The Bureau of Mines inventoried Federal lands in the State of Oregon and classified them in detail, section by section, according to their availability for mineral exploration and development as affected by legal status and agency management practices. The Bureau determined areas of the State having past mineral production and/or known metallic mineral resources and areas favorable for coal, oil, gas, and geothermal resources, and prepared maps that spatially compare the availability of Federal mineral land with these mineral areas to demonstrate the extent of restrictions to mineral entry. Oregon contains 62.1 million acres, of which 33.9 million acres or 55% is Federal mineral land. About 2.3 million acres of Federal land is favorable for selected metallic mineral deposits, of which 64% is available, 13% is restricted, and 23% is unavailable. Of the 21.1 million acres of Federal leasable land favorable for oil and gas, 68% is available, 11 % is restricted, and 21 % is unavailable. Of the 146,720 acres favorable for coal, approximately 71% is available, 13% is restricted, and 16% is unavailable. Federal leasable land favorable for geothermal resources amounts to 458,968 acres, of which 42% is available, 34% is restricted, and 24% is unavailable.

The Bureau of Mines inventoried the land in southwestern Alaska to classify ownership and availability and compared this land with known mineral terranes and mineral deposits. This report discusses and quantifies the potential for favorable location of mining claims for metalliferous (locatable) mineral deposits. Of the nearly 24 million acres that constitute the study area, approximately 3.6 million acres or 17% are available for mineral location, 3.4 million acres or 14% are available with restrictions, and 17 million acres or 71% are unavailable. Mineral terranes are known to underlie about 7.8 million acres or 33% of the study area; 3 million acres or 38% occur on land available for mineral location, 1.3 million acres or 17% occur on land available with restrictions, and 3.5 million acres or 45% occur on unavailable land. The State of Alaska has opened over 91 % of its land in the study area to mineral location; in comparison, the Federal Government allows mineral location on 0.07% of the land under its jurisdiction. There are 117 known mineral deposits or occurrences within the study area, including 77 lode deposits and 40 placer deposits. Of the 41 lode deposits occurring within a mineral terrane, 2 occur on available land.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Major mechanical components in the hoist and mechanical drive train are considered. Design and specification criteria based on American standards and practices are developed as they apply to typical mine hoist arrangements.

A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/technical workplaces are described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training is explored. Research and development activities that may improve mine health and safety training are suggested. Most of these research and development activities were completed later in the project. This additional work is reported in the project technical report #2 and the final report. The research reported in the present document was completed in 1984 -85. Many of the initial findings reported in this document are updated in the later project final report.

There is a growing awareness among mining professionals that the human factor plays a significant role in safety and productivity. Since the 1960's, the science of human factors, or ergonomics, has been making inroads into the mining industry, and a considerable amount of research has documented human-factor-related mining problems and solutions. This Bureau of Mines report is directed toward summarizing the application of human factors to improving safety, productivity, and the general physical and psychological working conditions of miners. The aim of this report is to familiarize the readers with the role of human factors in the mining industry and the benefits that can accrue by systematically applying available human factors principles and data. The text contains 10 chapters dealing with human, equipment, and environmental factors. Each chapter builds on the previous chapter; therefore, it is recommended that the chapters be read sequentially However, if the report is used as a supplemental text, say in a mining safety course, chapters can be assigned in any order to supplement other readings.

An expert system advisor consultant to assist a coal mine section foreman is described in this report. The system is designed for an underground continuous miner section that is being specifically used for longwall development. The system provides three methods of operation that include normal operational mode for use underground, a training mode for use in training section foremen under controlled classroom conditions, and a demonstration mode that is free running. The Face Decision Support System or FDSS, is designed to interface with section environmental monitoring equipment and section production monitoring equipment that may appear in the future. This provides automated reprioritzation of the section foreman's job list from the system. The system 1S written in LASER which is written in C and is operated under the UNIX operating system. The objective of the entire FOSS system is to ensure that no job or piece of information important to safety or to production is forgotten because of the immediate problems confronting the section foreman.

The Bureau of Mines, U. S. Department of the Interior, has developed a method of dewatering clay slurries based on flocculation by high-molecular-weight polymers and water removal from the formed flocs using a trommel or hydrosieve. The exchange ion on the clays affects their dewaterability. Metal ions in solution and on the exchange sites of smectite clays are known to act as Lewis acids. Recent work has determined that these ions can be titrated with high-molecular-weight polymers. The relative acidity of the exchange ion and the basicity of the polymer determined by the new method give insight into the dewatering mechanism.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized in the paper. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using Real-time Aerosol Monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical front, a convection-diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion.

