THE estimation of the average value of gold ore involves many considerations, among them the correct sampling of the deposit, the dilution by waste, and the loss of high-grade fines. It is a common experience that, after all these factors have been evaluated, adjustment of the assays is necessary before satisfactory agreement between the calculated mine grade and the mill heads is obtained. In fact, at many mines the latter correction overshadows all others in the preparation of routine estimates. For this reason it is proposed to deal only with the mathematical treatment of mine assays and the problem of bringing estimates into conformity with the corrected mill heads. Mine assays differ from physical measurements because the range of values is very great and these are not symmetrically distributed above and below the average, there being fewer high than low results. There is no widely accepted mathematical procedure for determining the average of series of measurements which exhibit these characteristics. Customary practice consists in empirically reducing high assays until a satisfactory agreement with mill heads is reached. It was thought that more confidence could be placed in grade estimates if a logical basis for calculations could be devised .. In an attempt to find a fundamentally sound procedure, amenable to practical application, many series of assays comprising over 235,000 channel samples (1) were studied at Hollinger Consolidated Gold Mines, Limited. Such an investigation could only be made where records covering many years of operation are available and where tabulating and calculating machines are in use. The results are recorded in the hope that the relationships noted for the large groups of assays used are of fundamental character and that the data will be useful to others dealing with the problem of grade estimation.

DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal-preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cure all" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the com¬prehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made ...

AT the present time we hear a great deal about organization of labour, collective bargaining, workmen's councils, and company unions; about C.1.0. with its principle of vertical unions and A.F.L., largely based on craft unions; and about provincial and federal laws for protection of labour's right to collective bargaining. What we perhaps hear too little about is corresponding organization of the employers, although it recently is mentioned more frequently. I will only mention W. H. Davis, Chairman of the United States War Labour Board, who has had and is having plenty of experience in this field and has also studied labour conditions in Europe-in Sweden for instance. He has repeatedly expressed the opinion that where employer-employee problems are involved, a thing badly needed in America is organization of employers as well as employees to get some order in the present chaos. With this I agree. I believe a strong organization on one side necessitates a correspondingly strong organization on the other side; that has at least been the experience in the industrialized countries in Europe. I happen to be fairly familiar with conditions in Norway, where they have struggled with these problems for fifty years, and a talk on the history, development, and present state of employer-employee relations in that country might perhaps be of interest as giving a general picture of the development of such relations in the northwestern European countries as a whole. The talk was originally given to the Fourth Year students in Mining and Metallurgy at the University of Toronto. I have changed it somewhat to fit a different audience, but I hope you will make allowances if you now and then are reminded of the school auditorium. I will try to be as objective and factual as possible, but it is probably unavoidable that some of what is said is coloured by personal opinion.

