The power industry throughout the world is in the midst of a significant transition that will result in a major restructuring. Deregulation of utilities in the United States is continuing, resulting in increased competition among power providers. The traditional ways that electric power is globally bought, sold and delivered will also change. However, according to the Department of Energy's (DOE) Pat Godley, one thing is clear: "Those who provide the power during the 21 st century will be those who are willing to change - those who are willing to accept new ways of doing business and willing to employ new technologies." Godley is assistant secretary of fossil energy with DOE. Her comments came during the opening remarks at the Fourth Annual Clean Coal Technology Conference, held in Denver, CO, Sept. 5-8, 1995. The conference was sponsored by DOE and the Center of Energy and Economic Development. Under the theme "Global Opportunity," more than 300 coal and utility executives spent three days discussing the new face of the electric-power industry throughout the world and the new, mostly clean coal technologies (CCT) that will be available to power providers.

A basic technology coping with a wide range of secondary zinc sources has been developed. The process combines an electrowinning stage, a solvent-extraction unit and a leaching procedure. The acidity generated in zinc electrowinning, transferred by the organic solvent to the aqueous raffinate, is reused to leach the zinc secondary materials. The basic process recovering zinc is described in detail. The route recovering other valuable metals such as copper, cadmium and lead associated with zinc is also described. This non-ferrous metals recovery route is advisable for either ecological and/or economical reasons. Main results of an experimental program aiming at the demonstration of the suitability of the process for several feed materials are summarized. Waelz oxides, galvanizing ashes and EAFD coming from different sources were tested in laboratory and continuous pilot plant campaigns. High zinc recovery, low reagents and utilities consumption, and effluents meeting environmental regulation were confirmed. The paper also includes the main results of a feasibility study of an industrial "base case". A mixed raw material and Spanish EAFD and 20,000 ta of zinc ingots production were chosen. The SGH zinc recovery from secondary raw material by means of the clean, safe and profitable Modified Zincex Process has been demonstrated. This reliable technology is ready for industrial application.

ISO 9000 is a system of quality standards that originated in Europe in the 1980s and has since been widely adopted by manufacturing companies throughout the world. The ISO 9000 standards have received less attention in the minerals industry. But, in part as a result of customer pressure, a trend is beginning to emerge for minerals producers to seek ISO certification. This is especially true among producers of industrial minerals. In early October 1994, SME's Industrial Minerals Division held a conference "ISO 9000 - uniting industrial mineral producers and consumers into quality partnerships," in Nashville, TN to bring people from the industry together to talk about their experiences with ISO 9000. William J. Miles, of Bentonite Corp. Inc., and A. Frank Alsobrook, of Alsobrook and Co., were cochairmen of the meeting. In his introductory remarks, Miles noted, "ISO 9000 is more than a quality program. It is a quality philosophy. Appropriately imple-mented, it is a contract between the supplier and the customer. It leads to continuous quality improvement and reduced manufacturing costs."

The structure and tectonic setting has had a strong influence on gold mineralisation at the Porgera gold deposit. Here, the structural controls on the mineralisation at Porgera are discussed and placed in a regional tectonic context. The Porgera gold deposit is related to the emplacement of the Porgera Intrusive Complex. Prior to intrusive emplacement at Porgera,Papua New Guinea was affected by a major fold and thrust episode which occurred in response to arc-continent collision in the Late Miocene. After crustal shortening the region experienced a relaxation of compression which is expressed in the deformation accompanying mineralisation at Porgera. The first stage of mineralisation (stage I) is hosted by extension fractures, and is spatially associated with exposed intrusive stocks. A later episode of mineralisation (stage II) is hosted by the faults and fractures of the Roamane Fault Zone, which was active as a dip-slip normal fault during stage II mineralisation. Therefore a change in the tectonic environment from shortening to extensional tectonics can be seen at Porgera before and during mineralisation. Rapid fault-slip during stage II mineralisation may have aided high-grade gold mineralisation by subjecting hydrothermal fluids to changes in pressure, temperature, fluid-fluid and fluid-rock interaction. Uplift to form the highlands of Papua New Guinea occurred after mineralisation and was largely complete by 4.0 Ma.

The generation of microscopic bubbles by cavitation may enhance particle-bubble attachment and improve flotation performance. It is shown in this paper that tiny bubbles or cavities can be generated by strong shear and turbulence in high speed liquid flows. These conditions create the necessary pressure fluctuations in the bulk water to cause the local pressure to drop below a critical value. The formation of bubbles is favored by high dissolved gas contents to promote gas diffusion into the cavities, and by the presence of surfactants to provide some mechanical strength due to the adsorbed film. Experimental results on bubble formation by cavitation and consequent flotation of fine silica (d50 = 1.6 µm) are presented.

