Attention is given to three possible alternative structures namely corporate joint venture, partnership joint venture and unincorporated joint venture. A corporate joint venture involves the formation of a separate and distinct legal entity with limited liability. The shareholders of the Company will be the members of the consortium. A partnership joint venture involves the members of the consortium joining a formal partnership. The partners will conduct the business in common with each other and will share the profits and losses of the project activities. The partners will be jointly and severally liable. An unincorporated joint venture is distinct from a partnership. The members of the venture will not be jointly and severally liable. Taxation and accounting aspects are examined and an outline provided of a typical joint venture agreement. The two main advantages of an unincorporated joint venture are considered to be a favourable treatment for income tax purposes and a greater degree of flexibility when compared with the corporate joint venture and the partnership joint venture.

This report presents the results of an investigation of comminution in tumbling mills. Five different topics involved with ball mill and rod mill grinding kinetics were studied and the results analyzed in terms of phenomenological size reduction and transport models. Continuous rod mill grinding was found to be characterized by high Peclet numbers which permit simulation to be carried out by several methods. The dry batch ball mill grinding of mineral mixtures showed that the breakage rates of the components were composition-dependent but time-independent and were normalizable with specific energy. Locked-cycle tests on mineral mixtures showed that a grinding circuit may take a long time to attain steady-state, during which time the composition of the mill holdings, and hence the breakage rates of the components, continuously changed. This study revealed that under plant conditions, grinding circuits can be in transience perpetually. The transport of mineral mixtures through drums was found to exhibit complex size and/or density-dependent segregation. However, the grinding media in a ball mill can eliminate such segregation, thereby simplifying the modeling of the continuous grinding of complex feeds. Wet batch rod mill grinding on single minerals divulged that the normalizability of breakage kinetics is valid for slurries of constant pulp density at different hold-ups but cannot be extended to slurries varying in pulp density.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

Domestic mining will not produce a significant portion of the manganese consumed in the United States unless new mining and processing techniques are implemented that will enable domestic lean ores to economically compete with rich foreign ores. One mining-processing technique that appears promising for certain deposits is in situ and/or heap leaching with aqueous SO2. Since leaching offers economic advantages of low capital costs, low operating costs, and short start-up times as well as environmental and safety improvements over conventional mining-processing, the Bureau of Mines studied the leachability of manganese deposits from several districts. Manganese oxides, hydroxides, and carbonates were leached to 80 to 90 pct recovery in 7 to 40 days of leaching with a solution containing 5 pct SO2 in column leaching tests. Preliminary cost analyses of surface mining-heap leaching, block caving-in situ leaching, and shrinkage stoping-in situ leaching indicate that the products of manganese leaching may be economically produced for the chemical and electrolytic manganese industries. The easiest marketable product to obtain would be a manganese sulfate commonly used as a fertilizer amendment. Manganese carbonates and hydroxides could also be precipitated from the pregnant leach solutions.

General widespread interest in fine coal cleaning circuits did not occur in the United States until the mid 1960's. Up until this period the relatively low price for which bituminous coal was sold did not justify for many operators the capital and maintenance costs associated with the beneficiation and drying of fine coal. However, with current growing interest in this area, the introduction of new types of process equipment along with modifications to existing components is occuring to maximize the recovery of coal fines. In 1973 Derrick Manufacturing Corporation introduced high frequency screening machinery into the coal industry. The first design consisted of a 4 ft. wide 18 ft. long single deck screen frame with three 100 mesh woven wire screen surfaces divided by repulping troughs for the addition of wash water. In addition, a special slotted rubber dewatering deck was installed on the discharge end of the unit to assure adequate dewatering of the screen oversize. This panel had nominal 25 mesh X 3.0" slotted openings. The machine was also equipped with a special high speed-low amplitude (3600 RPM .032" % AMP.) integral vibrator.

