A mineral resource survey of rock types and geologic structures indicates that the Mt. Henry RARE II area has low potential for the discovery of metallic minerals. Potential for coal and geothermal resources is negligible. Essentially, the Mt. Henry RARE II area has had no claim-staking activity, nor has any mine been developed in it. SETTING Size and Location The 23,000-acre (9,308 ha) "1t. Henry RARE II area (No. 1-666) lies within the Kootenai National Forest approximately 36 mi (58 km) north of Libby, Montana, in the Purcell Mountain; of Lincoln County. Irregularly shaped, the area measures roughly 5-1/2 mi (8.9 km) north-south by 8 mi (12.9 km) Past-west, and lies about 1-1/2 mi (7.2 km) south of the Canadian border.

The identification of lost mineral values in mill tailings frequently requires the inspection of hundreds of thousands to millions of particles. The search of these particles can be made automatic by using an electron microprobe. A standard instrument (Cambridge Mark V) was modified by the addition of stepping motors to advance the specimen stage in a controlled manner. The X-ray Signal is monitored continuously by a computer interfaced to the instrument with an analog-to-digital converter. 400,000 particles of a tailings sample can be scanned in about 3 hours. Particles as small as 2 um and containing as little as 3% of a particular element can be detected.

It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

There were no significant changes in the mineral industries of the smaller Caribbean Islands during 1980. Imported petroleum requirements continued to erode economic gains that may have occurred in other sectors. Some relief may be forthcoming as more qualified Caribbean countries take advantage of Trinidad and Tobago's petroleum product financing program (see Trinidad and Tobago). There were no crude oil discoveries in these areas during 1980, although some geophysical testing around the British Virgin Islands and Antigua war underway. In March 1980, the Government of Antigua sold a 75% interest in the 16,000-barrel- per-day West Indies Oil Co. refinery to the Swiss Intermaritime Bank and Intermaritime Management Services for $6 million. The new refinery company is called the National Petroleum Co. Shutdown since 1976, it was originally planned for the refinery to reopen in 1980, but refurbishing has proved to be more extensive than anticipated. The reopening is now expected in 1981.

The results of unpublished investigations into surface subsidence from coal mining in the Northern Appalachian Coalfield are summarized. These investigations were carried out by various coal companies and the State of Pennsylvania in the sixties and seventies. Subsidence data were collected and analyzed from 10 room-and-pillar panels in 5 mines in the Pittsburgh coal seam. Results show that angle of draw ranges from 26° to 33° and subsidence factor from 0.42 to 0.72; surface heating generally occurs beyond the edges of the panel, the amount and extent of which vary; waviness occurs in the subsidence profile if a substantial number of pillar stumps are left in irregular patterns; interpanel effect is significant; time-dependent subsidence exists, but varies for different panels; and surface slope does not seem to affect the amount of subsidence.

Alcoa of Australia's Western Australian bauxite mining operations in the Darling Ranges, south east of Perth, present major challenges in the control of air blast. The close proximity of rural communities and the face profile make the traditional methods of air blast control difficult. An extensive blast noise monitoring programme has been established. The develop- ment of a computerised blast noise prediction model and the establishment of a radiosonde weather balloon facility have reduced blast induced complaints by a factor of ten. The meteorological factors affecting blast noise transmission are discussed and examples are given of adverse weather condit- ions for the south west region of Western Australia.

Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976. Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen percent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March '80, Sidbec-Normines use coke addition as a current operation. This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port-Cartier pellet plant.

