Recovery of uranium from wet-process phosphoric acid is a newly developed source of uranium. Many processes have been developed but the OPAP (octylphenyl acid phosphate) process is still the valuable one because the OPAP reagent compound has the high extraction ,power and cheap cost. The OPAP process was already studied by murthy(1) in 1970 and its complete process flow sheet was first fulfilled by F.T. Hurst(2) in 1974. WCFC(3) (western Co-op Fertilizer Ltd.) in cooperation with ESI (Earth Science Inc.) set up the OPAP uranium recovery pilot plant in Canada in 1978. We have studied the OPAP process since 1974 and first improved the OPAP extractant by proper adjustment of the DOPAP/MOPAP mole ratio with CH3OH-H20 method, resulting in shortening the phase separation time and avoiding the precipitation occurrence in our process. Second, we utilize the reduction and oxidation occurring by DC power supply on either side of the membrane to achieve the extraction and stripping at the same time. An improved OPAP process in which high recovery yield of uranium and acid uncontaminated by iron has been developed in our laboratory.

This section of Minerals and Materials analyzes the following three factors affecting the recent performance of the U.S. and world mineral industries: 1) the health of the U.S. and world economies, 2) the level of interest rates and 3) the performance of productivity in both the U.S. mineral industry and the general economy. While these indicators do not exhaust the possible critical factors, they represent an initial attempt to probe some of the considerations underlying the performance of the U.S. minerals and materials industry. The U.S. and World Economies It is essential to analyze the state of the U.S. and world economy because the demand for minerals and materials is a derived demand; that is, since minerals and materials are used in the productive process, the demand for them is a direct function of the demand for the finished products of which they are a basic input. Thus, the demand for minerals and materials is directly affected by changes in present and planned consumption and investment expenditures. The past two issues of this publication have highlighted the generally discouraging performance of the national and inter-national economies. Briefly, the world economy is in the third year of the first long recession in recent history where inflation rates have remained above 5 percent. With many countries either unable or unwilling to support domestic spending while inflation continues, there has been a growing tendency to institute trade-restrictive policies to support domestic demand. The resulting weakened demand conditions in exporting nations have had a direct effect on the mineral industry.