The extension of metallurgical control of steelmaking processes has always made it desirable to have some quick method for determining the oxygen content of molten steel. To meet the practical demands of the steel industry, this method must also be simple enough so that the sampling can be done by the regular furnace crew. This requirement was kept in mind continually in the work to be described. An oxygen value is required for proper control, whether it be of a rimming steel or of a fully killed steel. However, two factors have discouraged the development of such direct methods: i. The reaction C + FeO Fe + CO is rapid enough to make the correct sampling Of the bath a difficult problem. The most generally accepted means of circumventing this difficulty have been the aluminum-killed bomb test of McCutcheon and Rautiol and the aluminum-killed spoon test of Herty.2 The theory of these tests is that all of the oxygen in the iron is converted to Al2O3, which can then be determined by chemical methods. Even when simplified so that the analysis is made by a measurement of turbidity, this method is too slow to be used in routine control. Furthermore, the results obtained have never been entirely satisfactory, and some of the reasons for this will be discussed later in this paper. z. The ordinary chemical methods of analysis for oxygen in steel are not reliable. The only analysis that seems to possess sufficient dependability to be of value is vacuum fusion,3 and the apparatus and technique developed for this have been too complex and slow for routine work. Indirect Methods Indirect methods of estimating the oxygen have been resorted to in mill practice. Generally these depend upon the chemical equilibria involved. The oxygen in the bath is related to other components in the slag or metal that can be analyzed the readily. These methods have many difficulties in common. Steelmaking processes involve a complicated set of interrelated reactions, all of which tend to approach equilibrium at varying rates. The degree to which any particular equilibrium is approached is not well established. Moreover, a proper use of theoretical equilibrium constants requires a more extensive knowledge of the activities of the con- than we now have. This is well illustrated by the irregularities observed when trying to determine the oxygen in the metal by its ratio to the iron oxide in the slag. Equiliblium relations may be used mole readily if they are evaluated by plant experience, but the extent of approach to equilibrium remains an undetermined variable and lack of an entirely satisfactory mean, of determining oxygen for the calibration is felt keenly, For example, the statistical analysis of the relation between carbon and oxygen4.6 illustrates that even iia a single plant wide variations exist under llormal conditions of operation. THERE is a conspicuous lack of information in the literature on the precise role played by residual quantities of austenite in heat-treated steels. While retained austenite may be expected to have significant effects on such important properties as the impact resistance of tools and carburized parts and the dimensional stability of dies and gauges, attempts to study these problems systematically have suffered from the absence of a reliable technique for ascertaining absolute amounts of austenite. With such a technique, not only could the relation between residual austenite and service behavior be investigated, but the chemical and heat-treatment factors that control the quantity of the austenite could also be established. Thus, the retained austenite content could then be regulated in accordance with the results desired. The presence of retained austenite may be inferred by observing the changes in properties (hardness, specific volume, electrical resistance, etc.) due to its decomposition on subatmospheric cooling1 or on tempering,2 but these indirect measurements are not readily translated into percentages of austenite. Quantitative determinations have been achieved in special cases by means of dilatometric3 and magnetic4,5 measurements; but the former procedure requires that observations be conducted during the hardening and involves difficult calibrations that limit its applicability, while the magnetic procedure is very sensitive to extraneous influences and depends upon assumptions that can only be considered as approximate in an absolute sense. Furthermore, both the dilatometric and magnetic effects are volume properties, and cannot be conveniently utilized to explore variations in retained austenite from point to point in a specimen. Some microstructures lend themselves to accurate evaluation of retained austenite contents by metallographic methods,3 but such instances are not too common, and at best, the procedure is tedious. The characteristic X-ray diffraction lines of austenite permit positive identification of its presence; and in the present paper the intensities of these lines, or the corresponding densities* on photographic film, are employed to measure the amount of the retained austenite. In order to cancel the effect of uncontrollable variations in the X-ray exposure and film-development conditions, a standard reference line is superimposed on each film by maintaining a foil of aluminum in the path of the incident X-ray beam during the entire exposure. Recent developments in diamond drilling practice have been chiefly 'concerned with modifications in drill design and 'operating technique whereby an increase in daily footage rates and reduced footage costs have been achieved without any marked improvements in the recovery of core. This trend is perhaps due to the general acceptance by the mining and drilling engineer alike of the belief that diamond drilling has definite limitations in exploratory work on mineral deposits characterized by irregularities in continuity and grade, such a belief arising from the fact that drilling technique has not yet evolved coring devices to ensure the full recovery of the rock and mineral formations penetrated.Current diamond drilling operations at Moonta and Wallaroo Mines, carried out by the South Australian Department of Mines, have attained remarkable results in completely eliminating core-loss by the use of a special double-tube core barreI.It is considered that assays of borehole samples taken with this special barrel have a reliability comparable, if not superior to that of similarly situated mine samples and, provided they are spaced satisfactorily, can be used as, a basis for calculating tonnage and grade. Formerly, with only partial core-recoveries, positive borehole results on narrow irregular lodes, such as those in the Moonta and Wallaroo Mines, could be accepted mainly as indications of the presence of mineralization, and could have only a limited bearing on estimates of ore reserves.The value of this special double-tube core-barrel lies In the fact that it guarantees good core recovery and, therefore, good samples, and eliminates the need for sludge-sampling, which is prone to give unreliable assay results from several causes, such as gravity concentration in the bottom of the hole and return water losses which cannot be overcome.In view of the increasing demand for minerals and the probability that the search for them will be carried on largely by boring, it is felt that it would be of interest and value to direct the attention of mining engineers to core-recovery results obtained by diamond drilling plants in South Australia and the features of the special core-barrel, designed by the writer, which has made this possible. Also, the writer is desirous of placing on record two other core-recovery devices designed to extract accurate samples in relatively soft or unconsolidated formations. The latter are used with percussion and calyx plants, respectively and their value has been proven on phosphate rock and coal deposits in South Australia.

