Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. fhis paper describes investigations into drainage of gas from the solid to control outbursts. Initial studies conducted on drainage of shear zones showed that, given enough time, these can be successfully drained. Once drained, they can be intersected and driven through without any activity of outbursts. The results of programme of investigations to determine parameters for drainage from the solid show that gas flow rates from the Bulli Seam on the average are about 2 litres/min/metre length of borehole. But when shear zones are intersected, the flow rates could be as high as 8 litres/min/ metre length of hole. Shear zones can be picked up from pressure measurements 50 - 60 m away and this could give sufficient time to drill through these zones and drain them in advance. Systematic drainage of Bulli Seam at West Cliff Colliery could eliminate or reduce frequency of outbursts considerably. At present drainage holes are being drilled systematically in the seam, with drainage installations on the surface. Gas purity of 80% methane is being delivered at the surface plant.

Introduction Americans have long been proud of their ability to recognize a need, define it, and then develop workable solutions. The U.S. underground coal conversion (UCC) program is a good example. In 1974, the need to utilize coal resources that could not be mined was recognized, and Congress gave the Bureau of Mines $1.7 million to gain a better understanding of the UCC technology and its potential applications. Since 1977 when the U.S. Dept. of Energy (DOE) was formed, workable technologies have been tested, the market for underground coal conversion has been recognized, and extensive industrial interest has developed. Perspective The U.S. is blessed with extensive coal resources. Coal supplies about 19% of our national energy needs, yet recently promulgated environmental standards and increasing mining costs have limited direct coal use. UCC potentially can use coal that is economically or technically infeasible to mine because the coal is too thick, deep, dirty, high-ash, and wet; has an excessive angle of dip; or has unpredictable and poor overburden characteristics that make mining unsafe. Coal can be gasified underground or perhaps liquefied below the earth’s surface. Underground coal gasification (UCG) is the prime element of the underground coal conversion program. It enables coal to be converted to gas underground. UCC Coal Resource Recent data show a total U.S. coal resource base of about 6.4 trillion tons. Of this, 1.8 trillion tons might be accessed by UCC, including some minable coal. A commercial UCC process could quadruple roughly the 450 billion tons of U.S. coal reserves, which presently are recoverable by mining. The U.S. coal resources are divided into five sectors. The two most eastern sectors contain relatively thin, swelling bituminous coals that are difficult to gasify. Of the two, the bituminous coal in the Eastern Province is the most difficult because it is deeper than , in the Interior Province and the terrain is more rugged. The sector along the Rocky Mountains contains huge amounts of thick low-rank coals that are the most promising for early development by UCC. The coal has good continuity and the terrain is suitable. The anomaly ratio is obtained by dividing the analyzed value of an element by the anomaly threshold value of the element. The sum of anomaly ratios for all anomalous elements in a sample may be compared with similar sums for other samples, so that the samples having the greatest anomaly-ratio totals can be recognized easily. In partial or full-suites-of-ore-elements the use of anomaly ratios is more meaningful than analyzed values because the ratios quickly indicate anomalous elements and call attention to samples and localities that should be investigated.

"The Noranda Process at the Horne Division ofNoranda Mines Limited now smelts approximately 350,000 short dry tons of concentrate a year, which is 40% of the total smelter throughput. Campaigns are averaging 200 days and refractory consumption is much lower than in the conventional smelter.In this paper, details ofrecent operation are given, together with updated projections for operation with higher levels of oxygen enrichment.IntroductionThe Noranda continuous smelting process has been in operation at Noranda, Quebec, for six years and in that time it has smelted a million and a half tons of concentrate. It is currently smelting 1,200 to 1,250 tons per day of concentrate on an instantaneous basis"" and it is handling approximately 40% of the Horne smelter throughput.This paper will describe the current operation of the process and the improvements that have been made since 1976, when the process was described by L.A. Mills et al.lSince early in 1975, a high-grade matte averaging 73% copper has been produced, which is then sent to the converter aisle for final treatment. By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

Certain hydrologic parameters are affected by development of a mine. These include the area, yield, and storage in a watershed. Alteration of these parameters results in variations in lake levels and stream flow rates and in changes in ground water elevations and gradients. These factors have become increasingly important in light of present environmental design standards and government regulations. Mitigation of adverse hydrologic impacts can be costly and can create operating constraints which complicate the mining process.

