The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

"Approximately 2.0 million tonnes of phosphate rock is imported from the U.S. to Alberta annually and is used in the production of agricultural fertilizers. No phosphate rock is presently mined in Canada, although sources of igneous phosphate have been mined in the past. Sedimentary phosphate rock is found in nine geological units within the Cordilleran Foothills and Front Ranges region of Alberta. The Devonian-Mississippian Exshaw Formation, Permo-Pennsylvanian Rocky Mountain Supergroup, and the Jurassic Fernie Formation have the best potential f or future development. Most of the phosphate rock in Alberta is of low grade and lies within restricted land use areas. The best over-all resource potential lies in the Fernie basin area of southeastern British Columbia, in the Fernie Formation. The possibility of deep phosphate rock deposits in the plains region should be examined.Phosphate rock is mined in Idaho, Utah, Montana and Florida, and is shipped to Canadian fertilizer plants for processing. Raw phosphate rock is acidified, usually with sulphuric acid, by a wet process. Varying amounts of ammonia are added, and the fertilizer is pelletized. Future research, in western Canada, is needed in the beneficiating of low-grade ores and in the area of in situ mining. At the present time, phosphate rock sells for around US$50Itonne, and Alberta fertilizer companies probably pay in the range of C$7D-$85Itonne for U.S. phosphate rock delivered to the plant. Environmental concerns about phosphate rock processing are centred around gypsum tailing ponds, and radioactive wastes.U.S. supplies of phosphate rock are secure until the year 2000; however, by this time, the richer deposits in the U.S. may be exhausted. Alternate deposits, such as the ones in Alberta and British Columbia, might then be considered. Phosphate byproducts, such as uranium, vanadium, fluorine and rare earth elements, may help in making the processing of low-grade Canadian phosphates economically feasible."

The decision to proceed on a "fast track" construction project is not" without risks as well as rewards. An understanding of some of the risks prior to start of the project will maximize the rewards. This paper describes the research, development, procurement, engineering and construction of the Asamera Minerals cannon Mine concentrator. This fast track project was accomplished in 20 months. Special attention is paid to the risks encountered and the steps taken to ameliorate them.

Soil Nail walls, like any other structure, must meet high standards of design to be acceptable to the public and owners. On the other hand, the concept of soil nailing trails behind other structures in terms of defined design criteria that are commonly acknowledged. This is not to say that soil nail walls need to be less safe or less conservative than alternative more conventional concepts. Instead, the lack of established design criteria and design methodology entails that rules of thumb from past experience, overly simplified calculation assumptions, and the engineers' common sense judgement must substitute for a complex analysis of true stability and wall performance. Those "design approaches" must be conservative to ensure an adequate structure. Also, soil nailing may not be perceived prudent where site conditions are considered beyond past experience. For instance, site conditions may be perceived out-side the scope of soil nailing applicability where walls are very high, soil parameters variable or low, or nearby buildings close to the wall edge. About 75% of the market economy countries's supply of cobalt is produced in Central Africa by Zafre and Zambia. Zafre alone accounts for more than 55% and has the resources and capacity to increase output significantly at any time so its dominant position is unlikely to be challenged in the foreseeable future. Other producers from domestic resources are Canada, Australia and South Africa; and Cuba, probably the most important producer outside of the Market Economy countries. Belgium, Norway, France, Japan and Finland produce cobalt from imported materials. While there are "cobalt ores", inMorocco, USA, Canada and the USSR, the mineralisation is complex and cobalt extraction is costly. In ZaPre and Zambia cobalt is a by-product of copper; in Canada, Australia, France, and Cuba it is a by-product of nickel; and in South Africa it is a by-product from the production of Platinum Group Metals. Thus the levels of cobalt production are inevitably related to the production of other primary metals. While some cobalt is produced by predominantly pyrometallurgical methods most of the world's cobalt is produced hydrometallurgically. The existence of large hydro-electric power plants and the mineralogy of the copper and cobalt concentrates encouraged research and development in Zafre of the recovery of copper and cobalt by electrowinning from sulfate solutions; much pioneering work was carried out, which lead to construction of the two largest copperlcobalt hydrometallurgical plants in the world, at Shituru and Luilu. Similar systems were adopted in Zambia. In Canada high pressure hydrometallurgical processes based on the sulfate system were developed and adopted in Australia, the Philippines, Finland and South Africa. Meanwhile developments in chloride hydrometallurgical extraction of nickel and cobalt lead to its use in the extraction of cobalt in Norway, France and Japan.

