The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

At the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied prospects, claims, and mineralized sites in a 43,053-acre portion of the 51,262-acre Desatoya Mountains Wilderness Study Area (NV-030-l10) in 1985. The study area, located 50 miles east of Fallon, NV, is underlain by alluvial deposits of Quaternary age and volcanic and volcanic-derived sedimentary rock of Tertiary age. No mines or recent exploration activity were identified within the area studied. The Gold Basin area, located 1/2 mile to the south has produced 982 ounces of gold and 10,086 ounces of silver. The Cold Springs area, located 1/2 mile to the west, has recently been explored for gold-silver. Mineralization at these two areas apparently did not extend into the study area, but future mining at these areas would likely impact it.

Interactive Dynamic Optimization Method (IDOM) will be presented in this paper. IDOM combines inventory theory, dynamic programming, computer simulation and interactive technique to formulate a production schedule for open-pit mines. This new method has been successfully used in metal mines of China for years.

In September 1985 we published a questionnaire asking about the content of MINING ENGINEERING and about your interests. By Dec. 10, our cutoff date, we had 430 responses, representing about 1.5% of the 28,238 people who received the September issue of ME. In the data that follow the tabulation and percentages are based on the number of individuals who responded to the particular question. About ME Through responses to the questionnaire, we were hoping to learn more about you, your interests, and how the magazine could better serve you. Those of you who responded told us something positive - you look at or read the magazine. Of the 430 respondents, 428 or 99.5% indicated that they had read or looked through the July and/or August issues. Those of you who refer to the magazine once are 207 or 48.5%. Those of you who refer to the magazine two or three times are 193 or 45.2%. Those of you who refer to the magazine four or more times are 27 or 6.3%. How much time do you spend reading the magazine? As part of its mine subsidence research program, the Bureau of Mines and the American Electric Power Co. cooperated on a study, conducted at the Price River Coal Co. No. 3 Mine, directed toward developing the capability to estimate the surface subsidence resulting from longwall mining in a geologic, topographic, and mining environment common to coalfields in the Western United States. Subsidence was monitored at the No. 3 Mine over two adjacent longwall panels. The subsidence study area was reduced when the two planned panels were reduced in length because of equipment failure and a mine fire. Subsidence was measured for 21 months. Subsidence continued for 6 months after mining had been completed. A maximum of 2.2 ft of subsidence occurred over the two longwall panels mined at an overburden depth ranging from 300 to 1,500 ft.

Reverse circulation (R.C.) drilling or the dual tube method as it is quite commonly known, has a unique place in conventional mineral drilling. It can be classified half-way between open hole drilling at the lower end of the scale and diamond drilling at the upper end. The system basically consists of two tubes, one inside the other, with compressed air flowing between the inner and outer tubes. Sample cuttings return up the inner tube through the head of the rig and via a hose to a cyclone where the sample is collected. This system means that the cuttings are free of contamination as they are at no time in contact with the outside formation of the hole.Reverse circulation drilling is divided into two areas: R.C. Roller and Blade for softer formations; and R.C. Percussion for harder formations.

The fiber glass industry is an industry that. hopefully is still in its infancy and far from a mature business. Fiber glass, as will be discussed in this paper, deals with continuous strand glass as used in the textile laminate and reinforced plastics industries. More specifically, we are speaking of glass used for printed circuit boards, tapes, paper, cloth, pipes, tanks, boats, recreational equipment, roofing shingles, and automotive applications. Compared to the flat, container and decorative glass industries, we are very young. The early patents on fiber glass applications were issued in the 1930's. The type of glass most commonly used in the world and that discussed in this paper is designated as "E" glass. This is a boro-silicate type glass having specific chemical and electrical resistance and low thermal expansion properties.

For many reasons, it appears that deep rooted, perennial shrubs offer potential for improved stabilization and provide maintenance free vegetative cover to harsh sites where perennial grasses have not been successful. The major objective was to select various shrub species of arid plants for initial soil stabilization of disturbed mining areas. The very fact that a drought-adapted shrub has a massive root system that can use moisture from a greater volume of mineral waste soil materials suggests that arid environment disturbed soils may be vegetatively stabilized using desirable forage shrubs. A secondary effort is underway to assemble information and plant materials of promising species from many arid regions of the world for reclamation of mined lands. Surprisingly, many of the better plants for arid sites are quite high in protein content. With proper management, breeding, and selection, they may prove to be very desirable livestock feed when mined lands are used in range land areas. Advancements in arid land solid waste stabilization hold favorable promise for many industries that mine and mill in arid regions for effective reclamation of disturbed areas. Particularly exciting is the possibility of establishment of high density maintenance free vegetative cover of climax vegetation that reclaims the disturbed area back to its original land use. Due to high shrub productivity, stabilization potential, nutritional quality, and reclamation success, greater use should be made of shrubs in disturbed land reclamation associated with mining and milling operations in harsh aril environments.

