Owing to an upsurge in export earnings. Cameroon made substantial economic Progress in 1978 and 1979. With a real growth estimated at 6%, the gross domestic product (GDP) for 1979 surpassed $5 billion.2 Crude petroleum production was providing a new potential in 1978 and 1979 for achieving national self-sufficiency. Among other benefits, crude petroleum exports were helping to offset the escalating costs of refined petroleum imports and to reduce the 14% to 17% annual rate of inflation. Over the 4 years prior to 1978, Cameroon's petroleum imports increased by 12.1% in volume annually, while the import cost increased by 24.5% annually to about $105 million. Total export earnings for 1978 were $805 million,3 to which crude petroleum contributed $25.3 million and crude aluminum product exports contributed $25.9 million. Petroleum exports had increased to about $240 million in 1979 and were in third place after coffee and cacao. Total imports for 1978 were valued at nearly $1 billion. The volume of petroleum imports decreased in 1979 to 552,000 tons, compared with 622,000 tons in 1978. The European Economic Community (EEC) countries purchased over 75% of total Cameroonian exports and provided most of the Nation's imports. The United States purchased $12.4 million in petroleum exports from Cameroon in 1978. Advances in the technology of abrasion resistant irons and steels, which could help in combating abrasion and wear in mining operations, are reviewed. Nodular irons alloyed with nickel or copper and molybdenum, with acicular, bainitic or bainitic-martensicic microstructures are described. These alloy irons combine excellent castability and relatively easy machinabilitv with good resistance to wear. Recent progress in the development of high chromium molybdenum alloy irons is outlined, by which high temperature heat treatment of massive castings can be eliminated, alloy costs can be reduced and cracking problems avoided. Data is also given on the erosion-corrosion resistance of these irons. Trends in the development of improved cast steels are outlined. Factors influencing the toughness and abrasion resistance of manganese steels are considered. The 6% Mn 1% Mo manganese steels are shown to have a useful combination of toughness and abrasion resistance. Composite castings are seen as a means of com- bating abrasion in applications involving severe impact. A brief appraisal is given of recently developed martensitic wrought steels with improved weldability.

"This paper provides a description of the Highmont copper-molybdenum concentrator from primary crushing through grinding, flotation, tailings disposal and water reclamation. The unique features of the operation will be emphasized.IntroductionThe Highmont property is located in the southern portion of the Highland Valley adjacent to and east of Lornex and about 4 miles south of Bethlehem Copper. The plantsite is at an elevation of 5100 ft.Highmont acquired the property in 1966 and in 1969 Teck Corporation entered into an exploration agreement which contained the option to finance the property to production . A detailed feasibility study of the project was completed in 1971. A positive production decision was deferred at that time because of the prevailing soft copper market and relatively low molybdenum price. The development of a strong molybdenum market in late 1978 and early 1979 led to a re-examination of project economics, and a decision to proceed to production was made in April 1979.The Highmont ore zones occur adjacent to and on either side of an east-west-trending quartz porphyry dyke. The two major zones , the east and west pits, contain 122 million tons of ore assaying 0.27070 Cu and 0.029% Mo. Chalcopyrite, bornite and molybdenite are the minerals of economic interest. Chalcopyrite is the predominant copper mineral. Mineralization occurs primarily along fractures and is zoned according to fracture density. Some pyrite is present, but for the most part it is outside the ore zone. Surface oxidation is shallow throughout the orebody.Wright Engineers Limited were responsible for the major part of the engineering design. Site construction, which began in the spring of 1979, is under the direction of Commonwealth Construction. The first concentrator line is scheduled for completion late in 1980, the other for early in 1981."

