British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. The proponent submits reports to the Mine Development Steering Committee in succeeding stages: Prospectus, Stage I (after which approval-in-principle may be granted by ELUC); and if necessary Stage 11. The Bureau of Mines has conducted research on a dual leaching method that offers the potential for the economic recovery of the silver, as well as of the manganese, contained in some domestic manganiferous silver deposits. The method consists of an initial leach of manganese with aqueous sulfur dioxide (S02) followed first by a neutralization rinse, and then by a second leach with cyanide solution for the extraction of silver. Refractory silver in these ores was either (1) intimately associated with the manganese, (2) chemically resistant to cyanide leaching, or (3) rendered inaccessible to cyanide leach solution by the surrounding manganese mineralization. Less than 10 pct of the silver was extracted when minus 2.5-plus 1.3-cm ore pieces were leached directly with cyanide. However, extractions of 25 to 82 pct of the silver and 65 to 96 pet of the manganese were attained in laboratory column-leach tests using the dual leaching method on equivalent-sized ore pieces from seven domestic deposits.

With the attainment of high temperatures it becomes possible to process any kind of material (particularly ceramics) in their liquid state. In the plasma spraying process, the material to be sprayed is rapidly heated until it is molten and is propelled by high velocity gases onto a surface where it adheres, to give protective coatings for a wide range of applications. The method could be considered as one of the most versatile and rapid to build up thick deposits (of plastics, metals, ceramics, cermets) and also free-standing artifacts for particular requirements without resorting to lengthy forming and sintering studies. Although plasma spraying is at the production stage in industry, advanced processes have also been developed for economically producing a wide range of new materials. This paper illustrates the benefits of the process and evaluates the challenges it represents.

Electron paramagnetic resonance provides a fast method to characterise quartz. Quartz from veins associated with the Cambrian massive sulphide deposits in the Mt Read Volcanics of western Tasmania and from Devonian reefs associated with gold mineralisa- tion at various localities in Tasmania exhibit specific EPR patterns, different from quartz from common veins. The intensity of the EPR spectra of the quartz can be used as a statistical guide to gold mineralisation at Beaconsfield.

INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. The surface rocks in the tunnel construction area are metamorphosed Cambrian and Pre-Cambrian sediments; the underlying formation contains fine and coarse grained rocks presenting different degrees of metamorphism. To counter depressed world nickel prices, a continuing effort is being made at Kalgoorlie Nickel Smelter to reduce unit production costs. One major area in which production costs can be reduced is the substitution of coal for fuel oil. Two areas where this has been achieved to bring about a saving are, the addition of coal to flash furnace flux to reduce supplementary fuel oil requirements in flash smelting and the replacement of two oil-fired air preheaters with a coal-fired unit. These actions have resulted in coal replacing 67% of the current fuel oil requirement in flash smelting at the Kalgoorlie .Lckel Smelter.

During the development of Lorca tunnel project in the South-East of Spain, an in-site study has been done, with the purpose of obtaining the characteristics of the different lithological units through twenty-two parameters for the design of the tunnel excavation and support. In the paper both the different works developed and the different methods and criteria followed in the obtention of the parameters are described. The values of those parameters may be useful in similar cases. Also a summary-table of the parametrical characterization for the use in similar studies is given.

Support characteristics of in-cycle trusses are analyzed using a photoelastic model loaded by tightening a truss in the sequence normally used in an underground mine. Stresses in the roof at its center point and at the junction of the roof and rib are examined. Effects of zero tension and unequal tension in the inclined anchor rods are presented. Effects of simulated subsidence on stress in the roof surface and on tension in the separate truss members are examined. Conclusions are drawn relating to (1) the effects of tension in the inclined anchor rods on uplift and compressive stress parallel to the roof surface, (2) the effects of subsidence on stress in the roof surface, and (3) the effects of subsidence on tension in the truss members.

The theory of cavity expansion in an infinite frictional soil mass whose strength is represented by a curved Mohr-Coulomb failure envelope has been used to predict with some confidence the cone resistance of a clean dry sand. Experimental data were obtained from cone penetration and pressuremeter tests on two sands, conducted in a large calibration chamber (CC) under carefully controlled placement and boundary conditions. A plane strain bearing capacity theory was developed, and to convert the results to axi-symmetric conditions, an empirical "shape factor" was used. In the paper, the theoretical background, experimental data, calculation procedure, and the results of the analysis are presented. In general, a reasonable validation of the cavity expansion approach to the bearing capacity of deep foundations has been obtained.

