We have all heard a great deal about how various projects were financed or certain companies were successful in obtaining a bank loan. There are many more projects and companies who fail to get the money they need. At least a portion of these failures, and a large percentage of the frustrations connected with even the successful financings, are a result of not understanding the process of obtaining money. Recent years have seen a proliferation of sources available to finance minerals operations, but let me assure you that these represent only a minor portion of the minerals financing market. The fundamental source of borrowed money to almost all minerals related companies remains the banks. Therefore, understanding the "Loan Approval Process" can easily mean the difference between getting the money or not. In the following pages I hope to provide some insight into what I define as the loan approval process. Having pre-offered my definition, I intend to delineate the various stages of the process and the planning and information I believe should be contained in each. My ultimate goal is to help you think like a banker and, in so doing, stay on top of the process so that you can successfully obtain the funding necessary for your projects.

Plant trials have been conducted at the Tacoma Smelter of ASARCO to assess the effect on tuyere blockage and refractory erosion at the tuyere line, of increasing the injection pressure of air into a Peirce-Smith con¬verter. Four tuyeres each having an ID of 19.1 mm (3/4 in) were installed toward one end of the tuyere line of the No. 4 Converter. Air and oxygen-enriched air were injected at 414 kPag (60 psig) through these tuyeres and at the usual 83 kPag (12 psig) through the remainder of the tuyeres in an otherwise normal converter campaign. The test campaign consisted of 88 charges and lasted for 89 days. During this period, punching of the high-pressure tuyeres was found to-be unnecessary; and when, as a precaution, the tuyeres were cleaned by hand at the end of a charge, they were always open. Also it was observed that the flow of high-pressure air remained constant. Accretion formation around the tip of the high-pressure tuyeres varied from charge to charge and was influenced by the matte grade and the level of oxygen enrichment.

In due course, new smelters will have to be installed in order to meet the increasing worldwide demand for copper. This paper presents the results of a study made for the purpose of identifying the most desirable countries in the world in which to locate a new smelter. Both sociopolitical and economic factors were taken into account. Criteria developed and methods used to assess each possible location are described. The study indicated that the most interesting potential locations are Canada, -Chile, Portugal and the USA for new copper smelting complexes.

Many shafts have experienced stability problems during shaft sinking because the designer failed to fully appreciate the conditions he would encounter. Some shafts have failed during construction because the ground supports provided to compensate for the expected conditions were inadequate despite the most careful investigations and analyses. To design a ground support which is ultimately safe to achieve stability during shaft sinking would be too costly and impractical and, therefore, many shafts would simply not be constructed. The design of a ground support for shaft sinking based on an intimate understanding of the expected ground behaviour and stress development during excavation combines the art of mining with the science of geotechnical engineering. Where no historical design data is available, the designer of the ground support must: 1. classify the rocks and soils and assess their behavioural characteristics; 2. calculate the primary and secondary stresses; 3. design and/or select a ground support system which will ensure stability of the excavation during shaft sinking.

A circular shaft with a diameter of 6m was excavated by the conventional drilling and blasting method to a depth of 235m through 60m of glacial till, 1 Om of water bearing basal sand, 1 1 Om of clay shale (Bearpaw Formation) and finally a strata of coal, mudstone, siltstone and sandstone (Oldman Formation). The lined shaft was instrumented at three levels by multipoint extensometers to determine the displacement field near the shaft bottom, embedment strain gauges to measure the strains in the liner and IRAD-stress change gauges to observe the radial and tangential stress changes in the rock mass. The data from these gauges were used to determine the in situ stress field. An attempt to measure in situ stresses by overcoring was also made at a higher elevation. The performance of the shaft and its support was then evaluated by use of the "Convergence-Confinement Method". For this purpose the measurements of stress changes and displacements were combined to determine by extrapolation the displacements ahead of the shaft and after the liner installation. The convergence curves calculated in this fashion were then used to evaluate the performance of the cast-in-place concrete liner and of an alternate shotcrete shaft support system.

In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. Because of the growing importance of back analysis for the interpretation of rock slope failures, particularly in open pit mines, it is suggested a methodologic sequence of activities for dealing with those problems. The principal mathematical tools for the interpretation of the most common mechanisms of slope failures are reviewed, including methods of stress and strain analysis, which seem to be more powerful for parametrization studies, and for developing more realistic explanations of slope behaviour, such as the measurement of displacements. An application of those methods is described, using slope failures detected in a Brazilian uranium mine (Cercado), thus providing reliable shearing strength parameters for the rock mass discontinuites, which were used in the final pit design. The concept of using backanalysis results to supply input data for pit design was implemented by means of the excavation of an experimental trench within mine limits, where specific instruments were installed, and several slope failures were monitored and backanalysed, in order to yield information about sliding mechanisms in the future open pit.

