This paper illustrates an approach to quantitatively document the degree of technical conservatism to be incorporated into the design of a waste isolation system in bedded salt. It is anticipated that for an actual repository site the key performance constraints and/or design bases identified in this paper will be reviewed, and modified or supplemented as required. Ultimate acceptance of a repository will be dependent upon scientific peer input and scrutiny of the demonstrated conservatism inherent in each specific repository site and design.

"Continued and expanded use of underground diesel-powered equipment is considered desirable in order to achieve necessary production capability, particularly when coal becomes increasingly in demand as an energy source. Although diesel engines are derated for underground use, concern has been expressed in many quarters regarding the health effects of worker exposure to diesel-generated particulate and NOx emissions. This concern will increase as Canadian diesel fuel quality becomes heavier and with higher sulphur content. This could result in a requirement to increase ventilation rates by 50%.This paper describes the results of studies of various approaches designed to reduce diesel emissions. Two major approaches have been followed: fuel modification, and emission control hardware development. The results of progress in the development of these approaches will be described.Fuel modification includes the application of water/diesel and methanol/diesel fuel emulsions to the engine. Details of the techniques employed in this approach will be described, together with the effects on diesel emissions. (The paper is concerned with the emission aspects only, not the possible major engine modifications and/ or substitute materials of construction for 100070 methanol.) Use of methanol has the added advantage of acting as a diesel fuel substitute and extender, and there are expectations that underground diesel engines could eventually operate on close to 100% methanol fuel, thereby eliminating particulate emissions. The results of emission control hardware development will also be presented and will include the effects of catalysts, water scrubbers, exhaust filters and exhaust gas recirculation techniques on emissions. A combined systems approach employing a number of these components appears to be the most viable method of controlling the complete array of diesel emissions.This work should culminate in a better understanding of the costs involved in employing fuel modification or emission control hardware relative to the costs of increased ventilation which mpy be necessary to maintain a safe working environment for the underground worker."

Recent investigations of mine roof falls have demonstrated that roof failures are generally associated with geologic conditions. The roof falls can be predicted by using the techniques of depositional modeling for the coal bed and roof rocks, and by lineament analysis. The ability to predict potential roof failure areas will allow the engineer and mine planner to develop a mine plan to avoid the roof failure areas and thus reduce overall mining costs. The ability to avoid roof failure areas also will permit maximum recovery of the coal resources.

Thin seam coal mining in the western US nominally equates to recovery of stray seams associated with thicker, major seams. The thin or stray seams encountered are generally recovered, but not in all cases. The alternative to extraction is, of course, spoiling. The majority of thin seams are encountered somewhere in the overburden above the major seam or in the parting between thick seams. Although some are true strays and appear anywhere in the geologic sequence, others might be classified as thin "rider" seams immediately above or below a thick seam and separated by some equally thin parting. For the purpose of this discussion, stray or thin seams are defined as those which are less than 1.2 m thick or represent less than 10% of the expected extractable coal. [Figure 1] is a graphic representation of typical thin, stray, or rider seams which actually appear in a western operation. Operationally, stray seams create irritating scheduling problems and require special handling techniques which do not always lead to efficient equipment utilization. Additionally, coal recovery from a thin seam is considerably less than the 95% usually recovered from thick seams. Higher recovery in thin seams leads to dilution problems, which depreciates Btu quality, and most western coals are not in a position to lose heating value. Thin western seams also undulate and pinch or swell more than thick seams, and this leads to more difficult recovery. Often they are associated with equally dark carbonaceous shales and visual selectivity is difficult at best during daylight hours. Resource Recovery Regulations Thin seam recovery in western mines is encouraged by both federal and state regulations and by the mining industry's concern for total resource recovery. [Table 1] lists the western coal states and their recovery regulations. The federal regulations are found in the Surface Mining Control and Reclamation Act of 1977. They state, "General performance standards shall . . . require the operation as a minimum to … conduct the surface coal mining operations so as to maximize the utilization and conservation of the solid fuel resource being recovered." Economic stimulation for thin seam recovery appears to be marginal or at the least controversial. Scheduling and operational problems often outweigh the nebulous profits created by engineering analysis. The only alternative to extracting thin seams occurring above major production seams is to strip directly through them and lose the resource to the spoil pile. Although this is not palatable to environmental emotions or resource promoters, it is the most simple expedient to operations people.

