Based on analogy with the Clarion-Clipperton zone, three main factors appear to influence the occurrence of potentially economic nodules in the study area, (i) elevated biological productivity, mainly above 50gCm-2y-l, (ii.) sea floor depth near or below the CCD, (iii) an absence of turbidite sedimentation. These conditions are fulfilled in parts of the following basins, where available data indicate that high grade and sometimes abundant nodules occur. i) The East Central Pacific Basin west of the Line Islands extending to the East Central Pacific Basin north and east of the Phoenix Islands ii) The West Central Pacific Basin west and northwest of the Phoenix Islands iii) The North Penrhyn Basin north of Penrhyn Island Notwithstanding the similarities between the environmental conditions under which potentially economic nodules occur in the Clarion-Clipperton zone and in the areas listed above, such similarities may relate only to present day conditions. During the possibly long periods of nodule formation, environmental conditions may have varied, and the deposits formed under conditions different from those prevailing at the present day. However, the fact that both present day conditions and the deposits in the two areas do show similarities suggests that applying the same genetic model to them has some validity. Possibly, any changes in environmental conditions during the period of formation of the deposits has been similar in both areas. Such uncertainties can only be resolved by a much fuller evaluation of the evolution of nodule deposits in both areas throughout recent geological time.

"The Bureau of Mines has recorded a number of different background dust sources that significantly contaminated the air breathed by bag machine operators. These background sources, observed at five different plants over the past 2 years, can expose bag machine operators to more significant dust concentrations than the filling process itself. To keep bag operator exposure within acceptable dust levels established by the Mine Safety and Health Administration, U.S. Department of Labor, the significance of these background sources must be realized, and the sources must be identified and controlled. The purpose of this work is to identify common background dust sources and show the significant effects that they have on the bag operator's overall dust exposure. INTRODUCTIONThe purpose of this report is to identify some common background dust sources in and around the bag-filling area. Although these background dust sources are of ten unrecognized, they can be more significant sources of contamination than the dust generated from the bagging process.The bagging of mineral products into 50- and 100-lb paper bags is common throughout the entire mineral processing industry. Bagging is performed by a bag operator who sits in front of a two- or four-station fill machine. The bagger's function is to attach empty bags to the fill nozzles as filled bags are ejected from the machine. If the product being bagged is extremely fine (smaller than 200 mesh), the bag operator's dust exposure is usually one of the highest in the plant.The bag operator is exposed to two primary dust sources. The first is product blowback during the bag-filling cycle. This occurs as excess pressure is released from around the fill nozzle during filling. As the excess air forces its way out of the bag, product is forced out with it. This blowback of product leaving the bag creates a considerable amount of dust. The second major source is the ""rooster tail"" of product thrown from the bag valve and fill nozzle as the bag is ejected from the fill machine. Since the bag is pressurized as it leaves the machine, product spews out of the valve for a few seconds."

