Working in gassy ground conditions is an everyday occurrence for the U.S. coal mining industry. As tunneling operators begin to venture into projects that expose them to the additional hazard of potentially explosive atmospheres, lessons learned by the mining industry over years of experience should be transferred into this industry. This paper will present practices developed by the U.S. coal mining industry for dealing with the problem of excavating material in potentially explosive atmospheres. Procedures will be discussed that can be used to detect and quantify gas prior to mining that have application to the construction industry. Degasification or drainage practices, including predrainage from vertical and horizontal boreholes, will be discussed. Also, ventilation practices commonly used in the mining industry will be presented.

Introduction Competitive analysis is the collection and evaluation of data on a product, a product line or on an entire industry. Much of the focus of competitive analysis centers on production volume and the price targets of the competitors. In actual practice capacity may be used in place of production volume. Similarly, unit production costs and individual producing units - mines, mills, smelters, refineries - may be the targets of the analysis. The purpose of competitive analysis is to provide information for strategic planning. The analysis will locate the position of the company in the industry and define the competitive margin -- or lack of a margin - between the company and other producers. The analysis can show the current situation and may be expanded to examine the outlook for the future. The forecast option is particularly valuable because it will show the opportunities for new project development or the expansion of current production. Similarly, the forecast will show the potential threat from new entrants, and may provide early warning to reconsider operations that may become uncompetitive in the future. Production cost analysis is a clearly understood means to evaluate producers and estimate the outlook for their profitability. The cumulative cost for the industry outlines the supply structure and defines the marginal cost of production used in developing price forecast as explained in the sub- sequent section of this paper. Competitive analysis is particularly important to the mining industry, notably to metal producers. The final product is typically a purified metal conforming to standards, and interchangable with the output of other producers, i.e. a fungible commodity. Brand loyalty is questionable in the mineral industry. Consumers will show a preference for specific brands, but this preference will be limited to a premium of several percent over the general market price. Price and assurance of supply are the keys to marketing success. Assurance of supply depends on geopolitical considerations and production capabilities. Price will be closely related to cost of production and a thorough competitive analysis should describe the cost structure of the industry. This snapshot will locate one's own position and provide an immediate and readily understandable evaluation of the hazards and opportunities inherent in this position. In the following section we shall discuss elements, methods and sources for competitive evaluation. ELEMENTS OF COMPETITIVE ANALYSIS The practice of systematic collection and analysis of data on competition is hardly a new concept; see, for example, Wall (1) or Porter (2). However, most discussions have been in the context of conventional industrial or manufacturing industries, with a focus on product lines and brand marketing. These considerations are not irrelevant to mining but they do have only a limited application. The key to success in the mining industry is minimizing the cost of production. However, this simple concept becomes complex when we consider relevant costs and the planning horizon. Production costs include the factors consumed in production, namely labor, fuel, energy, materials and supplies. The cost also includes purchased and contracted services such as freight, smelting and refining, sampling and sales required to convert ore to the finished metal. Royalties and ad valorem taxes paid on gross production are direct expenses, as is the cost of administration required by the production units. The sum of these outflows is the total cash cost, the expense that has to be paid in cash in order to continue production. Indirect costs incurred by a producer will commonly include allocated headquarters expenses, as well as the capital charges associated with equity investment and debt. Profit is not generally considered an indirect cost even though it represents the cost of using the owner's capital; similarly, income taxes represent the government's participation in the profits of the enterprise. "In an earlier paper(1) the visits to several European mines using the bucket-wheel excavator (BWE) technology were described. It was during this trip that information was gathered on some interesting developments related to this type of mining, taking place elsewhere. It was learned that an across-the-pit system (XPS) comprised of a BWE and stacker has been operating successfully in a Hungarian mine for some time. Also the use of stackers with 225 m long booms and draglines with 125 m booms and 125m3 buckets in Soviet mines was indicated. Such equipment could be of great value to some Canadian strip mines, in particular the equipment proven useful in severe climatic conditions of U.S.S.R., similar to those of the Canadian prairies.To follow up on this information a field trip to Hungary and the U.S.S.R. was organized by the Department of Mineral Engineering, University of Alberta, to study the applications and performance of the systems in question. Visited were the Thorez mine near Visonta, Hungary, U.S.S.R. Ministry of Coal Mining and Skotchinski Institute in Moscow, Karagandashakhstoi Institute (designers of Ekibastuz mines in the Kazakh Republic) and Kostenko mine in Karaganda, Vostsibgiproshakht Institute (designers of Irsha Borodinski, Kharanovski, Moguntski and Tugnuski mines in Siberia) and the eastern Siberian Unit of the U.S.S.R. Coal Mining Ministry in Irkutsk as well as Azeiski mine located some 250 km northwest of Irkutsk. The findings of this field trip are presented."

