The major role of financial institutions in the free world in the development of mineral resources is to provide the necessary capital in the form of loans to underwrite the development of these resources by the industry on a stable and continuous basis. This capital provided by the depositors to the bank must be invested in sound projects where the degree of risk is relatively small, the return on the investment is reasonable and the time to retire the loan is of short duration. Money is, therefore, one of the important ingredients along with technology, manpower and an exploitable resource that will provide a sound economic base in this region of development. Canadian banks are similar to banks of other western nations, although each country has some differences in their banking systems. The basic difference between the American and Canadian systems is that the former employs unit banking while the Canadian utilizes the more mobile branch system, which is prohibited or restricted in the United States and some other countries. Canadian banks are the subject of this paper, so, subsequent material will relate to Canadian banks unless indicated otherwise. It will be realized by everyone that the mineral industry is only one area of the economy in which the banks are interested and to cover the subject matter in the time allowed, the topic is restricted to mineral resource development. In Canada this is a vital sector of our economy and before we outline some of the details of financing and services involved in various aspects of mineral development, a review of the Canadian mineral industry is a necessary part of the sequence of presentation. The writer presents this material as a resource engineer advising a major bank in mineral matters, so the presentation may relate more to the financial problems of the developer

A new coal boom is under way in western Canada. As recently as the mid-1960's, the coal industry in western Canada was considered stagnant and, by some people, dying. But Japan's growing need for coking coal, which became more pronounced in 1966, sparked great interest in western Canadian reserves.' As a result of a rapidly expanding export market and growth in domestic demand, Canadian coal production spurted to 16.6 million tons in 1970. Production in 1965 was 11.5 million tons. Today, about 60 percent of Canada's output comes from western Canada, but by 1975, 87 percent (23.1 million tons) is expected to come from this area, and 96 percent (68.3 million tons) by 1990. Opening, developing and operating new coal mines to meet the needs of a rapidly expanding market for western Canadian metallurgical coals pose some unique and difficult problems. Covering nearly every aspect of opening properties in remote areas, the problems are met in exploration, transportation, construction, mine operations, coal preparation, manpower and ecology. Paul Weir Company has been involved as coal consultants on various projects in western Canada for some years. In presenting this paper, we make no attempt to present an in-depth or detailed analysis of any one specific situation. Gentlemen, I am pleased to address this gathering of engineers and operation managers representing a large and important segment of the metal and nonmetallic mining industry. Since you know from the printed program that the theme of my paper is the furthering of safety in open pit mines, perhaps you will have guessed that I will also comment upon the image created in the public mind by the industry's safety record and the potential consequences thereof in national health and safety legislation. Operators of surface mines have some cause to congratulate themselves on the basis of figures issued by the national safety council which show that lost-time accidents per-million-man-hours in surface mining (11.18), is lower than that of all other mining. Moreover, the accident frequency in surface mining is only slightly above the median accident rate for all American industry (8.87). That is a good record.

"The horsepower required to drive large grinding mills has increased dramatically during the past ten years. Limitations on the amount of power which may be transmitted by a single gear and pinion have resulted in the application of multimotor drives, with consequent loadsharing problems. It has also sparked the development of some entirely new drive concepts. In addition, the severe demands made upon the electrical system during the acceleration period have required that the selection of motors and electrical system design be closely coordinated. Moreover, the installation of such large process units results in downtime being very costly. The equipment selected and the plant maintenance philosophy must therefore be such as to minimize the risk of unscheduled downtime."