Beginning in 1906, data has been compiled on the distribution of uranium in phosphate de- posits. Particular emphasis has been placed on uranium in phosphate by a number of geologists and geochemists in the US Geological Survey in research sponsored by the US Atomic Energy Commission (now Nuclear Regulatory Commission) and the US Department of Energy (DOE) during the 30-year period from 1951 to 1981. A comprehensive study of uraniferous phosphate resources the United States and the Free World was completed, under the auspices of DOE, in 1979. Apatite is the main carrier of uranium in phosphate. Uranium generally replaces calcium in the mineral lattice. In marine phosphorite throughout the world, the uranium content is characteristically in the range of 0.005 to 0.02% by weight. Phosphorite takes in uranium by structural substitution in apatite or other mineral phases, by absorption, or by the formation of independent mineral phases. Apatite derived from the interaction of ground water, guano and limestone is typically relatively low in uranium content-in the 0.001 to 0.005% range. In primary accessory apatite of igneous rocks, as well as magmatic and metasomatic apatite segregations of alkalic rocks and carbonatite, uranium content is generally between 0.001 and 0.01%. New and emerging, as well as proven technologies for the smelting of copper, nickel, lead and zinc are briefly reviewed. The number of new technologies available today is greater than at any time in the past, and interest and development activities remain high despite the economic dif-ficulties faced by the non-ferrous metallurgical industry. Part of the impetus is provided by the realization that only the most cost effective producers will remain competitive, and that new technology is one key to cost effectiveness. The commercially proven "new" copper smelting processes can now be considered to be conventional- technology, and are expected to dominate copper smelting for acme time. There is a growing. interest in continuous copper converting, although direct smelting and converting to copper in one vessel remains the- ideal. There is little activity in nickel smelting. After many years. of development, it appears that several new direct lead smelting processes will soon be a commercial reality. The electrolytic zinc process is expected to continue its dominance, although there is a renewed interest in pyrometallurgical approaches. One of the new zinc processes, and a molybdenum smelting process, illustrate the possibilities of using plasma technology in non-ferrous metallurgy. In the area of complex sulphides, there is perhaps less interest in the treatment of bulk con¬centrate, and more in the treatment of so-called dirty copper concentrates. Much of the technology ancillary to smelting has remained relatively unchanged, and more effort must be made to advance the technology in areas such as materials handling, gas cleaning and sulphur fixation, and energy recovery. More attention to engineering design is also needed. Escalating capital costs may make mini-smelters attractive, but imaginative technology and innovative engineering will be required to make them cost effective. Finally, a glimpse is offered of the smelter of the future.

With some of the markets of the advanced industrialized countries approaching saturation point and economized usage of natural resources and substitution growing, the possibility of a quick recovery of the demand for base metals is dim.To cope with the changing product demand Japanese producers have had recourse to such measures as strict inventory control and stockpiling for the purpose of stabilized imports. They have also tried hard for securing raw materials and promoting new field s of demand but the very core of ""risk management"" has been the diversification of line s of business to bolster and stabilize the foundation of management of the non-ferrous metal industry in Japan.To see the demand for nori-ferrous metals recover from the slump and be put on a path of solid development, we have to wait for the economies of the developing countries to ""take off"" and for its realization the economies of the developed countries must be reactivated with new growth industries playing a leading role, and the transfer of technology and money recycling must be carried out smoothly under an orderly international trade system."