Ladies and gentlemen, I appreciate this opportunity to be with you, and to share my outlook on the future of Federal coal leasing. I'm told that you wanted the best speaker on this subject in the world. Perhaps it's a reflection of these trying financial times, but I'm glad you finally agreed to settle for the best speaker your budget would afford. I have been asked to give you some insight on the status of Federal coal leasing, and how the budget problems facing the Department will affect the coal program. So I've polished up my crystal ball, and I'll try to give you a peek at the future. Before I do that, however, let me first go back in time - to when this Administration took office in 1981. We had a coal program then, after a hiatus of ten years. But that program was untested and - for reasons well known to all of you - did not work well in practice once we began operating the program. We went back to the drawing board and redesigned the program so that it can do what it is intended to do. We've made the program more predictable. That means that when future lease sales are scheduled, those sales will be reflective and reactive to the need to lease coal. On February 26, Secretary Hodel unveiled a framework for resumption of Federal leasing program activities, ending a more than two-year suspension of regional coal sales. The new program will provide the opportunity to satisfy market demand for acquiring and developing new leases, assure the government of fair market value for its coal reserves, and provide a stable supply of coal for this country's energy needs. The new program grew out of the Department's response to recommendations of the Linowes Commission and the Office of Technology Assessment, coupled with a supplemental environmental study. The Linowes Report, issued in 1984, contained 36 recommendations and three Judgments on leasing levels, tract selection, sale procedures, appraisal methods, key statutory and related factors, and organization and management of the leasing program. Major changes in the new leasing program reflect these concerns. We have developed a definition for captive tracts and devised procedures to appraise their value to the adjacent coal or mine owner. Other steps include a coal lease appraisal guide which describes our appraisal methodology and is available to the public. Improvements have also been made in the gathering of lease assignment information to help in estimating the value of potential lease tracts. To improve market analysis, a three-tiered system will be used to ensure that steps of the lease sale decision process are undertaken in the context of coal supply and demand. Regional Coal Teams will thus have the advantage of long range, regional and tract specific market studies to help them determine whether sufficient demand is expected first to warrant the initiation of activity planning, then to set regional leasing levels, and finally to actually offer specific tracts for lease sale. Sale procedures will also be improved in many ways to encourage competition, improve the chances for receiving adequate bids, and to evaluate whether bids represent fair market value. We made additional modifications to the program in response to the OTA recommendations. Regional Coal Teams have been given a larger role in recommending key decisions concerning the amounts of coal to be studied and the actual selection and scheduling of tracts for lease sale. These recommendations will be accepted unless the Secretary can cite an overriding national interest factor, or a governor's request to modify the recommendations. Smaller, more frequent sales will be held, to better judge market conditions and prevent over- or under-leasing. Public participation guidelines have been written, to document all opportunities for the public to comment at various stages in the planning process. We also decided that resource management plans prepared after the passage of FLPMA in 1976 must be completed, in order for a new round of lease sale planning to begin. The BLM will also beef up its procedures for consulting with affected Federal agencies during the planning process, to assure that the purposes and values of those agencies are considered and factored into land use decisions. To assure consistent use of an adequate data base in coal lease decision-making, Regional Coal Teams will develop standards and guidelines for data adequacy, and document the use of these standards. These procedures will also be applied to the unsuitability criteria screening process. Thus, the new leasing system announced by Secretary Hodel: is fully responsive to recommendations made by the Linowes Commission and the Office of Technology Assessment for improving environmental planning and fair market value procedures; gives the regional coal teams a major say in determining leasing levels, and on the timing,

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. Surface subsidence is becoming an increasingly important factor in the economics of mining Louisiana salt domes due to, amongst others, excessive shaft deformations and land loss to encroaching sea water. The vast majority of subsidence studies have been undertaken on bedded, tabular deposits. It is important to understand the causes of subsidence due to mining domal salt and how it can be minimized. The paper will review the major differences between subsidence caused by domal and tabular evaporite mines, the problems encountered in predicting subsidence, the factors that influence subsidence and, finally, possible alternative mining methods.

