The concentrated efforts now being directed towards the development and application of monitoring and control techniques have now resulted in their widespread use in UK mines together with evidence of benefits resulting from their application. There is little doubt that the longwall method of producing deep mined coal will continue but will be made more reliable and efficient with the aid of control technology. The major fields of research and development work are concerned with planning and design of mines and mining equipment; management and engineering information; and automation of coalface, tunnelling and transport systems. The principal achievements now in widespread use are: the standard computer system MINOS, widely applied to mine transport, coalfaces and mine environment; extensive use of machine condition monitoring leading to condition-based maintenance; underground automation of conveyor systems and guidance systems for ranging drum shearers and boom-type roadheaders are being widely introduced.

In 1984, the U.S. Bureau of Mines conducted a mineral survey of the Black Rock Desert Wilderness Study Area (WSA) (NV-020-620), which covers approximately 319,000 acres in Humboldt County, Nevada. About 90% of the WSA is underlain by Pleistocene desert playa sediments; the remainder is comprised of Jurassic-Triassic metamorphic rocks, a Cretaceous intrusive and Tertiary volcanic rocks. Most of the WSA is within a down-dropped fault block of the Basin and Range physiographic province. No mines or evidence of major exploration were identified within the WSA; but five claim blocks within or adjacent to the WSA and zones of anomalous character as defined by the Bureau of Land Management were examined. No mineral resources were identified, but anomalous gold, silver, and indicator element content of samples taken near Pinto Hot Springs indicate resources may exist. Lithium content of samples from near-surface sediments on the desert playa is too low for resources, out geologic conditions are favorable for higher concentrations at depth. Occurrences of zeolites are not considered to be of commercial interest. Approximately 27,000 acres are held under geothermal lease, and most of the WSA is of interest for oil and gas. Ring gear and pinions used as the final drive on large metallurgical grinding mills are expected to transmit their rated horsepower reliably for long periods of time. Duty is 24 hrs./ day. Life expectancy of such gear sets is of the order of 20 years; that is, each gear and pinion flank is expected to resist failure by pitting for 10 years. This means that for a dual pinion gear set having a ratio of 18.42:1.0 and a mill speed of 10 RPM, every gear tooth will see 105.12 x 106 surface contact stress cycles and every pinion tooth will see 968.15 x 106 surface contact stress cycles in a 10 year period. The allowable surface contact stress on the gear and pinion is determined by the material hardnesses. The rule being the higher the hardness, the higher the allowable surface contact stress may be.

This paper details Keeler/ Dorr-Oliver's experience with the application of fluid bed combustion technology to the burning of coal-mining waste. The designs of two stage fluid bed combustors/dryers are demonstrated as useful in the drying of coal, slag and coke, using coal and coal refuse (gob) as fuel. Anthracite mining refuse (culm) is more than abundant in Northeastern Pennsylvania. After demonstration at Shamokin, Pennsylvania, a full commercial-sized fluid bed boiler using culm is used for district heating in Wilkes-Barre, Pennsylvania. Limited research work has shown the utility of using fine coal as filter aid in sludge in¬cineration. With the rising avenues of the suitability of coal as auxiliary fuel in fluid bed sludge incineration, an expansion of these concepts combines the use of coal or coal refuse as filter aid and auxiliary fuel. Lime¬stone addition controls SO2 emission.

Coal reserve estimates are prepared using a simple equation: the product of area, bed thickness, density and recovery factors. Each of these elements involves a degree of risk based on certain assumptions. Reserve area, thickness and density rely on certain physical data whose accuracy, reliability and sufficiency may be problematical. Estimates of recovery factors for mining and coal preparation are often subjective. Most reserve estimates assume, sometimes incorrectly, that the subject reserves will be completely extracted. The principle that certain coal resources are reserves, if they can be considered economically recoverable at the time of determination, needs to be reexamined in the light of recent market cycles. Reserve estimating requires the exercise of judgments, the validity of which reflect the qualifications, experience and objectivity of the estimator.