Nordberg has conducted extensive research, during 1982-85, on the effects of cone crusher variables such as speed, throw and cavity design on the productivity of the crushers. Simultaneously, Nordberg's engineers have developed advanced design and testing techniques that ensure efficient and reliable crusher designs. Combination of this knowledge has resulted in a design of the MPI000 (1000 hp) crusher which fits on the existing 7ft Symons foundation and yet is capable of producing twice the ton- nage of the 7ft. In this paper the development of the MP1000 crusher and its performance compared to the 7ft heavy duty and super heavy duty crushers will be discussed. Also, substantial cost savings resulting from the application of such a high performance machine will be presented.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 6,022-acre Spring Basin Wilderness Study Area (OR-005-009) in order to evaluate its mineral resources. The study area is in Wheeler County about 13 miles southwest of Fossil, Oregon. No mineral resources were identified. The area is underlain by volcanic flows, domes and sediments ranging in composition from olivine basalt to rhyolite of the Clarno and John Day Formations. There are three mining claims in the study area, all apparently located for lapidary material. Samples of agate were of poor quality. Four of 13 alluvial samples, two inside and two adjacent to the area, contained gold; content ranged from 0.0000097 to 0.00416 troy ounce per cubic yard. About 23 percent of the Wilderness Study Area is covered by oil and gas lease applications.

The industrial coal processing trend toward greater fines production, due to mining techniques and customer requirements for reduced ash and sulphur content in the fine coal product, is the basis for ongoing efforts to improve the performance of the flotation machine. WCO has successfully adapted the principles of the beds Column to a full size machine prototype. Recent plant evaluation tests confirmed the initial promise of this concept by achieving a considerably lower ash product while maintaining the combustible recovery level of conventional flotation machinery. The paper will include a review of the fundamental principles of the beds Column concept, together with a summary of the WEMCO R&D Program from concept evaluation and laboratory testing, through pilot, to full size machine tests. The performance of the WEMCO/Leeds flotation column will be compared to conventional flotation concepts using a flotation "kinetics" approach, which quantifies the floatable and non-floatable specie recovery performance using the Klimpel model as the basis for analysis. The variety of distinct features unique to this concept include a series of barrier rods which are used to advantage, often together with countercurrent reflux water flow, to achieve a significant improvement in product grade. The hydrodynamics associated with the mechanics of "gangue stripping" from the rising "air bubble-floatable specie" matrix will be briefly reviewed.

Bureau of Mines researchers developed and tested equipment to measure corrosion rates on a commercial scale mill. Bench-scale experiments were designed for duplicating ore grinding conditions closely enough so that realistic rate determinations could be made in laboratory tests. Rates measured in a laboratory system compared favorably with those measured in the field. Cast steel was found to have corrosion rates in a copper mill and laboratory test cell of 22 and 21 mpy, respectively. Corrosion was found to account for less than 5 pct of the total grinding media wear in the operations studied.

Case studies from epithermal gold-silver deposits in the western United States and in Latin America show that the routine use of process-related mineralogical studies has become an important tool for the reduction of development, capital and operating costs. Bypassing the mineralogical characteristics of epithermal gold-silver ores, as a result of fast-track development approaches, has resulted in multimillion dollar metal losses and/or in considerable modification costs of existing operations.

The Bureau of Mines conducted a feasibility study and designed an operational system for consolidating waste coal sludge in a 110-acre pond by applying direct current between buried and floating electrodes. Consolidation would reduce the sludge to half its present volume, there-by extending the working life of the pond as well as creating a safe, stable impoundment. The project was conducted by the Bureau under an agreement with the Washington Irrigation and Development Co. (WIDCO), located near Centralia, WA. Part 1 of this report, published as Report of Investigation 8666 in 1982, covers the results of laboratory tests at the Bureau's Spokane Research Center and of a small-scale field test at WIDeO's coal preparation plant. Test results show the process is efficient and cost-effective when power is applied at low current density. Part 2 (this paper) describes a detailed design for an electrokinetic system to dewater WIDCO's 110-acre pond with a 27.4-acre electrode array. Densification of the inactive sludge pond will require 3.6 yr of treatment for a total cost of $1,450,000. The study and design are site specific, but design procedures and analyses are sufficiently detailed to serve as a guide for applying the process to any sludge pond.

