Increased technical and legislative analysis by all parties of interest could result in more efficientand better directed regulatory legislation in the mining industry. Efforts to forestall or frustrate legislation through massive lobbying and public relations efforts are seldom effective over time and often lead to more stringent and far reaching legislation than necessary. The Federal Coal Mine Health and Safety Act of 1969 is perhaps an outstanding example of such insufficiences; a future example may well be regulatory surface mine legislation. Although a lack of extensive hard data seldom enables rapid or sophisticated analysis early in the legislative process, even preliminary analysis may be sufficient. Simple statistical analyses of available data, assessment of the legislative rationale, and subjective appraisal of other non-quantifiable constraints to improved mine safety. An average of 115 underground fatalities at an exposure frequency rate of 0.67 can be reasonably expected in the immediate future, under existing levels of technology, degree of regulation, and economic conditions. If gross unrefined estimates of 6 preparation plant, 5 surface, and 30 strip mining fatalities are assumed, the total fatality industry level could be expected to approximate 156 Serious professional, economic, and technical constraints within the the industry probably preclude any major decrease of these accident levels within the near future

Technology and economies of scale have, in the past decade, brought about the emergence of giant vessels. Meanwhile, to answer the need for rapid dispatch, as a means of combating the proportionately far greater demurrage charges, shiploading and unloading speeds have soared (Ref. 1, 2, 3). As the loading and unloading rates have dramatically increased, so has the cloud of dust grown in unbearable proportions. It not only has threatened to be a real menace to machinery and men, but in certain instances has also seriously jeopardized fish and marine life (Ref. 4). In an era when ecology is king, dust in shiploading and unloading can no longer be shrugged off as a mere public nuisance, and its control is now duly recognized as of grave concern to all. Even if public outcry were not a problem, from the operator's own parochial point of view, dust can adversely affect productivity and the well-being of the operating personnel. Without adequate control, it can also result in costly equipment maintenance, particularly when the dust is micronic in size, and abrasive. The Hierarchy of Control Techniques Given the great fortune of not yet having to deal with gas and odors, in the jargon of pollution control, our problem is confined to having to control "particulates" only. To deal with "particulates", the myriad of dust control techniques can be utterly confusing to those who are not entirely well versed in the methodology. Our analysis of what is available to date results in the following hierarchy of logical preferences: 1. Prevention 2. Removal 3. Suppression 4. Containment 5. "The mill at Noranda Mines Limited, Geco Division in Manitouwadge, Ontario went into production in 1957 treating 3,500 tons per day of copper, zinc, silver, lead ore. It was not until 1964, however, that the zinc concentrate drying plant was constructed. In 1970, milling capacity was increased from 4,000 to 5,000 tons per day. The zinc content of the ore is quite variable so that the tonnage of zinc concentrate dried varies from 200 to 650 tons per day.The drying plant was designed to dry 25 tons of zinc concentrate, dry basis, per hour from an initial moisture of 8.5% to a final moisture of 2%. Major components were selected so that capacity could be increased to 35 tons per hour with minor modifications.The rotary dryer is a Hardinge type ""XH-12"" with a diameter of 80"" and a length of 50 feet. The all welded construction shell is 1/2 inch thick mild steel plate with 3/4"" thick reinforcing bands under the tires arranged for operation at a slope of 1/2 inch to the foot. The 3/8"" x 12"" radial flights are welded to the shell. There are no flights in the last ten feet of the shell in order to reduce dusting. This unit is driven by a 50 HP motor through a Hamilton type CD250 double reduction helical gear speed reducer. The shell speed is 5.8 RPM.The standard Peabody horizontal air heater has a rated capacity of 10,000,000 B.T.U. 's/Hr. The combustion chamber is lined with high temperature refractory brick and is air cooled. The conical outlet section of the air heater is lined with insulating fire-brick. The burner is a type AT wide range mechanical atomizer fired by a type ""CR"" gas-electric ignitor.The Bunker ""C"" fuel is supplied by a Compower duplex pumping, heating and straining unit, including tank hotwell, Powertronic oil line heating system with a 550/24 volt transformer."