Reserve Mining Company, the first large-scale taconite pellet producer in the United States, mines it's crude ore at the Peter Mitchell Mire located on the eastern end of the Mesabi Iron Range near Babbitt, MN. The ore is processed at Reserve's beneficiation plant on the north shore of lake Superior at Silver Bay, M. The mine and plant are linked by a 47 mile, double track, railroad which is owned and operated by Reserve. (see Fig 1). At rated capacity, the mine can produce 33 million It/yr of crude ore, 15 million It/yr of waste rock and 1.0 - 1.4 million yd3/yr of glacial till stripping. Haulage of all mined material is accomplished using trucks. Ore is transported by tractor-trailer side dump units which have capacitys ranging from 83 to 110 long tons. Waste rock and glacial till is transported in end dump units of 50 to 120 LT capacity. Loading is accomplished by 11/13 yd3 power shovels and 7/10 yd3 front-end loaders.

The Legislature of the State of Colorado adopted House Bill 1223, "The Colorado Surface Coal Mining Reclamation Act" (The State Act), in 1979. This Act provided for the creation of a state regulatory program as accommodated within Public Law 95-87, "The Surface Mining Control and Reclamation Act of 1977" (SMCRA). Section 34-33-121(2)(a) of the Colorado Revised Statutes (CRS) and Section 516(b) of Public Law 95-87, identically require the underground coal mine operator to "Adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mined stability, and maintain the value and reasonably foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." On July 23, 1980, the Colorado Mined Land Reclamation Board adopted regulations to administer and enforce the State Act. Amendments to the Rules, including the subsidence regulations were adopted by the Board in August of 1981. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence.

The Bureau of fines has tested a portable microseismic processor recorder at the Galena Mine, Wallace, ID, both in an environmentally controlled enclosure and, with minimal protection, in a working area of the mine. In both trials the device demonstrated effective and reliable data acquisition capabilities.

The potential for large-scale fires in underground fuel storage and fuel transfer areas prompted the Bureau of Mines to study fire hazards in these areas and devise improved fire safety technology for use in these areas. This report describes the Bureau's research to characterize and quantify fire hazards in fuel storage and fuel transfer areas, develop guidelines for safe and efficient fueling system design, prepare specifications for automatic fire sensing and suppression systems for these areas, test prototype systems in the laboratory and in underground mines, and perform cost-effectiveness evaluations of the devised technology.

INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. Seven of the mines are in the the far east with the remaining three in either South or Central America. The following four specific questions were examined for each project:

This Bureau of Mines study examines the acoustic vibrational spectra of rock slabs in the range of 0 to 5,000 Hz. The power spectra of so-called drummy rocks were found to be diagnostically enhanced in the range of 200 to 1,000 Hz. Comparison of the power in this band with that in a band from 3,000 to 3,500 Hz provides a quantitative measure of rock stability. A prototype field instrument was designed, constructed, and field-tested. This battery-powered instrument computes the power contained in the two frequency bands mentioned, compares the magnitude of these two quantities, and displays a number that is related to the detachment of the block tested. Field tests show that this instrument is capable of giving reliable measurements of block stability under conditions of noise and dust that would seriously degrade the accuracy of normal sounding techniques.

"Past Growth The Canadian coal industry has grown rapidly during the past two decades. Coal production increased over four-fold between 1965 and 1982; consumption almost doubled, imports remained relatively flat, exports soared and total demand increased nearly two and a half times. Coal production grew during this period at an average rate of 8.60/o, compounded annually; this remarkable performance is shown in Table 1 and Figure 1. The relationship between production and consumption is shown in Figure 1, where in 1981 the total Canadian production of coal for the first time exceeded total Canadian consumption. ln Figure 2, the relationship between imports from the United States and Canadian coal exports is shown; in_ 1981 again for the first time, exports offshore exceeded imports into Canada. The rapid growth in Canadian coal use between 1965 and 1982 followed a major decline after World War II, as the country moved rapidly to an oil based economy. Changes in consumption patterns between 1945 and 1982 are shown ~n Table 2. Railway consumption of coal was reduced to zero m the early 1960s. The industrial and domestic consumers market share fell from about 660/o in 1960 to 6.70/o in 1975; this share, however, appears to have stabilized in recent years and actual volumes can be expected to increase in the future. The steel industry's share of the coal market fell over the same period, but the volume in recent years has remained fairly constant at about seven megatonnes per year.Perhaps the most significant change in consumption is in the share of coal consumed in the generation of electricity; this has increased from 80/o in 1960 to over three quarters of the total Canadian coal consumed in 1982. This increase in thermal coal consumption has been supplied by indigenous coal, and was accompanied by a decreasing share for coal imported from the U.S.A. into central Canada. It is expected, because of the nuclear power commitment in Ontario, that this share will continue to decrease, although the total volume of coal imported may increase slowly over time. This will likely also have a dampening effect on future coal sales to Ontario from western Canada."