Maryland, will be the widest vehicular tunnel ever built by the trench tube method. Careful coordination and planning were required to meet the tight and fast design and construction schedules. During the preliminary design, traditional design drawings were bypassed in favor of 25 preliminary design reports representing major work breakdown structures (tasks). For each task, alternative design solutions were examined and analyzed by means of trade-off studies on the basis of engineering, constructibility, and economic considerations, thus providing an overall conceptual value engineering approach for the entire project. So far, total value engineering proposed by the contractor for Contract I I (largest contract of the project at $245 million) is less than 1.5 percent of the contract value. This is an important indication of the success of the design phase planning.

To help management keep key machines or processes at peak efficiency, draglines, shovels and blast hole drills have been equipped with micro- processor based monitors. The dragline and shovel monitors log operating data such as energy consumption, bucket position, cab rotation and the clock time of key elements within each cycle as well as maintenance information. The output consists of maintenance and management data such as the number of cycles, average cycle times, swing angles, depths and downtimes. Extensive experimentation has shown that a blast hole monitor can provide a log of each blast hole in which the hard to fragment zones are indicated. The logs are printed on board the drill and serve as the design basis for decked loading of the holes. As a result, the fragmentation of the overburden has improved markedly with the same or less powder consumption. ABSTRACT' The high gas emissions associated with coal extraction at some-Australian collieries have provided a need to investigate the methods used to predict these gas levels and the vent- ilation requirements for gas dilution. It is generally accepted that the introduction of longwall extraction in particular is associated with complex ventilation planning problems. These problems are made much more severe when the colliery introducing longwalls is already facing high gas emissions even during the development stages. A forecast of likely gas emissions during the longwall mining process indicated possible ventilation problems in maintaining the necessary ventilation levels to satisfy the statutory gas limitations for various production rates. Although there are sound principles used in world recognised methods of gas emission prediction a new approach developed from the findings of the Barbara Experimental Mine in Poland appears most suitable for Australian conditions. Mine development has evolved in the past 15 years from a human-paced system using hand-held drills and track-bound equipment to a mechanized system using specialized equipment for each component of the development cycle. In most Canadian hard-rock mines, face advance is achieved by the following sequential activities: drilling, explosive loading, mucking and ground support. The state-of-the-art for each work element is reviewed and methods for performance estimates proposed. The entire development system and its production capabilities are considered based on equipment reliabilities, spare units, haulage distances, and muck bay spacing. The effect of the number of working faces on the system's performance will also be analyzed. Manuscript not received in time for publication.

Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. A relatively simple rate equation for the kinetics of the absorption of gold from cyanide solutions onto activated carbon was lI5ed as the basis in the development of a model for multistage carbon-in-pulp and carbon-in-Ieach absorption circuits. The model was used in the prediction of both the steady-state and the transient behaviour of the absorption process, and the results were found to be in reasonable agreement with those observed in an extended pilot-plant campaign. A number of practical implications of the model are discussed, and an assessment is made of the economic consequences of the various process options available for the design of a carbon-in-pulp plant.

The Cuajone Concentrator of the Southern Peru Copper Corp. is located approximately 900 km southeast of Lima, Peru, near the 500 year old town of Moquegua, in an area that has been occupied since antiquity since the plant was started in July, 1976, the throughput has steadily increased from 36 to 46 kt/d (50,7055tpd). The widely distributed molybdenite content of the ore body ranges from 0.02-0.4% MoS2. The molybdenite content of the copper concentrate has always been sufficient to justify operation of a byproduct molybdenite plant. During the first nine months of 1980, the average grade of the ore was 1.169% copper and 0.026% molybdenite. Pilot plant testing conducted during 1970 at Toquepala, Cuajone's sister plant, determined that the recovery of the molybdenite into a salable concentrate could be accomplished relatively easily by using the Asmol process. Experience gained at Toquepala, which converted to Asmol in 1969, confirmed the simplicity of process. Simplicity of operation was one of the major criteria for the process selection because, at the time, it was expected that the molybdenite plant would start up concurrently with the copper concentrator. Other processes studied either produced inferior results or were judged more difficult to operate. However, geological information indicated that the molybdenite content of the ore would be relatively low for the first couple of years of operation, so the design and construction of the plant was delayed until after the copper plant was in production. Asmol remained the process selection. During 1976 and 1977, the flowsheet and plant layout based on pilot plant data, new results obtained from Cuajone's metallurgical laboratory, and process improvements from Toquepala's experience were completed. One of the more important innovations from the Cuajone laboratory was that the Asmol consumption could be substantially reduced by replacing air with nitrogen gas in the rougher and first cleaner flotation steps

