West Virginia's basic coal mining regulatory programs are not unique when compared to Federally approved programs implemented by other coal producing states. In fact, the language in The West Virginia Energy Act governing subsidence mirrors that written in the Federal Surface Mining Control and Reclamation Act as well as other states' statutes. Certain legal and administrative issues, how¬ever, combine to make West Virginia's regulation of surface subsidence a singular approach.

Anew flotation process to recover alunite from low-grade alunite ores is described. The process begins with run-of-mine ore, reduced to less than 5 mm (0.2 in.), being preconditioned with the reagents before grinding and alunite flotation. From the preconditioning step, ore particles, impregnated with reagents, form pellets that subsequently disintegrate into the pulp during grinding. The second step is basically a standard alunite flotation step. Pilot plant test results show that an alunite concentrate assaying at least 85% alunite and less than 5% silica can be produced. Laboratory and pilot plant results were in excellent agreement, indicating that the new process is a viable means of alunite beneficiation. Plant results, using the new process, were superior to results from conventional alunite flotation procedure.

In some 35 years in the explosive and construction industries, we have probably seen the extremes in drilling and blasting practices. All of you know that it is difficult if not impossible, to separate those two operations, particularly when we are searching for an optimum. Early in my career while doing engineering survey work for a major cross country pipeline construction company, we witnessed some of the wildest blasts imaginable, and they were wild for two reasons. Both the drill hole diameter and the drill pattern were such that when loaded with explosives, the factor in terms of pounds/cu. yd. was extremely high. On the other hand, in 1982 we were in an underground coal mine where just one hole was used to prepare a 20-ft. (6m) wide face. In this coal mine, they brought down 7 yd3 (5.35m3) of coal with just 1 lb. (.454 kg) of explosive. On a pipeline job, the factor may only be .1 yd3 per lb. of explosives. Open pit operations in the same geographical area may have almost the same type of rock, but similarities could end there. The several operators over the years will have installed different size-crushing equipment or variances will exist in other facets such as drilling, excavating, and haulage units. That tells us that if we have 6 operations in that common area, we are faced with a fact that there is an optimum drilling and blasting pattern for each of those six. We start at that point. We will note from Figure No. 2 the simple equations for determining either cu. yds. or tons. For a rock heavier than limestone, it may require only 10 to 11 cu. ft. (.31m3) for 1 ton (.91 metric ton) of rock in place.

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. The development of a process for the extraction of antimony from materials produced by Greenbushes Tin Limited has been carried out based on theoretical and laboratory studies. The materials treated have included concentrates of tantalite and cassiterite containing antimony at levels ranging from 0.3% to 2%. Roasting under controlled atmospheres is required to stabilise Sb203 rather than the low vapour pressure metal or higher oxide. Sulphidising additives such as pyrite, pyrrhotite or sulphur give enhanced antimony removal from tantalite and cassiterite at roasting temperatures of 900¦ to 1100¦C. Substantial elimination of antimony to levels of 0.1% or less was Achieved.

Develop a safe, nonpolluting power source for underground mining equipment. Approach The Bureau of Mines and EIM-CO Mining Machinery International entered into a cost-shared project to develop and demonstrate a novel power source for mining. An underground mining utility truck was equipped with an ultra-low-emission hydrogen-fueled engine and a safe, metal hydride fuel storage system. How It Works The nonpolluting hydrogen engine and a "solid-state" (metal hyride) hydrogen fuel storage system were combined to power a utility mining vehicle. An 85 horsepower diesel engine was convened to burn hydrogen. The engine was converted by equipping it with a spark ignition, lowering the compression ratio, turbocharging, and adding an ahercooler and a parallel fuel induction system. Parallel induction provides two intake paths, one for hydrogen and one for air. It avoids intake-manifold backfiring by keeping the hydrogen and air separate until they enter the cylinder.