INTRODUCTION With the introduction of large diameter hole drilling to underground mining, a need for the development and utilization of new blasting technology has arisen. This new technology has resulted in more efficient blasting and in easier and cheaper mining. The application of spherical charges to the crater blasting method is an im¬portant part of this technology. Spherical charges, or their geometric equivalent, make for highly efficient use of explosives in the cratering application. Their geo¬metrical configuration, normally a length :diameter ra¬tio of <6:1, limits their charge weight size. For exam¬ple in a 165-mm (61/2-in.) hole a spherical charge weighs approximately 34 kg (75 lb). These dimensional and weight restrictions require careful engineering design and control in the production application. Strathcona mine, a large tonnage mechanized cut¬and-fill and blasthole stoping operation located on the north rim of the Sudbury Basin, has successfully em¬ployed the crater blasting method in production blasting for the past two and a half years (as of 1979). As a result, this method, using spherical charges, has made possible the development and implementation of a verti¬cal retreat blasthole mining method which is being used for rib pillar recovery. The crater method used at Strathcona essentially in¬volves blasting off horizontal slices of ore into an under¬cut while retreating vertically to the pillar overcut elevation. Loading and priming of the holes is achieved from the overcut and the blasted muck is recovered by load¬haul-dump (LHD) units through a drawpoint system. Valuable experience on the behavior and performance of explosives in large diameter holes has been gained in both the operating and engineering fields from the appli¬cation of this blasting method. It has been used in drop raising and is currently being evaluated for use in pri¬mary stoping operations. Also, serious consideration is being given to its use for the recovery of post pillars in mined-out and backfilled cut and fill stopes. The method has significant advantages over conven¬tional methods of pillar recovery from economic, ground control, and safety points of view. These include cost benefits due to a minimum stoping development, less ground support, reduced labor requirements, and faster mining rate. Research on the blasting mechanism indi¬cated the method should result in less damage to fill walls than would be normally expected with conven¬tional longhole or large diameter hole cylindrical blast¬ing (benching). This is primarily due to the limited charge weight per delay because of the size dimensions of a spherical as compared with a cylindrical charge and also because the large diameter holes experience less de¬viation than standard-sized longholes. Experience has shown that wall damage has been minimized with the use of this method. The safety aspects of the working environment are also improved as there is no require¬ment for manpower to go under exposed backs after blasting, which is a significant improvement over the cut-and-fill method. CRATERING THEORY General The term cratering, in blasting, is applied to the for¬mation of a surface cavity in a material as the result of detonating an explosive charge in that material. This blasting concept was initially used as a tool in the eval¬uation of explosives performance; however, it has been utilized more recently on surface and to a lesser extent in underground blasting operations. Explosive charges used in crater method are nor¬mally spherical or the geometric equivalent, as research into the application of this breakage mechanism to rock indicates that spherical charges or their equivalent pro¬duce optimum results. In blasting practice, spherical charges have been defined as having a length to diameter (L: D) ratio of 4:1 or less, and up to, but not exceeding a L: D = 6:1. Thus, for holes 165 mm (61/2 in.) diam, a charge 165 mm (61/2 in.) diam, and 990 mm (39 in.) in length would constitute a spherical charge. Crater Testing Crater testing for underground application is nor¬mally accomplished by drilling smaller than production sized horizontal holes into drift walls, placing relatively small charges of explosives in the holes at various depths of burial, firing the charges, and measuring the results. The results are scaled to develop charge weight size and depth of burial parameters for production hole sizes. In theory, this procedure is valid and is appli¬cable for surface blasting; however, in underground applications where the craters are inverted, there is some question as to whether extrapolation of the test results is appropriate. As well as the fact that craters are in¬verted with resultant gravity stresses, testing is often done in a waste rock drift where the properties differ from those in ore rock. There is also some question as to whether a 51 or 76-mm (2 or 3-in.) diam charge behaves similarly to a 165-mm (61/2-in.) charge in a confined borehole. Crater testing at Strathcona involved drilling 76-mm (3-in.) diam holes at various depths ranging from 1 to 3 m (3 to 10 ft). The test holes were drilled in the wall of a predominately waste drift as well as in a stope wall. Charges were placed at various depths of burial, were confined, fired, and the results measured. Although the results were somewhat erratic, possibly because of the aforementioned reasons, they did provide guidelines for basic design for production application. Remote control roof bolting is approaching reality with the continued improvement of a number of components and subsystems being developed by The Bendix Corporation under sponsorship of the U.S. Bureau of Mines and the U.S. Department of Energy. The era of remote control research in roof bolting was initiated by the USBM in June of 1973 with the award of a contract to Bendix Corporation to design and build a roof bolt bender/inserter device. One year later in June of 1974, the Bureau awarded five parallel R&D contracts to develop a longer-than-seam-height flexible roof drill. The Bendix flexible drill design has been the most successful of the five, has been thoroughly tested in both laboratory and underground situations, and has been incorporated into a number of machine applications along with the roof bolt inserter. The purpose of this paper is to discuss the advantages of remote control bolting from both a safety and productivity standpoint. Applications of the flexible drill and roof bolt inserter on a number of government and industry supported programs are used to illustrate the advances being made toward the goal of remote control.

The Bureau of Mines conducted a study to determine the relation-ship between geologic features and linears. Cleats, kettlebottoms, and roof rolls were mapped and superimposed on the linear plots for a coal mine in West Virginia. No clear relationships were evident. This may be due, in part, to the mining practice of leaving head coal, which obscures geologic features that may exist in the roof. Future studies should concentrate on mines where roof is extensively exposed.

US 4,190,436 - In the cyanide leaching of gold ore in tailing or ore dump piles, or gold ore in vats or on pads, the ore is agitated and oxygenated by introducing timed bursts of air, along with cyanide in a cyclic or regulated manner. The leach liquor is drained from the material by providing a continuous flow of air. Fines are homogenously mixed, thereby reducing channelling In the ore bed. This paper summarizes the geomechanics programs conducted in two hard rock underground mining operations in the Western United States, between 1966 and 1981. The two projects were directed towards understanding the behavior of the rock masses, at the scale of the caverns. To this end, the emphasis was put on large scale field measurements, complemented by limited laboratory testing. The results of these observations were used to build realistic finite element models of the underground chambers. In the marble mine, at Crestmore, California, the models were applied to the structural optimization of the room-and-pillar pattern. In the granite mining, at Climax, Nevada Test Site, the models explained some unusual stress changes observed during excavation. Based on the large number of geomechanical techniques employed, specific conclusions and recommendations are offered regarding the quality, applicability, and usefulness of the various methods. The two case histories clearly indicate chat numerical models are extremely useful for a detailed understanding of the structural behavior of mine openings. To be realistic, these models must be based first and foremost on large scale field observations. The lessons Learned on these two projects also are directly applicable to the design and analysis of nuclear waste repositories in hard rocks such as basalt, granite, and welded tuff.