The Hoboken plant has continued the program, started in 1973, for monitoring the impact of processes on the environment. Progressive improve¬ments including new installations and equipment have been commissioned resulting in reduced emissions of lead in air. The Hoboken Smelter now fully complies with regulation and observes a yearly mean value of less than 2 micrograms Pb per cubic meter of air in the vicinity of the plant. In addition a new central water-treatment installation permits the discharge of waste water to the River Schelde in accordance with present day regulations. Mention is made of methods used to measure the emissions and immissions at the plant. Results of modifications and new installations recently commissioned are discussed.

Surface subsidence is an inevitable consequence of many underground mining operations and has been recognized as such since the fifteenth century. Damage resulting from this phenomenon ranges from simple land settlement to severe structural damage to buildings and has been witnessed in rural (Illinois, Colorado, West Virginia, Virginia, Pennsylvania) as well as in urban areas (Pennsylvania, West Virginia, Illinois, Wyoming). In fact, it is estimated that over 2 million acres of land across the United States have been affected by mining subsidence, of which 140,000 acres are in urban areas (Singh, 1978; Johnson and Miller, 1979). Further, it is estimated that during the next twenty years an additional 1.5 to 2.4 million acres of land will also be affected by mining. Subsidence prevention is not feasible, at least under the existing technologic and economic constraints of underground coal mining. Foreign experience has demonstrated, however, that subsidence can be successfully controlled if an accurate method of predicting ground movements is available. Such techniques have been developed in many coalfields, where it is currently accepted that subsidence can be predicted within ± 20 percent of the actual values. Furthermore, such movements can be translated into anticipated structural failures using established damage criteria, thus enabling appropriate precautionary measures to be implemented.

This report documents the research efforts that were undertaken to design, install and test noise abatement devices for use on off-highway haul trucks operating in surface mines. The objective of the program was to reduce the environmental noise from haul trucks. The noise reduction devices that were developed utilized existing technology and were tested on a 50-ton haul truck. The efforts emphasized the reduction of noise emitted from the engine compartment which included the use of side shields, sound absorbing material, improved radiator shroud design, and a modulating clutch fan. Noise tests were conducted using modified SAE test procedures for measuring sound levels around a stationary and moving machine, and inside of the operators compartment. Test results showed a maximum of 4 dB(A) reduction measured 16 feet from the truck. Interior cab noise was reduced 6 dB(A) with the windows and vents closed.

Exploration of unconventional mineral resources is stimulated by uncertainties about the cost and security of conventional resource sup- plies. Costs of the latter are likely to increase as a result of inflation, higher energy costs declining productivity, a lack of sufficient investment in politically volatile areas, or through cartel-like action. Exploration of unconventional resources is likely to be delayed by these same factors, insufficient research and development facilities, and a decline in capital formation. World economic growth is likely to be slow, so there will be more emphasis on material conservation. Therefore, the incentive to explore for unconventional resources may be reduced.

"Cominco Ltd's Polaris Mine, located on Little Cornwallis Island, Northwest Territories (latitude 75degrees 30') went into production in late 1981, becoming the world's most northerly base metal mine. The concentrator, powerhouse, shops, offices, dry and warehouse, were uniquely designed and constructed on a 100f t wide by 400 ft long by 65 ft high barge. This process barge was constructed in southern Canada at Trois Rivières, then towed 3,500 miles into the High Arctic Islands and beached on Little Cornwallis Island.The paper deals with the original design philosophy, flowsheet and the initial year's operation of the Polaris process barge.IntroductionTo bring a mining property into production in the Canadian High Arctic, a company must deal with the harsh environment, the short shipping season and the high cost of labour. In trying to minimize the effect of these fact or s, the concept of a barge-mounted process plant was investigated as an alternative to the conventionally built concentrator. Cominco's previous experience gamed at the Black Angel Min e on Greenland's west coast suggested that this would be a practical alternative.The normal shipping season at Little Cornwallis Island is approximately six weeks long, from mid-August to the end of September. All equipment and materials must be delivered during the ""shipping window"". The logistics problems are enormous; if the conventional approach had been used the major process equipment would have been delivered to Little Cornwallis Island at the same time as the completed barge actually was! Construction would also be starting at the start of the worst climatic conditions, the Arctic winter. Nine months' production was gained by opting for the ""barge"" approach."