PREFERRED orientation, particularly in irons and low-carbon steel, is a phenomenon that is both of considerable importance and theoretical interest. At times it is a liability and at other times an asset. In deep-drawing operations, preferred orientation is extremely undesirable because it necessitates trimming operations and increases scrap loss. Furthermore, oriented metals are likely to crack more easily than randomly oriented material because the forming of symmetrical and unsymmetrical shapes out of preferentially oriented metals and alloys increases the probability of rupture in regions of high stress, owing to differential ductility.1 In the electrical industry, on the other hand, preferentially oriented silicon irons are in demand for transformer application because of the improved magnetic permeabilities in the rolling direction.2 This phenomenon of preferred orientation in soft magnetic materials has been responsible for the tremendous improvement in transformer design and construction in recent years. Directional properties in metals have received a great deal of attention in the metallurgical literature,3-9 in which much of the information reported about orientation has been obtained by conventional methods, mechanical properties and X-rays. A wealth of data has been obtained and often at a great expenditure of time. The recent introduction of the magnetic torque measurements on ferromagnetic materials provides a very simple and rapid method of evaluating orientation. The judicious use of the method can supply important in- formation, but it should be borne in mind that such studies must be supplemented by X-rays, optical methods,10 and etch and pressure figures" to get a rational under- standing of the orientation phenomena. No claims are made that the magnetic torque of evaluating orientation will reveal the behavior of the metal in deep drawing. For this purpose the accepted tests for deep-drawing quality must be used. For a good drawing 'stock, which must have low impurities, desirable grain size, ductility, strength, hardness, good surface, random orientation, and good recrystallization behavior, it cannot be expected that any simple test will be satisfactory for appraising all the factors. The only factor on which the magnetic method can be used is orientation, which is, of course, of considerable importance. When directionality can cause a 10 to 15 per cent change in tensile strength and a IOO to 300 per cent change in tear length,12 it goes without saying that a reliable as well as rapid method for detecting these changes would be desirable. There are certain inherent advantages in testing orientation by the torque method: The method is rapid with the proper type of equipment; no elaborate preparation of specimens is required-it is only necessary punch or machine a disk of the sheet material and insert it into the testing device.

By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. KEYNOTE of the technical sessions of the Iron and Steel Division at the Annual Meeting was struck by Leo F. Reinartz in his Howe Memorial Lecture on "The Development of Research and Quality Control in a Modern Steel Mill." In describing recent developments in steel-producing practices at the American Rolling Mill Co. the co-ordination of practical observation and directed research with operations was stressed and was shown to have resulted in economical production of steels of uniformly high quality. Empirical methods based on inaccurate and incomplete experience resulted in the production of commercial products of variable quality and were recognized as inadequate; a research program was therefore initiated that has been justified by its fruits. To name a few outstanding achievements such as Armco iron, steel for electrical sheets, wide continuous strip of superior surface and quality, and non-aging steel is not sufficient to summarize the results of this increasing effort toward better steel products. In addition to the development of new products the faithful observation of operating procedures, the co-ordination of the resulting information, and the standardization of processes have made the steel of today much more uniform and thus more economical and useful to the nation.

TWO papers on health and safety were given Thursday afternoon when a joint session of the Health and Safety Committee and the Mining Methods Committee was held. T. T. Read presided and the first paper, on ventilation at Climax, was presented by the author, L. H. Glanville. In the subsequent discussion by Cloyd M. Smith, P. B. Bucky, B. F. Tillson, D. F. Haley, J. L. G. Weysser, and others a number of interesting points not covered by the paper, which appears in full in the January Mining Technology, were brought out. Ventilation troubles in mines so often hinge on the air being too hot and damp that it was interesting to hear of one where it is frequently too cold and too dry.

