The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. It is common practice when thermally drying coal from wet coal preparation facilities that the coarse +0.5mm fractions and fine fractions (-0.5mm) are combined and fed to a thermal dryer. There are very good reasons for this concept. The coal feed is much easier to handle in this condition for it is not as likely to stick inside the dryer or hang up in the material handling equipment, and is easier to feed and discharge. However, it is generally only the -0.5mm fines that really need to be dried. The +9.5m fraction of the cleaned coal will leave the dewatering screens, or drain and rinse screens, at an acceptable surface moisture, probably 5 or 5 ½ percent. The 9.5m x 0.5mm mesh fraction can be centrifuged to about 8 percent. The -0.5m fines can range from 18 to 22 percent or more, depending upon the type of equipment employed to dewater, and upon the size distribution within this size range.

INTRODUCTION The rigid inclusion stressmeter is a relatively low-cost instrument developed by Hawkes and Bailey (1973) and was originally intended to monitor stress changes in mine pillars subjected to uniaxial stress changes. In this regard, this instrument has found considerable use by the mining industry. More recently, there have been attempts to use the stressmeter for determination of more general changes of the in situ rock stress. This paper reports on a study to characterize the performance of the rigid inclusion stressmeter for this application and presents results on the effect of anisotropic stress changes. These stress changes must be accounted for to properly analyze general changes of the in situ rock stress. BACKGROUND INFORMATION The rigid inclusion stressmeter is an instrument designed to measure variations of the in situ stress around a borehole. The stressmeter studied in this work, is manufactured by Irad Gage, Div. Creare Products, Inc. Lebanon, New Hampshire. It consists of a stiff hollow steel gage body that is preloaded across a borehole diameter. The preloading is activated by sliding a wedge between an upper platen and the gage body. A full-scale geotechnical model of a 15-foot (4.6 m) wide coal mine entry in correlation with computer finite-element analysis (FEA) is being employed at the Bureau of Mines Spokane Research Center for basic research on roof-bolt support systems. Physical and computer modeling of various coal mine roof-bolt reinforcement systems will increase our basic knowledge of how roof supports function. This information, in correlation with computer FEA and underground verification tests, will provide a basis for establishing safer, more cost- effective roof control plans and help establish guidelines for employing fully grouted and conventional bolting systems. The basic rationale for the research, research approach, methods and equipment employed, results to date, and future research plans are described in this paper.

"The historical transformations in fire -resistant conveyor belt compositions in the past 20 years have been influenced by factors of material cost, changing flame and burn test requirements, material replacements, adhesion and oil resistance considerations, increased responsibility and legal liability. Specifically, this has resulted in a swing from neoprene-cotton belts to S.B.R. blends and synthetic fibre carcasses, and tighter quality control and documentation of test data.Flame dynamics are discussed and the function and performance of the multiple types of flame-resistant additives in the flame front are presented. Specific flame and burn test requirements are described. The belt manufacturers' requirements and criteria in selecting the types of flame-resistant additives are presented.The author will describe the composition of the types of flame-resistant compounds used in a practical production, the belts that are available on today's mark et and future developments in requirements that may further transform the composition of fire-resistant belts.IntroductionThe historical transformations of conveyor belt compositions in the past two decades have been based on factors common to those leading to changes in man y organic compositional products. These factors are material cost, new materials, the customer' s changing requirements, government regulation s and increased manufacturer' s liability.As a basis for understanding the product, I will provide a brief breakdown of the conveyor belt composite. Figure 1 represents a cross section of a typical belt. A skim rubber coats each fabric ply of the belt carcass and is of a different rubber composition than the outside layer of rubber which forms the cover. This outside cover layer is designed to protect the belt from environmental factors such as heat, oil and abrasion, and other factors involved in the service condition s under which the belt will operate. In the case of fire-retardant belt s, both the skim coat encapsulating the fabric plies and the outer cover must contain sufficient fire retardancy to overcome the contribution to burning of the decomosition products of the fabric."

The overall purpose of this research was to improve the understanding of how the post disaster seismic location system works, what determines the signal size, what is the character of the seismic noise, how well the system can detect blows from a trapped miner, and how well the source of the blows can be located. Based on an improved understanding of the system, improvements were suggested in the seismic subarray configuration, and in the system deployment procedures. An important part of this research was to become familiar with the seismic system operation and to work with the Westinghouse Electric Corporation and MSHA personnel to modify and improve the system. To accomplish this we participated in the planning, execution, and data analysis for a number of seismic field tests. Several in-mine field tests were conducted. From these tests the capabilities of an in-mine seismic system were analyzed and specifications were made for designing an operational in-mine system. Several portions of the work done on this grant were covered in previous reports. In particular the capabilities or the presently operational surface based seismic location system has been thoroughly documented by Durkin and Greenfield (1981). Portions of the location procedures and effects of mine openings on seismic signals have also previously been published. These portions or the work will only be summarized in this final report.