INTRODUCTION If a uranium mill worker is involved in an accident, analysis of excreta for uranium content and[in vivo] counting methods are used to estimate the extent of the possible exposure and to predict the pattern of uranium distribution among tissues (Spitz, [et al]., 1980). Interpretations of urinary excretion data are based on studies of human exposures to single uranium compounds including U02, U308, U03, UF4, U02F2 and UF6 (Alexander, 1974). Refined uranium ore (yellowcake) is a variable mixture of U03-NH3-H20 adducts (ammonium diuranate, ADU) and their thermal conversion product, U308. The variability in composition of yellowcake (Kalkwarf, 1979; Eidson and Mewhinney, 1980; Dennis, Blauer and Kent, 1981) complicates the interpretation of bioassay data from individuals that might have inhaled any single yellowcake material. A test system would be useful to estimate the dissolution behavior of a particular yellowcake aerosol inhaled by a worker and aid in the interpretation of bioassay data collected before and after an accident. A series of experiments was conducted for this purpose. The objectives of these studies were to: 1) develop specific criteria for comparing [in vitro] dissolution systems and 2) use the criteria to evaluate solvents, methods and experimental temperature and pH conditions used in previous studies. Dissolution experiments were conducted using different combinations of solvents, conditions and methods with a common yellowcake sample. Because little information is available from human yellowcake inhalation exposures to evaluate the [in vitro] results, criteria for evaluation of different tests were derived from a model of yellowcake dissolution in lung constructed from a number of cases in which humans were exposed to single uranium compounds known to be in yellowcake (Mercer, 1975). MATERIALS AND METHODS Materials The powder used in the tests was taken from one lot of yellowcake obtained from a commercial uranium mill. The same powder was previously designated as Mill D in Eidson and Mewhinney, 1980 and Mill 2 in Kalkwarf, 1979. The ammonium diuranate content was measured by infrared absorption to be 25% ± 1% (Eidson and Mewhinney, 1980). Solvents The compositions of the two biological fluid simulants used are compared in Table 1. Simulated lung fluid (SLF) (Kalkwarf, 1979; Dennis, Blauer and Kent, 1981) was chosen to simulate the composition [ ] of lung fluid as closely as practical (Moss, 1979). Simulated blood serum ultrafiltrate (SUF) (Eidson and Mewhinney, 1980) was chosen because of previous successful efforts to model human urinary excretion of inhaled plutonium aerosols (Kanapilly Raabe and Boyd, 1974) and the dissolution rate of 241Am02 in Beagle dogs (Mewhinney and Griffith, 1981). Major differences are that simulated lung fluid contains Mg2+ and a higher Ca2+ concentration than SUF and that SUF contains ammonium ion. Both solvents include protein substitutes; acetate is used in SLF, while amino acids are used in SUF. Both solvents include phosphate but the chelating agent diethylenetriaminepentaacetic acid (DTPA) is included in SUF to prevent possible formation of insoluble uranyl phosphate precipitates that would result in an underestimation of solubility. In addition to the above solvents, modified solvent compositions were prepared to investigate the role of specific salts in yellowcake dissolution studies. Solutions of SUF (Table 1) were prepared without DTPA (SUF-DTPA) and without amino acids (SUF-amino acids). No solution excluded both DTPA and amino acids. This report describes the Mine Inspection Data Analysis System (MIDAS) developed by the Bureau of Mines to analyze the records of industrial hygiene samples collected by the Mine Safety and Health Administration (MSHA) in metal and nonmetal mines. MIDAS is the first system capable of sorting, editing, analyzing, and reporting these data. It is also the first system designed to be used by a number of Government agencies. At present the system contains 225,000 personal and area samples for 61 contaminants in 45 industries. The records date from 1974 to early 1980, and MSHA plans to provide yearly updates to the system. This report presents preliminary analyses of dust exposures and discusses the potential uses and limitations of these data. Analysis of the dust data for 1978 and 1979 showed that bagging had the highest percentage of dust overexposure. Morn than 40 pct of the 1,536 respirable quartz dust, total nuisance dust, and total silica dust samples exceeded the MSHA exposure limit. Other dusty occupations are ranked according to their percentage of overexposure.

As a result of commissioning No.5 B F, 2670m3 inner volume, in March 1972, the largest B F in Australia; new expertise in maintenance, furnace operating practices and design have been obtained. This experience has also been extended to the other furnaces. A series of operating problems were con- fronted; all parts of the furnace, including the hearth side walls and bottom,were adversely affected. In December 1977, serious hearth wall wear was detected at No.5 B F, and a potential hearth breakout was averted. Hearth wear in No.4 B F was discovered in March 1979, and emer- gency underhearth cooling was installed to reverse an extremely advanced hearth bottom erosion. Hearth behaviour of No.5 B F oampaign 1972-1978 and`No.4 B F campaign commencing 1972, has been studied and discussions on the causes, effects and measures undertaken to protect the hearths are presented in this paper.