The importance of geology in ore reserve estimation has been stated by several authors. King et, a1 (1982) reported that the geological factor was the key deficiency where serious weaknesses in ore reserve estimation appeared, especially in grade. The foundation for a successful mining operation is an ore reserve estimate that neither overstates nor understates the true situation as to tonnage and grade. Overestimation of reserves can have devastating economic results. Overestimation of tonnage may lead to wasting money on an overbuilt plant or worse yet, if grade is seriously overestimated also, to undertaking an operation that is doomed to economic failure from the outset. Understated ore reserves can result in building a plant that is smaller than optimum which may result in higher unit costs. At worst, understated tonnage of ore reserves can result in a missed opportunity for a profitable operation. Failure of the ore reserve estimator to properly take into account all geologic and allied factors pertaining to the deposit can result in an ore reserve estimate that is overstated either as to tonnage or grade or both. This paper will focus on these factors and will not discuss rules about distances above or below a drift that should be given a classification of proven or probable, etc. Each deposit has its own particular characteristics which often require modification of general rules for defining limits of proven and probable ore blocks that work satisfactorily in another deposit. A number of references are included which discuss some of these problems. Definitions of ore reserve classifications and an illustration are given in the Appendix.

The Bureau of Mines investigated hydrometallurgical procedures for concentrating precious metals from a mechanically processed metal fraction of obsolete military electronic scrap. Feed material for the leaching procedures described in this report was the high-tension-separated metal concentrate obtained as a fraction from mechanically processing partially stripped electronic units. Initial pretreatment with a 20-wt-pct-NaOH solution solubilized most of the aluminum. After washing, the resulting residue was incinerated to destroy any organics attached to metal particles. The incinerated residue was leached with 20-vol-pct H2S04 solution using two methods, countercurrent pressure and ultrasonic-aided leaching to solubilize the base metals, predominantly copper. Silver was recovered from the base metal leach residue using 50-vol-pct HN03, and gold contaminated with several percent palladium was recovered from the silver leach residue using aqua regia. The impure silver and gold plus palladium products represent about 1.5 wt pct of the high-tension-separated metal concentrate. Included is a three-step process evaluation study of mechanical processing of general electronic scrap and two hydrometallurgical procedures for leaching high-tension-separated metallic concentrates obtained from the mechanical processing step. Process evaluation concluded that only mechanical processing is economically viable.

Pneumatic conveying of coal underground is not widely used in the United States, although it is becoming increasingly popular in Great Britain, the Federal Republic of Germany, and South Africa. The question of safety has been raised repeatedly: Will the system be prone to dust or gas explosions, and, if so, can it withstand such occurrences safely? The work reported here was done under a Bureau of Mines contract and deals with the safety aspects of pneumatic transport of underground coal, as well as the hazards inherent in more conventional haulage systems. Included are three designs for different applications of pneumatic haulage: off-loading a continuous-mining machine on a room- and-pillar section, vertical hoisting through a 1,200-ft shaft, and off-loading a tunnel-boring machine driving a 2,000-ft tunnel.

The paper gives a synthesis of research work performed in the department during the last ten years and dealing with cobalt , copper and manganese electrodeposition in chloride aqueous solutions. Special emphasis is given to electrocrystallization. For copper, properties of the electrolyte such as solubility limits, electrical conductivity and complex ions stability are discussed in connection with leaching, purification of the electrolyte, and metal recovery. When possible, kinetic parameters and probable electrode mechanisms are given. Problems that are still to be solved are also listed.

This paper examines the computerization steps of United Coal Company of Bristol, Virginia. OVERVIEW Producing close to 7,000,000 tons per year, United Coal Company is one of the most interesting mining companies in the east. Their approach to mining reflects a dedication to modern technologies and extraction methodologies. With varying amounts of production coming from four divisions (a fair amount of production comes from contract operators) and over a billion tons in recoverable reserves, United rests heavily on the planning and engineering efforts of a centralized engineering group. Although each division relies on its own engineering personnel for day-to-day management and operations, long range planning and reserve management is conducted at the corporate engineering level. This group, while extremely competent and efficient, is relatively small (7 people), when compared to the needs of a large mining company.

The paper describes a variety of existing techniques and equipment which when combined together permit faster and cheaper drilling of shafts in soft to medium strength formations. Drilling fluid circulation, methods of hole stabilisation and bit design, including the advantages of flat bottomed and conical bits, shrouds and skirts, tungsten carbide, long tooth and disc cutters are considered. The principles of rock chip transportation and bottom hole cleaning are described together with a new and very efficient fluid circulation system which was invented by the author.

