About 74% of global seismic energy release occurs in the Circum-Pacific zone. Worldwide, about 71% of seismic energy release is in the form of shallow earthquakes, 27% as intermediate, and 2% as deep earthquakes. Seismic energy release is variable in time and has been shown to correlate with the amplitude of the Chandler wobble. It was high during the period 1949 to 1967, and is now at a rather low level, with the latest earthquake over M = 8.0 having taken place in Indonesia in 1971. The average worldwide recurrence rate for the expected largest magnitude earthquake (M "9.5) has been estimated as several tens of years, in marked contrast to the several tens of thousands to hundreds of thousands of years separating the largest volcanic eruptions. Geological studies are needed to establish reliable mean intervals between large earthquakes, and to detect the e;:istence of long-term fluctuations in the ste of occurrence. Seismic gaps have proved seful in static forecasting of large earthquakes, by identifying places where closer study of the variation with time of seismicity, deformation, and other parameters, may lead to the dynamic p_ediction of time, place and magnitude of earthquakes. The model of stress concentration at asperities explains the main features of seismicity in the Circum-Pacific. Slow earthquakes have been detected instrumentally, notably an event immediately preceding the 22 May 1960 Chile earthquake, the largest this century. It seems likely that this type of deformation may explain both instrumentally detected and macroscopically observed pre-seismic deformation, as well as unusual animal behaviour reported before some earthquakes. Seismic and volcanic events are interdependent, with large earthquakes commonly triggering eruptions. Melting of rock and intrusion of magma is likely to accompany many earthquakes.

To quickly and more reliably measure the alignment and deflection of mine guides used to run skips and cages into a mine shaft. The Problem Conventional mine guide alignment measuring systems require the use of a plumb bob and tape measure. This method is not only laborious, but it is time consuming as well. Approach Aware of the drawbacks of the current measuring method, the Bureau of Mines designed a self-contained instrument system that can accurately perform vertical guide alignment and deflection measurements by remote control. How It Works The Bureau-developed instrumentation system, called the Guide Alignment Measuring System (GAMS), is based on conventional mechanical electronics using inclinometers and displacement transducers. The instrumentation system is attached to an operating skip or cage where it functions as a completely self-contained measurement system, operating in conjunction with nor-mal travel of the skip or cage. An on-board tape recorder or a mini-computer with memory can be used to record all telemetry.

A number of terrane reconstructions conflict with global plate histories or with data from adjacent regional studies. Paleogeographic maps have ignored terranes thus are over-simplified. This paper represents an attempt to "marry" Mesozoic global plate reconstructions and terrane analysis to produce examples of a "third generation" of global plate tectonic maps. The best approach to global terrane analysis involves intercomparison of all regional data and the evolving global model. Data conflicts within and between terranes and regions must be resolved by a system of relative data reliability "weighting." The most reliable and useful data are those which constrain "departure" (rift) and "arrival" (collision) times. Certain ad hoc decisions aid in the analysis (e.g. only one net vector allowed per plate). The maps that follow summarize Early Mesozoic global tectonic history at three critical junctures: 240 MA (Triassic); 180 MA (Jurassic); and 120 MA (Cretaceous). Due to space limitations, maps drawn at 20 m.y. intervals appear elsewhere. A preliminary Middle Triassic reconstruction is presented in Figure 1. Major plates and continental blocks are labeled; smaller blocks are marked with abbreviations. Examination of Figure 1 indicates the necessity of modeling Triassic tectonics with at least 68 blocks. Spalling- off of microcontinental slivers from Gondwanaland is active some 70 m.y. before the actual breakup of the supercontinent. In the SW sector of the Pacific, the Australian margins were embroidered with several terranes (e.g. Sumba) which eventually rifted away and crossed Tethys. The NW sector at this time included 10 microcontinental chips forming a huge archipelago along the Asian margin. All blocks inboard of Indochina collided by latest Triassic. Terranes of the NE sector include several (e.g. Arctic Alaska) along the North American margin, and at least six large blocks (e.g. Stikinia) drifting SE with the Farallon Plate. The SE sector

The Homestake Gold Mine is one of the deepest and most extensively developed hardrock mines in North America. The mine is divided into five divisions which produce a total of 1.7 million metric tons of ore per year. In the past, labor intensive mining methods such as open cut-and-fill, shrinkage, and timber stoping were utilized. In recent years there has been an extensive change to the more productive methods including Vertical Crater Retreat and Mechanized Cut-and-Fill. Also, the percentage of production from the lower divisions below the 4850 level is increasing while upper level reserves are beginning to decline. Combined, these factors have strained the ventilation resources to the limit. By early 1984 it became clear that future production trends would require a detailed study of future ventilation resources. By November of 1984 the Ventilation Department completed a study to project these future requirements. This paper will detail the first phase of a scheduled two phase upgrade: the installation of a new surface fan.