To facilitate compliance with title 30 CFR 75.1001-1(b), which requires testing and calibrating of trolley line automatic circuit interrupting devices at intervals not to exceed six months. Approach Calibration of a circuit breaker ideally implies the passage of the expected fault current through the sensing circuit, and observing a successful circuit interruption at the preset level within a specified time. On trolley lines, the required current may be a few thousand amperes, with maximum duration well exceeding one-tenth of a second. Any method of obtaining this calibration current Involving the trolley wire can contribute to wire sagging and other permanent damage to the haul-age system due to the high energy dissipated during the test. Also, control to assure that exactly the required level and duration of current flow is obtained implies the use of equipment which is simply not available In the ordinary mine. Under a Bureau of Mines contract, a circuit to achieve the necessary calibration pulse was conceived and built. How It Works Two prototype units were fabricated and have been field tested by MSHA technical support engineers in under-ground mines. The equipment consists of an electronics Package 20 x 24 x 8 inches and weighing 93 pounds, including a side-mounted circuit breaker, with a set of 8 foot long detachable, AWG #4/0 leads with plier-type clamps. The total lead assembly weighs 21 pounds.

During the last decade, the feasibility of applying the in situ leaching technology to the recovery of copper from deeply buried deposits containing chalcopyrite has received much attention.(1-4) The major incentive for using this technology is that under certain circumstances, copper in deep underground deposits, which cannot be mined economically by conventional means, can be recovered economically. Basically, this technology involves rubblization of the deeply buried copper ore body followed by in-place leaching of the rubblized copper ores. Rubblization of the ore can be achieved by some suitable method such as the use of block caving mining. The rubblized chimney is then filled with water until the original water level is reached. Leaching occurs when the eater saturated with oxygen is introduced into the chimney- and flows through the fractured rock masses and within pores of rocks. As the dissolved oxygen oxidizes the primary sulfides, heat is generated. Because of low conductivity of the surrounding rocks, the generated heat is able to raise the temperature of the chimney. The increase in the temperature of the chimney and the relatively high content of dissolved oxygen in the leach solution under high hydrostatic pressure will result in an enhanced dissolution of the primary sulfide minerals. To ensure a successful application of the in situ leaching technology, a complete understanding of the effects of the ore particle size distribution, ore grade mineralogy, temperature, pressure, lixiviant concentration, pH, etc. on the rate of copper recovery is necessary so that copper can be recovered efficiently and the amount of copper extracted can be predicted. These can be achieved through mathematical modeling of the in situ leaching process and conducting laboratory tests. In this paper we will present a mathematical model that simulates the in situ leaching process as depicted in Figure 1. To model this process properly, not only the 'kinetic and thermodynamic aspects of leaching chemistry must be known, but the effects of heat generation, the physical aspect of fluid flow and other related multicomponent transport phenomena must be considered. Furthermore, since most factors involved in the leaching process change with time, a leaching system must be described using unsteady state equations.

To date, large-scale solution mining has received little attention in Australia, although the potential of this technique has not gone unnoticed. The possibility of long-term damage to the local environment has also been recognized. Because no two orebodies are the same, it is clear that the application of solution mining techniques and the assessment of environ- mental damage will be somewhat different for different orebodies, even though the general principles will be the same. At present the most significant copper solution mining operation in Australia is at the Mammoth (Gun- powder) Mine in northern Queensland. This mine currently produces more than 3 000 t of cement copper a year.1

The structure and hydrodynamics of the raceway zone of a blast furnace was studied on a cold model representing a sector containing two tuyeres. The model differed from the usual in that it was prov- ided with continuous flow of the coke layer at pre- determined rates, had provision for changing the tuyere parameters (diameter, protrusion, inclinat- ion) and irrigation of the layer with liquid. A combination probe was developed which per- mitted simultaneous measurement of the pressure field both across the area and through the height of the layer as well as determining the topography of the raceway. The velocity fields in the layer were measured with a specially made impulse thermo- anemometer. The determining criteria of the model were taken as the relationships between the energy of the blast and the particles, the dimensions of the raceway and the cross-section of the tuyere. The model established the effects of the tuy- ere structural parameters, blast parameters and amount of liquid products of smelting on the con- figuration of the raceway, the structure of the layer, pressure and velocity fields in the vicinity of the tuyeres and in the vertical direction through the layer. The properties of the raceway formation and the structure of the layer in motion have been clarified.

As part of the Federal effort to help maintain an adequate supply of fertilizer materials, the Bureau of Mines conducted research to characterize complex low-grade Michigan phosphate materials and to devise methods for recovering fertilizer-grade phosphate concentrates. The rock is from middle Precambrian sedimentary formations in the Marquette Range located in the central part of the Upper Peninsula of Michigan. Occurrence of phosphate-bearing sediments in Precambrian rocks is rare. This deposit, containing 12 to 15 pct P205, is believed to be the richest Precambrian phosphate deposit in the United States. Petrographic examination showed that the conglomeritic rock contains crystalline apatite both in "black pebbles" and in quartz matrix. Attrition scrubbing and sizing tests showed that there is no tendency for phosphate to concentrate in any of the sized fractions. In beneficiation tests, which included grinding to minus 325 mesh followed by phosphate mineral flotation using a fatty acid-fuel oil collector, a phosphate concentrate was obtained that had a grade of 30 pct P205 and a P205 recovery of 72 pct. This concentrate should be suitable for fertilizer manufacture.

