greater fines production, due to mining techniques and customer requirements for reduced ash and sulphur content in the fine coal product, is the basis for ongoing efforts to improve the performance of the flotation machine. WCO has successfully adapted the principles of the beds Column to a full size machine prototype. Recent plant evaluation tests confirmed the initial promise of this concept by achieving a considerably lower ash product while maintaining the combustible recovery level of conventional flotation machinery. The paper will include a review of the fundamental principles of the beds Column concept, together with a summary of the WEMCO R&D Program from concept evaluation and laboratory testing, through pilot, to full size machine tests. The performance of the WEMCO/Leeds flotation column will be compared to conventional flotation concepts using a flotation "kinetics" approach, which quantifies the floatable and non-floatable specie recovery performance using the Klimpel model as the basis for analysis. The variety of distinct features unique to this concept include a series of barrier rods which are used to advantage, often together with countercurrent reflux water flow, to achieve a significant improvement in product grade. The hydrodynamics associated with the mechanics of "gangue stripping" from the rising "air bubble-floatable specie" matrix will be briefly reviewed.

A variety of backfills is presently being placed in different gold mines. The backfills are pumped as slurries to stopes where they are discharged into some form of retaining paddock. The effectiveness of fill as a support medium will depend on a number of factors. These can largely include (i) inherent properties of the material, e.g. particle size, shape, distribution and com- position, and (ii) conditions of placement. The terminology required for describing backfills is introduced, and the various laboratory-measured properties are presented for a variety of fills. Finally, the properties of the fills as they are placed underground are discussed.

Delay scatter, although widely recognised, has rarely been studied with the aim of critically reviewing blast designs. With current trends towards increased deck charging, and the effect on the number of separate delays in blast designs, delay scatter is shown to have a rather profound influence on the control of initiation sequence and the ability to successfully con- duct pre-splitting and smooth blasting. Determination of realistic delay scatter distributions is the first step towards application to blast design. Delay scatter must be evaluated in terms of deviation from the nominal time, not in terms of deviation from the batch mean, since the latter is not usually known without specific testing, requiring accurate timing instrumentation. Computer programs using Monte Carlo simulation can then be developed to investigate the probabilities of out-of-sequence initi- ation or near-simultaneous initiation within any specified interval. The procedures have been applied to both production and development blast designs in Australia and Chile to improve initiation sequence control and to rationalise and simplify blast designs.

During overburden blasting operations in dragline pits, coal edge losses along the lowwall edge of the new pit are often experienced. In tonnage terms, losses can be significant. With the thick seams at Callide Mine, 20,000 tonnes of coal can be lost along a 600 metre pit. In addition to the immediate dollar value of the coal, replacement of this coal (from which overburden has been removed) will be from higher ratio and higher cost pits in the future. Unit costs of production for the remainder of the coal uncovered in the current pit increase. Experiments involving variation of blasthole inclination and/or amount of standoff on the front row of blastholes have given no significant improvement in the coal edge loss control.

Bureau of Mines researchers developed and tested equipment to measure corrosion rates on a commercial scale mill. Bench-scale experiments were designed for duplicating ore grinding conditions closely enough so that realistic rate determinations could be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

Case studies from epithermal gold-silver deposits in the western United States and in Latin America show that the routine use of process-related mineralogical studies has become an important tool for the reduction of development, capital and operating costs. Bypassing the mineralogical characteristics of epithermal gold-silver ores, as a result of fast-track development approaches, has resulted in multimillion dollar metal losses and/or in considerable modification costs of existing operations.

The Bureau of Mines conducted a feasibility study and designed an operational system for consolidating waste coal sludge in a 110-acre pond by applying direct current between buried and floating electrodes. Consolidation would reduce the sludge to half its present volume, there-by extending the working life of the pond as well as creating a safe, stable impoundment. The project was conducted by the Bureau under an agreement with the Washington Irrigation and Development Co. (WIDCO), located near Centralia, WA. Part 1 of this report, published as Report of Investigation 8666 in 1982, covers the results of laboratory tests at the Bureau's Spokane Research Center and of a small-scale field test at WIDeO's coal preparation plant. Test results show the process is efficient and cost-effective when power is applied at low current density. Part 2 (this paper) describes a detailed design for an electrokinetic system to dewater WIDCO's 110-acre pond with a 27.4-acre electrode array. Densification of the inactive sludge pond will require 3.6 yr of treatment for a total cost of $1,450,000. The study and design are site specific, but design procedures and analyses are sufficiently detailed to serve as a guide for applying the process to any sludge pond.