[The Construction Materials section contains the following Chapters: Aggregates Cement and Cement Raw Materials Crushed Stone Dimension and Cut Stone Lightweight Aggregates Gypsum and Anhydrite Sand and Gravel Insulating Materials-Thermal and Sound Slag Roofing Granules] Mineral aggregates are those natural and manufactured industrial mineral and rock materials that provide bulk and strength in portland cement concrete, bituminous concrete mixes, and plaster or stucco surfaces. They may also provide special characteristics such as thermal and acoustical insulation, weight, surface textures, abrasion resistance, and impermeability to various concrete products and mixes. Most aggregates are relatively inexpensive materials, but despite their low unit value, the tonnages consumed each year in the United States and throughout the" world make mineral aggregates by far the leading industrial mineral and rock materials both in terms of volume (tonnage) produced and value consumed. The major use of mineral aggregates is in concrete. The low cost, high bulk aggregates tend to keep concrete construction costs at levels competitive with other building materials. Other major uses of aggregates include highway and railroad base or ballast materials, graded fill, and various industrial uses such as metallurgical and chemical fluxes and raw materials-these latter uses are often considered nonaggregate uses of mineral aggregate materials. The per-ton value of mineral aggregate materials at the production plant in 1980 and 1981 varied from $2 to $5 for most sand and gravel and crushed stone, $3 to $6 for air-cooled slag, $7 to $20 for expanded slag and expanded clay or shale aggregate, to as much as $165 to $320 for expanded perlite or vermiculite. The expanded lightweight aggregates have been dramatically affected by increasing fuel costs. It is ironic that the specialized aggregates used as insulating materials to conserve energy cost so much more to produce due to the high proportion of energy consumed in their production. The first four parts of "Construction Materials" deal with the utilization of four major mineral aggregate types: Crushed Stone, Lightweight Aggregates, Sand and Gravel, and Slag. While the focus will be on the use of these industrial minerals and rocks, there will also be some coverage of sources, mining and production, especially in those cases where they are not discussed in the Commodity section of this book.

"The production of heavy water, the moderator in a CANDU reactor, is examined following a flow sheet of a typical Canadian plant. The process involves the extraction and concentration of deuterium from natural water through a chemical exchange mechanism with hydrogen sulphide. Consequently, corrosion problems associated with sour environments – the use of hydrogen sulphide - are an everyday problem and have led to the development of a highly refined materials selection and testing program to prevent equipment from failing prematurely.IntroductionHeavy water is a naturally occurring compound in ordinary water and is formed from the combination of two deuterium atoms and one atom of oxygen. Deuterium is a heavy hydrogen atom which has a nucleus of on e proton and one neutron. Hence, heavy water is a combination of heavy hydrogen and oxygen and is chemically known as deuterium oxide. It looks and tastes like ordinary water but it freezes at 3.8°C and boils at 101.4°C. The molecular weight of heavy water is 20 as compared to 18 for ordinary water; the density of heavy water is ten per cent greater than that of ordinary water.Although heavy water and ordinary water exhibit only small differences in their chemical and physical properties, there are large differences in their nuclear properties, the most important of which is the neutron moderating ratio, used to measure the ratio o f the slowing down power to the neutron capture characteristics. For heavy water the ratio is 21000 and for ordinary water it is 50. This high moderating ratio is essential for achieving a high neutron economy. Heavy water is, therefore, chosen as the moderating and heat transport fluid in the CANDU reactor."

The criterion for assessing the accuracy of coal reserve estimates proposed by Philip and Watson (1982) is criticized.Following Royle (1977), it is suggested that the global estimation variance found by geostatistical methods is more appropriate.This method is applied to coal data from the Bowen Basin. This shows that two factors (the inherent variability of the variable under study and the total number of drill holes) have more influence over the accuracy of the reserve estimate than the form of the drilling pattern. Comparisons between the relative errors for different sized regions demonstrate that the spacing between drill holes is of secondary importance. The dominant factor is the total number of holes.Comparisons between the relative errors show that some variables such as sulphur need a much denser sampling than the others to obtain the same level of precision.

"Devices and flowsheets for recovering fine placer gold are reviewed. Inefficiencies of gravity processing techniques are documented and discussed. Prospects of combining gravity and froth flotation techniques are presented. Possibilities of using other separation techniques, such as magnetic and electrostatic devices are also discussed.IntroductionSeveral new methods for beneficiating different types of placer ores have been developed in the last two decades. Improved efficiencies in the recovery of fine particles have been achieved by improving gravity flowsheets and machines as well as by developing multiple treatment techniques involving flotation, magnetic and electrostatic separations. Placer gold processing, however, has been an exception to some extent. Gravity concentration using riffled sluices accompanied by mercury amalgamation is still the main method in use today. Because of this, the recoveries of fine gold and the other associated values are often similar to those achieved several decades ago. For example, very few sluice systems recover significant placer gold finer than 100µm in size.Only a few proposals for using alternatives to simple gravity methods for recovering fine placer gold can be found in the published literature. The fixed, low gold price discouraged research in this field for many years. Development of more efficient processes has not kept pace with the recent rapid escalation in the price of gold. Froth flotation for saving fine placer gold might now prove economic, for example. This paper reviews literature published on the recovery of fine placer gold over the period 1907 to 1980. Suggestions for improving the performance in this field, based on the authors' current testwork, are also presented."