To maximize productivity and improve minerals processing technology, the U. S. Department of the Interior, Bureau of Mines, is investigating a particle agglomeration technique as a means of increasing the percolation rate of leaching solutions through heaps of clayey or finely crushed, low- grade, gold-silver ores. Bench-scale and pilot-scale experiments conducted on different ores indicated that the percolation rate of cyanide leaching solution was enhanced markedly by mixing the ore with a binder, such as lime or portland cement, moistening the mixture, then mechanically agglomerating and aging the feed prior to heap building and leaching. In addition, the rate of silver and gold extraction markedly increased without sacrificing total recovery of values. The use of concentrated cyanide solution instead of water during the agglomeration procedure substantially decreased the leaching time required to obtain maximum recovery. Results from bench-scale and pilot-scale experiments using the particle agglomeration technique are discussed.

INTRODUCTION There are now over twenty years since the radiological characteristics of the brazilian regions of Araxá, Tapira and Barreiros, three locations adjacent to each other, in the state of Minas Gerais, Brazil, started being surveyed by investigators from the Instituto de Biofísica da Universidade Federal do Rio de Janeiro (IB/UFRJ), Pontifícia Universidade Católica do Rio de Janeiro (PUC/RJ), and New York University (NYU) (Roser and Cullen, 1958; Cullen et al, 1980). The importance of the Araxá apatite – Ca5,(P04)3(OH, F, Cl) - and pyrochlore - NaCaNB206F - for the production of large quantities of fertilizers and niobium was early recognized (Roser and Cullen, 1958). Interesting data have been gathered and published throughout the years on the contents of naturally occurring radionuclides in geologic materials, soils, grass, foods and waters of the Araxá region (Eisenbud, et al., 1964; Penna Franca, et al., 1965a, b; Roser et al., 1966; Penna Franca et al., 1970; Cullen, 1977; Penna Franca, 1977; Cullen and Paschoa, 1978; and Cullen et al., 1980). The radioactivity of the Araxá region is associated with mineral deposits of niobium rich pyrochlore and phosphate rich apatite. There are in this region mineral ores with 3 to 5% pyrochlore with 2 to 2.5% Th as Th02 and 50 to 150 ppm U308 in the matrix, while the apatite deposits contain up to 150 ppm U308 and a thorium concentration similar to that of the pyrochlore deposits (Paschoa and Palacios, 1981). As an indication of the high thorium content of the Araxá soils the 228Ra and 224Ra activity concentrations were reported to range from 10.6±0.2 to 62.4±0.7 pCi228Ra/g soil in 7 samples and 2.1±0.1 to 104±1 pCi224Ra/g soil in 19 samples (Cullen, et al., 1966). The uptake of radium isotopes by edible roots vegatables and fruits growing in the soils of the Araxá region can be illustrated by the data listed in Table I. The biological availability of natural radium isotopes in some segments of the Araxá soil allows a large variation in the 228Ra, 224Ra and 226Ra concentrations in vegetables and edible roots, as can be seen in Table I. This fact makes quite difficult a quantitative local assessment of the radiological implications of mining the Araxá mineral deposits of pyrochlore and apatite for production of niobium and phosphate fertilizers, respectively; since one cannot easily separate the naturally occurring from the technogically enhanced radionuclide contents of foods. The position of the city of Araxá inside the contour of the state of Minas Gerais appears in the upper part of Figure 1, which shows the outlined map of Brazil with the positions of the cities Brasilia and Rio de Janeiro also indicated. The lower part of Figure 1 is a representation of the Araxá region in an expanded scale, which indicates the locations of the pyrochlore and apatite deposits in relation to the city of Araxá, as well as the nearby hydrographic basins. The distance between the city of Araxá and the pyrochlore deposit is about 8 km, and between the pyrochlore and apatite deposits is 4 km. This paper deals tentatively with the radiological implications of the industrial operations taking place in the Araxá region for the exploration of the pyrochlore and apatite deposits. However, one must bear in mind, firstly, that the radiological implications of these industrial activities are by far too complex to be covered adequately by the limited amount of data to be presented in this paper, and secondly, that such implications cannot be considered of local character only. INDUSTRIAL OPERATIONS The commercial exploration of the Araxá deposits of pyrochlore and apatite started only few years ago, motivated by the increasing demand of niobium and phosphate fertilizers in Brazil and the world. As a consequence of the industrial operations in Araxá, a redistribution of the uranium, thorium, and radium originally present in the local deposits of pyrochlore and apatite started occurring in the seventies, with possible radiological implications for the Araxá region and its immediate surroundings, not to mention the destinations of the end products of such industrial operations. A literature review on the radioactivity associated with the extration industries of selected minerals was made by the USEPA (Bliss, 1978). The low level radioactive wastes of the industries for copper ore mining and rare metals processing have been object of particular attention (Fitzgerald, Jr., 1976; Eng, et al., 1979), but the short and long term implications of the radioactivity associated with the niobium industry were also subjects of concern (Knight and Makepeace, 1978). Recently, high 232Th and 226Ra concentrations in samples from the tin mining industry in West Malaysia were reported (Hu et al., 1981). A great deal of attention has been dedicated to the implications of the redistribution of radionuclides originally present in the mineral ores used by the phosphate fertilizer industry (Moore, 1967; Menzel, 1968; Spalding and Sackett, 1972; Eisenbud, 1973; Guimond and Windham, 1975; Guimond, 1976; Roessler,

