"Les Mines Selbaie have been producing copper and zinc concentrates from the A-1 ore zone since 1986. This paper reviews major developments in flotation practice over that period. Firstly, ore blending strategies for Selbaie's non-homogeneous polymetallic ore are discussed. The evolution of reagent use is then reviewed, focussing on copper collector trials. A description of Selbaie's flotation columns follows. The mine produces copper concentrates containing gold and silver as well as zinc concentrates containing silver. 8000 dmt/day of ore is crushed and ground to 80% passing 49 µm, prior to processing by conventional copper/zinc differential flotation. The flotation circuits consist of both conventional and column cells (fig. 2). Detailed descriptions of the mill are available elsewhere in the literature (8,9)."

There is today a long and well-documented experience of the use of Boliden "Kaldo' technology for treatment of various feed matedals. The process is In commercial' operation in the Boliden Mineral's Rönnskär plant In Sweden for treatment of copper scraps and lead concentrates (In campaigns). This plant was built In 1976 for treatment of lead dusts from the copper plant but later modified to take other raw materials. Boliden's Kaldo techr:lology Is also In operation since 1991 for treatment of low-grade copper scraps In Enlrlsorse's plant In Porto Marghera (Venice), Italy. The plant is producing 25 000 tons of blister copper ,per year. The Kaldo furnace Isa high :Intensity smelting unit, where several successive treatment steps can be done In the same vessel. The furnace can be totally enclosed to protect the working environment, and the small off-gas volume can easily be dedusted. Input materials can vary over a very wide range, the products will be a dump slag with low (0,5%) copper and lead contents and black copper or blister copper. The dust from the process can be used for zinc production. A new development is autogenous smelting of scrap in a Pierce-Smith converter, implemented at Compagnie Générale d' Èlectrolyse du Palais in France.

The U.S. Bureau of Mines, in cooperation with the Cyprus- Plateau Mining Company, has conducted research to provide an alternative to traditional secondary support systems in a two-entry, yield pillar gate road. As recent as two years ago, it was impossible to imagine a gate road supported solely with internal high-strength resin-grouted cable supports that would virtually eliminate the necessity for crib or concrete external supports. The support system evaluated consisted of 1.6-m (5-ft) full-column resin-grouted bolts and 4.8-m (164) long cable supports installed in conjunction with wire mesh and "monster-mats." Cable loading and roof deformations were monitored to evaluate the behavior of the immediate and main roofs during first and second panel extractions. The stress and loading histories for the panels and yield pillar were monitored to evaluate the stress transfer and pillar performance in conjunction with the roof and floor behavior. The test results indicated that the designed support system successfully maintained the roof during the extraction of two longwall panels and dramatically reduced the cost of secondary support. This paper will describe the theory of a cribless support system, the advantages of cable supports, and present the pillar, roof, and floor measurements made to assess the support performance during longwall retreat mining.

Leaching in froth is a particular case of a three phase (liquid-solid-gaseous) process which combines flotation with leaching by using a reactive gaseous reagent as a flotation carrier and a leaching solution as the reactive liquid medium to fonn the foam (froth) in' which the solid particles are suspended. Some physico-chemical and engineering aspects of leaching in froth are discussed and illustrated by its application for cleaning the mineral graphite. Leaching of the graphite concentrate containing 4L4% of the elemental carbon and 3.16% of the sulphidic 'sulphur was canied out in the froth fonned by: (a) a concentrated chloride solution, with a small addition of nitric acid, in the foam state; (b) a mixture of gaseous O2, NO., and H20 encapsulated in the foam; and (c) notable particles of graphite suspended in the foam. The laboratory experiments werecanied out in a "flotation column"-type reactor ala temperature from 80 to !08°C and under total pressure of 100 to 200kPa. In the 3-stage leaching-flotation process, the non-flotable fraction of particles was separated three times from the notable fraction. The concentration of carbon and elemental sulphur in the final flotable fraction was 96% C and 0.38% S respectively. The expected advantages and possible application in hydrometallurgy are suggested.

