A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

Correlations were made on experimental data for four New Mexico ore series to determine relationships between ore grade and uranium extraction during leaching operations. Such relationships provide information needed to predict the long-range supply of minerals to meet national economic and strategic needs. Results show that other ore constituents and gangue materials in addition to uranium grade influence uranium extraction. In general, tailing grades decrease and uranium extraction increases as both H2S04 and NaCl03 concentrations increase. Terminal emf and terminal pH also were studied. Similar trends appeared for all ores; however, specific combinations of results also were observed for individual ores and ore series. Experimental results indicate that uranium extractions are higher for lower uranium feed grades than predicted by other estimates. Three factors--uranium feed grade, H2SO4 concentration, and NaC103 concentration--were used to design factorial experiments for each ore series. Four additional feed assay factors--V205, Fe, C02, and CaO--were included in regression equations to account for some of the variation in data. The three factorial factors are represented in the regression equations by linear and exponential terms of the form D i'1*G i + Di,2 *e Di, 3*Gi. The four additional assay factors are represented by linear and squared terms of the form Di,*Gi + Di,2*eDi3*Gi. where the Di, ,J are coefficients, the Gi are factors, and the symbol * represents multiplication in computer notation. The interactions of the factors are represented by products of the nonlinear terms for all pairs of the factors.

Australia, considered an energy and mineral resource rich country, is poised on the verge of a major mineral industry 'boom'. It has been repeatedly emphasised that this growth in the mineral industry will form the basis of future economic development. Currently the mining and mineral processing industries use some 32% of the annual primary energy consumption in Australia. This share, although large even now, will increase with the realisation of the 1980's production expansions to 40% by 1985. Two metal industries dominate the energy scenario; iron and steel and aluminium. Major expansions in the local industry will be dominated by the aluminium industry. This highly energy intensive industry has planned major increases in metal production throughout the eighties. By the 1990's Australia could be the largest coal exporter in the world and one of the few industrialised countries potentially able to supply the shortfall in its domestic oil requirements by utilizing its oil shale and coal resources to manufacture synthetic oil. The major challenge to both industry and government in implementing the new role for Australia will be to ensure that their actions and policies enable the timely mobilization of resources needed to meet the potential demand for energy, both domestic and overseas. COAL EXPLORATION Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining. PHASES OF EXPLORATION The high capital risks of coal exploration and land acquisition dictate that a multiphase program be utilized to minimize initial risk. In such a program, phased development of the data insures that each increase in capital expenditures will be justified by a corresponding increase in the level of confidence in the ultimate success of the project. Each phase is designed to provide sufficient data and property control to facilitate the decision whether to proceed to the next phase of development or to discontinue the program (Table 1). The behaviour of galena, chalcopyrite and tetrahedrite during floration of a fine-grained base metal ore from New Brunswick was investigated by image analysis study of the mill concentrates and tailings. The minerals were analyzed to determine the grades and recoveries as related to free and unliberated mineral grains and their size distributions. The results show that only 37 wt % of the galena was liberated but 88 wt % of the free galena was recovered, indicating good mill performance for the lead. The lead recovery was 65 wt %, with the main loss due to unliberated galena. Most of the unliberated galena lost to mill tailings is so fine-grained that galena liberation and Pb recovery would not improve significantly by re-grinding. Chalcopyrite liberation was 56 wt % but only 75 wt % of the free chalcopyrite was recovered. Copper recovery was 45 wt %, with the chalco-pyrite loss in the mill tailings being both as large free grains, and as small and large unliberated grains. It was calculated that copper recoveries could be improved about 8 to 10 wt % by changing the concentrator operations and by regrinding. Concentrator operations hive already been modified and copper recoveries have improved about 5 wt %. About 29 wt % of the silver was lost to tailings mainly as both free and unliberated, large and very small, Silver-bearing tetrahedrite grains. It was calculated that about 25 wt % of the silver in the tailings might be recovered by improved milling conditions and by regrinding.

High-pressure shrouded sprays were first tested on a bench to determine air-moving capability and dust collection efficiency. The bench-scale tests indicated that at 500 psi and above, the dust collection efficiency, when sampled downstream of a water eliminator, was about 99 pet for two types of nozzles. However, for the same water flow, the induced airflow was about three times greater in one type than in another. Since the only difference in the nozzles was the spray angle, this factor was important in air movement through a shrouded spray. Full-scale model mine tests were then conducted to determine the reduction in dust concentration behind the line curtain and at the operator position produced by high-pressure sprays in a shroud. The shroud was mounted on top of the boom of a model continuous miner, and high-pressure (greater than 500 psi) sprays were installed inside the shroud. The inlet of dusty air to the shroud was open toward the face and the outlet toward the exhaust line curtain. The high-pressure sprays were compared with conventional sprays mounted at the head of the continuous miner and directing water toward the face. The difference at the operator position (opposite side of brattice) was significant in that, under certain conditions, with conventional sprays an increase in respirable dust concentration of 471 pet was noticed compared with dry operation due to rollback from face. High-pressure shrouded sprays, on the other hand, decreased the dust concentrations at the operator position (opposite side of brattice) by 28.2 pct.

