If the economic situation in the Western World evolves on a path similar to that of the past decade, then we Mining Engineers must accept that one of the major cost factors in the production of deep mined coal is going to be that of labour. Whilst not trying to over-simplify matters it does appear that one of the ways of maintaining acceptable coal costs is by obtaining more coal without increasing manpower. One such way could be an increase in the use of the retreat method of mining. The paper theorises and illustrates case studies to show that as the Mining Industry extends the use of Longwall retreat mining systems in coal seams where the risk of spontaneous combustion exists, then the use of bleeder entries should be questioned. In addition to the spontaneous combustion risk, bleeder entry systems where the ventilation flow is not fully controllable cannot be construed as a safe and reliable method of controlling high rates of methane emission. These two major aspects alone should be sufficient ground for Mining Engineers to re-consider the practice of using bleeder entries. An alternative "The Back Return System" appears to offer most of the advantages for controlling the environment, without the disadvantages of the other system.

Provide reasonably priced, reliable fire protection for loading shovels. Approach An automatic fire, sensing and suppression system using both dry chemical and Halon 1301 was developed. It is more rugged than similar industrial-type fire protection systems. How It Works Temperature sensors detect heat from a fire, and trigger the system. These sensors are located inside the machinery house and under the house and shovel frame where it rotates around the crawler chassis ring gear. An alarm is sounded, and extinguishing agents are released either in the machinery house or in the ring gear area. The system can also be triggered by a manual control. If the fire Is detected in the machinery house, all power is shut down to the motor-generator sets, ventilation fan, and all electrical controls. Doors are automatically closed. After a delay to allow time for the ventilation fan to stop, Halon 1301, a gaseous fire extinguishing agent, is released inside the machinery house until it reaches a concentration of about 7 percent. This concentration is sufficient to extinguish a fire, but isn't toxic to personnel

Duties on Lead Imports from Mexico. - On September 15, the President signed Proclamation 4792 suspending concessions formerly granted as of January 1 on red lead imported from Mexico. The Proclamation also increased the duty payable on litharge imported from Mexico from 3% ad valorem to 3.5% ad valorem, effective September 15. Appeal of Lead Standards. - The U.S. Court of Appeals for Washington, D.C., rejected petitions by the Lead Industries Assoc. and St. Joe Minerals Corp. for a review of standards promulgated by EPA and OSHA. The Lead Industries Assoc. reportedly will appeal to the U.S. Supreme Court on the basis of the "benzene" and "cotton dust" decisions. Scheduled implementation of standards will continue during the appeal.

New methods and techniques in the field of hydrogeology are being developed constantly. One of these advances has been brought about through the use of inexpensive microcomputers. The formulas used in this paper and developed by Theis, Jacob, Glover, Keck, and Dupuit are not new. The methods by which these formulas can be solved are now available to all who wish to get faster, less expensive, and more reliable answers. Strength evaluation programs, based on sub- jecting a number of 5-718 inch (0.15 m) diameter core samples from highly fractured or poorly consolidated rock, to triaxial compression tests, have been successfully completed. An innovative approach was required since con- ventional methods with similar materials had not produced reliable results. Drilling methods were modified, and specially designed transparent core barrels were used. Sample preparation was successfully accomplished by using speciallydesignedtools and unorthodox hand- ling methods. Initial tests were carried out on weathered oxides from an open pit copper mine. The technique was later used successfully where the test material was weak, friable coal. The procedures used offer a practical method of testing weak materials where conventional methods would not be successful.

The US Department of the Interior, Bureau of Mines conducted laboratory tests to devise a process for recovering a marketable grade of tungsten from the brine of Searles Lake, Calif. The brine contains only 56 ppm W (70ppm WO3). Using ion exchange resins synthesized by USBM chemists, 98% of the tungsten was extracted from the brine and 92% of the tungsten was recovered as a marketable iron-tungsten concentrate containing 44% tungsten as tungsten trioxide. Although major technical problems have largely been resolved, research is progressing to escalate testing in a process research unit to provide more reliable data for an economic appraisal