Six months out of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut down a multi-million dollar plant besieged with -40°F temperatures and a 40 mph wind. It takes only one man-door improperly latched to feeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later, the whole plant is flooded because the main water line just froze up and burst. Some important things must be remembered in plant design for cold and remote areas. For one thing, everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore be kept to an acceptable minimum. Service areas, on the other hand, must be adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles, for instance, have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50°F, you won't be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze UP.

History Leaching of sulfide ore was first attempted by the Phelps Dodge Corporation about 1900 at Bisbee, Arizona, when Dr. James Douglas conducted experiments in an attempt to apply the leaching techniques then in use at Rio Tinto, Spain. Although this initital attempt was unsuccessful, research work was continued which culminated in successful leaching operations at Tyrone, New Mexico, in 1917 and at Bisbee beginning in 1920. Leaching has continued intermittently since that date, with material from the Lavender Pit being leached today. The Lavender Pit Leach Dump Stripping for the Lavender Pit was started in 1951, with mining operations on stream in 1954 and continuing to the present. All material removed from the pit has been classified as waste, leach material, milling ore, or direct smelting ore, depending upon grade and degree of oxidation. Lavender Pit leach material has been stockpiled in a single dump, called No. 7 Dump. This dump covers an area of approximately 135 acres and average about 300 feet in height. The dump has been deposited over a period of 20 years by truck haulage and contains several layers, each of which has a permeable boulder layer at the bottom and a compacted layer at the top. Leaching of Lavender Pit material was started in 1956 and has proceeded simultaneously with dump construction. Former leach pond areas and haulage surfaces have been ripped with D-9 tractors before deposition of succeeding layers of ore.

The presence of goethite in a hematite ore has been shown to strongly affect the time of heating to the firing temperature. The investigation of spalling of single pellets and of packed beds has enabled free water and goethite spalling to be identified as separate phenomena. In addition, it has been shown that even for an 18 inch deep bed of green balls the free water and goethite drying periods can be considered separately. Based on this observation, a method of predicting production rate and hood temperature profile is presented. The method required knowledge of the ore goethite content, ore grind and the green pellet bulk density. Laboratory results were found to be in good agreement with actual plant practice and have led to improved process performance.

Many papers 'have been publihed on the role of the bacterium.Thiobacillus ferrooxidans in the oxidation of reduced sulfur compounds, and years of research have established the following environmental factors, which influence biological oxidation. 1. Oxygen is required for the oxidation of reduced sulfur compounds to the sulfate form. Sufficient oxygen. is available from the air, consequently, it is of importance to get the air to the bacteria. 2. The bacteria are active in the pH range 1.4 3.5. Maximum activity occurs at pH 2..0 - 2.8. 3. -In order to allow the bacterial populations to expand, certain essential nutrients must be available. Nitrogen has to be supplied for the production of body protein, and ammonia is the source most readily accepted by the bacteria. Carbon dioxide is the only utilizable source of carbon and the small amounts available in air are the primary source of this element. Small amounts of phosphate, manganese,, potassium,. calcium. and magnesium are also required. These trace minerals are available from the water and host rock in sufficient quantities. 4. Water is required as a carrier for the oxygen carbon dioxide and other nutrients, as-well as a solvent for the metallic sulfates produced. The bacteria are motile and the water allows the bacterial populations to spread:: bacterial activity ceases if the equilibrium relative humidity drops below 100%. 5.-optimum bacterial activity occurs at temperatures of 34 - 35°.C (93 -.95° F). All activity ceases above 45° C. At lower temperatures, activity its dramatically decreased, but there is still a significant amount at 10 - 11° C.- Thiobacillus ferruoxidans has been isolated from a mine with a year round temperature of 3° C. 6. Unpublished results from our laboratory show that biological leach ore oxidation takes place during the rest periods at the same rate as during the wet leaching periods providing there is a film of moisture remaining around the particles. Optimum conditions can be readily achieved in the laboratory, but application of our laboratory knowledge to commercial leaching dumps is riot as simple. Attempts to achieve improved environmental conditions for the bacteria in leaching dumps would require substantial capital investment and careful planning of leaching operations. This paper

