An analytical solution to the best choice of cutoff grade for a mine is deduced for an assumed model of selective mining. It is found that this choice is determined by the constancy of a special function, the Hamiltonian, over the life of the mine. It is suggested that the appropriate constant value for this function should be determined by the expected long-term average of the paylimit. In that case, the optimum profile can be calculated at each point in time according to the prevailing working cost and product price. In particular, a decision can be made between operation at the true paylimit or at the subsidized paylimit implied by either the lease and tax formulas or the assistance formula for gold mines. It is also shown how the basic formulation can be extended for 'use in the determination of the optimum joint paylimit for two products over the life of the mine.

Up to now, the hands-on approach to construction has been stressed. This chapter reviews the basic tools available for construction design and monitoring of a construction project. It is divided into three discussions, all under the general title of computer aids, since the trend for using these tools-is via the computer. In the context of our discussions, the focus for computer aids will be on the use of evaluation and analysis techniques for coal mine construction applications, including mainframe programs, CPM techniques, as well as mini and microcomputer applications. Although the presentation of material in this chapter may be detailed at times, by no means does it cover the entire field of computer applications for design or project scheduling and monitoring. It is only an attempt to illustrate the possibilities that are available to construction and mine engineers. Advances in numerical methods of analysis and computer technology during the past decade have brought many formerly intractable ground control problems within easy reach of present day graduate mining engineers. However, the new technology brings with it new problems. The identity of these problems are largely those arising from a lack of familiarity with the capabilities and limitations of the new technology. In this regard, the central problem in ground control planning is the calculation of ground motion associated with mining. The fundamentals of this problem leading to a form suitable for computer programming are therefore reviewed. Solution procedures in the broad sense including the gathering of input data and the interpretation of output are described. Computer program capabilities necessary for ground control analysis are discussed and the steps necessary to implement an analysis are outlined.

In 1774 a Swedish chemist, C. W. Schule, first recognized manganese as an element. That same year Schule's associate, J. G. Gahn, isolated the element manganese for the first time. In 1856 the Bessemer process of steelmaking gave birth to the economic importance of manganese. Later, in 1882, Robert Hadfield discovered high manganese steels. Although the primary use of manganese is in the ferroalloy industry, two additional important uses for manganese are making chemicals and dry cell batteries. Manganese is also vital to plant and animal life. Various chemical compounds of manganese are used in fertilizers, feeds, glass manufacture, paints, varnishes, and for numerous medicinal and chemical purposes. For the study of industrial minerals and rocks, only the chemical and battery grade material is of- concern, but for the sake of comparison, metallurgical aspects are included in this presentation. Although currently the world's largest consumer of manganese, the United States is producing only minor amounts of ore at the present time. This is due primarily to the fact that although huge deposits of manganese occur within our borders, all are of such low grade as to be economically unfeasible to mine. For many years various government agencies and segments of private industry have devoted sizable sums of money and time in an attempt to upgrade ores from the various deposits, and also in an attempt to recover manganese from blast furnace slags. In view of current world prices, and the quantity of high grade material available, there is little likelihood that any of these approaches will be found to be economically feasible in the near future. Geology and Mineralogy Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are predominantly manganese to those having only minor percentages. In general, it can be said that all primary deposits of manganese are carbonates or silicates. The most productive and profitable have been those of sedimentary origin and residual concentrations. Examples of these residual types of deposits are associated with the metamorphosed lodes of Madhya, Pradesh, India, and the lateritic deposits of Orissa and Bihar, India; nodules in the residual clays of the Philippine Islands, US southern Appalachians and Arkansas, Ghana, and Brazil. Sedimentary manganese deposits are best exemplified by the Nikopol district of Russia and the Tchiatouri area of Georgia, USSR. Hydrothermal replacements are characterized by the rhodochrosite deposits of Butte and Phillipsburg, MT. A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

This Final Report summarizes the results of work accomplished under Contract No. J0215039. It is in an executive overview or executive summary format. The number and description of the various technical reports prepared and submitted is outlined. The essential changes and reasons for the revised program schedule/contract modifications actually enacted in May 1982 are discussed in detail. The evolving mines/deposits list and the accompanying criteria classifications are explained along with the verifications/justifications for adding or deleting specific mines/deposits to the list. Difficulties and problems experienced during the different phases of the project in conjunction with the ensuing remedies are highlighted. The final section of they report is devoted to presenting Davy McKee's suggestions for improvements to future MAS commodity studies. Appendix I is comprised of three of the evolving mines/deposits lists starting with the original RFP list and ending with the final completed list. Appendices II and Ill are tabulated summaries of property data including reserves/resources, assays, production, and operating costs. The figures for the specific mines/deposits are given in "range of values" so as to protect the confidentiality of the individual owners/ operators.