This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

This paper introduces a computer simulation which extends the utilization of microcomputer systems for mine ventilation planning. The program was developed as part of an ongoing study to produce a simulation model that would determine the optimum duties of a main fan and a booster fan without requiring the trial and error runs that are necessary with currently available programs. To use the new program, the user specifies the location of one main fan and one booster fan, and the minimum required airflows in any number of working places. The computer deter-mines the fan duties that will maintain the required airflows at the lowest operating costs without causing undesired recirculation. The methodology of the program and an example showing how it can be applied are presented.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1986. Shipments of processed tripoli increased slightly in quantity and 20% in value. Production of garnet, a common iron- aluminum-silicate mineral, decreased 12% in quantity and value. There was a 4% increase in the quantity and an 11% increase in the value of refined garnet shipped when compared with 1985 shipments, a new record high. Production of crude special silica stone decreased 7% in quantity and slightly in value, and shipments of finished special silica stone products decreased slightly in quantity and increased 229% in value. Production of emery, an impure aluminum oxide, increased 77% in quantity and increased 269% in value of product mined and shipped. [ ]

"Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. This concern has manifested itself in four primary mechanisms of control -- (1) regulatory control through minimum standard setting by the passage of mine health and safety laws, (2) engineering control through design and operation of 'mines according to the best recommended practices, (3) medical control through periodic physical examinations, wearing personal protection devices, etc., and (4) legal and social control through workmen's compensation laws for occupation related health deterioration:-The respirable contaminants in mine atmo¬spheres are toxic and explosive gases, toxic and explosive dusts, diesel exhaust particu¬lates, radon progeny, etc. Perhaps the most important of all these and the most widely occurring in mine atmospheres is respirable dust, an inevitable product of fragmentation, a unit operation fundamental to all mining operations. In fact; the-most serious health hazard for workers in the mining and minerals processing industries is still the exposure to respirable dust, and solutions to the problem of respirable dust disease remain to be found.The 1969 Coal Mine Health and Safety Act and its provisions for the respirable dust standards in underground coal mines are briefly reviewed. An overview of the research accomplishments in meeting the standards is presented. The current state of knowledge on the effectiveness of the standards and the new and emerging problems are discussed. A brief summary of the research programs of the Generic Technology Center on Respirable Dust is presented.In general, underground mines are becoming increasingly safe. Significant progress has been made in lowering the dust levels in mines. It is generally agreed that mines are less dusty today than they were a decade ago. In the proposed criterion for coal a distinction is made between brittle and "psuedo-ductile" failure. This criterion is the basis for the development of new equations for coal pillar strength, including a transition from brittle fracture to pseudo-ductile yielding. In addition the equations obtained allow the critical minimum pillar dimensions to be calculated to avoid "catastrophic" and "ultimate failure".The validity of these formulae can be tested by comparing their results with pillar case histories derived from the literature.

In the mining method used at O'Okiep Copper Company (OCC), vertical crater retreat, the prime requirement for the fill is that it should be sufficiently strong to be free-standing to a height of 150 m. Other requirements are minimal decant and drainage water, and high pulp density to allow large tonnages to be placed quickly and alleviate transport problems. The excessively high cost of cement precluded the use of a cement-based fill, and after three years of extensive investigations a backfill based on the smelter slag was produced. Currently a fill with a uniaxial compressive strength of greater than 1 000 kPa after one month is being produced. This is in excess of the design specification of 850 kPa after 2 - 3 months. The research and development which went into the slagfill is briefly covered; the production of the fill from the various raw materials is described; and the design and control systems of the backfill plant, the reticulation system and its monitoring are examined. Finally, the implications of this high- quality fill for the mining programme are assessed.

Flotation circuits in the metalliferous industry recover high value concentrates from very fine (minus 0.lmm), low grade, slow-floating feeds. Flotation columns acting as final cleaners within these circuits offer the benefits of higher grade concentrates, reduced circuit complexity, improved control and reduced power consumption. By contrast, in the coal industry, these benefits have not been realised, principally because columns are not well suited to the treatment of conventional coal flotation feeds (minus 0.5m). However, this does not imply that columns do not have a place within the coal industry, rather that they must be applied in a role where all the unique advantages of column flotation can be of benefit. The development of a commercial scale column to recover discarded ultrafines from the Riverside preparation plant of BHP-Utah Coal Limited is discussed. Particular emphasis is placed on the column design features pertinent to the recovery of ultrafine coal. Pilot and commercial scale column performances are compared. The results of the commercial scale testwork indicate that a full installation at the 5.5 MTPA Riverside plant would annually recover additional coal worth $US 6.6M.

The Ivanhoe district, Elko Co., Nevada, is located in the northern part of the Carlin trend of epithermal gold-deposits, but it differs from most mines in the belt in that Ivanhoe epithermal gold ores are found in 14 m.y. old Tertiary volcanic rocks as well as in the better known Paleozoic sediments. Within the Ivanhoe district U.S. Steel (USX Corp.) discovered and partly developed an epithermal gold deposit largely hosted by Tertiary rocks that, with a 167-hole program, was found to contain an open ended probable reserve of 4.0 million tons of heap leachable open pit oxide ore averaging .042 opt Au. An additional 4.0 m.t. of open pit sulfide ore averaging .048 opt Au were also developed. The U.S. Steel orebody was a blind discovery in that it just barely outcropped, and it was found by drilling through a premineral but barren cover of altered Tertiary volcanic rocks.