Commercial scale in-situ leach uranium facilities (i.e., solution mining) have operated since late 1975, and have begun to appear in increasing numbers in the last few years. Solution mining involves the pumping of ground water, fortified with oxidizing and complexing agents, into an ore body, leaching and solubilizing the uranium in-situ, and then pumping the solutions to the surface where they are fed to a mill. Milling is by conventional means, involving ion exchange, precipitation, calcining and packaging processes. This paper presents an overview of the solution mining process, and discusses an empirical method that has been used to determine the radon gas release rate in Bq (curies) per year for the overall operation of the facility including wellfields, milling processes and waste storage reservoirs. In addition to radon generation on the surface from radium decay, it has been determined that the major component of radon release is associated with the dynamic generation of radon from solutions returning from underground. Process parameters impacting this evaluation and the mathematical expressions developed are discussed. The preliminary data accrued is presented.

Due to the present economic climate, particularly the depressed copper market, conventional mining, milling and flotation operations have been suspended. However, due to the apparent amenability of the ore to 'natural' leaching, investigations have been initiated into establishing an in-situ leaching operation as a preferred alternative to conventional operations. Cement copper production has been developed in parallel with the leaching trials and is presently at the rate of approximately 3,000 tonnes of contained copper per annum. Testwork includes controlled leaching of ore both in the laboratory and in-situ following blasting.

Mr Kapp's paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

The Bureau of Mines has developed a method for determining helium in water for use in sampling and analyzing surface and subsurface waters for geochemical survey work. The accuracy of the analytical method is within ±10 percent for samples containing above 20 x 10-8 cm3 He (STP)/cm3 H20. The minimum detectable helium-in-water concentration is calculated to be 2 x 10-8 cm3 He (STP)/cm3 water. Water samples are collected in 500-cm3 stainless steel cylinders. The dissolved gases are extracted into a cylinder of equal volume containing a known quantity of neon. The resulting gas mixture is subsequently analyzed for helium and neon-21 by mass spectrometry. The volume of helium in the sample is calculated from the mass spectrometric determination of the helium-to-neon-21 ratio, the known quantity of neon used, and the extraction efficiency of helium.

"Sherritt Gordon's experience with rubber mill liners began in 1964 at the Lynn Lake Farley Mine and continued at the Fox Mine in 1960, and the Ruttan Mine in 1973. This paper describes the history of the performance of rubber mill liners at the three mine operations.LYNN LAKE - FARLEY MINEThe Lynn Lake Farley Mine, which ceased production in 1976 due to exhausted ore reserves, was a 3500 T.P.D. copper-nickel operation; consisting of two parallel rod mills followed by three stages of ball mill grinding. A circuit modification in 1964 necessitated one of the tertiary ball mills to be used as a pyrrhotite regrind mill. This 8' x 5' Hardinge conical mill drawing 225 HP was initially installed with steel liners and lifters. After several months of operation a routine inspection revealed severe channeling and washing behind the liners which was threatening to erode the ball mill shell. It was thought that the highly acidic condition in the mill, due to grinding 100 º6 pyrrhotite, was accelerating the wear of the steel liners. At this time it was decided to reline the mill with rubber liners to see if the wear problem could be relieved, and in December 1964 a set of Skega rubber liners were installed."

Objective justification on economic grounds for expenditure aimed at improving the quality of the underground working environment requires a suitable measure of any improvement in productivity that would result under routine working conditions. For this purpose, a composite production criterion is suggested, as well as its correlation under actual operating conditions with various factors directly affecting productivity and the environment. Of the environmental factors, wet-bulb temperature appears to be the major factor affecting productivity. The production data given indicate that a decrease in the wet-bulb temperature of 1OC can be expected to result, on average, in some 3 to 4 per cent increase in productivity; in the higher temperature ranges, this percentage could be much higher.

Chemical and radioisotope stratification studies were carried out in an abandoned uranium tailings pile at Elliot Lake, Ontario, Canada. The tailings, with an average thickness of 7 m over an area of 16 hectares, were deposited approximately 20 years ago on a layer of black peaty material which overlays deposits of permeable glaciofluvial sands. Geohydro-chemical investigations of this tailings area have been ongoing since 1978. The radioisotope profile study was conducted on three adjacent sites. Solid core samples, collected with a split spoon sampler at various depths, were analyzed for various chemical and radioisotope constituents. The results indicated by 2 distinct zones of stratification; an upper zone, where the constituents were uniformly distributed, and a lower zone, near the peat-tailing interface, which showed increasing concentration with depth. Within the peat layer, the concentration decreased rapidly with no significant levels of contaminant penetration below the peat layers observed, though the samples were limited. The pH profile showed that the top 5 m of the tailings have been oxidized, the average soil pH in this zone was 3.4 compared to 5 .8 underneath it. The groundwater hydrology of the system was observed to be complex showing downward and lateral flow in the dry season and lateral and upward flow during the spring and periods of heavy rainfall. The results are discussed in terms of a model based on the combined segregation and settling process of the tailings fine fraction, and the geohydro-chemical interaction of the solid and liquid phases.

