INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. Non-ferrous smelting industry in Japan often had the severe problems about the over production of sulfuric acid. There has been such a closed relation between amount of sulfuric acid from non-ferrous smelting industry and the products of copper, zinc and lead metals that the production of one ton of copper accompanies three tons of H2S04. When the proper balance exists in both markets this situation certainly brings bigger profits. In Xining and Metallurgical Institute of Japan the research commitee concerned with the fixation process of sulfur in non-ferrous smelting industry was established in 1977 and continued the activity for four years untill 1981. This paper will introduce some of the activities involved in the report published by the committee.

Coal is deposited at a mine site in several thin seams which outcrop in rolling hills and dip at about 8° to the northeast. The deposit is located in the northeast area of the State of New Mexico in the Southwest of the United States. A drilling program was undertaken and was quite irregular. Not all of the seams appear in all of the drill holes. Some of the holes did not go deep enough, while others were drilled below the outcrop of some seams. Occasionally a seam would pinch out and not be seen in a drill hole. Also, the outcrops of the seams are buried in many places by several feet of alluvium. All of these factors make correlation of the seams between drill holes difficult. The drawing of cross sections in three directions and at many locations across the mining area have been necessary to assure the accuracy of the input data.

An advanced coal preparation plant has been built at Homer City, Pennsylvania, by Pennsylvania Electric Company, a subsidiary of General Public Utilities Corporation, and New York State Electric and Gas Corporation, as an alternative to utilizing flue gas desulfurization technology to meet the Federal Environmental Protection Agency and the Pennsylvania Department of Environmental Resources air quality emission regulations of 4.0 lb S02/106BTU for the two (2) existing coal-fired generating station Units No. 1 and No. 2, and a 1.2 lb S02/106BTU for the new Unit No. 3. The coal preparation plant is designed to process 5,200,000 tons of run of the mine coal annually and has a design capability to process 1,200 tons per hour via two (2) equal capacity 600 tons per hour preparation circuits.- The plant is designed to produce multi-product coal streams consisting of a middling product of medium ash and medium sulphur content, which is environmentally compatible to support operation of the two (2) existing generating Units I and 2, and a deep cleaned, low ash, low sulphur coal product capable of environmentally supporting the ambient air quality requirements of the new Unit 3 generating facility. The waste product from the process consists of high ash, high sulphur reject material. The process has the acronym MCCS (Multi-Stream Coal Cleaning System).

In 1979 and 1980, the U.S. Bureau of Mines and U.S. Geological Survey conducted a mineral survey of the 15,600 acre (6,310 ha) Freel Peak RARE II area (No. 5271) in the Lake Tahoe Management Unit. This study by the Bureau of Mines indicates that potential for economic mineral resources in the area is slight. The only mineralized structures in the area consists of two quartz veins. One quartz vein, at the Mountain Top Mine (fig. 1), located by Fred Denner in 1932, is estimated to contain 2,000 tons (1,800 t) of silver and copper-bearing resources. Chip samples from the vein averaged 0.61 oz silver per ton (20.91 g/t), and 1.59 percent copper. The narrow vein is not economically mineable. The other quartz vein is poorly exposed and contains traces of molybdenum. A second reported molybdenum occurrence could not be substantiated.

Dewatering of the fine clean coal fraction, - 28 mesh (595 microns) represents one of the most difficult and costly separations in typical plant circuits. Since 1969, the Screen Bowl Centrifuge has offered an economical alternative to filtration/thermal dryer combinations. The performance of Screen Bowl Centrifuges has been continuously modified and improved to dewater not only coarser coals, but also today's variety of ultrafine material. Actual test comparisons with alternative methods show the Screen Bowl Centrifuge to be most cost effective and efficient when all factors are considered.

During in situ uranium mining using ammonium bicarbonate lixiviant, the ammonium exchanges with cations on the ore's clay. Mter mining is complete, the ammonium may desorb into post-leach ground water. For the particular ore studied, other chemicals (i.e., uranium and selenium) which are mobilized during the leach process, have also been found in the post-leach ground water. Laboratory column tests, used to simulate the leaching process, have shown that aluminum chloride can rapidly remove ammonium from the ore and thus greatly reduce the subsequent ammonium leakage level into ground water. The aluminum chloride has also been found to reduce the leakage levels of uranium and selenium. In addition, the aluminum chloride treatment produces a rapid improvement in permeability.