The Apex property, mined in the early Twentieth Century for direct shipping copper, also contains gallium and germanium in iron oxide minerals. In 1982, Musto Explorations Limited began an exploration program to define reserves. A metallurgical process was developed, and a production decision was reached in late 1983. This text describes the process development and design. The Apex mine, located near St. George in Southwestern Utah is owned by St. George Mining Corporation, a subsidiary of Musto Explorations of Vancouver, B.C. Musto acquired the property in early 1982. A pilot plant was operated by Hazen Research, Inc., Golden, CO later in 1982. In late 1983 sufficient information had been developed for St. George to proceed with the project. The final process design was prepared by G. M. Swinkels of Vancouver, consultant to Musto, and Hazen Research. Process engineering was done by Hazen Research, and St. George acted as its own contractor. Commissioning of the plant began in October 1985.

"This paper presents an analysis technique for the solidification of metal castings. This method, based on a modified finite difference scheme with an irregular mesh, is capable of dealing with the complex geometries of castings. The nonlinearities in material properties of specific heat and thermal conductivity, arising from the phase change during solidification, are accounted for in the step-by-step calculations. Two solidification problems are solved with this analysis technique and the calculated results compare satisfactorily with experimental data. IntroductionCasting process design engineers are often faced with the difficult problem of designing castings to be produced porosity-free. Since the solidification of metal is affected by many interacting variables such as the thermal conductivity, density, and specific heat of both the molten metal and the mold, it is easily seen why this is a difficult task.Typically, casting tooling design is an intuitive process which builds on past successful methods. After processing equipment is constructed, trial castings are made and examined for dimensions and integrity. Changes in the tooling are generally required to improve casting soundness or to reduce cycle time. In the permanent mold process, tooling is complex and difficult to alter after initial construction. The water-cooled steel molds are part of the complete automated system. Associated holding furnaces, pouring ladles, casting conveyers, and utility connections all make other than minor adjustments a costly and time consuming task. An analytical method for using the principles of heat transfer for predicting solidification patterns would be of great value in the permanent mold process by minimizing costly changes."

China was nota factor in the supply of fluorspar to the United States until the early 1980's when it shipped in its first package of Metallurgical lump, that not only was higher grade than the Mexican Metallurgical spar but was also about $30.00 a ton cheaper landed at Burnside. Representatives of the Mexican Fluorspar Institute and several producers made trips to see the Chinese operations supplying their once reserved market place. China, an enigma to most Westerners suddenly became the new contender, with prices that were disgustingly low or so thought the other exporters. Of course China has been mining, producing, consuming and exporting from 400,000 to 500,000 tons per year of various grades of fluorspar but until the first partloads came to the U.S., very little attention was paid to their exports by American-continent producers or consumers.

This paper investigates the propagation, interaction and scattering of explosively generated seismic waves with discontinuities in rock masses using numerical models which employ a finite difference method. The models consider 2-D systems and give a full solution including mode-conversion in the mid-frequency scattering region where feature dimensions are of the order of the wavelengths involved. The paper has two parts, the first of which considers wave propagation and diffraction by simulating an explosive body source in a half- space containing a step or a slot on the surface which represent a cliff and a rift valley that has dimensions of the order of the wavelengths in the source. The second part of the paper reports a hybrid technique which combines a perturbation method and the finite difference method for wave propagation again caused by an explosive body source in a 2-D half-space system but with a shallow surface obstacle, such as a smooth ridge, with elastic constants slightly different from bulk material and the slope of this surface topography are shallow. This hybrid technique is also reported being applied to a half-space with a horizontal void or insert.

This report outlines the experience of Australian mining operators in dealing with large falls of roof in advance of longwall supports. Previous and present techniques used for face stabilisation have been described, together with an analysis of [actors which contributed to the roof falls, in each case. Attention has been focused on the stabilisation technique used at Angus Place Colliery, where the face coal was successfully reinforced by injecting chemical foam into Lite fractured areas. Although considered to be one of the worst roof falls in the history of Australian longwalls (60 m in length and up to 10 in in height), it was subsequently possible to resume cutting in Longwall 9 two weeks after the foam injection. A preliminary schedule of work involving the 'strata replacement' method, is also discussed. It has been based substantially on experience gained with cementitious supports, principally by ACIRL and Monier Resources.

Eastern coalfields have been extensively strip mined. In the past, contour mining left vast areas of post-mining highwalls and benches. Thin seams, which cannot be feasibly mined with conventional methods, quite often contain substantial reserves of high quality coal. Unconventional secondary recovery methods may permit economical production of that coal, increased use of reserves, and provide resources for restoration of orphaned land. Technical and rock mechanics implications of secondary mining methods are discussed to determine their limitations and the objectives of required research.