Assessment of revegetation success on mined lands is a difficult, time consuming task and has been the subject of a number of controversies. Present regulations require that both plant cover and aboveground plant biomass be measured for use in making that assessment. Of these two variables, biomass is the most time consuming to measure and requires destructive sampling, a most undesirable requirement on fragile, recently revegetated areas. On the other hand, plant cover can be estimated using the point-frame method which is relatively nondestructive. In addition, vegetation can be sampled more uniformly with the point frame and in less time if species composition measures are to be made. A study was done to evaluate the predictability of aboveground biomass production on revegetated mined sites and adjacent native prairies using plant cover estimates made with the point frame method. The predictability of biomass production by cover estimates bears on the need for both measurements in assessing revegetation success. In general, a positive, statistically, significant correlation was demonstrated between plant cover (estimated by the point frame) and aboveground biomass (estimated by the harvest method) regardless of community type (mined or native), species composition, diversity or level of biomass production. However, the latter did have their effects on the relationship and must be accounted for in any predictive equations (that is to say, the predictive equations must be considered site-specific). Considering the relationship observed between the two parameters, cover estimation may be a sufficient indicator of revegetation success, especially where time and minimization of disturbance are critical.

Further development of the Nitric-Sulfuric Leach (NSL) process has led to an improved design of the leach and nitric acid recovery steps. NO produced in the leach step is reacted with oxygen, regenerating NO2, which is sparged directly into the leach reactor. Leaching is simplified to two steps, and the nitric acid plant is replaced with an oxidation recycle gas system. Laboratory work substantiated the concept and led to selection of operating conditions. The lab work also pointed to improved process control compared to use of nitric acid as the sole oxidant. Recovery of copper from purified pregnant liquor is modified to use air agitation electrowinning improving cathode quality and lowering tankhouse costs. Economic evaluation shows reduction of capital requirements from $2640 per annual ton to $2220 per annual ton in 1978 dollars for 45 kt/a of copper production.

Few efforts have been undertaken to date to assess the quality of mandated coal mine health and safety training for new miners and for experienced miners. This study was concerned with the quality and effectiveness of existing classroom health and safety training programs. The study involved field data collection through pre- and posttesting of trainees, audio-taping class sessions, and administering short feedback forms with trainers and trainees at 14 sites in West Virginia, Maryland, Kentucky, and Pennsylvania. Results indicate that goals, methods, materials, and outcomes of existing training programs vary widely among trainers and sites. The report provides less by way of solution to problems, than it highlights the breadth of issues that relate to the question of training effectiveness and quality. The report concludes that additional work by industry, labor, government, and academia is necessary in order to improve health and safety training programs. Recommended steps are: (a) to develop performance standards and measurable criteria in each of the types of mandated training, (b) to develop better training of trainers, (c) to develop expanded training support services. and (d) to undertake further research and development in health and safety training in the mining industry

In 1481, U.S. Bureau of Mines personnel conducted a survey of mines, prospects, and mineral resources in the Table Mountain RARE II area. There are no mines or active prospects in the study area. One prospect in the study area, the Waterfall Prospect, is estimated to contain 480 tons (440 t) of indicated subeconomic tungsten resources averaging about 0.18 percent tungsten trioxide (W03). Other tungsten occurrences are at the Stevens Prospect, just northwest of the area. Stone and sand and gravel deposits in the area are not considered to be resources because equal or better quality material is available closer to major markets. INTRODUCTION The 4,400-acre Table Mountain study area is 13 mi (21 km) southwest of Bishop, California, on the eastern flank of the Sierra Nevada range. The John Muir wilderness adjoins the study area on the southwest (fig. 1).

During 1981, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral resource survey of the 6,400 acre (15,800 ha) Lincoln Creek RARE II area (No. 5983) in the Toiyabe National Forest (fig. 1). Samples of outcrops and stream channels contained no significant amounts of economic minerals. A radioactive deposit in a pegmatite dike occurs 1.25 mi (2.02 kin) southeast of the study area, hut similiar deposits have not been discovered within the area boundary. No coal or deposits were found.

This report, the first in a series of 13 reports, provides a summary of 11 major topics on which individual reports have been prepared. These major topics are: (a) Nature of coal mine spoils, topsoils, and unmined soils; (b) influence of macro- and microclimate on (c) plant production on spoils and topsoils; (d) prediction of aboveground biomass from plant cover; (c) mineral composition of plants; (f) controlled environment studies on plant growth response; (g) microbial communities (h) water chemistry and organism diversity of catchbasins; (i) vegetation and soil development on abandoned, and (j) topsoiled sites; and (k) viability and diversity of seed bank. Based on these investigations, general conclusions and some recommendations are presented.