The Bureau of Mines investigated a hydrometallurgical procedure to recover gold, silver, and byproduct lead from a complex lead-zinc sulfide ore. A ferric chloride (FeCI3) preleach, at 40° C in 6 h, extracted about 50 pct of the zinc and formed insoluble silver and lead chlorides. Subsequent acid thiourea leaching, for 1 to 3 h at 40° C, extracted about 85 pct of the gold and silver. Lead chloride was solubilized from the remaining residue with NaCI brine solution at 55° C in 1 h. Lead metal was recovered from the brine solution in an electrolytic cell with an anion perms elective membrane at a current efficiency of 95 pct and current density of 100 A/m2. Spent FeCl3 leach solution was reoxidized in the anode compartment at a current efficiency between 75 and 95 pct.

The results of a laboratory research program aimed at the development of a water jet assisted drag bit cutting system for coal mine applications are presented. Two types of drag bits, a conical and a plow bit, were tested in a hard sandstone rock with jet pressures of up to 20,000 psi. Jet locations investigated were in-front and behind the bit. For each jet mounting location, three jet impingement distances with respect to bit tip were tested. The closest jet impingement location to bit tip was found most effective, providing the greatest force reductions on the bit. Overall, significant bit force reductions up to 50 percent were obtained with jet assist. Also observed was a drastic reduction in airborne dust when jets were employed.

In December 1983 the author undertook an investigation in east Texas which was organized to learn the feasibility of applying geophysical techniques over shallow lignite deposits. The work embraced experimental high resolution seismic reflection and offset Wenner resisitivity sounds over three 1/4 to 1/2 mile test sections. This site also was sponsored by Woodward-Clyde Consultants (WCC) and a consortium headed by North American Coal Corporation. The principal objective of this investigation was to learn whether the aforementioned geophysical techniques could be applied over shallow lignite deposits (i.e. located at approximately 100' to 300' in depth) and consequently provide structural and stratigraphic information useful for resource and reserve characterization. A secondary objective was to determine if these same techniques could disclose the nature of the overburden and the distribution of ground water therein.

INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. "Pamour Porcupine Mines, Limited is involved in the mining, milling and primary refining of various gold, gold - copper and refractory gold ores. Pamour operates five mines in the Porcupine Mining District of Ontario, and two 2,550 t/d milling facilities.Both metallurgical facilities use conventional cyanidation technology including zinc cementation for precipitation of gold and silver from solution. The precipitation process, as applied to clarified leach solutions (less than 1 ppm suspended solids) at Pamour is called the Merrill - Crowe process. Precipitates from both milling operations are treated at Pamour's Area Refinery. Schumacher precipitates, unlike Pamour No. 1, require an ''Acid Treatment Stage"" prior to refining to remove the high contained copper. This is accomplished by leaching the precipitates initiallv with sulphuric acid to remove zinc and then with sulphuric acid and manganese dioxide to dissolve copper. Abundance data are presented for a comprehensive range of elements in oil shale samples from deposits located in Queensland. The techniques of instrumental neutron activation analysis and spark source mass spectrometry were used to obtain concentration data for up to 50 trace elements in each shale. These techniques were supplemented by other spectrometric methods to obtain data for major, minor and some trace elements. Sixty-four elements were determined quantitatively. This comprehensive characterisation of oil shale samples from the major deposits in Australia provides inorganic abundance data not previously available. It also provides important background information for processing studies and the associated environmental aspects of shale oil production and waste disposal.

Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. ORE SAMPLE REPRESENTATIVITY It has been stated many times that one of the major problem in designing a flotation circuit is the representatively of the sample to be taken. The Cannon Mine is located in Chelan County, near Wenatchee, Washington, at the eastern foot of the Cascade Mountains. The mine is situated about two miles from the Columbia River, in the arid Columbia River Valley. Two hydroelectric dams provide electricity for the area, the Burlington Northern Railroad has a switch yard and loading facilities in Wenatchee. Approximately 25,000 people live in the area. The principal industry is fruit farming. Underground mining techniques are used to provide feed for a 2,000 tpd flotation concentrator at the site. The techniques are low- cost, high productivity methods which allow for a high extraction rate along with a high rate of recovery of the minable reserve.

Wastewaters from Mining Projects both gold mining and coal mining generally have minerals in solution or very fine material which does not settle out quickly. These waters in the past have been discharged into the nearest water course and caused extensive pollution.