INTRODUCTION Hydrometallurgical processes for the extraction of metal values can be divided into two broad categories: (a) Processes involving the treatment of high grade material (e.g. finely divided mineral concentrates); and (b) processes which treat lower grade material (ores, waste dumps, etc.). This discussion will be directed primarily toward the first category, but in either case a fundamental knowledge of the intrinsic kinetics and thermodynamics is necessary to understand the behavior of the system. The bulk of research efforts in the last decade along these lines has been aimed at the recovery of copper (1-8). However much information has also been reported on uranium (9, 10) , zinc (11) , cobalt and nickel (12, 13). More comprehensive reviews on these areas are also available (14). As discussed by Sepulveda and Herbst (15, 16) one of the most difficult problems facing process designers is the acquisition and scale-up of reliable information concerning the intrinsic kinetics of leaching systems. The scale-up or modeling of these multiparticle systems is far more complex than that of homogeneous ones. This is due to the numerous rate determining steps which are possible with heterogeneous reactions and the broad distribution of properties of a multiparticle feed such as particle size and mineralogical composition (16). In addition, other factors must also be considered such as interactions between particles, the anisotropic nature of individual particles, the effect of solution chemistry, and electrochemical phenomena. All of these factors must be taken into account, often simultaneously. The thrust of this paper will be to more closely examine how the factors mentioned above can be treated. The Hercudet ? Nonelectric Delay Blasting Cap System has undergone significant changes since the last paper on the subject was presented at the 1978 S.E.E. Conference. The changes have been made to improve reliability of the blasting machine at low temperatures, and to improve efficiency and economy in usage in surface mining. The paper includes examples of the blast design process, details of use of the new in-hole connected cap, and delay patterns which have found use in quarrying and coal stripping.

The capital requirements to develop a new mining venture are becoming very large; amounts of the order of US$1,000 million are not now unusual among estimates to bring new mining complexes into production. At the same time prevailing political and economic conditions are making it increasingly difficult to determine whether or not a project is likely to be viable. A 16.5-kt/day underground molybdenum mine is being developed at Questa in Northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. A gravity block caving method has been selected for mining the ore. Access to the mine will be through a service shaft, development shaft, and a conveyor decline. The shafts are being sunk under contract and the conveyor decline is being driven by Molycorp. The driving of the decline began in February, 1979 with a 10-man mining class. By the first of May, enough men had been trained to begin a continuous operation and by March 1, 1980 the face had reached the 1500 m mark. The heading is being driven with trackless rubber-tired equipment using a three-boom drill jumbo, 2.7 m3 LHD units and 7.3 m3 trucks. Ground support has been by rock bolts and wire mesh, followed by Fibercrete. A 16.5-kt/d underground molybdenum mine is being developed at Questa in northern New Mexico by Molycorp, Inc., a wholly-owned subsidiary of Union Oil Company of California. The new $200-million underground project will revitalize mining and milling activity at Questa, where small scale underground mining first began in 1920. Large scale open-pit mining was initiated in 1965 but now, because of the high stripping ratio, surface mining is being phased out. Construction of the underground mine began in 1979, and first production is scheduled for early 1983. The company expects full capacity - 9 Gg of molybdenum per year - to be reached in 1984.

This report summarizes the principal activities and results of 15 years of research by the Bureau of Mines, U.S. Department of the Interior, on methane control in coal mines. This research has investigated fundamental factors regarding the occurrence and movement of methane in coal beds, removal of methane prior to mining, and control of methane during mining. The report includes a bibliography listing the more than 150 publications resulting from the Bureau's methane control program as well as numerous other references, a section on methane recovery and use, a look at the upcoming Bureau of Mines research program, and a brief review of methane drainage practices in other coal-producing countries.