Today's rapidly shrinking world requires a common language of measurements, a consistent system which could be used by everyone. The S.I. system of units is generally accepted as such and is already in use by a great majority of nations in the world. The change to S.I. units is also slowly taking place in U.S. engineering practice. The transition period is difficult and long because it takes time to get familiar with the new system, to start "feeling" values in new units. Instruments, formulas, computer programs, survey grids, etc. have to be converted or exchanged. The transition period should be used not only for substitution of units, but also for rationalization of presently used calculation methods. This paper examines the major parameters of mine ventilation from the above point of view and discusses a system which is much simpler and more consistent than the American Unit System still in use in the United States. In October 1979, the Society of Mining Engineers of AIME decided to introduce the S.I. unit system in all its publications including the periodical "Mining Engineering", and since February 1980 the system has been used consistently, not only in SME publications but in all conferences and meetings organized by this Society. The authors have no intention of explaining the details of the S.I. system in general. Any reader can find this information in many available publications and conversion tables, and in particular in the ASTM Standard for Metric Practice, E380-79. A comparison is made between various units used in mine ventilation from the past and those presently in use. This will allow an easy translation from one system to another, important when reading publications from abroad. S.I. and customary U.S. formulae are shown side by side for easier visualization of similarities and differences. Recommendations for the necessary steps in order to switch from American to S.I. units conclude the paper.

Phillips Coal Company (PCC) submitted the first surface mine permit application under the Office of Surface &lining approved regulatory program of the State of Louisiana. This application for the Oxbow Lignite Surface Mine which is located approximately 64 kilometers (40 miles) southeast of Shreveport, Louisiana was submitted in March 1981. The State of Louisiana Office of Conservation, Surface Mining Division, assigned this application number LSM-1, indicating it is the first one submitted in Louisiana history. The permit area for the Oxbow Mine encompasses 6,251 hectares (15,627 acres). Of this total permit area, 5,862 hectares (14,656 acres) were classified by soil type as prime farmland by the U.S. Soil Conservation Service (SCS). Prime farmland acreage in the permit area became a major central issue in our early planning stages and throughout the permitting process of the Oxbow Mine, due to the magnitude of acreage involved.

This paper describes a study of the destination of the mercury that is present in the ore during the recovery of gold. It was found that over 96 per cent of the mercury passed through the process untouched. A small amount finds its way into cyanide solution, and is concentrated with gold in Zinc dust as Merrill precipitate. When the precipitate is calcined, the mercury is driven off and finds its way into the atmosphere. However, dilution of the stack gas in the atmosphere appears to be sufficient to prevent hazardous concentrations arising at ground level. No other significant concentrations of mercury were found at any stage of the process. The amount of mercury lost to the atmosphere by this mechanism appears to be less than 200 kg per year throughout the gold-mining industry in South Africa. Virtually no mercury vapour could be detected in the air in the smelt-house. Slight increases in mercury concentrations above background level were observed in soils around the reduction plants and in the discharge or return waters, but no environmental stress is anticipated from these increases.

Equipment supplied for a modern comminution circuit will be high quality, rugged machinery designed according to appropriate manufacturing standards for long hours of trouble-free service. However, certain precautions and procedures must be observed in plant design and layout, equipment handling, installing and servicing in order to obtain optimum performance. The Bureau of Mines, as part of its minerals environmental technology research, conducted a study of mine waste tailings disposal. Part of the investigation evaluated the sand bed dewatering technique for disposal of alumina mini plant tailings as a means to increase consolidation rates and contain effluents. The technique employs a bed of sand resting on an impervious bottom. The tailings slurry is impounded over the sand layer and is dewatered through bottom drain piping. The study employed a single 10-ft-high, 6-in-diam, clear polyvinyl-chloride (PVC) column, and thickener wastes from the acid leaching of calcined kaolin clay. Results showed a consolidation rate of 41 in in 186 days for a total volume reduction of 37 pct. Sand bed dewatering was an efficient technique for solid consolidation and effluent containment when compared with data obtained from other dewatering studies.

The development of larger size flotation machines, which started in the 1950's and 19601s, is still proceeding. The largest mechanical flotation machines available today have unit volumes in the range of 38 to 42 m3 (1,350 to 1,500 cft). In fact, the motivating forces of increasing capital and energy costs and decreasing ore grades, which created the need for large flotation cells, not only still exist, but are becoming more critical. This paper reports the development of an improved mechanism for these large flotation machines. The starting point in the development of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.