Historically, the control of flotation operations has been viewed by many as an art. Only recently has process measurement and control come to be viewed not as an ?art? but as a very complex and productive science. In recent years, process control applications to flotation plants have been established and already some gains have been reported for several industrial operations using individual stabilizing control loops including level, pulp flow, pulp density, reagent addition rate and pH (Paakinen, 1979; Hales, 1985). The use of process control computers combined with on-line x-ray florescence (XRF) in industrial flotation circuits has made the application of more sophisticated control techniques feasible in the mineral recovery process. In spite of the availability of reliable instrumentation in modern flotation plants, satisfactory control strategies are difficult to develop and implement. Extremely important factors such as changes in ore type, liberation characteristics, flotability, degree of oxidation on particle surfaces, and specific gravity constitute unmeasured disturbances to the process. Most current control systems cannot adapt specifically to such disturbances.

Tertiary calc-alkalic to alkalic rocks of the Little Rocky Mountains in north-central Montana host low-grade heap-leachable gold-silver deposits being mined by Pegasus Gold Corporation. Total production from 1884 through 1985 is estimated at 22,625 kilograms (727,414 ounces) of gold. This includes 10,774 kilograms (346,400 ounces) recovered by Pegasus between 1980 to 1986 from 20,318,000 tonnes (22,396,000 tons) of ore grading 0.960 grams of gold per tonne (0.028 ounces per ton). Silver production during this latter period was 24,556 kilograms (789,500 ounces), but reliable silver statistics prior to 1980 are not available. Ore reserves as of January 1, 1986, were estimated to be 35,380,800 tonnes (39,000,000 tons) grading 0.720 grams per tonne (0.021 ounces per ton). Present ore production is 5,533,920 tonnes (6,100,000 tons) per year at a 0.45 to 1 waste to ore strip ratio. Current annual metal production is about 2,644 and 5,288 kilograms of gold and silver respectively (85,000 and 170,000 ounces of gold and silver respectively). The Little Rockies were formed by a calc-alkalic to alkalic magma penetrating through the Precambrian basement into the overlying Paleozoic and Mesozoic sedimentary rocks. This intrusive center is Dart of the Central Montana Alkalic Province, a region comprised of twelve separate intrusive centers aligned in a northeast trending belt measuring 200 by 400 kilometers (124 x 248 miles). The ore deposits are structurally controlled epithermal systems which vary from deeper narrow veins to shallow, wide, low-grade stockworks, breccias and intensely fractured "sheeted" zones. The shallow types are now being exploited. Primary mineralization consists principally of gold and silver associated with pyrite, native gold and silver, sylvanite, calaverite, and hessite. Alteration is broadly classified as weak argillic. Pyritization, kaolinization, silicification and feldspathization are the dominant forms of alteration. Fluorite is a common hydrothermal gangue mineral.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and the underground evaluation of ventilated cutting drums, on a double ended ranging drum shearer. The ventilated drum uses high pressure (1,500 psi) water sprays to draw air (3,500 cfm) through 12 airmoving tubes mounted in the drum hub. The sprays draw dusty air from the face side of the drum, scrub the air, and discharge the clean air on the gob side of the drum against a deflector plate. During a three week underground evaluation, the cutting drums reduced shearer generated dust levels at the shearer operators position by 40%, at the shield operators downwind of the shearer by 55%, and at the tailgate by 55%. Cutting and loading performance of the drums were superior to the mine?s conventional drums. After the evaluation, the mine continued to use the ventilated drums to finish mining the panel. During this 3 month period, there were no mechanical or seal failures demonstrating excellent system reliability.

