In 1988, at the request of members of the Society for Mining, Metallurgy, and Exploration (SME) Inc., the president of SME formed Working Party No. 79, Ore Reserve Definition. Its mission was to develop guidelines for the public reporting of exploration information, resources and reserves. These guidelines were published in the April 1991 issue of Mining Engineering,(pp. 379-384), and as a document entitled "A Guide for Reporting Exploration Information, continued on an ad-hoc basis until 1996. Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. "PT Kaltim Prima Coal (KPC) is a large-scale truck and shovel operation mining thermal-coal in East Kalimantan, Indonesia. The operation produces 15 million tonnes of coal and mines over 120 million bank cubic metres of overburden annually. Approximately 35 percent of the waste rock is classified as potentially acid forming. Acid drainage must therefore be managed to prevent acid formation from spoil dumps and mined-out areas.KPC aims to prevent acid production in dumps by covering potentially acid forming spoils with materials identified as non acid-forming. The covers, built to engineering standards, minimise the flux of oxygen and water to pyritic spoils, thereby controlling the oxidation reaction, and reducing ARD discharge to negligible rates. Cover designs and cover materials vary according to stability, materials availability, equipment availability, and cost effectiveness. A modified field net acid generation (NAG) test procedure has been developed at KPC to identify and segregate overburden geochemical types. This paper discusses the ARD management strategies and operational procedures adopted by KPC to manage potentially acid forming waste rock. Investments in new technology are often intended to improve the production or cost performance of existing operations. The economics used to justify these projects can be flawed, however, if they do not adequately consider the potential benefits of the alterative: the fully optimized use of the facility's present equipment and personnel. While new technology can be effective, dramatic improvements in production performance can also be achieved through the rigorous application of standard industrial engineering and operations management practices. An intermediate approach may also be effective: many basic improvements In the mine or plant necessary to support new technology will be equally effective when implemented for the facility's present operators. Firms who optimize their present operations are able to save the capital and avoid the risk associated with new technology. These firms will also be able to capitalize more quickly on new technology when it is implemented.

The Maine Department of Transportation offered this challenging design-build project for a new, 12-span, bridge over the Kennebec River in Bath, Maine. This structure would be built to replace the existing Carlton Bridge connecting the village of Bath, Maine to neighboring Woolwich, Maine. The design build team of Flatiron Structures, Inc., and Figg Engineers, Inc., elected to design and build a segmental concrete bridge. Site conditions dictated that this bridge would be supported primarily on deep foundations. Case Foundation Company joined the project team in the winter of 1997 to install twenty-two, eight foot diameter drilled shafts. The drilled shafts were designed with 8' diameter, permanently cased shaft sections and 7.5' diameter rock sockets. Shaft lengths ranged from 20' long near the river's edge to 100' deep in the middle of the river. Rock socket lengths ranged from 12' to 30' deep. Two Osterberg Cell load tests were conducted on production drilled shafts. Figg Engineers utilized the results of the load tests to "fine-tune" the rock socket design during construction of the drilled shafts. Construction of the drilled shafts proved to be very challenging and called on every member of the design-build team to work together throughout the project. One of the most challenging aspects of this project was in the installation of the 8' diameter permanent casing and drilling of the rock sockets. Early in the project, it became apparent that the top of bedrock was broken and unstable. This condition limited the advancement of the permanent casing and the affect of a "seal" at the top of rock socket. As a result, as the rock socket was advanced, loose material spilled into the hole and stopped progress of the socket. In order to resolve this problem, the design-build team developed a redesigned drilled shaft which included the installation of a steel sleeve to seal off the unstable rock formation. Following installation of the sleeve, the rock socket diameter was reduced to 7' diameter and advanced additional length to achieve required design capacity. All drilled shafts were installed with equipment supported on floating barges. Water access, along with the long shaft lengths and very hard bedrock required the use of cranes and drilling equipment that far exceeded the requirements of typical drilled shaft projects. This paper will discuss the relationship between design, construction, and equipment utilization on this challenging design-build project. [ ]