Differential flotation of bulk sulfide concentrates from Duluth gabbro into copper and nickel concentrates could be implemented by first destroying the hydrophobic coating with ozone and then by recovering the copper concentrate with a copper-selective collector. A number of parameters involved in the use of ozone; such as the sequence and the conditioning time of ozone treatment, the pulp pH, and the level of xanthate addition, were investigated.

This report describes the development, construction and testing of a hydrogen-fueled underground mining vehicle. A hydrogen burning engine and a hydride fuel system, both previously developed, were installed on a modified utility vehicle, together with the necessary controls. In tests and in actual use, the vehicle performance in terms of speed, acceleration, and gradeability exceeded that of the standard, unmodified vehicle.

INTRODUCTION In recent years several cities in the Eastern United States have constructed subway systems in deeply weathered igneous and metamorphic rocks. Portions of these transit tunnels and shafts have penetrated zones of saprolite. The purpose of this paper is to define saprolite and discuss saprolite behavior in terms of construction and design of tunnels and shafts. Saprolites are products of in situ weathering of rock, with properties intermediate between those of soil and rock. A well-developed weathering profile can be divided into zones of residual soil, saprolite, transition zone materials, weathered rock, and fresh rock. Saprolites are distinguished by a high degree of weathering and by retention of parent rock textures and discontinuities. These structures persist as relict features because of iso-volumetric weathering (Cleaves, 1974) and formation of intergranular bonds that give cohesion to the saprolitic material. As saprolite continues to weather, the bonds are broken, causing the saprolite to decompose and disintegrate into a true residual soil mass without relict structure. Saprolites may form from igneous, metamorphic or sedimentary rocks, but are most easily recognized when derived from igneous and metamorphic rocks because of their inherent structures. The physical characteristics and properties of residual material vary as a function of mineralogic composition, structure, and discontinuities of its parent rock.

Ok Tedi Mining Limited commenced construction in mid-1981 of facilities and infrastructure to mine and process gold ore at Mt Fubilan in Papua ew Guinea. Production ofgold began more or less on schedule in mid-1984 although design capacity is yet to be achieved. Due to geotechnical problems, two important items of infrastructure, hydropower and permanent tailings disposal, are not yet in place. Current low metal prices make it likely that copper facilities will be postponed.The deposit compriscs a leached gold capping overlying copper sulphide porphyry mineralisation containing significant gold and molybdenum. Mining is by open pit methods. The soft leached capping gold ore is ripped and dozed, loaded by hydraulic shovel and trucked to a dump pocket. After passing a large semi-autogenous mill of nominal capacity of I, I00 tonnes per hour, the ore is treated by the carbon-inpulp process, with a gravity circuit to recover coarse gold. The final product is 12 kg dore bullion bars.At present, all tailings are detoxified with hydrogen peroxide; after cycloning, the coarse fraction is stored, and the slime fraction discharged into the river system; expected environmental impact is acceptable. Investigations for a suitable dam site for a permanent tailings system are still underway.Peak 'I. hour power demand for Stage I is 17 MW, presently supplied by a diesel alternator power station and a 2 MW mini hydropower plant.Initial access to the base camp at Tabubil was only by air. Eventually a road was pushed through 134 km from the river port at Kiunga (where port facilities have been constructed) and a further 23 km to Mt Fubilan.Roads are constructed of compacted gravel and crushed limestone generally underlain by geofabric. Eight major steel bridges were built.The town of Tabubil has been established, including housing, airport, shops, offices, schools and all facilities.Environmental studies have been extensive and a detailed monitoring program is maintained. Ok Tedi Mining Limited is making considerable efforts to train Papua New Guineans and to foster local business.

The Bureau of Mines devised a procedure for selectively extracting platinum-group metals (PGM) and gold from Stillwater Complex flotation concentrate. The Stillwater Complex is the only major U.S. PGM resource. Development of a suitable extraction technique will contribute to its exploitation. The concentrate was roasted at 1,050° C to convert host base-metal sulfides to oxides and the PGM from sulfide minerals to their elemental states. The roasted concentrate was preleached with dilute sulfuric acid to remove easily soluble gangue minerals. After pre-leaching, the concentrate was slurried with 6M HCI and leached at ambient temperature and pressure with a strong-oxidizing agent. Hydrogen peroxide, chlorine, sodium hypochlorite, nitric acid, and a persulfate salt were the oxidants investigated. The two-stage leaching scheme ex-tracted up to 97 pct of the platinum, 92 pct of the palladium, and 99 pct of the gold from the roasted concentrate. The base metals were not solubilized and reported to the residue. No attempt was made to devise a procedure to recover the copper and nickel because they comprise less than 5 pct of the value of the concentrate. Viable techniques for recovering the precious metals from the pregnant solution were sulfide precipitation, cementation with nickel, or adsorption on activated carbon.