INTRODUCTION Mine waste monitoring and management is essential when the industry is being required to accept the environmental liability for all generated, stored and disposed solid and hazardous waste. Environmental regulations mandate the operator to minimize waste production while requiring the operator to cleanup existing contamination. Since these requirements are being enforced, many operators do not have a clear under- standing, whether their existing operation will or could be required to adopt remedial plans to mitigate off-site contamination impacts. The following methods, using conventional and advanced geostatistical methods, provide a tool to make appropriate assessments whether existing or potential contaminant issues are present. BACKGROUND Generated solid wastes from mining operations are currently exempt from Solid Waste Disposal Act (SWDA) Sub- title C (RCRA), statutes and promulgated regulations, however, compliance with SWDA Subtitle D statutes and regulations is required. In order for the mining operator to be exempt from hazardous waste regulations, the operator must demonstrate that generated waste does not have hazardous waste characteristics. In many instances the operator will be able to use statistical tools and their existing data to determine whether their site could be a potential hazardous waste liability. METHODS The following statistical and geostatistical methods can be used to determine whether existing wastes could be a regulatory concern. The following presents a brief discussion of standard statistical methods and discusses, in greater detail, how advanced geostatistical tools can be used to define potential waste issues. The following will discuss how data can be screened, "Data Filtering and Reporting"; how data can be evaluated using "Conventional Statistics"; followed by a detailed discussion o f "Geostatistical and Estimation Techniques" and "Statistical Modeling". Data Filtering and Reporting Data filtering is the simplest, but potentially the most powerful statistical tool because data can be easily sorted to meet regulatory reporting requirements. Filtering includes unions and intersections of data such as date, maximum and minimum values of one or several variables. Using the data base presented in "Mine Waste Data Base Management Procedures", Robinson and Hagar, 1987, an example of a filter group is presented.

The current quantity of rejects from coal beneficiation in Australia represents 20 to 25% of raw black coal production. Approximately 80% of the rejects are derived from coarse processing for particles in the 200mm to 0.5mm size range. The safe and enviornmentally acceptable storage of coarse coal rejects is of interest to coal mining companies. Additional public benefit would be derived from the utilisation of a waste product as a source of fill material for civil and mining engineering applications. BHP Engineering has taken a leading role in the design for storage and utilisation of coarse rejects from two mines associated with the Broken Hill Proprietary Conipany Ltd. The tailings dam at Stockton Borehole Colliery (N.S.W.) is to be raised and a study by BHP Engineering has shown that coarse rejects are suitable for the formation of the supporting embankment surrounding a compacted clay core. Transportation and storage of coarse rejects at the Thiess Dampier Mitsui Riverside Mine (Moranbah, Qld) is achieved by a conveyor leading directly from the coal preparation plant to a discharge stacker on the crest of the rejects stockpile. Production of coarse rejects was higher than anticipated for the initial dump design. BHP Engineering has completed a review of dump design with emphasis on safe operating conditions for the conveyors and stacker system. Data on the geotechnical properties of coarse rejects from Australian coal mines are presented. Coarse coal rejects are a material which should not be considered as waste, but as a potentially valuable resource for many future applications. Appropriate engineering design for the storage and utilisation of coarse rejects would result in an improved environment and economic benefits for the Community.

Teleseismic travel time residuals measured on 600-1000 km seismic arrays across the Rio Grande and East African rifts provide evidence for upper mantle low velocity zones beneath each rift of velocity contrast 6%-8%. Refraction studies show thinning of the crust below the rift axes. Regional uplift which extends hundreds of km either side of the axes, is isostatically compensated by negative density contrast at depth. Since the refraction argues against compensation by thickened crust, compensation in the upper mantle low velocity zones is suggested. Temperature effects alone can not explain the reduced velocities. Generation of a few percent of partial melt is the most probable source of the reduction. A passive extensional mechanism is investigated for the Rio Grande rift in which hot asthenosphere intrudes the lithosphere raising its temperature and generating moderate melting. It requires less than 1% extension to explain the melting but a prodigious 26% to raise the temperature from a pre-rifting continental geotherm to the solidus. Geological estimates find that extension is less than 10% over the uplift zone. Such a mechanism is possible only if the prerifting lower lithosphere geotherm lies closer to the solidus than that of stable continent. This is supported by the observed high heat flow in the Rio Grande rift uplift region which, given the long time constant for thermal diffusion, reflects elevated temperatures at depth well in advance of the onset of rifting.

This paper describes some of the work of Jones and Tricket (1954), and demonstrates the usefulness of their findings by applying them to three fire incidents in South Africa. It is shown that the Jones- Tricket ratio can be used to indicate the type of explosion that has occurred in a mine and the level of activity or passivity of a fire behind seals. A knowledge of these factors is extremely important to a mine manager, whose prime duty during the crisis conditions resulting from a mine fire is to protect the men involved in the hazardous duty of fire-fighting.

The company was formed in 1926 to exploit tin bearing veins adjacent to Aberfoyle Creek in north-east Tasmania. In 1928 a 923ft tunnel was driven to explore and develop the mine 150ft below surface. This put the company on a path to become Australia's second largest tin producer by the late 1960's. Recently, Aberfoyle Resources Limited completed a 1.1km tunnel to access the major Hellyer zinc, silver, lead orebody at 300m depth. Production at 1 million tonnes a year is likely, and will make the company a significant world supplier of zinc by the late 1980's. The intervening 20 year history of survival and diversification illustrates principles of mineral exploration which proved valid in the Australian context. The objective of exploration should be to develop mines which can survive rigorous competition and downturns in commodity prices. Such mines will be based on orebodies with many of the following characteristics described by Richards (1986).