During the last ten years, longwall mining systems have undergone many changes. Panel widths and lengths have increased. Longwall faces have become more automated. Average production from individual longwall panels has increased from 1,000 to 3,600 tons per shift. To control the dust generation resulting from the higher production, longwall dust control systems have integrated various dust control techniques. Systems designed to control dust generated at the crusher/stageloader, shearer, and supports are common to most longwall faces. A survey was made of the dust controls that are currently in place on all the longwalls in the U.S. This survey addressed the types of controls used to reduce dust generated at the crusher/stageloader, shearer and roof support movement. Additionally, information on face ventilation rates, cutting cycle and level of automation was obtained. The purpose of this paper is to review the dust control practices that have been implemented throughout the United States and to identify those controls that are being used on high production longwall faces. Additionally, a model is used to demonstrate how ventilation and automation affect occupational exposure. Automation of roof support movement can offer some of the greatest reductions in occupational dust exposures. While technically feasible, its full benefit has not been fully realized by the industry. Until technology to fully automate longwall mining systems becomes more reliable, future dust control systems must rely on increased ventilation, application of headgate dust collectors, improved shearer dust controls and improved shield dust suppression systems.

"The Mount Tolman porphyry Mo-Cu deposit is 64 km south of Republic, Ferry County, Washington. It occurs in the composite Keller Butte pluton, which consists of the Keller Butte porphyritic biotite granite and granodiorite, the Mount Tolman quartz porphyry granite, and the Meadow Creek biotite granite phases. The three phases range in age from 61.3 Ma ± 2.3 Ma to 55.7 Ma ±2.0 Ma. The stockwork deposit occurs in the Keller Butte phase above the contact with the Mount Tolman quartz porphyry granite.Mount Tolman is a hybrid calc-alkaline deposit that has features of both a Climax-type and a plutonic type. Prior to post-ore faulting, the deposit had a flattened hood like shape. In plan it is elongated- 1.6 km wide, 3.2 km long, and up to 609 m thick. The orebody has a 292 o strike. It contains a geologic reserve exceeding 2.18 billion tonnes of ore averaging 0.093% MoS2 and 0.09o/o Cu using a 0.048% MoS2 cutoff. Of this total, 816 million tonnes of measured and indicated ore averaging 0.097% MoS2 and 0.09o/o Cu could be mined by open pit with an overall waste-to-ore ratio of 0.91 to 1.The deposit is a stockwork of quartz and quartz-sericite-pyrite veins and fracture fillings that contain molybdenite, chalcopyrite, sphalerite, and magnetite. Five separate episodes of fracturing and mineralization produced the orebody and were followed by four additional episodes of fracturing with sulrgrade mineralization. The Mount Tolman deposit contains propylitic, argillic, phyllic, topaz greisen, and potassic alteration zones. Extensive silicification overlaps the K-feldspathized, quartz-topaz, and phyllic alteration zones."