Continued development of an especially impregnated silica gel capable of reversible chemical detection of carbon monoxide (CO) was reported. The affects of changes in mine-related ambient conditions on the detection catalyst's response were explored. Temperature, humidity, and several interfering gases were found to affect the detection catalyst. The interferents include hydrogen sulfide, nitrogen dioxide, acetylene (and methylacetylene), and ammonia. High humidity decreased the detection catalyst's sensitivity to carbon monoxide for some formulations. Increasing temperature generally decreased the reaction time of the detection catalyst with carbon monoxide. Badges and carriers for the visual presentation of the detection catalyst were constructed. Several variations of these devices included provisions for absorbants and filtering agents which help protect the detection catalyst from gaseous interferents. A variety of catalyst support agents were tested in an effort to find the most suitable. Included were alumina, magnesium oxide, magnesium silicate, and several forms of silica gel. In addi tion to free-flowing forms of these sorbents, thin layer chromatography plates coated with cellulose, alumina, and silica gel and newly developed PTFE entrained silica gels were examined. A limited physical, chemical, and mechanistic characterization of the detection catalyst and the materials used to prepare it has been carried out. Metal component ratio studies, spectral, analytical, pH, and rate measurements were done.

Volume III of the final report examines the indication versus interruption procedures used on motion-drive power equipment, with emphasis on surface excavators. The report begins with a review of the electromechanical acid conversion used with the Ward-Leonard control system. Protection criteria for the drive-system components are then discussed. Fault sources and fault calculations for both the ac supply source and dc power loop are introduced to assist in discussing indication and interruption procedures. The subject is then expanded to examine the dynamic process of the machine and determine the effects of fault current and position of the machine to allow for an orderly shutdown. With this analysis, possible indication an interruption procedures are given for the four-quadrant duty cycle of excavators. The report concludes by introducing other mining operations that utilize similar motion-drive systems and also static (solid-state) drives and recommends further research in these areas, as well as a more detailed examination of the dynamic fault analysis for excavators.