The Bureau of Mines conducted column-leaching tests on 25 domestic Mn ores to determine the feasibility of extracting Mn by in situ or heap leaching with dissolved sulfur dioxide (S02) solutions. The ores tested were obtained from deposits in Arizona, Arkansas, California, Colorado. Maine, Minnesota, Nevada, and South Dakota. Dissolved S02 was found to be effective for leaching Mn; extractions greater than 90 pct were obtained with solution application rates of 1 mL/min from uncalcined, minus 2.5-plus 1.3-cm ore pieces. Leaching these ores with solutions containing only 5-wt-pct S02 and no added H2S04 resulted in Mn being selectively extracted over Fe except when Fe was present as goethite or siderite. Ca solubilization was inhibited by controlling the solution application rate (1 mL/min). The rate of leaching was found to be principally dependent upon the rate at which the leaching solution can penetrate the ore, since the solubilization of Mn upon contact with S02 was observed to be rapid. Despite low water permeabilities of the ores (as low as 10-2 to 10-4 darcy). greater than 90 pct of the Mn was extracted from even the largest ore pieces tested (approximately 10 cm in diameter). It appears, therefore. that leaching Mn opens up the pores, allowing penetration of the leach solution into the ore pieces.

World cobalt production in 1987 was estimated to be about 26,600 metric tons (MT) of which Market Economy Country (MEC) production was estimated to be about 22,000 MT. Zaire and Zambia produce about 80 percent of the primary cobalt produced among Market Economy Countries (MEC). Production cutbacks. lowering cobalt grades and mining curtailments in Finland and Zambia in 1987, resulted in lower production than that of 1986. The trend is expected to continue through 1988. Cobalt production from Canadian ores and from Botswana is expected to increase significantly in 1988 as a result of increased nickel production. MEC production in 1988 is estimated to be 22,100 MT, only slightly higher than that of 1987. There are currently no primary cobalt mines. Virtually all cobalt is recovered as a byproduct of copper and/or nickel mining. Zaire, which produces cobalt as a byproduct of copper, is the worlds largest cobalt producer, with over 50 percent of total estimated world cobalt production and nearly 65 percent of MEC production. Zambia follows with about 14 percent and 17 percent, respectively. Zambia's cobalt production also results from copper production.

The U. S. Department of Energy (D.O.E.) requires that the prospective nuclear waste repository in Basalt at Hanford, Washington, comply with State of California mine and tunnel safety orders. These regulations require that all main fans be installed in such a manner as to permit prompt reversal of airflow. This paper evaluates the requirement of air reversal and the appropriateness of imposing such regulations on the proposed nuclear waste repository in Basalt.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

Utilization of true in situ technologies for mining copper in Arizona will involve a complex environmental permitting process. This process is a key factor in determining the feasibility, costs, and implementing time frames required for development of this innovative mining method. The regulatory structure in Arizona is presently changing due to enactment of the Environmental Quality Act (EQA) of 1986 and development of new aquifer protection rules and regulations. The Bureau of Mines has reviewed the comprehensive hydrogeologic characterization, ground water monitoring, mechanical integrity testing, well construction, contingency planning, and other regulatory elements that will serve as mechanisms to assure protection of ground water resources. The purpose of this paper is to inform the domestic copper industry of the significance of the new Arizona regulatory structure and its implications for prospective in situ operators.

At that time less than two dozen codes were incorporated into the engineering design and they were somewhat static and well known by the engineering designers and managers. In 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 11,069-acres of the 12,290-acre Eldorado Wilderness Study Area (NV-050-423) in order to evaluate its identified mineral resources. The study area is located in Clark County, NV, adjacent to and northeast of the town of Nelson. There are inferred subeconomic resources on the Paul (gold, silver), Bel (gold, silver), Big Horn-Inez (silver, copper, lead, zinc) claims, and Montezuma (gold, silver, copper, lead, zinc) patented claim group in the Eldorado study area. Because of lack of exposures, tonnage and grade on these properties could not be determined. No resources were identified for the other five properties examined in the area. The southern two-thirds of the area is in the Eldorado mining district, a base- and precious-metal district which has been intensely explored for over 100 years. Nine claim groups were examined in the study area. Eight claim groups are within the Eldorado district and include the Montezuma (patented -M.S. 3966), Bel, Eldorado, VAR, SINJUN, Paul, Rusty Bit, and Big Horn-Inez. One property, the Flintstone claim group, is north of the Eldorado mining district at the north end of the study area.