INTRODUCTION The small mining company faces the dilemma of how to finance the development of its properties because it doesn't have the financial resources to pay for the development costs from its own funds and doesn't have the financial strength which will enable it to borrow the money needed for development. However, with a little imagination and the right set of circumstances, a financing can be arranged for the small mining company. This paper is an attempt to describe the fundamental steps on how such financing can be obtained --in other words--what is required to provide ad- equate capital at a low cost for developing and bringing a mining property into production. Innovative financing follows from this. The basic keys for building and maintaining a successful mining company are "the four M's": Management, Market, Mine, and Money. The writer believes their order of importance is as presented and each is a building block required in order to obtain the type of financing that best suits the borrower and lender. MANAGEMENT Management must be experienced, highly organized, realistic, able to take advantage of opportunities and fulfill promises. Mine financing requires a variety of skills and concentration on the part of management. Management should have a thorough understanding derived from experience in geology, construction, mining and metallurgy and environment, marketing, and financial matters. Management must realistically visualize what will be produced at what cost and truly evaluate the risks associated so the proper security can be correctly designed. Since risk cannot be eliminated, the objective of management is to identify the risk which will be present in a given venture and assess the level of that risk which will be acceptable to the firm. Generally the risk which is present is subject to little or no modification. After management identifies and measures the acceptable risk the firm will proceed in a way that it will be least exposed. Management must determine its long-term objectives and strategies within the context of a constantly changing world. This question must be addressed before examining the sorts of risk which affect the development and operation of a specific property. The compilation and interpretation of "hard data" by competent people is good to a point but the experience and instinct of seasoned individuals are the important factors in management choosing a long-term direction for the corporation. The attitude towards risk greatly affects the goals of the corporation. Major risks in a mining project can be placed in four categories: 1. Market - Price, demand, substitution. 2. Costs - Capital, operating, financial. 3. Regulation. 4. Taxation. The feasibility study for a project is the fundamental tool used in the management of risk. Management should employ an experienced team with an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of realism is built into all levels of the study and if the project is technically feasible, the company's hurdle rate is then used to discount the base-case project cash flow in order to determine its financial viability. Understanding the geological significance of the mineral deposit is critical. There should be strong interplay among the pure regional geologist, the detailed mine geologist, the mining engineer, and the metallurgical engineer. The collaboration among these different disciplines will yield a feasibility study that is more reliable. The essence of this work must be appreciated and understood by the executives planning the financing. It is vital that they thoroughly understand the risks and make the proper risk assessments to cope with our rapidly changing market environment. Projecting future revenue values is paramount and is subject to much estimation. One way to mitigate fluctuations and the risk of falling prices is by selling production for future delivery. MARKET Since mining is a worldwide industry it is mandatory that bankers be aware of what is occurring in the marketplace, both foreign and domestic. This report summarizes a Bureau of Mines review of selected literature on the effects of subsidence due to high-extraction underground coal mining on farmland areas. The data are presented for consideration in evaluating the subsidence effects due to similar mining techniques on the prime farmland areas of Illinois. In Illinois the ground water level in the glacial drift is only 2 to 15 ft below the nearly flat to gently rolling ground surface. The main subsidence concern is flooding, as caused by the lowering of the ground surface, and the subsequent effects on crop production. Positive drainage must be maintained in the farmlands, and the need exists for extensive regional planning by the mining and agricultural industries to maximize short- and long-term production from both efforts. The Bureau is cooperating with the State of Illinois to develop basic information necessary for such planning.

The Bureau of Mines conducted research to develop preliminary engineering data necessary if the cobalt-rich manganese crusts that occur in the Exclusive Economic Zone (EEZ) of the Hawaiian Archipelago are to be mined. The research was divided into the following sections: (1) physical, mineralogical, and chemical descriptions; (2) mechanical property testing, such as compressive strength, tensile strength, and a rippability index; and (3) mechanical cutting characteristics, including average and peak cutter forces, the specific energy, and cuttings size distribution. Section 1 utilized microscope, X-ray powder diffractometer, and electron microprobe analyses. Section 2 utilized standard mechanical property testing techniques. Section 3 utilized a converted planer mill with full-size coal cutters to fragment the crust and substrate samples. The manganese crust samples were mainly manganese and iron oxides and hydroxides with an average cobalt content of 1 pct and had a nucleus or substrate of rock or sediment. The significant results shown by the mechanical property and cutting tests are that the crust and all but two types of substrates (basalt and trachyte) are weak materials and easily cut with standard drag cutters. The crusts are generally comparable to medium hard coal in strength and in their resistance to cutting.