Comminution is an important unit operation of mineral processing in terms of large tonnage of materials processed, huge energy consumption, and high capital and operating costs. Substantial research efforts have been directed towards the development of process-engineering tools including mathematical models, process scale-up procedures and computer simulation packages (Austin et al., 1984; Rajamani and Herbst, 1990; Kawatra, 1992). The simulation systems are found to provide significant cost savings by enabling efficient circuit design and development of control systems. Most of these simulators are built from scratch, do not make use of software modules from other sources and are designed with minimal usage of formal software methodologies.

Retech's Plasma Arc Centrifugal Treatment (PACT) system is a thermal technology that uses heat generated by a plasma torch to treat hazardous waste containing metals and/or organics. Metal bearing solids and soil are melted by the process, and organic contaminants are thermally destroyed. The molten material forms a hard, glass-like leach resistant mass after cooling in a mold. This paper discusses plasma processing in general and presents some results of treating mineral processing wastes using the plasma arc centrifugal treatment process.

Indosinian (T) orogeny amalgamated the Mongolia-Xingan fold zone, the North China continent, the Yangtzi platform and the SE China fold zone into a unified continent. The early to middle Yanshanian (J-K1) orogeny created a Cordilleran type active continental margin in East Asia, reactivated the consolidated East China continent, and generated a large amount of granitoids, calc-alkaline volcanics and W, Sn, Mo, Cu, Au, and U ore deposits. The late Yanshanian (K2) orogeny began a transition to the western Pacific type continental margin. A tensional environment led to the development of peralkaline magmatism and tne formation of continental basins with red beds. The Himalayan (Tr-Q) orogeny was characterised by a backarc spreading and rifting regime. The dominant magmatism was continental basaltic.

Federal Regulations require that coal producers conduct a written, in-house investigation with every lost time injury accident. Besides their obvious value in accident prevention, competently conducted investigations can provide a number of additional benefits to include positive supervisor involvement, the control of rising worker's compensation costs and a measure of protection from civil/criminal proceedings. The paper describes such topics as MSHA minimum requirements, investigator selection and training, accident site procedures, witness interview techniques and the management review process. The reader is also presented with a number of information resources available through MSHA, the National Safety Council and other sources.

The search for an improved anode for the electrowinning of lead from fluosi1icic acid medium has led the U.S. Bureau of Mines to investigate composites. Polymer bonded metal oxide powders which may contain catalyst additions were prepared by pressing. These composites display an improved activity toward the oxygen evolution reaction over electrodeposited lead dioxide on titanium, carbon, and nickel substrates. These composite electrodes contain 5 to 10 wt. " binding polymer, with the balance being metal oxides. Lowered anodic potentials achieved using the compnsite anodes resulted in lower levels of lead dioxide deposition during electrowinning.

Discussion by E.J. Garrison A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent. Reply by A.C. Noble E.J. Garrison asserts that I confuse the difference between a resource and an ore reserve. In fact, this paper was motivated by the observation that resources and reserves are almost universally confused throughout the industry. While Garrison is concerned that too-early consideration of engineering, metallurgical and economic factors will result in dropping properties too soon, some issues that must be considered include: •The purpose of exploration is to discover ore reserves, not to discover resources. •Ore reserves are always smaller than resources. • Decisions on exploration expenditures must be made based on the expectation of the quantity of ore reserves that will ultimately be defined. Noble's Fig. 2 can be used to give guidance as to when it is appropriate to begin reserve calculations. When exploration enters the "flat" portion of the curve, representative samples can be selected for metallurgical studies and appropriate mining methods chosen. It is at this stage that we know enough about the deposit to make intelligent choices of representative samples and recognize constraints on mining caused by the deposits shape, environment and physical properties. Once the appropriate technologies have been chosen, then their cost can be estimated with reasonable accuracy. Early entry of economic and process factors gives the false appearance of reserve status to the resource estimation. It would be more informative and less subject to abuse and misunderstanding if resource calculations were made at a number of cutoff grades. The cutoff grades should be chosen to cover the range of grades found in practice in existing operations of similar type. This would emphasize the open nature of resource estimates and encourage creative evaluation of mining and process technologies. It does not preclude the use of economic, environmental and recovery technology factors in deciding the advisability of continuing exploration expenditures, but would highlight their speculative nature. It is thus hoped that decisions on the future of the deposit would not be made on the presumed suitability of a given technology but on the actually known reality. I agree that resource estimates should be reported as a range of cutoff grades. Since reporting at a cutoff implies application of underlying economics (even by analogy to similar properties), however, it should be clearly stated that resources do not consider economic, mining or cost factors, and that ore reserves will be substantially less. The dilemma of the explorationist is that until the continuity and limits of ore-grade mineralization have been established, it is difficult to make quantitative estimates of either resources or ore reserves. Further industry discussion is needed regarding standards for disclosing early exploration information in such a way as to fairly represent the potential of an exploration property.