INTRODUCTION TO STATISTICAL INFERENCE The intent of the mineral appraiser in collecting samples from a mineral deposit is to arrive at accurate conclusions concerning the size and value of the deposit. In other words, he wants to derive reliable inferences about the total mineral population from the collected sample data, which (he hopes) is representative of the whole. The discussion of sampling theory in Chapter 2 was oriented toward assuring that our sampling techniques and sampling units would indeed be representative of the total mineral population. Chapter 3 described the most common statistical parameters for defining distribution in various populations. Chapter 4 gave some insight into theoretical distributions of random variables and the probabilities associated with them. The intent of this chapter is to derive inferences from the preceding information about the population mean and the population variance. Knowing something about the normal distribution, and assuming our samples represent a roughly normal population, we can make inferences or logical deductions about the estimated interval or the limits of values which can be assigned to a mineral population. ESTIMATION OF POPULATION PARAMETERS In the application of statistics to mineral deposits it is never possible to know the actual values of the parameters or the theoretical distribution of values within the deposit for which our data are samples. Even after the deposit has been mined out it is questionable if the true value of the parameters can be retrieved accurately, due to dilution, mining, and processing losses. Therefore, our problem is to determine what function of our sample values we should use to estimate the unknown parameters of greatest interest to us-namely, the population mean and the population variance of the deposit. This report describes the operation and maintenance of the Mobile Inert Gas Generator for use in the Remote Sealing System for fighting underground coal mine fires. Seals are emplaced in mine passageways between the fire zone and the rest of the mine isolating the fire zone from the mine. The seals consist of fly ash that has been pneumatically conveyed via inert gas through a borehole connecting the surface and the passageway, Inert gas is used as the fly ash seal transport medium (instead of fresh air) since the introduction of large volumes of fresh air in the vicinity of the fire zone would be undesirable. The inert gas generation equipment is mounted on two flatbed trailers, the "hot" trailer and the "cold" trailer. The hot trailer contains the combustion and cooling equipment. The cold trailer contains the moisture removal and compression equipment necessary to convey the fly ash. The system is self-sufficient and requires only fuel and fly ash deliveries. The Inert Gas Generator has been thoroughly performance tested and has been operated in the field for approximately 200 hr. The system was employed in the demonstration of the entire Remote Mine Sealing System at the Jenney Mine in the Fall of 1978. The system is currently available for fighting any future underground coal mine fires.

Barite and bentonite are the two principal components of drilling fluid systems used in the petroleum industry for oil and gas well drilling with rotary-type rigs. Approximately 87 percent of the world's annual production of barite is used in drilling applications. Of the worldwide production of bentonite, an estimated 30 percent is used. The drilling fluid, or drilling mud, to which barite and bentonite are added, performs five distinct functions: Lubrication-The liquid phase of the drilling mud lubricates the drill bit, preventing premature failure of the cutting edges and bearings. it also helps to soften the formation being drilled. Cuttings Removal-A mud system must be able to carry rock cuttings broken loose by the bit up to the surface where they can be removed by mechanical or chemical methods. The fluid's ability to perform this function depends upon maintaining a proper balance between the rate of circulation of the fluid and the colloidal properties required to entrain the cuttings in the mud to prevent their settling to the bottom of the hole. Hole Stability-The pressure exerted by the mud against the wall of the bore hole prevents the collapse of the uncased portions of the hole. Downhole Information-The fluid characteristics of the mud should be such that good cuttings samples, cores and electric logs may be obtained to help evaluate a well's productive zones and potential. Control Oil, Gas and Water Flows-It is essential that a drilling fluid offset any pressure from naturally occurring formation fluids in order to prevent a potentially wasteful and dangerous blowout.

Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

I. INTRODUCTION During the past few years, the state of the art of disposal of solid and liquid waste products from uranium mining and milling operations has experienced some rather interesting and significant changes. Some of these changes have resulted from technological advances in the milling operations and in the engineering aspects of the actual design and construction of the disposal facilities. However, the most significant changes, at least those which have had the greatest impact on the comparative cost and economics of modern disposal systems, have been environmental requirements and regulatory controls, which have become increasingly stringent in recent years. Without delving into the details of the myriad of new laws and regulations which now control the uranium industry, it can be stated with reasonable confidence that one of the principal purposes of more rigid state and federal controls over this industry is the basic desire to promote safer, more reliable and longer term means of effectively controlling and disposing of the potentially objectionable waste products resulting from uranium mining and milling operations. It is difficult to take issue with these basic goals because their need was spawned by past lack of awareness and inattention on the parts of both government and industry to the long term environmental problems and potentially hazardous conditions which can be created by limited planning and ill-conceived or poorly controlled and executed disposal practices. On the other hand, despite the good intentions of those who developed and those who are administering the regulatory controls now in effect, the basic danger exists that overgeneralization of the approach to disposal problems and overrestriction of the potentially acceptable solutions for uranium mine and mill waste disposal could have a significant, adverse economic impact on the mining industry and the ultimate consumers of their products. The regulatory pendulum, which perhaps swung too far toward lack of controls over uranium mill waste disposal in the 1940's, could now well be headed too far in the opposite direction, that is toward over-regulation in the form of restrictions based on technically unrealistic or weakly supportable