Discussion by M.R. Yalamanchili and J.D. Miller The authors, M. S. Celik et al., should be recognized for their efforts to describe the flotation behavior of boron minerals. In the case of borax and other soluble salt minerals, analysis of the flotation chemistry has been difficult because of the high ionic strengths associated with these soluble salt systems. However, considerable progress has been made in this area, and recently a surface charge/collector colloid adsorption model was proposed by Miller and his coworkers to explain the collector adsorption phenomena observed in soluble salt flotation systems (Milleret al, 1992; Yalamanchili et al., 1993; Miller and Yalamanchili, 1994; Yalamanchili and Miller, 1994a: Yalamanchili and Miller, 1994b). In this work, the sign of the surface charge of alkali halides in their saturated brines was established on the basis of nonequilibrium electrophoretic mobility measurements by laser-Doppler electrophoresis (Miller et al., 1992). Generally, these results are what would be expected from the simplified lattice-ionhydration theory. This electrokinetic information coupled with the stability and prevalence of collector colloids in such soluble salt flotation systems indicates that the selective flotation of alkali halides is due to the adsorption of oppositely charged collector colloids by heterocoagulation. Experimental flotation/bubble attachment results for 21 different alkali halides (Yalamanchili et al., 1993; Yalamanchili and Miller, I994b) confirmed that the flotation response of soluble salt minerals with weak electrolyte collectors can best be explained by the adsorption of oppositely charged collector colloids rather than by the adsorption collector ions and/or neutral molecular dipoles as originally suggested by many researchers (Fuerstenau and Fuerstenau, 1957; Schubert, 1967; Roman et al., 1968). In addition, the flotation of certain alkali oxyanions (Pizarro et al., 1993) and double salts such as schoenite and kainite can be explained by the same collector colloid adsorption mechanism (Miller and Yalamanchili, 1994). The borax flotation results reported by Celik et al. need to be examined in terms of the above mentioned surface charge/ collector colloid adsorption model. Unfortunately, the authors seem to be unaware of this recent work that nicely describes soluble salt flotation with weak electrolyte type collectors such as amines and carboxylates. In view of our past work, the flotation characteristics of borax were of particular interest, and, in this regard, the results of dodecyl amine flotation of borax reported by Celik et al. have been examined in further detail in the light of experimental results from our laboratory. In our research, a vacuum flotation technique was used to study the flotation response of borax (Na2B407.10H20), which has a solubility of 39 g/L at 25 °C) with dodecyl amine hydrochloride as collector. These chemicals were purchased from Eastman Kodak and used as received. Saturated solutions of borax at desired pH values were prepared by continuously stirring the salt solutions over a period of about 10 hrs. It should be mentioned that the conditioning time to achieve equilibrium is an important variable and can significantly change the flotation response of some soluble salts (Yalamanchili et al., 1993). Collector was added to the saturated borax solutions containing about one gram of 100x 150 mesh borax particles, and conditioning was done for about 20 minutes prior to flotation. The borax flotation recoveries from saturated brine are presented in Fig. 1 as a function of collector addition at the natural pH of 9.3, as reported both by Celik et al. and as measured in our laboratory. In addition, the region of precipitation for the dodecyl amine hydroborate is included in Fig. 1. It can be seen in Fig. 1 that the flotation response curves are separated by about one order of magnitude in R12NH3CI collector addition. The flotation results of Celik et al. show that the maximum borax recoveries can be obtained below the solubility limit of the dodecyl amine hydroborate collector. However, in our experiments borax flotation seems to occur only after the precipitation of the dodecyl amine hydroborate collector as might be expected from the collector colloid adsorption model (Yalamanchili et al., 1993) if borax were negatively charged. Further analysis by nonequilibrium and equilibrium electrophoretic mobility measurements for borax indicates that borax is negatively charged at the natural pH of 9.3, as discussed below. The reliability of the nonequilibrium electrophoretic measurements has been demonstrated previously for alkali halides and alkali oxyanions (Miller et al., 1992; Miller and Yalamanchili, 1994). The equilibrium and nonequlibrium electrophoretic measurements for borax were found to be consistent and are presented in Table 1. These results provide clear evidence that borax carries a negative surface charge in its saturated brine (pH 9.3), and the sign of the surface charge of borax reverses and becomes positive if the pH is reduced to 8.6. The demand of manufacturing high-purity magnetite concentrate leads to the advent of various magnetic separators. A novel magnetic drum separator has been developed with an optimal permanent magnet system and a complex-forces field is adopted, involving magnetic force, gravitation, fluid resistance, friction, inertial centrifugal force, etc. Proper ultrasonic probes are inserted into the bottom tank to break up the magnetic floes. The performance of magnetite in the complex-forces field is described and the optimal operation conditions are suggested.

Most governments recognize that energy efficiency represents a partial solution to reducing global capital shortages and environmental crises that threaten to seriously impede economic growth. Much of the United States and many foreign countries are embracing the concept of Integrated Resource Planning (IRP) which incorporates Supply Side Management (SSM) and Demand Side Management (DSM). Since SSM comes at twice to three times the cost of DSM, it makes economic sense to employ the energy conservation techniques of DSM. This paper will explain these concepts and some of the incentives being put forward by governments and utilities to promote DSM.