"The basic problem of arsenic contamination from mine water is discussed. Effective methods of removal involving chemical precipitation, activated carbon adsorption, ion exchange and reverse osmosis are discussed. As well as an economic analysis, detail is also paid to other ions in solution which are removed simultaneously.INTRODUCTIONThe object of this paper is to review arsenic and its removal from gold extraction plant effluents. The first method considered is chemical precipitation. A second method is sorption processes, such as ion exchange resins and activated carbon adsorption. A third method is the possible application of reverse osmosis for the treatment of mine waste waters containing arsenic.Arsenic pollution in the gold mining communities of Canada and Ghana have been extensively studies (l, 2). Lynch(3) Shabunin, Gutman and Kogan( 4), Hollo, Troth, Vennes and Illinigi (5) and Hau(6) have reported their removal methods of arsenic by chemical precipitation, ion exchange and biological methods. Their conclusions were that the precipitation with Fe2+ and Fe3+ ions was most effective.Scope of the ProblemInitial aspects of this research program involved a detailed analysis of the operation of a gold extraction plant located in Canada. The name and location of the mine is proprietary information. Figure 1 gives a basic process schematic with the main tailing streams identified.Table 1 gives information as to the various mine streams and their physical and chemical composition. In this study, primary attention is paid to the removal of dissolved arsenic from waste waters. Solids from this type of operation can always be back-filled. As could be anticipated, the dissolved As content of the primary flotation tailing stream is very low. The dissolved As level in the secondary processing stream and the roasting quench water is quite high. The reason being that at this stage of the process, the arsenic has been freed from the arsenopyrite forms."

An article entitled "The Rule of the Geologist in the Industrial Mineral Field" by G. R. Gullet, was published in the August, 1967, issue of the Canadian Mining Journal. Mr. Gullet defined industrial minerals as follows: "Industrial minerals are largely non-metallic minerals and rocks that find value because of their physical or chemical properties." This definition is brief, but all-inclusive. Mr. Gullet continues, "They include all useful minerals and mineral commodities except those used as fuels and those from which metals are extracted. Factors in the evaluation of an industrial mineral deposit are generally as different from those used in the evaluation of a metal deposit as is the assessment of a potential oil field. The key to the successful development of an industrial mineral, deposit is more often a balance of accessibility, transport, and proximity to markets than to any natural quality advantage of the deposit itself."

Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. Blending schemes have been outlined to assist in the assessment of the blend potential of coals of all ranks and types.Reserves of higher rank coking coals in N.S.W. are very limited and should be conserved by blending with the low rank coking coals, of which there are large reserves.Examination of blending theories in relation to N.S.W. coals suggest that blends in the broad categories of minimal downgrading of the higher rank N.S.W. cok...

Enthalpy and entropy increments above 298.15° K were determined for cop-per sulfate between 298° and 1,000° K and for copper oxysulfate between 2980 and 1,146° K by the method of copper-block drop calorimetry. Enthalpies, entropies, and heat capacities are tabulated for both compounds. In addition, free-energy functions are tabulated for the sulfate. Equations representing the enthalpies are given for each compound.