At LKAB's plants in Lappland, Sweden, sintered pellets are manu-factured according to three different industrial processes, viz. shaft furnace at Malmberget, straight-grate at Kiruna and grate-kiln at Svappavaara. At present the total annual capacity amounts to 4.7 million tons. However, since it has been decided to erect a new straight-grate plant (2.5 million tons) at Malmberget, and because of the decision to extend and rebuild the existing plants, it is estimated that the annual capacity will be increased to somewhat over 8 million tons by 1973. The great majority of the pellets produced is exported. They are thus reloaded several times and generally speaking roughly handled, resulting in larger or smaller product losses on arrival at the point of use. It is there-fore of great economical interest to have a good control over the transport strength of the pellets by appropriate quality testing at the point of production. In addition to good transport strength, further demands are ob-viously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The pellets must thus have a favourable size distribution and must not be so weakened by reduction that they disintegrate under the stresses and clog the blast furnace shaft. Furthermore, the burden must have good reducibility. An increase of the rate of reduction can obviously mean increased blast furnace capacity and reduced coke consumption. In order to optimise the properties of the pellets in these respects, the producer must also be thoroughly familiar with their behaviour during reduction, particularly as the customer's interest in the reduction properties of the pellets' has increased over the last few years. Up to now the only quality demands the customer has made have generally had to do with the cold strength and the screen analysis. Thus a quality control of in addition to good transport strength, further demands are obviously made on pellets destined for blast furnace operation. Little data exists on the high strain rate behavior of geologic materials. Uniaxial stress tests by Kumar1 and by Serdengecti and Boozer2 present some results to strain rates in the range 10 to 103 per sec. The two references cited are the only ones the authors found for high strain rates. Techniques for experiments at high strain rates are not well developed and, in general, leave questions with respect to interpretation of data when the material behaves in a brittle manner. The most reliable data at very high strain rates (104 to 106 per sec) are found in some recent flat-plate work3-5 where experimenters have impacted one plate into another, thereby creating a uniaxial strain loading. The standard uniaxial stress-strain curves cannot be obtained directly from these tests; however, yield (or fracture) may be studied by measuring the "elastic" wave magnitude. These data then may be compared to uniaxial stress data by resorting to some preassumed yield/fracture criteria. Even with the most liberal interpretation of existing data, little can be said of the effects of high strain rate on stiffness, yield/fracture, and post-fracture behavior of geologic materials. It is the purpose of this work to begin to add to the understanding. The data presented here are intended to provide material information for use in calculating the response of geologic materials to high rate deformations. These data can be applied directly to determine parameters such as the elastic modulus and Poisson ratio as a function of stress. Apparently man has accepted the statement as a challenge and has been attempting to refute it ever since, as he continues to transfer the workload to his inanimate servants - the many types of machines and other labour-saving devices that are available to assist or perform for him in the normal tasks of the day. The history of the evolution of the use of energy takes us back to primitive man, who existed in a very low energy environment, the only energy available being his own muscle power. Although man took a great leap forward when he discovered fire, which was used for lighting, heating and cooking, he still depended upon his own muscles for power. Early man's greatest achievement was probably the invention of the wheel, which permitted him to utilize the muscle power of animals. While still in a very primitive state when viewed from the perspective of the twentieth century, man, with fire and the wheel, had achieved a standard of life far exceeding that of his predecessors. Looking beyond the very basic elements of human energy, fire and the muscle power of animals, we find the next additions of energy coming from man's mastery of other elements of nature. The Phoenicians utilized the power of the wind and the Romans adapted the energy of falling water to the water wheel."

Quantitative methods are, by now, a standard tool of the mining industry, and are commonly used by Research Departments in their evaluation of production methods and schedules, and their associated costs. Indeed, much sophisticated computer work has been devoted to such evaluation of controllable costs and capital requirements. These data are an important input into the project evaluation formula, which is probably the most important single calculation per formed by a mining company, since the result decides whether a particular project is viable. It is instructive to summarize the broad principles of project evaluation, since they are crucial to the remaining sections of this paper. PROJECT EVALUATION The most widely used method of appraising projects is known as Discounted Cash Flow (DCF) method. Two main variants are used; they are known as the 'not present value' (NPV) approach and the 'internal rate of return' (IRR) approach respectively. The difference between the two is that the former takes the firm's interest rate as given and uses this knowledge to calculate the present value of the project; whereas the latter calculates the highest interest rate the project could tolerate and still just breaks even. The technique is more simply discussed in terms of the first method (NPV).

Ore grinding mills are really just slowly rotating barrels, but barrels that are growing in size so fast that the application of electric drives for them is rapidly approaching a technology like that for wind tunnels or pumped storage drives. This application is particularly worthy of care because some 40% of the 75 megawatts of power used by a large copper ore concentrator, or some 60% of the 200 megawatts supplied to a large iron ore concentrator, are for grinding. These ore plants are located where the ore is, not where a utility happens to be. So, the challenge is not only to choose a drive and .power transmission for reasonable cost, high performance, reliability and minimum maintenance, but to afford the interface between mill drive and power distribution and source systems to minimize the whole ore plant's monthly power bill, or costs of self generation. Conclusions can be reached in optimizing a drive selection only for each particular ore plant's set of parameters, but by identifying the criteria for selection and then weighting each type of drive per criteria, yardsticks for final choice become apparent. This is the purpose of this paper. Grinding action takes place inside the barrel, where the ore charge is ground with the aid of balls, or mill length rods, or large chunks of ore as in autogenous grinding.