"A mathematical model is developed for the fluid flow in tungsten-inert gas weld pools. The fluid is taken to be incompressible, viscous, electrically conducting, and confined within a pool of specified shape. The flow is driven by surface-tension gradient (thermocapillary), electromagnetic, and buoyancy forces generally in this order of importance. Analysis indicates that the electromagnetic field may be calculated a priori and so decoupled from the nonlinear fluid mechanics and heat-transfer problem. The resulting set of equations is solved numerically by a line relaxation process. Computational errors caused by truncation in finite-difference schemes and by inadequate grid distributions are considered. The model is used to study several cases of differing heat and current input to the pool with and without surfactant-induced thermocapillary forces. The principal conclusions are that the thermocapillary flow, when present, is dominant with surface velocities on the order of 1 m/s. The heat transfer, as deduced from isotherms within the pool, is crucially dependent on the flow. Also, flow velocities and weld-pool surface temperatures were measuredand agree well with the model.2. IntroductionThe requirements of improved control and of automation in the TIG (tungsten-inert gas) welding process have led to the development of mathematical models for the heat transfer to the workpiece. It is now widely recognized that the fluid flow in weld pools sufficiently distorts the conduction heat transfer pattern to warrant inclusion in a process model. The experiments of Woods and Milner (1), among others, demonstrated that TIG weld pools could be driven by the electromagnetic J x B body forces present, J being the current distribution and B the induced magnetic field. Atthey (2) calculated that in typical pools the buoyancy force was about an order of magnitude less important - despite the large temperature gradients present - and neglected it in a computational study of the magnetohydrodynamic (MHD) flow. This work also reviewed many earlier studies of MHD flow caused by a source of current at a fluid surface, including analytical studies by Shercliffe (3), Sozou (4), and Sozou and Pickering (5), and a numerical study by Andrews and Craine (6). These works establish the importance of the electromagnetic force in the weld-pool flow."

Several significant problems associated with employee turnover among underground miners are described in this Bureau of Mines report. Although a vast amount of research has been conducted on turnover among employees in nonmining industries, there has never been an attempt to empirically investigate the causes of turnover among underground miners. This report presents the results of empirical research on employee turnover in other industries and describes and critiques the research methods that have been used to investigate turnover. Using the findings on employee turnover in other industries and known data about miners and the mining industry, a conceptual model of the factors that cause turnover among miners was generated. This model, which is expected to provide a basis for later empirical studies, is presented. Several recommendations for controlling miner turnover are also presented.

Manganese is about twelfth in the list of the most abundant elements in the earth's crust (Reidies, 1981). More than 150 known minerals contain manganese as an essential constituent (Mellor, 1932). In general, ores containing at least 35%Mn are classified as manganese ores, ores with 10-35%Mn are called ferroginous manganese ores, and ores containing 5-10%Mn are known as manganiferrous ores. One very important class of manganiferrous ores are manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the Western United States. Silver is very often associated with manganese oxides which in some ore deposits are dispersed through calcite, causing the black color of the host rock, which is known as black calcite. Black calcites can occur in carbonate rocks (10-1500oz Ag/ton) and in volcanic rocks (less than 1.0oz Ag/ton).

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

The identification of the major subsidence areas in the Eastern Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location. Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential.

The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

El primer mito refiere al concepto de empresa como algo definido, donde hay una sola definición"correcta" del término puesto que se usaron diferentes enfoques (administrativo y jurídico) y por ende, se crean problemas en la evaluación del comportamiento de empresas públicas. El segundo mito señala que la empresa pública en Latinoamérica es un fenómeno post- depresión -en tanto es el resultado de la depresión de la segunda guerra mundial y estas se limitaron a generar una infraestructura mínima de apoyo a explotadores de la riqueza agrícola de la región. El tercer mito muestra que las empresas públicas son parásitos paraestatales, cuya función primordial es engullir subsidios de las aarcas públicas. El error estriba en el concepto errado del término subsidio y donde se aplica a una situación de dependencia perpetua impueta a la empresa. El último mito señala que las empresas públicas son inferiores a las empresas privadas debido a la clasificación por la naturaleza de su propiedad.

Underground testing was carried out by Ingersoll-Rand, Inc., under contract to the Bureau of Mines to determine the effectiveness of a machine-mounted scrubber system for ventilating the face during an extended advance. A continuous miner equipped with an integral flooded-bed dust scrubber system was instrumented with methanometers and Real-time Aerosol Monitor (RAM) dust monitors. Methane and respirable dust data were collected at brattice setbacks of 7.5 m (current operating distance), 10.5 m, and 15 m (blowing ventilation) during production shifts. Results showed that a suitable machine-mounted scrubber system can adequately ventilate the face at brattice setbacks up to 15 m. No deterioration in ventilation performance was observed as brattice setbacks were increased from 7.5 m to 15 m. The scrubber system effectively controlled face methane levels at large setbacks, though respirable dust levels increased as much as 33 pct at the operator's cab at setbacks greater than 7.5 m.