This Bureau of Mines report presents the results of a study conducted to assess the domestic availability of chromium from superalloy and cast heat- and corrosion-resistant alloy scrap material. Six alloy classes included in this survey were investment cast, hardfacing, and wrought nickel- and cobalt-base alloys, wrought nickel-iron-base alloys, and heat- and corrosion-resistant alloy castings. Data were collected for 1976 on metallic scrap generation, use patterns, and production practices for these alloy producing and using industries. A model was developed that allowed an assessment of the materials flow circuits within the industries that produce these alloys. The types, amounts, sources, secondary products, and ultimate destinations of chromium- containing metallic scrap for the six alloy classes were determined. Regarding the overall recycling efficiency of these alloy producing and using industries, of the 580.9 million pounds of scrap generated from these six alloy classes in 1976, about 72 percent (416.8 million pounds) was remelted by the same alloy-producing industries, about 18 percent (104.9 million pounds) was downgraded into stainless and low-alloy steels, about 3 percent (19.7 million pounds) was exported, and about 7 percent (39.5 million pounds) was lost through landfill or other disposal or service wastage. The lost material is primarily contaminated oxides for which recovery is currently uneconomic. However, the 124.6 million pounds of scrap material downgraded or exported in 197b contained potentially recoverable critical strategic elements. The amount of scrap material lost to the six alloy-producing industries in this manner contained 22.1 million pounds of chromium, 53.4 million pounds of nickel, 5.9 million pounds of cobalt, 35.9 million pounds of iron, and 7.3 million pounds of other alloying elements.

The recently completed major modifications and additions to Reserve Mining Company's taconite concentrating process incorporate a totally new control system. Design of the new control scheme is centered on reliability, versatility, centralization, and optimization. The design objectives were achieved through a distributed control system based on a network of independent field located micro-processor based control systems connected to a central control room. Operation of each micro-processor can be interrogated and modified from the central control room by the operator or by either of two computer systems. The two computer systems handle logging, alarming, specialized sequenced controls, and complex process optimization routines.

"Significant energy savings are often possible for centrifugal compressors operating in parallel by improved control strategy and improved instrumentation. Blow-off can usually be reduced by improved surge control combined with a better control strategy for loading and unloading the group of machines. More precise and stable pressure control then becomes possible. This improved control strategy will also decrease the frequency of operation near the dangerous limits of surge or overload or overspeed. A sample station of mixed centrifugal and reciprocating compressors is examined and a substantial energy saving with the recommended control strategy is projected from operating data. I) in the non-productive shift (midnight to 8:00 a.m.), the consumption stays at a level of 9,000 SCFM. This corresponds to a pressure of 110 PSIG. Then, after 8:00 a.m ., the air consumption starts to increase and th e pressure decreases. Around 10:00 a.m., the consumption reaches its maximum level at 97 PSIG. Around II :30 a.m., the air consumption starts to decrease because of the production drop during the lunch break of the first shift. Pressure increases again up to 109 PSIG. After the break, consumption rises to its maximum level over 16,000 SCFM andpressure drops to 97 PSIG.Around 2:30 p.m., the air consumption drops sharply to 9,000 SCFM because of the production decrease to zero level. This drop results from changing of shifts. The pressure at this time increases again up to 110 PSIG. The second shift (2:30 to II :30 p.m.) is an alogous to the first.During the three-shift operating day, the break around 4:00 . a.m . and the shift change around 6:30 a.m. cause sharp drops in air consumption. The pressure for almost the entire night shift stays near 110 PSIG because the station is working with blowing-off even under the maximum consumption. The analysis of Figures I and 2 shows that the pressure varies with the air consumption changes. During non -productive time (non-production shifts , shift changes and breaks) or during the night shift, the total station capacity is proportional to the discharge pressure. The provision of a water supply is a major consideration in planning mining developments particularly in remote areas. The evaluation and development of adequate water supplies in and areas of Australia is often as important as the discovery of the orebody. The copper orebody at Warrego near Tennant Creek could not be mined economically if cheap treatment water was not available near the mine. This paper describes the difficulties in obtaining water in the Tennant Creek area and the water supply investigations carried out near the Warrego Mine which resulted in the successful discovery and evaluation of a reliable large scale water supply. It is contended that the establishment of a water supply must be approached on a systematic and scientific basis similar to the approach with the exploration and establishment of actual ore reserves. Mining companies with similar water supply problems may benefit by approaching their problem on this basis. The approach adopted by Peko Mines is outlined in this report.
