Over the last several years, unfavorable economic and political pressures on open-pit mining have placed the industry in a generally defensive position. As a consequence, there have been changes in the traditional organizational and production methods to increase operating efficiency. For example, staff groups that were once used almost exclusively for production support are now being organized as mining/environmental specialists. These specialized groups are responsible for obtaining mining permits and insuring compliance with existing permit requirements. Permit issurance and renewal continues to grow as a major budget item in open-pit operations.

U.S. producers for more than 5 months have priced 99.5 percent primary aluminum ingot at 486 per pound. Sales by independent dealers in this same period reportedly declined by 0.5$-2.5$ to 43.50- 44.56 per pound. CADMIUM: U.S. producer-published cadmium prices for the last 5 months have been at $3 per pound. Dealer quotes in the same period fell by almost 504 and ranged from $2.45 to $2.55 per pound.

Remoteness of western Canadian coals has always been a barrier to the use of Canadian coals domestically. However, the world energy crunch, increased mining costs, stricter environmental controls, labor shortages, etc., are such that by 1980 a shortfall from traditional U.S. sources will prevail. Of necessity, Canada must then bring western coals east, requiring major new transportation initiatives. CN, CP Rail and Neptune Terminals are proceeding jointly with the design of a $30 million, fully automated, coal terminal at Thunder Bay. This element forms part of a $400 million integral transportation system to open new lines, improve trackage, acquire rolling stock and ships, for an initial capacity of 3 million tpy.

A major problem in future discoveries of base metals is their "explorability". By this I mean an exploration program must be designed that assures accurate assessment of the potential for ore, but is within reasonable budgetary constraints. As we are compelled to depend more and more on non-outcropping prospects, "blind" deposits, and as drilling costs multiply, the costs of exploration increase significantly. Solutions to the problem of defining exploration targets are influenced by our conceptions of the origin and recognition o f conditions that localize ore. The maxim that "elephants should be sought in elephant country" presumes we can recognize elephant country. This paper presents a suggested origin for some mineral deposits, and their controls; particularly those termed ?Mississippi Valley type". Tennessee is used as an example of the ideas offered. Mining districts designated "Mississippi Valley type" are, and have long been, the principal sources of barite, fluorite, lead and zinc ores in the United States and elsewhere throughout the world. A large volume of literature is available describing this class of ore deposits, explaining their habitat, and invoking genetic models for them. The quality of this literature is notably uneven, some of it demonstrably erroneous, and much of it is restricted to detailed descriptions of one aspect of the problem, or to detailed descriptions of one aspect of the problem, or to a single mine, or even a single stope. To allow the controlled yielding of mine walls in order to reduce rock-burst hazards and reduce maintenance caused by excessive squeezing forces. Approach Rock bolts that elongate and continue to sustain a load, have been fabricated and tested. This device is an adoption of a concept originally developed in South Africa for use where unusually adverse conditions may warrant the added cost. How It Works A coupling in the rock bolt allows controlled elongation if the load increases beyond the bolt's design strength. (The load can build up either slowly, as during heaving, or rapidly, as before a rock burst.) The elon¬gation of one or more rock bolts surrounding a mine opening, allows the rock to move from its original position to c new position in a controlled manner. Noise control of existing pneumatic drills is difficult and runs into cost, performance and weight penalties. A need exists for a start-from-scratch approach for quiet pneumatic rock drills. The designs based on Leavell Principles which has been successfully used in demonstrating a quiet and vibration free paving breaker, is the concept chosen here. This report shows the feasibility of a quiet stoper for drilling roof bolt holes in coal mines. The work is directly applicable to pneumatic percussive rock drills. The report shows an oscillator based on patented Leavell concepts which results in a vibration free tool and noiseless exhaust. Dynamics of the oscilator is analyzed. Independant rotation of drill rod is provided by an air motor (screw expander) and flushing of cuttings is accomplished by an air ejector in a compact lower housing. The feasibility of no exhaust noise, low drill machine noise, and vibration free casing is discussed.

Computer pit design techniques generally make use of models in which the deposit is represented by a regular array of data. Using a regular system, the number of data points required to represent the air, waste and mineralization in a large deposit become excessive. The number of blocks used to describe the deposit is dependent upon the block size. The quality of the pit wall slope design also is dependent upon the block size used and the method of defining the slope. The error associated with reserve calculations becomes greater with increasing block size. A deposit model consisting of variable sized air and mineralized blocks has been developed at the University of British Columbia and improved upon at Climax for pit design work. The method permits put- ting the entire model in core for rapid data processing. This permits the use of a versatile cone generation technique which allows close adherence to variable slope constraints in all directions. The conical shape is approximated by rectangles on each level which equal the area of the ideal conical intersection. The shape of the intersection may vary from approximately circular to elipsoidal. The approximate cone shape is controlled by the slope constraints applicable at the point of intersection on the bench. The overall modeling technique greatly assists the pit design engineer in developing a high quality pit design.