Fatigue is the primary cause of failure of structural and mechanical components subject to dynamic loading. Recognition of this basic fact and the development of appropriate techniques and details are important in the design and repair of off highway trucks (OHTs). The frames and appendages of OHTs and other mobile plant used in the Pilbara are subject to tough operating conditions. Any fatigue-prone details quickly show up and become a maintenance liability of considerable concern. Much of this equipment is approaching the limit of its fatigue life and maintenance managers face decisions on whether to repair or replace. Even new equipment often contains some poor details which suffer distress soon after commissioning. In those cases a repair is required which will reinstate the detail to its original intended design life. Repair details must be practical and cost effective. They must also be tailored to the capability and expertise available in the field or in local manufacturers' establishments. This is particularly important where original equipment was manufactured overseas and long delivery times are involved. Lessons are drawn from components which have failed, using the evidence constructively, to provide an upgraded part or an improved substitute. With the experience now available it is relatively easy to extrapolate to cover new problem areas. This paper describes specialised techniques of mechanical fastening and detailing for low fatigue susceptibility, built up over many years of experience with OHTs and other mining plant and equipment in the Pilbara.

There has been a steady increase in shiploading capacities in the last 20 years. One of the reasons has been the general increase in ship sizes, with the largest vessels currently around 280,000 DWT in the bulk trades. Obviously, the large vessels can accept loads faster and their economic utilization justifies higher loading rates, up to a point. The high capacity facilities have loading rates far beyond this point. The economic logic of these facilities is based on the fact that for a given annual throughput the capital and operating cost of a single high capacity system is less than that of two smaller systems. Thus, where the projected throughputs are large, there is a great incentive to reduce capital costs by maximizing capacity. Tubarao, in Brazil, designed for a 100 million ton per year throughput with one finger pier and one high capacity berth is a successful demonstration of this approach. In the current state of the art, the high capacity systems have shiploading capacities in the range of 10,000 - 16,000 TPH, for annual throughputs of 20 million tons and larger per loading berth.

One of the problems that arises in the early stages of the mine planning before the determination of the mining exploitation method is to predict what will be the recoverable ore reserves in tonnage, grade and metal quantity, if the select ion is based upon block grades. The estimation of these recuperation or recoverable functions can act as an important planning tool in what concerns the appraisal of the consequences of ore-waste discrimination of individual blocks in a selective mining operation. Estimation methods of all these functions are discussed together with cross validation tests using the available information concerning a preliminary drilling campaign accomplished during the exploration stage of an iron orebody located in the North of Portugal (Moncorvo Orebody).

"The counter-current fluidized cascade is a novel and potentially efficient pneumatic gravity separation device. Data are presented on over 150 runs of cleaning Alberta thermal coals, covering several size ranges. The coarser sizes of coal were processed in admixture with a fluidizing medium consisting of 0.5-by 0.1-mm hematite (or magnetite) and limestone particles. The partition curves for coal particles larger than about 3 mm, mixed with fluidizing medium, showed that the sharpness of separation achievable with the cascade approaches that of wet heavy medium processes, whereas with particles in the size range of 3 by 0.6 mm the sharpness of separation was comparable to that of a Baum jig. Useful cleaning was also achieved with particles smaller than 0.6 mm , Throughput rates of up to 11 tonnes per metre width of cascade per hour were achieved, with no indication of a deterioration in performance.IntroductionPneumatic coal beneficiation has steadily lost ground vis-a-vis hydraulic beneficiation during the past quarter century, primarily because of the sharper separations achievable with the latter methods. Nevertheless, there are certain inherent advantages of pneumatic separation methods which would give them an advantage in the market place were it possible to increase their efficiency to be technically competitive with those of hydraulic processes. These advantages are a dry product, resulting in a higher calorific value per ton, and avoidance of the problems associated with treatment and storage of process waste waters. Also, although it may be necessary to dry the raw coal prior to pneumatic processing, the dry rejects produced constitute an ideal fuel for a fluidized-bed combustor, which could provide heat both for drying the coal and for other purposes."