Yield pillar-based gate road designs oftentimes fail to provide mine operators with adequate ground control because of the unknowing misemployment of "critically" sized pillars. A "critical" pillar is one that is too large to either yield nonviolently or yield before the roof and floor sustain permanent damage, but is too small to support full abutment loads. To demonstrate the critical pillar concept, a field study of a tapering gate road was conducted by the U.S. Bureau of Mines at the Sunnyside Coal Mines, Sunnyside, UT. Extreme pillar stresses and associated coal bumps characterize the response to first panel mining of a 16.8-m wide critical design. Significantly lower pillar stresses, early yielding of the pillar and adjacent panel rib, and an absence of coal bumps suggest that a narrower 12.2-m-wide design more closely approaches proper yield pillar dimensions. Probehole drilling of several 1 O.6-m-wide pillars revealed low stress levels and substantial pillar and panel rib yielding prior to abutment onset, indicating a properly functioning yield pillar design.

The lead-acid battery recycling industry was seriously affected during the 1980s by increasing environmental protection costs and poor lead prices. The process is now being repeated in the 1990s causing further difficulties, for recyclers. In Europe, many lead-acid battery recycling plants use rotary furnaces. The Darley Dale smelter, redeveloped between 1984-87, uses only rotary furnaces. A review of options for this plant has been completed and 'concluded in favour of further investment to exploit more fully the benefits of rotary furnace technology.

The processing of scrap and scrap cars starts with size reduction by a hammermill, or shredder. After the liberation the magnetic fraction is removed. The remaining non¬magnetic fraction mixed with other materials is screened and each fraction is processed separately. The increased use of plastic has a negative effect on the recovery of metals and waste production. At Huron Valley, Belleville Michigen, USA, the non-ferrous fraction from 5 million obsolete cars per year, containing 200,000 tons of non-ferrous metal, is processed. Aluminium Is recovered with a heavy medium separation process and concentrated with eddy current separators. The remaining heavy non-ferrous fraction is concentrated by a new combination of eddy current separation and image processing. After this separation process the zinc fraction is melted and refined and the copper, brass, stainless steel and other high-quality concentrates are sold to the secondary industries. The recycling of car scrap has become an important source of metals and materials for the secondary. materials processing industry.

"The potential use of industrial and municipal waste glass as a partial pozzolanic replacement for Normal Portland cement in mine backfill has been investigated. Considerable quantities of glass are currently discarded into landfill sites at high cost to municipal and industrial users with no foreseeable environmental benefits being gained by such disposal. This research study was undertaken to assess the viability of using ground waste glass materials as partial binder replacement of Portland cement fractionswithin consolidated mine backfill materials. The program was implemented to review various factors that could influence successful incorporation of glass waste replacement of cement, these factors being the feasibility of glass waste procurement, determination of process economics and the physical and chemical suitability of ground waste glass materials to generate adequate backfill strength when replacing Normal Portland cement fractions. A series of laboratory assessment trials were established to evaluate backfill component characteristics and mixture strength properties for both standard Portland cement-consolidated and blended Portland cement/ground waste glass-consolidated backfill materials. Side-by-side review of the strength behaviour of various component backfill/cement mixtures was designed to permit comparative evaluation of the capabilities of ground waste glass and Portland cement products as backfill consolidating agents"

For several years, Independence Mining Co. (IMC) has routinely used oxygen fluid-bed roasting to pre-oxidize refractory gold ores ahead of conventional carbon-in-leach (CIL) processing. Oxygen serves jointly as the fluidizing medium and the combustion gas. This technology has proven to be reliable, environmentally sound and cost-effective. IMC is a subsidiary of the Minorco group. The company operates the Jerritt Canyon (a joint venture with FMC Gold) and Big Springs gold mines in the Independence mountain range north of Elko, NV. Ore bodies in the range contain characteristic refractory ore. It requires pre-oxidation ahead of conventional CIL processing. This article describes the technology developed specifically to treat these difficult ores.