Longwall mining is considered to be the most efficient underground coal-mining technique in terms of coal extraction ratio, production rate and safety standards. Due to the increasing demand for higher coal production, the recent trends have been to use wider panels and to maintain a faster face movement. For these reasons, longwall mining can result in unexpected roof falls, excessive face convergence, shield damage and numerous maintenance problems, which can cause sudden interruption of coal production as well as serious safety hazards. Recent work at the University of Alabama has been dedicated to the development of a longwall strata-control and maintenance system that can integrate real-time shield monitoring, data presentation, analysis, forecasting and warning modules. This integrated system has been called LoSCoMS. The main objective of the system is to provide minute-by-minute stability and maintenance information such as the following: high-load, low-setting pressure, leg leakage, etc.; the analysis of various mining and geological parameters to determine past and present roof characteristics; and the forecasting of loading patterns for the following mining cycles, the next periodic weighting, etc. By using this unique system, mine operations personnel are well aware of past, present and future roof-loading patterns at the longwall face and, thus, proper safety measures can be taken ahead of time.

"New Brunswick became a separate province in 1784, shortly after the influx of a large number of Loyalists from the United States. Many of these people settled along the Saint John River, including the area of excellent farmland near the present town of Woodstock. There were indications that some of these early settlers recognized iron formations in the vicinity of Woodstock about 1820, however the nature of the deposits was not known until 1836 when Dr. C. T. Jackson, a geologist commissioned by the State of Maine, investigated the mineral potential of the area. Jackson(1) described the ""ore"" as compact red hematite yielding 44 per cent pure metallic iron, and suggested that sizable tonnages may be present. It was about this time that an extensive limonite deposit was found in north-central Maine, near Mt. Katahdin. Other iron depostis were found in the Nictaux area of Nova Scotia, and a few years later at Londonderry* (Fig. 1). In 1837, Richard Ketchum of Jacksonville, on whose land iron ores had been found, petitioned the provincial government to incorporate a company. After much study, the York and Carleton Mining Company Bill was passed on March 15, 184 7. Several other petitions were passed permitting the company to construct roads, obtain woodland, etc. (2) . The first blast furnace was erected in 1848 on the west bank of the Saint John River near the mouth of Lanes Creek."

Over forty years of uranium mining in the Elliot Lake region of Ontario (1956–1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and, thereby, significantly inhibit acid generation, have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited’s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on “Fix Dmacs” technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.

"A 1/3 scale ""thin-slice"" model of an electric arc furnace was developed so that gas could be injected to simulate foaming gas evolution. The influence of arc jets, oxygen lancing and bottom bubbling was also simulated. Liquid velocities were measured by a white light particle image velocimetry system. Numerical simulations of some of these effects were made using commercial CFD packages. Comparisons with measured results show that considerable care is required to select the appropriate model and to interpret the computational results.INTRODUCTIONDuring recent years electric arc furnaces (EAF) have captured a significant share of steel production, partially due to increased productivity through the introduction of advanced technology such as oxygen injection, slag foaming and long-arc operation, process automation and post-combustion. However, systematic analysis of the process and these effects on heat transfer and fluid flow in the furnace is still in its infancy. Most investigationsl1 6l have been restricted to a specific application such as oxygen lancing or bottom stirring. In addition, it is very difficult to make comparisons between these computed results and experimental/industrial results. In this work a 1/3-scale ""thin-slice"" model of Dofasco's 190 ton EAF was built. The fluid flow in the bath due to the arc jets, bottom stirring, oxygen lancing and CO evolution was simulated. The velocity distributions in the bath were measured using Particle Image Velocimetry (PIV) System. In addition, numerical simulations of bottom stirring and CO evolution were carried out using two commercial CFD packages (Fluent and Phoenics). The objective of this work is to validate the mathematical models so that they can be applied to the full-scale furnaces."

"The induration of iron ore pellets has always utilized prefired pellets to protect the pallet cars from the environment of the induration furnace. This paper presents the process used to obtain superior upper sidewalls. These heat resistant castings are used on induration pallet cars, and their life improvements by as much as 400% is a significant step towards the reduction of the prefired (or hearth layer pellets.) The benefit to the industry in the removal of the hearth layer is improved overall productivity. IntroductionThe Iron Ore Company of Canada (IOC) operates with production facilities located in Labrador City, Newfoundland and Sept Iles, Quebec. It has recently been acquired by North Limited, an Australian based resource oriented company. Prior to its acquisition, IOC has examined several methods of operational cost reductions. One of these was an examination of indurrating pallets. Pallets are composed of numerous assemblies and sub-assemblies. The examination of the upper sidewalls began as an intent to increase the operational life of the component. The anticipated net effect was to be a reduction in the overall pallet maintenance cost. All of the components and assemblies have undergone a severe scrutiny. IOC has found that the success of the project has depended upon not only the technical competency of all parties involved, but also upon the ability to share risk, to be innovative, and to find a partner with whom the development can proceed without fear and yet with accountability. IOC has found in Cast Steel Products (CSP) such a partner in the field of pallet development. This paper will undertake to explore the progression into the arena of partnering between IOC and CSP. CSP and IOC met in the fall of 1994. The work of re-engineering the pallets began with an initial order for 36 pallets in March, 1995. The work on the upper sidewalls involved segregation of the effect of alloy development versus physical geometry development. The nature of partnering between the two companies allocated alloy development to IOC and physical geometry development to CSP, yet no advancements were made in either area without the close co-operation or the involvement of both partners."