It is estimated that well over 20 million lb of chromium and 8 million lb of nickel, plus other metal values, are diverted annually to furnace dusts, mill scale, and contaminated swarfs in the domestic stainless and other specialty steelmaking industry. Little inroad has been made toward the in-plant recycling of these wastes to reclaim the metal values. The Bureau of Mines has devised a process for recovering about 90 pct of the chromium and molybdenum and well over 90 pct of the nickel and iron from stainless steelmaking furnace dusts, swarf, and mill scale. Other metals such as manganese are also recovered. Initial laboratory results were confirmed and expanded to include a wide variation of stainless steelmaking waste mixtures. Later experiments have included specialty steelmaking wastes other than from stainless steelmaking. Significantly, the ease of technology transfer has been demonstrated by a number of industrial-sized (19-ton) commercial electric furnace heats, in which the pelletized wastes represented some 10 to 20 pct of the furnace charge, replacing part of the normal scrap charge. Results of these successful large-scale trials are presented. Some information is also presented on incorporation into the pellets of chromium-bearing particulate wastes originating from other than steelmaking production. Cost evaluation indicates the process is economically attractive.

Tests of the MRDE firedamp prediction method have been carried out in a number of longwall districts with different conditions. The method itself and its development have been described previously At many test sites the prediction has been good, i.e. the calculated gas emission levels have agreed with measured values, averaged over a period of many weeks, within a few percent. In other cases, where there have been larger discrepancies between calculation and measurement, investigations have shown that these may be attributed to particular conditions of mining or geology. Recognition of these conditions in advance of mining is clearly desirable to improve the accuracy of the initial prediction. It has been shown that variations in gas emission rates depend largely on coal production in terms of the weekly advance of the coal face. Although there appears to be a random element present, variations in gas emission levels calculated from changing face advances agree well with measurement. The accuracy of prediction therefore depends on how well face advance can be forecast and needs to be updated as the working proceeds in the light of the face performance actually achieved. Continuous monitoring of the mine environment provides the information necessary to compare actual gas emission with predicted levels, and computerised systems make it possible to carry this out in real time. Predictions can thus be adjusted to take account of emission levels measured in previous weeks These adjustments, whether they are made after the first few weeks or subsequently during the district life, would also be used to alert management to particular abnormalities or significant changes in gas emission.

Measure dangerously high concentrations (20 to 500 g/m3) of flammable, airborne dust. Approach Development of high concentration dust monitor (HCDM) which will measure mass concentrations of air borne dust by the principle of beta-ray attenuation. How It Works The HCDM is a battery powered, portable instrument that weighs 10.5 kg. It is capable of making continual (10 sec. time resolution) measurements of high concentrations of airborne dust and can record up to 8 hours of data in an internal memory. The data can be read out later on an analog or digital recorder. An internal pump pulls airborne dust into the sampling section, which contains a low-energy beta-ray source and a Geiger counter detector. No beta radiation escapes from the instrument, and no license is required for the operator. The mass concentration measurement is made while the dust is still airborne. Beta-ray attentuation is independent of particle size and composition of the dust, so the HCDM can he used with many types of dusts which may be airborne in flammable concentrations. A knowledge of the composition and minimum explosive concentration of the dust is necessary to understand the significance of the data from the HCDM. The HCDM was designed to measure air-

The paper discusses the claim that the remains of mines in Southern Africa date from ancient times, rather than from a more modern period. The evidence indicates that these mines were excavated by Iron Age Black people, who moved into South Africa from about A.D. 100 onwards. Details are given of the finds made in 1981 in an investigation of the remains of copper mines in the Dwarsberg, which probably date from the nineteenth century.

