Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

The development of reliable and accurate solution sampling systems plus on-line atomic absorption spectrophotometers and voltammetric analysers at Pasminco Metals - EZ's (PMEZ) zinc refinery at Hobart, Tasmania, has led to extensive implementation of On-Stream Analysis (OSA) throughout the hydrometallurgical circuit. These systems complement industrial autotitrator and colorimetric analysers and with the comprehensive use of a powerful integrated Distributed Control System (DCS), provide extensive monitoring and control of all the important in solution' parameters for the plant. Samples can be left unaltered, or filtered or settled, to remove solids. They are then precision diluted and pneumatically transported to analyser shelters, where they are analysed for zinc, acid, copper, cadmium, lead, antimony, cobalt, nickel, mercury and ferrous, ferric and/or total iron. The range of analyses depends on the sample itself. The results are used for feed forward and/or feedback control of reagents where possible, or simple trend monitoring and out-of-specification alarming when closed loop control is not practical. The overall system reliability and accuracy is such that many daily composite plant samples are no longer analysed off-line. Operator sampling has also been reduced, and in two places, autotitrators with automatic sample pre-treatment have been installed for preparing and analysing samples collected by operators.

Over the years, the importance of surface and interfacial phenomena has been neglected by the copper-nickel industry. As a result, little data on the surface and interfacial tension of the Ni matte and slag system are available in the literature. In view of the scarcity of information in this area, the surface tensions of the Ni-Fe-S system together with the Ni-Fe-S and fayalite type slag system were measured using the sessile drop technique. Drop images were obtained by X-ray radiography. For the Ni-Fe-S system, the results showed that the surface tension of the matte increases with matte grade. The surface tension behavior with changing matte grade showed a slight negative deviation from ideality. This indicated that FeS is slightly surface active in the nickel matte system. Results also indicated that small increase in sulphur content in the matte can decrease the surface tension quite significantly. The measured surface tension of the Ni-Cu-S system showed a linear relationship with the Cu2S content in the matte. The surface tension decreased with Cu2S content. Interfacial tension measurements showed a similar trend. That is, interfacial tension increased with increasing matte grade. The presence of MgO (-1.5%) and A12O3 (-6%) in the slag does not affect the interfacial tension value. Effects of matte surface tension on phenomena such as entrainment of matte in slag and infiltration of matte into refractory pores are discussed. The calculated flotation coefficients indicated that flotation of nickel mattes cannot be avoided by changing the matte grade. Filming of matte on bubbles can occur below a matte grade of about 19% Ni3S2. As for infiltration, refractory bricks containing high Cr2O3 will be easily wetted by matte regardless of matte grade. Therefore, bricks containing high Cr2O3 can easily be infiltrated by liquid matte.

Abstract- The process of arriving at the size and grade of: (a) a newly-discovered body of mineralization, (b) a potential ore resource, (c) an orebody proposed for mining, or (d) the ore reserves in a mine, requires fundamental geological, and geometrical determinations as well as physical and chemical analyses. This paper outlines geological and geometrical features considered critical, in the authors' experience, in realistic reserve determination. These are discussed under the headings "The Four Cs". They include the Character, type or nature of the mineralization; the Continuity of various types of mineralization in the deposit; various key concerns in the Calculation besides the mathematics; and the Classification section which refers to basic considerations in classifying a mineral estimate. It is suggested that the responsibility for the calculation of a Resource or Reserve should be that of a geologist experienced in the ore type under review. Further, it should be the responsibility of the board of directors of the company owning the deposit to ensure that a sufficiently experienced person is chosen to carry out the process.

The paper presents a new integrated system for control of concentration processes. The system is based on cluster-based modelling taking the ore quality into account and a new on-line particle size analyser capable also for reliable measuring of particle size distribution of concentrate. A metallurgical precontrol audit was performed at the Hitura concentrator in order to design the control strategy of the integrated grinding and flotation control. A new analyser PSI-200, was used to the measurement and control of the distribution of nickel in the total particle size range. An expert control system using the cluster model together with a new control strategy for decision of necessary control actions is outlined. The method has been tested to real data from mineral processes. The results are in good correspondence with empirical process knowledge. A basic method for designing reasonable jig cycles for movable-screen jigs is presented in this paper. The reliability and effectiveness of the designed jig cycle was verified with tests performed on an artificial mixed material. An iron ore (12 - 100 mm) from Huashugo Iron Mine, Jiuquan Iron and Steel Company, was treated in the TJD-75 movable-screen jig using the designed jig cycle. A good result was achieved. The procedure presented here should provide a reliable technique for the design of a commercial movable-screen jig.