A hetero-f1occulation model is developed to calculate the net force exerted on a paramagnetic nanoparticle that is moving in the proximity of a magnetite particle that is fixed or supported within an open flow and magnetically energized packed bed. Important variables investigated include the size and surface charge of the particles, the magnetic field, the ,flow velocity, the electrolyte concentration and the magnetic susceptibility of ,the nanoparticle. The ?influence: of other naturally occurring forces, such as hydrodynamic and DLVO(Le., van der Waals and electrostatic) forces on the magnetic attractive forces between the magnetite particle and the nanoparticle are also examined. This model reveals the feasibility of using magnetite particles instead, of stainless steel as the energizable element for high gradient magnetic separation.

The Mining Foundation of the Southwest (MFSW)promotes public understanding and education related to the mining industry. Towards this goal, the Foundation has funded several projects from donations and fundraising activities. The MFSW was incorporated in 1993 by combining the Mining Club of the Southwest and the Mining Club of the Southwest Foundation. The Mining Club began in 1971 as a social organization. It provided members of the mining community an opportunity to meet. The club also provided a means for public education about mining. In the early 1990s, the club’s efforts were directed mainly toward educational activities. And in 1992, discussions began concerning incorporation into a non-profit foundation to further the public understanding of mining. In 1983, the American Mining Hall of Fame was inaugurated to honor significant contributors to the industry and profession. The Hall of Fame serves to educate people about prominent persons associated with the mining industry, present and past. The honorees number 75. Plaques commemorate their induction and are on display at the Arizona Historical Society’s Museum in Tucson, AZ. The combined honors ceremony and banquet have remained one of the fund raising activities.

Oklahoma is the only; state in the nation that is currently producing iodine. The iodine is extracted from iodine-rich natural brines being pumped from deep wells drilled into Pennsylvanian sandstones in the Anadarko basin of northwestern Oklahoma. Woodward Iodine Corp., started in 1977, was the first plant in the United States built for iodine recovery since the 1930s. At present, three companies are operating four iodine-producing facilities in northwestern Oklahoma. The combined production of these facilities, 1,321,000 kg in 1997, is about 26% of the U.S. annual consumption. Iodine is present in concentrations ranging from less than 100 ppm (parts per million) to as much as 1,560 ppm in brines in various Paleozoic strata in the subsurface of northwestern Oklahoma; these concentrations are exceptionally high, and are well above those of any other known brines in the world. Strata with the highest iodine content in the area (Mississippian limestones) have low permeabilities, and thus would yield only small amounts of brine. On the other hand, the lower Morrow sandstones (Lower Pennsylvanian) have a relatively high permeability and are capable of yielding large quantities of brine that average 300-350 ppm iodine. The Morrow brine reservoir was deposited in shallow-water-marine and intertidal-shelf environments and now is buried 6,000-10,000 ft below the land surface. Production is localized to Morrow channel deposits confined to an Early Pennsylvanian paleovalley that is 1-2 mi wide, is about 70 mi long, and is referred to informally as the "Woodward trench." All three companies are producing iodine-rich brines from Morrow sandstones in three different parts of the Woodward paleovalley, and one of the companies also is extracting iodine from oil-field brines coming from several petroleum reservoirs near Dover, about 80 mi east of Woodward. The basic extraction method employed by Woodward Iodine Corp. was used in Louisiana and California operations in the late 1920s. This method is commonly called the air-stripping process. Lower Morrow brine containing dissolved sodium iodide is pumped to the plant through a series of pipelines, where by-product natural gas is separated and processed. The brine is then acidified and subsequently oxidized with chlorine to convert the iodide to iodine. The iodine is air stripped and reabsorbed with sulfur dioxide and water, converting it to hydriodic acid, or process liquor. The process liquor is then processed, using chlorine once again, to crystallize the iodine as a solid. This is then melted and frozen to form a solid product, which is packaged in 110-lb (50-kg) drums and shipped to end users throughout the world.