The Bureau of Mines has developed several techniques for draining methane from coalbeds in advance of mining. Drilling long horizontal holes from an underground location is one such technique, which was successfully demonstrated in the Pittsburgh and Sunnyside Coalbeds. The same technique has now been applied in the Mary Lee Coalbed at Jim Walter Resources, Inc. 's No. 4 Mine, Brookwood, Ala. , where two holes were drilled horizontally--one to a depth of 1,010 feet (308 m) and the other to 540 feet (165 m). The 1,010-foot (3083) hole proved successful in degasifying a portion of the Mary Lee Coalbed. The hole drained methane for 1 year, during which time the initial gas flow of 200,000 ft3/d (5,663 m3/d) declined to 65,000 ft3/d (1,840 m3/d). Total gas production was 40 x lo6 ft3 (1.1 x lo6 m3 ). The gas was of commercial quality, with 98 pct methane and a heat rating of 990 Btu/ft (36.89 Mj/m3). The methane emissions from the faces of the mine section advancing into the degasified zone were reduced by 60 pct. The 540-foot (165-m) hole was terminated prematurely when it became impossible to maintain an open hole. Because of caving, very little gas was drained through this hole.

P.L. 95-87 contains explicit demands for land-use planning in its reclamation and designation sections. Both sections require recognition of local land-use plans; however, the sections are not well integrated. Accommodations to these planning requirements may be found in suggestions based on British mineral planning practice. Better links can be created among local land-use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take more interest in local land-use plans and in resource inventories; states should consider devolving to local government responsibility for accepting mine permit applications and designation of unsuitability petitions.

In-situ uranium mining is a relatively new and innovative method utilized for the commercial extraction of uranium. As with any mining method, however, significant environmental concerns will be evident and must be addressed in a rational and far-sighted manner. Experience has shown that radiological and non-radiological environmental problems may not manifest themselves until after the in-situ methodology has become established and matured to some degree. It is important, therefore, to recognize potential environmental concerns and incorporate them into an environmental program that spans the premining, mining, and post-mining phases of an in-situ operation.

The principal objective of this Program is the design, fabrication and testing of an Environmental System for operation in underground mines, to assess the effect of various mining systems on the contaminant levels near the mine face and within return airways. In order to determine the effect on airborne contamination in mines resulting from the development of new mining techniques, equipment and control systems, a Comprehensive Monitoring System is required to assess such contamination levels at critical and strategic locations and relate this information with ventilation parameters. The three variables to be sensed on a continuous basis are airborne dust concentration, methane concentration and ventilation air velocity. Each Monitoring Station will consist of a self-contained unit containing a power source and sensors to monitor the three above mentioned parameters. Ruggedness, reliability, ease 'of operation and intrinsic safety are important design objectives. Data gathered by each Monitoring Station will be fed to a Central Data Acquisition System by means of a portable transfer unit.

The Bureau of Mines, through a cooperative agreement with Duquesne Light Co. of Pennsylvania, field tested a method of using pneumatic stowing of crushed limestone to construct seals in long-abandoned mine openings that were part of an active mine closed shortly before sealing. A total of 13 openings at 11 sites were backfilled. In pneumatic stowing, material is conveyed through a pipeline and into the mine opening under low air pressure. The stowing equipment consists of a power sup-ply, a blower, a feeder to inject material into the pipeline, and a nozzle for directing the placement. Material is ejected from the nozzle at high velocity, creating a high-compaction fill upon impact. The fill material used was well-graded limestone aggregate up to 1-1/2 inches in diameter, with sufficient fines. This fill was modified at five locations by the addition of portland cement, expansive cement, and/or bentonite. The pneumatic stowing method is safer and faster than conventional methods, is cost competitive, and eliminates or reduces the exposure of workers to possible hazards since the nozzle can be kept outside the mine opening. The equipment is mobile, but some modifications in the technique would improve performance. The technique was used at remote locations where other methods could not be used without disturbing the environment.

The range of environments which control the level of ground support required vary greatly in terms of rock type, rock structure and the mining method used. At the operating mines visited during this review the level of ground support was such that incidence of rock-fall- related accidents were rare. It was also found that methods existed to support most of the conditions encountered. The main problem areas were weak rock, major geological structures, areas of heavy jointing, high development density and areas affected by high mining-induced stresses and blasting. With stope support the level of success was much lower than that achieved in development; the larger spans and more rapid changes in geometry of open stopes compared with cut and fill stoping (where cables were originally used) led to significant problems. Before a useable design method for cable support of stope walls and pillars can be obtained the precise failure mode of the walls and pillars, and the interaction of the support and the rock mass must be investigated.