During last year's AIME meeting in New Orleans, Deepak Malhotra and I were discussing some of the topics that would be presented in this Symposium. It seemed appropriate that along with papers on specific reagent and flocculant types, we should address research management aspects of new product development. This development is a long, arduous task that requires a significant technical and fiscal commitment by the chemical company and potential users. A flow chart depicting the research process is shown in Figure 1. The sequence of events are plotted on an undefined time line. Our experience has shown that it takes 3-5 years to complete a typical reagent development project. A new project starts with an idea of how to do something better. The ideas range from relatively simple product modifications to opportunities created by technological change. An example of this is the use of flocculants in tailings operations to close the water recycle loop. The change was brought about by the need to conserve water and comply with environmental statutes. The result was the development and wide-spread use of synthetic polymers to help in solid-liquid separation. More recently the ups and downs of oil prices have led to development of coal water slurries as an alternative to fuel oil. The slurries contain high levels of chemicals (up to 3%) to insure proper stability and burn characteristics. There are technical changes under way right now that may lead to ideas for other new products. One exciting source of new technology is the ability to manipulate genetic material of microbes to select for specific capabilities. This has evolved by leaps and bounds over the past 5 years. Biologically assisted leaching and removal of wastewater impurities are two possible end uses. I'm sure that there are many others. The ideas can originate anywhere and are often half-baked at first, but to lead to new products they must be refined to provide project definition and eventually a research plan. A chemical ,development project cannot be started without approval to commit the company's resources. The internal selling job is often very difficult. The company must see clear financial benefits in order to launch efforts that may not pay off for many years. It is critical to project the total market, profitability, eventual market share, and timing of introduction of the new product. There is much uncertainty in this and the research manager is often skating on thin ice to retain his credibility. Once we obtain support from upper management, the research team is assembled to start the project. The teams generally consist of organic chemists, research metallurgists, and technicians. They have access to analytical scientists and technicians for surface and analytical chemistry. The projects are often augmented by help from university staff and consultants. This is particularly true where there is a need to develop fundamental understanding of the technology in addition to synthesis of chemicals. The project now proceeds along two lines. First, there is an emphasis on understanding the prior art. Extensive literature and patent searches are undertaken to provide research leads and to keep from "reinventing the wheel" and infringing on someone else's patent. The scientists and technologists are qualified to conduct computer-assisted library searches. This process usually uncovers 80-90% of the relevant information. The remainder is very much harder to get and requires the help of professional library search staff with scientific backgrounds. Along with literature searching, the team begins synthesis of new compounds. These are screened by use of techniques such as microflotation or filtration in a Buchner funnel. The scientists are looking for the direction of response as they modify structural features . Inevitably, a large number of candidates reach the next stage, a laboratory bench test. At this point it is possible to set up a research plan and use project management techniques to monitor progress. The bench tests are conducted in larger equipment, usually requiring 100-1000 grams of test substrate. Typical laboratory flotation tests are run in Denver or Wemco cells.

Slurry system are the principal method for storage and transportation of solids within and between concentration operations In a mineral processing plant. A slurry 1s a mixture of solid particles In water, or a chemical solution, that behaves like a liquid. The design of slurry transportation systems is generally analagous to pumping and piping water, but with a few notable exceptions: • The interaction of particle on particle affects slurry transport. • Particles often interact with the fluid, particularly when chemicals have been added to the system. • Particles have a frustrating tendency to settle from the slurry suspension, especially into locations not considered In the design. • Solids have an affinity for wetted surf aces and tend to wear them away. Slurry transportation systems Include a number of separate components, each requiring special design considerations. A systematic evaluation of each component of a slurry transfer system will help overlooking the small details that could cause operational headaches. Most slurry transport systems include: • A receiving sump or tank that provides for mixing and/or momentary storage of slurry. • A driving force.. by a pump, atmospheric pressure or gravity. • A suitable conduit for transportation.. pipes or launders. • A delivery objective.. another sump or process vessel, or distribution system to several process points. • A control strategy and design to regulate the transfer operation. The design of the slurry transportation system normally evolves through the following steps: • Finalizing the process flowsheet and establishing the weights and volumes to be handled. • Identifying and characterizing the various process fluids and slurries. • Defining critical and minimum transport velocities of fluids. • Selecting a pipe diameter (or dimensions and gradient) and

Hole size affects many factors which directly influence fragmentation in the muckpile and hence, the cost effectiveness of the entire operation. These factors include production capability, explosives and accessories efficiency and usage and drilling accuracy. In addition, hole size should be chosen to suit the geological conditions. The paper concludes that the optimum hole size is generally the largest that can be used commensurate with production and environmental considerations.