The Bureau of Mines developed a mathematical model to predict the oxygen requirements for a miner evacuating a mine. The model accounts for variations in the miner's escape speed with mine airway height, and for the empirically determined expressions for the weight-specific oxygen uptake rate for upright walking, stooped walking (duck-walking), and crawling. A Fortran computer program that is user oriented was prepared based upon the model's constitutive equations. Specific instructions for utilizing the program, as well as applications to miner evacuation from a mine, are presented.

Subsidence from underground coal mining alters surface water discharge and availability. The magnitude and areal extent of these impacts are dependent on many factors, including the amount of subsidence, topography, geology, climate, surface water - ground water interactions, and fractures in the overburden. These alterations may have positive and/or negative impacts. One of the most significant surface water impacts occurred in July 1957 near West Pittston, Pennsylvania. Subsidence in the Knox Mine under the Coxton Yards of the Lehigh Valley Railroad allowed pan of the discharge in the Susquehanna River to flow into the mine and create a crater 200 feet in diameter and 300 feet deep. Fourteen railroad gondola cars fell into the hole which was eventually filled with rock, sand, and gravel. Other surface water impacts from subsidence may include the loss of water to the ground water system, the gaining of water from the ground water system, the creation of flooded subsidence troughs, the increasing of impoundment storage capacity, the relocation of water sources (springs), and the alteration of surface drainage patterns.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

The Cyprus Thompson Creek Mine is located at 2,286m (7500 feet) elevation in the Central Idaho mountains, 61.16 kilometers (38 miles) southwest of Challis, Idaho off State Highway 75. The Thompson Creek molybdenum deposit lies near the eastern border of the late Cretaceous Idaho Batholith within a complexly deformed sequence of Paleozoic sedimentary rocks. Molybdenum mineralization is contained in a composite biotite granodiorite-quartz monzonite stock considered to be genetically related to the Idaho Batholith intrusive event. The ore is being mined by open pit methods and delivered to the concentrator stockpile with an overland conveyor belt system. The concentrator is designed as a 22,680 metric tons (25,000 ton) per day plant at an average head grade of 0.1% Molybdenum.