Track in underground bituminous coal mines was investigated, and technology was taken from other industries in order to obtain information on conditions that impair the safety and efficiency of the track and to develop guidelines and useful information on the construction, inspection and maintenance of mine track. Volume 1 contains information on the investigations, observed track conditions, useful technology from railroads and other industries, derivations of track condition descriptors and recommended limits, conclusions, and recommendations. Volume 2, Guidelines, contains recommended standards and practices for mine track. It includes the relation of track conditions to safe speeds; descriptions and limits for measurable track features such as gage; descriptions of conditions for track components that are normally not measurable, such as subbase soils; construction requirements and techniques, inspection requirements and methods; and methods for managing and performing track maintenance work. As a research product, it does not repeat the summary or derivations. Volume 3, Inspection Handbook, summarizes recommended standards and procedures from Volume 2 and provides related information for' ready reference by inspectors in the mines. This report presents the results of a study of the overturning Stability of Front End Loaders and the development of an Obstacle Detector to warn of Obstacles in the blind regions of the vehicle. The contributing factors have been identified, the FEL stability characteristics have been determined and six overturn warning indicators were fabricated and two were field tested in a mine operation over an extended time period. A simplified overturn indicator, based on the principle of sensing wheel load, was designed, constructed and field tested. The principle was demonstrated to be sound, however, the method of sensing wheel load must be revised. An obstacle detector capable of detecting a man sized target at ranges of two feet to one hundred feet was designed. A "Breadboard" device utilizing existing microwave devices was constructed and tested successfully.

Hydrothermal systems form on land where and when an impermeable cap-rock unit ( either natural or self-sealed) , a permeable aquifer. and permeable discharge and recharge channels (cross-stratal permeability) develop in an anomalously hot part of the crust. A consideration of the relationship between magmatic and tectonic events in volcanically active areas indicates these conditions arise during: (1) the resurgent doming stage of the resurgent caldera cycle; (2) following movement on the bounding faults of tilted fault blocks ; and (3) as a result of hydrothermal boring associated with the intrusion of major sills. On the assumption that the submarine hydrothermal systems which deposit volcanogenic massive sulphide ores are comparable to subaerial hydrothermal systems, it is suggested that: (1) the horizon of mineralization corresponds to the time period when conditions favour the development of hydrothermal systems, as outlined above; (2) exploration for Cu-rich Cu-Zn-Pb or Cu-Zn ores should be directed to paletopographically high areas near discharge conduits , whereas exploration for Cu-poor ZnPb ores should concentrate on paleotopographically low areas down slope from conduits; (3) deposits with stringer zones lying above normally permeable units may be underlain by regionally extensive weakly mineralized and altered zones (self-seal caps) ; (4.) in the absence of a self -sealed cap, the ore horizon may be underlain by a naturally impermeable unit (e .g. a fine clastic sediment) ; (5) the condition of cross-stratal permeability may be evidenced by features such as dykes. alignment of vari ous magmatic and hydrothermal phenomena, abrupt thickness changes in stratiform units indicative of ponding against syn-volcanic faults, and fault-scarp slump deposits; (6) the condition of high heat flow may be evidenced by near-surface magmatism and steep thermal gradients preserved in metamorphic mineral assemblages.

I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

High-intensity wet magnetic separators have been successfully introduced into the mineral processing field over the past ten to fifteen years, due largely to rapid advancements in magnet design. Wet magnetic separation, until recent years, was applied solely to the concentration of minerals of high magnetic susceptibility, such as magnetite, at relatively coarse sizes. Now, however, high-intensity separators are capable of treating weakly paramagnetic minerals and have extended the range of treatable particle size down to about one micrometre(1,2). . One of the more recent-high-intensity separators developed is the Kolm¬Marston Marston type high-gradient magnetic separator (HGMS) (3,4) It consists basically of an iron-clad solenoid surrounding a matrix material - a fine, ferromagnetic steel wool or expanded metal lath. A schematic diagram of the device is shown in Figure 1. Large, highly localized, pertebations of the magnetic field are created by the ferromagnetic matrix. It is these field gradients that are instrumental in developing large magnetic forces which act on the mineral particles. Operation of the separator is simple. Slurried sample is fed through the matrix and, depending upon the mineral parameters of particle size and magnetic susceptibility and. the operating parameters of flow rate, field strength and feed weight, some particles will be attracted to and adhere to the magnetized matrix, while the others will flow through the matrix. The separation is completed by later removing the background magnetic field and flushing the captured mineral particles into a separate container. "AbstractCurrently installed an analogue instrumentation devices at Sherritt 's Ruttan Concentrator control. and/ or measure mill tonnages, grind, pH, density , some reagent and slurry flows, and cell levels. On-stream analysis is used to assay the main process streams. The history of development of process control is reviewed from startup to the present stage of selection of a process control computer. A pragmatic approach has been taken to process control to ensure compatibility with the needs and resources of Ruttan. Emphasis is made of the need to have the mill performing well from a mechanical and instrumentation point of view and to have opera tor acceptance of the computer through training. Plans for the computer phase to achieve these objectives are outlined.IntroductionTHE COPPER-ZINC OREBODY at Ruttan Lake was discovered by Sherritt exploration personnel in 1969 and by mid-1973 a 10,000-tpd mine and concentrator were in operation. After a typical startup period , the major mechanical problems in the crusher and concentrator have been resolved. Metallurgical performance is now up to standards forecast in the feasibility study.The cost of the original instrumentation installations, including an on- stream analyzer, was about one million dollars or 4% of the cost of the milling complex. Although there was no intention of using a process control computer until the plant was operating smoothly, it was understood that all instrumentation was compatible with .a computer, but this did not prove to be correct. This paper cover s the development of the instrumentation loops to date and the control strategies that will eventually be implemented through a process control computer."