Water is a necessary part of our environment. It is a biological necessity, but more than that, it is a necessary part of our life style. Those of us who live in the north woods expect water to be part of the scene. There are few natives of this region who would be content to eliminate the streams, the lakes, the marshes, or our forests. Throughout the world, water has been so much a part of man's environment and man's adaptation to life has been so closely tied to water that our way of life and ways of accomplishing our work include water as an essential tool. The production of taconite is an example of our dependence on water. Other methods could have been developed to process taconite ore but the process methods chosen utilize water. Water is used for grinding and separation and for trans- porting the ore from one part of the process to another and for dust control. A typical large plant producing 10 million tons of taconite pellets per year will have on the order of 130,000 gallons per minute (8.202 m 3/51 of water in circulation in the plant. About 120,000 gal. per min. (7.571 m 31s) will pass to tailing thickeners where 110,000 gal. per min. (6.940 m 31s) is separated from tailing and returned to the process. About 15,000 gal. per min. (.9464 m 31s) goes with thickened tailing to tailing basin. My point is that there are great volumes of water in motion in a taconite plant,

This Bureau of Mines report examines the percentage depletion allowance rate structure in relation to several criteria that are indicative of U.S. mineral import dependence. These criteria are the minerals considered as strategic and critical for stockpiling purposes, the ratio of reserves to forecast cumulative demand (1976-2000) for selected minerals, and the U.S. net import reliance as a percentage of apparent consumption (1978), also for selected minerals in general, it was Found that there does exist a direct, although not perfect, relationship between the percentage depletion allowance rates and the degree of import dependence as indicated by these three criteria. The higher percentage rates tend to he associated with those minerals for which the United States is, or will likely he, heavily dependent on foreign sources. In addition, a basic discussion of the mineral depletion allowance is provided, including numerical examples illustrating the computation of the allowance under several assumptions. Also, the percentage depletion allowance rates for individual minerals are tabulated.

The nature of business in a free enterprise system is to maximise the return on an investment i.e. to maximise the wealth of the shareholders. This is normally achieved within constraints dictated by many agencies, one of which is the health and welfare of the employees. In the mining industry considerable effort has been expended in improvements in this field, however, the major problem still confronting the practicing ventilation or environmental engineer is the determination of what standards he should design for, which satisfy both the economic and health requirement s. Normally the basic health requirements are satisfied by the minimum standards defined in regulations and codes of practice. These are, however, based on an acceptance of a certain risk or lower production potential. A prime function of the ventilation engineer is therefore to financially justify and implement improvements to both standards and systems. The main purpose of this paper is to examine the basis and techniques of providing this financial justification. Changes in existing methods to achieve the same standards but at lower costs are also covered.

The benefits derived from the use of main fan evasees or diffusers are well known. If a well designed evasee is fitted to a fan either more air will flow through it or the same air flow rate will be discharged at a lower fan speed. This latter possibility will reduce the air power requirement of the mine, the fan input power and the overall energy costs. Despite these apparent advantages, many reports have been received from the industry of poor evasee performance. After examination, it appears that these problems are often caused by installation difficulties or inaccurate design procedures. The performance of an evasee is affected by several independent factors. Some of these factors describe the evasee geometry whilst others are concerned with the behaviour of the air as it passes through the evasee. This paper shows that the divergence angle is by no means the only ;important parameter which affects evasee performance and that the size of the inlet boundary layer has a significant influence. The performance of evasees of differing geometric shape are compared and the criterion to be used for optimum performance is discussed. It is shown that the commonly used evasee efficiency is a poor indicator of good performance. Recent work by the author and others is evaluated and a simple design. guide discussed. For more sophisticated work, details of a. computer program are provided. Finally, a brief resume of the performance of truncated diffusers is given. Since compressibility effects can be ignored for most mining applications, incompressible flow has been assumed for most of this paper.