The Bureau of Mines conducted column-leaching tests on 25 domestic Mn ores to determine the feasibility of extracting Mn by in situ or heap leaching with dissolved sulfur dioxide (S02) solutions. The ores tested were obtained from deposits in Arizona, Arkansas, California, Colorado. Maine, Minnesota, Nevada, and South Dakota. Dissolved S02 was found to be effective for leaching Mn; extractions greater than 90 pct were obtained with solution application rates of 1 mL/min from uncalcined, minus 2.5-plus 1.3-cm ore pieces. Leaching these ores with solutions containing only 5-wt-pct S02 and no added H2S04 resulted in Mn being selectively extracted over Fe except when Fe was present as goethite or siderite. Ca solubilization was inhibited by controlling the solution application rate (1 mL/min). The rate of leaching was found to be principally dependent upon the rate at which the leaching solution can penetrate the ore, since the solubilization of Mn upon contact with S02 was observed to be rapid. Despite low water permeabilities of the ores (as low as 10-2 to 10-4 darcy). greater than 90 pct of the Mn was extracted from even the largest ore pieces tested (approximately 10 cm in diameter). It appears, therefore. that leaching Mn opens up the pores, allowing penetration of the leach solution into the ore pieces.

World cobalt production in 1987 was estimated to be about 26,600 metric tons (MT) of which Market Economy Country (MEC) production was estimated to be about 22,000 MT. Zaire and Zambia produce about 80 percent of the primary cobalt produced among Market Economy Countries (MEC). Production cutbacks. lowering cobalt grades and mining curtailments in Finland and Zambia in 1987, resulted in lower production than that of 1986. The trend is expected to continue through 1988. Cobalt production from Canadian ores and from Botswana is expected to increase significantly in 1988 as a result of increased nickel production. MEC production in 1988 is estimated to be 22,100 MT, only slightly higher than that of 1987. There are currently no primary cobalt mines. Virtually all cobalt is recovered as a byproduct of copper and/or nickel mining. Zaire, which produces cobalt as a byproduct of copper, is the worlds largest cobalt producer, with over 50 percent of total estimated world cobalt production and nearly 65 percent of MEC production. Zambia follows with about 14 percent and 17 percent, respectively. Zambia's cobalt production also results from copper production.

The U. S. Department of Energy (D.O.E.) requires that the prospective nuclear waste repository in Basalt at Hanford, Washington, comply with State of California mine and tunnel safety orders. These regulations require that all main fans be installed in such a manner as to permit prompt reversal of airflow. This paper evaluates the requirement of air reversal and the appropriateness of imposing such regulations on the proposed nuclear waste repository in Basalt.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

The designing aspects of column profile, cross-section and height, types of aerator or air sparger, and feeding and discharging devices have been designed and tested. In operating aspects, the flotation column: has beer, compared with the conventional mechanical flotation machine in large- scale plant practice. It has been found that the reagent conditioning time and the slurry residence time required in the column are longer than those in the mechanical flotation machine. The general opinion is that the flotation column can show some effectiveness in specific cases as long as it is properly designed and carefully controlled.

Utilization of true in situ technologies for mining copper in Arizona will involve a complex environmental permitting process. This process is a key factor in determining the feasibility, costs, and implementing time frames required for development of this innovative mining method. The regulatory structure in Arizona is presently changing due to enactment of the Environmental Quality Act (EQA) of 1986 and development of new aquifer protection rules and regulations. The Bureau of Mines has reviewed the comprehensive hydrogeologic characterization, ground water monitoring, mechanical integrity testing, well construction, contingency planning, and other regulatory elements that will serve as mechanisms to assure protection of ground water resources. The purpose of this paper is to inform the domestic copper industry of the significance of the new Arizona regulatory structure and its implications for prospective in situ operators.

At that time less than two dozen codes were incorporated into the engineering design and they were somewhat static and well known by the engineering designers and managers. In 1987, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied 11,069-acres of the 12,290-acre Eldorado Wilderness Study Area (NV-050-423) in order to evaluate its identified mineral resources. The study area is located in Clark County, NV, adjacent to and northeast of the town of Nelson. There are inferred subeconomic resources on the Paul (gold, silver), Bel (gold, silver), Big Horn-Inez (silver, copper, lead, zinc) claims, and Montezuma (gold, silver, copper, lead, zinc) patented claim group in the Eldorado study area. Because of lack of exposures, tonnage and grade on these properties could not be determined. No resources were identified for the other five properties examined in the area. The southern two-thirds of the area is in the Eldorado mining district, a base- and precious-metal district which has been intensely explored for over 100 years. Nine claim groups were examined in the study area. Eight claim groups are within the Eldorado district and include the Montezuma (patented -M.S. 3966), Bel, Eldorado, VAR, SINJUN, Paul, Rusty Bit, and Big Horn-Inez. One property, the Flintstone claim group, is north of the Eldorado mining district at the north end of the study area.