"Through funds made available in 1972 by the Nova Scotia Department of Mines and Energy (DME) and the federal Department of Regional Economic Expansion, a program was initiated to recover saleable coal from mine waste dumps adjacent to the existing Acadia wash plant in Stellarton, Nova Scotia.Following evaluation of these dumps in 1972, the Acadia wash plant was modified to treat high-ash material. The first production was recorded in late 1974. By the end of 1979, a total of 738,202 t of dump material had been processed, yielding a total of 205,212 t of thermal-quality coal.The successful Stellarton operation led to considering the possibility of recovering thermal coal from other dumps. Evaluation of the Westville dumps indicated total recoverable reserves of 1,346,617 t averaging 53.8OJo ash.Parameters for plant design were defined from the washability characteristics of the dump material and the results of a bulk test. Two options were proposed; one was to use the existing plant with some modifications, the other was to build a modular mobile plant that could be used at future dump sites in the province after Westville. At the 25% ash level, the potential recovery of coal from the dump was estimated at 41% yield (by weight) or 549,679 t."

In deposits of the John Muir Wilderness, tungsten is the principal metallic element. Gold, silver, copper, and molybdenum could be recovered as by-products from most of the tungsten deposits. More than 1 million tons (0.9 million t) of tungsten resources are estimated to be along the fringes of metasedimentary roof pendants. Gold-silver deposits and silver-copper-lead-zinc deposits with small resources are found at several localities. The association of metal deposits with the intrusive-metasedimentary rock contacts and the widespread existence of these contacts, suggests additional resources exist. The area has no known potential for coal, oil, gas, or geothermal energy.

"Today's market for columbium has only developed in the last two decades, and in this sense it is ""newer"" than molybdenum, vanadium and most other steel alloying elements. In this short period, it has assumed a very important role in steel alloying and in superalloys. From a few hundred thousand pounds of columbium in 1960, consumption has grown to nearly 30 million pounds per year, with a market value approaching two hundred million dollars.To assess the outlook for columbium, we will first consider the historical development of consumption and supply, particularly noting that all of today's major mines were developed during the last two decades. From current production, we will attempt to reasonably project the future. This future may well include new producers, particularly some producing columbium as a co-product with tantalum.The growth of current applications, and emerging new applications, will be considered with regard to future consumption and in relation to future trends in pricing.IntroductionThe nineteenth century was a busy time for the discovery and naming of new elements. Among those discovered were columbium in 1801 and niobium in 1844. Although it was later shown that columbium and niobium are the same element, the two names are still used today. Niobium has been pronounced the ""official"" name by the International Union of Pure and Applied Chemistry, but columbium is still widely used in commercial practice, and we have chosen to use columbium in this paper."

Extensive blasting was required to construct an underground tunnel for a 90 inch sewerage relief line. The tunnel and required excavation extended under an upper middle-class residential area in Atlanta, Georgia for more than a mile and a half and required the use of more than a half million pounds of explosives in the immediate vicinity of houses and residential apartments valued at more than 16 million dollars. Other houses and property valued at more than 80 million dollars were within range to claim blasting damages. An effective blasting damage control program was carried out which limited the number of blasting damage claims to less than 2-1/2% of the total number of potential claims. All but three of the small number of blasting damage claims which were made were effectively denied without any resulting legal actions and less than $3,800 was paid for settlement of the three claims.