This investigation involves the development of a two-dimensional continuum model for the description of jointed media. Specific application of the model developed here is for the potential geological disposal of radioactive waste in the layered sequence of fractured volcanic tuffs under Yucca Mountain, Nevada. This is currently being considered by the Nevada Nuclear Waste Storage Investigations Project, administered by the Nevada Operations Office of the U. S. Department of Energy. The work is a direct extension of the previous constitutive model by Thomas (1982) based on the work of Morland (1974). The main feature of Thomas's model includes two parts: a continuum approximation based on average discontinuous displacements across jointing planes within a representative elementary volume, and a material constitutive description based on linear elastic matrix material behavior and nonlinear normal and shear joint behavior between jointing planes. The mathematical descriptions by Morland based on strain partitioning among matrix material and joint sets allow multiple joint sets to be included in the model. However, the initial effort by Thomas to implement Morland's mathematical model included only a single set of joints. To make the material model reflect more realistically the field characteristics, the current work extended Thomas's model to include orthogonal sets of joints. The nonlinear elastic normal joint behavior is retained in the present model. Joint shear response was treated as linear elastic in the shear stress versus shear displacement relationship prior to attaining the stress level governed by the Coulomb friction criterion. Beyond this critical stress value, a horizontal line is assumed in the work of Thomas for the shear stress versus slip displacement relationship such that the shear stress remains constant while the slip displacement increases. Motivated by experimental observation, the current work generalized the shear response to allow a line with finite slope to govern the slip behavior beyond the critical stress level. The inclusion of an orthogonal joint set led to a fourth order algebraic equation for the calculation of stress increments as compared with a second order equation obtained by Thomas. The nonlinear elastic normal joint behavior provides criteria which allow the selection of the root that yields result consistent with the loading condition of the problem. The addition of one more set of joints provides the potential to more completely study the interaction of various parameters representing the characteristics of jointed media behavior. Material responses to various loading conditions based on the present constitutive model have been obtained. These results and their comparisons to single joint set results are presented. Formulation of the Continuum Model The inclusion of an orthogonal joint set led to a fourth order algebraic equation for the calculation of stress increments as compared with a second order equation obtained by Thomas. INTRODUCTION A mine's power system represents the driving force behind all of the extraction and auxiliary operations, because the production and transportation of mined material and the operation of equipment, such as fans and pumps, are all dependent upon a power source. Once, compressed air was the primary power source in mining; today, however, electrical power dominates. This chapter reviews the basic theories of com- pressed-air and electrical power and provides several examples of applications in mine power systems. COMPRESSED-AIR POWER General Compressed air has been, and should continue to be, an important source of power in mining operations. It has been used as a means of blasting coal in conventional mining and is widely used to operate stopers, mucking machines, and other air tools in both coal and hard-rock mines. Such applications demonstrate the suitability of compressed air for applications requiring linear motion, but it is also utilized for its reliability and safety. A compressed-air system is composed of a compressor, a receiver, a distribution network, and the air-operated machines. A compressor takes in air at normal atmospheric pressure (free air) and compresses it to a higher discharge pressure. The discharge pressure must be high enough to overcome the friction in the distribution system of pipes and hoses and deliver the compressed air to the machines at the pressure recommended by the manufacturer. The most common type of compressor used in mines is the reciprocating compressor in which the air is compressed by a piston in a cylinder. An air receiver is a container or storage tank that is located in the distribution system between the compressor and the machines. It stores compressed air, when the full capacity of the compressor is not being used, and gives a more steady flow of air to the machines. The distribution network consists of pipes, Oalves, elbows, tees, and hoses that transmit the compressed air from the receiver to the machines in the mine. It is essential that the distribution system be designed with the proper sizes and lengths of pipe, hose, and other components to keep pressure losses well within allowable limits. The air-operated machines consist primarily of drifters, stopers, pluggers (sinkers), slushers, and several other pieces of equipment. Compressor Operation Every compressor is made up of one or more basic elements; a single element, or a group of elements in parallel, comprises a single-stage compressor. Many compression problems involve conditions beyond the practical capability of a single compression stage. Too great a compression ratio (absolute discharge pressure divided by absolute intake pressure) may cause excessive discharge temperatures or other design problems. It, therefore, may become necessary to combine elements or groups of elements in series to form a multi- stage unit, in which there will be two or more steps of compression. The number of stages commonly used in reciprocating compressors is as follows: Pressure Number of stages 0- 150 pig 1 80- 500 psig 2 500-2500 psig 3 2500-5000 psig 4 When pressure is referred to as pounds per square inch gage (psig), it means the pressure (in pounds per square inch) above barometric pressure as measured by a gage. The sum of barometric pressure and gage pressure is the absolute pressure (in pounds per square inch). The gas is frequently cooled between stages to reduce the temperature and volume entering the subsequent stages, thereby reducing the work required for compression. The basic reciprocating compression element is a single cylinder compressing on only one side of the piston (single-acting). A unit compressing on both sides of the piston (double-acting) consists of two basic single-acting elements operating in parallel in one casing. The reciprocating compressor uses automatic spring-loaded valves that open only when the proper differential pressure exists across the valves. Intake valves open when the pressure in the cylinder is slightly below the intake pressure. Discharge valves open when the pressure in the cylinder is slightly above the discharge pressure. The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.