Mica is a platy mineral occurring in a variety of complex hydrous aluminosilicate forms with differing chemical composition and physical properties. Principal minerals in the mica group include: Muscovite-potassium mica (colorless or pale green/ ruby) Phlogopite-magnesium mica (dark brown or amber) Biotite-magnesium-iron mica (black or dark green) Lepidolite-lithium mica (lilac) Selected properties are given in Table 1. Muscovite is most important commercially with phlogopite of lesser use. The laminated structure of mica enables it to be split into very thin films which are transparent and tough as well as having outstanding dielectric and insulating properties. Commercially, mica is used in a number of forms (Chowdbury, 1941; Rajgarhia, 1951; Skow, 1962). Sheet mica consists of flat sheets mined from naturally occurring books of mica, free from defects and capable of being punched or stamped into required shapes. Sheet mica is separately classified into blocks, films, or splittings according to thickness. Built-up mica, or micanite, is made by arranging overlapping splittings in layers , cemented with a binder and pressed together at high temperature. Reconstituted mica, or mica paper, is made by depositing fine flakes of high-quality scrap mica in a continuous film impregnated with binder. Scrap and flake mica are normally unsuitable in quality or size for making sheet mica. Originally the term scrap mica referred to the waste byproduct of mining and fabricating sheet mica, and distinct uses were developed for this material. Subsequently it became economically feasible to mine lower quality mica for these uses, and the term flake mica was introduced. Although the two terms are still used somewhat synonymously, it is considered better, at least in the United States, to use the term flake mica in referring to mica mined for uses other than as sheet mica; and to restrict the term scrap mica to mica mined for or with sheet mica, but which will not meet the specifications. Synthetic mica, such as fluorophlogopite, is produced by slow crystallization of a melted blend of pure raw materials. Mineralogy In the true sense the term mica does not relate to, a particular mineral, but to a group or family of minerals of similar chemical composition and to some extent similar physical properties. These minerals are predominantly potassium aluminum silicates with varying amounts of magnesium, iron, and lithium. The precise formulas and isomorphic relationships of the various group members have been studied, but general agreement has not been reached (Grimshaw, 1971; Hurlbut, 1952; Skow, 1962). The general formula describing the chemical composition of micas is [X2Y4-6Z8020(OH, F)4, where X is mainly K, Na, or Ca; Y is mainly Al, Mg, or Fe; Z is mainly Si or Al (Deer, et al., 1962).] These minerals have an internal structure of the layered lattice type where the silicon atoms are in the center of a tetrahedral grouping of oxygen atoms. The groups are linked together in a single plane by three oxygen atoms that lie within the common plane. Each of these oxygen atoms is shared by two tetrahedra. The Bureau of Mines has examined the operation of an oxygen sensor manufactured by the City University, London, England. The sensor produces a current proportional to the oxygen concentration by reacting oxygen at a nonconsumable cathode. The sensor design is unique in that the primary mode of oxygen transport to the cathode is by diffusion through a capillary, The sensor using this design has a stability of 0- to 0.02-pct reading change per day over a 4.7-month test, small temperature coefficient of 0.29-pct reading change per °C, and small pressure coefficient of 0.34-pct reading change per 1,000-ft altitude change, If this sensor were incorporated into an oxygen detector or monitor, this would be a distinct improvement in electrochemical-type oxygen analyzers and would be useful to the mining industry.