New GSP Trade Status Approved.--President Carter, by Executive Order effective March 30, has approved Generalized System of Preference treatment for imports of nonferrous metal products and other imports from Ecuador, Indonesia, Zimbabwe, Uganda, and Venezuela. As of May 2, Afghanistan and Ethiopia will be taken off GSP status. Under the Generalized System of Preferences, certain imports from developing countries are provided duty-free treatment. A country can lose its GSP status if its shipments of the product exceed $41.9 million or more than 50% of total U.S. imports during the preceding year. However, the President can waive the 50% rule in cases where total U.S. imports of an item in 1979 were less than $1 million. Certain nonferrous imports from Mexico, Peru, Chile, and Zambia are already covered by GSP. Hearings April 10 on International Tin Agreement.--The Fifth International Tin Agreement of which the United States is a signatory, which entered into force on July 1, 1976, will expire on June 30, 1981. A negotiating conference for a Sixth International Tin Agreement will be held under auspices of the United Nations at Geneva from April 14 to May 16, 1980.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

The Bureau of Mines used several laboratory batch flotation schemes combined with magnetic separation to investigate the feasibility of recovering potash feldspar and glass sands from molybdenite tailings. Four molybdenite tailings or prospective tailings were used as test samples. Feldspar concentrates containing from 10.7 pct to 12.0 pct K2O were recovered from three of the four samples. The alkali content of the fourth sample met the grade for a mixed feldspar. All the feldspar concentrates contained iron in excess of the 0.10-pct-Fe203 specification for most uses. Electron-beam microprobe examination of the feldspar concentrates showed the presence of an iron-bearing potash feldspar in quantities that were excessive with respect to most iron specifications. However, a high-quality glass sand was produced from all of the samples.

"Complex facilities which provide for the collection, management and treatment of effluents emanating from the Sullivan mine and concentrator tailings were made operational in October 1979. Key features of the system are the use of upgraded tailings ponds for the storage of up to 800 million litres of metals-contaminated effluents, a treatment plant employing lime in a high-density sludge process and a sludge-impoundment facility designed for maximum long-term environmental safety. The completed works are capable of satisfying a difficult range of operating requirements imposed by highly variable weather conditions, drainage flows and soluble metals loadings. Final capital expenditures for the project approached $10 million and annual operating costs are about $0.8 million.This paper discusses the Kimberley effluents treatment project and the major considerations in its development. The treatment process, major plant equipment and initial operating experience are also described.IntroductionCominco Ltd. has worked the Sullivan orebody at Kimberley, B.C. since 1909 and has operated a concentrator some 5 km distant from the mine since 1923. Over the last 70 years, in excess of 120million tonnes of ore have been mined, and production continues at an average rate of 6,500 tonnes per day. It is a well-known fact that the contribution of this operation to Canada's mining industry and, in particular, Cominco's development has been significant. However, this success has not been without some undesirable side effects.Unfortunately, the Sullivan is one of only a few major Western Canadian orebodies which may be classed as ""acidic"" in nature. That is, the primary economic minerals, galena and marrnatite, are enclosed in a siliceous host rock with abundant pyrrhotite, but with little or no accompanying alkaline gangue minerals such as calcite and dolomite. The unavoidable consequence of mining such an ore is that contact with air and water generates an acid mine drainage containing various soluble metals orginally present as minerals.This problem also arises in the concentrator's tailings ponds, which, in the case of the Sullivan, are two separate impoundments of different materials. The 1,100 tonnesl day of ""iron"" tailings are primarily pyrrhotite which is surplus to the requirements of a separate operation that produces sulphuric acid as an intermediate to phosphate fertilizers. Inert gangue minerals with only a minor sulphide content are the main constituents of the 1,200 tonnes/ day of siliceous tailings. Corresponding to the relative proportion of sulphides in the solids, the decant from the iron tailings is substantially more contaminated than that from the siliceous pond."

Under this program two tape recording and triggering systems were developed and delivered for use in the Bureau of Mines microseismic program. The systems are designed to improve the effectiveness of the Bureau owned Sangamo 3500 series and SABRE VI instrumentation tape recorders. The system is designed to capture random microseismic data, digitize and temporarily store these data, start the tape recorder; and then transfer the data to magnetic tape for permanent storage. The system is designed to pack data on tape such that the tape may be simply played back through galvo drivers onto an oscillograph such that a continuous series of analog records, with corresponding time of day information, are reproduced without excessive oscillograph paper waste or the need for the operator to search for valid events.

The Bureau of Mines, as part of an agreement with the Bear Coal Co., Somerset, Col o., evaluated the response of a coal mine roof to time lapse. Time lapse, the interval between exposure and support of the roof, was studied using both instrumentation and statistics. Instrumentation studies were designed to equate displacement and rates of displacement with areas of roof left unsupported from 15 minutes to more than 4 days. A statistical study was completed to compare roof fall occurrence with time lapse intervals encountered during normal room-and-pillar mining. Results from this investigation show time lapse, in the Bear mine, to he insignificant with respect to roof stability after installation of permanent support.