The Australian economy has been adversely affected by the hesitation in developing countries to commit to the construction of .new coal-fired power stations. World coal trade which was expected to grow at an appreciable rate has stagnated, world export coal prices have plummetted, and facilities in place in Australia for the production and export of coal are being underutilized. While in some countries this hesitation has been caused by a reduction in electricity load growth, another cause has been the unduly long lead-time imposed on developing countries by the conventional "Banker's Approach" to the planning and initiation of commitments to finance and construct coal-fired power plants. In some countries electricity growth has been met by increased usage of indigenous energy resources, even though this involves costs in excess of imported coal-fired power generation. The avoidance of foreign exchange commitments in these cases can however be desirable. In many other developing countries however, fuel oil continues to be used for power generation at a cost in foreign exchange of up to 50% above the total cost of coal fuel plus capital to construct a new coal-fired power station. The conventional "Bankers Approach" to new power station planning imposes the need for successive feasibility studies to satisfy the normal processes of international development lending agencies. No feasibility study can however, show how keen vendor countries may be to win major power plant contracts; and no feasibility study can determine whether the power station eventually procured will be one of the more reliable, at better than 80% availability, or one of the more unreliable at worse than 60% Availability.

During operation of tailings impoundments, water is lost through decanting, evaporation and seepage. Techniques have been developed to regulate or control each of these components. Collectively implemented, these techniques form the basis of tailings impoundment management. Regulation of the rate and level of decanting influences the size of a free water pond, and, thereby, the amount of evaporation and seepage, which are both area-dependent. Conversely, the encouragement of seepage and/or evaporation could also be used to reduce decanting requirements. Management of one of the components of a tailings impoundment's water balance is reflected in changes in the other components. The seepage component has the greatest potential impact on the environment, and consequently requires the closest scrutiny. Water percolating through tailings backfill transports heavy metals and other dissolved solids from the impoundment into the local groundwater regime. Depending on the seepage volume and concentration of contaminants, seepage from impoundments could exceed environmentally tolerable limits. Once mobilized, seepage-borne pollution is much more difficult to treat, mainly because of the problems in collecting the diffusive transportation medium. Pollution abatement measures relative to tailings impoundment seepage depend on seepage prevention or reduction. Seepage control measures include constructing barriers to flow, pump-back systems of interception and restricting the supply of water available for seepage.

Statistical Process Control (SPC) is a cooperative arrangement between a component or raw materials supplier and a manufacturing customer. The supplier must analyze his own manufacturing process and determine, predict, and control those variable elements in the circuit which affect finished product characteristics according to the customer's specifications. The results include: control of fluctuations in product characteristics to a narrow range, close communication between supplier and customer, and an increased responsibility for quality control placed on the supplier. In the mining and. processing of airfloated kaolin some unique problems arise with the SPC concept: 1) The SPC system was designed for manufacturing facilities that did not have to deal with natural variations in their raw material; 2) The airfloat process is relatively simple and offers limited opportunity to change processing steps or "fine tune" a circuit for special product needs; 3) Determining adequate sampling frequency for a plant which processes hundreds to thousands of tons per day is statistically difficult; and, 4) Due to the variety of customer industries served, different SPC programs must be set up to deal with widely varying specifications. For airfloated kaolin, SPC is "in line" process control, not after the fact "quality" control. The emphasis must be on statistically valid sampling of the kaolin ore and complete monitoring of its path through the beneficiation circuit.

In most current practice, the methods that are employed in technical evaluations of cement raw materials are deterministic; i.e., decisions among alternative raw mixes and alternative plant designs are reached with the aid of only "average" compositions and "representative" samples of the available raw materials. Nevertheless, cement plants are sensitive to raw-material variability, and uniformly high-quality raw materials are not so abundant as they once were. Some simple examples will illustrate how geological techniques can be combined with geostatistical and operations-research approaches to customize mining and processing systems to deal with variable raw-material compositions.