The Bureau of Mines has conducted a laboratory and field corrosion test¬ing program to determine materials of construction for the leaching and gas-sparging crystallization environments of the clay-HC1 process in order to more fully utilize the alumina from domestically available kaolinitic clays. Laboratory tests were used to determine the corrosion rates of 22 metals and alloys by weight-loss measurements in these two environments of the process. The results of this laboratory study were used both to suggest metals and alloys for field testing and to determine the effect of the individual solution components on the corrosion behavior of the metals and alloys. Results from the field tests were used to recommend Ta, Ta-2.5W, and Ta-10W for con¬struction of the agitators for the leaching process. The metals and alloys recommended for construction of the gas-sparging crystallizer heat exchangers were Ta, Ta-2.5W, Ta-10W, Nb, Nb-1Zr, Nb-3Zr, Nb-28Ta-10W-1Zr, Nb-10Hf-1Ti, and Zr for the first stage and Ta, Ta-2.5W, Ta-10W, Nb-28Ta-10W-1Zr, Nb, Nb-10Hf-1Ti, and Zr for the second stage.

The results of laboratory abrasive and abrasive-corrosive tests carried out on a range of carbon, Iowalloy, and stainless steels are compared with underground tests conducted on similar materials on prototype shaker conveyors carrying gold-bearing quartzitic rock. The dry-abrasion resistance of all the steels was found to be better than that of mild steel. When the added effect of corrosion was tested, the stainless steels proved to be much superior to proprietary abrasion-resistant alloys both in the laboratory and underground. The ferritic stainless grades were shown to be superior on the basis of cost per unit of volume lost. This investigation has shown that laboratory tests on materials can provide valuable information on their possible performance in situ, and can thus be used to replace lengthy experiments on site.

"A simplistic algorithm jar simulating the rod or ball mill Bond grindability test applied to ores and minerals is presented. A performance comparison between the present algorithm and a previously published algorithm by Kapurot, modified in this work jar a fair evaluation, is also given. A worked example is furnished jar leading the reader through the various calculations.IntroductionThe Bond grindability test is widely used for the prediction of the power requirement of an industrial grinding mill. The procedures for conducting this test in either a ball or a rod mill are available(1). In the case of a ball mill, batch grind abilities have been correlated to Bond grindabilities to help monitor day-today variations in ore grindability for the purpose of plant control( 2,3). Of special interest is the algorithm presented by Kapur(3) for the simulation of the Bond test. In practice, the test lasts from 6 to 14 cycles (4 to 10 hours). With this algorithm, one can predict the Bond grind ability using information available from only the first two cycles.Sometimes the prepared feed for the grindability test contains too much fines compared to the total product desired at the mesh of grind under consideration. In such a case, the operator separates the fines from the test feed and adds to the remaining coarse fraction an equal amount of fresh feed. This combined feed then forms the feed to the first cycle of the test. In the present work, Kapur's algorithm is modified to include this special case. A new and relatively simpler algorithm is also presented. Statistical equations relating work index to pertinent variables are also given."

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution.