Active geothermal systems occur widely in Sumatra and in the Taupo Volcanic Zone (TVZ) ofNew Zealand. There are also many occurrences of epithermal gold mineralisation in Sumatra, some of which are economic. Minor sub-economic occurrences of gold have been reported in the TVZ but none have yet been mined. There are both similarities and differences in the nature of the active geothermal systems and mineral deposits in Sumatra and New Zealand, which can be systematically related to the tectonic setting. The thicker crust and consequent predominance of silicic volcanism in New Zealand leads to hydrothermal systems which are little eroded and with limited lateral outflows. The systems in Sumatra are of mixed character, with some of the characteristics of those in andesitic island arcs such as Java or the Philippines, e.g. a higher proportion of systems with identifiable acid magmatic volatiles, a greater potential for deep erosion and lateral outflows than in New Zealand; but modified by the more oblique component of subduction and thickened crust so that some are localised in volcano-tectonic depressions and consequently have high piezometric levels of primary hydrothermal fluid. The unusual occurrence of calcic zeolites in veins associated with gold mineralisation in Sumatra is thought to be indicative of æsatelliteÆ boiling zones along de-gassed hydrothermal outflows.

Drilling of a pier hole is accompanied with stress releasing in the surrounding soil and often with loosening of soil at the pier base. In effect the drilled piers are more deformable than driven piles of comparable dimension. The bearing performance of a pier may be considerably improved by properly executed base grouting. Various techniques of base grouting are used; many of them were described by Bruce (1986). The grouting devices are often placed within the pier. Alternatively the soil at or under the base is treated by cement or chemical grout. Preloading of the base subsoil by use of a special grouting cell is considered as the most effective way. Treatment of the ground below pier base with cement or chemical grout may be also useful. It may be performed immediately after the pier construction or during service, as a measure for increasing the pier capacity.

TheSouthern Alps in the South Island of New Zealand are currently rising rapidly as a consequence of continental collision along the Pacific-Australian plate boundary. Rapid uplift has resulted in a major thermal anomaly in the shallow crust beneath the alps. Alpine topography and associated intense precipitation, coupled with the thermal anomaly are responsible for vigorous combined topographic/convective circulation of water through the shallow crust.   Uplift is greatest in a wedge-shaped region between the Alpine Fault and an associated second-order backthrust system, the Main Divide Fault Zone, approximately 20 km to the east. The Main Divide Fault Zone is segmented into NNE and NE striking faults, which are regionally sub-parallel to the Alpine Fault, but dip northwest in the opposite direction. Reverse oblique-slip on the Main Divide Fault is in an easterly direction, with a greater component of strike-slip movement on the NE trending faults. Elevated topography in the Mt Cook region is related to thrusting of a relatively homoclinal sequence of semi-schistose rocks on top of lower-grade greywacke, which controls the position of the Main Divide. Tectonically induced fluid flow resulted in only minor alteration and hydrothermal mineralisation of fault-rocks in Alpine and Main Divide Faults, and localised deposition of quartz and/or carbonate in the immediate hangingwall.   The wedge between the Alpine and Main Divide Faults is segmented by third-order structures north of the Mount Cook region. A series of right-lateral (-085/700S) and left-lateral (-150/600SW) faults, which are synthetic and antithetic to the Alpine Fault, respectively, developed as a conjugate set during uplift. Fluid-flow in the Southern Alps is controlled by these third-order fault/fracture systems. Cu-Au mineralisation, hydrothermal veins, and surface hot spring activity are localised by third-order fault/fractures and appears to be enhanced where conjugates intersect.

Metal-rich slurries discharged from excess-enthalpy geothermal wells at Kawerau (NZ) indicate that an efficient ore precipitation mechanism operates in some feedzones. In our conceptual model, which takes into account the relative permeabilities of liquid and gas phases in boiling fluids, a metal-precipitating liquid phase is effectively immobilised along boiling fronts, leading to the formation of highly concentrated ore. Chemical equilibrium and heat/mass transport modeling demonstrate the general applicability of this conceptual model to hydrothermal eruption environments.

In 1992, the Alaska Department of Environmental Conservation received a grant from the Environmental Protection Agency (EPA) to fund the reclamation of an abandoned placer mine. The project also included the development of a water-quality and hydrologic-monitoring program. The grant was provided under Section 319 of the Clean Water Act and is administered through EPA's Region X Water Division. For the past 100 years, Alaska's interior has been the site of extensive placer-mining operations. Early surface and underground operations left small tailings piles, some of which are still visible. Dredging left larger tailings piles, similar to those in California and elsewhere. The only reclamation of these tailings involved use as road base and fill and other civil applications. Most active mines in Alaska are on state and federal lands. The standards of reclamation for mines on federal lands are established under US Mining Laws, 43 CFR 3809. They address only mines operated since 1981. Under a state statute passed in 1990, the Alaska Department of Natural Resources, Division of Water and Mining, has issued reclamation regulations. These regulations apply to sites on state, federal and private lands, but only those mined since Oct. 15, 1991.