The US Bureau of Mines (USBM) began research to improve the safety and efficiency of transporting coal from underground coal mines using a balanced air-lift hydrohoist (ALH). ALH includes a U-tube pipeline that can be installed through an existing shaft or two surface-drilled holes connecting the mine level to the surface. Bench- and pilot-scale models were tested to evaluate the feasibility of hydraulically hoisting a coal-water slurry in a riser pipe by injecting compressed air microbubbles. A prototype injector was developed that continuously compacted -50-mm (2-in.), run-of-mine coal in a screw feeder and injected a thick coal slurry into ALH. Initial production rates of 40 t/h (44 stph) through a 200-mm-(8-in.-) diam riser pipeline were achieved with a50-m- (165-ft-) high pilot-scale model. The potential productivity was expected to increase to 100 t/h (110 stph) through modification of the coal injector.

INTRODUCTUCTICN The coal seams at Bobov dol basin are highly prone to spontaneous combustion in Bulgaria. The risks of endogenous fires (SPONCOM) exist mainly in gob area. During the last 15 years three different technologies for preventing and fighting SPONCOM have been applied in underground mines of this basin: pulp from hard material and water, foam and inerting with nitrogen. On the basis of experimental application of these technologies as well as theoretical and experimental research a new technology - Foam Pulp Technology (FPT) was worked out. It is very effective in difficult to reach places in a gob. BACKGROUND AND THE NEED OF FPT Application of the three methods mentioned above showed advantages as well as some disadvantages, allowing determination of their effective application scope depending on geological and working conditions. Their advantages can be summarized as follows: - Foaming: high viscosity at low density, which allows forming a thick layer; good surfactant wetting properties; excellent effective cooling during evaporation in high temperature zones. - Pulping with mixture of solid particles (e.g., fly ash) and water from surface installation: easy to apply in a mine; low operational and energy costs due to gravity transport from the surface to the gob: good ecological results because the waste material is returned back underground. - Inerting with nitrogen: volumetric action which doesn't restrict the thickness of treated coal pile; easy to apply in a mine; controllable nitrogen delivery depending on fire hazard conditions. Main disadvantages of the same three methods are: - Foaming: rapid disintegration due to intrusion into heterogeneous and porous media and high costs due to the need of frequent large volume foam flows (short foam's life); - Pulping: inapplicable for coal piles with high thickness which is of great importance in the cases of seams with ununiform hypsometry (rapid and frequent changes in a seam configuration) and/or great volumes of coal or ore piles particularly heated to a high temperature; strong dependence on gob floor declination; water draining of the working face area which impedes the movement of supports and chain conveyor's. - Inerting: relatively high costs hardly depending on the rate of face advance (fig.1) in comparison with the other methods; it is difficult to ensure sufficient oxygen at the exit end of the face. This problem is crucial in faces with a high level of methane emissions; accelerating of the oxidation and spontaneous heating of the pile after turning off the nitrogen supply. "The On-Stream Analyzer has proven and is still proving to be an extremely valuable tool for the control of flotation circuits. This paper examines the possibility of going further in the utilization of the provided assays using a real-time material balance program to calculate the distribution of solids within the streams of a circuit. Mass balance results can be used for process control, process analysis and detection of sensors malfunction. Examples from 3 Canadian and one American concentrators are presented to illustrate the potential of the method.IntroductionThe On-Stream Analyzer (OSA) has gained, over the last two decades, the status of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant and its application in oxide mineral flotation plants is increasing. On-Stream Analyzers provide X-rays pulse counts that are converted into assays using multilinear regression programs. The estimated assays are passed to the flotation operators, via an operator console, or to control loops of various degrees of complexity (McKee, 1991) implemented in a Distributed Control System (DCS). Operators and/or controllers take control actions based on these assays to ensure an adequate operation of the plant. Although this application pays off very rapidly for the purchase of the OSA, one should ask: Could we get more from the OSA?Some plants reported the use of OSA measurements to process optimization (McKee, 1991). The optimization strategy is based upon economic indices calculated from metal recovery using the 2 product formulae (Wills, 1992, page 124). The 2 product formulae is however sensitive to measurement errors in the assays and can lead to considerable scatter in the calculated indices (Hodouin et al., 1993). Least squares algorithms provide an interesting alternative to filter out measurement errors (Spring, 1992). This paper presents a recursive least squares algorithm that estimates in a real time fashion the mass flow rates in a flotation plant using OSA and mass flow measurements. The algorithm is robust and its recursive structure is not demanding in terms of computation time and memory. The method was tested with data from four concentrators. Results of the material balance algorithm prove to be useful to detect sensors malfunction and may potentially be used for the control and optimization of flotation plants.The paper is divided into two sections. The first section gives a description of the proposed method. The mathematics of the method are kept to a minimum, since the detail is presented elsewhere (Bazin and Franklin, 1994). The second section shows the application of the method to different flotation plants."