As a direct result of the Mining Industries need to improve efficiency and production in Open Pit type operations, the size of haulage units have increased dramatically. This trend has continued such, that the majority of dump trucks operating in Open Pit operations are in the 170 ton class. Continued mining in existing locations has meant that the increase in vertical lift and resultant grades, and increases in hauling distances are making electric drive systems unsuitable. This is largely due to the electric drive systems heat limitations on major propulsion components. With these mining requirements in view and the present limitations on electric drive systems in mind, Komatsu have been developing the Komatsu HD1600M. INTRODUCTION This chapter outlines some general principles and procedures that a rock mechanics engineer can use to arrive at a logical design for the size, shape, and spacings of underground openings in various types of com¬petent rock formations. Rock formations can be clas¬sified into six major categories which are useful for design purposes, provided the necessary input data are available regarding the geology of the site, the physical properties of the rock, the in-situ stress field in the rock, and the general geometry of the underground openings. The US Bureau of Mines (USBM) developed a rock classification system based upon these concepts and found it to be useful for design purposes (Obert, et al., 1960; Obert and Duvall, 1967). This classification sys¬tem is given in Table 1; however, an extra column has been added to the original classification to indicate the appropriate design techniques for each rock class. In this classification system, two main classes of rock are considered: competent rock and incompetent rock. Competent Rock Competent rock is any rock which, because of its mechanical and geological characteristics, is capable of sustaining underground openings without the aid of any structural support except that provided by unmined rock in the form of pillars and side walls, etc. Roof bolts and small random props which support only local loose rock are not considered structural supports. Competent rock is further subdivided into three ad¬ditional categories-massive, laminated, and jointed¬ which are defined as follows: Massive Rock: Massive rock is a rock formation where the spacing between mechanical defects such as joints, partings, or faults is equal to or greater than the critical dimensions of openings, or where the strength of the bond across these mechanical defects is com¬parable to the rock strength. Laminated Rock: Laminated rock is a rock forma¬tion divided by approximately parallel planes of weak¬ness into lamina whose thicknesses are small compared to critical dimensions of openings and where the bond between the lamina is weak compared to the rock strength. Elastic Rock-This is rock whose physical proper¬ties will permit the use of elastic theory to predict strains and displacements from applied stresses. Inelastic Rock-This is rock whose physical proper¬ties are such that strains and displacements are a strong function of time as well as applied stress. Incompetent Rock Incompetent rock is any rock which, because of its mechanical and geologic characteristics, is not capable of sustaining underground openings without the aid of additional structural support in the form of linings, steel sets, or systems of props. This classification system for rock depends not only on the mechanical and geologic characteristics of the rock but on the size of openings and their depth be¬low the surface. For example, many competent rocks at shallow depths for small stress fields could become inelastic rock at greater depths and larger stress fields, or competent massive rock for small openings could be¬come laminated or jointed rock for larger openings. Thus, to classify rock for design purposes requires a knowledge of the geologic properties of the rock mass, the physical properties of the rock, the general size of the openings to be mined, and the average range of the in-situ stress field to be encountered. To design underground openings and structures in rock, it is necessary to use criteria of failure for rock under various stress conditions, and to use safety factors to allow for differences between laboratory and in-situ strength properties of rock and to account for errors in¬troduced by the various assumptions made in the design process. Criteria of failure based on maximum stresses have been found to give reliable results in practice. Thus, it is assumed that rock will fail in tension when the tensile stress exceeds the tensile strength of the rock as determined by a standard modulus of rupture test on samples of rock core. If the tensile stresses in rock are small, then it is assumed that the rock will fail at a value of compressive stress equal to the compressive strength of the rock as determined by standard uniaxial compres¬sive strength tests on samples of rock core. Flotation of rutile with N-benzoyl-N-phenyl-hydroxylamine (N-BPHA) has been investigated. Initially, floatability tests were performed in a Hallimond tube. The results indicated that rutile was floatable in the pH range from 2 to 4 at N-BPHA concentration between 2x10-3 M and 2x10-2 M. Selectivity against hematite was recognized when operating at pH values below 2. Following the hypothesis of the formation of a surface chelate between N-BPHA and titanium ion, this compound was precipitated from a solution of Ti(SO4) to which N-BPHA was added. I.R. spectrometry oft the rutile before and after treatment with N-BPHA solution confirmed the presence on the rutile surface of the same compound. The absorption isotherm and kinetics were determined by analyzing N-BPHA in solution with an U.V. technique. A hypothesis for the mechanism of adsorption of N-BPHA on rutile is suggested.

The Picher Mining District, located principally in north-eastern Oklahoma, was one of the world's largest lead-zinc mining areas during its 55 year life. The field covers an area of approximately 72 square miles (186 km.-); an estimated 1.6 x [103 yds3 of material (1.22 x 103m3)] worth in excess of one billion dollars, has been mined. Mining activities were typified by surface exploratory drilling identifying ore distribution and extension of underground workings to the lead and zinc deposits outlined. Exploration holes were either left unplugged or plugged at the surface with a section of a telephone pole. Low grade ore and waste rock were discarded in mined out portions of drifts. These waste piles containing pyrite and marquisette were left underground and oxidized during the many years of active mining. Upon cessation of mining activities in the mid-1960's, the drifts and shafts of the abandoned workings began to flood as the cone of depression filled in, leading to the dissolution of the oxidized sulfides and the formation of large volumes of acid mine water in the mined out openings. The resulting poor quality water, with high concentrations of cadmium, iron, lead and zinc, began discharging at the surface in 1979. Contamination of the underlying aquifer supplying local residents was first detected on a localized scale in 1980. The present surface water and ground water contamination have lead to the area being classified as one of the top ten hazardous waste sites in the U.S. by the EPA under the superfund program.