Good mine ventilation starts at the drawing board. A coal mine will either be adequately ventilated or not, depending upon how good a job was done in the planning. Poor planning will not only result in inadequate ventilation, but may also lead to low productivity. A mine foreman cannot achieve high productivity while trying to maintain 4.2 ma/s (9000 cfm) of air at his last open crosscut.

INTRODUCTION Ambient concentrations of radon and its daughter products have been measured and analyzed by a number of investigators for a variety of purposes. Principal among these purposes have been: (1) descriptive, to characterize the distribution and changes in concentrations under various conditions; (2) research in the use of radon as a tracer gas in the study of atmospheric characteristics and motions, such as eddy mass transfer, diffusivity profiles, large scale circulations, and the like; and (3) the use of radon as an atmospheric tracer in exploration for uranium deposits.* This information forms the basic data for this paper and for its placing the ambient natural, or non-anthropogenic, radon concentrations into the perspective of ambient radon health standards and lung cancer risk calculations. To enable better understanding of some aspects of the ambient radon data, review and analysis is also performed on selected measurements of radon emanation or flux from the surface of the earth into the atmosphere. These measurements have generally been made for purposes similar to those for ambient radon, i.e., (1) description of radon emanation characteristics; or (2) to support and justify the use of ambient concentration measurements in atmospheric research; or (3) in exploration for uranium. Interest is also developing in the use of such measurements for earthquake prediction. In addition, to complete the perspective, brief examination is given to anthropogenic ambient and flux radon measurements related to the mining and milling of uranium, so that comparison can he made with the values from natural sources. As a frame of reference we cite here previous summaries of studies which have presented representative values and ranges of ambient concentrations and emanation rates. H. Israel, in the Compendium of Meterorology (1951), cites eight studies of ambient radon concentrations which we have selected as representative of non-anomalous continental values. Their means generally range from [0.06 to 0.15 pCi lit-1 with the smallest reported minimum of zero and the largest maximum 0.53 pCi lit-1. The overall mean is 0.10 with a standard deviation of 0.03 pCi lit-1. Means over oceans are much smaller, and the data scarcer, with only three values ranging from 0.0004 to 0.003 pCi lit-1 and a mean of 0.0016 pCi lit-1.] Thirteen studies from Israel's list were selected as representative of mountainous terrain. These data, except for the cases of higher elevations, frequently show significantly higher values than the average cases in non-mountainous terrain described-above. The averages range from 0.10 to 0.59 pCi lit-l; the smallest minimum is zero and the largest maximum is 9.2 pCi lit-1. The overall mean is 0.30 with a standard deviation of 0.17 pCi lit-1. Israel also cites five studies of radon emanation (flux) from the earth's surface. These show a mean of 0.40 pCi-2m-2 sec-1 and a range of from 0.21 to 0.74 pCi m-2 sec-1. Data on flux are naturally scarcer in the literature than data on ambient concentrations, because of the greater interest in and utility of the ambient information. In this paper we also give special consideration to observations of the variability in time and space of radon flux rates, and to the impact of these phenomena on the use of such data for a variety of purposes. NATURAL(NON-ANTHROPOGENIC)AMBIENT RADON CONCENTRATIONS We have examined the following reports for the data selected for this category; these studies were generally intended to describe radon characteristics in the atmosphere. Jonassen and Wilkening (1970); Bradley and Pearson (1970); Wilkening (1970); Lambert, et al (1970); Pearson and Moses (1966); and DickPeddie, et al (1974). Another set of studies which was reviewed was selected because the investigators made ambient radon measurements in the course of examining the use of radon as a tracer in atmospheric research. This set consists of: Israel and Horbert (1970); Carlson and Prospero (1972); Subramanian, et al (1977); Larson (1978); Cohen, et al (1972); Hosler (1966); and Shaffer and Cohen (1972). Finally, unpublished data from uranium exploration activities (Milly and Thayer, 1976) was analyzed. [Treating the ocean cases first, the mean values are generally consistent with those quoted earlier from Israel (0.0004 to 0.003 pCi lit-1); they range from 0.001 to 0.011 pCi lit-1, with 0.003 the most frequently reported value. Continental values, from eight studies, range in means from 0.07 to 0.41 pCi lit-1 (not including mineralized areas, or "uranium country", discussed later), with maxima as high as 2.4 pCi lit -l. For comparison, the means from Israel are 0.06 to 0.15 pCi lit-1, with a maximum of 0.53 pCi lit-1. New Zealand Steel Limited is nearing completion of the environmental reporting and planning procedures for its proposed fivefold expansion to steelmaking at Glenbrook, and supporting mining operations at Waikato North Head. A report on the proposal to transport concentrate from the mining operations to Glenbrook has also been prepared and is awaiting release. This paper draws from these events, and by discussing some of the problems encountered, gives some guidelines for the preparation of an Environmental Impact Report.