"Fine iron ore recovery from the tails of Les Mines Quebec Cartier was investigated using Reichert trays and spirals. The effect of feed rate, density and splitter setting on the performance of rougher, cleaner and recleaner stages of a 2DS tray assembly was determined using 2- and 3- factorial experimental designs. The tray concentrate, assaying 27% Fe, was further upgraded by spiral to yield a concentrate assaying 55% Fe. Further laboratory scale testing showed this material to be easily upgraded to 65-66% Fe with high Fe recoveries.This paper presents the metallurgical results of the three tray stages. The model used to predict the performance of a full recovery circuit is then described. Simulation results are presented and their reliability assessed. Finally, an economic evaluation of the proposed scavenging circuit is summarized.INTRODUCTIONThe Mount Wright plant (UWP), located near Fermont, Quebec, processes daily 130,000-150,000 tonnes of iron ore assaying between 27 and 33% Fe, to upgrade it with three stages of 44.5 cm pitch GEC spirals to 66% Fe, while rejecting approximately 80,000 tonnes assaying between 6 and 11% Fe (1-3). Heavy liquid separation (at 3. 3 g/mL) of the plus 37 µm fraction (+400 mesh) of the tails reveals that a significant fraction of the iron is in the sink product, below 150 pm (100 mesh), as shown in Table 1. Also shown is the iron grade of the sink and float fractions. The high grade of the fine sink indicates that hematite ls well liberated below 105 µm (150 mesh), as previous studies have shown (4,5). The iron grade of the floats is very low in the fine size range, but increases with increasing size above 105 pm, because of incomplete liberation. Overall, two thirds of the plus 37 µm iron ls in the sink product, which constitutes less than 10% of the total tail."

Provide reliable, early-warning fire detection instruments, telemetry, and control systems for noncoal underground mines. Approach Industrial-grade fire detection instruments and signal telemetry equipment were modified for long-term exposure to harsh underground mine conditions, then were installed in four mines to evaluate long-term performance and reliability. How It Works The elapsed time between the onset of a fire and its detection is critical because fires tend to grow in size and intensity with time. Early fire detection and warning permit the initiation of a mine's emergency plan (evacuation, fire fighting, etc.) while the fire is still small, or ideally, while it is still in the incipient stage. Fire detection and warning systems, utilizing sensitive heat, flame, smoke, and gas analyzers, provide the most rapid and reliable indication of a developing fire.

Ruhrkohle in West Germany evaluates and compares the net present values of long-term periods from its coal mines by a computer assisted long-term planning system. Two main parts of this system are computer programs for the prediction of: (a) mineable reserves and their distribution in longwall panels as a function of dependent geological variables; (b) daily outputs and costs of longwall panels as a function of dependent geo- logical, layout and operational variables. This paper describes the investigations, which ended in the above computer programs: ? the collection of information from past workings and their organization in databases; ? the statistical evaluation of the databases, and ? the resulting correlation formulas. The correlation formulas vary the mean dependent variables as a function of independent variables which can be indicated with high reliability for planning projects in the long run. The system thus serves the purpose of facilitating long-term planning and excluding biased individual judgement of local planning staffs.

During the last few years, Process Machinery Division, Rexnord, has conducted extensive research on the effects of cone crusher variables such as speed, throw and cavity design on the productivity of the crushers. Simultaneously, Rexnord's engineers have developed advanced design and testing techniques and criteria that assure efficient and reliable crusher designs. The combination of these two has resulted in a design of the 2390 Omnicone (1000 hp) crusher which fits on an existing 7 ft. Symons foundation and yet is capable of producing twice the tonnage compared to our 7 ft. super heavy duty (500 hp) crusher. Both speed and throw can be varied to give a wide application flexibility from making twice the tonnage to the finest product. The 2390 Omnicone also incorporates innovative features such as full balance, cavity clearing, adjusting under load with automation capability, maintenance-free seals, one head for all cavities, ease of maintenance and servicing, etc.

The monorail bridge conveyor (MBC) is a prototype continuous face haulage system that was surface tested and evaluated by the Bureau of Mines. The MBC consists of a series of cascading belt bridge conveyors suspended from roof-supported monorail track. Tests were conducted to determine MBC haulage capability, maneuverability, power consumption, and reliability using rigid and chain-suspended monorail track installations. Subsequent modifications to improve operation and reliability made during surface testing are described. Mining plans were devised to show potential MBC installations for room-and-pillar, longwall development, and shortwall mining sections. Compatibility tests were conducted with the Bureau's prototype hopper-feeder, to provide additional surge capacity and lump-breaking capability. Results from the surface test program, along with modifications to improve system operation and reliability, indicate that the MBC has the potential to perform success- fully in an in-mine trial.