The term "auriferous pyrite" relates to an association of gold with pyrite in a variety of textural forms that affect metallurgical treatment. Extraction of the gold depends not only on the grain size and distribution of the gold in the pyrite, but also on the crystal size and surface area of the pyrite. Occlusions of medium to coarse gold may be liberated by moderately fine grinding. The amenability of finely dispersed (submicroscopic) gold depends in part on the activity of the pyrite surface for oxidation. Two types of auriferous pyrite at Carlin, Nevada, have been examined by optical microscopy and SEM methods before and after aqueous oxidation test work to show how differences in morphological features can affect rates of oxidation and amenability to gold extractions by methods of chlorination and low temperature oxidation.

Substantial differences between in situ and conventional technology require that in situ ore grade be established for deposit as distinct from the total contained metal value. Establishing an in situ ore grade involves determining the fraction' of the contained metal that can be leached by the fluid. This depends on the proportion of the ore minerals that occur on fluid flow paths as defined by the permeability distribution. Mechanisms involved in the in situ mining of sulfides are: oxidation of the sulfur, solution of the metals, complexing of the released metals, and a transport to a recovery point. Metal ions may be delayed or lost due to inefficiencies in these pro-cess steps or by reactions of the metal ions in solution with the rock. These reactions can involve precipitation of new phases, exchange of the metals of the interest with Ca or Na in clays or zeolites, retention of metals in oxidized mineral grains, or secondary enrichment of other sulfides along the paths of the solution flow. The efficiency of solution of metals and potential loss or delay mechanisms are controlled by local equilibria (the Eh, pH conditions) present in different parts of the ore zone. Permeability distribution in the rock mass and the coincidence of ore minerais with flow channels must be determined before a deposit can be judged suitable for in situ mining. Laboratory studies indicate that the natural permeability system is dependent on the degree of cementation of veins by late generation hydrothermal activities. The major conclusions of the study are:, 1. Deposit selection is critical; suitable deposit types include deep lying sedimentary deposits, selected zones of porphyry systems and vein controlled hydrothermal deposits; 2. Adequate laboratory and geochemical analyses should be undertaken through quantitative petrographic study and permeability mapping; and 3. Economic incentives for in situ mining must consider limitations of recovery caused by inefficiencies in dissolution and transport associated with particular deposits.

Basic to solving the problem of the role of radon transport on radon concentrations in mines is to establish whether it occurs primarily as diffusion and forced flow through porous rock or through fissures in the rock. The laboratory experiments performed involved measurements of diffusion and emanation coefficients, porosity and permeability of representative rock samples. Significant differences have been found when comparing the results of the laboratory permeability determinations to those of the mine determinations. Considerations of underlying principles, however, suggest that the diffusion and emanation coefficients are the same in laboratory and mine. It was also found that moisture content plays a dominant role in radon transport through rock. Using these concepts and findings, some conclusions about the radon concentrations in mines have been drawn.

INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2). Areas A, B, and C are defined as perimeter areas containing surface contamination. Work in these areas was expected to result in low exposures. Areas D, E, and F are the

