The concept of limit burning velocities, formulated in an earlier Bureau of Mines report (RI 8127), is applied to the problem of flame propagation through tubes of finite size. The limit burning velocity for conductive-convective wall-loss quenching (process b) is (Su)b = [aPe,] where the proper choice of critical Peclet constant, Pe, is determined mainly by the ratio of contact-perimeter loss area to flame-zone cross sectional area. This ratio of loss area to propagation area relates to the shape of the flame front and its control by buoyancy and by boundary conditions. The comparison of (Su)b with previously defined limit velocities for systems mixed by natural convection allows one to assess the influence of tube dimensions and boundary constraints on the "true" or earthly limits for the three directions of propagation. The flame quenching caused by inert powders is shown to be similarly described in terms of a limit burning velocity, (Su)?b. The tube's surface-to-volume ratio (~1/ro) is simply replaced by the powder's surface area per unit volume of the flammable mixture. Thermal loss quenching by these "internal walls" occurs at a critical Peclet constant somewhat higher than that observed for tubes, and the problem is complicated by the finite heat capacities of the powders and particle lag effects in the flame front.

The idea of automatic or remote control of the mine ventilation process generally, and methane concentration particularly, attracts the attention of mining engineers more and more. The advantages of introducing mine ventilation control systems are breaking traditional reluctance. The change of attitude is not only because of the requirements of modern exploitation technology, but it is also due to the recent progress in development and successful introduction of reliable monitoring systems and actuators in the form of controlled ventilators and doors [1]; [2], [3], [4], [5], [6]. Many 'years of theoretical and experimental studies of the dynamics of mine ventilation processes created the needed base for a proper design of an automatic control system [7],[8],[9], [10]. From these studies must, however, be drawn a fundamental conclusion, which may be regarded as the motto of this paper: An automatic control system for mine ventilation ill-conditioned or improperly designed is capable of creating hazard situations in response to random disturbances, much more, severe in consequence than a traditional ventilation system without any automatic or remote control! This statement is easy to prove if the dynamic properties of the ventilation process are taken into consideration. The ventilation process, as a matter of fact, is described by non-linear equations, and it must be expected that the process has more than one state of equilibrium. In other words, in the ventilation process may exist not only one but also more than one steady-states of flow, of which some are stable and others unstable. In certain circumstances, there may be no steady-state at all, and the process will oscillate [8], [11] , [12] . The state of flow in a network tends towards a steady-state and the actual steady-state established will depend on the initial conditions or disturbances in flow (fire,. etc.), which steady-state from the total number that will be . We frequently observe jumps from one steady-state to another. Disturbances in flow conditions which may cause such transitions are events of random character, occurring very rarely. Concluding, it must be stressed that there has to be a control system adjusted to the ventilation process in order to avoid situations mentioned above. There is only one alternative available and suitable for examination or study of the dynamics of a given mine ventilation problem: either by continuous monitoring of the real process, or numerical simulation of the process using a mathematical model. The advantages of the second method are obvious. This method allows consideration of every possible case very quickly and cheaply in relation to the first method. The aim of the paper is to show again that the simulation of the mine ventilation process and particularly a methane concentration process, separately or combined together with a control system, are real possibilities. A simulation method requires precise specification of the problem under consideration. For example, if we intend to examine a methane-concentration control system, the following items have to be specified: - expected target function of the control system. - structure of the control system. - mathematical model of control system, including sensor system, data preparation system, controllers, decision routine, regulators, etc. - structure of mine ventilation network. - mathematical model of ventilation process, including air flow and methane concentration processes. - pattern of disturbances which may occur in the controlled process as well as initial conditions on a 'start-up' of the system. Using typical computer programs for numerical solution of equations in the mathematical model of the problem involved, we are able, within the adequacy of the model, to simulate every case specified by the disturbances and initial conditions. As a result of simulation, it is expected that the following parameters could be defined: - transient flow in the network. - transient state of methane concentration in working areas. - stability of flow and methane concent¬ration. - stability of the control system. - range of control. - efficiency of control, etc. It is obvious that simulation methods readily allow for modifications to existing systems such that desired results will be obtained. Cable reel systems for shuttle cars were investigated to determine whether an improved system could be identified. Interviews and mine visits were conducted to better define limitations and problems with present systems. Although simple and relatively inexpensive, present cable reel systems are not fully satisfactory. Several concepts for a different technical configuration were formulated and evaluated. An all ectric system using electronic control and external sensors was recommended for further development.

Two magnetic parameters are proposed as a basis for the assessment of ironsands beneficiation. The parameters are deter- mined for raw sand prior to dredging and for magnetic separator head feed over a production period of five months. The relationships between these parameters and the performance of the magnetic separators are examined to establish the value of magnetic assessment compared with the traditional soluble iron assay method. The results illustrate that the first parameter, true magnetic fraction (TMF), has a value superior to that of soluble iron when relating raw sand grade calculated by tri- angulation to magnet performance. In terms of the relationship between magnet head feed grade and magnet performance, TMF and soluble iron perform equally as assessment parameters. For the ironsands mined during the five month period, the second magnetic assessment parameter, composite fraction (CR), is shown to merely reflect TMF and offers no additional information for assess- Ment. Conclusions are that true magnetic fraction has many advantages over soluble iron in terms of time and cost of determination and that it is a meaningful and reliable parameter upon which to base all calculations relating to the mining and beneficiation of ironsands.