Great Salt Lake Minerals & Chemicals Corporation (GSL), a subsidiary of Gulf Resources & Chemical Corporation, is located on the east side of the Great Salt Lake, approximately 20 miles from Ogden, Utah. GSL processes brine from the north arm of the lake to produce potash, salt cake, salt and magnesium chloride brine. Potash fertilizer, in the form of K2SO4 is GSL's primary product. The GSL Sulfate of Potash Complex The GSL potash complex (depicted in Figure I) is divided into a solar evaporation pond system and the process plants. The solar,evaporation system consists of a 17,000-acre (68.8 Km2) ponding operation where the various salts deposit during the summer evaporation season, and a harvesting operation which recovers the deposits during the remainder of the year. The harvest is either preconcentrated in the flotation plant or processed directly in the chemical plant where sulfate of potash (SOP) is produced. The chemistry of the lake brine results in a solar deposit con¬taining primarily kainite (KCl-MgSO4.3H20), schoenite (K2SO4?MgSO4^ 6H2O), and halite (NaCI), with some carnallite (KCl.MgCl2.6H20) and epsomite (MgSO4.7H20). Other minor minerals may be deposited, depending upon the weather during the evaporation season. Each year, the solar deposit in the evaporation ponds will greatly depend upon the summer weather conditions, which have in the past proven to be quite unpredictable. Weather may alter both the quantity of the solar deposit and the composition of this deposit. "AbstractThis paper describes the geological procedures used to evaluate two mineable high-volatile C bituminous coal seams at Coal Valley , located in the outer foothills belt of the Rocky Mountain Eastern Slopes in west-central Alberta. Lexco Testing Ltd., the exploration arm of Luscos: Ltd., owns and operates an all -weather geophysical logging system which provides gamma, focused density , single-point resistance and caliper logs in a single pass. A mathematical analysis for a theoretical interpretation of the single-point resistance log confirms empirical research that bed boundaries are located at a point 10% from the bottom of the curve. A unique and efficient triple-tube, wireline rotary coring system cuts an undisturbed 0.076m- diameter core in a plastic liner at recoveries exceeding 90% . Although only 10% of the total footage is cored, it provides vital analytical and geotechnical data, and, when integrated with the geophysical logs, improves the quality and extends the usefulness of interpreting both sets of data. All data are programmed to produce computerized structure contour, isopach, isoratio and isoquality maps, and volume calculations.General IntroductionTHE COAL VALLEY AREA is located in the outer foothills belt of the Rocky Mountain Eastern Slopes, 60 miles (96 km) by road southwest of Edson, Alberta. Luscar Ltd. holds leases which total 49,000 acres (19,830 ha) , of which 18,300 acres (7,410 ha) have been assigned to the Coal Valley mine area (Fig. 1 ) . There are two Paleocene high-volatile C bituminous coal seams initially developed for mining within a total stratigraphic interval of 750 feet (230 m ) (Fig. 2 ). These seams strike generally NW, and in the undisturbed areas generally dip westerly from 10 to 30 degrees."

In the U.S. today a number of tentative synthetic fuel plants have been sited by a number of major corporations. Each of these for a number of reasons have deferred construction. The only synthetic fuel plants under active development are those being built with the Energy Research and Development Administration (ERDA) under the authority of the Non-nuclear Energy Research and Development Act of 1974 (Public Law 93-577). Under this Act in joint sponsorship with industry, a series of coal conversion pilot and demonstration plants are being built to produce environmentally acceptable fuels from high sulfur coals. Before entering into a discussion of the factors associated with the siting of the ERDA coal conversion program, the difference between a pilot plant and a demonstration plant should be explained. The terms pilot plant and demonstration plant iridicate a size of plant rahter than technology. A pilot plant will vary from an "add-on" to an existing facility to an independent unit. Demonstration plants are a wholly independent, self contained plants, capable of independent operation to demonstrate the environmenta1, economic, and technica1 feasibility of a technology. These plants are from one-third to one-tenth the scale of a commercial operation and often described as plus 1000 tons per day of coal consumption. Their purpose is stated in the Act (Section 6, (3)(E),) "to accelerate the commercial demonstration of technologies for producing syncrude and liquid petroleum products from coal: Provided. That the Administrator shall invite and consider proposals from potential participants based upon Federal assistants and participation through guaranteed prices or purchase of the products .... " In site selection and plant design it has been suggested that special interest groups should be allowed to dictate the site and specify the design.