To enable the analysis of stability for a mine feasibility study a variety of geotechnical engineering parameters need to be obtained. At the early stage of a project it is usual for those responsible for the study to require a wide spatial distribution of RC holes in order to define a resource at the lowest possible cost. By the time a geotechnical study has commenced drilling priorities have usually switched to improving the definition of a resource, by drilling with diamond coring methods in the central area of the main orebody. The usual timing for geotechnical data collection is therefore after a wide distribution of holes have been drilled but which contain little geotechnical information. Conventional methods employed usually involve estimation methods, including book values and examination of disturbed core, or expensive additional drilling. With downhole geophysical methods we can economically take advantage of existing holes to obtain continuous values for density, defect orientation and ranking, elastic modulus values, unconfined compressive strength estimates and fracture frequency. This paper presents the results of a geophysical study and discusses the advantages and potential pitfalls of the method as compared to conventional methods of data collection.

BHP Diamonds is developing Canada's first diamond mine, Ekati, located in the Northwest Territories (NWT). The mine is a joint venture between manager and operator BHP (51%), Dia Met Minerals (29%), Charles Fipke (10%) and Stuart Blusson (10%). BHP Diamonds is part of BHP Minerals: Production at Ekati began Oct. 14,1998. The mine is situated on a 3,450-km2 (853,000-acre) claim block located in the Lac de Gras region of the NWT (Fig. 1). It is about 300 km (185 miles) northeast of Yellowknife and 100 km (60 miles) south of the Arctic Circle. The seasonal winter ice road to Echo Bay's Lupin Mine passes along the eastern margin of the project area. This allows road access each year from mid-January to mid-April. For the remainder of the year, the project is accessible only by air.

This paper introduces a new coal-based rotary kiln process of DRI production - the CRIMM process, which is developed by Changsha Research Institute of Mining and Metallurgy in the past years. Its main features are the use of composite pellets (in rotary kiln). The process consists of preparation of pellets from iron concentrate and coating of coal on their surfaces. The new process is able to overcome a series of defects of the conventional coal-based rotary kiln processes. A continuous test was conducted using an experiment rotary kiln (-0.6;, x 3 m). TFe of the magnetic iron concentrate used in the test is 67.25 per cent. TFe of the product DRI is 88.54 per cent, MFe is 84.11 per cent, S and P are less than 0.02 per cent. The metallisation ratio of pellet is 95 per cent. The pellet power ratio is less than 0.3 per cent. The utilisation coefficient of rotary kiln is 1.3 t/m'-d. The overall recovery of iron concentrates is 99.7 per cent. Two small industrial plants using the CRIMM process are being set up in China. Their coal consumption can be decreased to 520 kg standard coal per ton DRI respectively.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 -25 m) clean coal slurry produced by the 'Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 1650 cake formation angle, provided a filter cake with 23.6 percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only 65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23 percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8 percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of 'orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

The equilibrium nitrogen solubility in the CaO-SiO2system was studied by a slag-gas equilibration technique, in graphite crucibles at 1823K under a CO-N2 atmosphere. The nitrogen content of the slags was determined by the Kjeldahl method. A reliable technique was used to obtain an initial nitrogen content in the master slags, from the addition and pre-melting of silicon nitride. Reduction of silica by graphite was found to occur during the equilibration experiments, resulting in compositional changes of the slags. The results were extrapolated to equilibrium by kinetic evaluation of the data. The nitrogen solubility showed good agreement with the result of Suito and Sano, while Fruehan?s results were lower. However, the results of the present study do not support the maximum nitrogen solubility values found by Sano.

In the estimation of recoverable resources, geostatistical techniques such as Multiple Indicator Kriging require a change of support correction to derive theoretical recoveries based on an assumed level of mining selectivity. The change of support models most widely used in practice entail model based generalized corrections either on a global or local basis. Examples include the affine and indirect lognormal methods. Change of support corrections derived empirically through short-scale conditional simulation realizations often show notable differences compared with theoretical corrections determined using model variogram parameters. The existing changes of support models are reviewed and an alternative method is proposed.