Conventional flame channelling operates continuously at over 120 db --flame-drill channelling at a maximum of 95 db. The latter process was developed under this program. Individual drill holes are spaced to leave narrow rock webs. Sound and dust passing from the hole are effectively treated by a muffler and water injection.

On April 5, the potlines at Consolidated Aluminum Corp.'s 35,000 ton-per-year primary aluminum smelter at Lake Charles, La., were frozen when natural gas lines were accidently cut by a dredge. Full production is expected to resume in 3 to 4 months. Three primary aluminum producers announced plans to restore much of the idled capacity in the Pacific Northwest as a result of a special power allocation by the Bonneville Power Administration. Reynolds Metals Co. planned to bring a total of 40,800 tons per year of capacity back onstream at Troutdale, Oreg., and Longview, Wash. The Aluminum Company of America (Alcoa) will restart half of a 23,500 ton-per-year potline at Vancouver, Wash. Kaiser Aluminum & Chemical Corp. planned to restart a 27,500 ton-per-year potline at Mead, Wash., and to bring an additional 10,000 to 20,000 tons per year back onstream at Mead and Tacoma, Wash.

Arsenic.--Inorganic arsenic has been added to the Environmental Protection Agency's list of hazardous air pollutants because of a high probability it can cause cancer. EPA estimates that inorganic arsenic emissions into ambient air total more than 6,000 tons per year, with about 65;L of this coming from the operations of copper, lead, and zinc smelters. Asbestos Detection.--In June 14, the President signed S. 1658 providing $172.5 million to detect and remove asbestos hazards in schools. Asbestos Use Must be Reported.--All firms using asbestos in the manufacture of some 30 categories of products must describe in detail how they use the mineral to the Consumer Product Safety Commission, for all manufactures since January 1, 1977.

This report summarizes the program to develop and construct an improved light-scattering dust monitor (ILSDM). This improved light-scattering dust monitor, which operates on the forward light scattering principle, provides instantaneous measurements of airborne dust concentrations in units of mg/m. The program was divided into two phases. Phase I involved the design of the ILSDM which was reviewed by the Bureau of Mines. Phase II included the fabrication of a prototype ILSDM based upon the design developed during Phase I. After completion, the ILSDM was delivered and demonstrated at the Bureau of Mines. A description of the final ILSDM design, operating instructions, maintenance instructions and recommendations for additional work are also included in this report.

This report documents the work performed and the results obtained during the field demonstration of the Remote Sealing System at the USBM's Jenny Mine near Inez, KY in the Fall of 1978. Although various portions of the Remote Sealing System had been used on a number of prior occasions, the field demonstration at Jenny Mine marked the first use of the complete upgraded system including the use of the inert gas generating system for seal placement and the first application of the new froth foam system. The objective of the field demonstration at Jenny Mine was to demonstrate the complete system by emplacing and evaluating several complete underground seals under conditions representing those of a mine fire situation. Several critical sealing conditions were identified including: ? High entry airflow ? Standing water (1 to 2 ft) in the entry ? Flowing water (150 gal/min) ? Irregular roof ? Sealing a 4-way intersection. Four seals were successfully placed under the conditions mentioned above. The demonstration served to verify proposed techniques to handle these conditions as well as to dispel any doubts about the system's capabilities. As a result of the successful field demonstration, the Remote Sealing Equipment is now under the jurisdiction of MSHA's Mine Emergency Operation ready for a mine fire emergency.

The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

New Trade Status for Mainland China--On January 24, the Congress approved a most-favored-nation trade status with Mainland China for both imports and exports. A Presidential Proclamation had been issued earlier in anticipation of the Congressional action. Import duties on such commodities as tungsten, mercury, and antimony are automatically decreased. Defense Production Act Extended--The Defense Production Act of 1950 was extended 60 days to March 28, 1980. The provision for the usual 2-year extension of the Act is reportedly included in an omnibus energy bill that is tied up in committee. The Act under Title III provides for the expansion of productive capacity and supply and, more specifically, it gives priority to defense contracting where defense and non-defense interests conflict

The incidence of heat stroke in the South African gold mining industry is today small (less than 1 in 10 6 shifts worked). Acclimatization and selection procedures have been developed and applied throughout the industry, underground working conditions have, and are being improved, and personnel are to-day made more aware of heat stress and its consequences than ever before. Although these actions have, over the years, brought about a steady reduction in the incidence of heat stroke (see Figure 1) the small incidence of heat stroke which persists indicates that heat stress is still a problem. This realization provides the stimulus for the work presented in this paper, which has as its primary objective the development of reliable heat stress limits for men working in South African gold mines. [ ] In keeping with recent trends3I4 the approach followed in this paper is based on the physical principles of heat transfer. This paper presents a resume and status report: of mining technology appropriate to commercial oil shale development in the United States today. The nature and extent of oil shale in Colorado and Utah are discussed. A look at most of the prominent activities now underway emphasizes the questions "where are we now?" and "where are we going?" Various alternate mining methods are reviewed and a bibliography of oil shale mining is included.