BERYLLIUM is one of the most interesting of the minor metals and distinctly a modern development, for until the last two decades it had practically no commercial importance whatever. Then it was discovered that when small quantities of it were alloyed with copper, a copper alloy of unusual and valuable qualities resulted. This is by far its major use-in the manufacture of strong, heat-treated copper-base alloys in which the beryllium content varies from about 0.3 to 2.5 per cent. Its second most important use, though much smaller, is in the form of oxide or other nonmetallic products in the fluorescent lamp, X-ray, cathode ray, and television industries. Certain beryllium salts have the quality, in common with several other materials, of transforming short-wave radiation and cathode rays to visible radiation. Such materials are commonly known as phosphors, and the beryllium salts are the most important phosphors now in use. The third largest use for beryllium is for ceramics, including refractories. Beryllium is also used in small quantities in the form of the metal itself.

WAR has wrought sharp and sudden changes in the pattern of the oil industry. The most obvious and most striking of such changes have been in the fields of transportation and refining. A third of the world's total oil production formerly started to market, tanker-borne, over the waters of the Gulf and Caribbean. Most of this oil went to our North Atlantic ports, supply points for the world's greatest consuming center. This tremendous traffic, disrupted by the loss of tankers as a result of requisition for military purposes and by the activity of enemy submarines, has had to be substituted largely by such lines of supply as could be improvised without loss of too much time. No single solution for this gigantic problem has been found nor is it likely to be entirely solved for some time to come. It has been solved in part, however, by rearrangement, reversals, and patching up of existing pipe-line systems; by overland transport of crude and products in tank cars on a scale never before attempted; by barging over inland waterways; and through the construction at long last of the "big-inch" line, the first leg of which is just being put into operation as far as Norris City, III. The tank-car traffic alone, reaching a peak of deliveries of 856,710 barrels per day into District 1 during the week ending Sept. 19, 1942, and accomplished at an expense of millions of dollars in extraordinary transportation costs, defrayed by the Defense Supply Corp. and by the mobilization of tank cars from all over the nation, is a story worth the telling but by some of those who directed it.

This report describes the dropping - mercury electrode , its use in analysis , and the procedure of the Health Division of the Bureau of Mines in determining lead , cadmium , and zinc . The dropping - mercury electrode or polarograph is an electrolytic device , one electrode of which consists of mercury issuing in small drops from a capillary tube . Such electrodes have been in existence for more than 50 years, but they were not used for analytical purposes until about 1922.6/ Developments since have been rapid , especially in Czechoslovakia , Germany , Italy, and Japan and more recently in the United States . A recent bibliography / contains references to, 825 articles issued from 1903 through 1940. In 1939 Kolthoff and Lingane presented the first comprehensive critical review, in English , of the device and its use in analysis . They have recently issued a book on the same subject. Similar information also is included in a recent book10/ by Kolthoff and Laitinen . Much of the information in this and the two following sections on this device and its use in analysis was obtained from these three publications . The use of the dropping - mercury electrode in analysis is based upon the fact that the kind and amount of electro - reducible and electro - oxidizable constituents in solution can be determined from the current -voltage relationships revealed by this electrode or electrolytic device .

"INTRODUCTION Knowledge of the Phase relations of fluids produced from combination wells 4/ at the pressures and temperatures characteristic of production from natural reservoirs is essential to efficient recovery and refining practice. An accurate sample of the fluid from such wells may be prepared by mixing (in the proportions of the measured gas:liquid ratio) gas and liquid taken from the separator conditions of steady flow; and physical properties of the sample, at significant pressures and temperatures, may be determined with suitable laboratory apparatus for use in the solution of engineering problems. The results of study of sample so obtained and of mixtures of gas and liquid from the separator combined in other proportions are presented in this report. Attention was given in the study to the relationship between the physical properties of what may be regarded as the constituent materials - the gas and liquid taken from the separator - and the properties of mixtures of these constituents. Data obtained for the complete range of mixture Proportions are expected to provide a reference scale for the study of other combination-well fluids produced at different liquid:gas ratios."