Many processes in the hydrometallurgical and chemical industries require the separation of dissolved material from suspended solids. Counter current decantation (CCD) with thickeners is one of the methods generally used. The process engineer needs a quick and accurate CCD calculation method. Several theoretical 1-12 CCD calculation methods are available in the literature . The simultaneous 1, 2 equation method for a complex circuit as used would take too long to solve the problems. Approximate equation method1 is not accurate and is for simple cases only. A shortcut method developed by Counselman3 contains no mathematical equation, and thus is not suitable for computer programming. Based on Counselman's method, Woody4 derived two simple equations in terms of percent soluble loss for two typical examples. Scandrett5 included a term for mixing in his formulas. This mixing efficiency was defined by Murphree6. Another method which depends on making volume calculations instead of using weights is presented by Mastin8 and Cahalan9. None of these methods is related to dissolution and pre¬cipitation reactions. Chen 10,11 demonstrated his methods for counter current leaching. His results are calculated from the general solution of a derived linear difference equation for constant underflow, and from the solution of a derived non-linear Ricatti difference equation for variable underflow. This paper concerns derivation of a general equation for CCD washing with provisions for adding and withdrawing the streams, and for leaching (dissolution) or precipitation reactions. The mechanism shown here (Fig. 1) may not be all that it appears to be. To many of you it may look like a hopper car, a thing of mobility, in which you would ship coal, ores, limestone, or other bulk materials. It is approximately 50 feet long, 12 feet high, and can be placed on tracks which are on approximate 14 foot centers. But far too often in the past, and all too often today, this mechanism has been made to serve as an immobile storage box, with its primary role -- the transportation of products, seemingly incidental to the storage function. Our engineering training teaches us to conserve resources, despite some of the popular and misconceived philosophies being advanced these days. Those of you who work for companies with traffic departments know that they are always striving to reduce the price which is paid to move your mine products. Today, let's consider and analyze the ways in which the cost of transporting your mine products might be reduced, based on particular reference to coal. Bear in mind that in this context, cost and price are not necessarily synonymous. Until a few years ago, most coal and other bulk materials handled by railroads moved under standard tariff rules. These rules, which still exist today, provided transportation vehicles (railroad cars) for extended periods at no added price to the shipper or receiver. In 1966, the Iron Ore Company of Canada commissioned a wet magnetic scavanging plant for the recovery of fine magnetite values p.resent in spiral tailings discharged from a spiral gravity separation process. The plant includes dewatering, grinding, classification, thickening, mini-wedge screening, and primary, secondary and tertiary wet magnetic separation stages. The source of feed varies in quantity and quality, so the original design included variable operational procedures to deal with these conditions.

"The mill of Anaconda Britannia Mines is located on the eastern shore of Howe Sound, approximately 32 miles north of Vancouver, British Columbia. The mill has a daily capacity of 3400 to 3500 tons and at the present is treating chalcopyrite-pyrite ore from which only the copper mineral is concentrated. For a clear conception of concentrate filtering and shipping practice at Britannia perhaps a bit of past history should be related.For many years the mill concentrated copper and zinc minerals and intermittently a pyrite concentrate was produced. It was general practice to ship copper concentrate by towed barge down Howe Sound, across Juan de Fuca Strait and thence down Puget Sound to Asarco's smelter at Tacoma, Washington. Zinc concentrate was loaded in hopper bottom rail gondolas spotted on rail barges and towed to rail heads in Vancouver, thence by rail to Anaconda Reduction Works in Great Falls, Montana. Most of the pyrite produced was shipped by ocean freighters to Japan and Taiwan with an occasional barge load of 2000 to 4000 tons to nearby customers in Vancouver and the state of Washington.In recent years, because of smelter shut-downs for one reason or another, mostly strikes, a considerable amount of copper concentrates has been shipped by ocean freight to Japan and in 1971 several lots were loaded in gondola cars and shipped by rail to the Anaconda smelter in Anaconda, Montana, because Asarco's smelter was forced by municipal and state anti-pollution laws to limit the amount of S02 emission from the smelter stacks. Zinc concentrate production was halted in the early part of 1Y70 because of zinc depletion in the ores and pyrite production was stopped in May, 1971, because of a lack of markets.Filter equipment in the Britannia mill consists of conventional disc vacuum filters and reciprocating vacuum pumps. The copper concentrate filter was installed in 1923 as a 6 x 8'6"" American disc type manufactured by United Filter Corporation, The zinc concentrate filter, now converted as a spare for copper concentrates, is also a 6 x 8'611 American disc manufactured by Traylor Engineering and Manufacturing Company and was installed the same year. Formerly, there were, in addition, two 4 x 6' disc filters for pyrite and two 6 x 6' disc filters to de-water bulk flotation concentrates ahead of the regrind mills. Installed vacuum pumps were two Ingersoll Rand 22"" x 811 and one 22"" x 9"". One of the smaller machines has since been scrapped.At the time of the writer's transfer to Britannia in 1965, the entire filter system was operating as a unit using two vacuum pumps and a common filtrate tank with a 2"" SRL filtrate pump for five operating filters. The regrind and pyrite filters were in continuous operation and the co11p('r concentrate filter alternated with the zinc concentrate filter because both copper and zinc concentrates were transp0rted to storage by the same conveyor belt."