Selective Agglomeration experiments carried out to clean ultra-fine coal are examined. Effect of feed size, pulp density, coalescing agent dosage, and mixing intensity and duration on the kinetics of agglomeration are principally evaluated. A computer coded population balance model governing agglomerate size distribution and composition utilizing coalescence and breakage mechanisms is developed. Model calibration, verification and extension are analyzed.

"Kiena has been committed to developing a fresh management and employee relations approach since the commencement of production in 1981. The functional organizational structure encourages joint participation and commitment on the part of all employees to common goals in safety and production. The results over the last four years have been extraordinary. Kiena won the John T. Ryan Canada Trophy for 1983 for its safety record and has experienced a steadily increasing productivity through the application of new mining equipment and technology in the hands of a well-trained and motivated team of employees.This paper serves to highlight the fact that productivity, safetyand technical innovation are closely linked to employee participationand involvement which are likely to be the key to theCanadian mining industry's survival in the years ahead.This presentation follows up on an earlier unpublished paper, given at the 84th Annual Meeting of CIM in Quebec City in April, 1982, which discussed the philosophy and the planning which took place before implementation of the management and employee relations system at Kiena. This present paper reviews and expands on material given in the earlier work. IntroductionThe mining industry, which has always been considered as rather conservative in its approach, has experienced with some regularity, cyclical periods related to metal prices. These cycles, previously foreseeable to some extent have become less coherent over recent years during which time the industry has had to face fierce international competition. The issue to productivity is without doubt the major concern of the mining industry in Canada today and it represents the greatest challenge facing us during the present decade. Developments that have been made in mining technology over the precious two decades have failed to completely produce the significant advancements in higher over-all productivity that were expected."

Energy costs have had a serious impact on all basic industries today. This is due to the significant amount of energy that is used to convert natural resources into usable products. Other factors such as transportation with its major energy requirement and materials employed in processing that have already required significant energy input for their manufacture accordingly influence delivered cost to the user. The farmer is a good example of this. While his large capital investment for land, machines, and buildings is highly impacted by today's interest rates, his chemical fertilizer, herbicides, and pesticides as well as those same machines and transportation costs for his products have also been seriously affected by energy costs. With the many unit operations involved in mining and mineral processing, several of which require significant inputs of energy, one can only conclude that this industry has experienced a great increase in percentage of total cost for energy alone. Fuerstenau (1975) indicated that the minerals industry used about 12.5% of the total energy produced in the US. McNulty (1983) listed the total energy requirements for the production of 0.9 t (1 st) of various metals including the energy consumed in the manufacture of supplies employed, such as tires, explosives, chemicals, grinding media, etc. (Table 1).

The Bureau of Mines investigated the feasibility of numerlcally modeling the sorption of cobalt, a vulnerable strategic and critical metal, from spent copper leach solutions in a multiple-compartment ion-exchange (MCIX) column. Equilibrium resin loadings, cobalt-sorption kinetics, and resin-fluidization characteristics were determined in simple laboratory tests, and a numerical model was developed to predict cobalt extraction and the MCIX-column resin inventory based upon the test results. The model was implemented on a microcomputer to approximate the solution to the set of differential equations that govern model performance. Results compared very well with data from 12 pilot-scale MCIX-column experiments. The average difference between predicted and actual cobalt extractions was 3.2 pct; the maximum difference was 9.3 pet. The actual and predicted resin inventories differed by an average of 5.8 pet, and the maximum difference was 12.0 pct.

Some of the important properties of solid electrolytes that influence the performance of electrochemical oxygen probes are discussed in the first part of this paper. It is shown that accurate and reproducible measurements of oxygen in liquid steel are possible with commercial oxygen probes only if great care is exercised in the make-up of the chemical and phase composition, as well as the microstructure of the solid electrolytes used in these probes. To prove this premise, the second part of this study reports on the results of an experimental evaluation of new commercially available oxygen probe. An evaluation of the solid electrolytes used in this probe indicated that the consistency of the chemical composition, degree of stabilization, and microstructure of the electrolytes used are well controlled. The successful application of this particular oxygen probe under industrial conditions was confirmed. It was also found possible to make reliable and reproducible measurements, with acceptable uncertainty, by proper handling of the probe. Some recommendations are made as to the interpretation of the e.m.f. response curve and the use of the electronic processing unit supplied with the probe.

The Bureau of Mines conducted a study of production costs for the secondary lead industry and determined costs for present, pending, and proposed environmental legislation. Operating costs for smelters by capacity groups range from 16.8 to 19.6 ¢!lb of refined lead. Present regulatory compliance costs for these groups range from 2.2 to 2.4 ¢!lb. Pending compliance costs could add 3.5 ¢!lb of refined lead, and proposed regulations could add another 1.3 ¢!lb. The individual capital costs necessary to comply with pending environmental regulations are estimated to be $1.8 million for small smelters and $10.4 million for large smelters. Proposed regulations could require additional expenditures from $1.9 million for small smelters to $4.9 million for large smelters. These cost estimates, based on average 1985 dollars, indicate that pending and proposed legislation could add significantly to capital and operating costs of the secondary lead industry. These regulatory compliance costs may result in a loss of up to 40 pet of secondary lead production capacity.