Introduction Brine reservoirs along the Texas and Louisiana Gulf coasts are currently under study to investigate the technical and economic viability of production wells designed to extract methane gas in solution. The effect of well pressure drawdown on reservoir rock and associated overburden material is important to well performance predictions and the analysis of potential subsidence problems. Consequently a series of compaction tests have been conducted on sandstone and shale cored from a test well drilled near Hitchcock, Texas, in order to determine the variation of mechanical properties to be expected over the producing life of the formation. Previous Work The referenced tests are part of an extended study of geopressured-geothermal reservoir behavior, including compaction (Jogi, Gray, Ashman, and Thompson, 1981 and Jogi, Kalra, Gray, and Thompson, 1981) and creep (Thompson, Jogi, Gray, and Richardson, 1981) tests of reservoir rock and related reservoir performance studies (Rago, Okhuma, Seperhnoori, and Thompson, 1985). Recent work has considered the nonlinear constitutive behavior of sandstone (Fahrenthold and Gray, 1985 and 19861, while additional experimental work is reported here. Geological structure and composition of the Hitchcock field from which the core samples were obtained is discussed by Light (1985). Experimental Procedure Compaction tests were conducted on cylindrical cores, nominally 2.75 inches in length and 2 inches in diameter, with independent control of the axial, confining, and pore pressures. Axial and radial deformation of the samples were measured in tests over a range of effective stress states expected to develop over the reservoir lifetime. The term effective stress as used here refers to the algebraic difference of the total stress and pore pressure, with compression taken as positive. Three types of compaction tests were conducted on the sandstone. In the uniaxial tests, axial total stress and radial strain were held constant as the pore pressure was reduced, similating one dimensional compaction which may occur during reservoir depletion. In the triaxial tests, radial total stress and pore pressure were held constant as the axial total stress was increased, duplicating conventional rock compaction test procedures. In the pore pressure drawdown tests, axial and radial total stresses were held constant while the pore pressure was reduced, in order to investigate differences in sample response to mechanical and pore pressure loading. Compaction tests were also conducted on shale material obtained from the reservoir overburden. The field coring process provided few consolidated shale sections sufficiently large to allow preparation of samples with the dimensions described above. With additional attrition during sample preparation of this brittle material, ultimate yield of the coring effort was limited. The few available samples were tested in uniaxial and triaxial tests similar to those described above. The use of displacement transducers to measure sample deformation avoided the difficulty of strain gauge installation on this material. Test Results The sandstone and shale both demonstrated nonlinear stress-strain behavior, with hysteresis and residual strain present upon unloading. Polynomial interpolation of the stress-strain curves was used in the calculation of incremental values for the loading and unloading moduli. Figures 1 and 2 show example axial effective stress-axial strain curves for triaxial tests conducted on sandstone and shale samples. The figures plot incremental stress and strain variables, defined as deviations from the state of prestress to which the sample was subjected. The state of prestress was varied between tests in order to investigate material behavior over the entire stress and strain space of interest. "IntroductionCanada has been one of the world's leading producers of uranium since atomic energy first became of practical importance in 1942. Indeed, prior to this time, between 1933 and 1940, Canada produced significant amounts of pitchblende, as a source of radium, from the Eldorado Mine at Great Bear Lake*.Uranium was first reported in Canada, however, in the middle of the 19th Century in the vicinity of Theano Point on Lake Superior north of Sault Ste. Marie. In the early 1900s, uranium-bearing minerals were reported in Quebec north of the St. Lawrence River and in pegmatites in Quebec and eastern Ontario. In 1930, G.A. LaBine and E.C. St. Paul visited an occurrence of cobalt reported by the Geological Survey of Canada in 1900, and brought the Eldorado Mine into production in 1933, as noted above, producing, in the main, silver and pitchblende.In 1942, developments in atomic energy were such that the Government of Canada, at the behest of Great Britain and the United States, requested that Eldorado, which had been closed in 1940, be re-opened to produce uranium for the Manhattan Project. In September, 1943, all discoveries of radioactive minerals were reserved to the Crown and their staking by private interests was banned. In January, 1944, the government nationalized Eldorado and formed a Crown corporation, the present Eldorado Nuclear Limited, to take over the assets. That year marked the formal beginning of uranium exploration in Canada.The Period 1944 to 1948In 1944, the Crown Corporation and the Geological Survey of Canada began exploring for uranium deposits, largely in the areas of Great Bear Lake and Lake Athabasca. In that year, A. W. Joliffe of the Survey visited properties on the north shore of Lake Athabasca near Beaverlodge Lake and recommended that Eldorado acquire claims in the area. In 1946, P. St. Louis and E. Laurum, prospectors working for Eldorado, found the pitchblende veinlets that led to the Ace Mine. Shaft sinking began in 1951, and production, through a carbonate leach plant, began in 1953.Continuing drilling on the Eldorado claims led to the Verna ore bodies, some 6,000 feet northeast of Ace, on which shaft sinking started in 1954."