"Alanx ceramic/metal composites are proprietary products developed by Lanxide Corporation who joined with Alcan to form Alanx Products L.P. in 1988. Alanx ceramic/metal composites are composed of silicon carbide in a combined alumina and metallic aluminum matrix. In laboratory slurry wear tests conducted by Alanx ceramic/metal composites have shown to perform well against other wear resistant materials. At the Kidd Creek Concentrator Alanx CG896 ceramic/metal composite was tested in two pumping applications, the primary cyclone feed pumps and the filter feed pumps. In both instances the wear rates of the parts made of Alanx CG896 were far less than the gum rubber parts traditionally used. As of year to date September 1992 the unit cost to repair primary cyclone pump parts has dropped 58% from 1991 figures. For the filter feed pumps the unit cost to maintain the pumps has dropped by 33% as compared to 1990 figures. The total savings represented by implementation of Alanx wear parts, based on projected year end unit costs for 1992, as compared to 1991 costs for primary cyclone feed pumps and 1990 figures for filter feed pumps, is $166,753. INTRODUCTIONAt the Kidd Creek Concentrator the cost to maintain the primary cyclone feed pumps and the filter feed pumps was a constant concern. Rubber wear part consumption was quite high and the manpower required was considerable. For 1991 the total cost to maintain five primary cyclone pumps was $244,062. The cost to maintain the filter feed pumps in 1990 was $72,076. A wear material was needed that would increase the time between repairs and that would increase the reliability of these pumps between scheduled shut downs."

At the operations level, productivity is a principle key to profitability. If you are competing with other mines that are paying roughly the same wage rate and the same prices for capital, materials, and energy, the only way your profit can be greater is by producing more output per unit of input. Mines with higher productivity have higher profit margins. Higher profit margins lead to greater operating cash flow, and cash flow is what distinguishes a dog from a cash cow. The turnaround in U.S. metals during the 1980s was in large part due to incredible improvements in productivity. According to statistics compiled by Kaufmann, 1991, labor productivity, measured as tonnes of primary production/manhour, increased 64% in steel, 94% in copper, 75% in lead, 143% in zinc, 132% in molybdenum, and 75% in gold. These improvements were hard won. However, with most modernization programs now complete, measuring and monitoring productivity becomes even more important as producers strive to maintain the gains they have achieved.

This report presents production and delivered costs for coal exports from the five major Western coal-exporting countries: Australia, Canada. Colombia, South Africa, and the United States. Cost data were compiled from visits to 43 mines by U.S. Bureau of Mines engineers between 1985 and 1990. All report costs are in January 1989 U.S. dollars per short ton. Production costs for raw coal are divided into mining and regulatory categories. Costs are broken down by type of cost, type of mine. and country. Scheduled operating and capital costs for raw coal were processed by the Bureau's MINSIM discounted cash flow program to determine total production costs calculated at 0% and 15% discounted cash flow rates of return (DCFROR). Delivered costs are for salable coal delivered to various markets. Costs are broken down by supply country, market, and type of cost. Scheduled operating and capital costs for salable coal were processed by the Bureau's MINSIM discounted cash-flow program to determine total salable coal costs at 0% DCFROR. Added to total salable coal costs were transportation and port costs to get delivered costs. Comparative overview information on the coal industries of the five study countries are appended. This appendix includes information on industry economics and exports, production and reserves, and coal industry issues.

Prompt neutron activation probe (PNAP) was evaluated to determine chemical composition of phosphate rock slurry in-situ. The technique was able to precisely analyze Ca, Si and H using a 252Cf source. Direct measurement of P and Mg was not accurate due to interference by the rare earth elements associated with the Florida Phosphate Rock. The solids loading, particle size distribution and flotation reagents present in the slurry had no significant effect on the accuracy of the measurements. The technique was found to be reliable also under industrial conditions.