INTRODUCTION Concentration of radon 222Rn and its decay products occuring in the Polish mines of metal-ores call for the necessity of systematic radiation control /Do8la/ both of the working environment and of the miners' personal exposure. The attempts at introducing a system of radiological protection in mines, similar to the ones existing in X-ray or isotope laboratories, took several years and consisted of development of the methods for control of concentration of radon and its progeny in the air, as well as the methods for measuring individual exposure. It was accepted that the assessment of both transient concentration in the air and of personal exposure are basic elements of the control system, which should be implemented independently of each other. Concentration measurement serves to detect and to determine those areas in mines where there is intensive radon emanation, and where current control of the effectiveness of technology introduced to deacrease the concentrations is necessary; personal dosimetry results in the assessment of the actual exposure of miners to radiation. PRINCIPLES OF THE SYSTEM The assessment of working environment is based on concentration measurements of the potential radiation energy of radon alpha decay products. Decentralized assessment is carried out by the special dosimetric service operating in each mine. Dosimetrists are equipped with portable radiometers, type RGR-11, made by the institute of Nuclear Research, Warsaw. The radiometer is presented in Fig. 1. Measurement of filter activity is performed automatically according to Markov's method /Ma62/ or any other method. Simultaneously to potential energy measurement the dosimetrists are measuring the dust concentration in the air and ventilation rate. Ventilation service looks for correlation between those indices and the concentration of radon daughters in the air. Derived Air Concentration /DAC/ for concentration assessment was accepted to be 6.25 10-6 Jm-3 /0.3 WL/ according to ICRP recommendation /Publication No. 24/ /ICRP77/. If environmental measurements reveal potential energy concentration exceeding the value of 0.3 DAC at working places, the miners employed there are subject to individual control of personal exposure. Individual exposure measurement is carried out centrally by the Institute of Occupational Medicine in [Lodz] for all metal-ore mines. It has previously been reported that metal loadings of up to 6.8 m. eq/g. of dry coal can be obtained by contacting brown coal or lignite with ammoniacal solutions of ammine forming metals. Application of equilibrium expressions to further experimental results indicates that the extraction is by ion exchange, that the exchange is divalent-univalent for Zn, Cd and Ni, but is mainly univalent-univalent for Cu, and that to obtain reasonably uniform values for the equilibrium constants correction formulae must be applied to compensate for multiple functionality of the coal and its pH dependence in ion exchange. The results are shown to be consistent with the hypothesis that metal ammine complex cations are exchanged for protons derived from carboxyl and/or phenolic hydroxyl groups in the coal.

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. This report describes the design, fabrication, and testing of a prototype instrument which demonstrates the feasibility of determining respirable coal dust concentrations by light reflectance photometry. Coal dust is collected on a filter and the quantity collected is continuously monitored by reflectance-photometry. Light emission and detection is accomplished by reflective object sensors, which have both light source and detector in one chip. The use of a pulsed light source insures low drift characteristics of the measuring circuitry. The collection of the respirable coal dust on filters facilitates accurate calibration and also allows measurement verification, if desired, by well-accepted, gravimetric methods.

This paper consists of a review of the development and application of spherical charge blasting at Inco Metals Company. Topics will include the Livingston Strain Equation, the field data required for its use in full scale operation, the type of ground in which mining has been carried out, explosives in use and their characteristics and finally, an overview of actual production applications. These applications include Primary Stope Mining, Secondary Mining Against Fill, Mining a Faulted Ore Zone and Drop Raise Blasting. INTRODUCTION Crater blasting in itself has been in use for over twenty years, but only recently has the technique been combined with a spherical size charge to form the Vertical Retreat Mining Method. This article endeavours to put the Livingston Strain Equation in a practical light, to describe several actual hard rock applications, and the results achieved in each case. THE LIVINGSTON STRAIN ENERGY EQUATION C.W. Livingston put forward the following equation as a standard means of determining the optimum burden required for full crater production blasting. The constant "E" is included in an attempt to recognize secondary breakage caused by strain waves.

In 1978 the South African Coal Processing Society (SACPS), together with the Institute for Energy Studies of the Rand Afrikaans University, ran a school on coal processing. This was judged by both the organizers and the participants to have been extremely successful. As a result, it was decided to hold a second coal school in 1980. The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 years before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages. COAL IN AMERICA In the Americas, there is evidence here and there of occasional use by the Indians. However, the first recorded discovery of coal, in what is now the US, was by French explorers, who reported an outcrop exposure on the Illinois River in 1679. Following this, other discoveries were made by French and British explorers, but the first recorded actual usage was in Virginia in 1702, where a French settler was granted permission to use coal for his forge. Earliest recorded commercial mining was in 1750, from the James River coalfield near Richmond, VA, a deposit now abandoned. Besides local consumption from this field, shipments were made to Philadelphia, New York, and Boston. During the Revolution this coal was of importance in the manufacture of shot and shell; so important, in fact, that the British sent an expedition in 1781 to destroy the iron works and

HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. Thereafter, each case was dealt with on an individual basis, being based upon whether or not the tumour was of the oat cell type, a cumulative exposure in excess of 120 WLM; latency periods in excess of 10 years, commencement of mining prior to