Eveleth taconite company was formed in 1963 to mine and beneficiate taconite on the Mesabi range of Minnesota. Its thunderbird mine is located midway between the cities of Eveleth and Virginia, Minnesota, and the crude ore is transported by rail to its Fairlane plant approximately ten miles to the south of the mine, "figure 1". As is implied by the names of the mine and plant, the ford motor company is the principal owner of Eveleth taconite company, with an 85% interest, Oglebay Norton company holds the remaining 15% interest and also is the managing agent.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

The emphasis in this paper is focussed on dry bulk car go or the same cargo converted to slurry form for ease of handling. It is this type of cargo which is of primary interest to the mining industry whose products it represents to a large extent. The design problems associated with the handling of liquid bulk and of unitized cargo are sufficiently different to be treated separately. This paper then will consider the port handling facilities of dry bulk commodities as part of a system consisting of (1) the movement of products to the port area, (2) the movement of products out of the port area and (3) the handling of products within the port area itself. Expanding within these three components of the total transportation system, the paper will discuss the various difficulties encountered concerning the mode of transport into the port area and the method of handling product from transport to stockpile. Secondly, and before discussing the port area itself and in order to complete the conditions under which the port must operate, the movement of products out of the port area will be covered dealing with such items as the accommodation of the ship, problem associated with the very large ships, optimum berthing arrangements and the need to consider the various costs associated with the vessel. Finally the paper will review within the port or interface area such items as stockpiles, method of recovery, inventory control and an outline of the common design difficulties encountered. In all cases the relative influence on the total transportation costs of each of these dry bulk transportation system components will be considered.

"In modern blasting technology blasts are designed and analysed on an energy-mass-time relationship. The energy of the explosive is derived by computer analysis and the work potential of the available energy is expressed in numerical values. The mass involved in the blast is determined by the geometry of the blast and by the rock density. Time is also a relevant parameter, because time is required to complete the three basic stages of the breakage process.For successful application of the blasting parameters the basic mechanism of the breakage process must be understood.The physical-mechanical properties of the rock, local structural geology and the thermodynamic properties of the explosives can be brought together to create a computer model of a blast with which it is possible to predict separately the results of each parameter and to express the predicted degree of change in any parameter by actual numbers.A long-range project has started to create a ""bank"" of rock properties for as many Canadian and foreign mines as possible. A computer model has been successfully applied to predicting the effect of varying the ratio of spacing to burden at constant rock volume and significantly improved results are achieved, as the S/B ratio is increased up to about 2 to 2.5.High-speed photography has been applied to determine the time that has elapsed between zero time and the beginning of movement of the mass. The results assist in determining minimum and optimum delay time required for multiple-row blasting.The approach as described in the paper is now well proven and is clearly superior to previous methods based on powder factors and human assessment."

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

This report summarizes the work performed and results achieved on the above contract from October 18, 1971 through July 14, 1972 under Phase II, Task 1: Detailed Design of Prototype and Task 3: Supporting Experimental Investigation. Operation and Service Manuals resulting from Task 3 are submitted under separate cover as are detailed design drawings and specifications, prepared under Task 1. Both items accompany this report. This report also includes (A) an estimate of the cost of construction, (B) a description covering the use of the equipment, and (C) a proposed test plan to demonstrate performance of the equipment in both the laboratory and a mine.

This report summarizes the results of a one-year agreement for research on the electromagnetic environment in coal mines, which was conceived as the beginning of a long term cooperative program between ITS and the Bureau of Mines. The concepts on which it was originally based are a result of the report on mine rescue and survival by the Committee on Mine Rescue and Survival Techniques of the National Academy of Engineering, dated March 1970. This report drew particular attention to the need for improved communications during and following mine disasters. In particular, the outstanding problems identified were the location of, and communication with, trapped miners. Some tentative solutions, generally involving long-wave electromagnetic signals, were offered. Consideration of the problems of disaster location and communication soon leads to consideration of the communications techniques (or lack of them) for use under normal mining conditions. In particular, if a disaster communication and/or location system is to be readily available and operable under disaster conditions, it should also be usable during mining operations. In this way operators can become familiar enough with the system to operate it during disaster conditions, as well as provide a mechanism for regular testing.

1972 constituted the second year of the projected five-year study on constitutive relations of coal. The schedule adhered closely to the five-year outline which is summarized in Table 1. This chapter is intended to serve as introduction and concise synopsis of the year's activities and results, which are presented in greater detail in the following chapters, which have been contributed by the individual researchers in charge of the various aspects of the project under study. Coal Sources, Material Procurement, and Sample Preparation Most of the studies performed during 1972 were done on coal from two sources: the Old Ben Mine #22 in Illinois, and the Bruceton Mine in the Pittsburgh seam of Pennsylvania, which may be considered typical of coal sources of economic importance in the Midwestern and Eastern part of the U.S. These two mines have proven to be reliable suppliers of coal material for our research. We have been able to establish good working relations with their personnel and feel that we can continue to count on their cooperation and help.