The emphasis in this paper is focussed on dry bulk car go or the same cargo converted to slurry form for ease of handling. It is this type of cargo which is of primary interest to the mining industry whose products it represents to a large extent. The design problems associated with the handling of liquid bulk and of unitized cargo are sufficiently different to be treated separately. This paper then will consider the port handling facilities of dry bulk commodities as part of a system consisting of (1) the movement of products to the port area, (2) the movement of products out of the port area and (3) the handling of products within the port area itself. Expanding within these three components of the total transportation system, the paper will discuss the various difficulties encountered concerning the mode of transport into the port area and the method of handling product from transport to stockpile. Secondly, and before discussing the port area itself and in order to complete the conditions under which the port must operate, the movement of products out of the port area will be covered dealing with such items as the accommodation of the ship, problem associated with the very large ships, optimum berthing arrangements and the need to consider the various costs associated with the vessel. Finally the paper will review within the port or interface area such items as stockpiles, method of recovery, inventory control and an outline of the common design difficulties encountered. In all cases the relative influence on the total transportation costs of each of these dry bulk transportation system components will be considered.

CYCLING WITH CEMENT "THE WHEEL IS COME FULL CIRCLE" Shakespeare's King Lear Act V, Scene 3, Line 176 The time clock of the cement industry has been turned back to the early 1950s. After the trials and tribulations of the decade of the Sixties, the hands now stand where they did just over twenty years ago. Cement shipments have steadily increased, with a record 419 million barrel level (78.8 million tons) being reached last year. Plants are operating at average utilization rates in excess of 85 percent of rated capacity. The spread between supply and demand has narrowed to where a definite shortage of cement now exists within the industry. The notable and unfortunate difference between the two periods however is that, back then, cement's returns were a respectable 14 to 18 percent, whereas today they stand at less than half those levels. Insufficient return forms the present foundation of the U.S. cement industry. This lack is destined to have a cumulative effect. Just as the industry's balance between supply and demand is returning to favorable proportions, promising a period that has historically and now should generate those profit levels required to modernize and provide for capacity addition, cement instead finds itself frozen by federal price controls into the semi-depressed condition that has existed for over a decade and from which it was just starting to emerge. Capital is not attracted to continued low returns, and increasingly restrictive pollution control measures are necessitating great non-productive expenditures be made as definite costs to stay in business. Even a clouded crystal ball would reveal that additional cement plant closings can be expected.

The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. 'Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total 'throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

The term "potash" denotes a family of minerals and compounds of potassium, containing greatly varying percentages of that element. In commercial usage, most of the potash products are used in agriculture, where they are used to furnish potassium, one of the three basic elements for plant growth; the other two being nitrogen and phosphorus. Potassium's contribution to plant life is principally as a stalk strengthener, and if soils can no longer supply this basic element, then crop failure is inevitable without nutrition supplied from fertilization. While agriculture uses some 95 per cent of the potash produced, other industries require highly refined potash, for the manufacture of soaps, dyes, pharmaceuticals, synthetic rubber, insecticides, photographic film, and other products. Until the mid-nineteenth century, world agriculture had three options related to the potash content of soils: 1) crop rotation and pasturing to attempt to minimize the loss of potash in harvesting, 2) abandoning depleted and exhausted soils (part of the reason for the vast migration of populations in Europe and Asia), and 3) burning forests for the use of the ashes, and concentrating the nutritional value by boiling the ashes in large kettles, for "pot - ash". With the discovery in the mid 1800's and exploitation of potash from underground deposits in Germany, the beginning of the modern potash industry was established, but American potash requirements remained substantially dependent on German production until the 1920's, when oil drilling in the Permian Basin of New Mexico