The reliable quality assessment of grouting operations is one of the key issues in establishing impermeable grout curtains around shafts, drifts and tunnels. Reliable opera¬tional information on the decrease in the permeability of rock during the grouting process facilitates the assessment of the effectiveness of the completed curtain and assures production quality. Quality control and assurance also fa¬cilitates the early detection and elimination of possible de¬fects in the grout curtain. Thorough control of the grouting process provides the capability to evaluate decreases in the permeability of water-producing fracture zones prior to the beginning or the continuation of excavation of the shaft, tunnel or drift. In order to achieve this objective, post¬grouting hydrodynamic investigations are conducted prior to the initiation or re-initiation of work on the underground workings to measure the decrease in the permeability coef¬ficient of aquifers during grouting operations. 8.1 QUALITY ASSURANCE AND CONTROL OF THE ISOLATION OF ROCK BY GROUTING THROUGH HOLES DRILLED FROM THE SURFACE Quality assurance and control are based on measuring the decrease in the permeability coefficient of water-pro¬ducing horizons as a result of injecting grout into the drill¬holes. For this purpose, the value of the acceptable residual permeability coefficient is calculated beforehand based on the acceptable value of ground water inflow into the shaft, drift or tunnel as specified by the "construction norm and integrated practice (SNIP)" (Anon., 1976). Having ob¬tained the values of aquifer thickness, permeability, and head distribution for each aquifer from flowmetric data (dis¬cussed in Chapter 3), the average value of the permeability coefficient of all aquifers intersected by the shaft is calcu¬lated as [ ] where Ki is the permeability coefficient of the "ith" aqui¬fer; Pi is the pressure of the "ith" aquifer; and M; is the thickness of the "ith" aquifer. The total expected inflow of ground water into the shaft is [ ] where RK is the radius of the contour of influence; RCFB is the radius of the shaft; and p is the coefficient of dynamic viscosity of the ground water. The necessary reduction of the coefficient of permeabil¬ity of the aquifer [ ] where Q is the expected inflow of ground water into the shaft from eq. 8.2; Q.-fin is the acceptable inflow of ground water; and a is the safety factor. By knowing the average permeability value of the rock and the permeability reduction coefficient, it is possible to determine the value of the acceptable residual permeability coefficient for all the aquifers [ ] The values of the permeability coefficient, pressure, and thickness for each aquifer are determined from the data gathered during the hydrodynamic investigations conducted in grout holes prior to beginning the grouting operations as discussed in Chapter 3. After injecting the grout into the first of the holes, the injection into each of the following grout holes is preceded by repeated hydrodynamic investi¬gations. Using the data obtained for each water-producing zone, a graph is constructed where the numbers representing the grout holes in their order of grouting are placed on the abscissa, and the values of the aquifer permeability coeffi¬cient are placed on the ordinate (Fig. 103). This curve char¬acterizes the change in permeability of the given hydro¬stratigraphic unit as grouting operations are completed, one hole at a time. The results of grouting operations are considered to be positive when each sequential observation records a steady decrease in the permeability of the aquifer. The permeabil¬ity measured prior to the injection of the grout into the last hole must be lower than or equal to the acceptable perme¬ability as determined by the application of eqs. 8.1 through 8.4. Table 8.1 presents illustrative data on the hydrogeo¬logic properties of aquifers at a mine shaft prior to the initiation of grouting operations. Data also are presented on the reduction in the permeability coefficient during the in¬jection of the grout. The shaft in question intersects eleven aquifers. Based on data concerning aquifer pressure, thick¬ness, permeability, and the expected inflow rate of water for each of the strata, the average permeability coefficient is calculated according to eq. 8.1 as K = 0.2 x 10-12 m2. The U.S. Bureau of Mines has developed a monitoring system that acquires and analyzes data for use in determining the conditions that may precede mountain bumps in coal mines. Based on a UNIX workstation linked to an array of geophones in a working longwall operation, the system captures complete waveforms of microseismic events and simultaneously obtains continuous samples of the voltage levels of each geophone. Event rates and locations are calculated and displayed in real time on the UNIX workstation, which is situated in an underground instrumentation room. These results also are transmitted from the workstation to a display computer near the longwall face. The system runs continuously and has the capability to acquire, analyze, display, and archive microseismic (transient) data and single point data, such as closure and pressure changes, simultaneously.