"Nanisivik Mines Ltd. operates a 10-M W diesel-electric generating plant at its zinc-lead operation on Baffin Island in the Canadian Arctic. This paper provides a description of the plant and the integrated waste heat recovery system. Data is presented detailing the actual costs of operating a plant over a period of seven years. Problems in operation are described as well as the success of the plant in meeting its objectives over the years. IntroductionNanisivik is located on the shore of Strathcona Sound at the north end of Baffin Island (Fig. I). Nanisivik Mines Ltd. has operated a 2,100 tonne per day zinc-lead underground mine and a concentrator, together with supporting infrastructure, at this location since October 1976. Annual production of 100 000 tonnes of zinc and 10 000 tonnes of lead concentrate is transported by ship to Europe during the mid -July to mid October shipping season.All electrical needs of the project are provided by the company-owned and -operated power plant. Facilities served by this electrical system are the underground mining areas, the concentrator and industrial area, a townsite, airport, and shiploading dock complex."

In 1984 a new Regional Geological Mapping Program (RGMP) was commenced by the Geological Survey of Queensland (GSQ); the new program was in response to the withdrawal of the Bureau of Mineral Resources from regional mapping. Areas for mapping were selected in northern and south-eastern Queensland on the basis of potential for mineral discoveries, level of company interest, inaccuracies in the first edition mapping and interests of other organisations (government and universities) in joint projects.Geological provinces of particular interest in northern Queensland are the Hodgkinson Basin, parts of the Georgetown Inlier not covered by earlier BMR-GSQ mapping, Broken River Embayment, Burdekin Basin, Lolworth-Ravenswood Block, Campwyn Block and Anakie Inlier. The 1:250,000 sheets covering these areas of interest are shown in Figure 1 including those already completed, those in progress and those planned for future investigation.A flow chart showing the various phases for RGMP projects is shown in Figure 2. Data collection has two facets: (i) field recording and (ii) office work including air photo interpretation, study of company reports, literature research, petrography and various laboratory studies. Two main strands of information collected are represented by a data base and compilation sheets. Compilation sheets are generally at 1:25,000 scale and are available for purchase. The current data base is very fragmentary and can be accessed only by direct contact with the relevant geologist or via written reports. A more accessible field data base is in the process of being introduced this year; this field data base (REGMAP) is based on standardised data recording and computer storage.

This paper presents an application case history of the planning methods used for developing, costing and scheduling an underground hydro- electric pumped storage facility in weak rock. This method covers the system configuration, excavation methods and costs, initial support systems and final lining systems. This study was performed by the Omaha District, Corps of Engineers for the proposed Gregory County Hydro- electric Pumped Storage Project, and presents a synopsis and the results of the studies performed.

"The ProblemMany science activities receive substantial funding from governments without much direct economic benefit accruing to state or individuals. In contrast, the search for knowledge has never been an acceptable so le justification of geoscience activity, perhaps because of its utility right from its inception. William Smith's geological activities were embraced because of their usefulness in building canals. Utility has been expected ever since.For decades it has been accepted at senior level s of government, without much understanding of the process, that geological surveys are necessary as a basis of resource evaluation and utilization. Recently, government treasury board s, staffed with economist s, have questioned these near axioms and in many cases the budget s of geological surveys have reflected their stone y-eyed appraisal s. Are government surveys necessary? Can their functions be reduced? Can some or all of their functions be privatized?Government geologists have been muted in trumpeting their successes outside their own ranks. Companies have been reluctant to give specific public feedback on the work of government surveys that have truly aided or guided them toward discovery. Lack of acknowledged linkages between survey work and discovery has dogged survey managers in budget reviews. Impoverished surveys cannot perform adequately so the circle is completed and the doubters' prophecy fulfilled. This is the genera l problem; British Columbia is the archetypical province."

This paper reports on a study of the impact of fast growing new technologies on the market for copper over the next 15 to 20 years. The greatest threat is clearly the inroads of fiber optics on the traditional market for copper in communication cable. Opportunity areas identified include heat pumps, solar power and heat, desalination, electric vehicles and others. The overall impact of new technologies on copper is expected to be modestly positive if adequately encouraged by effective R&D.