Myuna Colliery long term ventilation requirements were included as part of the overall planning of colliery construction and underground development. Ventilation, during the simultaneous sinking of two drifts and the downcast shaft, was accomplished by established methods of ducted exhaust and blower fans. Drivages for the 3 seam interconnections of shaft and drifts were ventilated by extension and duplication of the exhaust systems. Ventilation, for the below seam extension of the belt drift, construction of between seam and below seam bins, and the completion of a circular between seam drift, required a step by step changeover to a temporary main ventilation exhaust fan mounted adjacent to the top of the completed downcast shaft. The second, permanent upcast, shaft was commenced and colliery production started one seam at a time, using the transport drift, while the underground bins, belt and between seam drifts were completed. The uocast shaft was completed and a connection made in the upper seam, completing all contract mining and allowing the main fan to be erected. An empirical criterion is presented for use in estimating the strength of heavily jointed or weathered rock masses. This criterion incorporates the intact strength of the rock material and introduces two dimensionless parameters m and s which characterize the behaviour of the interlocking particles in a jointed rock mass. The use of rock mass classification systems for estimating the values of these parameters is discussed. The application of this non-linear failure criterion to the analysis of slopes is illustrated by means of a worked example.

Preliminary laboratory experiments have been conducted by the Bureau of Mines to define the influence of bit geometry on methane ignitions as a step toward establishing safer mining-machine operating parameters. The experimental system was designed to simulate the operation of a continuous mining machine, using a drum-type cutterhead of normal diameter with a narrow cross section, permitting full-diameter drum cutting tests to be run on material representative of sandstone lenses (or inclusions) in coal seams. Two conical bit types were tested at shallow depths of cut with three drum speeds. Bits that rotated in the mounting block during testing did not produce ignitions. The ignition frequency for used bits was three to four times greater than for new bits at the same kerf depth.

This Bureau of Mines report presents a cost estimate of the Bayer process, which is used for virtually all cell-grade alumina production. The report will serve as a reference point to determine the economic merits of processes that have evolved from Bureau of Mines investigations on technology for producing alumina from domestic nonbauxitic raw materials. The Bayer process involves dissolving the alumina present in bauxite in a caustic solution at high temperature and pressure. After the un- dissolved impurities are removed, the solution is seeded to produce an alumina trihydrate precipitate. This precipitate is filtered, washed, and calcined to produce the cell-grade alumina product. This cost estimate is for a plant producing 1 million tons of alumina per year. The estimated operating cost is approximately $250 per ton of alumina.

Equilibrium calculations by a computer may sometimes fail in giving solutions when the system includes a large number of components and more than three phases, and especially when no definite information about stable phases is given. An improved method of calculation is presented in which the number of phases need not to be initially fixed, phases can appear or disappear in the course of' calculation and a new method is combined with the Newton-Raphson method to obtain solutions easily. The improved method is applied to the copper smelting operation and all the successive stages of the operation are successfully simulated.

The alkaline ethylenediamine tetra-acetic acid (EDTA) leach process for extracting tungsten from scheelite (CaW04) ores has been examined for the treatment of low grade (<0.5 per cent WO,) residue dumps. The process has been considerably simplified by applying solvent extraction directly to the leach liquor.Ammonium paratungstate is thereby produced in a one step process and this obviates the need to physically recover EDTA prior to recycling. This modified process should be an economical method of tungsten extraction.

The Viburnum ore trend is the largest, single known ore body of lead in the world. Four well-known mining companies operate in the trend, which is approximately 64 km (40 miles) long and up to 610 m (2,000 ft) wide, located some 121 km (75 miles) southwest of St. Louis, MO. Total production from the mines for 1979 was 33 kt/d (36,000 tons) of ore or 472 kt/a (520,350 tons) of lead and coproduct metal. The district is the number one producer of lead, providing 90% of the United States' output with its coproducts, zinc ranking second, and copper and silver both ranking sixth in total US output. Mining is done in a stratiform deposit approximately 305 m (1,000 ft) in depth with the host rock principally dolomite. Ore is mined in large open stopes by the method commonly referred to as room-and-pillar mining. Mining methods and equipment are fairly similar, with the mines classified as trackless, all mining equipment operates on rubber tires. This paper will present a description of the different methods and equipment used to move ore from the active heading underground to the ore shaft for hoisting to the surface. Basically, three methods are incorporated: front-end loader and truck haulage combination; front-end loader and truck, with main line track haulage combination; and front-end loader and truck, with conveyor haulage combination. The logistics of each system, such as method of use, equipment specifications, ore handling rate, and those cost figures that could be made public, will be included.