This report discusses an improved method for rerailing underground railcars devised in a joint effort by the Bureau of Mines and Hoesch MFD. This improved method utilizes a lightweight hydraulic ram with hand-pump activation to move a bridge-mounted roller carriage in conjunction with steel-reinforced air-lift bags. This method provides a lightweight portable system in which only two workers are required to perform the mine car rerailing operation. Because of the very narrow confines in underground mines, use of overhead cranes and other surface rail techniques is not possible. This new system is designed for very low profile work, and provides the necessary lifting force from light- weight compressed-air bottles.

Ore reserve estimation at the Syncrude Canada Ltd. open-pit oil sands mine in Northern Alberta has evolved since the project's inception. Early techniques followed a conventional petroleum reservoir analysis format, with relatively widely-spaced drill holes and semiquantitative grade data. Experience has developed a more standard mining approach, including classification of geological materials by both lithology and sedimentary origin, timely and multi-purpose drill holes, precise analytical data, empirical recovery factors, a computerized geological data base, and an ore body block model. Future efforts will involve enhancement of existing techniques, use of geostatistical algorithms, quantification of confidence limits, and improved control of the ore model by geological parameters.

Safe operation and system integrity are two important properties of a mine hoist electrical system. Previous methods used to assess these systems, though rare, have involved extensive downtime and required skilled personnel. The recommended design considerations presented in this report are for a proposed automated system that will perform real time measurements, calculations, and recordings of pertinent performance data. Included are equipment installation and test procedures to be used with the system. The report also contains descriptions of the hoist performance criteria, and how they are to be collected.

INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. Increased price or shortages of raw materials, supplies 8. Technical obsolescence 9. Loss of competitive position in the market place 10. Expropriation 11. This Bureau of Mines publication summarizes the status of mine electrical equipment reliability research. Failure rate data were estimated from theoretical, laboratory, and field studies. Tables are presented listing reliability characteristics of molded-case circuit breakers, undervoltage relays, ground check monitors, cables, motors, and control circuitry. Application of failure rate data is shown in tables listing maintenance scheduling intervals of components and components that are most sensitive to the probability of hazardous voltages on power distribution systems in the mines. Complete, accurate, and appropriate failure rates on mine equipment are of the utmost importance for reliability evaluations.

Methods of calculation of the reliability of process computers are getting more and more important. The paper presents long period observations of 21 process computers with online applications in the iron and steel industry. About 5000 failure events during 10 years have been systematically recorded and evaluated. On the basis of these long time observations it is possible to develop a probability model of the failure behaviour of process computers.This failure model is constructed with four different states of the process computer:Working phase, working phase with undetected reasons, repair phase, failure phase resulting from external influences.The model is defined by differential equations for the probability of one of these four phases. Long time observations show, that all of these four phases are closely correlated with the capa-city of a process computer, restarting without detection of failure reason, changes of programs and software, costs and time of repair. So the result of this analysis is a model of failure for process computers, which allows to predict breakdowns of process computers on the basis of external parameters.

The Bureau of Mines has evaluated the extent of phosphate resources available for recovery by the experimental borehole mining method in the Southeastern Coastal Plain of the United States- Phosphate re- sources at overburden depths greater than 30 m are as a rule currently unsuitable for recovery through conventional mining methods because of economic, environmental, or technical considerations. In the identified deposit areas, borehole mining operations are projected to yield a more favorable rate of return and to be environmentally more desirable than conventional surface mining. Borehole mining resource estimates presented in this study are preliminary and designed to serve as a basis for future resource evaluations, as the current data base is relatively sparse and incomplete. The resulting resources have, therefore, been classified as hypothetical and speculative and are subject to up- dating as additional exploratory data become available. Hypothetical and speculative resources amenable to borehole mining are estimated to total about 385 billion metric tons (rat) of phosphate matrix with a minimum in situ grade of 5 pct P205. With projected borehole mining capabilities and current conventional beneficiation procedures, this resource would make available approximately 64 billion mt of phosphate rock product at an estimated grade of 30 pct P205.