For nearly a score of years the American petroleum industry has faced the problem of maintaining its economic structure while oil -producing potentialities greatly exceeded the increasing market demand for oil and its products . However , the combination of maximum civilian demand with rising defense requirements caused an all - time peak in crudeoil production in the latter half of 1941 , with a daily production (as estimated by the Bureau of Mines ) of 4,139,000 barrels in December - an increase of 16 percent over the daily production of 3,573,000 barrels in December 1940. In the event of a long war , a continuing , steady, and adequate supply of petroleum and its products for military and required civilian needs is essential, and the efficiency of recovery of oil from natural underground reservoirs will have to be maximum. Whereas it may not be possible to increase production in some fields , the output from others may have to be drawn at a much faster rate than formerly . More than 10 years ' experience in operating oil fields under proration control has demonstrated to petroleum engineers that some of the efficiency of recovery of oil from reservoir sands and rocks is sacrificed if the oil and gas are withdrawn at too . rapid a rate . As petroleum is an irreplaceable natural resource for which suitable substitutes probably will not be available in desired quantities for many years , any producing method that jeopardizes the quantity of oil that may be recovered from underground reservoirs must be considered at this time of declared war against aggressor nations as conflicting with the best interests of national defense . At best, the efficient recovery of oil is a complex problem . It involves not only a knowledge and application of the fundamentals of fluid flow through porous mediums, but the sources of energy responsible for the movement of oil and gas through reservoir sands and porous rocks to wells must be known to determine the best practices for extracting these hydrocarbons . Reservoir energy is of two kinds - (1 ) water under hydrostatic head underlying the oil in the extraneous parts of the reservoir system and ( 2 ) natural gas under pressure as "free " gas in the reservoir or in solution in the oil . Inasmuch as the efficiency of oil recovery depends largely on the manner in which reservoir energy is used to move oil through reservoir sands and porous rocks to wells , optimum practices for withdrawing the oil cannot be determined until it has been established that the oil in the reservoirs is being forced to wells by an internal gas expansion, by a natural water drive , or by a combination of gas expansion and water drive . There is a fundamental difference in the performance characteristics of gas - expansion and water - drive reservoirs . In a strictly gas - expansion reservoir the energy available to move oil and gas through the porous formations to wells results solely from gas pressure , which is maximum when the reservoir is tapped by the first well . Pressures decline as oil and gas are withdrawn ; consequently, the energy available for moving oil and gas through the oil - bearing formations to wells decreases with production . Curtailing the oil - production rate or shutting in gas - expansion reservoirs entirely will not act to replenish energy previously used in the production of oil and gas ; in their operation , therefore , it is especially important not to waste reservoir energy - the production of oil with high gas : oil ratios will be reflected in lower ultimate recoveries of oil .

"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

This resume of the work of the Petroleum and Natural - Gas Division of the Bureau of Mines for the fiscal years 1940 and 1941 is the second of a series. of progress reports . It brings forward from the 1939 annual report information on the course of activities of the division in carrying out its objectives of increased conservation and better utilization of petroleum, natural gas, and related resources through a coordinated program of research and fact - finding . It discusses, also, special assignments. executed for other Government agencies, which in recent years have constituted a considerable part of the division's work ." . In the present national emergency, in which petroleum is so essential , many of the Bureau's research activities bear directly on the availability, conservation, and use of petroleum for national defense . Accordingly, during the past year attention has been focused for the most part.on.problems associated with the needs of national defense . Several long-time researches , which in themselves are potential sources of desirable knowledge , were judged to be of secondary importance under present conditions and accordingly were suspended . Studies also were oriented in line with rapidly changing conditions to meet the demand for accurate findings on short notice . The Petroleum and Natural - Gas Division has experiment stations at Bartlesville , Okla . , and Laramie, Wyo . , a field office at Dallas , Tex . , and a field office and laboratory at San Francisco , Calif . It also operates the Government helium plant near Amarillo , Tex. In addition to the helium operations , some of the petroleum and natural - gas research activities are conducted at the Amarillo plant .