The U.S. Bureau of Mines investigated the influence of atmospheric pressure changes on methane gas migration through mine seals at a mine site located in the Pittsburgh Coalbed. The mine gained access to a coal reserve through part of an abandoned mine and constructed nine seals to isolate the extensive old workings from the active mine area. Underground problems were experienced when atmospheric pressure fell, causing methane gas to migrate around the seals and into the active workings. During mining operations, methane gas levels exceeded legal limits and coal production was halted until the ventilation system could be improved. When mining resumed with increased air flow, methane gas concentrations occasionally exceeded the legal limits and production had to be halted until the methane level fell within the mandated limit. To assist the ventilation system, a pressure relief borehole located in the abandoned workings near the mine seals was proposed. Preliminary estimates by a gob gas simulator (computer model) suggested that a 0.76 m (2.5 ft) diameter pressure relief borehole with an exhaust fan would be necessary to remove enough methane from the abandoned area so that the ventilation system could dilute the gas in the active workings. However, by monitoring methane gas emissions and seal pressure, during periods of low atmospheric pressure, the amount of methane gas that migrated into the active mine workings was calculated. Researchers then determined that a relief borehole, 20.3 cm (8-in) with an exhaust fan could remove at least twice the maximum measured volume of migrating methane gas. Because gas concentrations in the abandoned workings could potentially reach explosive limits, it was proposed that the mine eliminate the exhaust fan. Installation of the recommended borehole and enlarging two other ventilation boreholes located in the abandoned area reduced methane gas leakage through the seals by at least 63%.

Geologists at the Illinois State Geological Survey are evaluating geologic and land use conditions that affect the minability of coal to determine how much coal is available for development using current technology and mining practices. Coal resources are being evaluated for selected 7.5-minute quadrangle study areas. In a central Illinois study area, more than 25% of the deep-minable resources were limited from development by unstable roof conditions resulting from thick unconsolidated sediments overlying thin bedrock overburden. In some southern and southeastern Illinois study areas, geologic conditions associated with a paleo-channel limit the minability of significant resources of low-to medium-sulfur coal. Some features which were thought to limit mining, such as areas of closely-spaced oil wells, have been found to have minimal impact on the amount of coal recovered.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

Peat has unique physical, chemical, and biological properties. These include high porosity and water retention, high absorption and adsorption properties, high buffering capacity, and it is a rich medium for microorganism activity. Peat has traditionally been used for horticultural purposes. However, in recent years, peat is increasingly being used for waste treatment purposes. This paper reviews North American literature on the use of peat for waste treatment applications. The literature indicates promising use of peat in treating municipal and on-site effluent, removal of low concentrations of heavy metals from wastewaters, and adsorption of liquid and gaseous hydrocarbon pollutants.

Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

Under drastically deteriorated situations, diesel equipment was introduced to some of local coal mines, aiming at higher productivity and better safety. To accommodate various diesel equipment in conventionally developed mines, mining system itself had to be modified; much larger trackless haulage ways were excavated. Possible health hazards of diesel not taken into account at the beginning become a serious concern and effective control measures are being searched for. The purpose of this paper is to study the diffusion characteristics of diesel exhaust in local coal mines. One of the parameters affecting dispersion of diesel contaminants is the coefficient of turbulent diffusion. Since CO2 is known to be closely correlated with other contaminants such as CO, NO, NQ, SO2 and RCD, it was chosen as a tracer gas in a series of dispersion experiments. A large diesel passage as well as a conventional track haulage way were the sites for the experiments. Rectangular dispersion pulses were generated for 30 ~60 seconds and CO2 concentrations were recorded at several locations 50~190 m downwind. The diffusion coefficients calculated graphically vary between 0.10~0.48 m2/s at both haulage ways. The results are analyzed to find any correlation with the air velocity and the distance from the disperser.