Introduction Lithium minerals occur predominantly in pegmatites which contain mineral assemblages derived from the crystallization of postmagmatic fluids or from the metasomatic action by residual pegmatitic fluids. They have been the traditional sources of raw materials for ceramic and chemical industries. With the discovery of Searles Lake, brines became new sources of lithium. Indeed, the 1960s may well be referred to as the "brine decade" because several brine bodies of significant economic importance were discovered. In the United States, the brines of Clayton Valley, Nevada, are presently exploited by Foote Mineral Co. The brines of the Great Salt Lake of Utah, the Smackover formation, and the Imperial Valley geothermal field, have been defined as important resources of lithium. In South America, new occurrences have been identified in Bolivia and Argentina. At the Salar de Atacama, Chile, new production capacity is scheduled for 1984. Following the termination of the AEC purchase program in 1959, several companies such as Maywood Chemical Co., American Lithium Chemicals, and Quebec Lithium Corp. were forced to close their operations. Nevertheless, with the development of new applications in glass ceramics, air conditioning systems, synthetic rubber, and metallurgy (aluminum potlines), the lithium industry grew steadily, and with the potential application of lithium metal in batteries and nuclear reactors, a healthy growth can be foreseen. New products and new applications are likely to stimulate exploration for expanded, reserves as well as the search for new sources from which lithium could be extracted economically. Geochemistry of Lithium Lithium is the third element in the periodic table. It is the lightest of all the metals, having an atomic weight of 6.938, an ionic radius of 0.68Å and a charge of +1. The geochemistry of lithium has been extensively studied and has been summarized by Rankama and Sahama (1950), Goldschmidt (1937), and Hortsman (1957). The distribution of lithium in igneous rocks is controlled by its size and its charge, and by the (MgO+FeO) / Li2O ratio. In the early stages of crystallization of a magma, that ratio is very large. Consequently, both magnesium and iron are removed by ferromagnesian minerals in preference to lithium which is then concentrated in the residual magma. This results in an enrichment of lithium in silicic rocks and pegmatites (Strock, 1936). Pegmatites are coarse-grained igneous rocks formed by the crystallization of postmagmatic fluids. Minerals within pegmatites may also form by metasomatism (Jahns, 1955). Genetically, the pegmatites are associated with neighboring intrusives. Mineralogically, granitic pegmatites contain feldspar, quartz, and mica as the main constituents and a variety of exotic elements such as lithium, beryllium, tantalum, tin, and cesium, which may or may not occur in economically significant concentrations. Detailed studies by numerous investigators (Cameron et al., 1949, 1954; Hanley et al., 1950; Jahns, 1953, 1955; Page et al., 1953) indicate that pegmatites often exhibit an internal zonal arrangement, with each zone containing a specific suite of minerals. The lithium minerals are usually found in the intermediate zones, and although as many as 13 zones have been recognized by Cameron, et al. (1949), a complete zonal arrangement is rarely found. "Late in 1981, a six-rope friction hoist was installed in the Number 2 shaft at Les Mines Seleine Inc. on the Madeleine Islands in Quebec. This paper deals with the reasoning behind the selection of hoisting equipment from the economical point of view, safety point of view, future needs point of view, etc.After establishing the basic parameters for the hoisting system, features of the most common types of hoists (i.e. single-drum hoist, double-drum hoist, Koepe hoist) are briefly laid out. The reasons for selecting a friction (Koepe) hoist are summarized. However, why go for a six-rope hoist rather than the (in North America) more common four-rope hoist? As the subject hoist is the first six-rope hoist in Canada, this question is studied in more detail, covering initial cost, maintenance cost, etc., as well as practical aspects, such as safety, physical dimensions, etc.In summary, experiences from other multi-rope hoist installations world-wide are presented.BackgroundIn 1980, Seleine Mines Inc. was established as a subsidiary of SOQUEM. The new mining company was to develop and operate a salt mine and associated harbour on the Madeleine Islands in the Gulf of St. Lawrence. The Madeleine Islands form part of the Province of Quebec. The mine has a planned annual output of 1.2 million metric tonnes of salt, with reserves in sight for over 20 years. Mining will be by room and pillar, with an underground primary crusher and treatment plant. From the underground treatment plant, the salt will be transferred via conveyors to a 5.5-metre-diameter circular shaft and hoisted to the surface. Surface transportation to the warehouse will again be via conveyor, and a conveyor will also transport the salt from the warehouse to the point of shiploading."