The fast rate of development in the micro technology industry is enabling computer based systems to be used in ways never considered before. Micro technology can be used to great advantage in the mining industry to improve both safety and productivity. The planned use of electronic 'IN/OUT' boards at The Zinc Corporation, Limited and New Broken Hill Consolidated Limited (ZC/NBHC) mines will provide a much improved system for checking that the mines are clear before firing. The provision of remote ocaputerised core logging facilities made possible by small remote data entry terminals will greatly improve the productivity of the personnel involved in all stages of core Logging.

Allis-Chalmers has combined a new heat transfer device, called the ROLLER GRATE, with a unique processing scheme, resulting in the ROLLER GRATE Oil Shale Processing System of Allis-Chalmers. In order to test both the process and the equipment, a batch Process Development Unit (PDU) ROLLER GRATE retort was designed and built. This unit vas designed with the flexibility to process shale over a wide range of test conditions in order to demonstrate the attributes of the oil-shale processing system. Instrumentation on the PDU and extensive sampling of the effluent streams permitted the PDU test data to be used in the design and scale-up of the process. Over 30 tests have been conducted with Colorado shale, and over 25 tests have been run with an Indiana shale. In addition, rests have been run with California and Utah tar sands.

The subject article is an excellent comparison between two potential oxidants, molecular oxygen and hydrogen peroxide, as used in the Palangana field at the time of the trials. The tests showed no advantage to using hydrogen peroxide; however, it would be unwise to generalize that the experience in these trials was universally true. During the time of the work cited, extremely high levels of an unusual impurity were recycling in the lixiviant, which substance was a catastrophically destructive catalyst for peroxide. Since this material was not removed before recycle, it was not surprising that much of the peroxide fed was decomposing in the feed piping and never made contact with the uranium mineralization. Under these conditions, indeed, peroxide showed no improvement over oxygen. This is, however, perhaps the most adverse environment encountered to date in US in-situ uranium leaching. In other operations, peroxide has proved advantageous where two factors have been exploited: 1.Despite the tendency for Hz02 to decompose to water and oxygen in the in-situ leach environment, its higher redox potential before decomposition has provided higher leach rates. In some formulations, overloading beyond the O2 saturation equivalent with peroxide has allowed higher oxidant levels, and higher leaching rates, when overloading with molecular O2, led to vapor-locking.

This Bureau of Mines study identifies and examines the costs of Federal, State, and local environmental protection controls on domestic phosphate rock mining, The costs include the expenditures needed to comply with government regulations and the effects that these expenditures and regulations have on supply. The study analyzes costs of environmental impact assessments, air and water quality standards, reclamation laws, potential solid waste controls, and local government restrictions. In addition, an industry survey and the Bureau's Minerals Availability System (MAS) are used to evaluate land management policies that restrict access to phosphate resources, Conclusions drawn from these analyses confirm that (1) domestic phosphate mining has incurred substantial control costs and may be subject to significant new regulatory costs in the next several years, (2) certain environmental controls can discourage mining investment, (3) environmental policies governing land-use controls affect the disposition of sizable phosphate resources, and are key determinants in the development of those resources on the Federal do- main, and (4) environmental costs could diminish the competitiveness of domestic producers.

INTRODUCTION Crude oil reserves in the United States are still very large, even though for many years they have not been sufficient to supply our entire domestic requirements. They are continuously being depleted as oil is pumped from the ground, but new discoveries and improved secondary and tertiary recovery methods are helping to reduce the rate of depletion. It is thus a slowly diminishing resource, but even as it is being consumed, immense reserves of oil are left behind as the so called "un-recoverable" portion of petroleum formations. Most oil fields can only obtain a 15 to 40% recovery of the original reservoir, and it is widely quoted that there are still about 300 billion barrels of this un-recoverable oil still in place (Mauch, 1980, etc.). With the present comparatively high oil prices, and the possibility of even higher future prices and short supply, this oil becomes an interesting potential reserve. Mining the petroleum formation would be one means of recovering at least a portion of this oil. The concept of oil mining is neither new nor limited to conventional oil fields, since the procedure could be equally employed with the otherwise difficult to produce heavy oil deposits, and the solid or semi-solid tar sands and diatomaceous hydrocarbon formations. Estimates place the U.S. tar sand resource at about 30 billion barrels, and heavy oil at 5-10 billion barrels (Unitar, 1982). Figure 1 graphically summarizes the heavy oil reserves based upon formation depth and characteristics, while Figure 2 shows their location.