The Bureau of Mines has been investigating several techniques, including the use of horizontal and vertical boreholes, to remove gas from coal in advance of mining. Horizontal boreholes drilled from underground workings as part of the mining cycle have been shown (Finfinger, 1980; Hagwood, 1983; Perry, 1978; Prosser, 1981; Thakur, 1980; VonSchonfeldt, 1982) to be very effective in providing short-term, immediate relief from high methane emissions. This technique has been widely accepted in the coal mining industry, but it does require close coordination to integrate the drilling and subsequent gas drainage and disposal into the projected mine development plan. Vertical boreholes can be placed several years in advance of mining to predrain gas from coalbeds over relatively large areas (Dunn, 1984; Elder, 1975; Lambert, 1980; Steidl, 1978; Stubbs, 1979). The vertical borehole technique has the additional advantage over horizontal boreholes of allowing work to be performed on the surface instead of in the more restrictive underground environment. However, except for the relatively large scale vertical borehole programs for both mine safety and commercial production in the Black Warrior Basin of Alabama (Dunn, 1984; Lambert, 1980; Stubbs, 1979), the technique has been underutilized. The primary reason for this seems to be a combination of the current economic climate in the coal industry, legal questions as to the ownership of coalbed gas, and potential roof damage from the stimulation treatments required to increase the characteristically low permeability of coalbeds to enhance gas production. The question of potential roof damage is the subject of this paper.

The Ruby Mountains study area encompasses 75,615 acres managed by the U.S. Bureau of Land Management in Madison County, MT. A mineral survey was conducted by the U.S. Bureau of Mines and U.S. Geological Survey in 1984. Bureau of Mines personnel reviewed literature and county mining records, and examined prospects or mineralized areas to determine mineral resources. Geological Survey personnel evaluated the area by geochemical sampling and geophysical surveys. There are no organized mining districts and no current claims in the study area. Significantly mineralized quartz veins, shear zones, or talc bodies apparently do not exist within the study area. A small part of the Kelly Iron Deposit is inside, but dips away from the study area; the main occurrence is estimated to have 32 million tons of subeconomic resources that average 21 percent iron.

The Washington Metropolitan Area Transit Authority's Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year's work. Each year's work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority's estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. A VECP must estimate the amount of the net savings

Federal and State surface coal mining regulations require special handling of prime soil materials which result in additional costs, and no actual benefit when prime and non-prime soils are similar. The Coteau Properties Company proposes to mix both prime and non-prime topsoil and subsoils at the Freedom Mine in Mercer County, North Dakota, based on an analysis of soil physical and chemical characteristics which show these materials to be comparable.

The strongest magnetic roll separator available on the market enhances certain industrial minerals purity to levels not reached previously. Exceptionally strong forces can also be utilized for processing relatively fine particles at feed rates several times greater than for prior art electromagnetic induced roll separators. Since the unique machine does not work with an air-gap, coarser particles than what has been considered practical can be separated at rates up to 20 tph per single machine unit and 40 tph for a double machine unit. Examples for all these three application areas will be given. While the roll separator can be used only for dry processing presently, the other new separator can be used for both wet and dry applications. It is a medium-intensity, high- gradient magnetic separator employing a filamentary matrix. It was primarily developed for recovery of weakly magnetic iron ore fines, but it is finding applications for cleaning of industrial minerals such as wollastonite, calcite, clay and talc. Its main advantage is a simple design resulting in a very lm cost machine both with regards to total capital investment and operation. A significant technical advantage exists also. The metallurgical performance is similar to conventional electromagnetic separators, while the cost per ton is about half of such separators.

The formation of the vapor complex AgFeC14 (g) baa been identified and its thermodynamic properties determined. The vapor pressure of silver chloride can be enhanced by a factor of 15-20 due to the formation of the vapor complex. The vapor pressure of both AgCl (g) and AgFeC14(g) were measured using a double-zone transpiration .technique. Gibbs free energies have been determined for the vapor transport reactions. Laboratory kiln tests were conducted to confirm the enhanced recovery of silver through the formation of the AgFeC14(g) vapor complex and to indicate the opportunities for process development using this new vaporization chemistry.