Tunnelling today is a lot more than drilling and blasting. The developments in drilling and blasting technique have made it pos¬sible to save costs both by increasing the advance per round and optimizing the demands on the final contour. Increasing the hole depth by using longer feeds and bigger dril¬ling rigs make the drilling time shorter compared to the set up time. It is important that the deeper holes are followed up by using a suitable cut. The most common cut in Sweden today is a parallel hole cut with one or more large holes; with a diameter corresponding to the hole depth and wanted advance per round. It is often specified that smooth blasting is to be carried out with a specific drill hole spacing. It is extremely rare, however, for specifications to be issued concerning the alignment of the raw of holes closest to the contour holes. It is very easy to ruin the effect of smooth blasting altogether by firing the rest of the round carelessly with an excessively high charge distribution. The drilling and blasting of the contour holes and the line of holes closest to the contour holes is therefore an extremely important part of any underground work. Accuracy and care in connection with the drilling of contour holes is also extremely important since it is possible to reduce the amount of overbreak, the result being more rapid mucking out, smoother and more durable surfaces and also less consumption of concrete for lining purposes.

To determine the availability of phosphate rock from domestic re- sources, the Bureau of Mines evaluated the potential production of phosphate rock from the demonstrated resources of 130 mines and deposits. The evaluation included an estimation of resources, engineering methods, and capital and operating costs, and an economic analysis to determine each operation's average total cost of production over the life of the mine, including a 15-pct discounted-cash-flow rate of return on all investments. Quantified but not evaluated in this report are substantial phosphate resources at the inferred and hypothetical resource levels. The 130 mines and deposits contain 6.4 billion tons of recoverable phosphate rock product, about 20 pct from producing mines. At total production costs of under $30 per ton in January 1981 dollars, about 1.3 billion tons of phosphate rock product is potentially available, over 90 pct from producing mines. This study suggests that production from low- cost, high-grade phosphate mines now in operation will decline during the next decade, and new higher cost, Lower grade mines will have to be developed to satisfy demand into the next century, In addition to the demonstrated resources evaluated in this study, 7 billion tons of inferred-level and 24 billion tans of hypothetical- level phosphate rock are potentially recoverable, which, in part, includes material containing high amounts of magnesium, Much of this material could likely become available in the near future.

Borehole (slurry) mining, in which a tool incorporating a water-jet cutter and a downhole slurry pump mines phosphate through a borehole, was field tested in northeastern Florida as part of a Bureau of Mines program to increase the domestic availability of critical minerals. Approximately 1700 tons (1.54x106 kg) of phosphate ore were mined at 40 tph (10.1 kg/s) from a depth of 250 ft (76 m). The borehole was filled with water during mining for roof support and to assist slurry pumping. Underwater cutting was enhanced with an air-shrouded water jet. Mined cavities were backfilled to prevent subsidence after abandonment. Roof subsidence during mining was avoided only when the cavity was filled with water. Environmental monitoring before, during, and after mining included hydrological studies and measurements of water quality. Significant water quality changes occurred only in the zone being mined and were confined to the immediate area of the borehole.

To devise an economical, environmentally acceptable method for recycling scrap lead-acid batteries. Approach A combination electrorefining-electrowinning method for recycling lead metal and sludge from scrap batteries was devised which produces a 99.99 + percent pure lead product and eliminates the lead and sulfur oxide emissions that are the normal by-products of high-temperature smelting processes. How the Method Works Lead metal grids and lugs are separated from the battery sludge by washing and screening, and are melted and cast into anodes for electrorefining by the Betts process. The electrolyte used is fluosilicic acid, a large volume waste product generated during the production of phosphate fertilizer. During the electrorefining process, impurities in the anode are trapped and held in an adherent slime blanket on the surface as the anode dissolves while pure metallic lead is deposited on a lead cathode. The major problem in the past has been to recover the lead from the battery sludge which consists of approximately 60 percent lead sulfate, 21 percent lead, and 19 per-cent lead dioxide.