"Several recent cases indicate that the Courts may be leaning toward a more favourable treatment of mine closing and related costs. In this article, we look at two recent cases, Burnco Industries Ltd. and Nomad Sand & Gravel Ltd. The former was heard before the Federal Court - Trial Division and the latter before the Tax Review Board.It appears that in certain situations mining companies may now be able to sustain current deductibility of estimated mine closing costs during the productive years of the mine, rather than waiting until either the date on which mining ceases or the reclamation and similar activities commence. This would be of great benefit to the mining industry, as waiting until the bitter end often means that there are no revenues available against which the expenses may be offset and, hence, no tax relief.IntroductionUnder the Income Tax Act in Canada, taxpayers are not permitted any deductions in respect of an outlay or expense in determining income from a business or property, except to the extent that such expenditures are made or incurred by the taxpayer for the purpose of gaining or producing income. In addition, no deductions are permitted for amounts transferred or credited to a reserve, contingent account or sinking fund except as expressly permitted by the Act.In large measure, these provisions are relevant to the mining industry to the extent that they determine the periods during which expenses may be charged against revenues for income tax purposes. Several recent cases have indicated that the Courts are leaning toward a more favourable treatment of accrued costs in the mining industry than was previously considered to be the case."

As the price of gold increased, so did the viability of mining previously abandoned unpay areas of Stilfontein Mine. After an assessment to confirm the profitability of mining these areas, it was necessary to re-establish access-ways such as haulages, cross-cuts, and travelling ways. Openingup is a labour-intensive, relatively slow operation, and attempts were made to mechanizeand speed it up. Some of the techniques applied and the results achieved, whether successful or not, are discussed.

Longwall mining offers low cost potential for coal with high capital investment. As opposed to two shifts-per-day operation in most long- walls, Saarberg Mines in Germany increase utilization of capital by operating their longwalls around the clock. Differentiation between capital and operating costs, corrective maintenance versus preventive maintenance, improved roof conditions, and economical life of equipment was investigated. A surprisingly high degree of improvement was attained. Capital costs at Saarberg longwall coal mines have been reduced through a step-by-step research and trial program. This reduction was particularly influenced by the high performance pilot longwalls at the Ensdorf mine. The following presentation shows data and figures of those longwalls. End results were 40% reduction in capital costs, which could contribute favorably to investment decisions in the coal industry in a supply side economics environment.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers&apos; durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC&apos;s Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

A program for the compilation of evaluated physical and chemical numerical properties data is being pursued at the National Bureau of Standards within the Office of Standard Reference Data. This program is being sponsored by the Department of Energy and managed by the Battelle Office of Nuclear Waste Isolation in Columbus, Ohio. The intent is to assemble a reliable body of numerical properties data concerning candidate mineralogical materials in which high-level radioactive wastes are to be buried. The ready accessibility of the data to site designers and the credibility achieved through the evaluative process are designed to help assess and compare the feasibility of each candidate material for use as a disposal site. Both generic and site-specific data are to be assembled. To date, generic rock salt properties have been assembled and published by the NBS as NBS Monograph 167. Details of the effort to produce this book are discussed.

Arm Royalty systems of different types are used throughout Australia by both state and federal governments to raise revenue and thus facilitate in the proper distribution of mineral wealth. Royalty systems should be neutral and equitable but by their very nature these objectives are impossible to obtain. Because of the individual nature of mineral deposits, in particular variable cutoff grades and tonnages, governments should be aware of the possible trade off between short and long term gains of the particular royalty scheme introduced.

INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. All costs cited herein are in 1977 US dollars. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"&apos;, manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). How It Works The acoustic cross-borehole apparatus operates by sending a seismic wave from a transmitter in one borehole to a receiver in a second bore? hole which may be located as far as fifty feet away, depending on the wave transmission quality of the rock. The hydraulic powered supports have been employed in U. S. longwall mining for the past two decades. Yet the sciences of roof control at the powered supported faces remain largely unknown. In order to improve longwall roof control and increase production, a series of questions in longwall roof control should be studied and answered: what is the basic rules of roof behavior in longwall coal faces equipped with the hydraulic powered supports? What is the interaction between the roof, supports, and the floor What is the contact condition of the canopy with the roof, and consequently the load distribution on the canopy? Des the periodic roof weighting really exist in the powered supported face and if so, how does it affect the face area? This paper presents the preliminary analysis of underground observations and instrumentations in a longwall panel with 4-leg shield supports designed to address the questions mentioned above.