Underground mining operating costs consist pri¬marily of direct costs such as labor, supervision, ma¬terials, and supplies, plus indirect costs. The material and supply costs vary substantially between mines but commonly range from 35 to 60% of the total direct costs. As part of the preparation of accurate operating cost estimates for a project, information must be as¬sembled to select the material and supply items and to determine the quantities of these items that will be required. Cost data then can be incorporated with the estimated material and supply requirements to determine the total material and supply costs for the project. Estimated quantities will vary considerably between mining projects depending upon factors such as the type of material being mined, the mining method, the equip¬ment selected, drilling and blasting techniques, mucking and haulage methods, ground support requirements, number of men employed, etc. Valuable information often can be obtained from suppliers and manufacturers, including data on current operating practices for similar projects, recommenda¬tions for the specific project, and preliminary cost quota¬tions. However, quotations obtained for estimates are generally higher than the prices paid at the time of purchase. Mines operating in the area, or those mining under similar conditions, also can provide essential design information, but it often is difficult to obtain cost information from the operators. Estimated costs for the most common major items of underground materials and supplies are presented in the accompanying tables. They represent current costs or cost ranges and are intended to be used only as a guide when preparing budgetary estimates for materials and supplies. Cost data were obtained mainly from suppliers and manufacturers, with up to three quotations being ob¬tained for each item whenever possible. In most cases, as noted in the table footnotes, prices were based on quantities representing normal requirements for me¬dium-size mine operations. Every attempt was made to assure accuracy. However, the cost for most items, especially those with multiple sources, can deviate sig¬nificantly for various reasons such as geographical loca¬tion, current market conditions, quantities ordered, size of the customer (which could influence the ultimate quantities purchased), and the ability of the purchasing department. It is also for these reasons that the actual amount individual mines are now paying for specific items may vary from the estimated cost in the tables. The cost for specific sizes of items that do not appear in the tables often can be factored from the data pre¬sented. Costs for many items can be converted easily to a unit that sometimes is more basic, but not as com¬monly used, such as from a length to a weight unit. Other items not listed, such as repair parts for equip¬ment, will involve contact with suppliers to determine specific recommended requirements and to obtain costs for these items as related to each individual project. Costs are expressed in terms of US dollars as of 1978 unless otherwise specified. All measurements, sizes, and weights are expressed in conventional units (i.e. feet, inches, pounds) ; applicable metric conversion fac¬tors follow each table. Costs are represented for drill steel and bits; mining explosives; blasting caps; blasting supplies; ground sup¬port items; ventilation equipment; utility pipe, utility hose, and accessories; mine track and accessories; tires for underground equipment; lubricants and fuels; and miscellaneous supplies.

High methane content of the medium volatile metallurgical coal mined from the Coal Basin mines causes very difficult mining conditions. Rapid desorption into the mine ventilation system limits coal production, requires huge fresh air quantities and creates mine safety problems. In workings deeper than 2000 ft (600m) gassy coal and heavy cover create outbursting conditions. Cross-measure methane drainage has reduced ventilation requirements on advancing faces, but degasifica- tion of virgin coal is needed to improve mining Conditions.

"This paper describes: how Falconbridge's fire protection system meets the needs of the Lockerby Mine; why the system was chosen over other alternatives; how it is unique, but can be applied to any underground situation; details of the system; how it was installed; the role of a fire protection company; and general considerations when choosing afire-suppresant system.IntroductionIn May 1981, after about three years of searching for the best fire protection system for the re-opened Lockerby nickel mine at Whitefish, near Sudbury, Ontario, Falconbridge Nickel Mines Ltd. installed an AFFF type of fire suppression system. It was designed and supplied by the Fire Protection Systems Division of Levitt -Safety Ltd.The system protects against loss of life, equipment and/or production, and it complies with legislation should fire occur in a fuel storage area and/or scooptram garage and service bay at any or all of the three levels near Shaft No.2.About 18 months after Levitt-Safety began working with Falconbridge, the system was designed and installed at a cost considerably less than that which would be incurred if fire damage caused the loss of two days of production.The fire protection system, which overcomes a limited water supply, is a self-contained balanced pressure proportioning system. It senses the flow and automatically determines the correct concentration of foam to water. It is triggered by a release mechanism which operates a bank of nitrogen cylinders, which in turn pressurize a pressure vessel to expel the foam concentrate and water from the tanks. This solution is piped to sprinkler heads in the specific area."

The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. Energy management in industry has recently achieved notice as a way to reduce costs without decreasing production. The same approach used in industry can be used in mining, even though the processes are different. This approach is based upon a three phase system of data collection, implementation, and monitoring, all aimed at gathering and evaluating information in such a way as to have a maximum impact on energy costs. This approach has these advantages: (1) attention is directed toward the part of each mining system where the most energy is used, (2) input is collected systematically from all persons involved in the operation of each system, and (3) a means of monitoring the progress toward established goals is created. The mining systems considered are truck haulage, conveyor haulage, blasting and crushing, and lighting. After describing the general procedure, the authors have described a specific method for improving the efficiency (and hence the energy consumption) of round-trip truck haul age systems.

The action of water on a number of Queensland shales which are associated with particular coal measures and oil shales has been studied. The results suggest that the disintegration of some of the shales could cause significant problems in mining and preparation operations. The extent of shale breakdown varies widely from deposit to deposit and from seam to seam but a suitable assessment procedure utilises the test described in AS 1661-1979, and an improved method of presenting the results is described in the paper.

This Bureau of Mines publication presents an overview of mine electrical power systems research currently being conducted by the Bureau. The papers, given at a Technology Transfer Seminar, emphasize the increasing importance of research related to the safety considerations of underground coal mine electrical systems. Selected topics are included that summarize results of research in the areas of electrical shock prevention, explosion-proof enclosures and load centers, discriminating circuit breakers, and trailing cables. Other topics discussed at the seminar are published as separate sections of the Bureau of Mines Hand- book "Application Notes--Mine Electrical Power Systems."