The U. S. Bureau of Mines investigated a method of using inert gas to prevent the formation of explosive gas mixtures in auger highwall mining of coal. A combination of gasoline and diesel engine exhaust gases was introduced into the auger drill hole using a short section of pipe located at the collar. Gas samples were taken and analyzed on site with infrared detectors for oxygen, carbon dioxide, methane, and carbon monoxide. Evacuated bottle samples were also taken and analyzed by gas chromatography at the Pittsburgh Research Center. These gas results were analyzed for explosibility. Personal exposure to carbon monoxide was also monitored. The highest methane level observed was 9.55 pct. The Inert gas levels, (carbon dioxide and nitrogen) were sufficiently high to prevent any ignition of the methane. Results showed that for all conditions during mining, gas concentrations were non-explosive. The maximum personal time weighted average sample for carbon monoxide was 20 ppm. This system provides a safe, inexpensive, simple method for preventing explosions during auger mining. INTRODUCTION The auger highwall mining method is an effective method to recover coal from a reserve when removal of the overburden by surface mining equipment becomes uneconomical. In this method of mining, a horizontal auger enters the coal seam from the surface mine bench under the highwall and the coal is drilled in a series of parallel holes. Historically, coal mined from the surface is relatively shallow, and over time, methane associated with the coal has dissipated through the surface. In most circumstances, little methane has been found associated with auger mining. However, mining technology has enabled surface mining of deeper reserves of coal. Furthermore, environmental constraints have forced the highwall extraction method to be used to remove coal under wetlands, further increasing the chances of encountering methane. Recently incidents of methane explosions at a few auger mining operations have resulted in injuries and increased testing for methane at the collars of auger holes. The fuel source of the reported explosions was not necessarily limited to methane, but may also have involved coal dust. The Mine Safety and Health Administration (MSHA) met with the Bureau to discuss what technology might be available to enable the safe resumption of mining. The discussion included the difficulty of ventilating through the solid shafts of the augers, that steel bits probably created the ignition source, and that perhaps inerting the holes with low oxygen and high carbon dioxide concentrations from the machine's diesel exhaust was a potential solution. Considering the ventilation aspects of the problem, it was not clear If ventilation could be reliably established. If some degree of ventilation to the front of the mining head is achieved, it may combine with methane to bring the hole atmosphere from a rich, nonexplosive mixture to an explosive mixture. Furthermore, it may not prevent a dust explosion in such a mining configuration. Lack of access through the shafts of auger type mining machines further limits the ability to add water or air to cool bits to prevent an ignition source from developing. Either of these approaches would also be expensive. The process of mining coal In an inert atmosphere has been considered in the past, but to our knowledge, never implemented (Department of Interior, 1970). Clearly, implementation in underground mining would be more complicated. On a mine bench open to the atmosphere, however, adding inert gas to the mining head could provide a quick, feasible method to prevent explosions at auger highwall mining operations. Also the problem of how to move the inert gas to the cutting head of the machine had to be considered. Preventing explosions on auger mining machines using inert gas requires three primary considerations: first is the source of inert gas; second, placing the inert gas at the cutter head; and third, monitoring the hole atmosphere. Any gas source having an effective inert gas concentration of 34 volume pct or greater will prevent methane from Igniting (Zabetakis, 1965). Sources of inert gas considered for this application included liquid nitrogen, modified shipboard inert gas generators (for hydrocarbon shipping and transfer), jet turbine engine (Paczkowski, et. al., 1982), the auger's diesel engine and a gasoline engine. Operation cost, purchase cost and availability limited our testing to the diesel and gasoline engines. This work tested each engine, separately and combined. To ensure effectiveness, both company and enforcement personnel need to know how to monitor the condition of the inerted hole. Measurements at depth inside the hole are possible by remote sampling through rigid tubing, but this method is Impractical for routine monitoring. Continuous monitoring of the exhaust gas stream is an alternative. The U. S. Bureau of Mines evaluated an inert gas system at an auger mining operation at a surface mine near Owensboro, KY. Coal was mined from the Number 9 Coalbed in Henderson Co. KY. Tests were conducted in January and March of 1992.

The burden of achieving this objective falls on the mineral manager. He must strive to produce a salable product in an environmentally acceptable process while continuously Improving the profit margln.(1,2) Metal prices fluctuate on a regular basis. They directly Impact revenue and hence operating philosophy. The mineral engineer needs to develop an optimum operating strategy to meet his overall objectives, One would expect that, In the modem era of complex computer models, it would be easy to develop an economic model to maximize profits and/or cash flow. Discussions with mill managers Indicate that one mine/corporation's optimum operating strategy is not necessarily optimum for another. This paper approaches the problems from basics "Economics 101" and Illustrates the complexity of developing a universal model which can be applicable to all mines. Case examples are used to illustrate the need for better communication to avoid the basic economic fallacy “that optimization of segments leads to optimization of the whole system.” TECHNICAL MODELS Technical models are a prerequisite to the development of economic models because they provide the necessary Input data to these models, The flow of material from a mine through the sale of the finished product is shown In Figure 1. The ore Is mined and milled, and the concentrate can be stored for sale or smelted and refined In-house or at a toll facility. The finished product(s) are held In Inventory until sold either through existing contracts or in the spot market. [ ] Fairly reliable technical models have been developed for mining, milling and smelter operations. Mine plans are developed to provide a good Indication of the relationship between production and cut-off grade. It is easier to change surface mine plans than plans for underground mines. However, there are limits to maximum production that can be achieved with existing equipment. It Is possible that mine benches may not be developed to handle additional equipment, even If It was purchased to enhance production. More often than not, the cut-off grade Is lowered to Increase throughput goals.

Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

Exothermic mass transfer takes place in various areas involving metallic systems, ranging from liquid metal processing operations to the growth of thin films in microelectronics. The formation of intermetallic compounds plays an important role in the exothermic mass transfer of metallic systems. Two types of exothermicity are identified , namely , Microexothermicity and Macroexothermicity. The former is encountered when small amounts of metals are mixed, while the latter is exhibited when a solid metal in a lump form is added into liquid metal. In this paper two types of exothermic mass transfer in metallic systems will be presented and reviewed. Mathematical modelling work for these types of exothermic mass transfer will be analyzed.

Stochastic simulation has been routinely used for performing risk and sensitivity analyses in a variety of fields. The commonly used means of generating the simulations has been the Monte Carlo approach which usually employs a Simple Random Sampling (SRS) scheme of the variable distributions. This method is prone to sample clustering and requires a large number of samples to represent the distribution faith-fully. This can become problematic for simulating complex processes where it is impossible to run an arbitrarily large number of replicate simulations. The Latin Hypercube Sampling (LHS) method uses a stratified sampling approach which assures representation of the input distributions for any given number of samples. In this paper the LHS and SRS approaches are compared using a petroleum resource estimation example.

Magma Metals Company commissioned a 3000 tpd Outokumpu flash smelting furnace in July 1988. Through September 1992 the PSP has smelted a first campaign record 4.1 million tons of concentrate. This paper discusses modifications made to the original process equipment to overcome design flaws as well as future design changes currently under consideration.

The Rönnsktär smelter has recently undergone a series of technical and operational changes. This changes are caused by our own will to remain and gain in competivety and to adapt to the ever changing surroundings. To be able to remain competitive in surrounding with high wage costs, high inflation and high environmental standards thorough cost management is needed. The Swedish economic policy in the beginning of the 80'ies consisted amongst other things of two devaluations. The exchange rate of the Swedish Krona was reduced with approximatively 25 %. This boosted the profits of our export industry, some even believed we entered the land of milk and honey ... And working in this promised land where everything turns into profit it is very difficult to be careful and restrictive with your spendings. Apart from some healthy and fruitful investments we allowed ourselves yearly steady increases in salary for ever reduced number of worked hours and we of course employed more people. Inflation rates went up and so did property prices. In 1986 finally reality catched up on us. Reality in the form of too high costs started to hit Swedish export industry 5-6 years after the big devaluations. Furthermore the high inflation rate also hit the domestic industry a couple of years later. Together with other important factors Sweden faced a severe home-made recession in the beginning of the 90'ies. With this background we now report and analyse our smelter's performance and operating results, shown in fig 1 The main constrictions on smelting and refining at Rönnsktär are today: * Income restrictions by governmental production level Limit * Throughput resmctions by governmental emission limit * High capital costs in the aftermath of Swedish high inflation in the recent decade * Low work force turnover Below we will illustrate how we tackled with these issues along the following lines: * People * Quality * Technology

The vibration levels of the heavy machines used in surface mining are much greater than for vehicles used on highways. In order to assure the proper functioning of electronic equipment placed on the surface mining vehicles, the U.S. Bureau of Mines has conducted a program of field measurements to define their vibration environment. The information in this report is for a class of vehicle that has a blade for scraping and wheels with rubber tires. The statistical information derived from these measurements can be used as a basis for laboratory testing to qualify equipment for a surface mining vehicle of this class. The envelope that would encompass 99 pct of the vibrations encountered in normal operations is presented for each location on the vehicle. The five locations for which data were recorded are the floor of the cab, the engine, the frame, the drive train (gear, differential, and torque converter), and the axle. Tabulated data are provided for those who wish to use a different probability level. The appropriate test profile for the laboratory testing can be determined from the information presented in this report.
